Description
Environment and Climate Protection Committee meeting – September 18, 2018 – Audio Stream
Agenda and background materials can be found at http://www.ottawa.ca/agendas.
A
A
So
my
intention
is
to
ask
for
a
verbal
report
from
the
outset
from
Stephen
Willis
who
has
joined
us
in
order
to
address
the
fact
that
we
were
to
have
been
reporting
in
September
on
greenhouse
gas
inventory
and
he's
going
to
give
us
a
status
update
of
that
and
another
matter.
That
I
think
this
committee
will
find
of
interest,
given
our
own
very
strong
interest
and
the
climate
protection
agenda
and
in
greenhouse
gas
targets
that
we've
set
for
ourselves.
So
I
propose
that
we
start
with
it
without
real
report.
A
If
that's
agreeable
to
the
committee
seeing
nods
and
no
shaking
the
heads.
Thank
you
very
much
any
declarations
of
interest,
seeing
none
confirmation
of
minutes
of
Tuesday,
the
19th
of
June
2018
others
received.
Thank
you
communications.
We
have
one
on
the
water
turbines
question
in
your
package
presentations.
We
will
then
have
a
presentation
from
public
services
in
procurement
Canada
on
their
work
to
modernize
the
district
energy
system,
which
is
very
relevant
to
both
to
city
buildings
itself
and
to
some
developments
of
private
buildings
within
the
city.
The
item
one.
A
So
we
are,
of
course
holding
that
without
presentation
item
two
water
utility
bill
deferral
program
for
low-income
seniors
and
persons
with
disabilities.
Anyone
wish
to
hold
that
item,
or
is
that
Kate
Kate?
Thank
you
and
then
a
a
status
updates.
That's
simply
the
status
update
their
abduction
committee,
inquiries
and
oceans.
Those
are
received.
Thank
you.
A
Then
we
would
have
a
motion
to
add
to
the
agenda
procedural
motion,
then,
to
add
the
agenda
one
on
on
these,
so
what
they're
ones
consent
to
add
that
item
to
agenda
so
that
I
believe
it's
councillor,
McKinney
will
be
tabeling
a
motion
along
with
behalf
of
councillor
guy
said
what
okay?
Thank
you
so
permission
to
put
that
on
the
agenda.
Thank
you
granted.
Thank
you
all
right
all
right,
then,
if
I
might
turn
to
mr.
Ellis,
please
to
give
us
an
update.
A
B
You
mr.
chair,
as
the
committee
will
just
remind
the
committee,
we
are
working
towards
an
update
of
our
air
quality
and
climate
change
master
plan
and
that
update
is
due
into
early
2019.
But
we
committed
as
part
of
the
process
earlier
this
year,
that
we
would
have
the
updated
inventory
for
the
fall
of
2018
of
our
current
emission
status.
B
The
consultant
working
on
the
file
has
had
some
delays
and
actually
compiling
the
information
together,
and
we
don't
expect
to
see
their
report
until
October,
and
at
that
point
we
would
then
be
able
to
report
back
on
the
results
of
the
effort
that
they're
doing
it's
actually
a
complex
process
assembling
from
the
various
sources
of
information.
Our
elements
and
some
of
the
delays
are
due
to
the
them
receiving
the
sources
of
information
from
the
that
they
need
in
order
to
compile
their
estimates.
B
But
we
are
on
track
to
completing
that
by
the
fall,
as
we
said
just
a
little
later
than
we
anticipated,
and
it
will
be
a
key
input
to
the
air
quality
and
climate
change
master
plan
update
also
at
committees
direction.
Previously,
we've
been
asked
to
look
at
the
increase
in
the
frequency
of
the
reporting
from
four
years
to
the
lower
horizon
time,
and
we
are
looking
right
now,
a
zoomin.
B
The
data
comes
in
as
we
expect,
and
it
is
more
straightforward
to
compile
once
we
have
this
new
methodology
of
at
least
going
to
every
two
years
of
reporting
on
that,
and
the
third
item
met
at
budget
time.
Committee
asked
me
to
look
at
within
our
department
is
a
creating
a
position
dedicated
to
climate
change
and
I'm
pleased
to
say
that,
without
changing
our
departmental
resources,
we
did
manage
to
reallocate
internal
resources
to
create
a
new
position
focused
on
this.
B
A
C
To
me,
I
just
can
we
unpack
some
of
the
delays
in
getting
that
I
understand
it's
probably
complex,
but
what
is
the
data
that
has
been
delayed
in
terms
of
coming
to
the
table
and
I?
Think
what
I'm
really
interested
in
is.
Is
this
work
that,
if
we
had
staff
resources
devoted
to
it
would
have
been
on
time?
C
B
B
I
think
it
has
to
do
with
the
fact
that-
and
this
is
something
we
corporately
discovered-
that
in
receiving
our
various
sources
of
energy,
whether
it's
hydro,
energy,
its
natural
gas,
it's
propane,
what
diesel,
whatever
the
vehicles,
we
actually
have
a
very
vast
number
of
billing
systems
where
this
information
comes
in,
there's
not
actually
consolidated,
so
finance
developers
actually
work
in
a
process
to
consolidate
how
that
information
is
even
collected,
so
in
the
future
would
be
much
much
more
efficient.
It
is
not
a
function
of
staff
resources.
B
It's
a
function
of
how
many
sources
you
have
to
go
to
to
get
the
information
you
have
to
do
that,
so
I
don't
want
to.
When
the
consultant.
There
is
some
delays
in
the
project
on
a
consultant,
but
I
think
the
it
is
that
more
from
us
finding
the
information
to
avoid
them
to
do
their
number
crunching
to
get
the
results
back
to
us.
So.
C
B
A
My
recollection
is
that
the
very
leading
cities
like
Vancouver,
Toronto
and
others
have
all
gone
out
to
consultants,
many
of
them
to
the
same
consultant
that
the
city
itself
is
using,
and
it
probably
wouldn't
be
a
great
value
for
the
taxpayers
for
the
city
to
have
that
kind
of
very
specific
expertise
full-timers
as
a
staff
member.
So
whether
it
is
something
that
does
depend
on
on
a
consultants,
work.
B
A
Thank
you
very
much
on
short
notice
for
answering
that
now.
This
is
something
of
great
concern
to
this
committee
and,
of
course
the
delays
does
concern
us,
but
to
show
we
do
have
a
sense
of
humor.
All
I
have
to
do
is
say
late
well
to
say
that
one
sets
a
target.
One
doesn't
stop
most
to
reach
it,
but
sometimes
it
slips
a
little,
but
I
do
appreciate
your
updating
us
and
and
getting
this
as
soon
as
possible.
Thank
you.
Sorry.
If
that
was
a
sore
point
for
everyone,
but
too
soon
all
right.
A
D
A
E
F
G
E
Yes,
first
of
all,
thank
you
very
much
for
the
opportunity
to
be
here
to
explain
about
our
project
and
as
well
to
the
City
of
Ottawa
were
working
with
Linda's
team
to
to
develop
this
project,
and
they
have
been
very,
very
helpful
with
in
terms
of
developing
the
project
and
their
land
rights
that
we
are
required
to
do
to
build.
It.
E
Is
that
is
that
is
a
program
that
was
established
nine
years
ago
to
respond
to
the
needs
of
the
existing
district
energy
system?
You
may
not
know
that
in
Ottawa
and
Gatineau
we
have
a
district
energy
system
with
a
six
energy
plants
and
distribution
networks
that
provide
heating
and
cooling
to
more
than
80
buildings.
This
infrastructure
is
its
motifs,
it's
been
decades
that
has
been
in
place
and
it's
in
a
in
a
this
aging.
E
It
requires
a
retrofit
of
this
of
the
existing
infrastructure,
not
only
in
terms
of
safety,
but
also
in
terms
of
being
providing
more
efficient
services
to
avoid
the
limbs.
This
Lisa
is
a
program.
There
are
two
stages
and
we
will
enter
into
details
or
for
Easter
State
for
each
stage,
Stage
one
is
focused
on
the
modernization
of
the
existing
infrastructure.
They
exist
in
this
tech,
energy
system
and
a
stage.
E
Two
is
another
initiative
which
is
to
even
further
reduce
GHG
emissions
with
with
the
Real
Estate's
to
a
ISA
program,
responds
to
their
commitments
from
the
government
of
not
only
internationally
but
as
well
at
the
different
provinces,
governmental
commitments
that
the
government
has
also
our
own
department,
public
works.
We
have
our
own
objectives
and
also
this
program
supports
the
objectives
of
Treasury
Board
and
the
center
for
green
in
government.
E
We
have
an
external
opportunity
here,
these
frigging
existences
their
projects
that
they
are
looking
at
the
long-term
right.
Now
we
have
an
external
opportunity
to
build
to
build
a
new
project
to
build
a
new
project,
a
new
system
that
will
provide
the
baseline
for
the
future.
In
this
case,
in
the
last
years,
we
have
been
going
through
an
analysis
process
looking
at
other
precedent
projects,
mainly
in
North
America
and
in
Europe,
to
see
how
other
cities,
how
other
clients
they
develop
district
energy
systems
and
how
they
were
how
they
expanded.
E
The
objectives
of
author
of
ISA
are
seven
objectives.
The
first
one
is
to
provide
a
more
efficient,
more
efficient,
more
reliable
and
greener
solution
to
provide
heating
and
cooling
services
to
a
warder
lives,
but
as
well
as
well,
it
has
to
be
cost
efficient.
We
report
to
avoid
taxpayers
you
too,
and
the
solution
that
we
will
provide.
After
that,
the
facilities
are
modernized
we
will
reduce
in
the
long
term,
the
energy
cost
associated
with
heating
and
cooling
services
on
an
objective
that
we
have
assert
is
to
once
we
built
this
this
baseline
once
we
have.
E
This
new
infrastructure
is
to
share
this
infrastructure
with
other
stakeholders,
public
and
private
buildings,
in
particular,
with
public,
because
we
would
be
very
happy
to
share
these.
The
benefits
of
our
project
with
our
partners
with
the
other
level
government
entities
would
be
very,
very
happy
to
do
so.
In
fact,
as
you
may
know,
we
have
a
work
in
a
more
University
of
Ottawa
to
explore
opportunities
to
connect
the
system
to
two
buildings,
where
there
is
a
case
where
there
is
a
from
a
greener
and
cost-efficient
point
of
view.
There
is
a
very
supportive
business
case.
E
Also,
the
other
objective
is
cliff
pig
plant.
It
happens
that
out
of
the
six
energy
plants,
one
of
them
it
is
located
next
to
the
Supreme
Court.
So
you
can
imagine
the
interest
of
MCC
to
make
that
particular
plant
from
a
an
architectural
point
of
view
at
present
facility,
so
we're
working
with
an
CC
to
make
sure
that
we
will
be
proud
of
that
facility
once
as
well
as
well.
E
On
top
of
the
facility,
a
near
Supreme
Court,
that
energy
plant
will
have
a
visit
or
education
center,
that
the
small
facility
will
serve
for
us
to
explain
the
process,
how
how
the
government,
how
we
are
working
hard
to
reduce
our
environmental
footprint
and
for
the
new
generations
to
come
to
explain
them
the
methods
no
to
to
be
more
efficient
in
terms
of
reducing
their
environmental
footprint.
I.
E
Mentioned
before
that,
we
have
to
our
stations.
Asap
has
three
stages:
one
right
now
we're
focused
on
the
modernization
of
the
existing
infrastructure.
There
are
different
projects.
One
is
the
p3
contract
that
we
are.
We
are
right
now
in
the
middle
of
the
procurement.
This
contract
will
help
us
to
modernize
the
the
generation
and
distribution
assets.
The
energy
plans
and
the
distribution
networks
will
have
a
contact
for
35
years
with
a
parrot
partner
that
will
modernize
what
they
will
be
responsible
for,
designing,
building,
financing
operating
and
maintaining
these
assets.
E
Also,
there
are
other
projects
associated
with
a
state
one
which
is
building
conversion,
and
it's
marble
lives
very
conversion,
some
of
the
buildings
in
order
to
take
on
the
new
technology,
they
need
to
be
richer
feet,
retrofitted,
mainly
in
the
basement
of
the
building,
is
to
replace
the
energy
transfer
station
that
we'll
be
able
to
take
on
the
new
the
new
technology
and
also
smart
ovens.
That's
another
project
under
stage
one.
E
So
through
intelligent
devices,
we
are
helping
the
building
managers
to
reduce
with
initiatives
with
very
easy
initiatives
in
terms
of
operating
how
they
can
reduce
the
energy
consumption
of
the
Berlin's,
a
Stage
two
we're
working
right
now
in
we're
going
through
their
feasibility
studies
and
that
we
on
the
approval
process.
The
stage
two
is
focused
on:
how
can
we,
the
weather?
How
can
we
further
reduce
GHG
emissions
and
we're
looking
at
building
a
biomass
plant?
E
This
is
a
graphical
representation
of
the
different
plants
that
we
have
right
now
in
Cuttino
and
Ottawa,
the
on
the
north.
You
have
national
printing
Bureau
in
this
case
that
facility
the
building
envelope
will
remain
intact
and
the
public
panel
is
required
to
retrofit
the
electromechanical
system.
Culturation
heights
will
follow
the
same
approach,
NRC
will
be
decommissioned
and
the
main
plants
will
be
Cleveland
and
Danis
pasture
plant.
E
These
two
plants
will
be
demolished
and
there
will
be
new
full
new
facilities
that
will
host
a
heating
and
and
and
cooling
equipment
for
for
the
services
of
a
of
the
buildings,
the
something
very
important
that
I
even
mentioned.
All
these
these
plants
will
be
connected
some
of
them.
They
are
already
connected
through
different
distribution
networks,
actually
through
tunnels
through
tunnels,
for
instance,
a
cave
plant
and
NRC.
They
are
connected
through
tunnels
well
into
an
asteroid.
That's
that's.
One
of
the
rare
cases
is
existing
infrastructure.
E
This
infrastructure
has
been
already
for
more
than
50
60
years,
so
right
now
we're
working
with
the
City
of
Ottawa
to
formalize
the
land
rights
associated
to
the
fact
that
we're
you
seem
different
land
from
different
owners,
MCC
and
City
of
Ottawa,
mainly
for
for
the
for
the
project.
The
generational
sets
are
within
PS,
PC,
PSP
seal,
and
so
now
that
you
have
an
area
where
the
different
plants
are
located
engine,
the
next
slide,
we
will
represent
the
potential
growth
that
the
district
energy
system
may
have.
E
We
we
have
develop
our
heat
intensity
map,
which,
basically,
what
he
does
is
he
looks
at
downtown
Ottawa
and
Gatineau,
and
we
identify
the
key
areas
work
with
loan
investment
in
terms
of
building
distribution
network
connecting
to
the
buildings.
We
can
obtain
a
significant
return
on
the
investment
by
reducing
the
energy
cost
by
reducing
the
GHG
emissions.
E
So
you
we
have
identified
the
potential
of
expansion
in
India
synthesis,
vac
the
government
through
the
budget
2016
with
a
committed
funds
to
resell
for
a
state
one
to
implement
the
project
and
to
further
explore
the
to
reduce
further
GHG
emissions
with
a
stage
two
right.
Now
we
are
in
the
middle
of
the
procurement
with
a
statement.
E
We,
as
you
know,
very
well
the
p3
model,
as
you
may
do,
with
your
with
your
cooperation
line.
In
this
case.
Right
now,
we
are
we're
in
the
green
therapy
phase
this
project
a
will
we're
through
this
content,
33
contract.
The
model
is,
is
very
similar
to
what
has
been
done
in
Canada
with
other
projects.
The
key
difference
is
that
the
financing
is
limited
to
the
construction
phase.
The
pallet
partner
will
be
responsible
for
designing,
building,
operating
and
maintaining
the
assets
for
35
years,
including
during
the
construction
phase.
E
We
are
targeting
to
sign
the
contract
with
the
third
partner
in
the
spring
of
next
year
and
there
will
be
a
transition
period
and
then
the
parrot
partner
will
take
on
they
will
take
on
the
operations
of
the
existing
system.
They
will
start
the
construction
and
they
will
continue
with
operation
or
the
new
or
the
new
facilities.
E
Decided
to
process
that
you
know
very
well
right
now,
we're
in
the
indirect
beef
in
therapy
phase,
and
we
are
working
with
the
City
of
Ottawa
to
with
the
to
secure
the
land.
Rights
for
for
the
project
were
also
working
with
the
City
of
Ottawa
in
terms
of
their
paid
needs.
That
I
require
to
the
project
to
be
able.
So
we
can
transfer
all
this
requirements
to
the
Appellate
Panel
and
in
the
next
slide-
and
this
is
my
last
light
of
the
presentation
we
as
represent-
they
knew
they
knew
that's
the
only
current
the
new.
E
That's
the
only
a
new
connection
that
will
be
required
for
their
project.
The
West
is
existing
infrastructure
or
well
in
place
on
the
right.
You
can
see
a
cave
plant
and
Keith's
plan
antony's
and
on
the
left
side
of
the
slide.
These
two
plants
will
be
will
be
connected
and
mostly
through
the
MCC
land,
and
there
are
some
sections
that
require
a
City
of
Ottawa
agreement
or
with
their
with
the
in
terms
of
overland
rights
and
were
working
with
with
the
sealy
on
towards
that.
A
So
that
thought
would
be
useful
for
us
all
to
know.
I
before
I
forget
cause
I
wanted
to.
If
in
the
outside,
I
do
just
want
to
recognize
that
we
have
a
number
of
Big,
Brothers
and
Big.
Sisters
is
having
an
event
today
and
I.
Guess
little
brothers
and
sisters
re-pipe
here
with
us:
we
want
to
just
introduce
we
go
quickly
around
the
table.
I
guess,
counsel,
a
guy
sure.
I
E
E
A
You
for
joining
us
and
I
know:
Council
Wilkinson
will
share
briefly
with
a
little
as
well.
So
you
may
not
have
known
that
you
were
going
to
learn
a
lot
about
district
energy
systems
and
their
opportunity
here.
We
may
not
expected
it,
but
there
you
go
not
just
about
how
committees
work,
but
about
some
of
the
opportunities
at
the
EU
I
hope
we'll
be
able
to
grow
up
to
see
a
happening
here
in
the
city.
So
without
a
little
interlude,
but
police
said
we
have
committee
members
say:
Council,
Rebecca,
I,.
C
Had
two
questions:
one:
the
connections
between
the
facilities
would
make
it
possible
to
use
this
I
think
for
the
city's
baby
yards
eventual
redevelopment
and,
of
course
the
Chinese
pasture
would
Tony's
pasture
as
that
as
much
of
that
land
goes
into
private
hands
for
the
planned
redevelopment
to
that
with
those
private
developers
be
required
to
avail
themselves
of
the
availability
of
this
cleaner
energy
source.
That's.
E
A
good
question:
are
there
pennies
buster,
ch
CP
the
plant
right
now
we
are
sizing
the
electromechanical
equipment
to
to
be
able
to
respond
to
the
needs
of
certain
capacity.
Certain
capacity,
the
building
envelop
will
be
built
to
a
size
that
can
accommodate
expansion
to
all
the
master
Tanis
pasture
redevelopment
blank.
If
it
will
be
a
requirement
of
note,
that's
something
that
we
don't
have
the
unsaid.
At
this
moment,
sir.
C
I
can't
I
can't
imagine
why
developers
would
not
want
to,
but
even
if
they
did
I
think
it
would
be
important
to
require
them
to
avail
themselves
of
the
availability
of
these,
these
cleaner
energy.
So
I
look
forward
to
following
that.
Moving
forward.
My
second
question:
when
you
say
that
their
plants
are
connected,
you
mentioned
there
will
be
some
impacts
on
city
lands.
What
is
connections
actually
look
like
it.
What
are
the
pipes
and
infrastructure
that
go
into
place
so.
E
They
mainly
mean
the
connection
is
between
now
between
cave
plant,
on
the
right
site
and
tennis,
tennis,
tennis
campus,
basically,
the
the
distribution
network,
they
they
will
basically
say
cut
and
color,
they
dig
they
did
and
then
they
could
apply
and
then
they
they
restate
the
land
to
the
previous
previous
status.
In
this
case,
we
are
going
we're
crossing
a
couple
of
streets
that
are
managed
by
the
city
of
ottawa,
and
then
we
jump
into
the
NCC
career
is
a
small
sections
for
the
City
of
Ottawa,
maybe
in
environment,
but
unless
I
think
that.
D
F
D
E
Actually,
no,
actually
not
we
right
now
is
going
to
be
removed.
This
is
our
old
growing.
This
connection
will
be
removed
as
part
of
a
p3
contract,
but
the
system
will
be
built
in
such
a
way
that
if
there
is
a
future
agreement
with
this
new
development,
they
build
out
of
the
new
or
the
connection
will
be
a
matter
of
installing
the
a
pipeline.
So.
F
E
Have
a
real
responsible
for
for
engage
in
the
different
users
right
now
we
have
a
few
private
users
like,
for
instance,
the
US
Embassy
on
the
show
center
and
we're
looking
at
expanded
their
system
to
to
to
other
to
electronics.
I
mean
I
want
right
now.
What
Chris
priority
is:
let's
do
the
project,
yes,
honey
in
the
process
and
that's
establish
the
the
grounds
for
for
expansion
troller
to
the
Williams
district
energy
systems
I'd
like
Sonora.
Yes,
it
takes
a
lot
of
time
to
so.
F
If
I,
if
I,
could
get
that
communal,
I
care
under
they've
been
approached
and
what
their
rationale
was
one
way
or
the
other
for
more
than
accepting
or
not
to
please
and
then
I'm
looking
at
the
button
flats,
not
so
much
about
floods
East,
but
the
button
flats
Papa
will
call
away
across
the
street.
So
that's
NCC
property,
so
I
assume
that
they
are
in
agreement
with
yeah.
E
We
we
are
fully
engaged
in
our
project
and
actively
stakeholder.
They
will
win
through
the
fluid
process
and
and
lonely
for
their
for
the
design
of
the
cave
plant,
but
as
well
their
distribution
network-
and
they
are
a
great
supporter
of
this
project.
Okay,.
E
Yes,
we
own
PS
BC
owned.
We
are
responsible
for
maintaining
the
for
operating
the
district
energy
system.
We
will
have
a
specialized
pallet
panel
to
design
build,
operate
and
maintain
PSP
C.
They
own
the
asset,
and
we
are
in
consultation
with
the
different
stakeholders,
City
of
Ottawa
and
CC
city
of
graphene,
oh
I,
just.
F
E
A
Thank
you
and
I
can't
report
time.
It
was
maybe
some
six
months
ago
or
so
counselor
McKenney
attack
I
helped
to
facilitate
a
meeting
with
them.
Several
city
managers
with
the
private
sector
company
that
was
developing
900
and
with
the
with
the
federal
government
in
order
just
to
bring
to
their
attention
that
this
was
an
opportunity
that
might
exist,
which
does
lead
me
to
a
question.
I
guess,
since
I'll
go
straight
into
that
now
and
counselor
miss
Bowman
I'd,
ask
some
questions
throughout
the
greater
you
find.
A
A
What
degree
is
I
suppose
interest,
or
even
reticence
of
potential
customers
and
people
signing
on
hooking
up
to
this
system,
a
factor
of
the
cost
and
perhaps
also
a
factor
of
non
familiarity
in
Ottawa
with
the
system
I
know,
I
visited
a
number
of
Scandinavian
cities
where
everybody
knew
it
and
using
it,
but
that's
not
the
case
for
Ottawa
and
most
North
American
cities.
So
if
you
might
give
some
comment
on
cost
and
lack
of
knowledge,
the
moment
of
how
it
works.
E
Yes,
and
it
happens
that
let
PS
PC,
we
own
a
facility
that
already
provides
energy
services
to
more
than
80
buildings.
So
we
have
to
be
this
value
this
facility,
regardless
of
if
we
expand
the
system
to
other
users.
By
only
answering.
If
we
can
expand
the
system
to
other
users,
the
numbers
will
will
be
even
better
bigger
business
case,
because
once
you
install
the
generation,
assets
is
very
very
economics
of
a
scale
of
obtained
by
expanding
the
system.
E
I
think
we
will
be
very,
very
successful
thing
to
have
the
business
card
with
the
project
that
is
being
built
right
now,
rather
than
with
a
prayer
that
still
in
procurement
phase
right
so
I'm
sure
that
once
we
have
the
content
in
place,
the
projector
advances
I
think
we
will
have
more
time
as
well
on
our
side
to
engage
the
difference.
The
holders
in
the
cities
to
connect
to
the
system,
it's.
A
Hard
for
a
private
sector
potential
client,
if
you
will
to
sign
onto
something
when
it's
still
there's
that
risk
that
it
may
not
happen
so
back
to
councilman
Kenny's
questions.
There
may
or
may
not
be
strong
interests
from
this
particular
company,
but
clearly
that
that
unknown
is
still
an
issue
and.
E
An
estate
one
is
going
to
provide
a
more
efficient
system,
more
reliable
States
to
will
even
further
videos
or
user
missions.
There
may
be
clients
that
they
are
very
interested
in
the
first
one
is
the
cost
okay,
so
there
is
a
a
great
cost
saving
if
I
connect
to
the
system.
The
second
option
is
the
greener
bringing
objectives
they
may
obtain.
They
may
meet
their
own
objectives
by
connecting
to
a
system
because
a
system
we
will
provide
clean
air
energy
services.
Also,
we
have
to
understand
that
building
managers.
E
D
Thank
You
Jay
just
a
couple
of
questions.
The
first
is:
could
you
briefly
and
I'm
sure
it's
very
complex,
but
could
you,
in
a
simple
fashion,
describe
with
science
of
what's
being
transmitted
in
the
pipe?
Is
it
steam
and
is
there
a
limitless
capacity
as
part
of
that
question,
for
how
many
buildings
could
conceivably
join
the
system
or
is
there
some
threshold
I'll.
E
Try
to
very
simple
right
now:
for
heating
we
use
a
steam
which
ones
me
the
steam,
which
is
not
efficient
and
is
not
very
safe,
to
transmit
esteem
to
the
buildings
for
heating
for
killing.
We
use,
we
transmit
a
called
cold
water,
cool
water,
okay,
now
with
a
new
facility.
What
we're
going
to
do
is
for
heating.
We
will
use
instead
of
a
steam
low
temperature,
hot
water,
so
they
in
the
plans
they
they
use
natural
gas
biomass
to
produce
to
produce
the
heating
and
that
heating
is
provided
through
low
with
the
hot
water.
E
Basically
and
right
now,
the
distribution
network
is
being
built
to
observe
certain
capacity.
Certain
at
the
different
scenarios,
no
and
and
and
the
distribution
network
is
in
size
to
accommodate
important
important
capacity,
because
once
it's
built
means
is
difficult
to
go
back
on
and
replace
it
or
you
find
other
ways
to
connect
the
buildings
with
the
generation
plant
where
the
generation
plant
is
quite
easier
because,
basically
we
have,
we
were
building
the
buildings
to
accommodate
the
generation
capacity
to
further
expanded.
E
D
Can
you
demonstrate
what
the
economic
savings
are?
If
you
take
a
50
year
amortization
period,
are
you
able
to
demonstrate
huge
energy
cost
savings
to
those
partners
or
because
of
the
complication
that
bathing
means
these
plants
that
each
building
has
to
turn
that
hot
water
than
geothermal
elements?
Is
it
not
necessarily
for
a
private
sector
partner
that
obvious?
So
to
summarize,
what
are
the
economics
for
a
private
sector
partner
of
German
the
distribution
moment,
its.
E
Case
is
different
in
terms
of
ways
they've
been
located
in
terms
of
how
much
installed
capacity
they
require
a
waiting
time.
They
are,
if
it's
on
you,
if
it's
a
new
onion,
a
new
building
in
May,
the
case
may
may
may
facilitate
this
option
versus
if
they
just
installed
the
generation
capacity
of
5
10
years
ago.
D
My
last
question
mr.
chair
is
I
had
heard
that
the
National
Research
Council
winners
campus
at
Montreal,
Road
and
Blair,
that
there
was
some
discussion
that
the
Canada
lands
company
about
building
as
part
of
your
extended
network
in
element
of
district
energy.
There
and
that's
of
interest
to
me
because
that's
in
my
award
and
also
with
the
Canada
lands
company
contemplating
now
in
the
next
year's
multi
residential
buildings,
there
would
be
an
opportunity
to
link
with
UN
RC,
East,
Campus
and
I'm
just
curious
since
it
wasn't
on
your
map.
D
C
H
C
Hope
we're
pushing
that
conversation
generously,
because
obviously
we
had
the
opportunity
here
to
do
to
do
something
in
terms
of
our
climate
change
goals
and
energy
evolution
goals.
So
I
presume
that
will
come
back
to
us
at
some
point.
The
the
arrangements
for
the
easements
and
the
the
negotiations
I.
D
Sure
I'll
just
add,
share
that.
Certainly
our
intention
today
was
it
GPS
PC
calls
was
to
create
awareness
of
the
project
amongst
calso
me
acted
ward
councillor,
so
certainly
as
we
complete
the
work
that
Muskoka
talked
about,
300
elevator
30
will
them
for,
at
the
very
minimum,
a
memo
or
IPD
to
this
committee
to
talk
about
those
negotiations
that
the
member
was
speaking
about
and
ago,
some
of
the
other
city
projects
that
were
undertaking
the
business
cases
on
for
for
bringing
onto
the
the
overall
system.
That's
astok.
Thank
you
very
much.
Thanks.
A
I
might
add
the
some
of
the
specifics
that
they
do
way.
They
do.
You
have
to
come
to
committee
may
end
up
coming
to
Transportation
Committee.
We
actually
had
a
bit
of
dialogue
before
this
meeting,
although
whether
this
was
the
appropriate
place
to
have
this
presentation,
but
given
the
very
close
connection
with
their
climate
objectives
and
our
energy
evolution,
it
made
sense
on
our
front,
but
when
it
gets
down
to
the
specifics
of
right-of-way,
etc,
that
would
like
you
come
up
through
Transportation
Committee,
so
councillor
Moffat
was
next
on
in
kitchen.
E
We
are
looking
at
that
facility
a
study
going
on
we're
looking
at
different
options.
We
also
have
r2
to
pilot
projects
that
we're
now
operating
at
article
federation
heights,
CHC
p2
as
more
boilers
when
with
biofuels
on
one
with
with
biomass
and
right
now,
we're
doing
the
facility
study
where
the
particular
technology
does
something
that
will
be
determined
in
the
next
in
the
next
months.
But
sir.
D
Because
I'd
only
in
some
cases,
you
would
think
of
organic
spreadsheets
where
all
of
our
gasket
over
the
world.
But
if
there
are
multiple
biomass
facilities
in
the
region,
we
could
actually
ship
organics
to
about
necessary
because
it's
the
necessary.
He
said
that
you
need
to
operate.
So
what
are
you
looking
at?
That
type
of
that?
That
type
of
collection
of
got
several
parties
are
I?
Think.
E
As
part
of
a
facility,
a
study,
different
different
technologies
are
being
considered
and
obviously
the
the
quality,
the
availability
of
the
materials,
always
very
important
economics
of
the
materials.
Also,
the
efficiency
of
these
materials.
There
was
very
important
considerations
as
part
of
the
analysis
and
we're
going
through.
They
said
the
specific
team
that
is
going
through
through
these
three
DS
analysis.
A
Thank
you
very
much
and
clearly,
whatever
direction
we
we
get.
Nl
from
the
new
provincial
government
in
terms
of
mandatory
composting
was
or
divert
organics
from
household
was,
was
something
that
was
meant
to
be
coming
forward,
so
as
a
city
will
need
to
be
looking
at
what
we
can
and
can't
do
with
with
with
organics.
So
we
have
counselor
couch
your
next
piece.
The.
D
Solution,
please
thank
you
for
the
presentation
and
just
picking
up
on
council
offers
question
so
that
I
know
is
it
possibly
within
a
generating
station
to
have
different
fuels,
biomass
and
other
fuels
within
the
same
generating
station
producing
the
day's
okay
good.
Can
you
confirm
that
is
this
building
part
of
the
district.
E
In
terms
of
proximity-
yes,
my
I
know
the
details
of
this
building
and
your
your
technical
team
will
need
to
assess
whether
or
not
they
sufficient
capacity
consumption
on
economics,
etc.
I
mean
in
terms
of
of
proximity,
the
way
they
the
area
that
we
have
Illustrated,
these
very
low
investment
opportunities
and
because
of
the
proximity
to
go
to
the
source
that
right.
E
E
It's
it's
case
is
the
friend
right
and
the
proximity
is
the
main,
the
main
limitation
right,
because
the
further
you
go,
the
fish,
the
less
efficient
you
are
because
you
have
to
transport
a
lot
better,
hot
water
or
the
order
they
occur
in
world
cold,
water,
the.
But
in
some
cases,
if
there
is
a
particular
diving
that
requires
significant
consumption,
there
may
be
a
case
through
to
do
that
right.
So
now,
I!
Look
where
we're
bringing
a
cool
water
from
from
national
printed
girl.
E
D
A
I
thing
for
clarification,
I'm
looking
back
to
some
staff
there
in
the
back,
I
believe
the
currently
city
hall,
for
example.
It
would
need
to
be
a
conversion
to
the
one,
a
high
temperature
in
our
system,
so
it
anyone
can
answer
that
to
just
be
useful
for
us
to
know
what
the
technical
changes
are,
an
investment
in
in
a
new
system
in
this
building,
and
perhaps
others
in
order
to
be
able
to
link
into
your
system.
A
Just
wondering
we
were
asked
whether
the
City
Hall
was
connected
or
could
it
be
connected,
and
if
it
was
just
a
matter
of
distance
or
whether
they
were
actually
technical
issues
are
around.
That
am
I
understanding
as
things
currently
that
there
would
be
federal
signal
conversion
required
we're
currently
in
discussion.
G
A
A
conversion
investment
from
now
on.
Thank
you
so
I
think
at
this
point,
we're
just
we're
looking
forward
to
more
information
and
coming
to
I
guess
in
to
the
next
term
as
to
what
the
options
are
and
decisions
to
be
made
in
the
future.
But
it
sounds
like
a
great
opportunity
for
us,
so
thank
you
very
much
I'm,
not
seeing
other
councillors
one
and
asked
questions
are
greatly
appreciate.
Your
attendance
now
see
that
video
and
thank
you
because.
A
F
Big
impact
on
on
this
on
this
issue,
so
essentially
that
the
the
nation
does
is
that
it
ensures
that
we
are
responding
to
the
dramatic
decline
in
pollinators
around
the
globe
right
here.
We
know
that
that
has
serious
environmental
impacts
and
by
becoming
a
bee
City,
we
would
essentially,
you
know,
look
at
how
the
city
would
you
know,
create
healthy,
pollinator
habitats,
educated
about
pollinators
and
and
work
towards
those
goals.
G
The
idea
was
presented
to
me
by
one
of
my
residents-
who's
a
Master,
Gardener
and-
and
she
got
me
thinking
about
it-
we
chatted
about
it
and
then
did
a
bit
more
research,
and
then
council,
McKenney
I
met
with
staff
and
saws,
as
she
pointed
out
that
many
of
the
things
that
many
of
the
indicators
necessary,
such
as
having
that
robust
community
garden
program
having
a
pesticide
control
processing
program.
We
already
have
all
these
things.
There's
a
lot
of
interest
in
the
public.
G
It's
just
pulling
together
resources
it
already
there,
but
I,
also
think
it
makes
a
statement
to
people
out
there
that
are
concerned
about
the
environment,
that
the
city
does
take
it
seriously
and
we
are
taking
steps
forward
to
move
toward
that
agenda,
to
treat
our
city
and
a
little
bit
more
of
an
environmentally
friendly
way.
So
again,
I
hope
that
everybody
can
support
this.
Thank
you.
D
G
D
Congestion,
no
there's
plenty
of
direction
to
staff
that
we
consider
that
are
already
established.
Environmental
stewardship,
Advisory
Committee
be
considered
the
working
group
for
this.
This
is
it
when
you're,
when
you're
doing
a
review
and
you're
going
to
come
back
to
us.
The
report
I
realize
I'm
just
talking
at
the
area
now,
because
I
don't
think
anyone
in
this
room
is
eijah
comedians.
Your
vote
is
that
I
think
that
needs
to
be
consider
that
we
already
have
this
group
fairly
established
early
there.
D
I
Just
add
ninety
cents,
it's
emotional
support
and
I
think
it's
good
for
the
city
to
consider
additional
alternatives.
I'll
just
point
out
more
for
staffs
awareness,
hydro,
one
that
a
lot
of
clear
petting
from
Maribelle
to
Russell
Road
last
year
to
make
sure
we,
the
expanding
foliage,
underneath
fair
door,
was
maintained
and
the
left
of
a
huge
gap,
but
what
they
replace
it
with
was
a
not
only
grass
but
a
pollinator
mix.
So
Hydra
one
has
stepped
up.
I
They
recognized
that
this
is
important
and
a
lot
of
what
has
gone
in
this
corridor
now,
particularly
in
my
ward,
is
just
that
a
pollinator
mix
to
address
what's
being
raised
here.
So
if
there's
any
value
and
our
staff
even
touching
base
with
hydro
one,
that
might
be
something
and
they
want
to
look
at.
