proud

staff

budget
and
it
being

years
past
we've
always
talked
about
that.

maintain
a
competitive
edge
within
the
community
regarding
being
a
full-service
community
and
maintaining
the
level
of
service
that
we
do
to
our
residents,
but
also
trying

stay
competitive
as
it
relates
to
our
tax
rate
and
trying
to
keep
our
millage
rate
at
a
level.

keeps
us
competitive
without
with
surrounding
communities
within
our
area,
so
I
was
proud
a
number
of
years
ago
when
we're
actually
able
to
reduce
it,
and
I'm
glad
that
at
the
minimum
it's
not
increasing
this
year,

think

it
helps
us
tremendously
competitively
and
in
years
to
come.

majority

is
related
to
some
capital
outlay,
and
that's
my
presentation
on
the
budget.

brings

tentatively
adopting

budget
for
fiscal

whereas
the
public
hearing
was
held
on
september

tentative
budget

therefore

resolved

the
board
of
commissioners
at
the
city
of
tarpon
springs
florida
that
won

city

budget
for
fiscal

wanted
to
bring
up
some
of
my
concerns
and
the
concerns
of
business
owners,
even
though
I'm
no
longer
on
the
board,
I
still
care
deeply
about
the
community.
Every
day,
I'm
told
of
businesses
closing
or
planning
to
sell.
This
is
very
difficult
time
for
our
businesses,
our
economy
and
what
our
future
tax
base
will
look
like
not
to
mention
penny
for
pinellas.

I
am
sad
for
those
business
owners
who
spent
their
time
effort
energy
and
money
to
open
businesses
in
time
for
the
season,
and
then
we
didn't
have
a
season.
I
urge
you
to
consider
your
spending
and
to
get
in
touch
with
our
business
community.
I
appreciate
the
thousand
dollars
given
to
business
owners,
but
many
of
these
owners
have
multiple
businesses,
which
they
also
need
to
keep
afloat.

When
discussing
the
budget,
please
think
about
how
you
can
help
our
business
community
businesses
can't
hang
in
there
forever
as
business
owners,
we're
all
we're
also
responsible
for
employing
hundreds
of
people
in
this
town.
Many
who
are
now
in
limbo,
without
a
job
we
must
sign
the
front
of
the
check,
not
just
the
back.
This
pandemic
has
not
only
been
devastating
for
the
business
owners,
but
also
our
employees.

In
reference
to
the
above,
I
also
want
to
mention
a
call
and
an
email
I
received
recently
from
a
local
resident
and
business
owner.
I
don't
know
this
gentleman,
but
I
understand
his
frustration.
We
have
our
ordinances
and
codes
that
must
be
enforced.
I
do
not
question
this,
but
again.
Think
of
the
economy
of
tarpon
springs
these
times
call
for
serious
discussion
and
change.
We
can't
continue
to
ignore
the
needs
of
our
business
community
and
our
economy.
Last
week
I
was
on
hibiscus
street
visiting
a
business
which
I
frequently
visit.

It
was
an
emotional
visit
since
I
know
how
hard
this
business
tried.
The
city
did
a
beautiful
job
on
hibiscus
and
promoted
the
businesses
on
that
street.
There
was
no
activity
at
the
church
while
I
was
there
and
the
street
was
empty,
except
for
an
occasional
car,
yet
they
were
all
yet.
There
are
three
businesses
on
that
street
that
don't
have
enough
indoor
seating
to
make
a
living
in
the
past
eight
years
the
downtown
has
been
transformed
and
the
city
has
made
improvements
on
the
docks
was
this
all
for
not
please
consider
these
concerns.

floating
dock,

similar

built

bayou
there

only

two
boat
launching
facilities.

bayou
is
fantastic.
It's
a

corridor
leading
into
our
river
that
leads
off
to
the
gulf.
Obviously
I
just
think
sunset
beach
has
you
guys
have
done
a
fantastic
job
with
some
of
the
some
of
the
improvements
that
have
been
made
out
there,
and
I
think
that
you
know
a
floating
dock
would
be
a
great
addition
to
that
boat
ramp
due
to
the
high
traffic.
That's
that's
been,
you
know
overwhelming
in
the
past
couple
years.

I
want

start
by
comment
on
the
employee
salary
adjustments
you're
proposing
to,
as
we
budgeted
three
percent
increase
for
all
the
employees
except

low
paid
grades.
It
will
receive
higher
percentage
and
I
I
support
that.
I
support
you
request,
but
and
again
I
want
to
state
it
with.
I
said
in
the
last
meeting
that
when
I
was
first
elected
as
a
commissioner
back
in
2007,
we
had
a
problem
keeping
employees
because
the
salaries
were
very
very
low.

believe
we
should
provide
decent
pay
to
our
employees
so
and
we
must
be
compatible
to
the
other
cities.
This
is
why
I
had
asked
you
during
the
last
meeting,
or
I
requested
to
the
last
meeting,
to
provide
us

survey

all
the
positions,
including
the
hourly
employees,
the
directors
and
the
charter
employees
to
see
how
do
we
do
compared
to
the
other
cities?

idea
when
you

able

provide

to

said

the
last
meeting
that
I
had
a
discussion
with
commissioner
david
eckers
and
the
mayors
of
north
pinellas,
and
one
of
the
things
we
discussed
was
the
panelist
care
program
cares
program
which
includes
the
individuals
for
non-profits
and
local
businesses.

Pinellas
county
still
has
33
million
dollars
left
to
help
the
people
of
tarpon
springs,
and
I
like
to
mr
liquidus,
if
it's
possible
and
miss
karen
lemons
is
available
to
give
us
some
information
on
that.

We're
already
getting
the
word
out
mayor,
so
we're
already
getting
the
word
out
to
everybody.
Several
ways
we're
getting
it
about
the
water
water
bills
that
are
coming
out.
Karen's
already
started
the
blasting
the
people,
so
we
have
already
started
that
process
last
week
when
we
got
the
word
of
it
to
get
the
word
out
to
every
resident
that
we
can
possibly
about
utilizing
and
getting
our
share
of
the
money
so
that
campaign's
already
begun.

look
at

see
what's
going
to
take
mr
de
curtis,
with
the
consensus
of
the
board
to
provide
a
floating
dock
at
the
sunset
beach,
I
know
that
the
beach
is
very,

shallow,
and
it's
only
for
small
boats
by

though
a
dock
there,
that's
also
been
good
for
the
kids
to
do
fishing.

to
ask
my
fellow
commissioners
to
reconsider
that.

launched
there
multiple
times

to
wait
in
the
water
get
stuck
in
the
mud.

think
it's
a
great
idea
to
put
some
type
of
floating
dock
out
at
sunset:
beach,
east
yeah,
east
of
the
boat
ramp
away
from
the
beach
to
me.
It's
it's
long
been
needed
out
there.
It's
a
it's
a
mess
to
get
in
a
boat
generally
everyone's
trying
to
get
into
the
boat
on
the
trailer
and
that's
dangerous.
Also,
so
I
don't
know
why
I
never
thought
of
that.

To
begin
with,
I
think
it's
a
great
idea,
and
I
appreciate
a
local
resident
and
a
homegrown
guy,
bringing
it
up
for
us
in
the
meeting
another
one.
I
want
to
address
the
second
public
comment
too,
and
just
so
the
public's
aware
we
sympathize
with
the
business
owners
and,
what's
going
on
in
the
community,
and
we've
done
as
much
as
we
can
from
the
commission
standpoint
and
just
for
transparency.

city
of
tarpon
springs
is
spending
a
significant
amount
of
money
last
year,
and
this
year
on,
marketing
tarpon
springs
on
top
of
what
the
chamber
and
what
the
merchants
association
does
as
well.
So
tarpon
springs
is
doing
a
lot
for
the
businesses
from
a
marketing
standpoint
to
try
to
get
more
people
into
tarpon
springs.
That
visit
tarpon
springs
that
come
down
to
interstates,
going
in
clear
water
in
tampa
with
the
billboards
and
social
media
posts.
So
just
so,
the
businesses
are
aware,
the
tarpon
springs.

I'll,
just
keep
it
brief.

don't
have
too
many
additional
comments
to
the
actual
budget
itself,
but
I
will
comment
on
captain
klorus's
email
and
his
idea.
Obviously
we
most
of
y'all
know
that
you
know
we're
old
friends
and
that's
something.
His
idea
is
something
that
he
has
mentioned
to
me
many
times
in
the
past,
and
you
know
for
lack
of
not
for
lack
of
trying.

guess
I
just
I've
never
brought
it
up
when
he's
mentioned
it
to
me,
so
I'm
glad
that
he
did
tonight
it's
something
that
you
know
he
took
the
time
to
be
passionate
enough
about
to
write
a
detailed
email
to
the
board

commissioners,
and
indeed
it
is
something
that
is
needed
and
just
for
historical
purposes.

my
recollection
is:

the
gangway
and
floating
dock
similar
to
what
he's
talking
about
at
spring?

was
actually
a
recommendation
that
was
made
to
the
board
of
commissioners
from
the
parks
and
rec
board,
which
I
think
is
you

interesting
and
worth
noting,
because
again,
that's
another
citizen
advisory
board.
That
basically
said
look
guys.
You
know
we
launched
here
all
the
time.
I
think
it
was
one
of.

was
really
active
with
the
not
the
sale
club,
but
the
you
know
the
kayakers
or
whatever,
and
he
said,
look
we're
launching
we're
slipping
on
the
ramp.
We
don't
have
any
place
to
launch
our
boats,
nothing
like
that,
and
so
that
was
a
product
of
that
recommendation
at
the
time.
So
I
I
think
it's
a
great
idea.

him
submitting
it
and
trying
to
outline
to
you
and
for
us
to
picture
what
he
sees
in
his
head,
which
is
basically
a
somewhat
of
a
dock
to
the
east
of
the
boat
ramp
through
where
the
australian
pines
are,

dock

leads
out
to
a
gangway
which
then
goes
to
a
floating
dock
where
there's
deeper
water,
so
I
definitely
support
it
and
I
would
be
open
to
ear
marking.

to
take
a
stab

refer

commissioner
vaticatus,
maybe
on
what
his
thoughts
were
regarding
the
costs
and
see
his
dealt
with
this
type
of
marine
permitting

construction

idea,
but
I
would
also
like
to
limit
the
amount
of
funds
that
we
would
expend
on
looking
into
it
and
we
did
the
renovation
of
sunset
beach
when
I
was
city
manager
in

current
configuration
that
you
see
right
now,
and
we
have
a
an
observation
dock
just
a
little
further
to
these
from
the
location
that
mr
pelorus
is
suggesting
and
it's
an
observation
dock.

For
one
reason
we
couldn't
get
any
other
kind
of
dock
because
of
the
water
depth
and
I
don't
mind
looking
into
it.

floating
dock
is
tougher
to
permit
than
a
fixed
stock
because
of
the
tides
and
the
chance
of
it
resting
on
the
bottom,
and
there
needs
to
be
ample
water
there,
but
it
wouldn't
take
a
whole
lot
to
get
some
opinion
from
dep
in
that
regard.

If
we
knew
what
the
water
depth
was
there,
and
maybe
we
could
figure
out
how
to
do
that
without
spending
a
lot
of
money
and
having
a
pre-application
meeting
with
dep.
Just
simply
ask
them
the
question
and
then
once
we
get
an
answer
from
that,
actually
come
back
to
the
commission
and
kind
of
export
further
with
regard
to
the
size
and
the
configuration
and
the
type
of
dock.
That
dep
would
allow
us
to
have
that's
those
same
comments
hold
true
with
the
water
navigation
authority
as
well
they're
going
to
be
involved
in
this.
