The Committee on Streets and Services of the Council of the City of Philadelphia held a Public Hearing on Thursday, November 21, 2019, at 2:00 PM, in Room 400, City Hall, to hear testimony on the following items:

180136 An Ordinance amending Section 2 of an Ordinance (Bill No. 140902) approved March 4, 2015, entitled "An Ordinance authorizing the revision of lines and grades on a portion of City Plan Nos. 224 and 232 by striking from the City Plan and vacating Cayuga Street from Whitaker Avenue to its terminus eastwardly therefrom and reserving and placing on the City Plan a right of way for sewer and drainage purposes within the lines of Cayuga Street being stricken and authorizing acceptance of the grant to the City of the said right of way, under certain terms and conditions," by extending the period for compliance with the terms and conditions stated therein.

190852 An Ordinance establishing a no truck parking regulation on both sides of Sheffield Avenue, from Walker Street to Cottage Street.

The bill would prohibit vending on both sides of Market Street between 33rd Street and 34th Street.

This is not an administration ordinance, but an ordinance requested by mr. Nataniel Levi of Stantec construction corporation. The purpose of this proposed ordinance is to authorize the paving of Sigma way from Erick Street to tackle on a street and tackle on a street from Van Kirk Street to Sigma Way.

This action is part of a proposed residential development consisting of 32 new rowhome units. This ordinance is supported by the Department of streets and is recommended to your committee for favorable action. I. Four five, this bill authorizes James Herrmann, doing business as kfn Holdings LLC to construct owned and maintained a proposed loop, I'm, sorry, yep, exterior stairway at 12:48, 50 North, Front Street in Philadelphia, PA 19154.

Eats is opposed to this proposed exterior stairway encroachment, as it was never demonstrated to us by the owner that the installation of this exterior stairway was the only feasible method to meet all code requirements for the building use and that the exterior stairway could not be constructed interior to the building. Furthermore, approval of this encroachment sets a precedent for other similar encroachments, all of which negatively impact the city's ability to properly manage its right away. Good afternoon, chair scrilla and members of the committee on streets and services, I'm Sara Xu city planner, with uploading city planning, commission I'm here to testify on bill number one: nine, zero, six, four five, which was introduced by councilmember Greenlee and on behalf of the council president on September 12 2019 bill number, one, nine, zero. Six four five will allow an exterior staircase, be constructed on a sidewalk of Thompson Street. The staircase will encroach approximately five feet on the sidewalk along the building line, leaving approximately six feet for pedestrians.

The planning concern the Planning Commission has concerns about this encroachment because it is not appropriate to take the public sidewalk space for this use. The staircase should be constructed within the property's rear yard that is meeting on October 15 2019, the Planning Commission recommended not for approval for bill number one: nine, zero, six, four five I'll be happy to answer questions you may have this time. This proposed sidewalk cafe: encouragement as the five foot of clear passable sidewalk space on both north Howard and West Thompson Street to remain after its installation meets the Complete Streets minimum walking zone width. Eight. Fifty one will authorize an open-air sidewalk cafe at 1300 105 North Howard Street. The sidewalk cafe will include four feet: six inches on the sidewalk of Westar Thompson Street and North Howard Street along the building lines.

It will leave approximately seven feet clear and unobstructed a pedestrian walkway on both streets. This encroachment meet the complete street policy requirements. Good afternoon, chair Suellen members of the committee, thank you for the opportunity to appear before you today. My name is Nick sensoric district traffic engineer for the Department of streets. I am here today to offer testimony in support of bill number one: nine zero, eight six. Eight this bill establishes no stopping anytime regulation on the east side of Jasper Street from East Clearfield Street south to the terminus at Jasper Street. This change in regulations is part of the frances willard elementary school neighborhood slow zone program. This one-way regulation is part of the suite of traffic.

Calming improvements plan for the francis ii will elementary neighborhood school neighborhoods slow zone and will contribute to increased safe Street safety throughout the project area for implementing Street safety. Improvements in traffic calming on neighborhood streets is consistent with Philadelphia 2035 connect, Philadelphia strategic transportation plan and the city's commitment to vision. Zero there's demonstrate support for this project from nearby residents and from administrators of Frances Willard elementary school first phases. Project includes including this no stopping anytime regulation project is expected to be completed in late 2019. The Department of streets fully supports passage of this bill.
