policy.
First
of
all,
I'm
very
pleased
to
see
this
before

committee
members

aware,

part

the
midterm
governance
review,
council
unanimously
approved
the
direction
to
staff
to
bring
forward
a
draft
policy
regarding
donations
to
the
city
for
community
benefit.

Certainly,
this
is
of
great
interest
in
my
ward
and
I
know
across
the
city
and
in
particular,
I'm
they're,
very
pleased
to
see
components,
talk
about
consultation
and
public
engagement,
how
donations
are
to
be
managed
and
the
documentation
and
reporting
requirements
for
these
donations,
so
I
think
the
draft
policy
divorce
is
very
thorough.
Certainly,
my
discussions
with
mr.
Shanley
indicate
that
this
is
the
most
comprehensive
policy
with
respect
to
donations
in
the
province
and
I'm,
very,
very
supportive
to
see
this
before
us
today.
So
that's
all
I
wanted
to
comment.

consultation

area.

involved
and
other
councillors
are
raised
in
their
hands
too.
They
do
not
represent
the
associations
of
the
city,
although
they
taken
that
name
and
I
would
really
like
to
see
on
a
policy
as
important
as
this
and
others
that
are
going
to
come
up

your
review.

and
the

on

construction
all
the
way
through
to
operator
training
that
you
see

just
a
short

significance

this

testing

train

customers

provides
that
the
natural
light

open
is
feeling

it
highlights
architectural
features
that
we
have
in
terms
of
the
stations,
and
you
recall
how
I
always
talk
about

you're
naturally
drawn
to
the

opening

the

doubt

front

track

down
on
the
one
side
and,
of
course,
we're
almost
finished

track
throughout
that
section
in
Rideau,
but
again
on
the
clearance
testing
that
train
drove
through
there,

temporary
bins

out

ensure
that
they
had
perfect
clearance
throughout
the
tunnel.
This
mr.
mayor

longest
stairwell,
automated
stairwell
in
Canada
for
transit
use,
it's
181
steps
and
it's
about
120
feet
in
length
is
the
biggest
one
in
Canada.

station

gets
you

this

that
it
shows
you
not
just

station,

finishing

benches

work
being

ceilings.

Skylights
are
being
ready
to
to
install
to
permit
the
natural
light
to
enter
into
that
facility,
and
that's
that
train
that
you
saw
that
came
through
to
the
western
portion
parked
just
before
Tiny's
pasture
now.
Mr.
mayor
I
wanted
to
spend
a
few
minutes
today
to
talk
about
the
system's.
You
heard
me
speak
a
lot
about
system
testing
and
integration.

There
are
a
lot
of
systems
and
on
the
eastern
portion
of
their
of
the
network,
I'll
show
you
pictures
of
all
most
of
these
elements:
the
security
cameras,
the
PA
speakers
and
the
stations,
the
passenger
information
display
boards,
the
intrusion
detection,
the
hardwired
telephones
for
emergencies,
fire
safety
systems,
the
radio
system
and
the
SCADA.
Those
are
all
important
from
a
safety
perspective
and
from
a
customer
experience
perspective,
so
that
is
your
passenger
signage
system
being
tested
at
a
player.
It
talks
about
the
next
two
trains
and
lets
the
customers
know
when
they're
arriving.

It
also
gives
them
the
time.
The
current
active
time
cameras.
You
will
see
hundreds
and
hundreds
of
cameras
throughout
the
system.
That's
for
the
customer
security
for
operations,
for
control
into
the
integrated
control
center
and
for
managing
all
train
movements,
not
just
only
for
day-to-day
activities,
but
also
when
we
have
four
platforms
during
special
events
such
as
Canada
Day
and
so
forth.

This
you're
going
to
hear
the
term
lantern
at
every
station.
There
will
be
a
panel
of
white
finished
glass
with
a
Big
O
on
it
and
its
distinctive.
It's
it's.
It
defines
the
entrance
into
the
station,
but
also
our
architect
has
been
phenomenal
in
this
and
that
he's
integrated
the
ticket
vending
machines
into
that.
So
it's
a
clear
finish
and
rather
than
just
having
a
standalone
unit
again
very,
very
unique
and
iconic
in
terms
of
defining
our
grade
system
inside
the
station's
fire
alarms
to
the
far
left
interior
lighting
tactile
warning
tracks
on
the
floor.

So
these
are
all
the
finishes
that
you
do
at
the
end,
as
you're
approaching
the
time
line
that
we
are
on
elevators
again
with
glass
finishes
and
all
the
trim
and
kits
that
need
to
go
into
them
and
they're
very
bright
and
very
open
to
ensure
that
there's
clear
visibility
into
those
elevators
for
our
customers,
lots
of
exterior
lighting
I
believe
this
is
Blair
their
affinity.
Doing
the
finishing
touches
on
some
of
their
lighting.

Push
buttons
for
accessibility,
features,
ventilation
fans,
that's
in
the
event
that
they
extract
smoke
in
the
event
of
a
fire
or
an
incident.
Those
are
throughout
the
tunnel
and
including
Cinerama
guideway
intrusion,
detection
systems
enhancement.
This
is,
if
there's
an
intrusion
into
the
into
the
actual
track
or
at
the
ends
of
the
tunnel,
that's
to
to
avoid
any
conflict,
obviously
or
trespassing
situations,
and
all
these
systems
are
integrated
and
get
fed
into
the
control
center
and
then
the
track
work
and
the
tunnel
which
you'll
see
which
the
mayor
was
speaking
about
in
the
upcoming
event.

Now
the
other
piece
that
I
was
talking
to
you
about
was
the
communication
based
train
control
system.
This
system
has
been
used
around
the
world.
It
is
our
system
is
from
Tallis
and
it's
it
controls
all
the
train
movements
and
it's
the
most
complex
part
of
the
system.
The
critical
focus
or
elements
are
not
is
about
testing
and
commissioning,
because
they're
very
vital
to
obviously
the
completion
delivery
of
the
system,
and
this
is
where,
unless
this
gets
finalized
and
signed
off
in
a
certain
way,
we
can't
cannot
and
will
not
go
into
revenue
service.

It's
the
system
that
controls
the
Train.
It's
really
the
brain
of
the
entire
system
and
it's
hidden
behind
the
scenes.
I'm
going
to
show
you
some
inside
photos
of
how
it
works
and
they
work
together
from
systems
and
train
controllers.
That's
the
terminology.
You'll
hear
zone
controllers
that
control
the
air
have
where
the
train
is
moving
and
then
the
automatic
train
has
supervision.
That's
the
control
system
that
oversees
every
train
movement.
Four
steps
to
that
process.

safety
certifier
looks
for
in
terms
of
not
just
have
you
done
the
work,
but
have
you
documented
it
and
can
they
sign
off
on
it
and
then,
of
course,
we
move
to
trial
operations,
it's
the
show-me
part,
so
it's
on
paper,
it
all
works
and
then
out
in
the
field
we
have
to
see
it
live.
This
is
how
it
works,
and
and
if
you
need
to
look
at
more

train
operations,
you
had

wide
gaps
between
your
trains
and
you
could
not
control
the
spacing.
That's
two
train
movements
are
all
about
adequate
braking
distances
and
speeds
and
curvature
with
cbt
see
when
it's
fully
automated
and-
and
these
are
the
best
systems
in
the
world
where
you
you
know,
if
you
go
around
the
world,
you
go
to
anywhere
in
Shanghai
and
high-volume
places
and
London
Underground
and
so
forth.

New
York
City's,
looking
to
move
to
this,
you
can
shorten
the
distance
between
the
trains
and
the
the
system
knows
exactly
the
braking
distance
and
the
Spacek
it
can
manage.
So
you
can
get
more
through
output
throughout
the
the
system.
So
you
can
increase
your
frequency
without
having
to
add
trains
and
it,
as
you
can
imagine,
it
works
very,
very
well,
but
you
need
to
test
it
end
to
end,
and
then
you
have
that
safety
certification
on
it.
So
it's
state
of
the
art
it's
been
used
before
or
not
we're
not
bleeding
edge.

Here
it
is
leading-edge
technology,
but
it's
been
used
around
the
world
and
there
are
systems
and
processes
in
place
as
to
how
you
certify
and
sign
off
on
this
system,
but
it
controls
the
speed,
the
movement
of
those
trains
and
they're,
fully
automatic
the
that
we
do
have
an
operator
in
the
cab
there
in
an
enhancement
to
the
safety
protocols
and
the
procedures
of
those
of
those
trains.
So
what
makes
it
work
on
the
left?

That's
the
onboard
module,
it's
feeding
data
consistently
to
to
the
control
center
and
it's
feeding
all
that
information
to
what
are
called
zone
controllers.
Those
are
the
buildings
that
you
don't
see
that
are
embedded
in
those
stations
throughout
the
system.
So
you
see
the
not
just
a
volume
of
the
complexity
of
it
and
there's
some
great
work
being
done
again
all
hidden
to
the
to
the
public.
But
this
is
what
really
makes
the
whole
thing
come
together:
assembly
the
vehicles,

out
of

vehicles
and
soon
we'll
have
the
last
one
on
the
assembly
line.

They
need
to
understand
the
rule
books,
the
procedures,
the
safety
protocols,
it
is
very,
very
intense
and
they
spend
literally
hundreds
of
hours
doing
that
before
they
even
step
foot
onto
a
vehicle
and
when
you
see
those
vehicle
movements
out
right
now,
that's
generally
speaking,
that's
our
trainers
in
in
operations,
they're
running
the
trains
on
manual
mode
and
then
once
the
CB
TC
can
proceed
to
the
multiple
train.
Testing
mode
will
then
go
fully
automated
with
them
in
the
vehicles.

So
the
upcoming
works
is
the
landscaping
at
these
portal
permanent
power
to
the
the
tracks
and
the
systems
in
the
Western
alignment.
The
lanterns
that
I
talked
to
you
about,
and
the
platform
signage
at
all
the
stations,
the
ticketing
machines
and
the
fare
gates.
All
the
base,
wiring
and
conduits
have
been
installed
for
those
and
ongoing
monitoring
of
RTG
schedule
and
their
continued
adherence
to
November,
2nd
RSA
date.
The
key
activities
like
last
time,
the
multiple
trains
operating
in
CB,
TC
mode
or
full
automated
mode,
is
what
we're
looking
for.

quick

I've
started

list
of
people
who,
like
to
speak,
the
Rideau
Street
Reno
Street
has
a
lot
of
construction
by
the
old
Elephant
&
Castle
right
at
Rideau,
and
the
cross
section
of
colonel
buy
or
sussex.
When
is
that
going
to
start
to
be
cleared
up
because
it
seems
to
have
taken
a
long
time?
Is
that
the
escalator
that
they're
installing
there
it's
a
seems
like
it's
a
forever
project
and
they
never
seem
to
shrink
the
site.
Yeah.

There's
a
few
things
mr.
mayor,
going
on
at
the
at
the
west
end
of
that
set
that's
section
near
the
Sussex,
so
the
west
entrance
is
part
of
that
work,
so
that
goes
from
the
Rideau
Center,
the
corner
of
the
Rideau
Center
there's
down,
and
that
was
the
escalator.
Mr.
man
Coney
showed
the
other
a
big
piece
of
work.

That's
going
on
there,
probably
more
impactful
right
now
than
the
the
entrance
is
the
tunnel
vent
shaft
in
front
of
the
Hudson's
Bay
building
there
and
that's
a
huge
event
shaft
for
the
tunnel
down
below,
so
that
work
is,
is
well
underway.
They've
they
punched
through
that
shaft
into
the
tunnel
itself
and
they've
done
the
concrete
lining,
so
that
work
will
probably
continue
into
sort
of
midsummer
it'll,
be
a
few
months
yet
to
complete
complete
that
that.

is
proceeding
on
schedule
and
to
the
east
and
there's
work
going
on
there.
A
lot
of
that
work
right
now
is
it
is
for
the
BNs
over
build
at
their
Williams
Street,
and
so
that's

directly
related
but
associated
with
it
and
again
that
work
will
be
going
on
till
Tom
net
summer
as
well.

our

is

right

the
station

Queen

that
work
relies
on
RTG
finishing
vent
shafts,
because
of
course,
you
can't
really
finish
those
areas
while
RTG
is
working

different
areas.
Coincidentally,
and
that
should
again
be
the
mid
mid
to
late
summer,
it's
it's
on
schedule
as
well,
so.

issue
of
the
glass
is
lots
of
glass,
which
makes
it
very
attractive.
The
stations
are
very
sharp
looking,
but
you
know
I
see
far
too
many
bus
shelters
where
people
have
gone
and
smashed
the
glass.
Is
this
glass
reinforced
to
some
degree?
So
it's
nothing
is
completely
vandal-proof,
but
if
we
taken
that
into
account,
I
don't
want
to
how
these
beautiful
stations
open
up
and
then
you
know
all
sorts
of
glass
smash
because
there's
a
lot
of
it
on
this
on
the
site.

all
the
stations
I
I
believe
are
generally
there
close
to
most
of
the
elements,
but
there's
still
they're,
not
heated
and
so
on,
and
we
got
assurance
that
things
like
the
ticket
stations
and
the
escalators
are
going
to
be
operational
because
in
very
cold
weather,
I'm.
Thinking
of
you
know,
people
traipsing
in
with
salt
and
grit
on
their
boots
and
it
getting
into
the
escalator
and
the
thing
clunking
out.
What
kind
of
protection
do
we
have
so
that
we're?

Mr.
mayor,
we
have
a
couple
of
things:
there's
been
a
lot
of
wind
testing,
weather
testing
done,
including
on
the
fare
gates.
That's
actually
changed,
some
the
scope,
work,
I'm,
not
shielding
and
heaters,
and
things
like
that
over
them,
but
RT
G
is
accountable
for
all
of
those.
You
have
a
30
year,
concession
period
with
them,
I'm
glad
you
raised
escalators.
Those
are
those
are
tricky.
Those
are
the
ones
to
watch
on.

The
elevators
you've
been
to
whole
elevators
just
about
everywhere,
so
there's
redundancy
there,
but
the
monthly
payment
is
contingent
on
them
meeting
a
bunch
of
performance
metrics,
including
all
those
elements
and
then
also
on
the
vandalism
part.
Also
just
a
reminder:
lots
of
cameras
there
also
and
we'll
do
we
have
our
special
consoles
that
will
be
through
the
stations
on
a
regular
basis.
