Description
Regular Session
A
A
C
Only
father
we
meet
to
serve
our
community
to
use
our
resources
wisely
and
well
to
represent
all
members
of
our
community
fairly
and
to
make
decisions
that
promote
the
common
good.
We
recognize
the
responsibility
to
the
past
and
the
future,
as
well
as
the
rights
and
needs
of
both
the
individuals
and
our
community
as
trusted
servants.
We
seek
blessings
in
our
deliberations
and
on
our
efforts
here
today.
This
we
pray.
A
Welcome
to
our
BLC
me
to
thank
you
for
being
here
today.
I
want
to
let
you
know
that
the
agenda
item
number
17
on
tonight's
agenda
has
been
deferred
to
regular
session
meeting,
August
27
and
now
we're
going
to
go
to
the
public
comments
of
the
items
that
we're
not
going
to
be
discussed
tonight.
If
you
have
any
comments,
please
come
forward
state
your
name
and
address
for
the
record
and
you'll
be
given
four
minutes.
A
D
Coming
a
little
bit
ahead
of
time,
our
letter
never
made
it
to
London
congratulating
archbishop
Nikita
Julius.
They
didn't
read
it
at
the
banquet,
so
whether
he
got
it
afterwards,
I
haven't
found
out
yet
the
second
thing
he
will
be
here
in
September.
This
is
an
american-born
Tarpon
young
man
who
is
now
Archbishop
of
the
Greek
Orthodox
Church
in
England
and
surrounding
areas.
This
is
a
great
honor
for
Tarpon
Springs.
D
I,
don't
know
yet
the
date
that
he's
coming,
but
we
can
find
out
from
the
Greek
Church,
because
this
could
be
a
very
great
day
for
tarpon
when
he
comes
and
has
a
service
gives
Communion
and
we
honor
him
as
a
tarpon
native.
He
graduated
from
tarpon
high
school
grew
up
here
and
the
University
of
Florida
he's
very
proud
of
that.
But
we
need
to
let
him
know
how
honored
and
blessed
we
are
to
have
had
in
our
community.
D
E
Your
lack
is
five
one
for
Ashland
Avenue,
first
may
I
say
deep
sympathies
for
those
who
have
perished
over
the
last
three
weekends
by
senseless
gunman,
senseless
gunman,
Gilroy
California,
El
Paso
Texas,
Dayton
Ohio,
the
guy
had
Dayton
Ohio.
If
you've
seen
any
of
the
news
had
a
hundred
bullet
drum
magazine,
there's
no
reason
those
should
be
available
to
anybody
other
than
military
personnel
in
war
areas.
E
E
E
Our
president
speaks
of
immigrants
as
if
they're
rats
and
vile
vermin
look
around
you.
All
of
us
here
are
from
some
sort
of
immigrants
we
didn't
come
here.
Our
parents
and
grandparents
didn't
come
here
on
408,
401ks
and
enriches
and
stuff.
They
came
here
wanting
to
work
hard,
because
America
was
the
prom
that
you
could
have
freedom
and
safety.
E
Since
all
this
happened,
you've
watched
the
news.
There's
been
issues
at
Walmart's,
because
people
think
that's
an
easy
target.
Now
we
had
a
Walmart.
Is
it
gonna
happen
to
us
next
there's
a
lot
of
Latin
people
who
live
in
those
apartments
right
around
the
corner?
You
see
him
going
there
walking
there
back
and
forth.
Do
we
need
a
loonie
doing
that?
No
and
all
these
people
who
defend
President
Trump
about
all
he's
not
instigating
her
inciting
these
things
he's
blameless.
No,
that's
not
true
and
I'll.
E
Give
you
a
good
example,
and
the
sad
thing
is
there.
Aren't
too
many
people
left
from
that
era
to
recall
this,
to
share
it
directly
with
us?
But
if
you
go
on
TV
and
look
at
the
Military
Channel
or
the
American
History
Channel
they're,
showing
always
showin
documentaries
from
World
War,
two
things
about
Hitler
and
all
the
Germans
and
the
Nazis
and
stuff
and
I
will
bet
you
ten
bucks.
You
will
not
see
a
picture
anywhere
of
Hitler
shooting
a
gun
and
killing
anybody,
yet
his
words
incited
millions
to
do
it
for
him.
E
F
E
A
G
Good
evening
mayor
commissioners,
Kevin
Powell
building
development
department
I
wanted
to
bring
you
a
little
presentation
on
the
drone
that
we
use
in
our
department.
It
kind
of
came
from
an
article
that
was
published
in
the
aircraft
owner
and
Pilots
Association,
a
OAP
kind
of
putting
us
out
there's
one
of
the
first
building
departments
that
they
know
of
that
is
doing
using
this
technology.
G
Since
that
article
was
put
out,
we've
had
the
city
of
Wellington
reach
out
to
us,
they
did
a
search
and
they
found
that
we
are
the
only
building
department
that
they
know
of
or
confine
that
is
using
this
technology
and
requested
all
the
information
from
us.
So
we
just
want
to
kind
of
put
a
little
presentation
together
and
show
some
of
the
areas
that
we
are
using.
The
drone
technology.
G
G
How
we're
using
this
is
we're
using
it
with
building
inspections,
tree
risk
assessments,
mapping
of
large
parcels
when
it
comes
to
to
tree
assessments.
We
can
go
ahead
and
and
fly
a
pattern
over
an
area
and
program
that
pattern
and
go
back
on
an
annual
basis
or
monthly
or
whatever
it
is,
and
it
will
fly
the
exact
same
patterns
take
the
exact
same
pictures
of
the
area.
We
also
can
use
it
for
our
floodplain
management,
various
city
projects
that
are
going
on.
G
So,
in
the
building
inspections,
the
article
talked
about
Falls
are
the
leading
cause
of
workplace
injuries.
So
we
have
to
get
to
a
lot
of
areas
to
do
inspections
that
are
rather
high,
unsafe
areas
to
go
to
so
by
using
the
drone,
we
would
use
our
drone
pilot
to
fly
the
drone
with
the
building
inspector
that
is
able
to
look
at
the
screen
and
zoom
in
on
the
areas
and
start
doing
an
inspection.
We
can
also
talk
to
the
construction
worker
that
will
be
up
in
the
high
areas.
G
So
down
in
the
lower
left
corner,
that's
the
elevator
shaft
out
at
the
Mears
complex.
It's
a
four
story:
elevator
shaft,
the
individual
that
is
standing
up.
There
was
showing
us
the
steel
placement
and
the
tie
beam
of
that
wall.
We
were
able
to
go
ahead
and
and
talk
with
him
and
have
him
pull
a
tape.
Measure
out,
move
out
of
the
way,
show
us
different
things
without
having
to
go
four
stories
on
a
scaffold.
We
don't
want
our
personnel
going
on
falling
off
and
injuring
themselves
we're
also
using
it.
G
As
we
said
on
city
projects
here
in
the
center,
we
were
able
to
go
ahead
and
at
least
get
a
bird's-eye
view
as
to
what
they're
doing
up
here
on
the
top
of
it.
Also
in
our
inspections
down
here
on
the
bottom,
we
have
the
library
project
that
we
were
able
to
fly
over
and
look
at
the
underlayment
on
that
and
this
top
one.
It's
a
a
roof
inspection
where
they
didn't
complete
the
roof.
We
did
not
have
to
go
on
the
roof.
G
G
So
this
is
just
going
to
kind
of
give
you
a
zoom
den
version
of
of
what
we
would
look
for.
This
was
after
the
individual
was
there.
This
is
a
four-story
elevator
shaft
with
the
scaffolding
that
we
would
normally
have
to
climb
on
to
go
up
there
and
take
a
look
at
this
rebar
placement
before
they
pour
it.
G
So
you
have
high
quality
imaging
it's
a
six
time
zoom
and
it's
really
accurate
for
building
inspections,
the
picture
quality
we
get
from
it
as
we're
standing
there,
and
then
we
can
go
back
and
review
it
afterwards.
We're
able
to
see
what
the
actual
rebar
lap
is
on
that
and
the
tie
and
make
sure
that
it's
done
properly
so
just
want
to
give
you
kind
of
a
perspective
of
of
how
high
it
is
and
just
get
an
idea
of
of
how
that
works.
On
building
inspection.
G
This
would
be
over
by
the
mirrors,
wrote
Mears
Road
extension
coming
in
we're
able
to
fly
that
there
was
some
flooding
issue,
so
we
were
able
to
fly
that
and
see
where
the
water
was
standing
and
find
out
why
it
was
backed
up
and
flooding,
and
we
found
out
that
somebody
had
blocked
off
the
we're
down
here,
so
it
was
not
flowing
out.
They
removed
that
and
we
were
able
to
get
the
pictures
and
show
that
water
recede
from
that
area.
G
G
So
environmental
inspections
will
be
hazardous
trees
in
the
past
to
determine.
If
a
tree
is
hazardous,
you
would
have
to
have
somebody
climb
the
tree
to
look
at.
You
know
what
the
damage
is.
Now
we
can
go
ahead
and
deploy
the
drone
and
they
can
go
ahead
and
zoom
in
on
the
area
and
get
the
determination
of
the
hazardous
tree
also
for
erosion
control,
silt
fence
on
the
properties.
We
can
go
ahead
and
and
take
a
large
area
as
this
one
down
here
with
the
silt
fence
all
the
way
around
it.
G
Every
time
it
will
fly
the
identical
route
and
we
can
go
ahead
and
compare
the
silt
fence
and
make
sure
that
it's
up
and
if
there's
a
problem
within,
go
ahead
and
know
the
fight
a
contractor,
this
development
here,
the
retention
pond
and
the
planting
of
the
trees
and
stormwater
there
again,
we
can
map
this
with
the
drone,
put
it
up
and
fly
the
exacts
pattern
and
see
where
the
issues
are.
If
there's
any
erosion
going
on,
we
would
be
able
to
compare
that
after
storms
and
and
have
a
better
understanding
of
what's
happening
there.
G
Also
for
flood
management.
This
flood
map
here
is
of
the
sponge
docks
itself.
It
shows
the
Anclote
with
the
flood
way
that's
going
through
there.
So
we
know
by
the
FEMA
maps
where
the
flood
way
is
and
where
the
flood
hazard
areas
are
so
for
us
going
into
these
areas
we
can
before
a
storm.
We
can
have
this
area
mapped
out
and
then,
after
an
event
or
we
can
go
ahead
and
monitor
the
changing
area
to
flooding.
G
Here
again,
it's
just
a
overall
view
of
the
Sponge
Docks
in
the
Anclote.
This
again,
we
would
use
and
map
it
and
see
what
the
changes
are
in
there
for
any
environmental
effects
flooding
and
that
type
of
thing
also,
we
would
use
this
in
after
storms.
We
would
be
able
to
help
with
the
assessment
of
storms
for
debris.
G
Cleanup
just
get
an
overall
view
of
the
damage
that
was
done
also,
our
repetitive
loss
areas
for
for
our
flood
maps
that
we
have
areas
in
the
community
that,
during
high
water
events,
get
flooded
often,
and
they
become
repetitive
loss
properties-
we're
able
to
go
ahead
and
assess
those
properties
from
the
air
and
see
where
the
problem
may
be
coming
from.
Is
there
a
drainage
issue
somewhere
after
an
event?
So
that's
another
area
that
we
could
look
at
with
the
drone
community
outreach.
That
is
something
that
Shannon
has
put
together.
G
She
does
an
amazing
job,
educating
various
groups,
educating
various
groups
on
environmental
issues,
so
she
will.
The
upper
left
here
is
a
program
she
was
involved
in
teens
and
trees.
They
was
a
three-day
event.
They
teach
some
urban
forestry
environmental
AG.
Getting
young
people
involved
in
the
community
as
far
as
the
environment
and
trees
and
just
having
a
better
understanding
of
it.
The
manatees
here
are
in
spring
bayou.
G
We
have
the
seawall
project
that
was
going
on
there
again.
We
talked
about
city
projects
that
were
able
to
have
an
overview
and
look
at
the
top
picture
here
in
the
center
was
after
a
high
tide
event,
so
we
were
there
again
able
to
look
at
that
and
see
what
the
effects
could
be
here
and
there
again.
If
we
have
problems
all
the
time
in
these
areas,
we
would
be
able
to
map
it.
G
We
would
be
able
to
go
ahead
and
compare
it
from
season
to
season
or
high
tide
after
high
tide,
king
tide,
whatever
it
may
be.
That
way
when
we
can
look
back
and
say
yeah
well,
historically,
it's
been
the
same
or
no,
we
do
see
a
problem
we
do
see.
Things
are
changing.
There
also
use
it
to
evaluate
over
here
at
the
RO
plant.
G
G
Her
to
master
how
it
works,
but
I
think
she's
doing
a
really
good
job.
Here
again,
we
were
able
to
if
we
had
this
in
our
promotional,
video
or
something
people
would
understand.
Oh
hey
there,
there
is
a
kayak
launch
down
there.
We
could
get
that
down
further
and
show
the
kayak
launch
and
how
that
has
done
down
there.
So
I
just
think
it
showcases
the
beauty
of
Tarpon
Springs,
you
know
from
the
air,
so
we
can
see
a
lot
of
these
things.
G
We've
had
videos
posted
on
Facebook
going
down
the
end
quote
that
got
shared
tremendously
about
a
week
ago.
A
lot
of
comments,
a
lot
of
positive
comments.
So
it's
just
something:
I
wanted
to
bring
to
you
and
show
what
we're
doing
with
it,
how
we're
using
it-
and
you
know
where
can
we
use
this
technology
and
and
move
forward
with
it?
Our
current
pilots
is
David
Gilson.
G
He
is
a
actually
a
commercial
pilot
licensed
and
then
Shannon
brewer,
who
is
our
part
107
I,
don't
think
it's
called
drone
pilot,
it's
yeah
so,
but
she
is
the
one
who
primarily
flies
our
drone.
We
have
the
drone
sitting
here,
so
if
anybody
wants
to
take
a
look
at
it,
we
can
at
least
pass
it
down
and
and
have
a
look
at
it.
So
you
can
see
the
size
of
it
and
the
weight
and
everything.
A
G
You
know
where
it's
going
to
put
our
inspector
at
risk
getting
up
on
a
roof.
You
put
a
brand
new
barrel
tile
roof
on
your
house,
you're,
probably
not
going
to
want
a
personal
up
there
walking
on
it.
So
we
can
then
go
and
fly
that
and
take
a
look
at
it,
and
we've
used
this
several
times
on
roofs
that
are
over
two
stories.
Two
storey
house
and
above
we'll
go
ahead
and
bring
it
out.
G
H
Not
only
practice
but
innovative
an
example
to
other
communities,
because
it
seems
like
we're
one
of
the
first
using
this,
and
you
know
to
not
put
yourself
in
danger,
it's
good
to
be
able
to
see
what's
what's
up
there
or
what
you
were
looking
at
without
having
to
go
up
there
look
at
it
until
you
can
I,
also
like
the
mapping
aspect
and
being
able
to
go
back
after
you
know,
time
after
time
or
year
after
year
and
map
any
differences,
you
only
have
two
pilots.
How
often
do
you
use
the
ground
I?
Think.
G
Shannon
you're,
using
it
virtually
every
day,
she's
using
it
virtually
every
day
and
and
most
of
its
being
used
for
for
trees
and
just
environmental
issues.
Right
now,
whenever
a
building
inspector
needs
an
inspection
done
with
the
drone,
we
schedule
with
her
and
then
she'll
meet
us
on
site
and
then
she'll
fly
it
for
us.
So
but
yeah
it's
used
virtually
every
day.
H
I
J
G
K
G
A
L
You
mayor
I
wanted
to
put
this
item
on
the
agenda
tonight
so
that
the
community
would
have
an
opportunity
to
speak
on
the
cancellation
of
the
gene
responders
season
and
to
propose
the
first
step
in
the
rebuilding
process.
Last
week
it
was
announced
that
junior
spongers
will
not
be
active
this
season
due
to
a
lack
of
registered
players.
L
One
of
the
main
reasons
for
the
lack
of
registration
is
the
financial
burden
facing
parents
to
register
their
children,
regardless
of
how
it
came
to
this
I
believe
that
the
city
needs
to
do
everything
in
its
power
to
support
our
youth.
They
are
our
future
community
leaders
and
if
we
do
nothing
but
watch
while
our
youth
programs
deteriorate,
then
I
don't
know
why
we're
up
here,
I'm
proposing
that
we
provide
junior
spongers
with
$10,000
to
be
used
strictly
for
player
scholarships
for
the
2020
season,
the
discipline
relationships
and
pride
in
their
community
that
they
learn.
L
While
member
this
program
is
priceless
and
without
jr.
spongers,
families
are
forced
to
go
to
Dunedin
and
elsewhere
to
support
their
children
and
spend
their
money.
Helping
Junior
spongers
rebuild
also
makes
great
financial
sense
for
our
city,
as
we
spend
nearly
90,000
dollars
annually
on
maintaining
the
Discovery
Sports
Complex
and
without
the
jr.
spongers
playing
a
practicing
there.
That
investment
makes
a
little
sense.
L
I
want
I
want
to
be
clear.
This
isn't
a
bailout
or
just
a
lump
sum
of
public
money
we're
throwing
at
this.
This
is
simply
the
first
step
in
a
long
rebuilding
process
for
the
jr.
splendors
program.
These
player
scholarships
will
make
it
so
that
all
children
unable
to
afford
to
play
when
they'll
be
able
to
and
after
the
money
has
been
allocated,
it
will
take
committed
volunteers
and
registration
efforts
to
be
prepared
for
next
season.
A
M
My
name
is
Michael
Hollis
I
lived
at
1504,
Riverside,
Drive
I've,
probably
been
to
12
to
1500
practices.
And/Or
games
of
Tarpon,
peewee
and
tarpon
springs
high
school
football.
It's
all
connected
the
children
go
to
peewee
football
so
that
they
can
go
on
to
high
school
football.
It's
like
going
to
pre-med
then
go
to
medical
medical
school.
It's
a
community
problem
now
because
we
used
to
have
about
a
hundred
kids
in
peewee
football
75
or
80
in
the
Stingray
football
that
was
by
Charlie
driver.
M
M
The
Tarpon
Springs
junior
varsity
is
not
only
canceled
for
this
coming
year,
but
it
was
cancelled.
Last
year
there
was
no
high
school
junior
varsity
football
for
tarpon
springs
high
last
year.
So
that
means,
if
you
have
no
peewee
football,
and
it
looks
like
we're
not
going
to
have
a
varsity
team
either
football
is
almost
gone
away
completely.
I,
don't
think
it's
just
money,
I
think
it's
a
committee
that
you
need
something
to
work
on
the
peewee
football
and
represent
the
city
with
the
high
school
and
the
school
board.
M
This
is
serious
if
you
think
athletics
are
important,
maybe
they're,
not
so
that
just
you
know,
nobody's
gonna
die
here,
okay,
but
it's
pretty
serious
and
it's
more
than
just
striking
a
check.
I
think
it's
a
community.
It's
a
problem
for
a
parent
to
get
their
children
through
peewee
at
a
high
school.
But
then,
when
they
go
to
the
school
board
too
gets
left
out
because
they're
just
one
person
they
come
to
the
city.
The
city
says:
well,
that's
the
schools.
They
have
to
take
care
of
that.
M
It's
a
community
problem
and
if
it's
a
community
problem,
it's
a
city
problem
and
if
it's
a
city
problem
you,
commissioners
and
mayor,
need
to
look
at
it.
As
that
is
a
picture.
I
wish.
It
was
as
simple
as
writing.
A
ten
thousand
dollar
check
and
write
another
ten
thousand
dollar
check,
and
maybe
we'll
have
a
JV
and
varsity
at
Tarpon,
high
school,
but
I,
don't
think
it's
that
simple.
You
may
hear
that
the
kid
just
wanted
the
kids
quit
playing.
They
didn't
quit
playing.
They.
N
M
M
Nothing
gets
done
eating,
but
this
is,
you
know
and
don't
forget,
we're
in
the
high
school.
This
used
to
be
tarpon
springs
high
school
and
then
we're
known
as
the
sponges
for
the
year
2:19.
The
sponges
have
gone
away
from
the
baby
sponges
to
the
grown-up
sponges
sad,
but
I
just
wanted
you
to
know
that
there's
an
entire
picture
here.
It's
not
just
peewee.
It's
peewee
through
high
school.
O
Hello,
my
city,
my
name,
is
Michele
Croxton
I'm,
a
homeowner
at
9:16,
I,
know
few
Road
in
Tarpon
Springs
I'm
here
today
to
ask
the
city
to
look
at
financing
our
pay-to-play
program.
Mr.
hula
said
it's
not
it's
a
financial
issue
where
we
cannot
offer
scholarships
to
children
that
cannot
pay,
so
they
go
to
countryside.
They
go
to
Clearwater.
The
Clearwater
city
is
funding
each
one
of
those
programs
by
six
thousand
dollars
each.
Those
are
for
scholarships
for
kids
to
come
in.
O
So
since
we
can't
offer
those
scholarships
they're
going
down
there
to
play
and
not
play
in
our
own
town
and
as
he
said,
that
mouth
affects
our
high
school.
Our
juniors
sponger
League
has
to
feed
our
high
school
athletics
also
and,
as
he
said,
there
was
no
JV
last
year,
there's
no
JV
this
year
and
we
may
not
have
a
varsity,
and
this
is
a
hundred
years
of
football
over
a
hundred
years.
So
we
want
to
advocate,
recruit
the
children
that
cannot
pay
to
come
back
to
Turpin
get
your
scholarship.
O
Here
we
go
to
the
community.
We
try
our
best
as
we
are
business
owners.
Homeowners,
we're
parents
ourselves
we're
raising
our
kid
where
volunteers
ourselves,
so
we
try
to
find
or
fund
out
of
our
own
pocket
the
money
to
help
these
kids.
We
can't
do
that
every
year
we
need
help
from
our
city
and
our
officials
that
have
been
elected
and
put
in
these
positions
to
help
our
children,
because
discipline,
team-building
skills,
self-confidence
being
a
part
of
something
great.
That's
all
any
child
wants
to
be,
whether
it
be
a
boy
for
football
or
our
cheerleaders.
O
P
My
name
is
Gail
Garson
I
live
at
506,
East
Boyer
Street
I've
been
in
Tarpon
for
33
years.
I
wasn't
raised
here,
but
I
did
come
by
way
of
marriage.
So
when
I
first
came
they
had
the
Chiefs
and
they
had
the
spongers.
So
there's
always
been
a
team
in
Tarpon.
It's
always
been
high.
Schools
I
followed
Little
League
up
through
high
school
because
my
nephew
played
and
my
son
played
now
my
grandkids
are
playing
but
they're,
not
playing
so
mark.
P
The
curious
has
to
help
the
football
team
out
since
I've
been
there
over
the
last
couple
of
years.
So
I'm
not
gonna
be
redundant,
but
I
do
want
to
say
I,
don't
know
where
the
people
are
I,
don't
know
where
the
kids
are
I,
don't
know
what
there
are
a
lot
of
sports
going
on
here.
There's
soccer
baseball
as
well.
Even
on
the
basketball
team.
You
really
have
a
what
about
10
kids
for
basketball
need
more
than
that
and
sports
football.
We
do.
The
money
will
help
the
junior
sponsors.

A
Q
Hi,
my
name
is
Cedric
here:
I
live
at
10,
8:35
event,
Oh
place
in
Trinity,
Florida
I
am
the
head
coach
for
tarpon
springs
high
school
football.
Just
for
the
record.
We
do
have
a
team,
we
will
be
playing
on
August,
23rd,
so
I
hope
the
community
to
come
out
and
support
us
on
August.
23Rd
I
wanted
to
come
and
show
my
face,
so
everybody
could
see.
Who
I
am,
let's
put
all
the
rumors
to
rest
about
us,
not
having
a
team.
We
have
more
than
11
players
on
our
squad.
Q
We
started
off
with
about
6.
We
went
up
to
about
1113,
but
we
are
getting
more
kids
every
day.
I
took
this
job
for
these
kids.
This
is
not
about
me.
This
is
not
about
us.
It's
about
the
kids
I've
been
here
for
four
years:
okay,
dr.
tarpon,
that's
my
home
and
for
me
I'm
embarrassed
that
we
don't
have
more
support
than
we
have.
We
are
adults
and
we
are
fighting
like
kids
on
social
media.
We
are
putting
our
negative
things
and
that's
where
our
kids
going
because
of
the
negativity.
Q
How
can
our
kids
be
something
we
want
them
to
be
when
they
keep
saying
the
negative
things
in
front
of
you
know,
so
we
need
to
come
together,
it's
great
that
they
want
to
give
the
junior
spongers
money.
That's
where
it
starts
set
it
challenge
from
there
to
middle
school
middle
school.
Don't
have
a
middle
school
team
I'm
from
Valdosta
Georgia
I,
never
heard
of
that.
That's
what
we're
losing
our
kids,
that
you
have
no
middle
school
team.
You
have
no
middle
school
program,
that's
where
you
lose
your
kids
to
countryside
and
don't
need
it.
Q
If
we
can
keep
our
kids
in
house,
then
we
don't
have
to
worry
about
not
having
a
team
for
high
school.
Then
we
have
4550
kids,
but
then,
when
the
parents
take
their
kids
out
because
of
coaching
change,
you
know
it
happens.
What
are
we
preparing
our
kids
for
when
they
go
to
college?
You
can't
hold
their
hand
and
say:
oh,
the
coach
left
Somaly.
Okay,
we
all
been
through
things.
It's
called
adversity,
teach
them
how
to
handle
adversity.
That
is
their
port
of
thing.
This
is
for
our
kids.
This
is
not
about
you.
Q
You
know
whoever
it's
about
the
kids,
it's
a
disappointment
for
me
as
a
head
coach,
because
I'm
running
around
I'm
giving
100%,
but
then
I
look
back
and
I'm
asking
where's
the
community
we
get
on
social
media
and
we
talk.
We
talk
but
I'm
not
seeing
these
people
come
out
here
to
practice.
See
what's
going
on
all
I
keep
hearing
is
there's
no
team.
We
have
enough
players,
but
no
one
called
my
phone
and
said:
hey
coach
Hill.
Do
we
have
a
team?
How
is
it
looking?
How
can
I
help?
Q
How
can
we
get
our
kids
out
here?
I,
don't
hear
those
questions.
All
I
hear
is
negativity
all
right,
so
this
is
tarpon
springs.
I
have
adapted
this
and
I,
take
it
to
heart,
as
I
was
in
Valdosta,
and
we
are
going
forward
with
this
program
and
we're
doing
great
things
and
I
plan
with
the
help
of
the
community.
Q
Hopefully
to
take
these
boys
in
a
different
direction
where
they
have
structure
where
we
have
more
kids
coming
out,
graduating
from
high
school
and
going
to
college
and
learning
trees
and
things
so
they
can
survive
in
this
world.
So
I'm
just
here
today
to
ask
for
the
help
of
the
community
the
help
of
whoever
to
help
us
out
to
get
these
kids
and
point
them
in
the
right
direction.
Let's
cut
the
negativity
out,
let's
cut
out,
who
don't
like
who
and
let's
work
together.
A

I'm,

but
I
was
a
sponger
long
when
I
was
anything.
I
was
a
head
football
coach
for
four
years.
In
fact,
looking
around
the
room,
I
think
I
coached,
one
Commissioner
one
commissioners,
child
a
whole
bunch
of
children
of
these
people
out
here
so
like
I,
said
I
was
a
sponger
longer
than
I
was
anything
and
what
I'll
say
is
that
probably
more
important
than
anything
about
athletics?
That
is
very
quick
to
forget.
You
know
it's.
R
It
gets
a
bad
rap
with
concussions
and
things
like
that,
and
obviously
the
situation
over
at
Middleton
high.
There
are
the
risks
of
sports,
but
the
benefits
of
sports
significantly
outweigh
the
risks.
In
such
a
tremendous
degree.
The
greatest
dropout
prevention
program
on
the
planet
is
high
school
athletics
and
in
the
United
States
of
America.
The
greatest
dropout
prevention
is
football.
It's
going
to
encompass
more
children's
lives
than
any
other
sport.
In
fact,
more
than
all
other
male
sports
combined.
R
It
is
a
tremendous
asset
for
community,
and
it's
very
sad
for
me
to
see
where,
where
the
high
school
is
gone,
where
the,
where
the,
where
the
Little
League
program,
is
gone
and
just
kind
of
all
of
it,
it's
it's.
It's
sad
to
me
because
it's
it's
such
a
fun
place
to
coach.
It's
such
a
fun
place
to
play
football.
R
Do
something
positive
to
push
forward
and
persevere
through
the
challenges
that
that
you're
going
to
face
in
football,
because
the
harsh
realities
in
football
aren't
aren't
the
same
as
the
harsh
realities
that
you're
going
to
face
in
life,
but
for
a
little
kid
for
a
high
school
kid.
It
is
absolutely
that
so
it
is
extremely
important
to
put
those
kids
through
that.
Additionally,
probably
probably
more
important
and
I
can
speak
to
this,
because
I
do
feel
like
I'm.
R
R
Actually
it
went
from
like
a
three
point,
four
overall
GPA
down
to
about
a
two
point:
seven,
the
reason
that
happened
was
because
we
got
kids
eligible
for
sports,
which
caused
our
team
GPA
to
drop,
but
because
now
we
have
these
kids
that
were
below
a
2.0
we're
not
on
course
to
graduate.
We
gave
them
the
motivation.

I
think
our
group
was
really
lucky,
because
there
was
a
lot
of
parents
support
conovan.
All
of
our
parents
worked
and
supported
and
helped
the
kids
through
the
peewee

which
fed
into
the
high

and
it's
I
have
to

Have
three
boys
I
have
two
boys
that
are
older,
22,
23
and
I
have
a
little
guy
who's
special-needs.
S
What
really
opened
my
eyes
to
all
of
this,
of
what
we're
losing
and
Tarpon
as
I
went
down
I
Drive
down
to
Clearwater
I
Drive
down
to
CID
licked
in
field
every
Monday
night,
so
he
can
play
challenger.
Baseball
and
I
took
a
picture
on
Opening
Day
ceremonies.
There
were
a
hundred
and
fifty
of
kids
in
wheelchairs.
Some
of
them
can't
walk
their
dads
are
helping
them
around
the
bases,
it's
a
challenger
league
and
they
got
a
hundred
and
fifty
kids
out
there.
S
I
sent
a
picture
to
Miss
proxy
and
I'm,
like
I,
can't
believe
that
that
we
get
they
can
get
this
kind
of
turnout
and
believe
me,
those
kids
come
from
group
homes.
They
don't
have
the
money,
they
don't
have
the
money
to
play.
It's
it's
sponsored
and
it's
paid
for
by
the
city
of
Clearwater
and
I.
Think
it's
a
shame
that
we
can't
even
give
and
I
want
to
call
them
our
normal
kids,
but
our
normal
kids,
an
outlet
to
go
and
enjoy
and
grow
up.
S
The
way
my
boys
did
I
mean
you
guys
were
lucky
guys
had
we
had
a
great
program
great
what
about
volunteers,
but
that's
pathetic
when
you
see
a
community
pool
together
for
kids
with
special
needs,
and
we
can't
even
get
any
kind
of
program
organized
for
our
kids.
This
tarpon
needs
to
really
support
the
peewee
and
and
I
believe
the
money
would
help
with
a
scholarship.
It
needs
to
be
really
guideline
that
people
that
really
really
need
that
help
so
that
they
get
it
and
it's
not
going
to
people
that
don't.
S
But
why
should
the
Crocs
tents
have
ten
thousand
dollars
worth
of
equipment
and
uniforms
on
their
credit
cards
personally,
because
they're
trying
to
rebuild
that
program?
They
took
it
over
a
year
and
a
half
ago,
two
years
ago
and
they've
killed
themselves
and
personally
pay
for
how
it's
shoulder
pads
knee
pads
I
mean
so
these
kids
don't
get
hurt,
the
equipment
is
horrible
and
they
personally
have
paid
for
it.
S
S
T
How
y'all
doing
I'm
Willie
Thomas
I,
born
and
raised
here
I
played
out
there
on
that
field?
To
me,
kids,
they
looked
like
me
if
they
don't
have
football
and
got
nothing
they're
on
the
streets
for
the
only
systems,
yeah,
I'm,
cops
and
kids.
Don't
do
nothing
with
on
the
moment.
T
I
gave
everything
I
got
I
just
want
somebody
else
to
do
it
show
up
honey,
that's
great.
Just
beat
up
come
to
a
game,
come
to
a
practice.
Mr.
Lacour
used
to
take
us
everywhere.
I.
Remember
that
I,
don't
even
know
who
you
are.
You
know
I
mean
like
no
disrespect
to
you
at
all,
but
when
he
was
the
chief,
we
knew
him.
He
was
in
everything
we
did.
Everything
I
seen
my
first
baseball
game
because
of
him
I
never
would
have
went
to
a
baseball
game.
I
still
have
him
as
a
grown
man.
T
He
took
me
there
I
seen
Bucks
games
because
of
him
and
because
of
the
city
used
to
back
him
to
do
stuff.
Like
that,
my
thing
is:
where's
everybody
happy.
How
can
we
afford
that?
Do
all
these
buildings
over
and
we
can't
afford
our
kids
I'm
building
the
house
on
the
mortgage
tree
right
now.
My
kids
have
to
live
here
until
I
die,
that's
their
home.
T
We
need
somebody
to
help.
Money
is
great,
but
come
out
there
with
me
by
myself,
I
coached
before
we
folded,
I
had
two
kids,
two
teams,
the
big
boys
and
the
Pee
Wee's
by
myself
by
myself.
You
know
it's
great
to
see
African
Americans
out
there,
but
it
takes
all
of
us.
You
don't
just
take
one
color.
All
of
us
need
to
do
a
week
out
Black's
we
got
White's,
we
got
Greeks.
We
got
everything
right
here
and
there's
a
little
bitty
city.
We
won
championships
out
there
with
13
kids,
that's
crazy!
T
T
T
U
Even
if
I'm
wonderful,
don't
clap,
my
name
is
Maureen
Pitzer,
Dacus,
crazy
and
I.
When
I
was
junior
high
here
the
whole
bit
I
lived
here
until
I
graduate
went
up
to
school,
graduated
and
I
was
gone
for
35
years.
Through
some
sad
events,
I
had
a
loss
of
my
husband
and
my
son.
I
ended
up
moving
back
to
tarpon,
springs
and
I'm
back
here
so
immediately
when
I
got
back,
I
wanted
to
be
involved
with
football
because,
unlike
all
y'all
I
was
a
girl
and
they
didn't.
U
U
But
the
reason
I'm
telling
you
this
I'm
trying
to
say
quickly
is
because,
when
I
moved,
I
moved
up
to
a
small
place,
called
Dixie
County,
it's
a
very
small
rural
town
super
involved
and
it
became
exactly
exactly
like
tarpon
as
far
as
athletics
and
all
that,
just
like
you
said,
I
took
home
tons
of
boys.
They
stayed
at
my
house,
one
actually
did
go
on
playing
the
Super
Bowl
caught
the
winning
touchdown
the
whole
bit.
The
story,
I
had
quite
other
ones,
didn't
ended
up
in
jail,
okaythis
that
feel
for
those
children.
U
My
boys,
my
son,
play
ball,
but
for
those
children
was
something
I
wanted
so
bad
to
bring
here
and
were
Cedric.
Oh
yeah,
you
remember
me
coming
out
of
the
field.
I
want
to
tell
you
something:
there
wasn't
one
negative
thing
that
I
had
Cedric
for
that
I
wanted
those
boys
in
you
know
this
for
a
fact:
I
went
and
found
their
daddies
I
went
and
found
them.
I
gave
them
my
phone
number.
U
Okay,
because
I
understand
exactly
what
you
were
saying,
because
I
had
to
bring
those
boys
home
and
I
had
to
work
with
them.
Okay,
I
am
not
my
child,
but
kind
of
my
child
is
not
it.
It
tarpon
high
right
now,
but
it's
not
because
I,
don't
love
tarpon
high
and
it's
not
because
any
of
us
didn't
look
tarpon
I!
It's
because
out
of
all
not
your
control,
not
our
control.
Things
started
moving
away
and
it
seemed
like
the
program
was
not
going
to
be
there.
U
I
understand
it's
gonna
be
and
I
pray
for
it
to
be
I'm.
Gonna
say
this:
whether
I
get
to
say
this
I
spent
30
minutes
in
prayer
before
I
came
here
tonight,
because
I
want
you
to
understand
that
we
didn't
leave.
I
didn't
run
a
probe.
I
wasn't
president
and
I
didn't
work
and
do
all
the
things
I
was
doing
because
I
wanted
to
leave
somewhere.
Okay,
I
spent
30
years
helping
run
a
football
program
up
there.
My
son
produces
the
Gator
show.
U
My
other
son
is
the
head
coach
of
the
football
team
that
is
I
love
football,
but
I
love
what
it
does
for
these
children
and
just
like
he
said
there
are
kids
and
here's
the
choice,
I
hate
to
say
it
like
this
football
field
jail.
Not
all
of
them.
I
realize
that
and
that's
an
awful
thing
to
say,
but
a
lot
of
them.
Okay
and
I'm
gonna
give
you
a
little
bit
of
data.
You
can
look
at
it.
Do
AI
was
a
teacher
for
25
years.
Tarpon
highs,
African,
American
students.
U
This
is
gonna
clue,
girls,
okay,
I,
don't
know
this
years.
They
haven't
crunch
the
data.
When
you
take
a
test,
there's
one
two,
three
four
five
five
is
the
best
one
is
the
worst
you
can
score.
Reading
her
mouth,
okay,
tarpon
highs,
59
percent
scored
level
one.
It
was
either
reading
or
math
and
then
62
in
the
other.
The
state
averages
like
28,
you
can
say:
okay,
because
sometimes
it's
a
poor
area
and
all
like
I
said
what
I
did
was
I
did
a
comparison
with
other
poor
areas.
U
Okay,
so
we
are
not
meeting
the
needs
of
our
kids,
I
called
up
I'm.
Sorry,
I
can't
remember
people's
names
and
I
said.
Please
let
me
come
to
the
church.
Let
me
talk
to
y'all.
Let
me
help
for
what
y'all
I'm
gonna.
You
know
a
six-year-old
woman.
You
know,
I
have
no
agenda
here,
no
agenda
other
than
I
love.
The
boys
I
want
them
to
make
it
them
to
have
a
vision
for
what
they
can
do.
Besides
football,
but
it's
like
he
said:
we've
got
to
get
him
ready.
U
We
got
to
take
them
when
they're
little
keep
them
excited.
Put
the
money
out
there
be
there
for
them
and
then
move
on
to
the
next
level
and
the
next
level
and
do
that
and
it
is
true,
read
your
fafsa
book:
we've
read
it
cover-to-cover
I've,
read
Pinellas
County,
there's
a
thing
called
bridging
the
gap.
U
Bridging
the
gap
is
when
you
go
and
you
go
into
the
community
and
you
sit
with
the
people
whose
children
can't
make
it
who
or
don't
have
the
grade
point
average,
and
you
say
how
can
I
bridge
that
gap,
but
anyway,
I'm
sorry,
I
just
want
to
say
that
we
are
not
trying
to
be
negative.
We
love
those
boys
and
I'm
there
for
them.
I
don't
care
what
school
they
go
to.
Thank
you
for
living.
Thank.
A
N
Ghost
coast
of
a
DQ
is
538
West
Cedar
Street
tarpon
springs
how
a
sea
manager
when
we
built
this
tarpon
Sports
Complex
and
a
lot
of
work
went
into
that.
But
ball
fields,
not
a
ball
field.
Unless
you've
got
children
paying
on
it
playing
on
it,
I
don't
think,
there's
any
issue
with
anything.
Anyone
said
tonight,
there's
a
couple
of
things
that
and
I
don't
want
to
be
redundant
either.
But
there's
a
couple
of
things
I'd
like
to
mention
that
one
I
didn't
hear
and
maybe
Commissioner
Donovan
can
elaborate
a
little
bit
on
this.
L
N
Know
and
then
I
read
about
this:
the
not
having
a
junior
sponger
year
by
memorandum
I
think
it
was
from
one
of
the
actually
by
an
email
from
one
of
the
parents
that
wrote
in
it
kind
of
caught
me
by
surprise
and
completely
shocked,
and
then
there
was
a
couple
of
weeks
later
there
was
a
story
about
the
junior
varsity
not
being
fielded
for
this
year
and
I'd
like
to
see
a
little
better
communication
between
the
athletic
organizations
and
the
Recreation
Department
I.
Don't
think
this
is
something
that
we
should
have
been
surprised
with.
N
We
basically
lost
a
year
and
I
think
if
we
would
have
caught
this
a
little
earlier.
There
may
be
reasons
for
that:
I'm,
just
basically
pointing
out
that
if
we
would
have
caught
this
earlier,
perhaps
the
city
could
have
intervened
and
actually
saved
this
year.
I
think
you're
talking
about
the
$10,000
for
2020,
which
would
be
next
year
about
this
time.
So
right,
you
know,
okay
and
the
other
thing
too
is
I
agree
with
my
coulis
I.
N
Don't
know
that
it's
just
money
by
itself,
so
perhaps
there
should
be
some
work
on
the
part
of
the
Recreation
Department.
Perhaps
some
other
study
that
the
city
could
do
to
try
and
identify
what
is
the
cause?
I
know
the
parents
know
what
the
cause
is,
but
for
the
benefit
of
establishing
some
kind
of
program
other
than
just
$10,000,
until
it
heals
just
from
a
more
formal
perspective
of
getting
the
the
program
back
on
track,
so
we
can
feed
it
into
the
end
of
the
high
school.
N
A
L
Public
made
a
lot
of
great
points.
I
think
everybody
brought
something
of
value
to
the
table.
I
do
want
to
emphasize
that
the
$10,000
for
player
scholarships
is
for
both
football
and
cheer
and
again
I
realize
that
that's
not
a
band-aid.
That's
you
know
it's
not
a
solution
of
the
problem,
and
it's
not
meant
to
be
more
that
it's
just
meant
to
kick-start
the
program
for
next
year
for
a
future
help
I
believe
that
the
city
can
help
organize
community
meetings.
L
Just
like
this
one,
maybe
a
little
bit
less
formal,
where
people
can
voice
their
opinions
on
what
they
think
may
need
to
be
done
and
we
can
get
coaches
involved.
I
think
the
city
could
help
with
signs
during
registration
for
junior
spongers
football
we
can
help
put
them,
maybe
in
City,
right,
aways
or
just
allow
them
to
to
exist.
For
the
week
of
you
know,
X
amount
of
registrations
also
on
social
media.
L
The
city
has
a
good
Facebook
following
I
think,
maybe
if
the
city
helped
out
on
social
media
and
said
hey
just
so,
you
know,
juniors
plunders,
has
a
registration
or
has
a
game
coming
out
for
that
sort
of
thing.
Even
City.
Proclamations
like
we
do
here
for
some
meetings,
just
anything
really
to
get
the
word
out
and
spread
awareness
about
the
program
and
all
that
all
the
good
that
it
does.
But
I
think
this
is
just
a
good
starting
off
point
to
healing
that
program
and
to
getting
ready
for
the
2020
season.
A
A
A
A
A
But
I
am
very
glad
that
you
all
here,
because
what
the
team
really
needs
is
volunteers.
You
know
many
times
have
been
there.
It
was
just
a
few
kids
and
few
parents.
There
were
not
that
many
volunteers
now
I'm
very
glad
that
all
of
you
here
today
and
I
hope
we
all
work
together
to
make
the
help
the
finances.
Our
support.
That
I
think
it's
going
to
help,
but
it's
not
going
to
be
the
fix
for
the
problem
that
we
have.
We
must
be
involved
and
also
like
to
mr.
A
lecoeur,
so
we
can
use
the
big
sign
for
the
advertisement
to
make
sure
that
we've
ready
for
the
next
stuff
for
the
next
season
and
get
ready
to
to
promote
the
sport,
because
this
board
is
very
very
important.
I
talked
to
my
son
George
yesterday
you
probably
kill
me,
but
she
knows
that
telling
you
this,
but
he
was
very,
very
sad
because
he
was
one
of
the
coaches
way
back
and
told
him
that
the
sponges
are
not
going
to
go
out
to
play
this
year.
He's
very
disappointed.
A
I
You
I
also
want
to
thank
all
of
y'all
for
being
here
tonight,
and
those
of
you
who
spoke
was
your
testimony
was
passionate
and
we
appreciate
what
she
had
to
say.
I
also
want
to
thank
Commissioner
Donovan
for
bringing
this
up.
I
played
Little
League
sports
through
tarpon
Hara,
not
tarpon
high,
but
through
the
tarpon
springs,
Little
League
I
never
played
football,
but
I
did
play
baseball
and
some
of
my,
my
oldest
friends
in
the
community,
were
founded.
I
There
obviously
learned
a
lot
of
life
life
lessons
there
as
well,
so
without
a
doubt,
I'll
support
the
funding
and
whatever
else
that
we
can
do
to
help
you
all
as
a
community,
because
I
do
believe
that
it
is
a
community
problem
at
this.
At
this
stage
in
the
game
and
I
would
just
ask
you,
commissioner,
if
you
had
any
idea
on
what
level
or
how
many
kids,
you
think
the
initial
funding
would
touch.
L
Yeah
I
do
actually
did
the
math
on
it
with
the
10,000
depends
on
how
they
want
to
set
their
registration
for
next
year,
but
it
should
be
about
sixty
kids.
It
could
be
more.
It
could
be
less
and
keep
in
mind
that
I
believe
the
registration
kind
of
deadline
for
this
year
was
90
kids.
They
were
at
about
80,
80,
kids,
so
just
doing
the
math
there
that,
if
about
60
kids,
could
receive
a
scholarship
you
know.
L
I
It
seems
like
the
the
the
feeder
programs
were
more
in
place
or
had
more
attendance
or
registration
that
that
would
add
or
retaining
more
players
or
have
more
players
sign
up
or
the
varsity
sport
and
then
also
the
the
senior
varsity.
Though,
do
you
think
that
it
would
be
beneficial
to
potentially
maybe
add
a
little
bit
more
funding
and
split
the
funding
to
two
different
programs
like
peewee
football,
and
also
the
Junior
spongers
being
that
it
appears
that
the
feeder
programs
are
important?
Well,.
L
Yeah
junior
spongers
is
kind
of
all-encompassing
for
that
age
group.
So
junior
spongers
is
pretty
much.
Anybody
from
you
know:
flag
football
when
you're
five
years
old,
all
the
way
up
to
eighth
grade
and
then
the
idea
is
that
from
junior
spongers
in
eighth
grade
you'll
be
able
to
funnel
right
into
the
tarpon
springs
high
school
program.
I
A
A
I
Last
thing
that
I'll
just
say
mayor's
I
do
think
that
we
could
also
contribute
positively
from
an
in-kind
perspective
as
it
as
it
relates
to
the
registration
season,
or
you
know
anything
that
we
can
do
bad
exposure.
Like
mr.
Donavan
said
on
an
in-kind
level,
trading
exposure
or
advertising,
you
know
promotions
anything
that
we
can
do
on
that
level.
You
know
I
feel
like.
A
H
So
to
me,
even
though
I
understand
the
need
for
funding
who
do
you
say
no
to
if
the
course
comes
to
us
in
the
future
or
the
basketball
team
or
the
band,
you
know,
I
just
I
think
that
we
need
to
have
some
kind
of
criteria
you.
You
speak
about
criteria
a
lot
and
how
do
you
choose
who
you
going
to
help
I
love
to
help
everybody,
but
we
need
to
look
at
what
the
problem
is.
I
think
mr.
vadik
Otis
said
identify
the
cause
because,
as
mr.
H
hula
said,
it's
not
only
financial,
so
I
think
that's
where
we
need
to
start.
We
need
to
identify
what
the
cause
is,
and
it
starts
actually
with
the
young
kids,
not
playing
football.
Now.
Why
are
they
not
playing
football?
It's
is
that
only
financial
is
it
because
of
injuries,
and
or
is
it
because
the
parents
I
think
that
a
lot
of
it
starts
with
the
parents?
The
parents
have
to
be
involved,
the
parents
have
to
volunteer
the
parents,
have
to
be
there
and
if
they're,
not
you're,
gonna
lose
sports
altogether
and
other
activities
in
school.
H
H
There
was
a
lot
more
involvement
and
we
were
all
there
and
we
did
a
lot
to
help
those
kids
and-
and
we
didn't
only
volunteer
for
the
programs
that
they
were
in,
but
also
the
football
team
and
and
and
other
programs,
so
I
think
it's
really
important
to
identify
the
problem
and
see
where
what
it
is
and
then
also
have
some
kind
of
criteria
for
funding.
You
know
we
were
gonna
say
no.
If
somebody
comes
this,
you
know
the
next
year
for
funding,
so
I
I,
don't
want
to
be
discouraging
and
say
no
I.
H
Just
think
that
we
need
to
figure
out
what
what
the
problem
is,
what
we
need
to
do
and
how
we
can
help.
You
know
all
all
teams,
because
I
know
that
the
football
team
isn't
the
only
one
suffering
so
as
you've
mentioned
many
times
about
criteria.
I
think
that
that's
something
that
we
need
to
look
at
so.
H
Yes,
I
think
I
would
oppose
that.
Only
for
that
reason,
because
we
need
to
have
to
say
no
to
somebody
and
I
don't
want
to
say
no
to
the
next.
You
know
people
that
come
up
here,
so
you
know
I
just
feel
like.
We
need
to
be
fair
to
all
the
programs
and
and
that's
why
I
suggest
that
you
come
up
with
some
type
of
criteria.
If
somebody,
if
some
other
teams
come
up
in
one
help,
what
are
we
going
to
do?
H
What
are
we
gonna
say:
we're
gonna
help
and
where's
the
funding
gonna
come
from,
so
that's
another
thing
that
I
would
like
to
find
out,
whereas
Clearwater
getting
their
funding
or
Dunedin
or
these
other
cities.
What
are
they
doing
as
far
as
their
budget
to
get
we
need?
There
are
a
lot
of
answers
that
need
to
be
answered,
questions
that
need
to
be
answered
before
I
I
made
up
my
mind.
Oh
well,.
L
Hopefully,
I
can
answer
a
few
of
them.
Clearwater
gets
their
money
from
their
Parks
and
Recreation
Department.
They
reach
out
to
different
nonprofits,
so
through
their
Parks
and
Rec
Department,
they
have
the
specific
amount
of
money
already
accounted
for,
that
they
know
they're
going
to
give
to
youth
nonprofits.
So
it's
they
end
up,
giving
it
to
organization
called
Clearwater
for
youth
similar
how
Junior
spongers
is
technically
under
the
name
tarpon
for
youth.
L
They
give
them
twelve
thousand
dollars
to
split
up
between
you
know,
countryside
I
know
high
school
is
the
Cougar
program,
I
think
they're
little.
He
goes
too
and
then
also
the
Clearwater
tornadoes
Junior
again,
just
like
junior
spongers
does
I
think.
As
far
as
determining
where
you
draw
the
line
with
the
youth
programs
when
it
comes
to
youth
programs,
if
other
youth
programs
come
forward
that
need
help
will
help
them
too.
This
is
just
a
kind
of
a.
A
H
Need
to
figure
out
before
we
say
yes
to
one
program:
how
are
we
going
to
do
this?
Are
we
gonna
come
up
with
the
funds
to
do
this
for
different
programs
or
rec
department?
Like
you
said,
is
this
a
not-for-profit
that
they're
using?
How
are
they
fundraising
for
there's
just
questions
and-
and
this
you
know
we're
in
a
middle
of
our
budget
right
now,
so
this
doesn't
have
to
be
decided
tonight.
As
far
as
I'm
concerned,
we
can
decide
when
we're
deciding
the
budget
if
we're
going
to
include
that
I
just
want
more
questions.
Well,.
L
Again,
I
can
continue
to
try
to
answer
some
a
or,
if
you,
if
you'll,
allow
me
as
far
as
the
funding
goes.
It
would
be
ten
thousand
dollars
and
I
believe,
and
we
can
ask
the
city
manager
about
this,
but
I
believe
it's
very,
it's
very
feasible
within
our
budget.
To
do
it,
I
mean
we
do
have
a
sixty
three
million
dollar
budget.
I
know
that
goes
to
a
lot
of
different
places,
but
we're
talking
about
ten
thousand
dollars
to
potentially
help
save
a
youth
program.
H
A
K
Mayor
you
know,
tarpon
springs
could
out,
beat
any
movie,
that's
made
for
the
passion
and
the
stories
that
happen
and
tarpon
springs,
and
to
me
this
is
what
a
small
town
of
small
cities
about
is
bringing
the
passion
forward
and
carrying
it
throughout
the
community.
So
I'm,
proud
to
say:
I
grew
up
in
Tarpon
Springs
lifelong
resident
I've
never
been
one
to
play.
Football
myself,
but
I
always
was
at
the
junior
Thunder
games
was
watching.
K
My
friends
was
always
supporting
in
high
school
and
in
college
and
even
after
college
at
the
high
school
games
as
well,
so
I've
always
been
in
the
stands
again.
Thank
you
for
all
for
speaking
tonight,
Commissioner
diamond,
thank
you
for
bringing
this
forward.
Football
isn't,
doesn't
necessarily
define
Tarpon
Springs,
but
it's
really
woven
heavily
into
the
culture
of
Tarpon
Springs
and
it
really
helps
bring
the
community
together
all
different
types
of
demographics,
all
different
types
of
Ages.
You
see
people
at
the
games
that
played
football
50
years
ago.
K
You
see
people
that
were
there
15
years
ago.
You
see
people
that
are
2
years
ago.
So
it's
great
to
seal.
Excuse
me
all
the
different
ages:
all
the
different
people
have
come
back
to
town
to
visit
that
comes
with
football
games,
your
ball
season,
it's
a
great
meeting
place
and
a
great
place
to
see
everybody
again,
and
it's
really
a
community
involvement,
Commissioner
Don
and
hit
me
on
the
head.
K
K
I
can
I,
don't
have
a
lot
of
free
time
myself
with
my
family
and
my
full-time
job
and
as
a
city
commissioner,
but
I'm
happy
to
be
there
to
the
games
and
continue
the
sport
Tarpon
football
where
we
can
and
I
would
like
to
see
this
Beaver
occurring
over
a
year,
not
just
a
one-time
thing,
but
something
that
recurs
more
than
one
year
from
the
recreation
department
fund
or
something
that
we
could
look
at
and
the
to
support
this.
We
support
we
make
donations
to
other
nonprofits
across
the
city.
K
A
H
V
H
V
Obviously,
this
is
something
we
not
only
do
tonight,
but
we
gonna
do
a
budget.
We
kind
of
talked
about
this
last
night.
That's
why
I
brought
up
that's
why
we
brought
and
talked
a
little
about
the
issue
we
saw
how
much
we
have
in
our
budget.
We
saw
some
of
the
cuts
we're
able
to
do.
We
saw
some
of
the
things
that
we
are
able
to
add
back
into
the
budget.
V
So
as
far
as
the
strict
budgetary
questions
and
now
as
it
stood
last
night
in
our
budget
meeting
as
I'm
sure
it
stands
more
thieriot
there
is
the
available
money
without
cutting
everything
else,
to
do
the
ten
thousand
and
the
funding
for
now
and
and
do
some
yeah
we've
got
it.
We've
got
a
lot
of
issues
with
football
and
me
being
around
a
long
time.
Back
in
my
day,
it
was
easy
because
we
used
to
be
able
to
use
asset
forfeiture
money
from
the
police
department
that
we
used
and
took.
V
We
were
able
to
use
that
and
I
think
way
back
in
that
time.
I
think
we
funded
twenty
five
hundred
dollars
a
year
for
the
scholarships
until
the
state
and
the
government.
Everything
told
us
that
we
couldn't
use
that
which
was
a
heck
of
an
argument
with.
How
can
you
say
we're
supposed
to
be
getting
this
money
from
the
drugs
and
putting
it
back
in
to
the
community,
the
kids
to
keep
them
out
of
it?
But
I
can't
use
it
to
anymore
to
do
that.
V
In
fact,
they
almost
tried
to
get
it
back
from
us
for
five
years,
and
at
least
we
stayed
that
off.
But
you
know
things
changed
and
we
couldn't
do
it,
but
this
is
the
city:
has
a
history
and
again
through
cops
and
kids
and
through
drug
for
which
your
money
until
they
prohibited
it,
which
is
still
prohibited
and
I,
have
no
idea
why?
But
it
is
because
we
have
a
good
area
to
do
it
front
prohibited,
but
so
we
have
a
history
of
it.
V
This
problem
that
we
have
has
we
see
and
I'm
glad
the
coach
talked
the
coach
preaches
what
I've
been
preaching
for
40
years,
working
with
kids
and
worked
for
youth.
We've
got
a
big
problem.
All
over
the
place
and
a
ton
of
different
things
we
got
to
do,
but
what
we
can
do
tonight
by
talking
about
it
and
what
we
can
do
when
we
finalize
the
budget
which
again
that
has
to
be
finalized
within
the
next
month,
we
finalized
the
budget.
V
We
do
have
this
year
bull,
but
again
we
got
a
lot
more
to
do
that.
Helped
the
high
school
got
to
help
other
things,
but
this
is
the
start
to
get
the
root
of
that
program,
to
get
people
through
and
go
and
I'm
willing
with
commissioner
Donovan
again,
they
don't
have
to
meet
with
the
recreational
in
the
rec
and
so
on.
There
I'll
be
involved,
I'm
gales
got
my
gal,
can
chase
me
down
anytime
and
find
me
anywhere
and
stuff,
and
we
have
been
talking
to
try
to
do
something
every
year
and
stuff.
V
So
so
the
many
many
other
issues
that
we
got
to
deal
with
the
thing
is:
we've
got
a
year
to
deal
with
it
while
we're
preparing
for
2020
we've
got
a
lot
to
do
a
lot
to
meet
again.
We
got
to
get
this
community
and
believe
me,
me,
and
the
city
has
been
the
subject
to
this
social
media
things
where
people
sit
there
if
they
spend
so
much
time,
stop
accusing
people
of
things
and
we
set
out
and
get
the
work
to
solve
the
problem.
We'd
be
a
lot
mad.
V
That's
why
I
hate
social
media,
except
my
cops
and
kids,
don't
like
keep
in
touch
with
my
facebook,
so
I
gotta
have
their
ID,
have
no
social
media
and
stuff,
but
we
just
got
so
much
to
do
in
the
community
and
work
with
and
I'm
glad
with
Commissioner
darling
myself
and
whoever
you
wanted
to
get
on
these
things.
But
this
is
something
that
we
can.
This
is
something
we
can
do
and
we're
capable
do
it
without
sacrifice
than
anything
else
within
the
next
month,
as
we
set
our
budget
for
next
year.
V
So
so
we're
ready
to
do
that.
The
budget
meeting
and
be
able
to
do
that
again,
all
the
things
we've
talked
about
a
bunch
more.
We
need
to
all
work
together,
and
committees
can
be
layers
on
with
me
in
the
city,
whatever
they
need.
Besides
the
money,
yeah,
there's
a
lot
more
so
so
we'll
form
will
form
as
a
city
with
the
group
of
the
group
who
work
so
hard
with
a
youth
football
with
anybody
else
who
comes
in
especially
I've,
been
watching
the
social
media.
People
stay
want
to
do.
V
H
Something
well,
that
was
exactly
what
I
was
trying
to
get
at
is
we're
not
making
a
decision
tonight
we
can
look
at
the
budget
still
and
even
see
what
else
we
can
do
for
our
sport
programs.
Besides
just
football,
because
if
we
start
a
precedent,
we
may
you
know
regret
it.
So
you
know
I'm
not
against
funding.
I
just
want
to
see
what
we
can
do
for
different
organs.

I

this
pertains

X
Good
evening,
heather
earlier
Planning

the
reason
why
it's
called
a
small
local
matching
grant
is
because
normally
when
you're,
not
a
certified
local
government,
you
are
required
to
do
a
match.
We
happen
to
be
a

so
we
are
exempt
from
the
matching
criteria.
Okay,.
K
K
K
I
was
in
the
Historic
Preservation
Board
for
three
years
before
I
went
to
the
Planning
and
Zoning
Board,
and
then
before
I
was
elected
city
commissioner,
and
at
the
time
I
guess
that
was
close
to
seven
years
ago,
when
I
first
started
sitting
on
the
city,
boards
or
plus
I
knew
that
it
needed
to
be
re
updated
at
that
time.
So
this
is
encouraging
to
see
that
we're
moving
forward
with
this
one
of
the
questions
I
have.
Is
it
talks
about
under
1a?
K
K
All
right,
I,
don't
have
further
questions
in
just
a
statement
actually
I'm,
sorry,
so
it
the
statement
is
the
historic
preservation
consultant,
a
professional
historic
preservation
consultant
to
develop
the
tarpon
springs
to
sort
District.
So
to
me
it
sounds
like
it's
saying
and
historic
preservation
consultant
I,
don't
really
know
what
the
parameters
were
with
the
other
consultants
that
were
looked
at
so
I
just
want
to
make
sure
that
that
that
the
city
of
Tarpon
Springs
doesn't
step
on
any
toes
we're
getting
the
funding
yep
in
this
state.
K
D
A
D
D
X
B
A
C
City
has
received
a
settlement
offer
on
a
code
enforcement
laying
the
code
enforcement
lien.
At
this
point,
total
is
1660
$7.99.
We
received
an
offer
of
seven
hundred
and
fifty
three
dollars
and
two
cents
and
we're
asking
for
your
approval
to
accept
that
offer
of
settlement.
Obviously,
with
such
small
numbers,
we
don't
want
to
eat
it
up
in
attorneys
fees
and
other
costs.
C
And,
frankly,
if
we
were
to
attempt
to
collect
this,
obviously
it
would
exceed
that
other
$700
or
$800,
and
so
we're
asking
for
your
authority
to
accept
this
offer
a
settlement
in
the
amount
of
750,
three
dollars
and
two
cents
for
that
code
enforcement
lien.
The
property
is
located
on
Garden
Avenue,
it
is
vacant
land
and
it's
owned
by
Maria
Cazares.
C
A
A
V
Tom
function
to
do
obviously
y'all
have
seen
the
emails
has
been
going
on
for
a
long
time
about
the
residents
wanted
to
pave
the
problem
all
these
years.
It
was
half
the
road,
this
county,
half
the
road
cities
than
a
mess.
So
we
have
worked
through
and
worked
through
all
this
than
what
it's
fun
she's
going
to
present
to
you
is
the
agreement
or
the
county
of
the
handle
of
the
road
and
give
us
probably
most
the
most
of
the
money
available.
In
fact,
all
the
money
probably
available
too.
Y
All's
I've
been
here
yes,
this
road,
Lillie
Road
is
actually
a
50/50
share
5th
through
7th
the
city
40%
with
that
with
the
county.
A
hundred
percent
of
utilities
is
sitting
responsibility
about
four
years
ago.
The
road
was
resurfaced
all
the
way
up
to
Earl
Street,
except
for
that
section
from
Earl
Street
out
to
Carroll.
The
road
was
about
a
thousand
feet,
with
the
request
from
the
county
for
a
transfer.
They
were
willing
to
pay
for
half
that
upgrades
that
road
as
ice
talked
to
them,
that
their
attention
was
just
to
put
a.
Y
If
we
were
to
do,
we
were
to
share
didn't
cost
anyhow,
so
the
county
has
agreed
to
share
with
half
the
cost
of
paving,
which
is
about
$35,000.
It
should
cost
us
somewhere
around
$28,000
to
resurface
it
some
mighty
great
work.
We
have
to
do,
and
that's
pretty
much
said
well.
I'll,
take
care
of
that
dusty
area.
We've
had
for
a
number
of
years.
Thank.
Y
It
gives
us
plenty
of
room
to
work
in
there,
so
if
they
ever
want
to
upgrade
the
utilities,
they
can
do
that,
plus
those
lots
there
on
the
west
side
of
their
own
way.
The
ferns
to
me
lots
in
there
are
not
improved.
So
if
developers
should
come
in
over
here
be
their
responsibility
to
bring
those
grow,
the
road
and
those
utilities
up
to
city
standards,
so.
V
We
do
have
a
cooperative
kept
we're
finding
in
a
couple
areas-
other
errors
you
may
see
in
the
next
month
or
so
we're
we're
gaining
a
good
working
relationship
with
the
county.
Yes,
they've
got
some
people
we've
been
dealing
with,
though
I
think,
hopefully
we're
gonna.
Surprise
you
with
a
couple
other
things.
You
probably
never
thought
you
were
gonna
see
and
in
your
time
up
there
that
they're,
cooperating
working
with.
V
Of
course,
all
you've
been
working
with
the
county,
commit
them
to
County
Commissioners
and
all
the
meetings
and
stuff
all
you
have
done
has
got
the
word
back.
The
administrators
got
the
word
back
and
it's
new
people
that
has
come
in
he's
gave
them.
You
know
he's
directed
them
to
work
with
us
more
and
some
of
the
things
they've
told
us,
no
one
ever
they're
open
to
discussions
and
talk
on
this.
Y
It's
gonna
take
probably
three
or
four
weeks
for
the
can
design
their
portion.
If
you
approve
this
tonight,
then
you
know
we
had
to
have
a
paver
paving
now,
but
I
don't
know.
If
he's
going
to
be
the
county's
cuz
I
was
gonna
be
agreed
upon.
Yet
so
I'd
have
to
go
back
out
and
rebid
the
paving
unless
we
want
the
paver
without
the
agreement,
but
that's
a
decision
you
can
make.
I
Y
Lots
are
on
the
west
side
of
the
lien
up
to
our
Elstree
acts.
You
all
we
have
to
Klosterman
on
the
west.
Side
of
the
street
are
unincorporated
County,
so
you
may
have
those
Thai
and
I
know
that
the
one
the
first
couple-
lots
of
a
curled
or
underdeveloped,
so
I
think
that's
part
of
their
requirement.
Should
they
require
those
utilities
they
would
need.
I
I
Y
Gonna
be
a
rural
roadway,
just
just
an
asphalt
pavement.
What
we
want
to
do
too,
is
hopefully
limit
any
any
the
minimizing
traffic
through
there
I
mean
once
you
pay.
Road
comes
very
quick.
Comes
very
people
speed
it.
So
we
intended
Minette
meander
a
little
bit
in
the
right-of-way
and
then
put
a
couple
trees
up
just
to
discourage
anyone
going
fast.
They
go
through
fast
there.
Y
Now,
anyhow,
that's
what
we're
getting
all
the
dust
and
then,
when
the
developers
come
in
they'll
be
responsible
to
bring
the
thing
up
to
more
standards
and
in
sidewalks
yeah
and
curbing
and
things
like
that,
how's
that
development
agreements
for
a
few
Lots
months.
You
want
to
develop
those
over
here,
they're
responsible
for,
but.
Y
K
Thanks
mayor,
a
vice
mayor,
dear
panting,
took
everything,
I
was
gonna,
ask,
and
so
thank
you
for
bringing
this
forward
and
making
it
through
pretty
quick.
I
know
the
residents
that
live
along
this
road
on
the
east
side
have
been
complaining
for
many
many
years,
and
it's
great
to
see
that
you
all
took
it
by
the
horns
and
got
it
finished
this
year.
So
thank
you
for
your
work
on
this.
Y
L
Y
L
A
Eighteen,
it
worked
out
AFP
number
1900,
249
PCM
video
surveillance
system
before
I.
Ask
for
the
staff
report
I
like
to
advise
the
board
that
we're
not
discussing
any
security
aspects
of
them
for
the
cameras
being
that
this
is
a
security
issue.
If
you
have
any
questions,
please
ask
chief
coaching
offline,
you
explain
the
in
detail
step
aboard
mr.
liquors,
yes,
I'll
turn.
W
Thank
You
mayor
board,
commissioners.
As
you
know,
this
has
been
discussed
by
the
Commission,
pretty
in-depth
about
a
video
surveillance
system,
what
we
kind
of
refer
to
as
phase
one,
mostly
in
the
downtown
area,
after
giving
a
city
manager
direction
to
move
forward.
With
this
initiative,
we
assembled
a
small
committee
of
staff,
people,
IT
time
functions,
department,
purchasing,
Police,
Department,
obviously,
and
we
put
a
lot
of
work,
a
lot
of
diligent
effort
into
scoping
out
this
whole
area,
walking
the
streets
walking.
You
know
all
the
all
the
areas,
what
we
thought
we
needed
coverage.
W
So
when
that
was
done,
we
we
wrote
out
a
scope
for
purchasing
and
it
went
out
to
bid-
and
at
this
point
in
your
backup,
the
company
that
was
selected
by
the
selection
committee
was
so
planned
technologies.
They
are
the
most
qualified
and
the
least
expensive
for
this
project
they're
a
national
player.
So
we
are
asking
you
to
award
the
bid
or
RFP.
If
you
do,
then
we
will
move
forward
with
getting
this
project
done.
I
W
Areas
now,
obviously,
I
had
the
opportunity
to
meet
with
many
of
you
and
speak
with
many
on
this
system
really
getting
into
the
finer
details
of
it.
But
the
areas,
the
cameras
are
really
high-tech
and
we'll
be
covering
a
lot
of
areas
in
downtown
and
other
areas
in
the
city.
The
resolution
is
excellent.
I
covered
with
a
lot
of
the
commissioners
and
the
mayor.
Basically
the
real
finer
details
of
what
this
entails,
which
I
can't
discuss
publicly.
As
you
know,
state
statute
by
statutory.
A
F
A
I
W
J
L
F
L
I
guess
I'll
jump
into
it,
then
you
know
our
Police
Department's
expertise,
technology.
Everything
like
that
I
mean
I,
put
it
up
against
anywhere
I
lost
in
the
nation.
I
got
all
the
respect
in
the
world
for
chief
coaching
but
and
I
believe
from
a
security
perspective.
You
know
if
it's
just
strictly
security,
then
I
think
this
is
awesome,
but
I
think
we
as
commissioners
have
more
to
consider
here
because
I'm
fine
with
the
city
using
security
cameras
on
city-owned
buildings,
city-owned
parking
lots.
L
Knowing
that
there's
24/7
surveillance
on
residents,
if
they're
walking
down
you
know
certain
pathways
or
certain
streets
and
again
I
can't
go
into
detail
about
the
locations
of
them,
but
there
are
certain
streets
and
certain
sidewalks
where,
if
I'm
walking
down
I'm
gonna
be
under
constant
surveillance,
that's
just
not
something
really
I'm
comfortable
with
I
know
that
kind
of
the
erosion
of
privacy
and
stuff.
Like
that,
pretty
much
if
you
walk
outside
today,
you
gotta
expect
you
know
you're
on
camera
somewhere.
I.
Just
don't
think!
That's
something
that
the
city
needs
to
contribute
to
that.
H
K
B
K
X
X
The
applicant
for
this
application
came
to
the
city
and
was
seeking
to
essentially
remediate
the
issue,
be
son
being
cited
by
code
enforcement
because
the
easement,
the
goat,
those
are
in
our
current
right-of-way
for
the
trail
they
he
asked
for
our
staff
to
look
into
doing
a
possible
vacation
of
the
of
this
particular
portion
of
the
trail
and,
unfortunately,
staff
can't
support
that.
Couldn't
support
that
vacation
request,
mostly
because
this
is
the
area
of
the
trail,
where
we've
already
had
some
collapse
and
had
to
have
some
repairs.
X
The
concern
is
that,
if,
if
need,
if
future
repairs
are
needed,
we
may
need
that
right-of-way.
So
we
don't
want
to
grant
right-of-way
that
we
might
then
have
to
go
back
and
ask
for
later.
So
as
a
result,
this
is
basically
an
agreement
that
set
by
this
board.
Should
you
choose
to
do
it
that
would
allow
those
encroachments
to
remain
in
the
right-of-way.
However,
the
agreement
is
term.
X
It
can
be
terminated
within
it
with
a
30
day
notice,
so
the
applicant
would
then
have
to
remove
the
encroachments
that
they
have
in
the
right
in
that
of
right-of-way.
Again,
this
is
a
trail
right-of-way
rather
than
a
public
right-of-way.
So
there's
not
the
same
concern
that
you
would
have
of
like
cars
hitting
those
improvements
or
that's
everything,
we're
not
we're
not
talking
about
that
type
of
issue.
However,
those
encroachments
have
been
in
place
for
a
significant
amount
of
time.
The
applicant
can't
really
speak
to
that.
X
It
all
predates
my
arrival
here
in
Turbin,
essentially
what
they're?
What
he's
requesting
is
about
approximately
10
that
a
little
bit
more
than
10,000
square
feet
of
that
right-of-way
to
remain
with
those
improvements
in
it?
The
agreement
is
written
for
30
years.
That's
certainly
something
that
is
subject
to
this
board's
approval.
We
wrote
it
for
what
we
usually
write
these
agreements.
For
so
with
that
I
can
answer
any
questions
you
have,
but
that's.
The
crux
of
the
issue
is
that
we
encroachments
in
our
public
right-of-way
for
the
spur
trail.
X
This
is
a
the
staffs
attempt
to
kind
of
compromise.
There
are
some
neighbors
in
the
in
the
neighborhood
that
do
not
like
this.
These
encroachments
I'm
not
convinced,
there's
anything
we
really
can
do
to
eliminate
or
alleviate
that
neighbors
concerns
I've
had
some
conversations
with
those
neighbors.
Essentially,
this
is
just
one
of
those
things
that
the
applicant
for
safety
reasons,
as
he
can
kind
of
elaborate
when
he
comes
up
to
present
for
safety
reasons
and
for
privacy
reasons,
put
up
these
improvements
because
of
the
the
public
access
along
the
trail.
S
Z
Indy,
a
Kasai
live
at
773,
anklet
landings
drive,
so
I've
developed
that
property
I've
owned
that
property.
Since
1988
I
developed
the
property
that's
been
approved
for
four
Lots
I
was
gonna,
build
four
homes.
There
ended
up
building
one
house,
so
I
live
out
there
by
myself
with
my
wife,
my
fiancee
and
my
dogs.
Okay,
the
county,
the
city
maintains
a
portion
of
the
right-of-way,
and
the
county
is
required
to
maintain
the
other
portion.
Z
There
believe
it
or
not,
because
you
had
to
go
through
a
trailer
park
and
there's
a
large
people,
a
lot
of
minor
homeless
people
that
live
over
the
Trussell
back
there
and
my
house
was
broken
into
a
couple
times.
Had
a
couple.
Burglars
I
had
to
call
the
cops
on
that
we're
over
there
and
then,
since
I
got
my
dogs,
I
haven't
had
any
break-ins
I
had
anything
so
I
put
the
fence
up,
I've
been
cleaning,
the
property
haven't
had
any.
Nobody
said
anything
about
nothing.
Z
Okay,
then,
when
this
county
had
to
fix
the
plate,
the
fix
the
problem
there.
They
asked
me
to
move
the
fence,
so
I
move
the
fence
and
cost
me
three
grand
I
moved
it
back.
You
can
see
where
I
moved
it
back
and
then
you'll
notice
they
haven't
cut
the
grass.
Once
there
there's
mice
there
there's
snakes
there
I
mean
they
did.
They
won't
come
and
cut
it
behind
that
chain-link
fence
and
nothing
behind
the
on
the
trail
before
it's
behind
the
chain-link
fence.
The
county
won't
maintain
it.
Z
So
you
know
I'm
just
asking.
Let
me
just
live
my
little
life
here
and
let
me
keep
maintaining
it.
You
know
and
if
you
decide
to
want
me
to
move
the
fence
or
take
you
down
later,
you
know
I
mean
I'm
happy
to
do
it.
I
mean
you
know
this
one
guy
that
lives
in
the
neighborhood.
He
don't
like
my
dogs,
barking.
You
know,
I
have
pit
bulls,
you
know
they
barked.
That's
what
dogs
do
so
he's
the
one
he's
got
nothing
better
to
do
he's
just
a
troublemaker.
Z
He
he
went
and
researched
that
it
was
a
and
I
put
a
little
on
there.
So
I
could
put
my
bug
my
tools,
you
know
so
he's
the
one
that
started
all
this
thing.
I
mean
this.
This
fence
has
been
up
for
15
years
now.
You
know
then
I
was
willing
to
pay
for
it,
but
they
don't
want
it.
They
don't
want
to
do
it,
but
I'm
just
asking
if
you
give
me
permission
to
leave
it
the
way
it
is.
That's
all.
Thank.
A
Z
I
didn't
I
put
the
fence
up
illegally.
I
didn't
get
a
permit
okay,
so
the
first
thing
I
got
to
do
is
out
here:
go
get
a
permit,
then
I
want
to
move
the
fence
back
up
where
it
was
so.
I
can
cut
that
bat
I
mean
it's
a
bush.
I
mean
I
need
a
bush
hog.
Now
it's
that's
how
bad
it
is
over
there.
I
mean
I.
Don't
know
why
the
county
can't
cut
behind
the
fence,
but
anywhere
down
the
Pinellas
Trail
they
don't.
They
don't
cut
behind
the
Pinellas
trail
behind
the
chain-link
fence.
Z
W
I
B
I
A
K
K
K
Mean
the
problem
seems
to
be
that
there's
an
issue
with
maintenance
right
with
this
property
or
that
area,
so
that
that
would
solve
one
of
the
issues.
Right
I
mean
you've
got
a
significant
amount
of
land
to
the
left
from
I
know.
You
talked
about
the
city
would
want
to
keep
the
property
in
the
event
of
the
trail,
needs
to
be
reconstructed
or
reinforce,
or.
X
K
I
mean
to
me:
I
would
like
to
see
a
land
swap
I
think
it
would
be
advantageous
for
the
city
and
the
applicant
in
the
situation.
If
the
applicants
interested
in
downtown
at
some
point
he's
got
property
next
to
his
building.
I
would
propose
something
along
those
lines
too.
To
just
swap
the
land.
I
mean
it's
advantageous
for
him
to
have
the
property
next
door
to
ten
thousand
square
feet.
K
It's
not
just
a
strip
or
a
sliver,
and
then
there's
a
small
lot
in
downtown
that
can
be
used
for
green
space
within
the
CRA
or
some
other
aspect.
It's
a
different
approach
in
what's
being
proposed
by
staff,
and
it's
a
different
approach,
then
probably
what's
been
done
in
the
past,
but
it's
tough
and
I
think
that
could
be
creative
with
giving
mr.
Z
I'm
not
prepared
to
offer
swap
in
my
lot
for
this
little
strip
of
land
that
I've
been
taking
care
of
for
20
years,
some
maintenance,
it's
a
maintenance
pain
in
the
butt,
okay,
and
it's
nothing
but
a
little
slower
or
land.
For
me.
Okay,
but
I
have
it
for
my
dogs,
I
can
I
could
live
if
I
had
to
move
my
fence
back
I
would
move
my
fence
back,
so
I'm
not
prepared
to
do
that,
and
neither
produce
is
here
back
before
the
city
bought
the
right-of-way
me
and
my
partner
back
in
the
eighties.
Z
We
were
we
bought.
We
had
a
contract,
the
bike
would
to
buy
the
spur
that
the
trail
is
done
now.
Okay
and
they
shot
us
down
for
the.
We
were
gonna
build
townhouses
over
there
and
I
found
out
about
the
park
that
they
wanted
to
put
in
there
and
and
then
we're
gonna
put
the
trail.
So
I
said:
look
you
guys
are
better
off
with
the
property.
Not
me
so
I
I
lost
I
gave
back
the
contract
for
the
spur,
so
the
city
could
get
the
land
okay,
so
I
did
that
I
could
have
kept.
Z
That
land
and
then
there
wouldn't
have
been
no
spur
over
there
and
I,
wouldn't
have
all
this
riffraff
going
by
my
house
and
homeless
people
going
through
there.
Every
morning
every
night,
my
wife
is
in
my
house
by
herself
all
day
long
studying
every
about
somebody
gonna
come
in
there
and
who's
gonna
jump
her
over
there
you
know,
and
since
there
is
might
be
some
resistance.
Z
If
you
look
at
the
survey
that
y'all
required
me
to
get
your
lift
station
lands,
believe
it
or
not,
and
I
didn't
want
to
go
this
route,
your
lift
station,
the
pump
station
is
there
lands
on
my
property
and
believe
it
or
not.
The
back,
quadrant
of
it
and
I
haven't
said
I
didn't
know
about
it.
Till
I
had
that
this
all
came
up.
I
don't
have
a
problem.
You
guys
using
my
property.
For
that.
A
D
Need
a
protists
again
I
wasn't
planning
to
speak
on
this,
but
everything
he
says
said
is
true
and
when
he
started
to
build
his
project
over
there,
he
was
very
cooperative
with
the
city
coming
forth.
Everything
we
asked
I
am
appalled
that
a
commissioner
would
ask
about
a
lot
downtown
versus.
What's
out
there,
there's
no
comparison
in
price
value
with
that
recommendation.
D
K
A
A
K
A
A
V
Manager,
I
didn't
have
time
today,
but
I
will
tomorrow
and
send
you
I
need
to
get
a
date
for
the
next
or
the
third
budget.
Hearing,
so
I'll
look
at
some
dates
and
some
options,
and
so
you
can
tell
me
which
ones
you're
not
available
at
so
hopefully
we'll
find
one
of
them
that
the
five
of
you
can
be
at
for
the
or
the
hearing.
Soggy
I'll
look
at
the
dates
and
availabilities
and
those
two
years
so
with
solidifying
date.
For
that.
K
Mayor
I
did
attend
the
public
art
meetings
earlier
this
afternoon.
There's
a
big
agenda,
there's
a
lot
of
different
items,
they're
talking
about
from
different
murals
across
the
city
to
some
other
projects
as
well.
That
was
a
good
meeting.
I'm
encouraged
by
some
of
the
items
that
are
hopefully
gonna
be
moving
forward
to
the
Commission
here.
Pretty
soon
are
voting
on
also
I
met
with
Mike
and
Tim
Lowe.
Their
family
is
the
one
that
owns
old
Pappas
building
at
the
entrance
of
the
Sponge
Docks,
and
the
parking
lot
as
well.
K
I
had
a
great
meeting
with
them
last
week
to
discuss
a
potential
of
putting
up
using
some
ride
away
if
needed,
they
were
excited
about
an
entranceway
to
the
Sponge.
Docks
they're
also
excited
about
looking
at
some
landscape
options
along
the
parking
lot
along
Pinellas
Avenue
as
well
somehow
partnering
with
the
city
with
that
beautification
effort
for
the
entrance
and
also
the
landscape
aspect.
A
I
I
But
I
just
wanted
to
tell
you
all
that
please
buy
it.
I
think
the
Commission
as
a
whole
we're
starting
to
gel
as
a
board
more
snow
than
when
we
first
started
together,
said
the
past.
That
I
think.
If
everybody
on
this
board
plays
to
your
own
individual
strengths
and
then
as
a
whole,
we
make
a
pretty
strong
board.
So
that
said,
I'm
excited
about
that
and.
A
H
K
K
L
K
L
A
Well,
I
have
several
announcements
to
make
and
comments.
Yesterday
we
had
the
honor
to
attending
the
groundbreaking
ceremony
of
the
of
the
hospital
of
the
new
of
er
and
I'd
like
to
congratulate
the
President
Johnson
Dunkel
and
staff.
With
his
excited
say
an
accomplishment
vice
pair
Terra
Pena
was
there
commissioned.
Suber
was
there
though
we
had
and
mr.
the
course
was
there.
It
was
there.
There
were
many
sido
representatives,
so
that
was
very
exciting
day.
We've
been
waiting
for
this
day
for
a
long
long
time.
A
Last
week,
I
returned
from
the
our
sister
cities
with
Christopher
Steele,
who
still
there
right
now
he
is
going
to
the
mainland
and
he
has
been
painting
images,
creating
documentary
with
Harper
Springs
and
houses,
the
cities
he
went
to
columnar.
She
spends
quite
a
bit
of
time
there
they
would
see
me
in
hockey.
Now
is
the
ID
key
there
from
there
is
going
to
go
to
Korea
and
Peloponnesus.
A
The
the
trip
was
very
productive.
It
was
very
successful.
Was
they
working
vacation?
All
the
expenses
of
my
trip
will
pay
by
me,
so
the
city
didn't
pay
a
painted
board,
as
I
was
paying.
For
my
own,
also
like
to
mention
that
I
invited
Colonel
Kelly
from
the
Army
Corps
of
Engineers
is
going
to
be
here
on
August
19
we're
going
to
have
lunch
and
he's
going
to.
A
We
want
to
have
the
opportunity
to
discuss
the
included
project
and
hoping
that
we
start
sooner
than
that
is
scheduled
to
happen,
and
it
is
good
to
have
a
good,
related
relationship
with
with
the
colonel
Kelly
and
I'm
looking
forward
to
get
to
know
him
better.
We
met
in
Orlando
during
the
the
her
Kaine
conference
and
is
an
awesome
guy
to
work
but
I'm
looking
forward
to
work
with
them.
Well.
That
concludes
the
regular
session
meeting
is
adjourned
at
8:48
year.
