break
things
out

It's
much
larger
than
mine
I
think
they
were
trying
to
trip
me
up
a
little
bit,
but
they
did
not
succeed.
So
I
am
pleased
to
stand
before
you
and
present
the
2018-2019
one-year
action
plan
funding
recommendations
for
your
consideration.
These
recommendations
reflect
the
funding
allocated
through
Community
Development,
Block,
Grant,
home
investment,
partnerships
program,
emergency
solutions
grant
and
housing
opportunities
for
persons
with
AIDS
combined.

These
funds
help
move
the
city
forward
with
our
five-year
consolidated
plan,
titled
neighborhoods
of
opportunity.
This
plan
details
the
city's
funding,
commitment
of
program
services
and
projects
into
very
specific
goals
that
address
gaps
identified
through
an
extensive
needs
analysis.
These
goals
are
the
culmination
of
two
years
of
research,
public
outreach
data
analysis,
public
input
and
surveying
and
include
housing,
childhood
education,
improving
the
health
of
our
homeless
population
infrastructure
needs
and
economic
development
each
year.
These
goals
are
evaluated
in
the
context
of
the
immediate
needs
of
our
community
shaping
the
allocation
of
these
dollars.

addition,
these
four
programs,
the
city,
is
also
able
to
channel
funding
to
support
the
city's
housing
plan
growing
SLC,
as
adopted
by
City
Council
in
December
of
2017.
This
cohesive
approach
demonstrates
our
commitment
to
make
sure
our
plans
and
resources
align
toward
mitigating
our
current
housing
crisis,
making
Salt
Lake
City
a
city
for
everyone.
The
housing
and
neighborhood
development
team
continues
to
drive
program
efficiencies,
increase
community
engagement
and
provide
needed
support
to
our
community
partners.
This
year
there
was
a
41%
increase
in
public
engagement
with
over
1,800
residents,
providing
feedback
on
their
priorities.

The
top
four
priorities
for
residents
include
early
childhood
education,
affordable
housing,
services
for
the
homeless
and
improving
parks
and
green
spaces.
Applicants
had
the
opportunity
to
meet
one-on-one
with
the
CDC
IP
board
and
my
office
to
provide
more
clarity
in
how
this
federal
funding
impacts,
their
organization
and
the
outcomes
of
the
programs
for
this
funding
cycle
there
were,
there
was
nearly
seven
point:
seven
million
of
requests
through
fifty-three
applications,
and
we
anticipate
only
receiving
5.2
million
in
federal
funding.
The
advisory
board
and
I
have
closely
evaluated
each
application.

Each
program
and
project
value
project
value
provided
to
our
community,
the
passion,
compassion
and
thoughtfulness
behind
each
program
and
project
is
clear.
While
every
agency
cannot
be
funded,
I
recognize
the
valuable
service
and
leadership
of
our
partners
to
underserved
and
underrepresented
residents
within
our
own
community.
Many
of
these
agencies
are
here
tonight
and
I
want
to
say
thank
you
to
you
for
taking
the
time
to
advocate
and
share
your
commitment.

The
programs
and
projects
that
are
recommended
for
funding
most
closely
aligned
with
the
city's
commitment
of
achieving
the
goals
in
the
consolidated
plan,
and
the
consolidated
plan
continues
to
serve
as
a
tool
to
provide
expectations
to
the
funding
recipients
and
hold
them
accountable
for
their
role
in
shaping
our
community
as
I
provide
the
recommendations
to
you.
I
commend
the
achievements
of
our
housing
and
Neighborhood
Development
staff,
as
well
as
city
staff,
across
departments
and
divisions
who
collaborated
during
the
application
and
funding
deliberation
process.

consistently
risen
to

challenge

providing
a
space
where
equity,
an
empowerment
guide,
the
process
and
the
action
plan
holds

accountable

those

citizen

boards
spend

total

eight
weeks,
reviewing

interviewing
applicants
and
evaluating
each
proposal

funding

dollar
that
is
allocated

recommendation

with
the
people

will

these
programs
and
projects

assistance
for
low-income
families,
seniors
and
persons
with
physical
disabilities
for
nearly
50
years.
At
a
time
when
the
state
of
Utah
is
facing
an
affordable
housing
deficit
of
47
thousand
units
assist
is
playing
a
critical
role
in
preserving
affordable
housing
stock
and
helping
keep
homeowners
in
their
homes,
thereby
helping
maintain
availability
of
rental
units
for
other
families.

this
past
year
alone,
we've
completed
over
407
applications
for
people
throughout
Salt,
Lake
County,
and
we
have
completed
144
repairs
at
an
average
cost
of
one
thousand
four
hundred
and
thirty
dollars
per
repair
expending
a
total.
This
fiscal
year-to-date
of
two
hundred
and
six
thousand
dollars
to
benefit
vulnerable
residents
in
Salt,
Lake
City.
In
addition
to
that,
we've
basically
expended
our
entire
allotment
of
CDBG
funding
from
the
previous
or
from
this
fiscal
year
and
have
documented
an
unmet
need
of
over
fifty
thousand
dollars
of
of
individuals
that
we've
identified.

money

could
spend
today
if
we
had
it
available
to
benefit
Salt
Lake
City
residents,

Incredibly,
appreciative
of
the
recommendation
of
Salt
Lake
City
to
continue
to
support
this
program.
That's
truly
helping
vulnerable
homeowners
and
helping
maintain
affordable
housing
stock
in
the
city
and
and
certainly
if
there
were
any
opportunity
to
increase
funding
for
the
2018
20
team
fiscal
year
to
the
fully
requested
amount,
we
would
be
able
to
spend
that
funds
to
the
benefit
of
Salt
Lake
City
residents.

reached
the
dream

owning
their
own
homes.
We
have
a
home
ownership
pathway
that
starts
with
housing,
counseling

finance

eventually
into
the
purchase
of
a
home.
We
have
two
requests:
a
home
request
for
200,000,
which
provides
downpayment
assistance.
This
gives
home
owners
or
homebuyers
potential
homebuyers
up
to
$15,000
in
grant
funds
for
downpayment
assistance.
These
funds
are
well
used
and
much
needed
every
time.

started
our
mission
to
revitalize
neighborhoods
experiencing
decline
and
empowering
neighbors
in
1977.
We
rebuild
neighborhoods

house

block
by
block
to
ensure

residents

Given
the
challenges
with
housing
and
vid'
inventory,
these
CDBG
dollars
funds
are
even
more
critical
to
help
families
fix
their
homes.

million
dollars

homeless,
partnering

together
and
I
just
came

tonight.

continued

In
our
endeavors
to
date,
we
have
employed
through
the
city,
500
homeless,
individuals
with
about
60%
of
those
being
successful
or
moving
on
to
better
employment.

location

extend
services
into
our
Fair
Park
and
Rose
Park
community
Clubhouse,
our
capital
West's
service,
to
directly
address
the
consolidated
plan,
priority
for
Digital
Inclusion
and
promote
access
to
communication
technologies
for
vulnerable
populations
by
opening
up
our
computer
labs
to
our
friends
and
families
in
those
neighborhoods.

prior
two
years
of
CDBG
funds
from
Salt
Lake
City
has
allowed
us
to
invest
in
infrastructure
and
hardware
and
hyper
campus-wide
Wi-Fi
for
our
computer
labs
that
are
already
serving

youth

teens
in
these
neighborhood
club
houses.
The
funds
from
this
application
would
go
to
help
us
staff
those
computer
labs
and
extend
the
hours
into
evening
and
weekend
hours
so
that
we
can
continue
these
services
for
the
community
around
the
clubs
as
well.

population
that

digital
desert
with
the
communication
technologies
that
they
need
to
have
to
be
included
in
the
voice
of
our
community.

skills,
Learning
Center
is
really
excited
to
see
this
recommendation
for
our
job
readiness
training
program.
This
program
has
been
around
for
this
be
its
fifth
year.
It
is
a
English
as

second
language
program,
specific
to
the
skills
that
people
need
to
look
for
employment,
gain
employment
and
keep
employment.
It's
been
a
fairly
popular
program
with
the
refugee
services
office
and
we
are
classes
at
the
refugee
education
and
training
center,
and
we
also
work
with
LDS
Church
we're
offering
these
classes
now
at
the
DI.
I
What
I
would
propose
with
this
grant
is
to
offer
these
classes
to
the
immigrant
populations.
On
the
west
side,
we
would
put
four
adults
with
very
limited
literacy,
very
limited
English
skills,
not
very
much
experience
working
in
the
United,
States
and
also
young
adults,
who
I
think
would
also
really
benefit
from
this
program.
So
we're
very
pleased,
thank

for
your
recommendation
and
thank

your

was

third
phase

reveals
that
patients
exiting
4-step
House

able
to
get
a
job,
but
the
problem
is
they
aren't
able
to
sustain
employment
or
increase
their
wages
by
advancing
in
their
career.

employment
program

founded

research
done
by
Dartmouth
College.

housing
program
is
a
step
down
level
of
care
for
those
that
are
involved
with
residential
treatment,
not
just
within
the
Haven,
but
anyone
whether
they
come
directly
from
prison
or
jail
or
other
community
providers,
or
just
have
you
know
any
outpatient
program.

order
for
people
to
find
foundation
in
recovery,
it's
important
that
they
have
stability
and
that's
exactly
what
our
transitional
housing
program
provides.
They're
provided
with
felon
friendly
employers.
Our
case
managers
work
very
closely
with

criminal
justice
system
in
order
to
help
them
restore.

off
a
probation
pay
off
their
fines
and
things
that
enhance
our
ability
to
live

self-efficacy
once
they
leave

program.

in

current
level
of
funding

we
received
from
three
Salt
Lake
City
is
$30,000
a
year
and
that
supports
a
portion

teacher
salaries
and
benefits
impacting
sixty
children.

would
support

of

teacher

our

The
Neighborhood
House
preschool
program
is
accredited
by
the
National
Association
for
education
of
young
children
and
is
only
one

33

the
entire
state
of
Utah.
We
utilize
standardized
curriculum
and
tools
that
help
us
provide
the
exceptional
programming
and
we
are
through
our
accreditation
and
the
assessments
and
curricula
that
we
do
provide.

require
a
teaching
faculty
that
is
highly
skilled
and
trained
to
effectively
assess
each
individual
child's
development.
We
work
very
hard
to
ensure
that
all
children
are
meeting
developmental
milestones
and
our
kindergarten

program

also

uniquely
responds
to
the
parents
of
the
families
that
we
serve
bottom
line
is
that
Neighborhood
House
believes

child's
academic

social

this
effort,
adult
clients

electrical
and
other
construction
trades.
The
renovation
of
these
three
buildings
through
the
hands-on,
day-in
and
day-out
work
of
our
clients
will
be
a
legacy
for
decades
to
come
of
the
4,000
185
community
members
treated
in
fiscal
year.

vocational
training

living

were
placed
in
private
industry
jobs
during
treatment

were

that
3822
person,
their
average
income,
increased
by
three
thousand
eight
hundred
and
twenty

percent
from
admission
to
graduation
and
obviously
how's.

The
executive
director
of
Salt
Lake
donated
dental
services
nearly
30
years
ago,
local,
the
local
dentist,
dr.
Ralph
Montgomery,
started
Salt
Lake
donated
dental
services
to
offer
quality,
comprehensive
dental
care
for
those
in
Salt
Lake
City,
without
access
to
dental
services,
having
lost
all
of
his
teeth
in
his
early
20s
due
to
poverty,
dr.
Montgomery
understood
firsthand
how
debilitating
it
was
to
lose
your
teeth
and
not
have
the
means
to
replace
them.
I
Consequently,
Salt
Lake
donated
dental
services
was
created
within
the
unique
approach
to
resolving
dental
neglect,
donated
dental
not
only
assists
our
patients
and
restoring
their
oral
health,
but
also
in
maintaining
it.
One-Fourth
of
all
of
our
patients
are
homeless.
Donated
dental
has
requested
30,000
from
CDBG
to
enable
our
volunteer
dentists
to
continue
providing
preventive,
restorative
and
emergency
dental
care
for
Salt
Lake,
City's
homeless.
We
are
a
unique
project
from
other
dental
clinics
serving
Salt
Lake
City's
homeless.

We
are
unique
in
the
sense
that
we
provide
access
to
preventive
and
restorative
dental
care
and
simply
only
emergency
services.
We
believe
offering
comprehensive
a
comprehensive
approach,
provides
patients
to
receive
the
highest
level
of
care
while
providing
the
best
investment
for
our
donors.
This
enables
our
patients
the
dental
care
they
need,
while
there
so
they're
able
to
transition
from
homelessness
as
they
are
transitioning.
Our
program
is
set
up
to
provide
a
dental
home
and
continue
to
offer
dental
services
and
support
until
they
can
afford
care
in
a
private
dental
office.

between
the
hospice
for
the
homeless
mayor.
Thank

Since
we
opened
about
two
a
little
over
two
and
a
half
years
ago,
we've
housed
about
160
people
providing
them
with
temporary
medical
housing,
helping
forty-one
of
those
individuals
experience
the
end
of
life
with
dignity.

We'll
start
out
with
25
beds
at
a
minimum
in
that
facility,
and
it
has
the
opportunity
to
expand
to
possibly
up
to
about
80
beds
as
we
move
forward
and
gain
experience
operating
as
a
fully
licensed
assisted
living
facility.
So
the
funding
is
very
critical
because
we're
taking
on
in
this,
especially
in
this
first
year
of
operating
a
much
higher
occupancy,
cost
additional
staffing.
We
have
to
hire
a
nurse
dietician
food
service
staff,
things
that
we
have
had
with
a
very
small
staff.

We've
been
being
able
to
do
that
up
until
this
point
and
with
many
volunteers
and
now
we'll
have
bring
in
some
additional
staff.
So
thank

mayor
for
your
recommendation.
We
hope
that
you
will
consider
her
recommendation

the
process
and
help
us
get
through
this
first
year
and
just
a
quick
reminder
that
you
know
for
everybody
who's
at

we're

designated

homeless

years,

Street
clinics,
medical
outreach
and
services
team
has
appreciated
the
support
of
Salt
Lake
City
CDBG
funding.

This
year
we
were
not
recommended
for
funding
and
would
like
to
appeal
for
funding
most
provides
invaluable
medical
care
and
support
services
to
Salt,
Lake,
City's,
vulnerable
homeless,
individuals,
individuals
living
in
camps
or
motels,
those
not
seeking
services,
and
some
of
those
are
some
of
those
victims.
Some
of
those
are
victims
of
human
trafficking.

Although
4th
Street
clinic
is
developing
a
much
larger
mobile
medical
unit
that
will
be
used
to
serve
those
in
the
new
resource,
centers
most
still
plays
a
critical
role
by
engaging
in
treating
the
many
homeless
community
members
who
are
service
resistant
in
the
past
couple
of
years,
like
many
nonprofits
4th
Street
clinic,
has
struggled
with
staff
and
turnover
for
most
realize.
This
has
affected
our
ability
to
expend
funds.
Nationally
there
has
been
a
provider
shortage.
Recruitment
has
been
challenging
for
most
health
care,
centers
and
even
more
so
for
those
designated
as
homeless.

We
are
excited
to
report.
We
have
been
fully
staffed
for
over
a
year
and
in
the
past
six
months
most
has
provided
medical
care
to
214
unique
individuals
in
over
seven
hundred
encounters.
Without
this
program,
many
would
go
without
care.
We
would
like
to
thank
Salt
Lake
City's
leadership
and
appreciate
their
responsiveness
in
addressing
these
challenging
and
complex
issues.
There's
no
easy
answers,
but
4th
Street
wants
to
continue
to
be
part
of
that
solution.

and

like
to
start
by
thanking
the
mayor,
the
Advisory
Committee
for
their
recommendations
this
year,
as
well
as
all
of
you
for
your
past
support
of
the
Whydah
BCA's
women
in
jeopardy
program,
as
well
as
our
residential
self-sufficiency
program.
Both
of
these
programs
provide
emergency,
shelter
and
housing
for
women
and
children
fleeing
domestic
violence.
These
are
families
who
have
become
homeless
because
they
are
no
longer
safe
at
home.

The
20-17
point
in
time
count
indicated
that
fully
30%
of
the
homeless
population,
sheltered
were
victims
of
domestic
violence,
and
the
white
of
ECA
has
been
at
the
forefront
of
offering
these
services
since
1977.
So
41
years
last
year,
694
women
and
children
found
shelter
at
the
YWCA.
It
threw
the
women
in
jeopardy
program
and
fully
forty-eight
percent
of
them
were
from
Salt
Lake
City.

Unfortunately,
we
were
unable
to
meet
over
1400
requests
for
service,
and
our
shelter
provides
the
essential
basic
needs,
including
food
shelter,
clothing
through
the
Salt
Lake
area,
Family
Justice
Center.
We
can
provide
assistance
with
protective
orders,
as
well
as
other
services
helping
to
meet
medical
needs,
as
well
as
any
other
things
and,
of
course,
part
of
this
funding
request
does
assist
children
who
come
to
the
YWCA.

We
actually
serve
more
children
than
we
do
adults
on
campus
and
just
today,
I
was
fortunate
to
hear
from
a
young
mother
who
had
three
kids
and
spoke
very
touchingly
about
the
trauma
that
her
children
had
witnessed
at
the
hands
of
her
abusers,
so
those
children
services
are
absolutely
essential
and
a
critical
piece
of
this
request.
The
other
piece,
of
course,
is
our
transitional
housing
for
women
without
dependent
children.
We
currently
operate
the
only
transitional
housing
facility
for
single
women
who
are
victims
of
domestic
violence
in
the
state.

Now
we're
seeing
them
working
over
at
Maude's
cafe
we're
seeing
them
packing
up
the
back
of
a
car
to
move
into
a
housing
unit
all
from
the
emergency
shelter.
So
it's
a
critical
place
for
people
to
heal
and
to
start
that
path
toward
recovery,
from
whatever
their
circumstances
have
been.
We're
very
pleased
to
leverage
these
funds
with
other
government
levels
of
funding,
as
well
as
private
donations
and
the
use
of
many
volunteers.

Community
actions
mission
is
to
empower
individuals,
strengths

families
and
build
communities
through
self-sufficiency
and
education
programs
through
the
administration
of
six
vital
programs,
including
Head
Start
heat
utility
assistance,
weatherization,
adult
education,
housing
and
case
management
and
nutrition
services,
including
food
pantry
services.
Utah
Community
Action
provides
a
continuum
of
services
to
low-income
individuals
where
each
service
provides
a
critical
component
leading
to
a
strong
foundation
towards
self-reliance.

Utah
Community
actually
uses
a
praia
tres
prioritization
process
to
ensure
the
eligibility
for
these
programs
is
screened
and
verified
regarding
income
and
need
identifying
those
who
have
the
highest
risk
and
helping
the
most
vulnerable
populations.

programs
are
paired
with
holistic
case
management
services,
assisting
155
households
comprised
of
465
individuals.
This
past
year,
these
households
receive
an
average
of
two
and
a
half
months,
rent
and
case
management
services
which
are
paired
down
with
a
unit
cost
of
$1,200.

dollars
per
household
Utah
housing
programs
provide
vulnerable
households
with
temporary
rental
and
deposit
assistance.
This
assistance
facilitates
housing
stability
by
helping
clients,
maintain
or
establish

housing

that
promote
self-sufficiency,
financial
assistance
and
case
management
are
delivered
based
on
each
households
need

with
timely
innovation
interventions,
empowering
households
with
skills

These
are
tenant
based
rental
assistance.
We
received
them
at
the
Housing
Authority
of
the
county

Salt
Lake

bail

the
funding.
It's
the
one,
unique
funding
that
we
have
for
individuals
living
with
HIV
and
AIDS
across
the
state.

Approximately
2,500
3,000
individuals
are
living
with
HIV
and
AIDS
and
often
have
to
make
an
incredibly
difficult
decision
at
times
of
whether
to
continue
providing
medical
treatment
either
for
themselves
or
someone
in
their
household
or
to
continue
paying
for
housing.
There's
been
a
lot
of
large
conversations
about
the
rising
cost
of
housing,
and
this
fund
really
seems
to
be
quite
critical
for
a
number
to
paint
a
picture.

We
serve
approximately
45
households
with
this
tenant
based
rental
assistance
on
average
income
of
about
$13,000
medical
costs
for
these
households
typically
tend
to
be
two
to
three
thousand
dollars
on
average.
So
if
I
do
my
math
about
a
little
less
than
a
thousand
dollars
is
left
per
month
to
cover
all
the
rest
of
the
costs
of
life
housing,
food
incidentals.

So
this
is
a
really
critical
component
for
these
households.
They
end
up
paying
30%
of
their
income
towards
rent
in
terms
of
success.
97%
of
our
households
successfully
maintain
housing
and
we're
seeing
about
the
same
percentage
adhering
to
their
medical
treatment
and
ultimately
successful
viral
suppression
and

that
really
benefits
on
two

these
households
continuing

live
