meeting

consider
the
proposed
comprehensive
official
plan
and
zoning
bylaw
amendments
listed
as
item
one
to
four
on
today's
agenda.
For
the
item
just
mentioned,
only
those
who
make
auto
submissions
today
or
written
submissions
before
the
amendment
are
adopted
may
appeal
the
matter
to
the
ontario
land
tribunal.

We
sit
on
conservation
authority
and
and
we've
seen
that
change.
But
let
me
read
the
motion:
it's
prepared
by
staff,
be
it
resolve
that
the
rules
of
procedure,
while
we
did
this,
whereas
the
conservation
authority
asked
now
require
that
minimum
of
70
of
the
of
their
board
of
director
must
be
elected.

representing
municipalities
within
the
watershed.

But
the
city
of
ottawa
represents
a
significant
proportion
of
the
land
area
as
covered
by
rideau
valley
conservation
authority,
the
mississippi
valley
conservation
authority
and
the
south
nation
conservation
authority
and,
as
such,
italy
would
require
a
very
large
proportion
of
council.
Member
to
sit
on
one
of
the
conservation
authority
board,
whereas
section
14,
subsection,
1
2
of
the
conservation
authority
act,
allowed
municipality
to
apply
to
the
minister
to
allow
a
municipality
to
have
less
than
70
percent
representation,
thereby
allowing
a
council
to
appoint
citizen
members.

Therefore,

it
resolve
that
the
agriculture
and
rural
affair
committee
recommend
council
request
the
mayor
and
the
city
clerk
on
behalf
of
council
to
make
an
application
under
the
conservation
authority
act
to
have
less
than
70
representation
of
the
tree
conservation
authority
board.
So
some
of
us
basically
we're
going
to
need,
I
think,
for
mississippi
five
councillors
and
south
nation
five
and
I
think
rito
would
require
five.

So
basically,
we
need
15
counts,
that
out
of
that
23
council
to
be
sitting
on
conservation
authority,
and
that
would
create
a
huge
problem
for
us
on
committees.
One
committee
meet
or
when
the
conservation
authority
meet
so
that
motion
do
we
have
any
question
on
it
or
can
we
carry
the
motion.

So
if
the
the
new
rules,
the
new
recommendation
by
the
minister
to
have
basically
all
five
or
seventy
percent
of
the
board
should
be
elected
official,
I
think
councilor
moffat
has
his
hand
up,
but
councilman
alfred
also
sits
on
reader
valley.

In
the
time
since
amalgamation,
the
rbca
board
has
only
had
two
counselors
regularly
attend,
not
be
on
it,
but
actually
regularly
attend
the
meetings
and
that's
janet
stavinga
and
myself,
there's
been
other
counselors
on
the
board,
but
they
don't
show
up,
and
we
have
five
appointed
members
and
they're
there
regularly
they're
there
diligently
they
do
the
work
we
have.
You
know
two
city
appointees
on
the
executive
committee
at
the
rvca
board,
ann
robinson
and
peter
leno
too,
is
the
current
chair.

The
previous
vice
chair
was
at
hand
another
city
of
ottawa
appointee,
so
we've
had
very
active
city
of
ottawa
appointees
on
there
and
it's
important
to
have
that
representation
on
there.
That's
why
it's
designed
that
way
we're
providing
some
balance
and
when
it
comes
to
we
mean
we
fund
91
percent
of
their
entire
budget
at
the
rvca
just
from
city
of
ottawa,
taxpayers
alone,
so
ensuring
that
we
have
proper
representation
knowing
full
well
that
five
counselors
aren't
showing
up
every
every
month.

We
just
know
that
I
mean,
and
it's
it's
different
for
some
of
these
smaller
municipalities,
where
they
only
have
one
representative,
in
fact,
every
other
municipality
in
the
rita
valley
conservation
authority.
Watershed
only
has
one
representative
and
the
city
of
auto
has
six,
which
just
signifies
the
exact,
the
sheer
magnitude
of
the
rvc
within
ottawa.
So
it's
important
that
this,
this
element
of
the
conservation
authorities
act
makes
no
sense.

I
don't
know
why
they
changed
it
to
this.
Maybe
they
were
getting
some
lobbying
from
smaller
municipalities
somewhere
in
southern
ontario,
but
when
it
comes
to
ottawa,
this
little
caveat
of
the
of
the
changes
to
the
act
in
the
last
couple
years.
It
do
not,
they
do
not
make
sense.
So
this
exemption
is
is
important,
and
I
hope
that
we
can
achieve
this
so
that
the
board
can
keep
on
doing
and
work
and
representing
ottawa
properly.

change
anything
we
will
still
have
the
the
current
representation
will
still
be
there.
The
people
who
actually
show
up
so

concurrence
applications
for
cellular
towers
in
the
past.
This
is
one
of
those
except
it
lapsed.
So
the
municipal
concurrence
lapsed
before
you
know.
I
think
it
was
what
the
three
year

three
year
period,
that
they
had
it's
in
the
it's
in
the
motion.
So
but
there's
no
mechanism
to
extend
at
the
staff
level
so
in
order
for
the
applicant
to
continue
on
they'd
have
to
go
right
back
to
the
start
and
reapply.
Yet
this
application
has
not
changed
at
all.

to
provide
that
extension
and
allow
them
more
time
so
we'd
extend
it
by
24
months,
lapsing
on
december
21st
2023,
because
it
did
already
lapse.

the
proposed
intense
system
