From YouTube: Salt Lake City Council Formal Meeting - 12/01/2020
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Yeah,
thank
you
for
having
me
and
and
thanks
for
for
bringing
this
issue
to
the
public's.
B
Welcome
to
tonight's
salt
lake
city
council,
formal
meeting,
we're
continuing
to
hold
our
meetings
remotely
due
to
declarations
of
emergency
related
to
the
pandemic
and
earthquake.
While
we
hold
our
meetings
remotely
we're
happy
to
have
you
joining
us
online
or
by
phone,
thank
you
for
being
here
and
we're
going
to
start
by
taking
a
moment
to
recite
the
pledge
of
allegiance
when
we're
done
we'll
go
ahead
and
turn
the
audio
and
video
back
on.
So
please
join
me
in
saying
the
pledge
of
allegiance
to
yourselves
at
home.
B
Okay,
welcome
back
conducting
our
meetings.
Electronically
is
different
than
our
in-person
norm
and
I'll
cover
the
guidelines
for
participating
in
the
public
hearing
and
general
comments
section
of
our
agenda
in
just
a
minute.
So
that
brings
us
to
our
now
agenda
item
a4,
which
is
approval
of
the
formal
meeting
minutes
of
tuesday
october
20th
2020..
I
will
look
for
emotion.
A
Mr
chair,
yes,
I
move
that
we
approve
the
minutes
of
october
20th
2020.
B
B
Yes,
all
right!
Councilmember
johnson
is
running
just
a
little
bit
late.
He'll
join
us
momentarily
council
member
voldemort
says
absent
on
apparently
parental
leave,
councilmember
mono,
yes,
dugan,
yes,
valor.
C
B
We're
now
at
item
a5,
which
is
a
joint
ceremonial
resolution
with
mayor
mendenhall,
in
support
of
creating
the
fair
park
public
market
in
partnership
with
the
state
of
utah
and
salt
lake
county.
I'd
like
to
turn
the
time
over
now
to
council
member
james
rogers
to
read
the.
E
I
was
not
on,
I
wasn't
reading.
So
great
all
right,
thanks,
council,
chair
appreciate
this.
E
The
north
temple
corridor
is
a
major
entryway
to
salt
lake
city
connecting
downtown
to
the
salt
lake
city
international
airport,
making
the
area
an
opportune
site
for
new
transit-oriented
development
and
the
rda
of
salt
lake
city
is
working
towards
attracting
catalytic
and
infill
development
to
the
area
and
in
2018
the
rda
of
salt
lake
city
funded
the
utah
state
fair
park.
Public
market
feasibility
study,
which
returned
a
positive
recommendation
in
august
of
2019
as
a
location
for
place.
Making
and
creation
of
the
fair
park.
Public
market
would
increase
access
to
food,
provide
local
entrepreneurial
opportunity.
E
Now,
therefore,
be
it
resolved
that
the
salt
lake
city
council
and
the
mayor
of
salt
lake
city
acknowledge
the
need
to
recognize
the
fair
park
public
market
as
a
priority
and
further
be
it
resolved
that
the
salt
lake
city
council
and
the
mayor
of
salt
lake
city
expressed
their
support
to
work
with
the
state
of
utah
and
salt
lake
county
to
develop
a
partnership
to
create
a
fair
park
public
market.
B
E
B
Councilman
member
johnson
is,
as
I
said,
running
a
little
bit
late
and
council.
Member
old
morris
is
absent
on
parental
leave.
Council
member
mono-
yes,
dugan,
yes,
tyler,
yes,
and
I'm
a
yes
as
well
that
passes
unanimously
and
thank
you
to
councilmember
rogers
for
for
spearheading
this
and
for
reading
the
resolution.
B
We
also
have
some
residents
who
are
here
to
accept
the
resolution.
From
let's
see,
we've
got
mr
david
lewis,
chairman
of
the
board
of
the
utah
state,
fair
park
corporation.
I
would
like
to
say
a
few
words
on
behalf
of
that
entity,
and
then
we
also
have
do
we
have
larry
here
with
us.
B
I
think
we
do
mr
chair.
Yes,
my
phone
okay,
great
yeah,
larry
mullinax,
the
executive
director
of
the
state,
fair
particular
corporation.
I'm
gonna
turn
it
over
to
you,
mr
lewis.
E
Well,
first
of
all,
on
behalf
of
the
board
and
our
great
management
team
at
the
fair
park,
we
want
to
thank
the
city
council
as
well
as
the
mayor
for
this
resolution,
as
well
as
the
continued
support
that
we've
received
at
the
fair
park.
E
You
know
the
fair
park
started
out
as
a
place
that
really
helped
our
community,
mainly
in
an
agricultural
role
and
later
you
know,
we've
included
lots
of
things,
arts,
music,
cultural
aspects
and
even
most
recently,
a
skate
park.
So
for
those
of
you,
who'd
like
to
strap
on
your
your
grab,
your
skateboard
and
put
on
a
helmet
and
some
pads
you're
welcome
anytime
at
the
skate
park,
larry
will
show
you
the
ropes,
but
even
now,
over
160
years
later,
our
mission
is
really
much
the
same.
E
We're
trying
to
provide
a
safe
place
for
our
community
to
gather
and
in
this
case,
enjoy
great
food
and
social
interaction.
So
we
really
believe
the
public
market
is
going
to
promote
this
cause
and
create
great
opportunities
in
our
community,
not
just
for
great
food
but
entrepreneurial
opportunities
and
a
great
cultural
exchange.
E
E
We
think
the
that
we
think
the
public
markets
can
be
a
great
cultural
anchor.
That's
going
to
bind
our
community
even
closer
together
and-
and
we
certainly
accept
this
resolution
and
we're
really
looking
forward
to
bringing
this
public
market
to
our
our
location
and
and
seeing
how
we
can
be
a
great
success
for
our
community.
So
thank
you,
mr
chair
and
the
city
council.
B
A
F
I
I
want
to
pay
special
appreciation
to
councilman
rogers
for
his
tireless
effort
to
help.
A
E
A
B
Thank
you.
Is
there
anybody
else
here
from
the
federal
park
board
to
speak.
B
Thank
you
very
much.
We
appreciate
you
both
being
here
virtually
to
accept
this
resolution
and
we
look
forward
to
working
with
you.
Thank
you.
B
Yes,
okay,
we
are
at
section
b
of
our
agenda,
which
is
the
public
hearing
section.
We
are
accepting
public
comments
through
both
webex
and
for
those
of
you,
whose
only
option
is
to
call
in
staff,
will
be
monitoring
a
separate
telephone
line
to
include
any
callers
and
patch
them
into
the
meeting.
Over
the
last
month
we
have
had
we've
had
to
continue
to
refine
how
we're
handling
our
hearings
and
public
comments.
So
I
will
go
over
that
process
again
tonight
with
some
of
the
new
adjustments
we've
made.
B
B
We
have
these
rules
of
decorum
when
we
were
meeting
in
person
and
it's
important
to
continue
that
engagement
and
continue
to
provide
an
orderly,
non-disruptive,
efficient
and
safe
opportunity
for
all
people
to
comment,
even
when
we're
meeting
virtually
second
we're
taking
comments
in
the
order
of
each
scheduled
public
hearing
general
comments
will
take
place
after
the
scheduled
hearing
items
in
person.
We
had
the
added
benefit
of
being
able
to
see
each
of
the
commenters
which
helped
us
get
to
know
our
constituents
and
engage
with
them
meaningfully
as
we
continue
to
meet
electronically.
B
We
still
want
to
provide
a
space
for
people
to
feel
comfortable
and
safe
to
participate.
Our
rules
of
decorum
extend
from
the
moment
that
you
arrive
into
our
virtual
meeting
until
the
time
that
you
leave
to
help
facilitate
your
comment
period.
Please
be
respectful
and
avoid
yelling
or
making
racial
slurs,
obscene
or
defamatory
remarks.
B
The
council
respects
all
points
of
view
and
we
welcome
new
insights.
However,
using
foul
language
and
personal
attacks
make
the
public
comment
forum
uncivil
and
intimidating
for
others.
In
addition
to
this
being
a
public
forum,
the
meeting
is
also
being
broadcast
on
television
and
the
internet.
Because
of
that,
the
council
has
decided
to
more
strictly
enforce
the
use
of
profanity.
B
If
someone
uses
profanity,
we
will
mute
your
microphone
and
you
may
forfeit
your
turn
to
finish
your
comments.
In
addition,
just
as
we
would
ask
for
your
name
and
our
in-person
meetings,
please
provide
a
first
and
last
name
prior
to
speaking
to
in
the
public
comment
period
to
limit
disruption
and
ensure
the
efficient
operation
of
our
meeting.
The
first
and
last
name
given
cannot
include
a
message
or
violate
our
rules
of
decorum.
B
Amanda
lau
from
our
staff
is
helping
to
moderate
this
meeting.
She'll
be
messaging
with
the
attendees
to
coordinate.
Please
monitor
the
chat
screen
for
information
and
or
feel
free
to
message
our
staff
with
any
questions
again.
Her
name
is
amanda.
Lau
amanda
will
take
your
first
and
last
name
if
you're
unable
to
give
a
first
and
last
name
that
doesn't
include
a
message
and
violates
our
rules
of
deform
and,
as
I
said
before,
the
staff
will
direct
you
to
another
means.
B
When
it
is
your
turn
to
speak,
the
meeting
host
will
unmute
your
line.
Please
state
your
name
and
the
two
minute
timer
will
begin
at
the
two-minute
mark.
The
host
will
announce
time
and
your
microphone
will
be
muted.
Of
course,
if
you're
unable
to
complete
your
full
comment
within
the
available
time,
please
feel
free
to
mail,
the
salt
lake
city
council,
at
p.o
box,
145,
476,
salt
lake
city,
utah,.
B
84114-5476
or
you
can
email
us
at
council.comments
at
slcgov.com,
or
call
our
phone
line
801-535-7654,
we
have
four
public
hearings
and
a
long
list
of
people
who
wish
to
comment.
Let's
begin
with
our
scheduled
public
hearing
for
item
b1,
which
is
regarding
an
ordinance
that
would
close
a
portion
of
800
north
street
adjacent
to
I-15
and
warm
warm
springs
road.
B
A
Thank
you,
mr
chair.
This
is
a
proposal
to
close
a
portion
of
the
800
north
right-of-way
near
warm
springs
road,
which
is
about
700
west.
It
was
the
ramp
to
a
former
I-15
overpass
on
the
east
side
of
the
freeway,
which
was
removed
during
freeway
reconstruction
back
in
the
mid-2000s
and
the
subject.
Property.
A
One
acre
the
applicant's
company
owns
adjacent
property
to
the
north
and
proposes
dividing
the
vacated
property
with
a
property
owner
to
the
south
of
the
subject
property.
If
the
council
votes
to
vacate
the
right-of-way,
the
adjacent
property
owner
to
the
south
agrees
with
this
proposal,
if
vacated
by
the
council.
A
Good
evening
council
chair,
currently,
we
have
dewey
reagan,
nate,
seacrest
and
lynn
wall
here
to
speak
to
this
item.
A
A
A
F
The
property
owner
to
the
to
the
south-
and
I
have
nothing
to
say
at
this
time.
B
Okay,
what
should
we
do
about
mr
reagan.
A
I'm
going
to
try
to
unmute
mr
reagan
now,
council
chair
mr
reagan,
you
are
unmuted
again
if
you'd
like
to
give
your
comment.
B
Okay,
thank
you
so
sounds
like
we
don't
have
any
comments,
then.
Is
that
right.
H
B
A
B
Johnston,
yes
and
council
member
baldwin
says
absent:
councilman,
romano,
yes,
councilmember
dugan,
yes,
councilmember
fowler,.
I
B
And
I
yes
as
well,
that
is
unanimous
with
council
member
waldo
morris
absent
on
parental
leave,
okay,
and
that
brings
us
to
item
b2,
which
is
a
resolution
that
would
adopt
the
department
of
public
utilities,
2020
city
water
conservation
plan.
B
B
F
F
B
You
you,
sam,
let's,
go
ahead
and
open
the
public
comment
on
this
item.
A
A
Now
I
view
my
mental
health
as
a
function
of
precipitation
and
I
have
fantasies
about
being
able
to
afford
drip
systems
at
all
of
my
properties.
This
document
for
water
conservation
plan
is
very
impressive
and
I
look
forward
to
reading
it
without
draft
stamped.
On
every
page
I
want
to
highlight
the
water
maps
program
that's
described
on
page
4-3-5,
salt
lake
city
has
supported
the
water
check
program
for
years,
unlike
the
water
check
program,
which
deals
with
water
waste
one
parcel
at
a
time.
A
A
C
Thanks,
I
I
was
starting
to
read
the
plan
just
a
couple
weeks
ago,
and
one
thing
that
I
wanted
to
comment
on
that
stood
out
to
me
was
a
lot
of
the
discrepancies
in
reporting
that
was
happening
throughout
the
years
and
I
don't
know
exactly
why
that
was.
C
But
throughout
the
past
10
years,
some
years
reported
over
five
thousand
acre
feet:
differences
in
water
reporting
between
like
sales
and
usage-
and
I
just
kind
of
wanted
to
know
more
of
like
why
that's
happening
and
and
what
we
can
do
to
make
sure
we're
accurately
reporting
what
kind
of
water
usage
we're
having,
because
we
do
have
a
pretty
high
water
usage.
C
I
know
we're
I'm
in
a
desert
and
there
are
a
lot
of
golf
courses
around
there's
a
lot
of
lawns.
Over
half
of
our
water
usage
goes
to
landscaping,
and
I
think
that
is
something
we
really
need
to
take
a
look
at
on
like
a
massive
scale
in
our
city
like
how
we
can
better
utilize
native
plants
and
how
we
can
better
utilize
low
water
plants
in
public
areas.
It
just
doesn't
make
sense
to
be
planting
things
that
don't
make
sense
in
a
desert.
C
B
Thank
you,
and
can
we
provide
an
email
so
that
that
ann
can
get
the
information
she
was
asking
for
from
public
utilities?
Great
thanks.
G
G
Is
you
still
effectively
force
zoning
enforcement
to
be
sicked
on
people
that
are
trying
to
lower
their
water
efforts
and
stephanie
doerr
shouldn't
be
tasked
with
and
she's,
been
a
hero
to
many
people
to
try
and
inter
to
stop
the
zoning
enforcement
that
doesn't
make
sense?
I
realize
that
some
people
want
to
have
a
third
of
the
yard
green,
but
it
actually
doesn't
make
sense.
I
walk
the
neighborhoods.
G
G
If
you
really
care
about
water
conservation
and
also
I'm
concerned
that
you're
sending
zoning
enforcement
out
when
it's
a
waste
of
sustainable
fuels,
I
mean
why
waste
fuel
on
that.
Okay,
also,
the
park
strip
issues
really
should
go
into
more
detail
because
we
shouldn't
be
expecting
people
to
spend
a
time
and
water
watering
a
two
foot
wide
park
strip
where
the
city
just
planted
a
tree.
We
just
killed
75
trees
because
we
weren't
thinking
about
that.
G
B
D
Hi
there
I'm
actually
a
professional
horticulturalist
who
works
in
a
water
conservation
garden,
and
I
wanted
to
say
thank
you
for
bringing
up
these
issues.
I
think
the
I've
previously
worked
in
denver
and
seen
a
lot
of
positive
response
to
rebates
and
call
sharing
initiatives.
I
think
that's
a
really
great
thing
to
bring
up
and
encourage
people
to
try
and
get
involved
in
a
way
that
isn't
a
huge
financial
burden.
D
I
also
think
that
the
demonstration
gardens
and
slc
garden
wise
is
a
really
great
thing
that
we
should
be
putting
more
effort
and
money
into.
I
was
a
little
bit
disappointed
to
find
that
I
had
never
even
seen
this
website
before.
I
don't
think
it's
promoted
enough
and
I
think
that
it's
pretty
outdated,
there's
a
lot
of
misinformation
about
what
plants
can
grow
in
different
zones
which
encourages
people
to
buy
expensive
plants
that
will
die
in
the
winter.
D
I
think
consulting
with
more
local
horticulturalists
and
people
in
the
industry
and
also
creating
maybe
community
positions
that
can
have
people
volunteer
their
time
and
experience
in
order
to
make
this
make
sense.
It's
not
just
an
issue
of
creating
the
fundamental
structure,
but
also
making
sure
that
the
information
does
make
sense.
I
think,
going
forward
trying
to
plant
more
plants
that
are
going
to
be
able
to
survive.
D
The
increasing
heat
with
climate
change
is
also
a
key
thing
that
should
be
considered
not
just
taking
into
account
the
water
usage
that
is
happening
now,
and
the
lack
of
water
that
we're
going
to
have
over
the
next
40
years.
D
If
we
continue
the
way
that
we
are,
but
also
looking
forward
into
the
future
of
climate
change
and
what
it's
going
to
mean
in
terms
of
water
usage
and
planning
ahead
and
having
trees
that
aren't
going
to
die
in
10
years
because
of
the
increased
water
capacity
needs
yeah,
so
I
think
trying
to
get
more
people
involved
and
making
it
easier
to
by
using
rebates
and
more
accessible
websites.
My
last
thing
is:
please:
I
know
it's
nice
to
stick
to
a
theme,
great
colors,
that
make
sense
so.
B
B
B
E
A
A
A
B
F
The
council
is
receiving
public
comment
on
a
proposal
that
would
give
the
city
a
way
to
charge
fees
to
docker
shared
mobility
device
companies
that
operate
in
the
city.
These
include
companies
like
those
that
operate
electric
scooters
that
people
rent
and
ride
using
a
smartphone,
so
the
devices
that
you
see
distributed
many
places
throughout
the
city
like
downtown.
F
The
proposal
also
allows
the
city
to
enter
contracts
with
a
limited
number
of
companies
in
order
to
obtain
a
higher
level
of
service
for
city
residents,
both
those
who
use
the
devices
and
those
who
do
not
so
based
on.
What's
in
the
ordinance,
if
the
city
wanted
to
the
number
of
operators
that
provide
these
devices
in
the
city
could
be
limited
to
a
certain
quantity,
and
that
is
everything
that
we
have
on
that
mr
chair.
Thank
you.
A
Certainly,
council
chair,
the
first
commenter
we
have
today
is
otto
umik
and
then
mckenzie
vyayou
and
then
alex
april
otto.
You
are
unmuted.
F
Yeah,
thank
you
good
evening,
honorable
council
and
mayor.
Thank
you
so
much
for
your
leadership
during
this
difficult
time
in
our
city,
I'd
like
to
take
a
moment
on
and
speak
on,
item
b3
the
doppler
shared
mobility.
F
Again,
my
name
is
otto
militowicz
and
I'm
the
operations
manager
for
spin
one
of
the
shared
mobility
device
companies
here
in
salt
lake,
as
an
immigrant
father
and
now
local
residents
for
over
22
years
of
salt
lake
city.
This
is
my
home
and
I'm
committed
to
making
sure
that
spin
scooter
operations
help
fill
transportation
gaps
and
meet.
My
community's
needs
spin
is
committed
to
providing
good
quality
jobs
without
making
employees
settle
for
independent
contractor
status.
F
F
Last
year
after
the
city
launched
the
walker
wheels
campaign,
my
team
and
I
took
a
multi-pronged
approach
to
ensure
users
were
parking
properly
and
not
riding
on
the
sidewalks.
My
team
and
I
personally
walked
up
and
down
downtown
for
over
120
hours.
Educating
our
users
in
person
on
writing
and
parking
laws
while
giving
out
dozens
of
free
helmets
to
users.
F
If
someone
takes
the
local
phone
number
listed,
it
goes
to
one
of
our
local
in-house
w-2
employees
and
we
are
able
to
immediately
deploy
to
ensure
that
the
scooter
is
moved
or
rebalanced
spin
added.
This
text
line
to
make
the
process
of
reporting
scooters
easier
and
more
accessible
with
the
ultimate
ultimate
goal
that
this
proactive
initiative
takes
the
burden
and
time
off
the
city.
F
B
A
I
I
Lyme
is
proud
to
bring
our
operational
expertise
to
the
salt
lake
city
community
and
is
excited
to
collaboratively
build
upon
the
public
private
partnership
we
have
formed.
Lyme
remains
committed
to
listening
to
stakeholders,
input
and
improving
our
operations
in
salt
lake,
in
particular
when
it
comes
to
safety
and
parking
concerns.
I
I
Lyme
is
encouraged
to
see
the
ordinance
moving
forward
and
we
sincerely
appreciate
all
of
staff's
work.
We
are
supportive
of
the
previously
proposed
hybrid
fee
structure
and
would
work
that
would
require
an
upfront
fee
as
well
as
10
cent
per
trip.
A
per
trip
fee
has
strong
support
across
the
industry.
This
approach
would
provide
much
needed
cost
amortization.
As
the
micro
mobility
industry
works
to
ensure
we
remain
viable
in
the
long
term.
I
As
of
may
5th,
the
council
staff
report
reflected
a
fund
balance
of
47
925
lime
supports
the
city
using
these
funds
to
get
the
scooter
program
operational.
We
look
forward
to
improving
our
efforts
and
implementing
best
practices
as
we
work
in
partnership
with
utah's
capital
city.
Thank
you.
So
much.
A
C
Thank
you
so
much
and
good
evening,
honorable,
council,
members
and
mayor,
I
really
appreciate
you
giving
me
the
opportunity
to
give
public
comment
this
evening
on
b3,
so
the
doppler
shared
mobility
ordinance.
So
for
those
of
you
don't
know
me,
you
know
my
name
is
alex
april
and
I
am
the
senior
government
partnerships
manager
for
spin.
C
So
one
of
the
scooter
companies
currently
operating
in
salt
lake
city
spin
is
an
independent
subsidiary
of
ford
motor
company
and
we're
committed
to
partnering
and
aligning
with
cities
in
which
we
operate
in
and
that's
why
we
created
our
partnership.
Promise
partnership
to
us
really
means
that
we're
meeting
shared
goals
around
safety,
responsiveness
and
equitable
service,
so
over
the
past
year
and
a
half
or
so
our
team
has
been
in
regular
communication
with
city
staff
and
local
organizations
to
ensure
that
we
are
meeting
the
city's
transportation
needs
even
during
the
covet
19
pandemic.
C
So,
in
regards
to
the
ordinance
up
for
consideration
tonight,
we
really
appreciate
your
continued
work
during
this
time
to
ensure
that
the
doppler
shared
mobility
program
is
viable
long
term
and
will
be
a
permanent
mobility
program
all
through
the
rfp
process.
C
C
Moving
forward
spin
suggests
that
the
city
put
the
burden
of
compliance
like
issues
of
sidewalk,
writing
and
proper
park
and
improper
parking
on
the
operator
and
keep
companies
accountable,
whether
it
be
through
increased
educational
outreach,
requiring
operators
like
spin
to
implement
a
fee
structure
and
find
structure
for
non-compliant
users,
as
well
as
utilizing
in-house
w-2
employees
to
ensure
safe
and
reliable
deployment,
and
rebalancing
so
really
again
really
appreciate
your
consideration
this
evening.
We
look
forward
to
working
with
all
of
you
in
the
future
and
please,
let
me
know
if
you
have
any
questions
thanks.
A
H
Yeah
hi:
this
is
dave
iltus,
I'm
with
cycling,
utah,
I'm
glad
to
see
that
the
ordinance
has
developed
further
than
the
original
draft.
There's
a
lot
of
improvements
to
it,
but
there
are.
There
are
some
things
that
are
of
a
lot
of
concern.
The
parking
limits
on
where
scooters
and
spare
mobility
can
park
would
seem
to
preclude
parking
at
all
on
streets
like
300
south.
They
tend
to
be
more
restrictive
than
parking
for
automobiles,
like
you
can't
park
within
30
feet
of
an
ada
ramp.
H
So
you
know
the
ada
ramps
on
corners.
Scooters
would
have
to
be
30
feet
away
from
this,
whereas
cars
definitely
don't
have
to
be
that
when
there's
a
parking
place,
cars
can
be
a
lot
closer
than
this.
H
Secondly,
the
insurance
limits
that
are
in
there
it's
great
really
do
they
need
to
be
codified,
should
they
maybe
be
worked
out
administratively
rather
than
stuck
in
law,
so
that
when
you
have
to
change
them
in
three
years
from
now,
you
don't
have
to
go
through
an
entire
process
again,
and
I'm
really
happy
to
see
that
this
is
moving
forward.
H
But
scooters
can't
be
operated
in
the
downtown
traffic
district
on
the
sidewalks
anywhere,
but
yet
salt
lake
city
does
it
has
no
bike
lanes
on
100,
south
or
state
street,
or
you
know
three
quarters
of
the
downtown
streets,
and
this
is
just
you
know,
another
failure
where
you
have
you're
solving
one
problem,
but
really
do
you
really
want
scooters
out
on
state
street
on
a
friday
night
or
on
100
south,
or
you
know,
300
west,
where
you
have
no
good
facilities
whatsoever?
G
Again,
can
you
hear
me
now
yep,
oh
boy,
everything
dave
viltas
just
said.
The
big
issue
here
is
bicycles
have
never
been
a
problem
ever
on
sidewalks,
and
yet
we
outlaw
them
in
the
downtown
corridor
from
sidewalks
that
doesn't
make
sense,
and
yet
we've
effectively
allowed
scooters.
Even
though
they're
illegal
on
sidewalks
downtown
we've
allowed
them
and
they
go
15
miles
an
hour.
G
So
I'm
asking
you
to
do
two
things
out
of
respect
for
bicyclists
who
do
not
kill
pedestrians.
Please
allow
bicycle
riding
on
the
downtown
sidewalks.
We
we
have
a
lot
of
tourists
who
are
using
the
green
bikes
on
sidewalks.
They
shouldn't
be
breaking
the
law
amy.
You
want
to
decriminalize
some
of
the
stuff.
This
is
a
good
place
to
start,
allow
bicycling
on
sidewalks
downtown
and
don't
allow
scooters
in
salt
lake
city
until
they
have
a
speed
switch
that
limits
them
to
five
miles
an
hour.
Those
are
my
comments
and
thank
you.
Dave
viltas.
B
Okay,
then,
do
I
have
a
motion.
A
B
I
have
a
motion
from
councilman
romano
in
a
second
from
council
member
julian.
Is
there
any
discussion
to
this
see
none
we'll
go
ahead
and
proceed
to
a
roll
call,
though
council,
member
rogers.
C
C
B
And
then
yes,
as
well,
that
passes
unanimously
with
one
absence
that
brings
us
to
agenda
item
b4,
which
is
an
ordinance
creating
an
appeal
hearing,
officer
system
and
repealing
the
civil
service
commission
and
employee
appeals
board
before
we
open
the
public
comments.
I'll
turn
the
time
over
to
ben
ludke
council
staff
policy
analyst
to
give
us
a
short
introduction.
A
A
A
C
G
Okay,
I'm
assuming
you
can
hear
me
now,
I'm
against
this
ordinance,
police,
fire
and
public
safety
personnel
are
not
the
same
as
regular
employees.
They
risk
their
lives
and
I'm
concerned
that
you
don't
have
full
backing
of
the
public
safety
employees
with
this
ordinance.
I
recognize
why
you're
trying
to
do
it
and
I
there's
there
are
good
arguments,
but
I
don't
think
it's
good
enough
if
you
don't
have
full
buy-in
with
the
public
safety
employees,
so
I'm
asking
this
ordinance
to
be
reevaluated
and
analyzed
with
the
public
safety
employees.
G
You've
already
lost
over
50
in
the
last,
what
four
months,
public
safety,
employees
from
salt
lake
city?
That's
a
big
issue
and
I'm
worried
that
this
ordinance,
if
it's
not
getting
the
full
buy-in
by
public
safety
employees,
you
are
going
to
encourage
more
police
and
public
safety
employees
to
leave
and
work
with
other
departments.
G
Upend
our
system,
one
person,
should
not
be
relied
on
to
do
everything
in
this
issue.
I
I
recognize
why
you
want
to
make
sure
it's
fair
and
open
and
realistic
and
respectful,
but
one
person
is
not
the
way
to
do
it.
I
urge
you
not
to
adopt
this
ordinance,
because
we
should
have
a
better
analysis
and
buy-in
by
public
safety
employees.
Those
are
my
comments
thanks
for
listening.
B
E
B
Dugan,
yes,
valor,
yes,
and
I'm
a
yes
as
well
with
one
absence
that
passes
unanimously.
B
Let's
see,
we
are
now
at
section
section
c
of
our
agenda,
which
is
potential
action
items
we
have
none
scheduled
for
tonight
and
section
d.
Is
our
public
comment
section?
First,
we'll
start
with
questions
from
the
city
council
to
the
mayor
mayor
mendenhall.
Thank
you
for
being
here.
Are
there
any
questions
for
the
mayor?
B
Okay,
thank
you.
Everyone
we'll
go
to
section
d2,
which
is
comments
to
the
city
council
I'll,
go
ahead
and
go
through
the
rules
for
the
general
public
comment
period.
B
We
welcome
comments
on
any
items
that
were
not
previously
listed
or
heard
in
the
public
hearings
section.
If
you've
commented
about
an
item
in
the
public
hearing
section,
please
do
not
repeat
your
comments.
In
the
general
comment
section,
the
council
is
committed
to
an
orderly
official,
orderly,
efficient
meeting
and
repetitive
comments
in
the
public
comments.
Section
do
not
facilitate
that
legitimate
government
objective.
B
Our
staff
will
provide
you
with
other
forums
to
make
additional
comments
on
any
topic
that
was
previously
discussed
before
I'd
like
to
restate
our
rules
of
decorum
for
anyone
that
may
have
joined
late.
As
I
mentioned
earlier,
the
city
council
has
always
had
rules
of
decorum
and
are
that
are
narrowly
tailored
to
advance
the
legitimate
government
objectives
of
having
an
orderly,
efficient
meeting
that
moves
through
the
agenda
and
gives
everyone
the
opportunity
to
voice
their
opinions.
B
We
had
these
rules
of
decorum
when
we
were
meeting
in
person
and
it's
important
that
we
continue
that
that
engagement
and
provide
an
orderly,
non-disruptive,
efficient
and
safe
opportunity
for
all
people
to
comment.
Even
when
we're
meeting
virtually
in
person,
we
have
the
added
benefit
of
being
able
to
see
each
of
the
commenters
which
help
us
get
to
know
our
constituents
and
engage
with
them
meaningfully.
I
want
to
reiterate
that,
as
we
continue
to
meet
electronically,
we
still
want
to
provide
a
safe
space
for
people
who
feel
comfortable
and
safe
to
participate.
B
Our
rules
of
decorum
extend
from
the
moment
that
you
arrive
in
our
virtual
meeting
until
the
end
of
the
meeting
to
help
facilitate
our
comment
period.
Please
be
respectful,
avoid
yelling
or
making
any
racial
slurs
obscene
or
defamatory
remarks.
The
council
respects
all
points
of
view
and
we
welcome
new
insights.
However,
using
foul
language
and
personal
attacks
make
the
public
comment
forum
uncivil
and
intimidating
for
others.
B
If
you
feel
you
need
to
use
profanity
to
express
your
point,
you're
welcome
to
email,
city,
council
members
or
call
our
comment
line
at
801
535,
six,
five,
four.
Based
on
that,
we've
modified
our
rules
a
little
bit,
and
this
will
be
considered
your
advance
warning
against
the
use
of
profanity
someone
uses
profanity.
We
will
meet
your
microphone
and
you
may
forfeit
your
turn
to
finish
your
comments.
B
In
addition,
just
as
we
would
ask
for
your
name
at
our
in-person
meetings,
please
provide
the
first
and
last
name
prior
to
speaking
at
the
public
comment
period
to
limit
disruption
and
ensure
the
official
operation
of
our
meeting.
The
first
and
last
name
cannot
include
a
message
or
violate
our
rules
of
decorum.
B
If
your
registered
name
doesn't
meet
this
requirement,
then
our
staff
will
create,
or
we
use
the
chat
feature
to
gather
that
information
for
you
before
you'll
be
allowed
to
comment,
if
you're
unable
to
give
a
first
and
last
name
that
meets
this
requirement,
our
staff's
happy
to
direct
you
to
another
forum,
because
your
message
is
still
important
to
us.
Amanda
lau
from
our
staff
will
continue
to
help
coordinate
with
meeting
attendees
for
public
comment.
Please
monitor
the
chat
section
for
information
and
or
feel
free
to
message
our
staff
with
any
questions
again.
B
The
staff
member's
name
is
him
and
lau
amanda
will
take
your
first
and
last
name
and
bobby
will
be
calling
the
names
of

When
it's
your
turn
to
speak.
The
meeting
host
will
unmute
your

You
may
state
your

then
the

begin
at
the

minute
mark.
The

will
announce
time
and
your
microphone
will
be
muted.
B

course,
if
you're
unable

Would
you
go
ahead
and
announce
the
first
three
individuals
who
are
here
to
speak.
A
Thank
you,
council,
chair.
First,
we
have
arthur
sandack,
followed
by
yvette
melby
and
then
ann
charles
arthur.
You
were
unmuted.
G
Look
forward
to
the
future
and
and
see
what
comments
I
can
make.
It
would
be.
G
B
I
Hi,
thank
you
so
much
for
hearing
my
comments,
council,
people
and
mayor
mendenhall.
My
name
is
yvette
melby,
garcia,
I'm
a
long-term
resident
of
salt
lake
city
and
I
just
wanted
to
bring
something
to
the
attention
of
the
council
and,
if
possible,
get
some
direction
on
where
to
bring
this
issue.
If
this
isn't
the
appropriate
place,
I'm
seeking
to
have
the
city
enact
a
an
ordinance
or
a
law
to
prohibit
the
open,
carry
of
weapons
in
public
parks.
I
My
friend
and
I
were
recently
walking
in
sugarhouse
park
on
a
saturday
afternoon
I
had
my
nine-month-old
baby.
We
were
walking
and
were
confronted
by
a
political
rally
that
had
entered
the
park.
Several
armed
men
with
high
caliber
assault
rifles,
exited
their
vehicles
and
directly
threatened.
My
friend
and
I
making
specific
racial
threats,
threats
of
violence
to
my
friend,
we
did
not
feel
safe.
Again.
I
I
had
my
baby
with
me
as
well,
and
I
have
a
very
big
concern
that
we
are
allowing
people
with
weapons
to
be
in
our
public
spaces
like
that
in
our
public
parks.
I
understand
that
it
is
a
legal
right
to
open
carry,
but
I'm
asking
that
the
city
consider
to
not
open
carry
I'm
sorry,
that's
my
baby
to
prohibit
the
open,
carry
in
public
parks.
I
Specifically,
I
understand
this
is
just
a
comment
section,
so
I'm
not
sure
how
I
get
feedback
back,
but
I
plan
also
to
directly
contact
the
mayor's
office
as
well
as
some
folks.
I
know
in
the
house
of
representatives
and
the
senate
and
the
utah
legislature.
B
B
C
Thanks,
firstly,
I
just
wanted
to
support
like
vocalize
my
support
for
the
fairmont
bear
park
public
market.
I
think
that's
a
really
good
initiative
and
I
like
the
work
that
you
guys
have
put
behind
it.
The
second
thing
I
wanted
to
just
comment
on
was:
I
was
looking
at
the
raise
up,
slc
fund
that
you
guys
all
started.
C
I
had
someone
asked
me
how
to
access
the
funds
there
or
the
assistants,
and
I
was
looking
it
up
and
I
couldn't
find
anything
and
I
think,
if
we're
going
to
say
we're
going
to
be
giving
people
500
debit
cards,
we
should
have
like
a
way
for
them
to
access
that
easily.
It
went
to
the
website
and
then
I
went
to
the
website
of
the
fund.
C
That's
also
helping
support
it
and
I
couldn't
find
anything
there
of
like
ways
to
apply
or
who
qualifies,
and
I
think
that's
a
pretty
large
concern
if
we're
trying
to
get
these
funds
to
people,
I
don't
know
if
they're
available,
yet
I
really
don't
know
anything
about
it
other
than
I
donated
some
money,
and
I
don't
know
where
it's
going.
So
that's
a
pretty
large
concern
to
me.
I
had
emailed
my
councilman,
but
I
understand
it
was
like
the
holiday
weekend.
C
A
H
Hi
this
is
dave
eltis.
I
had
some
comments
on
a
variety
of
subjects.
The
first
one
is
this
is
a
plea
for
the
council
to
please
fix
your
website
so
that
you
can
read
the
agenda
and
the
pdfs
and
that
from
a
mobile
phone.
H
This
has
been
a
constant
problem
for
years
since
you
switched
to
the
new
system
and
your
weekly
emails
are
completely
uninformative
and
worse
than
the
system
you
had
before,
where
you
actually
sent
out
the
agenda
and
the
email,
it's
not
that
hard,
a
technological
problem,
but
it
leaves
the
citizenry
uninformed
or
less
informed,
with
more
barriers
to
find
out
what
you
guys
are
doing,
and
just
please
fix
this.
So
let's
see
comments
the
trees
that
all
fell
in
the
tragic
windstorm
we
had.
H
I
emailed
the
mayor
and
mayor's
chief
of
staff
and
such
on
an
item
on
tickets
for
transit
for
airplane
tickets.
I'd
love
to
see
people
get
a
free
tracks
ticket
when
they
purchase
an
airline
ticket
so
that
we
reduce
the
number
of
cars
that
are
driven
out
to
the
airport.
H
Let's
see
2200
west
right
now
in
terms
of
what's
going
on
out
there.
It's
an
environmental
tragedy
in
slow
motion
where
there
are
more
warehouses
going
up.
Wetlands
have
been
filled
in
it's
just
incredibly,
it's
just
tearful
out
there
to
see
the
number
of
of
just
crap
that
goes
in
that's
filling
in
what
used
to
be
beautiful,
open
space
and
habitat
for
marsh
hawks
and
mallards
and
other
things,
and
now
we
just
have
warehouses
and
and
such
2100
south
there's
a
petition
out
there.
B
Hello
dave,
we
lost
you.
If
you
can
hear
this
yeah
I
can
hear.
Can
you
hear
me?
Yes,
sorry,
you
just
dropped
off
at
the
previous.
B
Oh,
I'm
sorry,
okay,
sorry!
That
was
the
reason.
Thanks
dave,
if
you
want
to
email
us
the
rest
of
your
comments.
Next
commenter.
A
B
Sorry
before
we
go
to
george
bobby
or
amanda
isabet
still
on
the
line.
B
Okay,
that
I
just
based
on
some
of
the
information
that
was
given
the
mayor
suggested
that
I
want
to
reach
out
to
the
police
and
report
that,
as
like
a
potential
hate
crime,
or
you
can
also
report
it
as
as
a
concerning
like
hate
rhetoric
that
can
be
passed
on
to
the
fbi.
B
A
G
Oh
boy,
okay,
you
have
an
animal
services
contract
with
the
county,
but
the
county
stopped
giving
free
senior
licenses.
Salt
lake
city
should
step
up
and
work
something
out
with
the
county
to
re
re-implement
senior
licenses
for
pets
companion.
Animals
are
important
for
a
lot
of
seniors
and
we
shouldn't
be
encouraging
them
to
get
rid
of
them.
That's
wrong.
G
Also.
We
need
more
lighting
at
the
research
centers
and
chief
brown
mentioned
that
the
mobile
cop
cam
they
had
at
st
marks
was
very
effective.
So
why
can't
we
have
a
mobile
cop
cam
in
just
more
than
a
couple
in
the
city.
The
resource
centers
need
them.
A
lot
of
other
crime
areas
need
them.
Ninth,
south
13th
south,
and
we
also
need
more
than
10
cops.
We
talked
about
this
before
and
finally,
let's
talk
about
who
do
I
have
to
talk
to
to
see
about
reducing
pollution,
which
probably
is
around
50
of
our
vehicle
pollution?
G
How
do
we
reduce
pollution
from
diesel
trucks?
Idly?
G
The
particulate
matter,
in
particular
so
and
20
percent
of
light
and
medium
due
to
diesels,
fail
emission
standards
and
one-third
of
those
are
illegally
modified.
So
why
isn't
this
city
actually
working
on
a
very
easy
way
to
reduce
pollution
time
by
stock
measles.
D
Hi
there
I
also
would
like
to
bring
up
the
topic
of
accessibility.
It's
been
brought
up
a
lot
before
issues
with
the
website
issues
with
just
information
that
isn't
as
readily
available.
I
see
that
there
have
been
great
strides
made
in
like
certain
topics
of
interest,
having
specific
pages
for
them
that
are
accessible
like
some
of
the
homeless
encampment
pages
and
issues
around
different
zoning
that
people
are
taking
interest
to,
but
I
think
that
there
needs
to
be
more.
D
This
isn't
a
personal
request
which
I
think
these
are
sometimes
interpreted
as
I
do
not
personally
want
information.
I
want
this
information
to
be
accessible
to
everyone.
I
want
all
citizens
of
salt
lake
to
be
able
to
use
this
website
and
to
be
able
to
access
this
information.
This
is
not
an
issue
of
me,
not
understanding
how
to
use
website.
This
is
not
an
issue
of
me
wanting
information
sent
specifically
to
my
email.
This
is
an
issue
of
why
information
is
not
accessible.
D
To
begin
with,
I
think,
having
more
accessible
information
will
lead
to
more
informed
constituents.
Who
can
then
more
have
better
conversations
with
you.
I
hear
a
lot
of
comments
from
people
that
are
misinformed
and
it's
not
because
they
are
not
interested
or
passionate
it's
because
they
are
not
getting
the
information
from
the
website
they're
getting
misinformation
because
they
don't
fully
understand
what
is
going
on
and
I
think,
being
able
to
get
that
information
through
the
website
is
the
easiest
way
of
making
it
accessible
to
people.
D
A
I
know
that
we've
had
two
callers
now
ask
about
the
website.
Accessibility,
and
I
mean
I've-
looked
through
the
website
multiple
times
and
we
can
always
do
better,
but
I'm
intrigued
by
figuring
out
sort
of
details
that
might
be
helpful
to
understand
what
they're,
where
they're,
coming
from
on
specific
things
to
help
us.
So
if
we
can
get
their
name
to
be
off,
I
know
we
know
who
they
are
actually,
but
maybe
follow
up
offline
a
little
bit
and
see
figure
out.
D
Sorry,
mr
chair,
just.
A
D
Are
some
sort
of
interesting
like
cyber
security
challenges
that
we're
dealing
with,
and
so
it's
as
like
anything
we
do
within
our
lives,
it's
not
as
simple,
but
our
staff
definitely.
A
Thank
you,
yeah,
I'm
just
nothing's
sticking
out,
obviously
on
the
phone
sort
of
axis
of
it
to
me.
That's
why
I'm
just
trying
to
figure
out
if
I
need
more
information
to
be
helpful.
Thank
you.
A
Commenter
council
chair
next
we
have
lisa
hazel,
lisa
you're
unmuted.
C
Hi,
I'm
really
upset
about
the
street
lights
in
salt
lake
city.
I
feel
like
they're
getting
worse
and
I
think
that
some
areas
that
I've
noticed
are
pretty
bad
are
nice
and
ninth
east
and
it
seems
like
there
are
more
street
lights.
I
know
there's
another
street
light,
and
that
was
just
well.
It's
not
recent.
Now
it's
probably
been
about
10
months,
but
there
was
a
new
street
light
put
in
on
in
between
south
temple
and
first
south
on
the
west
side
of
the
street
closer
to
south
temple.
C
It's
new
and
the
light
is
extremely
bright.
I'm
not
happy
with
public
utilities
and
it
seems
like
public
utilities
doesn't
and
they
whenever,
whenever
they're
like,
I
send
an
email
to
public
utilities,
supporting
low
and
low
color
temperature
bulbs,
and
basically
it
just
seemed
like
they
just
keep
putting
in
really
really
bright
ones
and
maybe
they're
putting
in
slightly
lower
color
temperature
bulbs.
But
it's
really
doesn't
seem
like
it
and
it
just
seems
like
I'm.
It
just
seems
like
I
haven't
done
anything
and
every
time
I've
emailed
I've
emailed.
C
I
just
get
the
I
get
ignored
or
I
get
the
runaround
and
I'm
tired
of
it.
I
don't
like
it,
so
I'm
just
wondering
if,
if
the
council
can
do
something
about
this
and
make
it
a
priority,
because
part
of
the
reason
this
is
so
important
is
for
wildlife
and
for
bugs
in
general
to
have
their
time
cycle.
B
Thank
you.
We
can
try
to
get
some
better
contact
information
for
you
on
that,
robert
or
amanda.
If
you
can
help
with
that.
A
B
Okay,
let's
see,
then
that
concludes
our
open
public
comments
for
the
evening.
Thank
you
to
everybody
who
called
in
and
made
a
comment
we'll
move
to
item
e
on
our
agenda,
which
is
new
business.
We
have
no
new
business
scheduled.
That
brings
us
to
our
unfinished
business.
B
Oh,
thank
you
sorry
about
that.
We're
just
getting
some
messages
coming
in
from
me
to
me.
So
thank
you
for
everybody
and,
like
I
said,
we'll
move
on
to
item
f1,
unfinished
business.
That
is
a
new
ordinance
for
the
police
department's
use
of
body-worn
cameras.
B
Okay,
sorry
now
we
did
get
a
comment
from
someone
saying
that
they
don't
have
a
comment,
but
they
did
want
to
congratulate
the
council
on
the
new
public
comment
format
with
fantastic
improvement,
and
so
I
wanted
to
share
that
feedback
with
everybody.
So
thank
you,
sorry
for
the
disruption.
Let's
go
back
to
agenda
item
f1
the
ordinance
on
the
police
department's
use
of
body-worn
cameras.
A
B
E
B
A
C
B
Okay,
that's
okay!
That
passes
unanimously
with
two
yes
votes
from
councilmember
fowler
and
one
absence
we
will
move
to
part
g
of
our
agenda,
which
is
the
consent
portion.
We
do
not
have
any
consent
portion
of
our
agenda
for
tonight,
so
that
does
conclude.
Let
me
just
make
sure
for
this
message
from
cindy.
B
Thanks
cindy,
I
think
that's
all
we
have.
Unless
is
that,
isn't
anyone
am
I
missing
anything?
H
A
A
A
health
department
response
I
am
currently
working
out.
