2016

energy

helped
launch

300

projects
and
created
over
2500
jobs.

passage
of
this
administrative
bill
to
reaffirm
these
already
established
powers

responsibilities
in
advance
of
entering
the
bond

other
credit

grant

amendment
to
our
articles

incorporation

investment
grade,
audit,

begin
as
soon

we
sign
the
contracts
which,

that
we

council
approval,

very
soon
we'll
do
a
complete
study
throughout

city

determine

issues
with
any
of
those
fixtures
or
any
ability
to
replace
any
of
those
fixtures.
But
our
goal
is
to
do
all
of
them.

committed
to

participation
from
diverse
contractors
and
over
56
participation
from
local
local
businesses,
so
we're
comfortable
that
they've
been
as
thoughtful
as
possible
about
how
to
really
incorporate
real
economic
opportunity
for
local
business

to
create
some
workforce
development
opportunities
and
we'll
be
doing
on-site
assembly
or
final
assembly
of
light
fixtures
here
in
philly,
which
will
create
local
jobs.
We'll
also
be
hiring
to
support
the
audit
procedures
which
will
hire
about
25
people
to
participate
there.

diverse
participation
on
this
project
and
then
the
third
question

how
the
lights
are
are
installed
and
sort
of
where
how
we
prioritize
which
parts
of
the
city-
and

will
definitely
send

brief

formula
that
we
use
called
the
neighborhood
composite
score.

Traffic
and
pedestrian
incidents
in
alignment
with
vision,
zero,
high
crime
areas
and
other
socioeconomic
and
and
related
issues,
and
so
all
of
that
goes
into
the
formula
and
then
we'll
we'll
roll
out
across
the
city
in
multiple
neighborhoods
at
once
to
to
make
sure
that
happens
as
quickly
as
possible.

look
at,
we
had
an
incident
in
overbrook,
which
is
not
known
for
some
of
the
gun
violence,
but
a
young
man
was
murdered
out
there
in
broad
daylight,
but
what
I
was
told
by

neighbors
is
that
they
take
advantage
of
dark
driveways
to
do
exchanges
and,
according
to
the
streets,
commissioner,
we
can
insta.
So
so,
historically,
we
fix
lights
that
are
broken
in
alleys
and
driveways.
We
will
repair
them,
but
what
we
do
not
do
is
install
new
lights
where
needed,
which
I'm
excited
about
this
prospect.

we're
doing
this
lighting
all
over
the
city
and
I've
talked
about
this
before
it
gives
us
an
opportunity
to
really
also
focus
on

number
one
issue
in
the
city
which
councilman
jones
brought
up,
which
is
public
safety,
and
I
just
wonder
if
we've
been
collaborative
with
the
police
department
and
other
to
what
other
we
can
utilize
while
we're
doing
this
lighting
program,
while
we're
already
up
there
doing
this,
can
we
put
in
more
cameras?

Can
we
put
in
what
councilman
squill
is
talking
about
with
the
sound
potential
machines
about
the
atvs
and
dirt
bikes?
What
else
can
we
do
while
we're
already
up
there,
that
could
give
us
a
better
sense
of
security
even
from
illegal
dumping?

cameras
we're
doing
all
this
work,
we
have
the
infrastructure.

two

answers
to
that.
The
first
is
we're
very
excited
that
this
project
will
put
in
the
communications
network.
That's
needed
to
be
able
to
add
things
like
that
to
any
poll
in
the
city.
So
you

some
of
the
hearings
we've
heard
about
dumping.
There
are
issues
with
having
to
hardwire
cameras,
so
this
will
help
resolve
some
of
that
in
the
future.
Secondly,
we
will
begin
the
investment
grade.

Audit
now,
which
includes
a
significant
amount
of
community
engagement
and
stakeholder
engagement
and
police,
of
course,
are
are
a
big
part
of
that.
The
streets
department
has
already
been
in
touch
with
them
about
color
temperature
for
cameras
and
making
sure
that
we're
designing
lighting
in
a
way
that
meets
their
needs
as
well,
but
that's
certainly
a
crucial
part
of
this
project
and
we'll
also
be
evaluating
for
lighting
equity,
to
ensure
we're
really
addressing
those
dark
spots
and
and
letting
the
city
know
if
there
are
more
opportunities
for
capital
investment
to
add
new
fixtures.

yes,
oit
was
part
of
the
original
selection
committee
and
and
worked
very
closely
with
us
to
develop
the
plan,
there's
not
specific
requests
from
them
on
the
smart
city
side
for
some
of
the
technology
that
they'd
like
to
see
on

polls,
but
I
suspect
there
are
dollars
in
the
federal
infrastructure
bill
that
might
might
provide
additional
funding
to
be
able
to
add
some
of
that
technology.

decides.
What
specifically
would
be
most
helpful.

on
that
to
talk

what
that
could
look
like
our
expectation
now
is
that
our
vendor
will
work
specifically
with
leadership

the
police
department.

engage
folks
in
the
field

little
bit
more.

along
the
lines
of
connecting
this
with
public
safety.
Someone
told
council
now
and
dom
was
talking
about.
I
know
in
some
parts
of
north
philly
and
especially
in
south
philadelphia,
alleyways
are
filled
with
debris
and
clutter
right,
another
another
administration.
He
had
a
program
I
forgot
the
name
of,
but
they
hired
a
youth
young
people,
irregardless
of
their
background
to
clean
up
the
alleyways,
and
then
the
streets
department
will
change
the
actual
lights
in
the
back
of
the
alleyways.

Is
there
any
coordination
with
the
streets
department
to
engage
in
that
same
type
of
approach,
because,
obviously,
in
order
for
you
to
get
an
alleyway
to
change
the
light
bulb
to
led
if
it's
filled
with
debris,
which
is
really
a
big
hazard
here
in
the
city
of
philadelphia,
then
you
know
we'll
have
a
hard
time
changing
the
led
lights.
So
any
collaborational
discussion
with
streets
department.

are
working
closely
with
amaresco
as
they
do
this
audit
to
really
identify
the
scale
of
the
problem
and
determine
whether
not
only
we
are
able
to
fund
the
clearing
of
that
work
as
part
of
this
project,
but
then
what
the
long-term
solutions
are
as
well
to
reducing
that
dumping.
So
a
big
issue
that
we're
definitely
aware
of
and
focused
on.

All

hopefully

bring

part
of
that
conversation,
because
a
lot
of
debris,
particularly
I
know
for
effect
on
the
point
breeze
graves
ferry
area-
is
based
upon
where
we
see
development
taking
place,
and
you
have
contractors
that
will
leave
debris
inside
the
alleyways
and
it's
hard
to
prove
that
the
actual
contractors
dump
the
debris
there.
But
obviously,
if
you've
been
living
in
all
your
life
and
all
of
a
sudden,
a
new
development
next
door
to
you
is
built.
And
then
you
have
all
this.

Basically
housing
construction
debris
in
your
alleyway
and
you
live
there.
So
you
know
where
it
came
from,
but
sometimes
if
you
don't
do
the
proper
documentation
and
they
kind
of
give
you
a
hard
time
and
actually
prove
it
that
you
know
a
contract
actually
put
it
there.
And
so
that's
something
also
taking
consideration
as
you,
because
if
you're
gonna
put
up
the
lights,
you're
gonna
have
to
address
alleyway
cleanup
as
a
part
of
that
process.

procurement

the
city,
to
enter

an

the
philadelphia
energy
authority
to
purchase
electricity
and
certain
attributes
and
benefits
related

be

and

usa,
pne
llc
located
at
the
northeast
philadelphia
airport,
the
office
of
sustainability
is
responsible
for
the
implementation

greenworks,

vision

city's

to
create
a
healthy,
equitable
and
sustainable
city

all
philadelphians.

energy
office
serves
as

primary
manager
of
procurement
of
electricity,
natural
gas
and
vehicle
fuel

aviation

water
funds.
The
office's
energy
procurement
work
is
guided
by
the
city's
municipal
energy
master
plan

through
conversations
with
city's
finance
department,
water
department
and
the
philadelphia
international
airport.

The
deputy
director
of
aviation
capital
development
for
the
city
of
philadelphia's
division
of
aviation,
which
oversees
both
philadelphia
international
airport
and
northeast
philadelphia
airport.

Pne
is
the
busiest
general
aviation
airport
and
fourth
busiest
airport
in
pennsylvania,
with
over
83
000
operations
in
2021.
The
proposal
before
you
today
is
a
very
exciting
opportunity
to
add
new
sustainable
energy
source
for
the
city
of
philadelphia,
in
this
case
to
support
operations
at
the
northeast
philadelphia
airport.
The
division
of
aviation
doa
will
purchase
all
electricity
from
the
facility
and
this
project
is
intended
to
provide
a
new
source
of
clean
and
renewable
energy
for
all
on-site
city-owned
buildings.

addition
to
providing
a
new
source
of
clean,
renewable
energy
at
pne,
this
initiative
achieves
city
and
airport
sustainability
goals.
Through
this
project,
the
doa
would
be
able
to
accomplish
or
further
the
following
sustainability
goals,
implementing
an
on-site
renewable
energy
project
at
phl
and
pne
with
the
goal
of
carbon
neutrality
by
2050,
which
is
in
line
with
the
city's
goal
and
generating
or
purchasing
100
renewable
electricity
by
2030
for
doa
facilities.

addition
to
the
sustainability
goals
above
the
project,
this
project
will
also
provide
additional
benefits,
gives
favorable
electricity
prices
for
the
city
for
clean
renewable
energy,
provides
prevailing
wages
for
construction
workers,
allows
opportunities
for
high
school
students
and
young
workers
in
the
city
to
gain
on-the-job
experience
on
renewable
energy
projects
through
pea's,
bright,
solar
futures
program.
This
program
is
pennsylvania's.

As

expect,
this
effort
has
multiple
stakeholders.
The
doa
team
briefed
the
local
community
morel
park
on
this
project
prior
to
the
introduction
of
the
ordinance.

these
reasons,
we
recommend
the
approval
of
bill

22056,

allow
the
power
purchase
agreement
to
proceed

therefore
enable
the
construction
of
the

solar

program
has
two
tracks:

frankfort
high
school.

cte
program,
three
years
of
training
in
solar

weatherization

related
construction,
trades
and
students
from
that
program
will
have
educational
opportunities

with
this
project,

able
to
do
field
trips
and
learn
from

actual
project

track
of

futures
is

young
adults

18

30,
who
are
on

accelerated
six-month
track
where
they
get
classroom,
training,

training
and
an
internship

with
all
of
our
other
projects
as

them
to
work
on
site
on
this
project
as
interns
to
those
contractors,

is
planned

part
of
this
project
as

a

active
bike
lane
the
authority
believes
by
installing

red
light
camera
at
this
