Good
morning,
as
we
pause
for
that
moment
of
reflection,
sadly
over
the
course
of
the
last
week
or
so
four
of
our
great
city
leaders
passed
away.
So.
B
Now,
as
I
was
mentioning
as
we
paid
a
moment
of
first
or
took
a
moment
of
personal
reflection,
we
lost
four
great
leaders
from
different
fields:
I
just
wanted
to
mark
their
passing
Joan
gullan,
who
was
a
social
justice
champion
and
Pioneer
for
many
many
decades,
Denzel
Doyle,
one
of
the
original
high-tech
Giants
in
Canada,
Frank
Reed,
an
elected
official
as
well
as
a
great
Sports
leader
with
the
Ottawa
Rough
Riders
and
greed
Hale,
who
was
a
great
philanthropist
as
well
as
a
role
model
for
women
and
girls,
all
four
contributed
so
much
to
our
community
and
we
think
of
their
families
during
this
difficult
time.

And
supporting
local
and
National
organizations
in
the
1980s
Gail
became
manager
of
finance
and
administration
at
The,
Cooperative
housing
Federation
of
Canada,
probably
worked
with
Harvey
for
some
time.
Everyone
knows
Harvey
and
played
a
vital
role
in
bringing
affordable,
Community
controlled
housing
to
a
quarter
of
a
million
Canadians.
Her
calm
and
sensible
approach,
combined
with
her
financial
Acumen,
helps
stabilize
the
operations
of
the
organization
during
a
period
of
rampant
Country-Wide
growth.
As
chair
of
the
Ottawa
Community
Credit
Union
Gail
was
instrumental
in
guiding
its
transition
to
CS,
Credit,
Union
and
later
alternative
savings.

She
served
on
the
founding
Board
of
the
direct
directors
of
the
abuin
Cooperative,
a
not-for-profit
that
provides
safe
and
affordable
housing
to
a
diverse
membership.
The
co-op
was
created
by
a
group
of
lgbtq2
Plus
members
to
provide
safer
and
secure
housing
for
the
gay
and
queer
Community,
along
with
other
my
minorized
groups
for
the
betterment
of
our
society.
Putting
your
financial
expertise
to
this
at
the
service
of
our
conviction
scale
was
treasurer
of
the
Ottawa
Community
Housing
Corporation.
In
the
late
80s
and
90s.

Gail
has
has
rejected
invitations
to
pursue
a
more
lucrative
business
career
choosing
instead
to
reserve
her
talents
for
her
community
she's
been
a
fierce
advocate
for
more
affordable
housing
and
her
commitment
to
social
justice
has
been
prominent
and
unwavering
for
your
exceptional
volunteerism
Gail
and
your
significant
contribution
to
the
community.
It's
my
pleasure

along
with
your
counselor
councilor
McKinney,
the
mayor,
City
Builder
award,
and
we
thank
you
for
your
wonderful
contributions
to

Ottawa
friends
and

I'm
a
bit
shocked
at
receiving
this
award.
Actually
because
there
are
so
many
others
in
Ottawa
doing
Splendid
work
with
a
lot
more
impact
than
I've
been
able
to
achieve.
Despite
the
fact
that
I've
been
a
part
of
a
large
group
trying
to
provide
affordable
housing
in
Ottawa
for
some
35
years,
we
still
have
a
serious
homelessness
problem
and
affordability
is
beyond
the
reach
of
too
many.

Nevertheless,
it's
heartwarming
to
be
recognized
for
my
small
contribution
to
these
organizations
that
I've
worked
with
I've
enjoyed,
all
of
them,
whether
they
concerned
housing
or
other
issues.
I
guess,
if
I've
learned
anything
from
the
experience
of
being
a
volunteer
in
our
community,
it's
that
being
a
volunteer
is
really
really
important.
I
highly
recommend
it
not
only
because
these
organizations
need
competent
people,
but
also
because
it
is
very
fulfilling
when
your
work
is
appreciated.
Even
if
your
efforts
aren't
always
successful.

Like
me,
you
may
be
involved
with
groups
that
face
serious
changes,
challenges
I
should
say,
but
even
those
enhance
your
capacities,
which
you
then
can
have
more
to
give
to
share
to
other
organizations
in
the
future.
Volunteer
work
broadens
one's
own
experience
as
well
as
being
helpful
to
others.
So
I
challenge
all
of
you
to
volunteer
at
an
organization
to
enable
yourself
to
express
your
passion
and
someone
who
values
your
contribution
again.

After
retiring
from
the
public
service
in
2000,
Rochelle
became
involved
in
the
Portobello
South
Community
Development
Association,
which
is
now
the
greater
Avalon
Community
Association.
She
became
its
secretary
in
2008
and
has
chaired
the
Community
Association
since
2018.
Rochelle
has
been
the
voice
of
the
association
and
advocating
for
major
files
in
her
community
and
her
efforts
and
those
of
her
team
reach.
Far
beyond
greater
Avalon.
She
organized
many
community
building
events,
including
the
local
community
barbecue
and
the
FED
Franco
Ontarian
organized
as
part
of
the
franklintarian
day.

He
has
organized
being
responsible
for
the
community
Franco
Ontarian,
barbecue
and
she's
also
recognized
for
her
her
passion
and
her
work
locally.

For
us,
with
Avalon
in
June
of
this
year,
city
council
unanimously
approved
a
land
exchange
with
regional
group
to
preserve
this
cherished
Urban
forest
in
the
Avalon
neighborhood.
Well
done.
This
positive
outcome
would
not
have
been
possible
without
the
tireless
advocacy
of
the
community,
led
by
the
greater
Avalon
Community
Association
and
its
president.
Rochelle
Rochelle
has
also
been
instrumental
in
implementing
many
wonderful
initiatives
enjoyed
by
the
community,
including
yoga
in
the
park.

The
maintenance
of
two
popular
outdoor
rinks
community
garage
sales
and
cleaning
the
capital
awards
for
knowledge
and
experience
in
the
neighborhood
has
ensured
successful
advocacy
on
behalf
of
the
Community
Association
on
development
files
and
improved
infrastructure
in
South
Orleans.
Our
tarless
advocacy
on
behalf
of
the
community
is
a
testament
to
her
belief
in
creating
a
Greener,
more
livable
community.

interested

death

the
motels

Road

understand

inquiry
response
provides
resources
that
are
available
and
I'm
not
denying
those
relating
to
to
to
family
members
that
we
put
in
those
hotels,
I'm
just
curious
to
understand
a
bit
better
best
practices

City
staff
or
someone
from
a
Social
Services
Agency
in
those
spaces,
particularly
when
there
are
a
lot
of
families,
so

seeking

clarity

finding

place

challenging

more
curious

providing
more
on-site
support

things

we've
been
doing
through
the
pandemic
and
I
think
what
we've
experienced
through
the
covid
pandemic,
particularly
for
families
and
singles,
is
increasing
needs
in
our
community
for
temporary
housing.
So
many
of
the
things
that
we
have
had
to
put
in
place,
you
know
have
been
to
respond
to
this
temporary
nature.

As
we
are
coming
out
of
the
pandemic,
we
really
are
starting
to
re-look
at
the
supports
and
services
that
we
need
in
order
to
be
able
to
support
and
the
appropriate
supports
that
we
need
for
the
city
in
the
long
term,
around
our
emergency,
shelter
and
our
emergency
housing
needs.
Our
transition
plan
that
Council
approved
in
the
spring
was
really
about
transitioning
out
of
covid,
and
how
do
we
move
out
of
our
temporary
emergency
situations
because,
as
you're
aware,
we're
still
running
a
number
of
temporary
measures?

So
as
we
look
at
that
and
move
forward
the
existing
temporary
measures
that
are
reported
in
the
memo
and
that
we'll
continue
to
think
about
as
we
move
into
the
future,
we
are
looking
at.
How
do
we
sustain
that?
In
the
longer
term,
looking
at
potentially
better
accommodations
better
supports,
but
then
better
wraparound
supports
with
our
community
to
do
that.

funding

year

our
social

Fund

extending

temporary
measures
and
measures
that
we
need

city

ministry
Administration
staff
on
that
need
and
have
detailed
that
need
there's
been
a
number
of
tables
that
have
been
convened,
provincially
around
the
needs
coming
out
of
covid,
particularly
around
families
and
singles
experiencing
homelessness.

Court
set
aside
council's
decision.
With
regards
to
the
first
Integrity
commissioner's
report.
However,
the
court
itself
encodes
the
same
penalty
of
270
days,
suspension
of
renumeration
on
councilor
shirelli
and
whereas
on
November,
25th,
2020,
counselor,
Council,
considered
and
approved
recommendations
set
out
in
the
Integrity
commissioner's
second
report.

whereas
the
Integrity
commissioner,
in
her
report,
entitled
report
to
Council
on
an
inquiry
respecting
the
conduct
of
councilor
shirelli,
has
found.
The
constant
shirelli
has
contravened
sections
four
and
seven
of
the
code
of
conduct
from
members
of
council
and
has
recommended
Council
suspend
the
renumeration
to
be
paid
to
the
respondent
in
respect
of
his
Service
as
a
member
of
council
for
90
days,
and
whereas
the
2018-2022
terminal
Council
ends
on
November,
14,
2022
and
Council.

Midterm
governance
review,
which
is
paid
to
a
member
upon
leaving
office
at
the
end
of
the
term,
whether
by
defeat
or
retirement,
equivalent
to
one
month's
pay
for
each
consecutive
year,
served
on
Ottawa
city
council
to
a
maximum
of
six
months
and
which
is
reported
to
council
as
part
of
election
elected
officials.
Remuneration
in
accordance
with
Section
284
of
the
municipal
act.

therefore

resolved

suspension

remuneration

for
us

all
of
the
information
and
all
of
the
tools
that
would

possible

this

municipalities

creatures
of
provincial
statute.

code

conduct
or

with
respect

penalties

can

and
is
limited

that
regard
to
either
a
reprimand
or
a
suspension

are
the
limits
of
a
municipal
council's
Authority
in

from

discussions

this
item

assured
us
that
there
would
be
action,

election
came

action

reintroduced
the
bill.

think
this
is
for
the
third
time
we
did,
as
a
council
I
believe
stand
to
be
corrected,
but
I
know
it
was
at
least
a
letter
and
or
a
resolution
from
Council
asking
for
an
ability
to
remove
a
member.

the
kind
of
behavior
we
saw
with
Mr
shirelli.

Unfortunately,
the
ball
is
in
the
court
of
the
provincial
government.
They
have
the
authority
to
make
the
amendment.
They
seem
quite
keen
on
it

year
ago
and
I
hope.
Their
interest
is
such
that
they
would
support
MPP,
Blaze
Bill
and,
if
not
bring
forward
a
government
bill
which
can
go
through
the
process,
a
lot
faster.

criminal
in
nature

me

criminal
nature
of
these
charges
or
these
allegations,

intention

refer
this
report
to
police
for
investigation.

who
I
have
a
lot
of
trust
for
and
talked
about
the
process
of
that
120
meter
area.

That
would
trigger
two
things.
One
is
the
preparation
of
an
environmental
impact
study
to
demonstrate
that
there'd
be
no
negative
impact
and
the
second
is
an
application
to
the
conservation,
Authority
regulations
and
so
I
understand
that
the
city
and
our
conservation
authorities
rarely
asked
for
that
120
setback
and
typically
in
the
urban
areas,
it's
30
to
50
meters.
In
this
case
the
RVCA
recommended
a
setback
of
50
meters
to
match
the
setback
of
the
virtual
site
to
the
east,
but
they
were
prepared
to
issue
a
permit
for
a
smaller
setback.

It
looked
like
it
was
at
that
one
in
100
year,
flood
line,
the
disturbance
to
Wildlife
is
also
a
concern.
You
know
those
most
sensitive
species
around
Turtles
and
Wetland
birds
and
I
think
the
Naturalization
and
habitat
restoration
should
be
important
here
in
providing
a
buffer.

Our
VCA
did
raise
some
concerns
with
me,
which
is
where
this
motion
comes
from,
and
it's
it's
about
putting
more
of
a
hold
on
the
development
until
the
RVCA
can
be
fully
satisfied
that
we're
doing
what
we
can
on
some
of
those
Hazard
risk
assessments
and
City
staff
have
worked
I
think
productively
on
this
motion,
so
I'll
read
it
out
and
I
hope
we
can
support
it
today.

whereas
public
concerns

been
raised
about
potential
environmental
flooding

Landslide
Hazard
risks
associated
with
the
development

twiddle
Road
and
whereas,
in
accordance
with
the
RVCA
requirements,

party,
Landslide
Hazard
risk
assessment
and
an
evaluation
of
group
risk
within
its
study,
whereby
the
rvca's
landslide
Hazard
risk
assessment.
Peer
reviewer,
has
noted
some
issues
with
methodology,
whereas
the
RVCA
believes
that
the
study
should
reflect
appropriate
methodology,
as
outlined
by
its
reviewer
and
whereas
the
original
concept
reviewed
for
the
site
had
three
towers
and
a
fourth
Tower
was
added.

this
risk
assessment
review
and
this
change
in
scope
should
be
accounted
for
in
the
risk
assessments,
particularly
given
the
fill
and
soil
conditions
identified,
and
whereas
the
city
has
agreed
that

update

be
completed
prior

plan

the
applicant
is
aware
that
deferring
the
completion
of
the
study
to

review
may

changes
to
the

concept

willing
to

the
design
is
subject

numerous
stakeholders

that
the
study
update
will
be

site

lot
of
it
containing

misinformation.

slope,
stability
and
Environmental
Studies
were
completed
and
then
double
peer
reviewed
at
the
applicant's
cost,
since
the
application
was
submitted.

shared
all

community's
comments
and
concerns

the
application,

City
staff,
urging
that
these
concerns
be
addressed,
and,
in
fact,
I
went
back
and
looked
I
believe
was
January.
2020
was
the
first
time
that
I
posted
about
this
specific
site.

buildings

been
approved
today
or
will
be
approved

this
pass
and
no
buildings
will

approved

site
plan
review
and
they
should

the
provincially,
significant
Wetland
boundaries

established
development
limits
as

meters
from
significant
Wetlands.

been
reviewed

the
Rideau
Valley
conservation
Authority.
Now
it's
also
important
to
note
about
this
site
that
the
land
that
is

is
here
for
future
development,
sits
upon
heavily
contaminated
Land

salt
plant
across
the
street.
We
are
the
ones
that
are
contaminating
this
land
and
this
is
going
to
have
to
be
remediated
before
any
development
continues.
The
applicants
will
be
remediating.

at
their
own
costs,
leaving
it
in
better
condition
than
what

when
it
was
purchased
and
returning
the
northern
portion
of
the
site
to
its
natural
state
by
removing
invasive
species
and
planting
natural

local
species
just
wanted

of
items.

stage

remotely

funded

just
found
that
there's

is

delay
in

the
opening
of

stage
two,
which
is

even
further
behind.

this
will
get
built.
This

get
built,
probably

next
year
to
18
months,
and
people
are
going
to
be
living
there
on
the
fantasy
that
they're
not
going
to
need
cars
and
therefore

limited

three

spots
for
six
units:
six
units
that
are
replacing
one
home
to
me,
a
three
to
one
ratio.

Intensification
would
have
been
more
than
enough
and
there
would
have
been
parking
for
each
of
the
units,
whether
that's
adequate
parking
or
not
out
in
my
area,
in
a
situation
where
the
closest
grocery
stores
about
a
30
minute
walk
and
there's
one
main
bus
that
goes
through
the
community.
That
runs
not
bad
at
rush
hour,
but
during
the
day
the
service
is
is
once
a
half
hour.

there's
promise
for
this
location,
but
I

truly
believe
now
is
not
the
time
the
community
raised
a
number
of
concerns
about
problems.
They
have
already
with
on-street
parking
around
snow
removal.
Every
year
around
the
safety
of
children
playing

street.
We
put
six
units
in
there
where
there
was
one
in
that
part
of
town
with
that
sort
of
bus,
service
and
LRT
on
its
way,
but
not
there
for
probably
10
years.

is
creating
a
scenario
where
you
might
well

couples
rent
each
of
those
units,
you
could
have

cars
and
three
spots
and
I'm

trying
to
scare
anybody

just

reality

it,

think
this
project
would
have
been
more
palatable
to
the
community.

been
a

one
swap

think
it
would
have
been
more
palatable

had
been
parking
a
little
bit

parking

place
to
help
people

been
fighting
the
parking
formula
in
the
suburbs
for
quite
some
time
and
I
have
to
say,
I

don't
agree
with
allowing
this
development
to
go
ahead
because,
right
now
we
are
creating
parking
lots
with
every
home
that
we're
building
in
the
suburbs.
Right
now
we
are
creating
a
parking
lot
with.
You
know
diminished
size
of
driveways
decrease
setbacks.

creating
areas
where
children
cannot
play
and
I
see.
This
is
is
going
to
be
exacerbated
if
we
continue
to
go
forward.
Intensification
is
going
to
create
more
parking
along
streets
and
more
conflict.
Right
now

seeing.

have
anticipated
what
happens
with
the
remote
learning
and
people
working
from
home
our
suburbs,
while
the

building
better
suburbs
plan
was,
was
great
in
intent
in
intent.

happened
since

the
pandemic
is
that
we
are
seeing
more
people,
two
people
working
from
home
and
often
because
we
have
an
affordability
crisis
in
the
city.
Young
people
are
not
leaving
home
and
many
of
these
communities.

not
have
Transit.
So
we
are
seeing
sometimes
two
three
four
cars
where
there's
barely
room
for
one,
so
this
is
one
of
the
biggest
headaches,
I
think
for
people
in
the
suburbs.

Right
now
there
are
neighbor
conflicts,
bylaw
is
called
out
continually
and
we
have
a
difficult
time
getting
plows
through
ambulances
in
some
instances,
I
understand,
philosophically
that
we
have
to
have
a
parking
formula,
but
that
parking
formula
does
not
current
work
currently
with
the
state
of
our
world
in
the
state
of
our
city.
It's
going
to
be
a
long
time
before
we
have
Community
bus
routes.
I
can
answer
to
meet
the
requirements
of
people
who
have
to
go
many
other
places
and
just
downtown.

I

not
vote
in
favor
of
this
this
development,

it
might
make
sense
it
doesn't
make
sense,
we
need
those
homes,

what
we
are
doing
is
handicapping
people
who
are
going
to
move
in

handicapping
people

already
live

if
we
continue
to

follow
the
parking
formula,
as
is
as
we
continue
to
develop
in

city
with
intensification
and
the
lack
of
money
for
OC
transport,
we
are,

creating
places
where
people
do
not
want
to
live.

busting
and

transit

people

require
and

specifically,
what's
happened?

operators

major
problem
in
our
residential

walking
distance
of

transit
station
and

reasons

plan

because

this
Council
would

intensification
equitably
across
the
city
and-
and
these
are
the
kinds
of
justifications
for
refusing
gentle
densification
outside
of
the
downtown
core.
That
I
and
and
residents
of
kitchissippi
Ward
are
largely
expecting
to
continue
to
see
such
that
intensification
happens
in
kitchissippi.

Ultimately,
if
this
Council
wants
secondary
units
to
require
parking
change,
the
policy
I
cannot
imagine
that,
when
the
developer
at
this
proposed
site
appeals
this
to
the
Ontario
land
tribunal,
to
say
why
am
I
being
refused
slightly
larger
or
smaller
rear
yard
setbacks
and
other
performance
standards
that
the
Olt
is
going
to
give
this
very
much
consideration
at
all.
The
planning
decision
that
we
need
to
make
is
on
the
performance
standards.
The
planning
decision
here
is
not.

we
going
to
approve
a
development
that
doesn't
have
as
many
parking
spots
as
it
has
units
and
the
reason
that's
not
a
decision
is
because
this
Council
has
said
that
secondary
dwelling
units
Apartments
don't
require
a
parking
spot.
This
is
a
really
simple,
open
and
shut
case
at
the
Ontario
land
tribunal,
refusing
it
today
just
downloads
a
politically
difficult
decision
to
the
tribunal,
instead
of
making
it
ourselves.

we're
not
going
to
require
parking

Apartments
of
those
secondary
dwelling
units,
then
we
have
to
defend
the
choice
we've
made
on
a
policy
basis
rather
than
making
the
tribunal
do
it
for
us,
so
I'm
certainly
going

be
supporting
this
development.
This
is
the
kind
of
gentle
densification
that
everyone
around
this
table
has
been
talking
about
for
several
years
now,
and
it
is.

disappointing
to
me
that
Council
might
be
willing
to
refuse
a
simple

of

three
units

apartments
in

one
neighborhood,
even
on
the
same
day
as

approved

floors

is
being
built
without

in

advantage

existing

bylaws

secondary
units
along
with
the
main
units.

it's
in
this
case
being
presented
as
three
town
homes
with
three
secondary
units.
Therefore,
they
only
require
three
parking
spots
minimum.

it

with

it's
interesting
the
discussion
around
parking
in
the
suburbs

the

new
legislation

parking
spot
in
any
unit
in
anywhere
in

city.

that's
a

big
change
that
people
should
be
aware
of,
and
it's
interesting
at

same
time
with
their
changes
to
the
official
plan
on
Friday.

down
our
ability

city,
to
require
a
good
transit

neighborhood
before
that
neighborhood
gets
built
and

point
about
the
length
of
time
before
LRT
arrives.

think
it

important

is
when
we
have
these
major
Transit
projects
in
our
planning
documents,
a
transit
station
that
may
be
over
a
decade
away,
we're
already
approving
apartments
and
homes
all
across
the
city.

the

in
Canada

Statesville

doing

corridors

Avenue

get
serious
about
funding
these
Transit
projects.

plan,

of
the
major
goals,
were
that
we
achieve
more
growth
through
intensification,

good
goal

goal

that
we
have
more
than
half
of
all
trips
in
our
city
by
2046
being
in
a
sustainable
mode.

underground

the
time
was
on
Sussex
Drive
that
I'd

here

28
years,
but
I

don't
think
I
really
got
this
job.

get
the
passion
that
we
developed
for
a
city
I,
don't
think
I
understood
exactly
how
much
a
member
of
council
can
do
in
terms
of
changing
lives
and
setting
a
new
direction
for
a
city
and
being
so
involved
in
the
life
of
the
city
and
that
it's
really
My
Jam
I
Really
I
I
really
enjoyed
every
day
here
and
I.
Think
I
owe
a
debt
of
gratitude
to
a
lot
of
people
that
gave
me
that
opportunity
to
do
that
and
I
have
to
say
it
hasn't
all
been
fun.

there's
the
joy
of
Victory
there's,
also
the
agony
of
defeat
and
I
suffered
a
few
of
those
along
the
way,
but
I'm
not
going
to
concentrate
too
much
on
that.

We
certainly,
you
know,
saw
our
share
of
tragedy
in
this
Council
chamber
and
we
weathered
a
lot
of
storms
together,
both
literally
and
figuratively,
and
I
have
to
say
that
those
were
low
points
for
me
and
so
were
the
personal
animosity
that
really
reached
a
crescendo
at
this
term
of
council,
but
I'm,
not
I'm,
not
going
to
focus
on
that
today.

Council
Russian
Terry
your
dad's
lessons
wouldn't
hurt,
but
seriously
I
I
do
think
that
councilor
Al,
shantieri
and
I
hold
the
record
for
the
most
money
ever
raised
on
councilors
vote
for
United
Way,
so
something
for
the
new
counselors
to
try
and
unseat
that
title.

You
know
I
think
that
as
a
council,
there
were
also
a
lot
of
successes
for
all
of
us.
I
mean
those
of
us
who
were
here
long
enough
to
remember.
The
smoke-free
bylaws
know
that
we
were
the
first
municipality
in
North
America
to
bring
in
smoke-free
bylaws.
We
charted
the
course
for
a
lot
of
councils
across
North,
America
and
I.
Think
we
save
countless
lives.

I
was
also
on
the
First
Council,
that's
considered,
bringing
LRT
to
Ottawa
and,
although
we've
you
know
had
a
few
hiccups
since
maybe
not
running
perfectly
I
still
am
really
proud
that
we
brought
LRT
because
I
think
it's
a
game.
Changer
to
ottawan
I.
Think
is
something
that
great
that
this
council
did.
I
mean
in
my
own
Ward
I'm
have
lots
of
successes.

I
I
managed
to
get
the
First
District
Library
in
the
chain.
The
Greenboro
Community
Center,
the
Greenberg,
District
Library
and
I
mean
I
have
to
admit
it.
It
took
12
years
to
get
it
but
and
and
I
think
that
my
colleagues
maybe
voted
for
that
as
much
to
silence
me
about
it,
as
they
did
for
more
noble
reasons.

But
nonetheless,
you
know
maybe
a
message
to
new
counselors
persistence
pays
off
so
be
persistent
when
need
be,
but
I
also
saw
the
expansion
of
Greenberg
Community
Center
I
saw
the
building
better
revitalized,
neighborhood
revitalizing
neighborhoods,
low-income
neighborhoods,
the
Community
Kitchen,
and
so
you
know,
I
thought
the
city's
disposal
of
surplus
land
policy
and
managed
to
keep
an
old
works
yard
in
Hetherington
and
today,
I'm
so
proud
that
there
stands
on
that
side
of
boys
and
girls
club,
because
in
low-income
communities
that
are
really
dense,
you
need
those
public
spaces
and
and
I'm
proud
that
I
managed
to
do
that.

So
I
just
wanted
to
take
this
opportunity
to
say
a
lot
of
thanks
to
a
lot
of
people,
my
staff
over
28
years,
who
you
know
we
did
all
of
it
together-
and
this
is
this-
is
a
team
sport.
It's
not
an
individual
thing
and
your
success
is
their
shared
successes
and
I
wanted
to
say
a
special
thanks
to
City
staff
that
are
really
unsung
heroes
in
this
in
this
community
that
work
hard
every
day
to
make
the
quality
of
life
in
our
neighborhood
so
important
and
to
the
senior
staff
who
carry
a
heavy
burden.

past

ride.

been
quite
the
thing
to
work

lot

along

Britain
to
me.

I
really
called

dear
my
heart,

good
people
of
Gloucester
South,

Ward,
who
sent
me
here

believed

me

trusted
me
to
be
their
representative
for
28
years.

faith

trust

beginning

been
my
honor
and
privilege
to
serve
as
the
elected
representative
for
college
board
since
amalgamation
at
the
city
of
Ottawa
and
before
that,
as
your
city
councilor
in
the
city
of
Nepean.
As
early
as
Elementary
School,
I
was
enthralled
with
politics
and
read
up
and
watched
and
worked
with
many
local
politicians
as
many
as
I
could
in
the
early
1980s.
While
still
a
teenager,
I
was
elected
to
the
Carlton
Catholic
School
Board
and
became
the
youngest
person
ever
elected
in
Ontario.

I,
never
expected
that
my
passion
for
politics
would
lead
to
such
a
wonderful
location.
Over
the
more
than
30
years,
I
have
been
in
public
life.
I
have
always
strived
to
help
each
constituent
to
the
best
of
my
ability
and
to
provide
oversight
on
important
city
initiatives.
Looking
back
I'm
very
proud
of
the
connections
I
made
with
individuals
in
our
city
and
I'm
glad
as
part
of
many
vital
improvements,
fun
activities
and
community
building
events.

auditor
general
position
for
the
city
of
Ottawa
to
help
find
Savings
in
the
city.

ottawa's
partnership

plasco

that
these
Partnerships
have
been
ill-advised
moves.
