seventy-four
lives
were
lost
as
a
result
of
the
terrorist
activity
in
the
United
States,
including

Canadians,

longtime
residents
of

ottawa
and
the
structural

Their
love
for
bluegrass
music
was
first
discovered
in
1979.
Listening
to
a
bluegrass
program
on

radio,
bernie
immediately
gave

tour
tapping
and
humming
got
out
and
dusted
off
his
guitar
from
under
the
bed
and
started
to
seriously
both
study
and
sing
along
with
the
music
in
the
mid
80s
Bernie
helped
form
and
was
a
member
of
two
bands:
maple
hill
and
vintage
bluegrass,
and
there's
a
funding.
Member
of
a
group
of
musicians
that
brought
bluegrass
music.

The
diría
has
played
alongside
many
internationally
known
bluegrass
musicians
over
the
years,
both
in
the
USA
and
Canada.
Such
bands
include
Three's,
Company
out
of
Maloney
or
the
Suwanee
connection
out
of
the
old,
reliable
Florida,
the
most
part
of
our
nation
connection,
four
out
of
Fort
Lauderdale
and
now
as
part
of
a
five-member
band
called
dusty
strings
together,
Bernie
and
Mavis
have
brought
in
many
highly
rated
American
bluegrass
bands
to
promote
bluegrass
in
the
Ottawa
area.

Burnie
and
Mavis
are
modest
people
who
simply
enjoy
the
opportunity
to
play
their
music
for
people's
pleasure
there.
This
Friday,
they
welcome
you
at
out
to
the
sticks,
well,
artistical
to
listen
to
them,
play
and
perform
at
the
gears.
You
have
a
coffee
shop
on
sticks
or
Main
Street.
It
is
my
pleasure
to
introduce
Bernie
and
Mavis
Mason
to
you
the

this

is

those
who
work
alongside
her

her
passion
and
devotion,

institution

she

our

what
we're
asking

share
the
story
this
year.

there's
over
180
organizations
in
the
community
that
do
good
work,
be
it
yourself,

family

your
friends.

put

Fallen
Firefighters
of
the
City
of
Ottawa.
It
was
a
very
touching
ceremony.
I
know,
councillor
lsanty,
Riyaz,
deputy
mayor
was
there
on
my
behalf
on
Friday
and
then,
of
course,
on
Sunday.
We
had
the
national
ceremony
that
took
place
just
on
lebreton
flats,
where
the
National
Monument
was
constructed
about
a
year
ago.

fundraising,
chair
no
experience

Marian
has
been
very
patient
to
us

of
course,
I
could
probably
speak
about
each
and
every
one

my
extreme

Stevenson

president
of
the
Ottawa
firefighters
association

firefighters
association,
current
chairman
of
the
City
of
Ottawa
superannuation

and
fire

the
youth
chaplain
that

chairman

our
memorial

a

studying

influence,

with
Ottawa
fire
services.
He
also
worked
for
the
regional
government
and
the
National
Capital
Commission
in
the
finance
department,
and
it's
because
of
his
pencil
sharpening
and
telling
us
what
we
can't
do
that
we
are
where
we
are
today.

traffic
in
the
East
End
of
the
city.

go

the
therefore

resolved
that
the
City
of
Ottawa
approved
the
exemption
to
the
noise
by
law
for
the
construction
activities
associated
with
highway
417
widening
and
the
bridge
replacement.
The
project
from
the
date
of
Council
approved,
December,
31st,
2013
inclusive
as
follows:
an
exemption
to
section
701
of
the
noise
by
law
for
the
operation
of
construction
vehicles
and
construction
equipment
being
used
for
the
project
such
as
they
may
operate
between
the
hours
of
2200
hours
and
7:00
a.m.
Monday
through
Saturday,
and
an
exemption
to
section
8.

One
of
the
noise
by
law
for
the
loading
and
unloading
of
transport
trucks,
moving
vans
or
motor
vehicles
for
the
project
is
such
that
these
activities
may
be
may
take
place
between
the
hours
of
2300
hours
and
7:00
a.m.
Monday
through
Saturday
and
be
a
deaf
were
resolved
that
the
deputy
city
manager,
Planning
and
infrastructure,
be
given
the
delegated
authority
to
cancel
this
exemption
due
to
excessive
noise

undue
impact,

council
supports
the
principle
of
unrestricted
labor
mobility
for
construction
contractors,
truckers
and
haulers
between
Quebec
and
Ontario,
including
the
removal
of
legislative,
administrative
and
enforcement
impediments
to
such
labor
mobility
between
the
provinces.
Be
it
further
resolved
that
council
support
the
elimination
of
any
unfair
or
discriminatory
enforcement
practices
that
single
out
Ontario
truckers
and
haulers
as
compared
to
Quebec
based
trucker
and
Mahler's,
while
they
are
operating
in
Quebec,

I
first
of
all,
want
to
thank
counselor
Goodwin
councillor
Thompson
for
the
work
they
did
in
your
office
on
this.
We've
got
an
issue
here
that
I
know
you
mr.
mayor,
introduced
a
motion
on
this
in
the
late
90s,
and
the
issue
is
still
here.
It's
still
here,
but
there
have
been
some
changes
and
there
have
been
some
improvements.

I
think
that
as
tomorrow,
when
the
legislature
will
consider
a
motion
or
a
private
member's
bill,
it's
important
that
the
legislature
be
informed
as
to
what
our
position
is
and
I
think
it's
important
that
if
it
goes
forward
that
the
the
legislature
is
able
to
be
guided
by
our
position
as
it
goes
through
as
the
bill
goes
through
committee.
But
in
addition
to
that,
we
I
think
we
have
to
recognize
that
the
the
government
is
in
a
position
as
well,
where
it
could
take
direct
bilateral
action
with
Quebec
to
help
improve
the
situation.

I
think
this
motion
states
very
clearly
our
commitment
to
labor
mobility
and
our
commitment
to
the
elimination
of
unfair
discriminatory
enforcement
practices
that
single
out
Ontario
workers,
while
at
the
same
time
being
mindful
of
the
concerns
of
the
contractors,
construction
groups
and
and
workers
on
in
Ontario,
so
I
urge
council
to
support
the
motion.
I
think
it
sends
all
the
right
messages
and
I
think
it
will
be
met
warmly
by
the
groups
who
have
the
most
stake
in
this.

province
wasn't
interested
in
in
what
we
were
complaining
about,
but
it
certainly
was
a
situation
then,
and
I
think
that
for
a
short
period
of
time,
things
got
moderately
better,
but
obviously
we're
back
to
where
we
were.
What
concerned
me
when
this
first
discussion
first
started
on
this,
was
that
we
didn't
have
the
support,
although
the
the
MPP
for.

Mississippi
Mills,
he
went
about
it
in
a
different
fashion
than
what
normally
happened
didn't
have
the
support
of
the
very
people
he
was
trying
to
support
and
I
know
that
that
was
can
turning
to
many
of
us,
because
obviously
the
people
that
we
have
been
trying
to
champion
and
do
this
for
are
the
people
that
you
want
to
have
supportive
of
what
your
initiative
is
so
I
I,
say
kudos
to
counselors,
Hughley,
Thompson
and
sure
Ellie
for
getting
that
corrected
and
getting
that
support
from
mr.
DeVries
and
and
other
but
I
would
say,
I
think.

reason
it's
important
for
us
to
support
this
today
is
because
of
the
current
political
situation
in
Quebec
I.
Don't
think
that
this
is
going
to
get
better.
This
is
going
to
get
worse
we're
going
to
need
to
make
this
statement
today
to
the
poet
to
the
Ontario
government
and
we
are
going
to
need
their
support.

think
that
what
we're
seeing
happening
in
Quebec
now
with
the
premier
and
where
she's
going
I
think
that
that's
going
to
have
reverberate
through
many
differents
sectors
and
I
believe
that
the
this
motion
today,
with
the
support
of
the
industry,
the
local
industry
here
in
Ottawa,
is
certainly
worth
supporting
and
so
I
will
be.

Issue
that
we
don't
seem
to
understand
some
of
the
rules,
the
union
rules
in
Quebec,
and
if
you
follow
closely
the
Charbonneau
inquiry,
you
quickly
understand
that
there's
quite
the
system
of
rules
that-
and
it's
no
excuse
that
again.
This
motions
just
wants
equality
and
highlights
some
of
these
challenges,
but
they
have
a
whole
slew
of
issues
on
that
side.
That
I'm
not
sure
that
we
want
to
necessarily
get
too
too
involved
with.
So
you
know,
I
understand
that
gist
of
it.

seems
to
be
something
that
in
the
industry
has
been
ongoing
for
years
and
years
and
at
some
point
definitely
discussions
are
needed
between
both
provinces
to
resolve
this
issue,
because
we're
such
a
fabulous
region
it'd

unfortunate
to
start
putting
boundaries
on
people
to
cross
I
mean
if
you're
a
good
electrician
we
can
where
you
live.
We
want
your
services
right.

we
stand
to
the
province

certainly
look
forward

working
with
all
mpps
from
both

all
three
political
parties
to
continue
seeing
progress
so

there

on
both

work

the
construction
industry.

matter

that
we
always
had
a
problem.
We
didn't
have
enough
labor
over
here,
and
it
was
so
Quebec
labor
coming
in
allowed
us
to.

strengthen
our
construction
industry
here
and
get
more
jobs
done

tax
base,
all
that
other
good
stuff.
So
that's
that's
really
not
the
issue.
The
issue
is
punitive
kind
of
regulations
over
on
the
Quebec
site.
That
should
be
softened.

president

CEO

Ottawa
Heart
Institute
and

it

appropriate
to

something

recognition
of
both
his
appointment
and
the
service
provided
by
dr.
Robert
Roberts
over
the
last
seven
or
eight
years.
So,
whereas
the
University
of
Art
Institute
is
Canada's
largest
and
foremost
cardiovascular
health
center,
whereas
the
University
of
Heart
Institute
has
been
recognized
as
a
world
leader
in
the
provision
of
cardiovascular
health
care
and
research,
whereas
dr.
E
Robert
Roberts
has
served
Auto
with
distinction
as
the
CEO
of
the
Heart
Institute
since
2004,
and
whereas
dr.
Terry,
Mehsana,
cardiac
surgeon
and
former
chief
of
the
division
of
cardiac
surgery
as
this
morning
been
appointed.
The
new
president
and
CEO
of
the
University
of
Heart
Institute
therefore
be
resolved,
that
the
sea
of
Ottawa
formerly
acknowledge
and
thank
dr.
Roberts
for
his
dedicated
service

our

of

say
I'd
like
to
tell
my
colleagues
I
also
went
out
and
expect
that
one
of
these
this
morning,
which
is
what's
leading
to
the
inquiry.
Apparently
school
boards,
are
now
using
more
multi
passenger
vans
to
deliver
students
to
their
schools.
We
are
aware
that
these
vans
that
the
schools
are
using
the
bus,
drop-off
areas
with
board
permission,
but
we
are
also
aware
of
a
serious
issue.

This
practice
is
now
creating
parents
are
dropping
children
off
in
the
same
area
where
the
buses
are,
because
they
see
these
unmarked
minivans
and
they
believe
that
the
rules
have
been
changed.
This
is
creating
demand
on
our
bylaw
services
and,
more
importantly,
a
safety
issue.
So
my
question
to
staff
is:
what
can
the
city
do
on
an
urgent
basis
to
mandate
the
marking
of
these
mini
buses
so
that
they're
better
identified
to
the
parents
to
know
that
they're
in
a
bus,
approved
area,

On
October
2nd,
the
Ottawa
Public
Library
Board
has
been
given
a
unique
opportunity
to
partner
with
the
Canadian
Comedy
Awards,
which
are
being
held
on
our
front
lawn.
Yet
Marian,
Dewar,
Plaza
they've
built
this
fantastic
red
pavilion
and
it
has
the
Mackenzie
brothers
staged
inside
the
great
white
north.

gives

some
snacks,

get
to
listen
to
comedian,
Sean,
Cohen
and
we're
being
hosted
by
Ken
of
rare
I,
really
really
hope
that
for
all
the
hard-working
staff
they're
here
and
the
media
that
are
here
till
5:30,

everyday,
that
you'll
just
step
out
the
front
door
and
join
us,
and
it's
only
$40

raising
the
profile

money

the
Ottawa
Public
Library.
