areas

briefly
touch

they

neighborhoods,
that
type
of
development.
There
now
area
two
north
of
the
river,
I'm
kind
of
a
hodgepodge
of
incorporated
and
unincorporated.
It's
a
lot
of
industrial
up
there.
Those
sorts
of
things
three
is
downtown
and
I
call
old
uptown
in
the
core
of
the
city,
a
lot
of
older
plants,
older
homes,
your
historic
districts
are
there,
obviously
downtown
and
the
dot
sponge
dogs
are
in
number.

a
corridor.

this
is
just
a
general
exercise

following
that

to

workers

live

work

basically,
we

know
the
city
is
pretty
well
developed:

bureau
of
economic
business
research,
the
the
organization
that
does
population
projections-
they
they
do,
projections

five
years

right
now
their
projection

five
thousand
more
people
will
move
to
tarpon
by
2040
and.

just
a
population
projection

they
use

that
is
past
population
growth

some
other

They'll

housing
data

last

around
it

that
is
doing
math,

state

us

We
are
looking
to
do
that
and
we're
interested
in
everybody's
idea
of
where
that
should
go.
What

should
look
like,
especially
with
the
infill
exercise

pinellas
county
economic
development
circles,
they
refer
to
workforce
housing.

lot
is
this:
the
same:
are
you
referring
to
kind
of
the
same
thing
so
because
they,

they're,
differentiating
from
affordable,
which
implies

situation
or
something
they're,
calling
it
workforce
housing?

missing
middle

kind

that

installed

extend
the
sidewalk

as
you

we

sidewalk
program
in
the
budget.

kind

input
that
that
we're
looking
for
is
to
maybe
refine

list,

look

five-year
and
10-year
and
our
20-year
plan
on
capital
improvements
to
get
that
in
the
comprehensive
plan

then
you'd
budget
for
it
each
single
year
go
back
and
revisit
those
priorities.

good
news
for
us
is
the
first

the
first
item
of
that
of
that
meeting
was
to
take
seven
of
the
departments.
Like
you
almost
exactly
like
you
had
in
here
to
come
in
and
have
the
board
ask
ask
questions
and,

some
of
the
board
mentioned
they
had
watched
the
the
budget
advisory
meetings
and
stuff
and
knew
that
that
went
way
ahead
of
it's
a
good
thing,
because
I
don't
think
we
got
as
far
as
number
two
when
we
get
to
number
two
but
but
number
one.

Just
you
know,
y'all
did
a
great
job
because
they
I
mean
some
of
them.
Had
I
mean
paul
smith
was
the
first
one.
He
has
14
departments.
So,
however
many
departments
he
had
and
he
was
done
in
less
than
10
minutes,
because
whatever
they
thought
everything
had
been
thoroughly
vented.
In
fact,
some
of
the
questions
aren't
even
kind
of
related,
but
so
they
want
to
ask.
But
every
department
went
down
the
line
and
again,
thank
goodness
because
of
item
two.
They
did
those
seven
departments
and
really
did
them
pretty
fast.

Third,
the
week
from
today,
so
the
portion
that
you
helped
us
with
tremendously

stuff

board
just
flew

were
satisfied.

job
on
those

were
higher
in
bud.

the

we
gave

what
you
were
reviewed

part
went

big

document

got

the
beginning
of

two
and
number
two
is
their
chore
of
not
only
setting
the
budget
for
this
year,
but
to
set
the
budget
on
a
list
of
projects,
gonna
probably
be
needed
to
fund

next
five
to
ten
years
immediately
dealing
with
the
ones
we
can
do
in
the
next
five
years,
one
because
of
the
influx
of
our
money.
So
we've
got
a
source
of
money
we
don't
have,
but
we
also
need
to
slot
ahead
of
what
years
and
what
we're
going
to
do.

there's
a
whole
bunch
of
projects
for
us
there's
a
tremendous
amount
of
money,
but
it's
still
there's
a
shortfall
and
they
have
to
go
so
this
document
that
that
ron
did
has
kind
of
a
worksheet,
and
we
consider
a
lot
of
these
things
as
worksheets
documents.

We
have
a
column
where
we
think
the
project
is
is
right
for
a
great.
It
meets
a
lot
of
the
criteria
of
what
the
present-day
grants
are.
Any
project
with
sustainability,

converting
septic
to
sewer
any
of
those
things.

federal

state
grants
are,
are
tremendous
on
that.
So
we
took
it
out
of
the
equation
of
you:
have
to
fund
it
now
and
put
where
you
see
the
grant
funding.
There's
only
a
couple
of
them's
already
been
a
couple
of
the
grants.

got
in
this
time,
but
most
of
them
are
the
potential
for
us
to
go
out
and
for
us
to
seek
grant
those
areas
and
the
reason
we
pulled
them
was.
We
think
they
have
a
higher.
I
won't
say
hi
some
said
well,

they
had
a
high
price,
not
a
high
probability,
but
a
higher.
We
know
some
of
these
things.
In
this
column
we
got
zero
chance
to
get
a
grant
they're,
not
writing
grants
for
those
things.

So
there's
no
chance,
but
there's
some
things
that
we're
seeing
the
trend
over
last
year
and
this
year
and
we
think
it's
going
to
continue.
We
see
what
they're,
giving
cities
and
counties
and
stuff
what
grant
for
so.
Instead
of
committing
our
money,
we
think
we've
got
at
least
a
good
shot
or
better
shot
to
go
out
there,
and
we
have
been
successful.
We
try
to
tell
people
even
the
people
who
say
we're
so
deficient.
We
don't
have
a
grant
writer
to
go
to
our
place
on
the
on
the
city
website.

at
our
grants
that
we've
achieved
and
then
tell
me.
In
fact,
our
problem
is
we're
gaining
you
put
out
10
grand
to
hope
to
get
two
of
them,
maybe
well
we're
getting
four
or
five
or
six.
You
have
to
manage
those
projects
that
you
get
grants
for.
If
you
get
a
lot
of
them,
it's
a
lot
more
management
and
stuff.

We're
almost
to
the
point
where
we're
getting
to
a
limit
of
managing
the
projects
that
we're
gaining
grants
for
planning
just
got
another
one
over
the
other
day
on
tuesday,
for
the
for
a
study
of
the
historical
finding
historical
designation
of
property
in
the
union
academy,
it
was
an
african-american
history
grant
and
it's
the
plot
and
try
to
recover
some
of
the
history
in
the
union
academy,
neighborhood
and
especially
places
that
have
been
torn
down
and
that
stuff.

It
was
a
grant
that
I
think
around
the
country
660
people
put
in,
for
they
only
awarded
30
some
odd
or
40,
and
we
were
one
of
the.
We
were
one
of
the
40
out
of
660
that
got
that
fifty
thousand
dollar
ground.
So
so
that's
what
that
grant
column
means.
We
think
the
board
can
wait
a
little
bit
for
this
project
because
we're
going
to
be
putting
in
grants
for
that
area.
The
state
just
got
a
new.

You
know
the
governor
put
a
big
pot
of
money
again
for
this,
for
the
for
the
resiliency
type
projects
and
stuff.
So
that's
why
we
think
we
can
apply
for
those
so.

When
I'm
saying
grants
to
it's
also
state
or
federal
appropriations,
for
instance,
the
grant
we
got
to
do
the
vault,
the
1.7
million,
to
do
the
vault
project
for
the
flooding
of
the
sponge.
Docks
that
we
got
from
the
state
was
that
state
or
federal
state
state
state
budget
that
took
us
two
cycles
or.

About
so
about
a
year
and
a
half,
or
so
it
took
us
for
that
one,
the
one
we
just
got
from
federal

congressman
bill.
Iraq
is
a
federal
one.
That's
we
still
got
one
final
cut
to
go.
They
could
always

of
the
budget,
wipe
it
out,
but
it's
made
the
tough
cuts
that
one
we
got
within
two
months
and
it's
a

a

asked
for
four
million
and
we
got
two
million
that
one
only
lasted
two
months
before
the
congressman
told
us
I
put
it
in
and
they've
accepted
it,
but
so
so
it
runs
the
gamut.
This
library
grant
that
we've
done
a
couple.
I
think,
from
the
meeting
there
we
talked
about.
Maybe
we've
tried
for
the
grant
a
couple
years.
I
think
they're
going
to
try
one
more,
but
we've
tried
for
a
library
grant
for
two
years.

My
reason
that
I
put
it
on
maybe
a
consideration
for
arpa
funds
is
because
last
year
the
recent
one
that
just
awarded
zero
libraries
got
the
grant
so
to
me
the
chances
of
getting
that
grant
next
year.
If
this
year's
grand
zero
zero
was
funded
by
the
state,
iowa
state
didn't
get
the
grant,
there
was
zero
funding
from
the
state
to
give
these
grants.
I
didn't
hold
that
as
high,
so
I'm
I
moved
it.
I
think
the
boards
indication
again
this
preliminary
we
got
at
least
one
or
two
more
meetings.

That'll,
probably
be
one
that
moves
to
the
grant
list
for
us
to
try,
because
in
fact,
tuesday
night
we
have
to
do.
We
have
to
do
a
resolution
that
we
want
to
roll
over
the
grant
and
try
for
the
money
in
this
upcoming
cycle.
So
we're
going
to
do
that
anyway,
just
because
you
know
we're
going
to
do
it
to
stay
in
the
running
our
chances
of
getting
it,
I'm
not
sure
of
so.
We
just
tried
to
lay
out
all
the
and
we
got
more
work
to
do.
This
was
just
a
preliminary
start.

the
trick
is
you
as
a
board,

decide
these
things,

where

slotted
and
you're
not

doing

big
responsibility,

just
off
getting
them

the
recent

it

they
gave
us
the
truck
they're
paying
for
the
medical
unit,
which
is
a
lot
they're
given
to
that
as

wouldn't
give
us
that

truck,

they
didn't,
think

finding

positions
to
man
that
truck
next
year.
So
if
you
have
a
public
safety
concern
which
you've
exhibited-
and
you
want
to
do
a
budget

you

the

think
you're

three
firefighters
most
fully
funded
by
the
county.

want
to
go
out,
you
have
to
give
us

higher
level
person

it
has
to

person

can
write

grants

they

administer
the
grants
and
see
that
they're
carried
through
and
do
the
paperwork,

we're

overwhelmed
right
now,
some
people
out
there
can
just
write
grants.
Some
people
can
just
administrate
the
projects
that
come
for
it.

need

to
go
a
higher
scale
of
salary
and
we
need
somebody
who
can
do
both
because
right
now
we're
at
our
limit
or
almost
over
the
limit.
So
they
can't
just
write
and
give
us
more
grants.
We
have
to
have
somebody
to
all
the
forms.

so,
if
you're
going
to
do
that,
