In
the
immediate
aftermath
of
the
accident,
our
firemen
paramedics
and
police
officers
performed
admirably
and
with
great
courage
and
compassion
to
limit
the
loss
of
life
and
reunify
those
families
who
are
seeking
loved
ones
for
this
work.
They
deserve
our
gratitude
in
our
praise
and
under
the
most
difficult
of
circumstances,
others
courageously
sought
to
help
as
well.

Supervisors
special
constables
were
among
the
very
first
on
the
site.
Each
of
these
individuals
acted
quickly
to
assist
passengers
and
the
injured
and
many
nearby
residents
who
were
starting
their
day,
as
they
did
any
other
arrived
at
the
scene
to
offer
a
helping
hand.
In
addition,
actual
passengers
on
route
76,
who
are
not
seriously
injured,
also
helped
and
comfort
at
their
fellow
passengers.
We
can
only
imagine
how
difficult
this
must
have
been
for
all
those
who
are
first
on
the
scene.
Their
efforts
will
not
be
forgotten.

and

affected
families,
hundreds
of
people
attending
vigils
and
expressing
their
condolences
for
those
whose
lives
were
taken,
local
faith
communities,
open
up
their
places

worship
and
bar

to
offer
prayer

and
many
many
tens

thousands
of
residents
who,
despite
never
knowing

victims,

heavy

2009.

a
great

student
at
Osgoode,
Township
High
School,
she
has
taken
a
leadership
role
as
a
communication
Officer.

involves
organizing
events
for
students
as
well
as
working
to
ensure
grade
9
students
make
the
huge
transition
from
elementary
to
high
school.
Sophie
began
her
singing
shortly
after
her
move
from
Vancouver
Island
to
Ottawa
at
age
12.
Since
that
time
sofia
has
entered
the
agree
idol
every
year
and
was
successful
on
her
third
attempt.

win
came
reprises
of
five
hours
of
professional
studio,
recording
time,
including
opportunities
to
meet
globe.

expect
that
it
won't
be
long
before
Sophie

work

councillor
Moffat

close
to
my
word,
but
it's
a
city
issue
and
some
of
the
issues
were
contentious
last
term
and
I
want
to
congratulate
my
colleague
as
a
rookie
councillor,
who
has
not
only
brought
the
community
together,
but
he's
brought
all
of
us
bored
in
doing
the
right
thing
from
an
attic
and
I
think
it's
something
this
council
can
be
proud
of
for
years
to
come,
but
it's
under
his
leadership.

I
have
some
comments
and
some
questions
as
well
for
staff.
Mr.
Mathis,
let
me
be
clear
that
it
is
the
extraordinary
circumstances
of
the
past
week
that
has
led
me
to
conclude
that
on
this
one
occasion,
I
should
ask
for
a
waiver
of
the
rules
bypass
our
normal
process
and
have
Council
addressed
this
issue.

Curtin
University
has
made
a
time-sensitive
request
to
the
city
to
suspend
weekend
or
train
service
from
Carlton
station
to
Bayview
station
between
October
12th
and
December
29th
2013,
in
order
to
allow
Carlton
the
time
to
complete
work
on
the
foundation
of
a
new
parking
garage
situated
over
the
O
train
tracks
near
the
Carlton
Station.
As
you
know,
all
train
service
was
suspended
for
18
weeks
this
past
summer.
Unfortunately,
due
to
a
variety
of
reasons,
Carlton
University
could
not
complete
the
work
on
their
parking
garage
at
that
time.

Ose
Transpo
requires
the
use
of
the
o
train
line
overnight
and,
as
a
result,
there
were
not
really
any
viable
alternatives,
just
partially
suspending
service
on
weekends
until
year-end.
So
with
that
said,
and
I
will
recommend
my
colleagues
that
you
vote
in
favour
of
this
recommendation
today.
But
there
are
a
number
of
issues
around
this
that
I
do
want
to
get
some
clarity
on
before
we
give
our
consent.

The
first
one
is
I
understand
that
Carlton
has
not
yet
because
of
the
technical
nature
of
this
received
site
plan
approval
and
what
I
don't
want
to
have
happen
is
that
we
suspend
partially
suspend
altering
service
on
that
line
and
then
discover
that
Carlton
pet.
The
work
anyway,
because
they
don't
have
site
plan
approval,
so
I'm
wondering
if
I
need
to
put
in
motion
or
if
you
can
give
me
some
sort
of
guarantee
that
you
will
not
be
suspending
service.
If
you
don't
get
that
site
plan
approval.

Mr.
mayor
site
plan
approval
has
been
given
for
the
the
garage
has
to
be
constructed
over
the
or
trailer
that
was
given
under
delegated
authority.
I
believe
August,
6
or
August
9th,
where
we're
at
right
now
is
finalizing
the
details
in
the
site
plan
agreement,
and
there
were
a
couple
of
small
issues
that
required
confirmation
and
the
real
office
and
real
estate
group
are
actually
getting
confirmation
on
those
details.
This
week
the
draft
agreement
has
been
prepared,
and,
yes,
anticipation
is
that
the
agreement
will
be
sent
to
Carlton
for
execution.

mr.
mayor,
so
what
John's
made
is
saying
is
absolutely
correct.
There
have
been
some
permits
issued,
but
we
have
held
back
on
permits
that
relate
to
the
work
above
above
the
track,
and
those
are
the
things
that
are
being
sorted
out
in
the
site
plan
agreement,
and
so
until
those
issues
are
sorted
out,
that
portion
of
the
building
permit
will
not
be
issued.
So.

Mr.
mayor,
at
this
point
we
can
only
say
that
we,
it
looks
like
we
should
have
the
agreement
tied
up
with
a
bow
by
the
end
of
the
week.
There's
still
some
minor
things
to
roll
to
to
work
out.
So
I
can't
sit
here
and
say
with
utmost
confidence
that
it's
a
hundred
percent,
but
it
looks
like
we
should
be
able
to
to
secure
an
agreement
with
them.

mayor,
they
it's
an
excellent
question
and
because
of
lead
times
to
be
able
to
get
the
communication
out
and
I
believe
we
could
have
some
of
the
most
you
speak
to
that.
But
but
there
is
some
on
the
critical
path
we
get
to
a
drop-dead
date
where
we
have
to
push
the
button
to
say
that
the
service
has
been
changed,
that
we
can
change
the
schedules
of
drivers
and
an
issue
that
notice
out
to
the
community.

this
point,
based
on
all
information
we
have
in
front
of
us,
we
feel
quite
confident
that
the
work
will
be
done
by
the
end
of
this
year
and
a
forced
case
scenario
does
happen.

not
done
by

not
be
back
here
a
request,
another
shutdown
with
no
train.
It
would
be
an
arrangement
where
would
be
looking
at
evening
work
in
order
to
get
the
work
done,
so
it
would
not
affect
the
train
operation.

have

asking
for

has
sent
a
letter

support.

have
that
information
at

As
I
know,
there
was
some
concern
expressed
originally
by
the
Student
Association,
but
she
indicated
to
me
that
they,
you
said,
actually
sent
a
letter
of
support,
understanding
that
this
work
has
to
be
done.

committee
reckon
the
committee
has
substituted
its
own
recommendation
for
the
for

staff
recommendation,
which
it's
totally
entitled
to
do.
I
just
want
to
understand
that
I

important

council
understand
what
the
the
committee
has
done
and
it's
it's
implications.
So
mr.
Moody
I
read
your
staff
reports
very
clear
what
what
what
the
reckon
you
recommended
not
to
approve
the
zoning
recommendation,
and
can
you
tell
the

tell
Council
why.

Mr.
chair
staff
recommendation
was
to
refuse
the
application
to
rezone
the
property,
the
properties
in
the
agricultural
designation,
which
doesn't
support
commercial
businesses
unless
they're
directly
related
to
agriculture.
Those
policies
in
the
Official
Plan
are
in
compliance
with
the
provincial
policy
statement,
which,
which
speaks
to
a
similar
sort
of
approach,
and
that
was
why
staff
did
not
support
this
recommendation.
So.

to
be
just

be
clear,
what
we're
doing
here
in
our
in
our
zoning
by
Allah
neither
complies
the
Official
Plan
nor
the
provincial
policy
statement.
That's
correct,
mr.
chair,
so
under
appeal.
Should
this
appeal
be
appealed
other
than
the
rationale
that
were
trying
to
protect
someone
who
bought
a
small
business
in
an
area
that
should
never
have
been
allowed
to
be
established
there?
There
is
no
planning
rationale
with
which
to
support
this.

those
issues

we're
doing

going

it.
For
one
and
I
know
that
planning
is
not
there's
no
precedent
of
planning,
but
there
are
lots
out
there
who
will
come
back
to
us
and
say
well,
look

this
guy
bend
the
rules
and
do
it
for
me
and
I.
Don't
think
this,
quite
frankly
in
the
enact
with
agricultural
land
is
where
you
really
want
to
bend.

same
concern,

mayor,
we're
going
to
have
cross
the
city
and
not

long
ago,
our
city
fought
legal
battle
to
close
down
a
business,
didn't
have
the
proper
zoning
in
my
area
and
to
that
day
it
left
a
bad
feeling
in
the
community,
but
we
had
to
stand
with
the
city
staff
and
do
the
right
thing
because
it
didn't
have
the
proper
zoning
and
we
had
to
protector
of
agricultural
land.
I
That
business
was
our
so
for
that
reason
on
the
committee,
I
did
not
vote
for,
for
the
changing
of
the
zoning
and
I
will
not
vote
for
this
style
again.
Mr.
mayor
but
I
want
to
thank
my
colleague
for
reigning
this,
the
the
future
impact
something
would
compromise
with
one
of
their
compromises.
I
present
on
a
committee
to
have
this
business
stay
in
business
until
the
day
this
all
the
business,
the
land
will
go
back
as
agriculture
and
that
was
turned
down.
So
therefore,
mr.
mayor
I
will
not
be
voting
for
at
this
time.
Okay,.

You
very
much
mr.
maryk,
it's
important
for
my
colleagues
to
understand
that
this
business
owner
has
been
has
been
at
this
location
in
business
for
more
than
10
years.
This
use
has
been
undertaken
on
this
property
for
more
than
20
years,
going
back
to
the
days
of
old
Cumberland.
Building
permits
were
taken
out
on
this
property
under
old
Cumberland,
which
presumes
that
city
officials
in
the
township
and
then
City
of
Cumberland
knew
what
was
happening
on
this
property
and
at
least
tacitly
approved
of
it.
O
Unfortunately,
we
can't
find
all
that
documentation,
because
the
Cumberland
archives
flooded
and
those
documents
are
contaminated
with
mold
and
we
don't
have
access
to
them.
There
have
been
no
complaints
against
this
business
or
it's
the
life
of
of
it,
and
this
is
coming
about
because
the
business
owner
is
requiring
to
do
some
improvements
to
his
site
and
is
in
need
of
financing
and
obviously
can't
achieve
financing.
O
If,
if
everything
is
not
in
order
and
it's
important
to
understand
that
in
voting
against
this,
we
will
be
very
likely
putting
putting
this
gentleman
out
of
business
and
putting
his
employees
on
the
unemployment
lines.
So
I
would
urge
my
colleagues
to
support
this
recommendation.
I
find
it
very
unlikely
that
anyone
would
appeal
this
and
I
think
I.
We
have
to
look
at
everything
on
a
case-by-case
business.
Not
all
two
situations
are
the
same.
O
I
think
it's
important
to
understand
that
this
gentleman
and
proceeding
businesses
before
him
have
operated
this
site
for
well
more
than
twenty
years
long
before
amalgamation,
and
to
my
to
my
understanding
and
to
enquiries
from
staff,
there
have
been
no
complaints
against
the
operation
of
this
business.
His
neighbors
are
farm
fields.
He
has
no
direct
neighbors
that
he's
that
he's
impacting
and
I
would
hope
that
council
would
would
see
fit
to
support
this
small
business
and
allow
it
to
continue.

This
item
was

open
and
wholesome
debate

councilor

asked

records
for
the
building
permits
and
they're,
just
not
able
to
to
find
those
for
the
reasons
that
council
ablai
has
alluded
to
I
think
it's
really
important
to
understand
that
this
business
has
been
there.

have
not
been
issues
with
it
being
there
and
I'm,
not
sure
that,
in
fact,
if
this
business
were
to
to
cease
to
operate,
whether
the
land
would
return
to
agricultural
uses,
so
I
I
know
it's
very
difficult
and
I
understand
staffs
position,
but
I
think
in
in
reviewing
this,
and
it
is.
It
is
partly
about
saving
a
small
business
but
I
think,
more
importantly,
I
think
it's
there's
an
element
of
fairness
in
here
that
this
business
has
been
there
for
reasons
that
we
cannot
overcome.

ascertain
the
position
of
former
township
or
city
of
Cumberland
had
in
relation
to
this
property.
So,
as
I
said
after
wholesome
debate,
the
decision
of
the
committee
was
to
support
the
amendment
that
was
made
by
the
ward
councillor
and
I
appreciate
the
comments
made
by
councillor
of
chair
of
the
Planning
Committee
councillor,
Hume
and
I
understand
fully
his
his
issues
with
us,
but
I
think
in
its
one
case
that
can
stand
the
test
of
time.

comes
to
us

many
businesses
are
doing

how
many
businesses
elsewhere

the
city
that
would
be
impacted

vote

business

we
apply
the
same
rules
across
the
city?
What's
the
impact
of
doing
that.

unfortunately,
we

have
a
tally
of
how
many
businesses
are
currently
operating
outside
of
their
current
zoning.
It
is
something
that
does
come
up
in
the
rural
area
from
time
to
time,
and
often
they
do
can

we
find
out
about
them
as
they're,
going
through
an
enforcement
process
with
by
law
due
to
a
complaint.
This
application
is
somewhat
different
and
that
there
wasn't
a
complaint.
There
was
other
reasons
that
the
owner
was
coming
forward
for
forum
application.

well,
I
thought
councillor
Hume
made
a
very
good
argument
for
why
we
shouldn't
rezone
this
and
why
we
should
go
back
to
the
original
staff
recommendation.
But
if,
in
fact,
this
business
has
been
established
in
this
location
for
many
years,
would
they
not
have
a
legal
non-conforming
right
to
continue
their
operation.

is
a
motion
to

add
the
2017
decals
to
the
Ottawa
OC
Transpo
fleet
and
that's
as
sort
of
leading
up
to
the
celebration
of
Canada's,
one
hundred

fiftieth
birthday

2017.
So
there's
been
a
a
logo
or
a
brand
that
we're
using
for
that
2017
year
and
we're
just
trying
to
build
awareness
by
putting
it
on
the
fleet.
And
there
is
a
budget
through
the
through
the
Department
of
Economic
Development,
and
this
will
be
using
that
portion
of
that
budget.
So
we're
not
asking
for
any
other
money.
So.
