simplification,

of
the
building
footprint
in
some
areas
in
order
to
remove
alcoves,
increased
visibility,
changing
materials,
change
of
the
building,
a
change
of
materials
in
the
driveway
pedestrian
access
in
order
to
formalize
the
various
uses.

also
some
various
landscaping
elements,
fencing
loading
facilities,
gates,
lighting
security
enhancements

very

the

evolved
a
lot
over

was
trying

do

separate.

has
changed,
essentially
after
the

leading
up

be
as
essentially
major
alterations
to
the
project.
So,
as

mentioned,
the
west
wing
of
the
project
went
down
from
six
stories
to
four
stories.
Another
big
alteration
was
removing
the
addictions
program
and
substituting
that
for
supportive
housing.

have

the
main
items
was
improving
the
pedestrian
access
to
the
entrance
of
the
facility
indicated

the

concerns

architectural
language

community
space

center
of
a
project
which
is
highlighted
by
number
one
here,
so
we
changed
the
scale
and
the
materiality
of
it,
and
additionally,
they
had
some
concerns
with
how
we
were
treating
an
the
sort
of
front
planter
wall.
They
wanted
it
the
height
reduced,
to
gain
better
visibility
through
the
parking
lot.

in
terms
of
where
these
items
are
situated
on
the
site
number
one
was
a
modification
and
the
increase
in
the
size
of
the
egress
pass

two
was
a
request
to
heighten
the
the
service.

fence
between

loading
area

adjacent

add

security

gate
leading
into
the
shipping
and
receiving

the

temptation

representatives

their
project

refuse

listen

us

of
that
the
advisory
committee
rejected

any
ideas

that
we
had,
they
have
been
very,
very
evasive,
they're,
not
realistic.

towards
the

take
premature

is
a
drastic
decision
for

residents

on

not
want

cooperate

downtown

floors
to
become

offer
additional
space
to
create
permanent
housing

for
the

distancing
and
crisis
that
we
were
experiencing.

agree
that
the
impact
to
site
and
main
street
is
quite
different

an
apartment
building
to
a
hospital
or
a
building
that
operates
solely
during
office
hours
as
opposed

an
office,

building
where
there's
a
24-hour
restaurant,

best
efforts,
there's
still
no
clear
definition
of
what
types
of
programming
and
services
will
be
offered
here
and
of
concerns
are
the
three
possible
gathering
outdoor
gathering
areas
at
each
extremities
of
the
building
and
in
the
central
courtyard?

they
be
accessible,

offers
maintenance,
beautification

programming,

there
is

very
high
potential
that
there
could
be
increased
stress
on

areas

funding
coming
from
what
will

million

would
get
from
the
50
to
million
building
is
much
higher
than
what's
being
requested.
And,
finally,
the
advisory
committee
created
by
council
following
your
pre-disapproval
of
this
process
and
upheld
that
el
pat
was
never
given

opportunity
to
accomplish
what
it
should
have.
Despite
all
of
us
and
vanier
trying.

maintain
not
one
stakeholder
on
this
committee
ever
felt
or
experienced
any
form
of
general
genuine
collaboration
on
the
part
of
the
salvation
army
from

beginning.
The
salvation
army
treated
this
as

box
checking
exercise

the
proof
is
in
the
minutes.
We
urge
you
to
read
those
minutes
and
ask
yourself
if
this
was
happening
to
your
constituents.
If
all
of
the
stakeholders

one
committee
agreed
on
the
failure
of
such
of
a
committee,
would
you
still
support

land
acknowledgement

beginning

nature

this
project

most
vulnerable

community

will
always
be
a
need
for
emergency
shelters,

system
predicated

notion
that
this
is
the
norm
and
not
the
exception,
it's
quite
simply,
as
simply
a
system
destined
to
fail.

people
it
serves.

and
compassionate,
and
we
already
welcome
17,
shelters,
transitional
homes,
residences
for
women
and
families
escaping
violence,
most
of
which
are
indigenous.
Then
it
already
has
a
wide
variety
of
services
of
community

social
services
to
serve
our
constituents,
and
we
have
asked
on
several
occasions
why
the
salvation
army
was
proposing
competitive
or
similar
services
to
those
that
already
exist,

we
never
got
answers
in
venue.

generation

impactful
and
long-term

have

long-term

main
street,

custodians

that
main
street

put
up
flowers

those
other
things

take
the
potential

a

important
and

art

communities

people
in

it
important

have
art
that
represents
indigenous

challenge

particular
public
art,

that
a

sort

supersedes

normal
collaboration

have
within
the
community
of

to
put
up
public
art.

to

of

choosing

artist

doing

those

property

impacts

at

But
it's

disproportionate
impact
on

indigenous
community

everybody
knows,
vanier
is
probably
the
largest
concentration

indigenous
people

city

ottawa.

certainly

process
has
been
profoundly
disillusioning
to
us
and
I
think
you
know,
on
a
personal
level,
despite

fact
that
we
come
into
this
process
wanting
to
make
change
to
be
part
of
that
change
for

betterment

been
somewhat
of
a
disingenuous
process
and
I
say
that
because
we
start
out
with
community
engagement
sessions,
we
actually
met
with
the
salvation
army
on
november
the
30th
as
a
coalition
we've
also
been
very
clear
in
terms

indigenous
position.

provided
correspondence
to
the
committee
to
the
mayor
and
council,
as
well
as
to
planning
people
with
the
city
about
the
safety
audit,
but
certainly
the
community
engagement
session
that
we
had
with
the
salvation
army.

But
when

modifications
have
been
made
and
significant
spatial
modifications,
it's
been
done
with
no
context.
It
was
just
reported
that
they
removed
the
floor.
So
we
have
no
idea
what
the
impact
of
our
comments
in
terms
of
scope

scale
the
type
of
programming
that's
going
to
occur
at
the
building.

that
was
responded

transparent
way
from
the

up

one-third

clientele

what
is
required
right

the
venue
community
service
center
has
not
taken
the
approach
of

backyard,
but
rather

approach
of
looking
for
opportunity,

met
with

salvation
army
executive
director

be
informed
of
the
project.

fact,
it
addresses
some
of
the
needs
of
individuals

follow
the
salvation
army

displaced

other
areas
of

sufficient
to
throw
in
ideas

cafe
family
services,
a
food
bank
and
summer
camp
for
children
to

justify
the
creation

confusion

duplication
of
services
in
the
community
for
both.

raised

our
provincial
and
federal
funders.

partners

no
risk,

may
not

see
the
situation.

the
same
light,

fear
of
duplication
of
services

an
impact
on
community

funding
of
community
organization

process

focused
on

site

they
may
be
prisoners

apartments

complex

fear

going
out

accosted
on
the
street

they

women
dealing
recovering

mental
health
challenges

are
within
one
block
of
this
property
and
again,
there's
concerns
for
their
security.

plan
and
the
design
of
the
facility
are
obviously
very
important
to
us.

in
fairness,
we
have
had
significant
input
into
these
aspects.

that's
not
why
I'm

reason

to
express
support

simply
to
remind
you
that
the
design
and
the
site
plan
have
been
strongly
informed
by
the
voices
of
the
clients
that
we
serve,
including
our
indigenous
clients,
and
I
really
think
it's
important
for
them
to
be
able
to
see
their
ideas
and
their
suggestions
reflected
in
the
process
which
they
have.

unless
you
think
that
people
staying
in
the
current
salvation
army
shelter
not
be
likely
to
reside
at
the
new.
And
I
want

remind
you
that
our
own
data
shows
that
that's
not
true.

Many
people
experiencing
homelessness,
who
are
currently
living
in
shelters
will
in
fact,
unfortunately
reside
in
this
one
or
perhaps
in
the
support
of
housing
or
perhaps
in
the
venue
community.
And
so
I
do
think
that
it
that
you
know
much
as
it's
important
to
hear
from
the
voices
of
residents
and
the
voices
of
organizations.
I
think
it's
also
really
important.

The
design
of
this
proposed
facility
is
one
which
not
only
allows
you
know
for
the
practical
operations
of
what
needs
to
happen
there,
but
it
creates
a
respectful
welcoming
space
which
has
room
for
the
people
it's
intended
to
serve,
to
interact
in
very
normal
ways
and
to
feel
part
of
a
community,
and
I
I
just
reflect
on
the
excitement
that
people
expressed
in
seeing
the
plans
and
in
being
part
of
that
and
meeting
with
the
architects
and
and
some
of
the
revisions.

example,
the
artwork
out
front
actually
reflects
their
requests,
and
I
appreciate
that
the
reflect
request
didn't
come
from
the
bi.
I
wasn't
aware
that
was
the
correct
process,
but
I
do
think
it's
important
to
remember
that

people
who
use
the
facility
also
have
the
ability
to
ask
for
things
that
are
important
to
them,
and
the
current
site
plan
reflects
their
wishes
for
a
welcoming
space
which
in
which
incorporates
trees
and
plants
and
doesn't
look
like
the
things
that
cause
fear
for
them.

For
many
of
our
clients,
the
site
of
large
institutions
stirs
up
negative
memories,
and
it
can
be
very
triggering.
One
of
the
comments
which
was
consistently
made
was
that
the
look
of
the
building
and
the
look
of
the
surrounding
space
doesn't
look
like
an
institution
in
people
who
described
it
as
looking
like
a
fancy,
apartment
building
or
maybe
looking
like
a
college
campus,
and
that
feels
good
for
them
the
functional
aspects
of
the
site
plan.

obviously
they're
important,
but
I
think
that
the
most
important
thing
is
how
it
makes
the
people
who
live
and
work
there
feel
about
themselves
and
they've
consistently
reacted
to
these
plans
in
a
very
positive
way,
and
I
really
thought

remind
you
of
that
and
to
ask
you
to
endorse
this
application.

committee

best
outcome

community.
We
remain
opposed
to
the
development
application,
taking
into
consideration

application
inadequacy

scope

project

the
failure
of
the
spring
control
and
programming
advisory
committee
to
generally
engage
and
listen
to
community
stakeholder,
fulfilling
its
mandate
and
draft
a
recommendation
report
programming
informed
design.
We
cannot
ignore
it.
Many
questions
remain
unanswered,
so
it's
misleading
to
argue
in
the
report
that
the
salvation
army
will
contribute
to
creating
a

minutes
neighborhood
in
vanier.

project
is
not
a
community
hub
and
it
does
not
provide
services.
We
currently
need
in
this
community.
The
other
concentration
of
social
services
and
vehicles
show
that
this
is
not
those
types
of
services
we
need.
We
don't
want
to
see
any
duplication

services

could
impact
well-established
community
organization.

the
community
consultation,
the
applicant
declared
that
the
32
units
are
supportive
housing
apartment
building
with
tenants.
The
applicant's
architect,
on

other
hand,
declared
that
it
was
not
a
residential
building
with
tenants
but
a
residential
care
facility,
which
one
is
it.
The
32
units
defined
as
transitive
housing
fail
to
comply
with
section
2.5.1
of
the
current
official
plan
by
providing
adequate
private
spaces
a
key
and
unique
amenities.
In
reality,
there
are
211
beds.
The
salvation
army
has
not
reduced
the
number
of
shelter
beds
by
25.

report

the

no
mention
of
how

services

the

army

people
do
not

Colonial

approached
us,

discovered
throughout
the
process
that
this
was
a
project
in
the
works.
So
I
would
say
that
one
of
the
best
practices
we
could
recommend
is
engage
early
on
with
the
communities,
and
you
know
a
part
of
innovation.

Co-Construction
and
deliberative
governance
would
be
to
co-design
and
engage
not
only
residents
but
also
stakeholders.
There
was
a
missed
opportunity
to
engage
with,
for
instance,
an
indigenous
architect
that
could
have
designed
a
place
in

a
shape
and
form
that
would
be
more
conducive
to
indigenous
healing
processes,
and
this
is
well
known
across
canada.
Our
museum
of
heart
of
kenyan
history
was
designed
by
an
indigenous
architect
for
those

specific
reasons.

they

back

us

dumped
something
on
us
without
once

truly
engaging
with
us.

dialogue
with

councillors

the

army,

I
think
this

really
important

foster
this
type

collaboration.

the

vanier
community,
like
other
ottawa
neighborhoods,
has
struggled
over
recent
years
with
growing
crime,
growing
mental
health
issues
accentuated
by
the
pandemic,
and
the
challenges
of
intensification,
framing
a
growing
housing
affordability
crisis,
just
to
mention
a
few
problems,
and
indeed
vanier
needs
help.
The
city's
vision,
vanier
initiative,
including
the
building
better
revitalized
neighborhoods
program,
has
been
seeking
to
address
some
of
these
together
with
neighborhood
policing.
P
None
of
these
take
into
account
the
overhang
and
expected
impacts
on
the
community
of
the
salvation
army
project
on
montreal
road
rainey's
main
street.
The
formation
of
sos
vanier,
like
s-o-s-m-four
a
generation
ago,
has
been
the
community's
response
that
response
costs
hundreds
of
thousands
of
dollars
raised
in
the
community.
P

Judging
from
the
staff
report
and
the
failure
of
the
council,
direct
advisory
committee
process
has
been
discussed
earlier
to
review
the
project
in
all
its
aspects.
The
city
is
seeking
now
to
close
its
eyes
on
the
issues
of
this
project
and
move
on
leaving
the
community
to
deal
with
the
consequences,
as
indeed
the
salvation
army
itself
has
told
us
during
community
consul
consultations
that
we
must
do
with
the
police
service.

The
staff
report
records
community
comments,
including
a
detailed
review
of
the
site
plan,
control
application
by
the
vca,
for
example,
but
it
fails
to
respond
to
most
of
the
of
the
points
and
his
proposal
for
supportive
housing
component
and
and
as
counselor
mckenny
has
mentioned.
While
on
the
surface
it's
commendable,
the
salvation
army
is
proposing
a
supportive
housing
model
which
turns
what
should
be
tenants
living
in
their
own
home,
a
residential
building
with
its
own
amenity
space
into
clients
as
part
of
an
extended
shelter
totaling
more
than
200
beds.

There
was
a
difference
expressed
between
the
applicant
and
the
architect
even
about
what
the
architect
was
designing
here.
The
architect
noted
it
was
designed
for
clients
of
a
residential
care
facility,
evidently
not
supportive
housing
like
the
john
howard
society,
supportive
housing
project
in
vanier,
the
the
rita
thompson
house
and
full
disclosure.
I
live
a
couple
of
doors
down
from
the
rita
townsend
thompson
house
and
I
can
testify.
It's
been
a
great
success.

welcome
the
motion
to
address
the
absence
of
reference
to
provision
of
the
standard
requirements
for
housing
for
the
tenant's
own
amenity
space,
which
effectively
now
forces
vulnerable
tenants
to
share
shelter
amenities
spaces
in
the
rest
of
the
project.
This,
as
as
councillor
mckinney,
has
has
suggested,
and
it's
designed
for
shelter
use
not
for
for
tenants
of
a
supportive
housing
unit.

In
closing,
I
want
to
voice
my
support
for
councillor
fleury's
efforts
to
address
this
and
other
issues
in
in.
In
motions
which
have
been
presented
today,
committee
members,
please
do
not
close
the
door
on
this
project.
Much
work
needs
to
be
done
and
serious
consultations
finally
need
to
be
undertaken
with
the
affected
community,
including
the
indigenous
community
and
council,
has
to
ask
itself
where
the
report
is
that
it
called
for
including
the
recommendations
in
your
decisions
today.

hope
you
provide
staff
with
clear
direction.

represent
sos
vanier,
a
group
of
residents
that
believes
modern,
evidence-based
solutions
to
homelessness
should
be
employed
rather
than
storing
almost
an
outdated,
ineffective
shelter
facilities
that
essentially
warehouse
them.
We
believe
some
shelter
space
is
necessary
and
those
facilities
should
be
limited
in
size
to
the
100
bed
best
practices
number.
We
believe
that
housing
first
should
be
the
highest
priority
when
looking
to
house
the
homeless,
and
we
believe
that
supported
housing
should
be
standalone
and
should
be
appropriate
sized
in
a
community.
O
As
we
all
know,
the
salvation
army's
decision
to
build
the
mega
shelter
on
traditional
main
street
and
banya
has
been
a
contentious
one.
Well,
I'm
sure
the
salvation
army
will
tell
you.
The
facility
only
has
a
limited
number
of
shelter
beds
and
that
they
will
be
offering
supported
housing.
This
is
simply
not
true.
Most
of
the
beds
in
this
facility
will
be
de
facto
shelter
beds.
They
will
have
different
names
and
take
funds
from
different
funding
envelopes,
but
they
will
essentially
be
short-term
shelter
beds.
O
The
applicant
did
not
consult
with
the
vanier
bia
or
the
bani
community
association
before
they
submitted
their
development
application.
This
was
inexcusable.
They
could
have
done
a
heads
up
or
a
pre-consultation
with
these
organizations
before
filing
the
site
plan
application
with
the
city
they
simply
chose
not
to.
As
a
result,
this
project
was
not
adjusted
to
fit
the
community
and
the
project
has
been
vigorously
opposed
by
the
community
that
will
host
it.

The
site
plan
review
and
program
advisory
committee
was
set
up
by
a
motion
passed
into
council
in
2017
to
engage
the
community
in
order
to
contribute
to
being
a
positive
impact
on
the
neighborhood
and
to
have
productive
and
meaningful
dialogue
to
take
place,
to
help
shape
the
site
plan
review
and
to
draft
conditions
and
programming
of
the
facilities
to
help
promote
the
city's
housing
and
homelessness
goals
and
to
lessen
any
community
impact.
The
members
of
this
committee
were
never
able
to
get
city
staff
to
enable
down
terms
of
reference
or
rules
to
govern
the
community.
O
This
made
the
committee
process
needlessly
cumbersome
in
late
2021.
Salvation
army
met
with
the
site
plan,
review
and
program
advisory
committee.
To
present
their
new
site
plan
as
soon
as
the
applicant
finished
their
presentation,
the
city
decided,
the
committee
had
fulfilled
its
mandate.
This
was
premature
and
prevented
the
committee
from
completing
any
real
work
that
was
envisioned
when
it
was
created.
We
do
not
believe
the
committee
fulfilled
its
mandate
as
it
was
not
given
the
opportunity
to
provide
feedback
and
to
negotiate
with
the
applicant
in
order
to
make
this
a
better
project.
O
As
you
all
know,
the
ward
counselor
usually
provided
is
usually
provided
with
the
opportunity
to
do
a
consultation
with
the
residents
and
then
in
collaboration
with
city
staff
staff,
negotiate
with
the
developer
to
improve
upon
the
site
plan.
In
this
case,
the
whole
process
was
so
rushed
that
it
was
almost
pointless.
The
counselor
held
a
consultation
on
may
11
and
gathered
feedback
just
in
time
for
it
to
be
included
in
the
staff
report,
but
not
in
time
for
any
meaningful
changes
to
be
made
before
things
had
to
be
finalized
sent
to
this
committee.

After
this,
the
counselor
is
normally
given
the
opportunity
to
pull
delegated
authority
if
they
are
not
satisfied
with
the
site
plan
that
will
appear
in
the
staff
report
and
can
ask
that
site
plan
be
reviewed
by
the
planning
committee.
In
this
case,
it
appears
that
city
staff
rejected
delegated
authority,
therefore
usurping
the
counselor's
role
in
the
process.
One
can
only
assume
that
this
is
this
is
to
bypass
the
counselor's
ability
to
hold
meaningful
discussions
with
a
developer,
to
improve
the
site
plan
and
to
speed
the
file
through
the
process.

Without
the
normal
scrutiny
we
and
others
submitted
our
site
plan
comments
to
both
the
site
plan,
review
and
program
advisory
committee
and
a
city
staff
handling
the
site
plan
application.
The
comments
are
thoughtful,
legitimate
concerns
about
the
site
plan
and
no
changes
are
made
to
the
site
plan
before
you
today.
As
a
result
of
these
submissions,
it
sure
seems
like
attaching
comments
to
the
staff
report,
was
just
a
way
to
check
the
box
that
said,
consultation
complete
when
common
sense
and
chest
suggestions
are
solicited
and
changes
are
not
made.

We
are
asking
this
committee
to
reject
the
site
plan
as
presented
today
and
give
the
ward
council
the
opportunity
to
provide
the
developer
with
meaningful
input
and
work
with
them
to
develop
a
psych
plan,
the
the
best
possible
site
plan
for
the
project.
By
allowing
a
developer
to
circumvent
the
local
counselor,
you
would
be
removing
the
leverage
they
have
in
negotiating
the
best
possible
deal
for
their
constituents.

precisely

oftentimes
we
we
get
into
non-site
plan
considerations

it
creates
a
significant
burden

people

abuse
of
process
has
led
to
our
losing
control
over
a
process
that
used
to
give
us
when
we
were
working
with
it
in
the
spirit
in
which
it's
intended
small
but
important
changes,
and
I
am
very
sorry
to
have
lost
that.

But
right
across
the
province,
city
councillors
have
city
councillors
have
abused
the
site
plan
process
there.
It
is
so
in
the
spirit
of
that.
What
are
those
site
plan
design
changes
that
you
would
have
liked
to
have
seen
the
applicant
made.

I

have,
I
would
like
to
see
either
a
more
thorough
explanation
or
consideration
of
the
direct
impact
on
their
neighbors.

We
were
looking
at
noise
mitigation
through
materials
from
the
exterior
courtyards
berms.
We
were
looking
at
things
like
landscaping
and
types
of
landscaping
to
avoid
you
know:
light
pollution,
noise,
pollution
to
the
adjacent
properties.
These
were
some
of
the
things
we
asked
to
discuss
but
were
never
discussed.

very
legitimate,
so
is,
I
don't
think
there
is
anything
in
front
of
us
today
that
proposes
changes.
Unfortunately,.

That's
correct:
we
suggest
our
issues
and
our
problems
and
our
questions

things
we
wanted

discuss,
but
because
of
this
abbreviated
process,
there
was
no
time
for
us
to
enter
any
discussions
to
sort
of
come
to
agreement
to
change
some
issues
in
the
site
plan
before
it
came
for
our
planning
committee.

with
respect
to
light
pollution,
usually
what
we
see
is
that
the
the
builders
are
required
to
adhere
to
regulations
that
prevent
the
the
spillover
of
light
onto
adjacent
properties.
So
I'm
going
to
assume
that
staff
have
done
their
homework
on
that
and
that
they
will
require
the
applicant
to
install
lighting
that
meets
with
our
requirement
that
might
not
spill
over
onto
adjacent
land
owners.
But
with
respect
to
noise.

Well,
I'll
just
go
back
to
your
first
issue,
the
you
do
a
udrp
panel.
One
of
the
members
suggested
that
in
the
rear
of
the
building,
where
the
staff
parking
is
rather
than
the
cars
pulling
up
to
the
backyards
of
the
neighborhood,
they
reverse
it.
So
they
actually
pulled
up
to
the
building.
So
when
they
came
and
went
at
night,
the
headlights
from
the
cars
would
not
shine
into
the
bedroom
windows
in
the
backyards
of
the
neighbors.

There's
a
standard
fence
around
it.
But
this
is
one
of
the
suggestions
from
the
urban
design
review
panel.
That
was,
it
was
not
incorporated
into
the
new
plan,
but
to
move
on
to
the
soundswitch
as
you
all.
As
many
of
you
know,
I
own
a
bar
with
a
large
patio
on
montreal
road,
very
close
to
this
facility,
and
we
realize
that
sound
at
night
travels
more
robustly
than
during
the
day,
because
there's
no
background
sign
and
also
the
cooler
it
is.

It
seems
that
sound
travels
more
in
cooler
areas
and
also
you
get
echoing
between
large
buildings
and
stuff.
So
there
was
concern
that,
with
these
exterior
courtyards
all
backing
on
single
family
homes
that
you
had
to
be
very
careful
materials,
you
use
and
how
you
dealt
with
it
in
order
to
avoid
this
echoing
and
the
sound
at
night.

Yeah,
but
you
can
do
you
can
do
design
issues
like
you
can't
have
you
can
have
trees
and
then
looking
at
the
type
of
trees
like
maybe
you
need
evergreens
so
that
you,
you
don't
have
this
problem

winter

lose
the
foliage
in

I
think
more
thought
needed
to
be
put
into
how
these
outdoor
spaces
were
designed,

we
didn't
get
this
opportunity

experiencing
homelessness.

is
a
space
where

is

supporting

and
there
is
a
pathway.

designed

we've

a
quote

a
letter

received
from

president

shepherds

good
hope
on
this
file,

this
facility
is
going
to
provide
supportive
housing,
transitional,
independent
living
programs,
an
emergency,
shelter
and
special
medical
care
ottawa
needs
these
services
to
support
people
experiencing
homelessness,
so
they
may
one
day
have
the
opportunity
and
dignity
of
safe,
affordable
housing
of
their
own.

is
a
facility,
that's
needed
in
our
city.
I
think
we
all
wish
it
wasn't,
maybe
someday
it
won't
be,
but
it
is
now.
It
also
is
a
facility
that
will
have
an
impact
on
the
community
wherever
it
is
located.
If
it
was
not
in
vanier,
it
would
have
impact
somewhere
else,
and
I
wanted
to
thank
the
salvation
army
and
city
staff
and
all
of
the
stakeholders
who
we've
heard
from
today
and
counselor
fleury.

has
been
a
five-year
site
plan
process
and
I
think
everyone
has
worked
in
some
way
to
contribute
to
an
improvement
of
what
was
originally
submitted
five
years
ago.
There
are
still
going
to
be
impacts,
but
I
think
there's
a
number
of
measures
that
have
been
arrived
at
and
that
we've
in
fact,
amended
and
added
today
that
will
further
minimize
the
impact
and
allow
this
facility
to
help
the
community
at
the
highest
level
and
and
be
a
positive
impact
in
reducing
homelessness
and
helping
people
find
secure,
affordable
housing.

everyone
who
did
participate
in
this
process,
including
councillor
fleury,
because
you've
been
steering
the
ship
for
quite
a
while
a
very
big
file
for

provincial
and
federal
funds,

all

board

continue

oppose
the

the

ministers
provincially
