we
have
to

they
continue

do

so
soon,

I'm

All

life

right

smallest

she's
been
an
active
member
of
our
community
by
supporting
wide
variety
of
fundraisers,
church
events
and
local
sporting
sports
teams.
She
was
even
a
trainer
for
our
mid-calf
Junior

hockey

a
few
years,
and
also
she
is
a
very
accomplished
singer,
obviously,
but
she
has
had
for
generations
performing
all.
At
the
same
time,
her
grandmother,
her
parents
herself
and
her
daughter
Kate
were
able
to
sing
to
one
event
or
a
number
of
events,
so
that
was
a
very
inspiring
event
as
well.

Cheryl
has
been
an
active
member
of
the
music
community
for
most
of
her
life
and
natural
altos.
She
began
her
solo
career
at
the
age
of
five,
while
sitting
on
the
top
of
the
church,
piano
at
the
mid-calf
united
church
sure
went
on
to
participate
in
choir
school
chorus
and
as
soloist
at
various
youth
talent
contests
in
1987.
She
finished
as
runner-up
to
Alanis
Morissette
in
the
cjoh
youth
talent
show
Sheryl
was
thrilled
to
participate
as
a
youth.

Member
of
the
RCMP
sounds
and
saddles
growing
up
in
a
very
musical
family
show
was
exposed
to
many
forms
of
music
and
including
country
gospel,
traditional
Celtic,
at
the
age
of
eight.
She
taught
herself
to
play
the
guitar,
not
classically
trained.
She
relies
on
her
ear
and
basic
knowledge
of
music
theory.
Her
professional
talents
have
been
recognized
by
being
asked
to
accompany
some
of
the
best
Fiddler's
in
North
America.
This
singer/songwriter
has
performed
and
emceed
countless
shows
in
the
Ottawa
Valley
I'm
sure
is
a
physiotherapist
by
trade.

became
proprietor

independent
grocer
in
2007.
Since
then,
she
has
gone
above
and
beyond
as
an
industry,
leader
and
communitarian,

Canada

served
at
community
events,
but
the
hard
work,
long
hours
and
dedication
of
those
who
provide
this
service
are
seldom
recognized.
Laura's
leadership
and
commitment
to
supporting

community
around
her

that

groups

a
bunch

staffers

and

new

from
CBC
and
the
other
lady
said:
that's
the
guy.
For
me,
my
wife,
we
met
at
City
Hall,
my
wife

wife

Hall
and
as
I
think
you
saw

chasing
us
down
hallways,

certainly

member

council
I

to

entrepreneurs

went
through
the

WCA
business
program
for
entrepreneurs,
and
there
are

amazing
success
stories

encourage
these
entrepreneurs
who
are
used

display
their
wares

annual
event

impressed
with
the
quality

caliber

diversity

different
businesses

been
started.

thought:
why
not
have
it
down
here
at
City
Hall,
where
a
lot
more
people
can
come

see
so
they're
from
all
parts

the
city.

businesses

input

start
with

all
read
the
reports
so
I'm

going

spend

enormous
amount
of
time
going

it.
I'll

Take
you

some
of
the
highlights
and
then
I'll
touch
on
some
issues
on
corporate
social
responsibility
and
on
the
governance
issue
before
you.
It
was
obviously
a
very
good
year
and
I
think.

The
good
news
from
all
of
our
perspective
is
that
hydro
Ottawa
continued
to
serve
safe,
reliable
and
efficient
energy
to
three
hundred
and
fifteen
thousand
homes
in
the
Ottawa
area,
while
at
the
same
time
investing
an
unprecedented
amount
in
infrastructure
and
renewable
energy.
So
these
are
pluses.
They'd
all
resulted
in
us
making
they're
having
a
net
income
of
32
point,
1
million
and
being
able
to
distribute
slightly
over
19
million
back
to
the
City
Council,
and
the
City
of
Ottawa
in
the
form
of
a
dividend
was
a
great
news
for
everybody.
B
I
I
The
company's
performance
in
2013
was
larger
result
of
our
acquisition
of
the
show
chair
Falls,
as
well
as
our
renewable
generation
facilities
coming
online
I
was
standing
the
the
unprecedent
level
of
dividend
we
actually
are
I
brought
about
limited,
which
is
the
electric
company.
The
distribution
company
actually
didn't
meet
at
the
budget,
but
again
a
testament
to
the
to
the
strength
from
our
generation
assets.
I
The
show
chair
falls
assets
and
that's
something
that
we'll
be
embarking
on
over
the
course
of
the
next
year.
So
those
renewable
generation
assets
will
continue
to
pay
dividends
going
forward.
Our
customer
satisfaction
ratings
remain
very
high
at
90
percent,
which
is
again
better
than
better
than
better
than
the
provincial
average,
and
something
that
we
track
very
closely.
I
We
continue
to
be
a
leader
in
conservation
and,
if
you
look
at
the
chart,
you'll
see
the
the
average
consumption
dropping
additionally,
that
is,
that
is
the
citizens
of
Ottawa
saving
energy
year
after
year
after
year,
just
to
give
a
bit
of
flavor
to
that
chart,
one
in
six
in
home,
displace
put
in
place
in
the
province
of
Ontario
here
in
Ottawa,
so
citizens
of
are
both
embracing
conservation
and
delivering
on
it
in
terms
of
our
electricity.
A
reliable,
economical
service,
which
is
the
chair
pointed
out,
is
the
bread
and
butter
of
what
we
do.
I
We've
invested
a
hundred
and
thirty
four
million
dollars
last
year,
which
is
the
largest
investment
ever
in
capital
and
I,
appreciate
that
that
resulted
in
some
roads
being
tearing
up
and
some
other
activities,
but
it
is,
it
is
what
is
necessary
to
keep
the
power
on
so
again,
something
that
we're
proud
of
with
respect
to
our
workforce.
Our
workforce
is
aging,
unlike
our
infrastructure,
we
are
doing
everything
we
possibly
can,
including
developing
apprenticeship
programs
working
with
Algonquin
College,
to
deliver
a
powerline
maintainer
program
as
well.
I
Last
night,
at
least,
we
may
council
know
we
are
in
the
process
of
revisiting
our
real
estate
real
estate
portfolio
with
a
view
to
rationalizing
these
these
facilities.
These
are
facilities
that
are
at
end-of-life
and
requires
significant
amounts
of
capital
upgrade
to
keep
them
current.
We
have
acquired
two
parcels
of
property
and
we
will
be
moving
forward
with
the
development
of
a
new
headquarters
in
a
new
South
Operations
Centre
to
service
the
growing
area,
Bar
Haven
back.
What
did
you?
Oh.

There
we
go
corporate
social
responsibility
became
a
buzz
word
about
ten
years
ago
and
I.
Think
one
of
the
things
that
we
should
all
be
very
proud
of
in
this
chamber
is
the
role
that
hydro
Ottawa
play
in
your
community,
outside
of
just
delivering
safe
and
efficient
hydro
to
our
homes
and
businesses.

We've
been
very
involved
with
Christy,
Lake,
kids,
and
we
another
highlight
I
would
have
to
say
would
be
over
a
quarter
of
a
million
dollars
that
were
raised
by
the
employees
of
hydro
Ottawa
for
a
United
Way
and
as
the
mayor
and
many
of
you
would
know
the
mayor
being
a
former
chair
of
United
Way.
It
does
incredible
work
at
ensuring
that
we
have
a
strong
social
fabric
in
our
community
and
I'm
very
pleased
that
hydro
Ottawa
employees
played
such
an
important
part
of
this.

The
final
issue
that
I
would
really
like
to
deal
with
would
be
one
on
the
governance
issue
which
you
have
before
you.
The
bottom
line
of
the
three
recommendations
there
are
to
reduce
duplication,
eliminate
some
costs
and
really
allow
your
board,
on
behalf
of
you
as
the
shareholder,
to
operate
more
effectively,
and
the
first
is
obviously
to
downsize
the
hydro
operating
company
and
really
move
all
of
the
members
of
the
board
into
the
hydro
operating
company
or
the
hydro
holding
company.
If
you
sat
around
the
table
of
the
board,
you
would
see
duplication.
B
You
would
see
chairs
of
committees
not
reporting
up
through
the
main
board.
It
was
created
this
way
about
seven
eight
years
ago
because
of
a
change
in
the
act,
and
now,
when
you
look
at
all
the
large
local
distribution,
hydro
companies
you'll
see
they're
doing
exactly
what
we're
proposing
to
you
today.

The
second
is
to
introduce
term
limits
to
board
members.
This
is
a
foundation
of
strong
governance
in
any
board,
and
we
think
that
it's
something
that
will
serve
you
better.
Keep
your
board
renewed
and
always
doing
what
we
want
as
the
City
of
Ottawa,
and
the
third
is
really
more
of
a
housekeeping
issue,
and
that
is
ensuring
that
the
Board
of
hydro,
Ottawa
and
you
as
a
city
have
the
opportunity
to
take
advantage
of
changes
in
the
legislation.

There
was
a
call
that
we
received
from
a
city
councilor
on
the
energy-storage
which
I
gather
in
in.
Obviously
the
legislation
allows
us
to
do
it,
we're
not
going
to
be
in
the
energy
storage
business.
Much
like
the
legislation
allows
us
to
distribute
gas
were
not
in
that
business
either.
What
it
does
is
allows
your
board
at
any
point
in
time.
Should
legislation
change
and
it's
going
to
continue
to
change
over
the
years.
If
there's
something
that
we
deemed
to
be
advantage
to
the
City
of
Ottawa
and
to
hydro
Ottawa,
then
naturally
we
would.
B
We
would
act
on
it
accordingly,
but
I
can
assure
you
there's
at
this
point
in
time.
There
is
not
any
interest
at
all
in
energy
storage.
Much
as
there
is
no
interest
in
us
doing
a
few
of
the
other
things
I
mentioned.
So
with
that
mr.
amer
I'll
I'll
close
up,
and
we
would
be
more
than
happy
to
take
any
questions
that
any
of
you
might
have.

this
one
but

sure
mr.
Conrad's
probably
anxiously
awaiting
the
question
with
his
ready
answer.
You
mentioned
a
number
of
the
acquisitions
of
three
hydroelectric
plants,
and
you
talked
about
the
the
latest
acquisition.
The
real
one
that
interests
us
around
here
is
the
hydro
one
customers
that
that
really
belong
to
the
city.
That
10
years
ago,
the
political
promises
were
made
that
this
could
be
done
with
a
stroke
of
a
pen
and
I
haven't
seen
that
pen
stroke.
I
Give
you
her
get
the
short
answers.
The
question
is:
is
that
there
is
no
movement
with
towards
the
acquisition.
You
know
I'm
a
big
believer
that
good
ideas
don't
have
expiration
dates
or
best
before
dates,
so
we'll
continue
to
pursue
it,
because
it
is
a
good
idea.
It's
the
right
thing
to
do
from
an
equity
from
a
transparency.
From
a
fairness
perspective,
it
is
absolutely
appalling
that
if
you
live
on
one
side
of
the
street,
you
pay
30%
more
for
your
electricity
than
you
do.
On
the
other
side.
I
That
said
hydro
one
is
an
acquisition
mode,
not
in
disposition
boat,
they've
recently
acquired
Norfolk
energy
as
well
as
another
one.
That's
the
small
utility
I
never
say
never.
There
is
new.
There's
new
leadership
at
hydro.
One
I
think
we
have
an
opportunity
to
sort
of
engage
that
leadership,
but
I'm
not
sure
I
would
hold
my
breath
of
this
plant
else.

just
a
couple
of
quick
questions,
one
one
I
guess
is
for
for
the
clerk's
office
or
or
for
legal.
One
of
the
changes
that's
being
recommended
is
going
to
bind
the
new
council.
The
changes
will
go
into
effect
after
the
election.
We're
often
told
we're
not
allowed
to
do
that.
So
how
is
this
different?

Mr.
mayor,
this
is
under
the
Business
Corporations
Act,
and
the
new
council
obviously
would
have
an
opportunity
to
review
at
the
appropriate
time
and
make
any
further
changes
that
they
deemed
appropriate.
Okay,
thank

I
want
to
go
to
the
to
the
change
in
governance
suggested
and,
if
I,
under
and
correctly
from
both
the
report
in
the
presentation
that
the
the
issue
is
in
and
around.
If
there
are
changes
to
the
provincial
legislation,
hydra
wants
to
be
in
a
position
to
respond
to
those
yeah
quickly
and
efficiently.

I
think
it
just

we
all
recognize
that
we
live
in
a
time
of
great
change
and
we
read
the
paper
every
day,
like

you

see
the
news

are
in
the
news
every
other
day
and
there
have
been
numerous
Commission's
put
forward
by
the
provincial
government
talking
about
changes
and
how
the
legislation
will
be,
possibly
in
the
future.
For
energy,
all
we
want
to
do
is
be
able
to
take
advantage
of
those.

Should
a
change
come
that
we
deem
as
a
board
would
be
advantageous
to
hydro,
Ottawa
and
thus,
obviously,
to
you
as
the
shareholder
and
nothing
more,
nothing
less.
It's
kind
of
saying
that
it
allows
us
to
be
nimble
if
we
had
to
be,
although
I
don't
I,
don't
view
it
as
that,
as
the
main
reason
I
view
and
more
is
just
a
is
truly
a
housekeeping
issue
and
the
one
that
allows
us
to
take
advantage
of
possible
changes.
That
would
be
good
for
us
and
and.

How
do
you
propose
to
to
loop
back

Council,
and
you
know,
obviously
be
a
lot
of
advance
notice
of
a
change
to
provincial
legislation?
So
how
do
you

what

suggesting

get
back

us

input

we

the
board

we

members
on
the
board:
that'll
be
less
of
them.

how
do
you
get
our
input

we
think
that's
a
good
line
of
business,
for
example,

you

a
very
good
question:
I'll
start
by
saying
that
hydro
Ottawa,
as
you
know,
is
operates
through
a
shareholder
declaration
and
I.
Think
one
of
the
reasons
that
hydro
Ottawa
has
operated
efficiently
is
one.
It's
been
very
open
and
transparent
on
how
its
dealt
with
the
shareholder
and
two
it
operates,
ostensibly
as
an
independent
board
counsel
protects
itself
and
the
citizens
of
Ottawa
by
ensuring
that
you
have
representation
on
that
board
and
I
never
get
caught
up
in
a
numbers
game.

What
is
important
is
the
quality
of
the
people
who
serve
on
the
board
and
I
have
every
confidence
that
in
the
next
council
that
the
representation
of
the
council
members
will
be
two
individuals
who,
quite
frankly,
will
bring
much
like
the
the
existing
councillors
that
will
bring
expertise
of
their
own.
But
the
reason
that
hydro
Ottawa
operates
efficiently
is
that
it
does
not
run
back
to
City
Council
every
day
when
it
looks
at
something
yeah,
it
has
to
be
able
to
make
decisions
on
a
daily
basis
and
be
accountable.

Your
protection
as
the
shareholder
is
through
the
nominating
committee.
You
appoint
the
board
members
and
should
hydro
Ottawa
ever
operate
outside
of
a
parameter
that
a
and
I
can't
ever
imagine
it
happening,
because
I
can
assure
you
that
you
have
a
very
strong
and
healthy
board
with
very
clear
governance
policies
and
very
clear
reporting
policies,
but
through
the
members
of
City
Council
who
sit
as
directors
if
hydro
Ottawa
to
ever
decide
on
something
that
we
thought
would
be
a
profound
change
or
would
expand
the
limits
of
our

do

moving

a
10-hour
board

we

it
and

think
councillor
McCrae

councillor
Hume
would
recall
this.

was
the
issue
that,
literally
from
a
board's
perspective,
was
just
a
housekeeping
issue

a
problem
that
hydro

was
been
dealing

they've
been
making

number
of
investments,

Bryce

always
been
a
quick
response

to
us
with
the

about
what's
going
on

inform
the
residents.

that

dividend,

nineteen

million
dividend
is
essentially
the
way

financial
model
works
for
hydro,
Ottawa

utilities
regulated
in
Ontario,

heavily
regulated
business

we
make
it
make
a
rate
of
return
on
invested
capital.
So,
to
be
honest
with
you,
the
nineteen
point,
three
million
includes
a
portion
as
the
non
regulated
business.
The
generation
assets
I
spoke
of
earlier,
but.

you
had
no
nineteen
point
three
million
dollar
dividend,
it
wouldn't
have
no
impact
on
the
rates
that
the
correlation
between
the
two
is
not
there's
no
correlation
at
all.

fact,
so
it's
not
as
simple
as
saying

back
19.3
my
rates
would
go
down,
but
that's
not
the
way
it
works.
Our
rates
are
set
by
the
Ontario
Energy
Board,
based
on
a
long-term.

asset
management
plan
reflects
the
capital
investments
that
we'll
be
making
and
we
have
made.

of
it

the

counselor

the

center

street
is

serviced

Hydra.

suggest

more
ludicrous

Plast
d'orléans,
where
the
target
side
is
served
by
Hydra
one
and
the
bay
side
is
served
by
hydro
Ottawa.

also
generating

healthy
dividend
back
to
the
provincial
government

that
those
residents
that
live
in

Cumberland
we're
getting
that
density.

densification,
those

rates
are
being
used

subsidize

rural
customers
that
they
own
so
I'm,
not
defending
in
any
way.

appreciate
that
the
desire
to
get
these
people
and,

I
said
in
response
to
councillor,
blows
his
question

think
with
renewed
leadership
at
both
at
the
hydro
one.

time,
counselor
we
operate
through
a
shareholder

and
that
shareholder
declaration
gives
your
hydro
Ottawa
the
rules
of
engagement
and
unless
that
declaration
specifically
required
that
we
do
not
do
certain
things

business.
It

incumbent
on
the
board
to
use
good
judgment,
good
management
recognizing
the
shareholder
recognizing
what
we're
doing,
and
that
really
frankly,
would
be
no
different
than
any
other
business
decision.

hydro
Ottawa
would
take
so
that,

it's
infesting
in
certain
infrastructure
projects,
whether
it's
going
ahead
and
shoddy
air
Falls,
which
was
a
major
undertaking.

what
we
would
call
day-to-day
operations

rely
as
shareholder
on
the
good
judgment
of
your
management
and

of

representation
from
Council
and

best

hydro
Ottawa,
with
every
decision
that
it
was
going
to
make
on
infrastructure
or
any
other
issue.

it
were
to
come
back

City
Council,
then

might
as
well

turn
it

disband
with
the
board

business

able

business

situation

it,

that
didn't
help

this
is
the

think
we
need
to

eye
on,

easy

business

bad
decisions

as
good

than

move
to
a

of

Council

duplication

to

keep
the
board
size
at

thought
this
was

appropriate

manageable

secondly,

order

take
advantage

incredible
expertise
that
this
city
offers
us

combination
of
nine

good
combination
and

bury

more
streetscape
available
one
of
the
challenges
that
we
run
into,
of
course,
because
of
councils
policy,
we've
got
to
go
looking
for
money
and
the
cheaper
that
part
of
the
project
could
be
the
easier
it
might
be
to
find
that
money.

get
estimates
from

we

asked
for
estimates

hydro
Ottawa

characterize
them
in
the
views

many

the

seem
higher
than
they
think

private
sector
contractor

also
a
very
wide
variance
of
forgot.
The
exact
25
percent,
plus
50

75
percent,
which
is
almost

could
be
ten.

numbers,
four
to
ten
times
the
cost
of
stringing
wire
burying
a
wire
would
be
four

ten
times

range?

I've

urban
settings

there's
your
moving
cables,
you're
moving
wires,
you're
moving
other
utilities
potentially,

that's
the
cost
eventually

a
nobody
could
do
it
cheaper
than
we
can
and

do
it

policy
is
set
in
place
by
the
City
of
Ottawa.

natural
erosion

was

as

erodes

released

in
shareholder
net
income
and
90
million
dollars
in
dividends
over
a
five
year
period,

in
2016.

we're
saying
here
today
is
we're
well
on
track
to
achieve
those
targets,
