previous
briefing

using
tax
increment
numbers
that
had

estimated

county,
and
we
now
have
final
confirmed
numbers
from
the
county
which
are
different.
So
the
last
budget
amendment
for
the
RDA
of
each
fiscal
year
is
a
true
up
where
we
take
the
estimated
amounts
and
then
we
adjust
them
based
on
actual.

the
very
bottom
in
the
right
hand,
corner
the
final
confirmed
amounts
are
six
hundred
and
twenty
thousand
dollars
less
than
the
county,
estimated
across
all
of
the
project
areas,
but
compared
to
what's
in

annual
budget,
it's
five
and
a
half
million
dollars
more
than
estimated
every
project
area
except
the
central
business
district.
All
the
other
project
areas
have
more
property
tax
increment
than
estimated.

this

a
summary
table

discretionary
items,
so
most
of
the
47
items
in
the
budget
amendment
are
legally
required
and
those
automatically
adjust
based
on
the
actual
property
tax
increment
that's
received.
These
are
the
pass-through
payments
to
taxing
entities,
mostly
the
city,
the
library,
the
school
district.
They
are
property,
tax,
increment
reimbursement
agreements
with
private
property
owners,
and
there
are
other
legal
obligations
and
contracts
as
well,
so
those
are
automatically
adjusted

Several
of
these
items
are
listed
as
transition
holding
accounts,
and
you
will
also
see
this
in
the
budget
book
for
the
RDA

fiscal
year
2024..
This
is
a
new
approach
where
the
amount
of
the
tax
increment
above
the
legal
obligations
is
put
into
this
transition
holding
account.
So
the
board
can
consider
it
in
the
annual
budget.
We
hope
this
is
a
simpler
approach
in
previous
years.
You've
had
funding
requests
for
the
same
item
in
the
budget
amendment
and
in
the
annual
budget,
and
it
can
be
confusing
to
consider
those
at
the
same
time.

these

coming
from
arpa.
The
American
Rescue
plan
act,
but
they're
now
proposed
to
come
from
general
fund
balance.
There
is
a
corresponding
item
in
general
fund
budget
amendment
number
six.
We

but
it's
changing
the
funding
source
from
arpa
to
the
general
fund.

million
dollars

combined

two
existing
property
acquisition

share
some
good
news
and
end
on
a
high
note.
Most
of
you
know
that
last
week
we
cut
the
ribbon
on
the
Astra
project,
formerly
known
as
255
South
State,
formerly
known
as
the
giant
abandoned
building.
We're
excited
to
have
that
come
online.
As
you
know,
190
units,
168
of
which
are
affordable
from
20
Ami
up
to
market
rate
Studio
bedrooms,
a
four
bedroom
unit.

So
if
you
go
by
the
project,
you'll
see
that
the
first
floor,
commercial
is
still
being
built
out
and
the
interior
of
the
historic
Kramer
house
is
under
construction.
Both
those
we
hope
to
be
completed,
fall
to
winter
and
you'll
start
seeing
more
first
floor
activity.
There.
We
also
had
director
Dugan
and
the
mayor
break
ground
on
144
South,
500
East,
affordable
housing,
project,
110
studio
and
one
bedroom
units
at
60
Ami.

Last
week,
staff
also
closed
on
the
1.4
million
dollar
loan
to
Bicycle
Collective
for
the
construction
of
their
headquarters
at
901,
South,
Gale
Street.
That
project
is
under
construction
and
we
hope
to
be
completed
late
summer.
At
the
end
of
April,
we
also
close
on
a
million
dollar
loan
for
affordable
housing
project
at
230,
West
1700
South.
This
is
one
of
the
loans
that
use
an
RDA
board,
approved
as
part
of
the
emergency
Gap
financing
nofa
to
Wasatch
Residential
Group.
They
are
under
construction
and
hope
to
be
done,
July
or
August
in
April.

We
also
closed
on
a
two
million
dollar
loan
to
the
nest
which
is
located,
382,
South,
Rio
Grande,
that's
a
220
units
that'll
be
affordable
to
people
at
60,
Ami
or
less.
They
have
already
started
construction.
We're
pleased
to
report
that
progress
is
being
made
on
marmalade
Park
staff
in
the
landscape.
Architect
met
with
the
community
council
recently.

They
seemed
very
supportive
of
the
project
and
have
already
started
talking
about
ways
to
program
the
space
when
it
comes
online
and
then
finally,
staff
submitted
the
first
of
our
hcrz,
the
housing
and
Transit
Redevelopment
Zone
applications
to
the
governor's
office
of
Economic
Opportunity.
This
is
the
one
that
is
centered
around
the
rail
stop
at
200
West
and
900
South.

We
took
the
approach,
as
we
discussed
with
you
as
a
board,
to
not
only
have
the
project
provide
financing
for
private
developments,
but
also
do
larger
public
infrastructure
and
benefit
projects
like
green
Loop
and
Gran
Boulevard.
So
we
anticipate
that
that
will
take
about
three
months
to
work
through
the
process
of
going
back
and
forth
with
that
committee
and
their
consultant.
