If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
All
right,
let's
look
at
the
minutes.
Anyone
have
any
comments
or
questions
or
concerns.
Otherwise
I
would
entertain
a
motion
to
approve
the
minutes.
Commissioner,
thank
you
very
much.
All
in
favor
of
approving
the
minutes.
D
B
All
right
now
we'll
move
on
to
the
regular
agenda.
If
you
did
not
refresh
oh
no
approval
of
the
address.
Oh
thank
you
very
much.
We've
got
to
approve
the
agenda.
I
would
entertain
a
motion
to
approve
the
agenda.
Thank
you
very
much,
commissioner
Jackson
seconded
by
commissioner
lubes,
all
in
favor
of
approving
the
agenda
hi
so
first
on
the
agenda
now
right,
yep.
Okay,
if
you
would
refresh
your
screen,
you'll
notice
that
one
agenda
item
has
changed
very
quickly.
B
B
B
So
we've
got
Melissa
prowse,
giving
testimony
on
a
Grant
application
to
the
Michigan
natural
resources,
trust
fund
for
the
acquisition
of
71.17
acres
of
land
in
Troy.
A
G
A
E
Good
morning,
good
morning,
I'm
joined
this
morning
by
Chris
Bunch
who's,
the
director
of
the
six
Rivers
Land
Conservancy,
who
is
our
partner
in
this
project?
E
This
is
a
sort
of
a
shortened
version
of
the
presentation
that
we
gave
at
our
public
hearing
last
week
that
was
held
at
The
Parks
Commission
for
this
project.
So
I
know
you
guys
have
a
busy
agenda
today,
so
I
might
fly
through
it
a
little
quickly
but
feel
free
to
stop
me
if
you
have
any
questions
oops.
E
So
if
you're
not
familiar
with
the
location
of
the
turtle,
Woods
property,
it
is
in
Troy.
You
can
kind
of
see
here
where
it
is
on
the
map
in
relation
to
the
rest
of
the
parks
that
we
have
within
the
county.
So
it's
in
a
really
great
area
for
us
zooming
in
a
little
bit,
so
you
can
see
kind
of
exactly
where
the
property
is
so
Turtle.
Woods
is
69
and
a
half
acres
we're
looking
at
some
additional
acreage
for
parking,
which
is
why
the
number
is
a
little
bit
higher
than
that.
E
E
And
if
we
zoom
in
a
little
bit
more,
you
can
see,
there
was
a
portion
of
the
property
that
the
Troy
School
District
did
sell
to
Robertson
homes,
so
that
development
is
what
you
see
down
in
the
lower
left
hand
corner
there,
and
that
comes
into
play.
When
we
talk
a
little
bit
about
the
parking
options,
so
history
of
turtle
Woods,
it
was
purchased
in
the
60s
as
a
potential
school
expansion
site
for
the
Troy
Public
Schools.
E
They
determined
a
few
years
back
that
they
no
longer
are
going
to
need
that
for
a
School
site,
but
it
has
become
over
the
years.
It
has
become
an
important
piece
of
property
to
the
school
district
and
to
the
residents
of
Troy,
who
have
been
using
it
as
a
nature
preserved.
Even
though
the
Troy
School
District
has
never
really
managed
it.
As
such,
it's
been
a
property
that
we've
had
our
eyes
on
for
a
very
long
time.
E
I
know
six
Rivers
has
as
well,
and
it
has
been
used,
like
I,
said
by
the
residents
as
a
nature
preserve,
even
though
it
hasn't
really
been
managed.
That
way.
So
again,
it's
69.5
Acres.
The
property
was
owned
by
the
Troy
School
District.
There
is
a
purchase
agreement
that
has
been
signed
between
Troy
School
District
and
six
Rivers
Land
Conservancy.
So
six
Rivers
role
in
this
process
is
essentially
holding
the
property
for
us
until
we
can
get
the
funding
from
the
Michigan
natural
resources.
Trust
fund,
which
is
what
this
Grant
application
is
today.
E
There's
some
stipulations
on
that
funding,
where
you
can't
buy
property
with
trust
fund
dollars,
that's
already
publicly
held,
so
the
school
district
is
considered
a
public
entity,
so
we
can't
buy
it
directly
from
them.
So,
in
situations
like
this,
six
Rivers
is
able
to
kind
of
come
in,
be
that
intermediary
hold
the
property
for
us
until
we
can
get
the
funding
to
acquire
it.
So
right
now
that
purchase
agreement
is
assignable
to
Oakland
County.
So
if
and
when
we
get
the
grant
funding,
they
would
assign
it
to
us
and
it
would
become
a
County
Park.
E
I'm
going
backwards,
and
just
a
little
bit
of
you
know
why
we
think
this
aligns
so
nicely
with
our
new
vision
and
Mission
that
you
saw
when
we
presented
the
new
five-year,
Parks
and
Recreation
master
plan.
You
know
our
vision
is
all
about
access.
E
So
what
this
potential
property
could
do
for
us
is.
It
would
create
a
new
Oakland
County
park
within
a
15-minute
Drive
of
about
300
000
residents.
So
this
is
obviously
a
very
populated
area
of
the
county,
which
is
why
we're
excited
to
have
this
piece
of
property.
Here
we
are
looking
at
developing
or
we're
in
the
process
of
developing
a
new
Nature
Preserve
model
for
some
of
our
parks.
That
are
you
know,
more
rustic
and
kind
of
function
as
nature
preserves
now,
but
we're
looking
at
rebranding.
E
Some
of
those-
and
you
know
having
a
slightly
different
management
style
for
those,
and
this
would
potentially
become
the
first
one
that
we
would
operate
as
a
nature,
preserve
I'm,
going
to
turn
over
to
Chris,
actually
to
talk
a
little
bit
about.
You
know
why
this
is
such
an
important
piece
of
Green
Space.
I
Sure
so,
thank
you
very
much.
We're
really
really
excited
to
be
working
with
you
guys
on
this.
We've
been
working
on
this
since
long
before
I
came
on
staff
at
six
Rivers,
we've
got
newsletter
articles
and
pictures
from
back
in
1990..
So
we've
been
on
this
for
a
while
and
what's
really
exciting
and
part
of
the
reason
we
call
it.
Turtle
Woods
is
that
there
were
noted
populations
of
spotted
Turtles
on
there,
which
are
a
threatened
species
in
Michigan.
I
It
also
has
the
my
my
colleagues,
my
staff
members,
the
nature
nerds
will
argue
about
whether
or
not
it
can
actually
be
Lake
Plain
Prairie,
because
it's
east
of
it's
west
of
Dequindre,
so
it
can't
be
Lake
Plain
Prairie
that
only
happens
on
the
east
side
of
Dequindre
and
I'm,
like
oh
God,
settle
down
guys,
but
there's
big
chunks
of
forested
Wetland
on
there
about
I,
think
43
Acres,
our
Wetland
and
it's
mature
forested
Wetlands.
So
that's
very
rare.
It's
got
Lake
Plain
Prairie.
I
If
you
win
the
argument
and
there's
less
than
one
percent
of
that
left
globally,
so
it's
very
threatened.
So
this
has
some
really
cool
natural
features.
Some
really
rare
and
discreet
and
distinct
natural
features,
and
it's
one
of
the
largest
undeveloped
tracks
remaining
in
the
region
and
it's
got
It's
got
a
whole
set
of
trails
in
there.
I
So
the
environmental
science
class
did
a
lot
of
species
identification
a
little
bit
of
restoration
work
on
a
chunk
of
the
Prairie,
so
they
have
some
history
of
utilizing
that
property
and
the
signs
I
think
were
put
up
by
Boy
Scout
Eagle
Scout
project,
there's
some
bridges
in
there.
So
you
know
it's
got
a
long
history
in
the
community.
One
of
the
things
that
we're
very
excited
about
is
is
the
presentation
we're
going
to
do
for
the
trust
fund
board,
because
anytime
we're
in
that
Community.
I
Church,
the
next
morning,
one
of
my
office
mates
came
in
from
the
other
end
of
the
building,
who
was
a
Troy
resident
and
spent
20
minutes
telling
me
her
history
with
that
property
and
the
history
of
the
community.
That's
led
us
to
probably
going
to
do
a
partnership
with
the
AP
class
at
Troy
High
to
do
a
presentation
for
the
trust
fund
board
and
again
it's
just
it's
such
an
opportunity
to
tell
a
story
of
iconic
property
in
a
community.
I
So
we're
really
excited
to
see
this
get
protected
not
only
for
its
natural
values
but
also
for
its
Community
value
and
I'll.
Just
finish
by
saying,
the
water
quality
piece,
which
I
think
is
what
Melissa
wanted
me
to
talk
about
is,
is
really
really
important.
We
just
created
a
GIS
tool
that
calculates
water
quality,
outputs
of
land
that
we
protect.
What
impacts
we
prevent
and
I?
I
Don't
remember
what
the
numbers
are
for
this
property,
but
clearly
we
will
prevent
significant
amounts
of
pollution
entering
tributaries
to
the
Clinton
River
by
keeping
this
property
natural.
If
the
whole
thing
were
developed
with
Lawns
and
rooftops
and
asphalt,
you
would
have
a
tremendous
amount
of
runoff
which
would
significantly
increase
nitrogen
phosphorus
sediment
and
so
forth.
So
we
think
preserving.
This
is
critical
for
the
community
for
the
overall
ecological
systems
for
water
quality,
and
we're
really
excited
to
be
working
with
you
guys
on
this.
Thank
you
good
night.
E
So,
in
addition
to
all
the
natural
resource
benefits,
there's
obviously
also
some
Recreation
benefits
as
well.
So
you
know,
sort
of
the
theme
of
these
nature
preserves
that
we're
talking
about
is
to
provide
places
for
the
quiet
enjoyment
of
nature.
So
that's
you
know,
that's
what
we
want
people
to
be
able
to
experience
there,
so
we,
the
only
development,
we'll
likely
do
at
this
site,
would
be
additional
Trails.
E
No,
you
know,
nothing
else
would
go
in
here
again
creating
spaces
to
relax
and
unwind
view.
Wildlife
our
naturalists
and
our
interpreters
are
very
excited
to
get
out
here
and
start
telling
people.
You
know
the
importance
of
this
property
and
leaving
hikes
out
there
and
then
Trail
development
like
I,
said.
E
So
the
one
challenge
with
this
project,
which
we
are
still
actively
working
on,
is
parking,
so
you
you
can
see
that
it's
kind
of
it's
essentially
a
landlocked
parcel
except
for
off
of
evanswood
Road.
Although
there's
the
area
off
of
evanswood
road
is
so
wet
that
it's
not
really
accessible
or
or
usable
for
a
parking
lot,
we
do
have
the
Robertson
Brothers
development
in
order
for
them
to
put
that
in
they
were
required
to
put
in
13
parking
spaces
that
people
can
use
to
access
this
property.
E
But
13
parking
spaces
is
not
enough
for
a
county
park,
so
we
have
been
trying
to
figure
out
where
we're
going
to
be
able
to
park
people,
and
we
have
a
couple
of
options
that
we're
working
on.
Essentially
the
area-
that's
circled
down
here
in
blue.
E
So
this
Zooms
in
on
that
area,
you
can
see
the
Robertson
Brothers
development
and
where
their
parking
is,
but
we've
been
looking
at
private
residents
along
Square,
Lake,
Road
here
and
then
talking
with
evanswood
church
as
well
about
creating
additional
access.
What
we're
applying
to
the
trust
fund
for
is
the
acquisition
of
that
residential
property
and
turning
that
into
a
parking
lot
to
access
the
property.
E
We
are
still
talking
to
the
church
and
there
may
be
some
options
there,
but
we
need
long-term,
secure
permanent
parking,
so
we're
a
little
leery
of
doing
some
sort
of
lease
or
agreement
that
might
change
over
time
for
us
being
able
to
acquire
a
piece
build
a
parking
lot.
That's
ours
is
kind
of
the
primary
goal,
so
this
is
just
a
little
sketch
that
giffel
stood
up
for
us.
E
We
could
fit
probably
about
40
to
48
parking
spaces
in
there,
which
would
be
perfect
enough
room
to
turn
a
bus
around
for
field
trips
and
things
like
that
enough
space
to
put
in
a
small
restroom
facility-
and
maybe
you
know
in
the
future
a
small
like
little
nature
playground
off
the
parking
lot.
Something
like
that.
So
we
are
putting
in
the
application
700
thousand
dollars
to
purchase
this
piece
of
property.
The
owners
are
interested.
They
are
potentially
looking
to
move
in
the
near
future,
so
we're
still
working
on
an
actual
timeline
and
an
agreement.
E
But
that's
what
we're
applying
for.
If
that
falls
through,
there
are
some
other
options
with
the
church.
They
are
interested
in
selling
us,
potentially
just
that
little
Western
strip
that
you
see
that
has
the
W
on
it.
We
could
fit
parking
on
there.
It
wouldn't
likely
be
nearly
enough,
but
it
would
work
so
there
we
have
some
backup
options.
E
This
just
shows
the
drive
time
radius.
We
like
to
see
how
many
people
are
within
that
15
minute
drive
time,
which
is
about
30,
000
people
or
sorry,
300
000
people.
E
Oh,
it's
a
little
hard
to
see.
So
this
is
the
breakdown
of
what
we
are
applying
for
to
the
Michigan
natural
resources.
Trust
fund,
the
Grant
application
is
for
hold
on.
Let
me
just
make
sure
my
numbers
are
right
here.
E
Yeah,
okay,
so
the
application
is
for
the
three
two
four
seven
five
hundred
we
are
looking
at
putting
in
about
three
hundred
thousand
dollars
in
cash
match
to
the
project,
as
mostly
for
the
cash
match
to
purchase
the
parking.
The
nice
thing
about
this
project
is
that
the
school
district
is
so
interested
in
seeing
this
preserved
and
seeing
this
partnership
go
forward,
that
they
are
donating
25
of
the
value
of
the
turtle,
Woods
property
toward
the
project.
E
So
essentially,
we
don't
have
to
come
up
with
any
cash
match
to
purchase
the
turtle
Woods
portion
because
they
are
making
that
donation,
which
is
about
nine
hundred
and
forty
thousand
dollars.
So
our
cash
match
really
is
just
to
get
that
parking
piece
so
that
we
can
get
people
in
and
out
of
the
property.
E
Just
a
little
bit
more
information
on
you
know
our
costs
that
we
might
incur
once
we
acquire
the
property.
You
know
parking
lot:
construction,
access,
boardwalk
and
trails.
The
area
north
of
the
parking
area
is
very
wet,
so
we'll
need
a
little
bit
of
money
spent
to
get
in
there,
modular
restrooms
in
the
future,
potentially
larger
Trail,
Improvement
or
natural
resource
stewardship
projects,
but
we
would
be
looking
for
additional
grant
funding
for
a
lot
of
that.
E
And
then
just
a
general
idea
of
the
operating
budget
as
the
Nature
Preserve,
it's
a
relatively
small
annual
operating
budget.
The
goal
there
is
mostly
to
keep
the
parking
lot
open
and
keep
the
trails
clear.
Keep
the
trash
picked
up.
So
it's
not
adding
a
huge
amount
of
annual
expenses
to
our
budget
and
the
timeline.
We
did
have
an
open
house
back
in
February,
the
public
hearing
was
in
last
week's
Parks
Commission
meeting
we're
moving
through
the
board
of
kushner's
approval
process.
E
Now
the
application
is
due
April
1st,
as
Chris
mentioned,
we
are
going
to
present
for
the
trust
fund
board
in
June.
We
would
expect
an
award
announcement
in
December
and
then
this
is
where
it
kind
of
it
takes
a
little
bit
longer
than
everybody
usually
anticipates,
but
we
wouldn't
get
those
project
agreements
until
the
spring
executed
in
the
summer
and
hopefully
closing
on
the
property
by
next
fall.
So
that's
kind
of
the
timeline
that
we're
shooting,
for
there
is
always
the
chance
that
we
would
not
get
this
grant.
E
E
These
are
just
some
pictures
from
the
open
house
that
we
had
I
I've
been
here
for
about
15
years,
and
it
was
the
busiest
open
house
that
we
have
ever
held.
We
had
I
think
between
50
and
60
folks
show
up
Everybody,
very
supportive,
very
interested
in
knowing
what
we
were
doing
wanting
to
know
how
they
can
get
to
the
property.
I
think
some
folks
went
out
and
did
a
little
hike
on
it
after
the
meeting,
which
was
great
so
again,
just
really
well
received.
People
are
really
excited
about
it.
E
So
we
likely
wouldn't
do
any
sort
of
asphalt
surface
out
here
we
would
do.
We
would
do
a
combination
of
two
things.
We
want
to
make
sure
there's
at
least
one
fully
accessible
Loop
out
here.
So
we
would
do
something:
that's
crushed
fines,
crushed,
Limestone
and
then
the
rest
of
it
would
be
what
we
call
our
nature
trail
or
our
rustic
Trail
spec.
So
it
would
be.
You
know
a
narrow
kind
of
dirt,
hard
packed
dirt
surface,
so
very
natural
I'm.
B
E
L
Think
we
should
ask
the
WRC
to
pay
for
the
parking
lot.
Let's
go
right
ahead,
no
and
all
in
all
seriousness,
this
I
I
mean
this
is
very
exciting.
I
am
I
when
I
I
had
I've
had
an
opportunity
to
go
to
this
maybe
parcel,
and
thanks
to
Melissa
and
and
Chris
I
mean
the
whole
I
mean
the
whole
team
has
pulled
this
together.
It
is
truly
remarkable:
I
mean
you
are
in
the
area
fairly
densely
populated
once
you
get
in
just
a
little
way.
L
Inside
I
mean
you
are
in
the
woods
and
that
experience
and
Chris
educated
me
all
about
Great,
Planes,
pastures
and
I
mean
it's
I.
Think
it's
also
something
worth
talking
about
and
I,
just
like
I'm
glad
that
I
mean
our
parks
commission's
in
a
place
that
has
the
resources
because
of
the
increased
military.
To
help
make
this
happen
and
I
mean
being
able
to
look
long
term
I
mean
to
be
able
to
expand
our
Park
system
to
preserve
this
for
generations.
L
To
put
the
I
mean,
albeit
nominal,
investment,
to
make
it
maintain,
but
the
capital
investment
I
mean
a
return
on
investment.
Even
if
it's
a
300
000
out
of
park
to
I
mean
be
able
to
secure
permanently
for
this
County
and,
more
importantly,
this
region,
I
mean
a
upward.
Only
approaching
five
million
dollar
operation
is
pretty
pretty
amazing.
So
it's
exciting
I
encourage
all
of
you
to
go.
Take
a
take
a
look,
I
think
it's,
commissioner,
Lube's
District,
yeah.
I
L
A
B
The
chair
would
entertained
a
motion
to
approve
and
open
for
this
question.
The
items
see
well
I,
guess
now,
it's
time
to
B
the
extension
of
certified
eligible
lists
for
the
Sheriff's
Office.
Yes,
commissioner,
Hoffman
and
seconded
by
commissioner
Lewis.
M
Good
morning,
good
morning,
my
name
is
Arianne
Fountain
and
I
am
the
supervisor
of
recruitment
here
at
the
human
resources
department
and
I
am
here
to
request
an
extension
for
two
eligibility
lists.
The
first
one
would
be
the
deputy
one
eligibility
list
and
the
deputy
two
Road
Patrol
eligibility
list.
There
are
a
few
reasons
of
why
we
would
like
to
request
an
extension.
The
first
one
would
be
attrition
and
that
pretty
much
falls
into
employee
natural
causes
that
can
be
retirement,
resignations
and
promotions.
M
So
when
those
type
of
events
happens,
that
leaves
vacancies,
so
we
need
to
make
sure
that
we
fill
those
vacancies.
Secondly,
there
would
be
additional
contracts
to
municipalities,
and
that
leads
to
additional
creation
of
new
positions.
So
when
we
have
new
contracts,
you
may
have
to
create
new
positions
and
we
also
need
those
filled
and
then,
lastly,
the
our
continuously
effort
to
fill
our
vacant
positions
that
we
have.
We
need
deputies
on
the
road
we
need
deputies
patrolling,
so
we
want
to
make
sure
that
our
lists
are
extended.
M
N
M
M
B
M
M
B
I'd
like
to
entertain
a
motion
to
recommend
to
the
board
and
open
for
discussion
item
C
Department
of
Public,
Communications,
reorganization
and
creation
of
positions
in
the
department
of
public
Communications
commissioner
loops
and
seconded
by
commissioner
Joliet
is
your
hand
up?
Oh
sorry,
yeah,
okay,.
N
Thank
you
very
much
good
morning.
Commissioners
I
want
to
see
you
all
happy
state
of
the
county
day
to
okay,
I
hope
hope
to
see
all
of
you
there
tonight
so
I
appreciate
the
opportunity
to
talk
to
you
this
morning
about
the
resolution
that
you
have.
That
does
a
couple
of
things
with
the
Department
of
Public
Communications
number
one
we're
asking
to
transfer
five
positions
internally.
N
We
are
we've
kind
of
realigned
our
department
around
three
areas:
it's
creative
operations,
our
written
content
and
planning,
and
project
management,
so
we'd
like
to
kind
of
shift
a
couple
of
positions
that
we
currently
have
of
existing
staff
internally,
so
that
we
can
fill
the
roles
that
we
need
to
fill
in
that
realignment.
The
second
piece
is
the
creation
of
three
new
Physicians,
where
we
would
be
bringing
contracted
Services
in-house.
We
have
a
long-term
need
for
graphic
two
graphic
design
positions
and
one
digital
marketing
position
which
produces
written
content
for
us
for
the.
N
By
Tech
contractors,
We
Believe
for
long-term
Recruitment
and
Retention,
it's
better
because
we're
going
to
organize
these
services
to
have
those
brought
fully
in-house.
We
can
pay
for
that
within
the
existing
Department
of
Public
's
budget
I
think
the
that's
outlined
there
in
the
Red
Bar
contracted
Services
Professional
Services
lines
and
a
little
bit
from
our
advertising
line.
So
we're
not
here
to
ask
for.
G
N
E
K
N
D
You,
the
director
of
this
department,
I,
know
like
you
know
when
this
was
initiated.
Originally,
it
was
a
very
robust
out
lay
of
information
for
us
and
and
I've
heard
that
that
the
person
at
the
top
has
changed
and
I
don't
know
if
that
person
has
come
before
us.
D
N
Have
not
replaced
the
director
and
actually
what
we
wanted
to
do
was
Act
was
do
this
realignment
of
the
of
the
functions
of
the
department
a
little
bit
before
we
brought
on
a
new
director
so
that
so
that
we
were
making
those
kind
of
decisions
before
so
we
didn't
want
somebody
else
coming
in
brand
new
to
feel
like
they
were
the
person
who
had
to
kind
of
figure
out
how
to
realign
the
department.
So
actually
we
intend
to
kind
of
go
out
to
Market
and
try
to
recruit
a
new
director
of
public
Communications,
very.
D
Soon,
okay,
so
we
need
to
watch
for
that,
as
well
as
I
guess,
with
early
transition
and
realignment
in
this
area,
have
we
set
metrics
or
anything
up
to
measure
what
has
been
done
thus
far
because,
like
I
said,
it
was
a
very
robust
entree
into
this
and
money
put
for
this
function
within
account.
Sure.
N
So
so,
actually
the
department
is
working
on
it's
it's.
You
know
it's
part
of
the
the
Strategic
goals
that
we
have.
We
have
key
performance
indicators
for
all
of
our
departments,.
M
D
Okay,
last
a
quick
question
about
this.
In
regards
to
public
Communications,
we
have
a
lot
of
different
departments
under
the
Oakland
County
umbrella
and
this
Department's
actions
functions.
It
mainly
is
to
serve
the
executive
level
or
do
the
Departments
get
to
make
use
of
these
people
and
there's
a
reason
why
I'm
asking
and
I'll
tell
you.
N
Me
yeah
so
so
sure,
so
so
yes,
in
short,
the
answer
is
different
departments
can
make
use
of
of
the
Department
of
Public
Communications
and
frankly,
they
do
I
mean
I.
Think
one
recent
example
is
I
believe
it
was
our
team
on
the
department
of
communications
that
did
the
video
for
the
Youth
and
government
day.
That
I
believe
is
a
Board
of
Commissioners
program.
N
The
the
department
helps
develop
the
sheriff's
annual
report,
for
example,
they're
working
with
the
clerk
on
on
their
report
for
cvts.
So
as
well
as,
of
course,
the
Departments
that
fall
directly
under
the
executive
office.
D
Of
that
and
and
quickly
the
reason
why
I
was
asking
and
I'm
going
back
to
covid
and
at
the
onset
of
covid,
there
was
a
large
disparity
in
deaths
among
African-Americans
because
of
coal,
and
this
is
one
word,
I
can
never
say,
comorbidities
core
more
somebody
else.
D
And
we
have
a
a
very
strong
Health
Department
that
operates
in
the
South
End
and
in
Pontiac
and
I.
Just
think
that
we
need
to
do
more
promoting
of
what
we
do
to
really
service
that
medical
community
that
suffers
higher
call
morbidities
like
like
diabetes
and
kidney
failure,
I
mean
there's
so
many
dialysis
clinics
on
the
south
end.
You
guys
would
not
believe
high
blood
pressure
and
things
like
that.
D
N
Absolutely
could
do
that.
I
will
note.
The
health
department
is
one
that
did
maintain
its
own
communication
staff,
along
with,
along
with
with
economic
development,
has
its
own
communication
staff.
However,
having
said
that,
I
mean
the
Department
of
Public
Communications
kind
of
stands,
ready
to
work
in
partnership
with
those
departments
to
kind
of
help.
D
N
Those
efforts
so-
and
you
know
they're
part
of
we-
do
we
do
weekly
meetings
of
the
DPC
leadership
that
involves
folks
from
both
of
those
departments,
so
that
we're
all
aware
of
what
everybody's
working
on
and
so
that
we
can
talk
about
areas
to
collaborate.
So,
commissioner,
if
there
are
things
that
you'd.
J
D
B
L
G
L
Cases,
it
is
the
the
words
used
for
communication.
Sometimes
I
mean
it's
different
languages,
sometimes
I
mean
it's.
The.
L
Types
of
things
and
I,
and
over
I
mean,
since
the
creation
of
this
department,
I
mean
I've,
seen
a
an
uptick
of
an
intentionality
to
try
to
do
some
of
those
things
as
those
kpis
get
addressed
and
we've
I
mean
we
see
what
are
the
best
practices
out
to
do
that.
L
How
are
I
mean
if
I
mean
if
individual
departments
are
are
running
things
that
make
certain
that
whatever
that
standard
is,
is
being
applied
uniformly?
How
do
we
bulk
up
to
increase
the
the
reach
of
that
communication?
Just
given
the
amount
of
resources
and
the
amount
of
activity
that
our
county
is
doing,
that
I
mean
we
a.
L
G
L
Forward
I
remember
that
Chief
Deputy,
Chambers
and
I
had
talked
about
in
the
past,
like
how
do
you
like
monetize
the
value
so
like
if
a
department
is
using
this
like?
How
do
we
like
track
it?
What's
the
full
communication
need
that
exists
and
then
figure
out
to
make
certain
that?
How
is
that
aligning
our
budget,
and
is
there
a
more
efficient
way
to
do
that?
That
frees
up
Capital
that
can
go
into
the
direct
push
out
of
message.
B
N
B
A
B
You
everyone
thank
you.
Thank
you.
I
would
entertain
a
motion
to
recommend
to
the
board
item
number
D
executive
office,
adopting
Juneteenth
June
19th
as
an
official
Oakland
County
government
holiday
commissioner
Lubes
seconded
by
commissioner
Jackson.
C
Morning,
I
have
not
been
here
in
a
while
since
I,
actually
since
I
first
started.
So
thank
you
for
having
me
what
you
have
in
front
of
you
is
a
resolution
to
adopt
Juneteenth
as
an
official
holiday
in
the
county
and
I.
C
Don't
have
a
lot
to
say
about
it
other
than
I
think
that
we
can
unanimously
agree
that
the
slavery
era
in
America
was
a
very
ugly
time
in
American
history,
and
likewise,
with
that
in
mind,
the
observance
of
the
legal
ending
of
that
horrible
practice
again
being
observed
and
celebrated,
is
certainly
worth
consideration
that
this
resolution
details.
L
C
L
Address
that
sure
so
last
year,
in
Mexico,
Court
here
too
so
they
can
also,
let
me
tell
it
that
is
I'll
tell
my
version
and
order.
I
mean
an
order
from
the
Supreme
Court
comes
down
weeks
before
Juneteenth,
declaring
I
mean
the
courts
observing
Juneteenth,
which
is
one
thing
and
then
shut
down,
I
mean
where
the
the
courts
would
be
ordered
to
to
be
off
and
not
in
operation.
L
Well,
there's
an
intersection:
we've
got
a
bunch
of
clerk
staff
that
intersects
with
the
court
office
like
well,
what
does
that
mean
there,
and
if
this
is
happening?
How
do
we
do
other
things
and
so
what
we?
What
we
did
we
agreed
to
create
it
I
mean
for
this
one
time
to
figure
out
I
mean
how
is
this
going
to
work?
L
I
mean
how
it
relates
to
everything
from
labor
contracts
to
policy,
to
funding
to
structurally
address
it,
and
so
that's
what
this
attempt
is,
but
that
last
year
we
did
it
and
we
ran
rammed
it
through
and
I
think
it
was
like.
We
approved
it
a
couple
weeks
before
it
actually
happened,
and
this
is
to
permanently
make
it
an
observe.
Recognize
County
holiday.
Thank
you.
Thank.
F
You
so
I
fully
support
recognizing
this
and,
as
it
did
happen
last
year,
and
this
seems
to
me
to
be
a
matter
of
fiscally
appropriating
it.
My
question
is
the
fiscal
impact
in
that
has
the
executive
team
reached
out
to
the
state?
Do
you
know
to
see
if
there's
funding
coming
down
from
this
okay?
Has
there
been
any
consideration
and
I
I,
don't
know
if
this
is
a
comment
for
you
or
I
know
that
we,
the
I,
guess
the
board.
F
This
would
before
my
time,
allowed
election
day
off
for
employees
and
now
with
the
new
legislation,
with
the
easy
access
to
voting
accessibly
thought
just
for
fiscally,
impacting
to
reinstate
that
day
to
offset
the
cost.
For
this
just
to
be
mindful
of
the
budget
impact
I
mean
it
looks
like
it's
370
thousand
dollars
team.
Okay,
there.
L
L
Well,
I,
so
it's
actually
as
a
question
that
I
was
going
to
ask
you.
So
this
is
three
seven,
so
this
would
be
the
annual
cost,
and
this
cost
basically
pays
for
the
overtime
for
the
24
7
operations,
because
there's
no
physical
cost
for
for
everybody
else.
L
If
I
mean,
if
I
understand
the
question
correctly
around
election
day
and
while
I
think
that
there
are
lots
of
easier
modes
to
participate
in
elections,
the
amount
of
workers
that
are
necessary
to
process
all
those
absentee
ballots
are
going
to
be
at
an
all-time
high.
So
I,
don't
I
mean
there
I've
been
part
of
any
conversation
about
getting
rid
of
election
day
as
a
County
holiday
on
the
even
year,
so
on
the
large
elections,
gubernatorial
and
presidential
elections.
L
L
Been
any
reason,
I
I
I'm,
not
aware
of
any
formal
Outreach
but
I'm
pretty
familiar
with
what
the
reaction
generally
is.
There
I
believe
as
this
one
set
up,
even
though
on
the
state
of
Michigan
is
recognizing
the
holiday
I
believe
the
Supreme
Court
made
it
optional
for
local
courts
decided
they
want
to
purchase,
unlike
before
where
they
said,
everyone
I
mean
Juneteenth,
it's
off
it
made
it
optional.
I
think
there
was
a
recognition
like
the
way
that
rolled
out
created
a
lot
of
consternation
all
over
the
state,
particularly
when
they
rolled
it
out.
L
F
B
I
love
it.
Thank
you
all
very
much
and
thank
you.
Thank
you.
Excuse
me,
the
chairwood
entertain
a
motion
two.
What
are
we
doing
with
this?
One
recommending
forward
to
finance
item
e
Human
Resources
fiscal
year
is
22
23
24,
supplemental
collective
bargaining
agreements
from
employees
represented
by
the
UAW
Local
889,
representing
Water
Resources,
commissioner
non-supervisory
employees.
That
is
a
long
title
anyway,
commissioner
Loops
seconded
by
commissioner
Hoffman.
P
O
As
you
know,
again,
we
have
a
UAW
Master
agreement
and
with
that
comes
multiple
supplements
agreements,
and
this
one
is
with
w
a
group
of
WRC
supervisors,
the
they
really
haven't
in
this
really.
What
they've
agreed
to
is
again
to
everything
that
was
in
the
master
agreement
and
then
just
confirming
their
current
benefits
so
putting
and
memorializing
their
current
ship
premium
and
uniform
allowance,
their
work
schedules,
holiday
and
vehicle
use.
So
nothing
has
changed,
we've
just
memorialized
it
in
their
contract
so
that
it's
there
and
available.
B
You
very
much
Madam
Clerk
chair
would
entertain
a
motion
to
recommended
forward
to
finance
item
F
Human
Resources,
oh
God,
big
breath,
Amendment
to
the
supplemental
collective
bargaining
agreement
to
the
UAW
Local
889,
representing
supervisory,
non
supervisory
classifications
of
the
Circuit
Court
jury
office
of
emotion,
I'd
like
to
move
towards
fmg
because
can.
B
You
I
would
like
to
do
that.
I
and
I
actually
I
thought
about
doing
that
before
the
last
one.
But
yes
do
I
have
a
motion
to
take
both
items:
F
and
Gia,
commissioner
Hoffman
seconded
by
commissioner
Jackson.
O
So,
thank
you.
So
you
have
seen
these
agreements
before
you
before,
but
I
apologize.
When
we
were
doing
the
supplements
we
did
not
realize.
I
did
not
realize
at
the
time
that
actually,
the
Master
agreement
should
be
with
the
chief
judge
in
both
probate
court
and
circuit
court.
So
what
we've
done
is
updated
them.
We
worked
with
both.
This
is
I'm.
Sorry.
This
is
Ed
Hutton,
who
is
the
court
administrator
for
probate
court
and
Kevin
offer?
Who
is
the
court
administrator
for
Circuit
Court?
O
So
they
worked
with
us
to
make
sure
that
that
agreement
aligns
with
language
that
reflects
a
language
of
the
court.
I
think
we
change
things
like
director
to
court,
administrator
or
chief
judge
as
appropriate,
but
nothing
changed
from
the
supplement
that
was
agreed
upon
last
time.
So
it's
really
just
memorializing
that
those
employees
in
that
agreement
is
with
each
chief
judge,
respectively
with
probate
and
circuit
court.
N
G
O
B
B
B
B
Moving
on
the
chairwood
look
forward
to
a
recommendation:
oh
God
I
cannot
speak.
I
would
love
an
emotion
to
report
to
the
board.
A
A
G
J
B
Q
Amy
with
board
commissioner
staff,
so
just
to
give
you
guys
a
quick
recap.
A
couple
minutes
ago
we
were
looking
for
an
appointment
for
a
specific
individual.
If
we
did
not
receive
an
application
from
that
individual,
we
were
going
to
open
the
appointment
up
to
the
public
because
of
the
statute
requirements.
We
were
looking
to
fulfill
specifically
a
mental
health
provider
position.
Q
The
applications
we
received
did
not
necessarily
meet
that
criteria,
but
Pam
did
some
great
digging
into
our
current
board
members
and
discover
that
one
of
our
applicants
that
is
listed
as
a
general
public
member
is
also
a
mental
health
provider.
Q
At
the
time
we
didn't
have
our
application
that
she
was
appointed,
but
knowing
that
now
that
she
is
a
mental
health
provider,
we
can
amend
her
appointment
to
be
the
mental
health
provider,
and
you
guys
can
proceed
with
the
applications
that
we've
submitted
with
this
packet,
which
is
for
general
public
and
one
individual
who
said
he
was
a
mental
health
provider.
There
was
just
some
questions
around
that
because
his
employment
was
left
vacant.
Q
So
what
you
guys
can
do
today
is
we're
going
to
propose
to
amend
the
appointment
of
Dr
Guiles
I,
believe
yeah
Dr
Yolanda
Giles
from
General
Public
mental
health
provider,
and
then
you
guys
can
decide
if
you'd
like
to
appoint
one
of
the
applications
that
we've
received
or
if
you
would
like
to
pursue
interviews
at
the
next
meeting.
K
G
A
A
H
Together
and
I
don't
mean
to
take
up
or
if
you
have
something.
What
you'll
probably
want
to
do
is
open
it
up
to
interview
or
who
you
would
address
staff
to
reach
out
to
to
set
up
that
schedule,
call
them
in
to
if
they
could
either
do
it
offline
and
send
the
chair
their
top
three
recommendations,
or
you
can
discuss
it
here
and
come
up
with
with
three
candidates
or
something
like
that.
H
G
A
Okay,
but
I
would
address
the
first
part
with
the
changing
of
them.
Yeah.
G
K
D
K
A
So
now
you
want
to
interview
open
up
discussion
for
interviewing
at
the
next
meeting.
Yes
and
all
candidates.
There's
three
three.
F
I'll
make
a
motion
to
open
up
interview
schedule
the
interviews
to
happen
for
the
next
Lego
meeting,
support.
B
B
J
B
Okay:
cool
motion
to
open
discussion
at
item
I
Board
of
Commissioners
job
evaluation
review
panel.
Commissioner.
Q
Sorry,
I
give
you
guys
a
little
bit
of
background
this
one.
The
job
evaluation
review
panel,
specifically,
what
we're
doing
is
we're
appointing
the
Oakland
County
Board
of
Commissioners
appointees.
The
names
are
received
where
commissioner
Jackson
commissioner
Smith
Charles
and
an
alternate
for
commissioner
gingel
and
then
also
the
concurrence
of
the
appointments
of
the
other
members
of
this,
which
is
appointments
by
the
Circuit
Court
judges,
County
executive's
office
and
other
elected
officials,
just
to
kind
of
explain
what
other
elected
officials
means.
Q
Q
Typically,
there's
not
a
lot
of
meetings
of
this
board
I'm,
not
aware
of
the
meeting
at
all
in
the
last
couple
years,
but
if
they
do,
they
do
report
to
Lago
as
well.
Thank
you.
B
I
would
understand
a
motion
to
report
to
the
port.
Then.
B
B
That
the
same
thing,
okay,
cool,
quick,
we'll
open
the
board,
then.
