want
to
first
acknowledge
my
colleague,
who's
joined
us
for
today's
hearing
council
councilmember
gardier,
who
is
also
the
co-sponsor
of
several
of
our
bills
today.
So
council
member,
you
have
the
floor.

Last
summer,
paul
principal
ellerbee
and
members
of
the
school's
parking
committee
reached
out
to
us
because
their
teachers
were
facing
a
challenging
situation
due
to
the
end
of
a
parking
arrangement
with
drexel
and
booming
construction
around
the
school
complex
teachers
were
being
forced
to
either
park
a
great
distance
from
the
school
and
walk
or
park
on
blocks
that
were
closer
but
required
them
to
leave
their
post
to
move
their
car.
Every
two
to
three
hours.
Due
to
parking
regulations.
G
The
powell
school
parking
committee
identified
several
potential
solutions
to
these
issues,
which
included
a
proposal
for
the
school
district
to
subsidize
paid
parking
at
a
drexel
lot
and
legislation
providing
orange
street
parking
during
school
hours.
The
school
district
rejected
the
subsidized
parking
solution
and
instead
initiated
plans
to
repurpose
parts
of
the
former
pal
sites
blacktop
a
space.
That's
currently
used
as
a
children's
play
area
for
employee
parking.

Even
now,
part
of
this
area
is
being
used
for
parking
with
no
physical
separation
between
the
play
area
and
the
parking
area
risking
potential
harm
to
kids
at
play.
The
district's
solution
here
is
not
a
solution
at
all,
and
yet
they
continue
to
push
forward
with
plans
to
break
ground
on
the
parking
lot
on
the
blacktop
in
june.

The
streets
department's
proposal
for
75
cents
per
hour,
parking,
which
would
offer
parking
at
a
cost
higher
than
a
monthly
transpass,
is
not
only
a
different
solution
than
those
proposed
in
previous
meetings.
It's
a
proposal
that
came
to
us
at
the
11th
hour
after
several
attempts
to
try
to
work
out
a
solution
with
the
administration.

Furthermore,
this
proposed
parking
isn't
even
guaranteed
to
be
available
to
educators
when
they
need
it.
The
legislation
that
we're
proposing
and
that's
being
considered
today
is
a
product
of
months
and
months
of
stakeholder
meetings
and
it's
a
community
supported
solution
to
a
unique
set
of
circumstances.

Educators
are
so
deeply
important
to
our
community
and
we
want
to
ensure
that
they
are
able
to
get
themselves
to
work
each
day
without
incidents.
Also,
our
kids
and
their
ability
to
have
safe
play
spaces
is
very
important
to
our
community
and
so
for
the
sanctity
of
our
kids
learning
and
our
play
experience.

this

It
would,

be
unfair
to
provide
parking
to
this
particular
schools
when
we
receive
numerous
requests
from
schools
throughout
the
city
to
provide
additional
parking.
We
also
receive
requests
from
other
businesses,
including
traveling
nurses
and
health
home
health
care
aides
for
designated
parking.

When
there
is
no
simple,
when
there
is
simply
not
enough
parking
to
go
around,
there
are
several
transit
stop
close
by
and
we
are
prepared
to
offer
meter
parking
at
a
rate
of
75
an
hour
from
7
00
am
until
9
pm
on
both
blocks
of
warren
street.
This
is
roughly
the
cost
of
a
transpass,
and
parking
should
not
be
cheaper
than
a
transpass.
When
we
should
be
encouraging
the
use
of
public
transportation,
we
would
also
recommend
expanding
university
city
area
where
regulation
parkings
are
set
by
the
streets
department.

christopher
powhalski
and
I'm
the
director
of
policy
and
strategic
initiatives
in
the
office
of
transportation,
infrastructure
and
sustainability.
Otis,
I'm
here
to
testify
on
bill
number
210800
introduced
by
councilmember
gauthier.
I
This
bill
would
provide
free,
designated
parking
to
qualified
school
employees
at
the
powell
school
and
science
leadership
academy.
Otis
opposes
this
bill.
Demand
for
curb
space
is
tight
in
many
parts
of
the
city,
and
especially
in
this
booming
area
of
university
city.
Both
schools
are
located
in
a
new
building
developed
in
cooperation
for
drexel
with
drexel.
The
need
for
teacher
parking
could
have
been
anticipated
in
off-street
parking
constructed,
but
the
schools
and
the
developer
chose
not
to
build
off
street
parking.
I
I
support
my
colleague,
rich
martin
as
a
suggestion
to
this
end
and
are
willing
to
continue
discussions
with
the
school
streets
and
the
district
council
office
to
find
a
mutually
agreeable
solution.

jessica
cole.
I
am
speaking
on
behalf
of
the
samuel
powell
elementary
school.
I
am
the
current
literacy
lead
and
school-based
teacher
leader
at
powell
elementary
school.
I
also
serve
as
a
member
of
the
school's
parking
committee
and
school
advisory
council.

As
you
know,
parking
is
and
has
been,
a
challenge
for
school
staff
and
residents
in
poulton
village,
with
a
shortage
of
parking
and
the
majority
of
spots
permitted
for
two
or
three
hour
parking
as
a
school.
We
have
been
looking
for
support
in
our
efforts
to
have
sufficient
parking
for
our
staff
and
members
of
the
school
community.

Powell
is
a
special
school
in
a
special
community,
but
unfortunately
our
school
community
is
under
major
development,
with
new
apartment
buildings,
offices
and
high
rises
being
built
daily.
This
has
created
an
issue
for
our
staff
members
upon
arriving
at
the
school
due
to
not
having
a
designated
parking
lot
or
the
provision
of
subsidized
permit
parking
staff.

Members
spend
30
to
45
minutes
just
to
find
a
two
or
three
hour
parking
spot
once
the
battle
to
find
an
initial
parking
spot
is
over,
it
begins
again
in
two
hours
staff
members
who
park
throughout
the
neighborhood
and
two
hour
parking
must
move
their
cars
every
three
times
a
day.
This
is
absurd
as
educators.
Our
time
is
valuable.

Every
minute
that
we
have
to
leave
the
school
to
move.
Our
cars
is
time
taken
away
from
our
students,
education
and
quality
instruction
during
our
new
facilities,
construction
and
planning
meetings.
Parking
was
voices
amazing,
concern
by
principal
ellerbee
to
this
drexel
university
and
the
philadelphia
school
district,
even
with
principal
ellerbe
constantly
advocating
for
parking.
It
was
never
deemed
a
major
issue
by
the
planning
committee.

Now
we
have
two
schools
located
in
a
heavily
populated
construction
zone
with
no
parking
staff
are
not
only
contending
with
residents
or
workers
who
park
their
cars
on
university
city
streets
to
catch
public
transportation,
but
also
construction
workers
who
arrive
before
6
a.m
daily
and
park
illegally
in
front
of
our
school
building,
causing
safe
safety
hazards
for
our
students
and
community
members
for
teachers.
They
want
us
to
pay
over
twenty
five
hundred
dollars
a
year.

This
is
an
astronomical
expense
for
parking
to
be
paid
by
public
school
employees
who
already
dedicate
their
time
and
much
of
their
own
earnings.
To
ensure
students
have
the
essentials
they
need
to
learn.
We
as
a
staff
are
advocating
for
the
passing
of
bill
210-800,
which
will
designate
permit
parking
for
staff
on
the
thirty
four
hundred
and
thirty
five
hundred
blocks
of
warren
street
during
school
hours
from
7
30
a.m,
to
4
30
p.m.

truly

one

the
greatest
schools
I've
ever
worked
in

the
area,
so
parking
being.
A
crucial
issue
is

cruisers
of
all
gas
members,
which
is
an
issue
for
our
school,
because
we
could
find
out
what
we
could
find
out
having
staff
members
have
to
leave
because
they
can't
find
a
parking
spot.
They
can't
afford
to
pay
for
the
2500
parking.

has
been
a
long
year
as

educator
we
are
stressed.
We
are
dealing
with
higher
demands
to
me
in
the
building
and
having
the
parking
issues
on
top
of
that
is
is
sometimes
unbearable.
I
know
I
can
speak
for
myself
personally,
where
I
can
get
tied
up
at
work.

job
best,
as
I
can
forget,
to
get
out
there
about
a
two
hours
by
next
email.
I
have
a
ticket,
so
I've
been
paying
for
tickets.
I've
been
told,
there's
all
kinds
of
different
scenarios.
I've
been
met
with
just
trying
to
meet
the
demands
of
my
workplace
and
trying
to
make
sure
I
have
someone
to
park.
So
it's
just
been
really
chaotic
and.

Even
the
limited
parking
that's
available
is
designated
for
residents
and,
as
has
already
been
shared,
only
allows
for
two
to
three
hours
of
parking.
As
a
result,
many
staff
members
are
forced
to
park
either
over
a
mile
away
or
they're
required
to
leave
their
post
several
times
a
day
to
move
their
car
to
one
of
the
available
two
to
three
hour
spot.

To
further
add
to
our
challenge.
The
school's
building
is
located
in
the
midst
of
a
very
busy
intersection,
we're
surrounded
by
major
universities,
hospitals,
businesses.
There
are
three
ongoing
active
construction
projects
right
by
the
school,
and
that
makes
the
parking
challenge
that
much
more
challenging
now.
Opponents
of
what
we're
trying
to
do
as
a
staff
in
terms
of
advocating
for
parking,
have
said
why
can't
staff
just
take
public
transportation.

The
reality
is,
I
have
staff
members
with
young
children
that
they
need
to
drop
off
and
pick
up
before
and
after
work.
I
have
staff
members
that
are
taking
care
of
elderly
family
members.
I
have
staff
members
that
are
doing
graduate
coursework
at
the
end
of
the
day,
and
so
the
feasibility
of
public
transportation
is
less
advantageous
for
those
staff
members.

The
parking
concerns
expressed
by
powell's
staff
has
and
have
impacted
our
operations
in
a
number
of
ways.
Some
of
them
have
already
been
shared
by
those
who
spoke
before
me,
but
in
addition
to
those
things
that
were
shared,
we've
also
had
difficulty
securing
subs
who
refuse
to
return
to
pal,
not
because
they
don't
feel
that
we're
a
wonderful
school
but
because
they
too
are
frustrated
with
having
to
move
their
car
to
ask
teachers
and
other
staff
members
to
pay
two
thousand
to
twenty.

Five
hundred
dollars
a
year
to
park
is,
is
the
school
parking
committee
which
includes
administration,
teachers,
parents
and
community
members
have
identified
a
long-term
solution.

here
at
powell
school.

I
want
to
say
good
afternoon

everyone

thank

for
giving
us
this

explain
further
our
needs
at
powell
here.
So
just
like
everybody
said,
I
want
to
reiterate
that
the
parking
issue
is
really
at
a
crisis
level.

You
know,
as
other
teachers
have
said,
trying
to
leave
school
to
move
a
car
around
is
not
feasible
for
the
whole
day
when
students,
you
know,
need
teachers
in
the
classroom,
and
we
have
been
working
on
this
parking
committee
for
a
while
now
to
try
to
find
a
solution.
That's
respectful
of
the
residents
who
live
in
the
neighborhood,
the
businesses,
the
universities
and
so
the
parking
committee
solution
to
look
at
3,
400
and
3500
warrant
street
really
seems
to
fit
everybody's
needs.
It
doesn't
interfere
with
any
resident
housing.

There
are
already
lots
and
parking
along
that
street
that
are
dedicated
to
apartments
facing
lancaster
avenue
or
drexel
university's
lot.

So
it's
a
lot
that
wouldn't
really
interfere
with
other
operations,
but
I
also
want
to
mention,
because
I'm
a
special
ed
teacher,
I
work
with
students
who
have
various
needs
and
they
often
require
other
people
to
come
into
the
school
to
work
with
them,
and
it's
been
a
challenge
to
try
to
staff
these
positions
as
there's
no
parking
for
people,
and
you
know,
and
because,
like
principal
ellerbe
had
just
stated
a
lot
of
times,
individuals
like
this
might
be
assigned
to
different
schools
and
they're
moving
around
it's
hard
for
them
to
take
public
transportation
when
they're,
also
on
a
time
limit
of
when
they
have
to
be
at
school
and
therefore
we're
having
staffing
issues
with
some
of
these
really
very,
very
critical
positions.

I
also
wanted
to
mention
that
the
construction
projects
that
are
around
powell
building
these
new
buildings
have
parking.
So
the
I
think
it's
an
apartment,
complex
and
then
the
nursing
building
parking
is
there
for
the
people
that
need
to
use
those
buildings.
So
it
was
very
short-sighted
for
a
school
to
be
built
with
absolutely
no
parking
for
the
people
who
have
to
work
here.

the
parking
lane
removal

make
room
for
painted
bike
lanes
in
each
direction.
On
this
stretch
of
market
and
complete
a
gap
in
the
bike
network
from
63rd
street
cobbs,
creek
parkway
to
30th
street
station,
a
distance
of
3.4
miles.

project
will
provide
a
safe,
sustainable

healthy
transportation
option

people
of
all
ages
and
abilities
and
is
consistent

the
philadelphia
2035
comprehensive

transportation
plan

bike
lanes
chestnut
street

market
street
bicycling

needlessly
deadly
and
dangerous,
and
if
we're
ever
going
to
get
more
people
to
bicycle
in
this
lovely
city,
we
certainly
need
more
bike
lanes.
I
first
wanted
to
thank
the
councilwoman
councilman
caffier
for
supporting
these
bills.

It's
absolutely
absurd
that
we
subject
safety
infrastructure
to
councilmanic
prerogative,
but
as
long
as
that's
true,
it's
great
to
have
council
members
that
care
about
safety
with
that
being
said,
I
do
want
to
point
out
that
these
two
stretches
of
bike
lanes
are
not
of
equal
level
of
safety.
Protected
bike
lanes
are
are
far
superior
and
I
think
that
anyone
who
has
biked
on
protected
by
parking
protected
bike
lanes
knows
that
they
make
the
rider
feel
much
safer.

otis

penndot
to
continue
to
add
more
biking.
Sorry
parking
protected
bike
lanes
in

that
they'll

roll

out
as
part

pilot
project

harrisburg
to
make
that
program
more
permanent,

city

claim
that

is
