council

the
best
decisions
to
keep
people

local

just
want
to
reiterate,
because
this
can

city's
financing
mechanism

such
as

glendale
and
marmalade
libraries,
and
this
particular
budget

debt
service
on
those
bonds
each
year,
while
the
title
references,

capital
projects
account.

not
include
any
of
the
capital

reviewed
and
recommended

mayor

funded

funded

safe
side
streets

collaborative
effort
to
look
at
calming
streets
for
the
residential
neighborhoods
adjacent
to
the
very
busy
sugar
house
district.
It

a
collaborative
project

look
at.
How
can
we
safely
quiet
the
streets
without
impacting
our
fellow
street
mates
in
a
negative
way?
For
example,
if
we
were
to
make
the
street
calmer
on
hollywood
and
then
it
impacts
the
ramona
traffic,
it
doesn't
benefit
our
neighbors.
We
are
excited
to
have
some
baseline
information
from
which
we
will
work
to
do
those
interventions.

will

other
parts
of
salt
lake
city
in
terms
of
safe
side
streets
and
calming
and
we'd
like
to
ask

safe
side
streets,

get
funded

order

learn,

also
impact

one-time
funding,
needs
to
be
investigated,
but
you

not
been
critical
of
the
10
million
going
to
golf
courses.
I'd
rather
that
go
towards
subsidizing.
Early
childhood
education,

offset
tax,
increases,
enriching
more
constituents
than
the
small
number
of
golfers
or
helping
the
homeless
members
of
our
community.

salt
lake
city
golf
course

profitable,

close

indigenous
wildlife
preserves.

minimize
water

being
more

with
the
efficacy

policing

shown

their

day

saw
five

six
cop
cars
responding
to
homes

talk
about
the
outrageous
police
budget
one.
I
agree
with
the
previous
person
that
we
should
separate
our
social
workers
and
those
non-officers
out
of
the
police
department,
because
they
aren't
top
stops
and
it
didn't
do
better
for
them
to
be
in
a
different
thing,
but
in
light
of
recent
events
in
people
may
want
to
throw
even
more
money
at
the
police.
But
it's
clearly
not
the
answer
you
know
in
texas.
Uvalde
also
gave
around
a
fourth
of
their
city
budget.

You
know
in
a
2019
journal
of
adolescent
health,
looked
at
179
school
shootings
on
school
grounds
and
found
no
evidence
that
having
police
officers
that
prevent-
or
these
things
in
fact
having
police
on
school
grounds
is
found
to
make
shootings
more
severe.
So
the
data
supports
that
police
are
going
to
be
stopping
mass
shootings
and
often.

budget
as
a
whole
that
we
should
not
school
course
officers,
we
should
take
skill
hit
out
of
schools
because
and
don't
and
as
well
as
get
rid
of
the
promising
youth
program.
That
was
a
grant
a
one-time
grant
that
then
the
cops
hope
that
we're
gonna
fund
and
we
just
shouldn't-
be
funding
these
grants
that
they
have
no
way
to
fund
after
condition

lot
of
times.

during
the
wilson
administration
I
was
on

mayor's
advisory
committee,
for
the
budget
was
a
very
effective
way
for
non-biased
citizenry
to
participate
in
the
budget
process
that
has
been
lost.
It
seems
to
be
internal
now
and
our
only
opportunity
is
this
budget
public
hearing,
which
I
appreciate
I'd
like
to
point
out
that
one
of
the
things
that
I've
been
involved
in
is
the
steiner
aquatic
center
that
was
funded
privately,
was
not
funded
by
the
city
and
it's
about
35
years
old.

think
that's
that's
unfortunate
salt
lake
city
delegates,
a
lot
of
responsibilities
that
are
typically
part
of
the
city
administration
to
salt
lake
county,
namely
animal
control.
We
have
a
really
good
size
problem,
as
dan

recognize,
certainly
in
miller
bird
refuge
with
off-leash
dogs
for
us
to
contact
an
agency,
that's
clear
down
in
sandy
or
wherever
they
are.
Obviously,
the
response
time
is
not
going
to
work
and
so
we're
getting
we're
getting
absolutely
no
timely
benefit
from
this
deferred
or
absentee
agency.

yet.

still
want
an
unneeded
property
tax
increase
which
is
like
shacking
down
everyone,
not

pillows.

asked
citizens
to
decrease

budget
is

road
diet
for
21st

reductions
did
not
need
a
redoing
of
all
fees
for
cost.

it
a
few
years
ago

I

been
a
few

hasn't

the
trees
and

landscaping

city

like
to
see
if
they
can
revisit
the
budget

serving

the
last

non-profit
board

friends

the
salt
lake
city
cemetery
and
wanted
to
thank
the
mayor
for
her
proposal
to
potentially
include
some
needed
road
work
and
infrastructure
work
within
the
cemetery
in
a
proposed
bond.

also

want
to
thank
the
council
for
having
adopted
a
master
plan
in
the
16
years.
I
served
on
the
council.

It
was
something
that
I'd
always
hoped
would
take
place
and
and
setting
a
roadmap
about
how
we
could
restore
and
put
back
into
a
much
better
state,
a
needed
public
infrastructure
and
it's
a
cultural
heritage
as
well
and
as
well
as
a
arboretum
and
providing
lots
of
natural
green
space,
and
so
I
think,
as
we
work
together,
both
as
a
as
a
non-profit
working
with
the
community
and
and
certainly
the
city
and
trying
to
improve
that
great
facility.

Right,

colby
resident

district
four,
I
have
a
few
comments
about
the
budget
and
the
fee
structure.
First,
I
think
the
good
landlord
program
discount
is
utterly
unjustified.

I
can't
imagine
why
20
versus
342
can
possibly
be
legitimate,
and
I
would
ask
the
council
also
fund
a
program
evaluation
to
see
if
the
good
landlord
program
is
actually
functioning
as
as
designed,
I
would
think
that
there
should
be
a
distinguishment
between
small
landlords,
maybe
20
units
and
smaller,
and
our
big
real
estate
investment
trusts.
I
also
am
strongly
objecting
to
the
yet
another
bailout
of
the
gulf
enterprise
fund.
This
is
not
about
golf
as
a
sport.
This
is
about
holding
an
enterprise
fund
fiscally
responsible.

feel
like
I'm
caught
somehow
between
like
caddyshack
and
what
was
the
other
bill,
murray
movie
that
had
to
do
with
golf
that
one
with
the
groundhogs
that
was
caddyshack
and
groundhog
day
anyway.
It
has
been
10
years
now,
basically,
that
you
are
bailing
out
the
golf
fund,
either
put
the
golf
fund
under
parks
and
just
get
rid
of
the
charade
or
make
them
either
raise
fees
or
drop
annual
expenses
to
balance
the
budget.
This
is
we're
not
getting
the
rest
of
us
we're
funding.
This
aren't
getting
this
and
golf
monopolizes.

An
enormous
amount
of
land
for
a
single
use
nobody's
died
of
not
knowing
how
to
play
golf,
but
plenty
of
people
have
died,
not
being
able
to
swim,
and
it's
much
more
justified
to
subsidize
swimming
I'd
also
say
that
we
really
need
to
put
that
trillion.
Dollars
could
really
help
westside
kids,
instead
of
putting
them
out
there
as
somehow
tokens
in
front
of
subsidizing,
mostly
wealthy
white
golfers,
we
really
need
more
money
into
safe
and
complete
streets.

recommended

there
were
dozens
of
proposals
and
this
one

just
below

the
list
that

recommended,

we

identified.

for
helping
identify
funding
for
a
park
in
a
part
of
the
city
where
there
are
no
parks.

We've
identified
a
couple
of
funding
sources
that
where
there
is
money
available,
the
parks
impact
fee,
in
particular
we've
identified,
uses
for
the
park.
There's
been
a
tentative
budget
put
together
by
city
staff,
which
we
really
appreciate,
and
we
hope
you
will
allocate
sufficient
money
that
that
can
be
considered
when
you
take
up
the
cip
budget.

to
speak
for
a
few
moments,
I'm
also
from
the
friends
of
the
salt
lake
city
cemetery.
This
is
a
non-profit
organization,
that's
fairly
new
we've
we're
organized
to
advocate
for
the
cemetery,
providing
support,
public
engagement
and
also
identify
exterior
non-public
sources
of
funding.

We
believe
there
is
a
good
good
potential
for
those
those
funding
sources
and
particularly
if,
as
the
mayor
has
designated
some
of
the
critical
primary
needs
of
the
cemetery,
which
are
the
roads
and
the
irrigation
have
can
be
addressed
as
as
mayor
mendenhall
has
proposed.
I
would
just
like
to
say
that,
while
we're
guided
by
the
excellent
2017
master
plan,
I
have
been
struck
by
what
the
the
role
this
cemetery
plays
in
our
city.
It's
sacred
space.

It's
filled
with
family
burials,
incredible
historic
value,
ecclesiastical
leaders,
civic
leaders,
criminals,
veterans,
artists,
poets,
are
buried
there,
precious
open
space,
121
acres,
it's
actually
the
largest
single
space
open
space
in
the
city's
open
space
network.
It's
been
designated
as
an
arboretum,
that's
a
high
standard
in
recognition
in
support
of
its
incredible
mature
trees,
some
of
which
are
gone,
and
particularly
also
it's
a
wildlife
refuge.
Avian
refuge,
people
use
it
for
contemplation
jogging
is
a
part
of
the
trail
system.
It's
just
a
treasure
of
the
city.

known

have
been
involved

city
government
county

one

them

forget
the

everybody
went
epileptic
and
they
said
that's
not
the
way
to

it,

reminds
me

old
federal
government

like
they've
got

neighborhoods
identified
as
city
registered
districts
buried
in
the
budget
is
a
request
for
funds
to
update
the
surveys
for
the
city
registered
districts.
This
request
might
appear
to
be
a
possible
place
to
trim,
but
is
essential
for
both
homeowners
and
developers.

have
seen
very
depressing
outcomes
when
there
was
ambiguity
about
the
status
of
a
building
developers
need
to
know
at
the
outset
what
the
city's
expectations
are.

need
to
know
so
that
they
can
avoid
making
changes
which
would
compromise
the
status
of
their
house
as
well
as
their
own
eligibility
for
the
tax
credits.
The
planning
division
has
just
launched
an
impressive
program
to
notify
property
owners,
but
knowing
that
your
property
is
in
a
district,
doesn't
tell
you
the
contribution
that
your
just
your
building
makes
to
the
district.
It
takes
an
expert
to
do
that.

cycling
utah,
and
I
wanted
to
comment
on
the
transportation
budget.
There's
various
aspects
of
that,
I'm
hoping
you
would
increase
the
budget
for
transportation
planning
as
too
many
things
keep
falling
through
the
cracks
because
transportation,
the
division
of
transportation
planning,
does
not
have
enough
personnel
resources
time
to
make
sure
that
projects
are
done
in
the
best
way
possible
and
with
the
recent
deaths
of
pedestrians
and
bicyclists
on
our
streets.

This
is
just
not
acceptable.
A
south,
for
example,
was
just
repaved
west
of
state
street
great
opportunity
to
make
three
three
or
four
blocks
of
that
much
safer.
Absolutely
nothing
was
done,
and
this
is
in
part
because
of
the
lack
of
coordination
between
transportation,
engineering
and
streets
which
all
three
of
those
need
to
be
combined
into
one
transportation
department
and
not
this
ridiculous
system
that
we
have,
where
the
three
often
have
infighting
and
don't
do
the
right
thing
in
terms
of
the
funding,
our
future
sales
tax.

I
would
ask
that
you
please
stipulate
that
the
city
has
to
follow
their
own
law.
They
broke
that
egregiously
on
first
south
and
where
first
south,
the
reconstruction
of
first
south
is
blatantly
illegal,
how
they
did
that
without
installing
bike
lanes
and
also
by
putting
in
a
road
diet
that
didn't
blow
or
by
not
putting
in
a
road
diet
rda
on
state
street
transportation.
The
plan
for
that
is
terrible
in
terms
of
the
so
I
don't
know
if
this
is
the
rda
budget
or
not,
and
then
lastly,
the
traffic
signs
and
markings.

importance
of
this
program
became
clear
while
serving
as
a
commissioner
and
understanding
that
we
need
a
proactive,
community-based
approach
to
incentivizing
young
men
of
color
to
become
civically,
engaged,
removing
obstacles
to
secondary
education
and
post-employment
and
making
sure
that
our
current
youth
are
taken
care
of.
So
I
would
like
to
say
thank
you
to
mayor
mendenhall
for
supporting
my
brother's
keeper
and
putting
this
in
her
budget.

want

see
officers
come
over
from
other
jurisdictions,
but
community
policing
requires
that
we
go
directly
to
our
communities
if
it's
door-to-door
and
we
educate
people
on
community
policing
and
ask
them
what
we
see
here.

in

protected

and
start
biking
and
help

complaints

trafficking
associated

be
used
and

buses

citizens
are
not
seeing
what

promised.

needs
an
audit
and
review

they
are
planting

watered

sugar
house
bark
and
finally,
dave
viltas
is
right
about
eight
south

for

the
monetary

money
provided
by
the
foundation
is
we're
grateful
for
that
and
it's
nice
to
have
a
way
to
dispose
of
firearms,
but
in
order
to
efficiently

cost
efficiently
incentivize
people
turning

firearms,
there
needs
to
be
a
deeper
consideration
more
than
fifty
dollars
for
a
handgun
and
more
than
a
hundred
dollars
for
an
assault
rifle.

almost
would
turn
off
the
people
that
have
these
arms.

to

breath,
it
doesn't
mean
that
we
shouldn't
be
working

city

state
leaders

common

active
service

can
serve

processes

salt
lake
city,

heard

probably

year
and
a
half
talk
about
the
disaster
of
what
salt
lake
city
transportation
did
on
100
south
by
not
following

law

violating
principles
of
the
federal
highway
administration
and
just
make
basically
making
a
car
friendly
street
and
a
bike
unfriendly
street
10
days
ago,
or
so
I
filed
a
complaint
with
the
city
attorney's
office
regarding
this
a
detailed
eight-page
complaint
that
goes
point
by
point,
with
every
single
thing
that
the
transportation
division
and
completes
the
complete
streets
committee
stated,
as
for
their
reasons,
to
not
put
in
bike
lanes
on
100
south,
despite
the
fact
that
it
was
paid
for
by
our
funding
our
future
bond
and
despite
the
fact
that
we
have
a
complete
streets,
ordinance,
salt
lake
city
has
no
check
and
balance
system
whatsoever.
