administration
continued
its
work
to
prepare
an
ordinance
that
would
define
the
term
affordable
housing
more
precisely,
and
that
would
create
a
citywide
overlay
zone
pertaining
to
affordable
housing
and
that
the
council
adopt
a
legislative
action
initiating
a
review
of
fencing
requirements
in
downtown
zoning
districts,
including
possible
changes
to
fencing
standards
in
afro
yards
and
side
yards
along
public
right
away.

I
really
didn't
come
here
today,
prepared
to
speak.
So
what
I'm
gonna
do
is
just
read
an
email
that
I
had
written
it's
regarding
scooters
in
downtown
Salt
Lake.
Can
you
hear
me
all
right?
Okay,
the
e
scooters
are
threatening
pedestrians
on
a
daily
basis.
My
husband
and
I
moved
into
downtown
Salt
Lake
City
in
November
of
2018
hoping
to
enjoy
the
walkability
of
the
downtown
area.

At
the
time
we
moved
here,
we
would
encounter
a
few
sidewalk
scooters
as
we
walked
in
downtown,
as
it
was
early
winter
beginning
in
the
spring
of
2019,
and
throughout
this
summer
the
number
of
scooters
on
sidewalks
has
exploded,
as
as
has
the
extreme
risk
to
pedestrians.
There
have
been
numerous
occasions
when
I
have
witnessed
and
experienced
extremely
dangerous
scooter
riders
who
show
no
regard
for
the
safety
of
pedestrians
or
even
themselves.

I've
witnessed
multiple
individuals
on
one
scooter,
including
children,
waving
between
pedestrians,
I
witnessed
two
sisters
who
were
who
appeared
to
be
10
to
12
years
of
age,
each
on
their
own
scooter,
speeding
along
while
their
father
was
desperately
trying
to
catch
up
to
them
on
a
scooter.
Also,
unlike
with
skiers
and
snowboarders,
who
you
can
hear
approaching
from
behind,
these
scooters
are
silent
and
there
is
no
warning
that
they
plan
to
pass
you
on
the
right
or
left.

This
is
four
times
the
speed
of
a
pedestrian
and
they
should
never
be
allowed
on
the
sidewalks.
In
addition,
I
believe
many
riders
have
no
idea
that
they
are
financially
liable
if
they
are
the
cause
of
an
accident
involving
another
individual.
In
most
cases,
unless
the
writer
has
obtained
an
umbrella
policy
on
their
own
insurance,
scooter
riders
are
only
covered
by
their
own
medical
insurance.
If
they
have
that
also,
there
appears
to
be
no
policing
or
city
ordinance
of
scooter,
reckless,
driving
and
riding
on
the
sidewalks.
