Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
B
B
Let's
see
before
we
proceed
with
the
quasi-judicial
announcement,
I
just
wanted
to
note,
since
there
are
only
three
board
members
present,
it
would
take
the
vote
of
all
three
of
the
members
on
the
board
in
order
to
pass
a
motion.
So
if
anybody
would
like
to
continue
their
application
until
there's
a
full
compliment
of
the
board.
B
B
B
D
Is
a
quasi
judicial
proceeding
where
the
Heritage
Preservation
Board
acts
in
a
quasi
judicial
rather
than
a
legislative
capacity
out
of
quasi
judicial
hearing?
It
is
not
the
board's
function
to
make
law,
but
rather
to
apply
law
that
has
already
been
established
in
a
quasi
judicial
hearing.
The
board
is
required
by
law
to
make
findings
of
fact,
based
upon
the
evidence
presented
at
the
hearing
and
apply
those
findings
of
fact
to
previously
established
criteria
contained
in
the
Code
of
Ordinances
in
order
to
make
a
legal
decision
regarding
the
application
before
it.
D
The
board
may
only
consider
evidence
at
this
hearing
that
the
law
considers
competence,
substantial
and
relevant
to
the
issues
if
the
competent,
substantial
and
relevant
evidence
at
the
hearing
demonstrates
that
the
applicant
has
met
the
criteria
established
in
the
code
of
ordinance
and
the
board
is
required
by
law
to
find
in
favor
of
the
applicant.
By
the
same
token,
if
the
competent,
substantial
and
relevant
evidence
at
the
hearing
demonstrates
that
the
applicant
has
failed
to
meet
the
criteria
established
in
the
code
of
ordinance,
then
the
board
is
required
by
law
to
find
against
the
applicant.
F
B
E
And
this
is
a
request
to
place
a
new
prefabricated
shed
on
the
property.
This
is
a
historic
structure
that
is
non
contributing
to
the
local
district.
There
is
an
existing
shed
on
a
property
the
applicant
has.
The
application
includes
a
10-foot
by
20-foot
shed,
and
the
applicant
has
since
stated
that
the
size
is
10
actually
10
by
16
I'd
like
the
applicant
to
confirm
that
that's
just
a
verbal
to
me,
the
applicant
gone
through
the
review
criteria.
E
The
applicant
has
selected
a
lofted
barn
style
of
the
prefabricated,
shed
the
long
axis
of
the
shadows,
oriented
parallel
with
the
rear
property
line
and
its
proposed
to
be
basically
placed
at
the
northwest
corner
of
the
primary
residence
next
to
the
existing
shed.
So
it
would
be,
it
would
be
at
the
side
of
the
principal
residence
addressing
that
aspect
of
the
guidelines.
E
The
shed
must
be
at
least
5
feet
from
the
property
line,
so
the
applicant
has
placed
it
as
close
to
the
property
line
as
as
allowable,
so
that
this
area
is
basically
back
in
the
corner
of
the
yard.
When
you're,
looking
from
Levis
or
from
Orange
Street,
the
proposed
height
is
11
feet,
2
inches
and
the
again
the
location
should
help
to
mitigate
the
impact
of
the
scale
on
the
shed
on
the
primary
property.
E
E
Basically,
with
respect
to
item
three
again,
this
property
is
a
little
bit
unusual,
I
guess
in
that
it's
addressed
on
north
Levis,
so
that
the
short
the
long
axis
of
the
property
is
the
front
of
it
rather
than
being
a
side
yard.
So
the
applicant
again
has
limitations
with
that
rear
yard.
So
they've
chosen
that
kind
of
to
put
it
in
the
corner
of
the
the
open
area
of
the
yard.
Next
to
the
existing
shed.
E
This
property's
on
the
east
edge
of
the
district,
historic
districts,
so
really
historic,
other
properties
in
the
district
are
located
to
the
north
and
south
to
the
south
as
455
you
starp
and
the
property
you
all
are
familiar
with.
You
would
not
be
able
to
see
the
shed
from
that
property
to
the
north
is
a
mix
of
properties,
some
contributing
some
not
again,
because
this
shed
is,
is
kind
of
pushed
back
into
the
corner
of
the
yard.
It
should
not
affect
the
the
feel
or
character
of
the
rest
of
the
historic
district.
E
The
building
itself
is
proposed
to
be
a
light
gray
shed.
It
appears
to
be
of
a
wood
and
metal
kind
of
a
wood
material
with
the
metal
siding
the
roof
is
proposed
to
be
a
metal
roof.
The
applicant
has
stated
to
indicated
two
different
choices
of
color
for
the
roof
on
the
application,
and
the
proposed
shed
does
meet
the
standards
of
the
city's
guidelines,
and
it
is
something
also
that
could
be
easily
removed
it
anytime.
It
doesn't
really
affect
the
the
principle
structure
of
the
property.
E
It
appears
to
meet
the
land
development
code
and
and
is
consistent
with
the
comprehensive
plan.
A
staff
will
be
verifying
the
size
of
the
shed
new
shed
and
existing
shed
to
verify
that
they
are
within
the
allowable
limits
for
sheds,
public
notice
was
sent
out
and
there
was
there
were
no
comments
on
this
application.
Staff
is
recommending
approval
of
this
application
to
place
a
new
prefabricated
shed
on
the
subject
property,
as
described
in
the
application.
E
B
G
B
G
F
I'm
a
little
bit:
can
you
explain
if
the
this
thing
shed
stays
there
and
the
new
shed
is
added
I'm,
just
a
little
bit
concerned
about
the
obstruction
of
the
front
of
the
home
and
not
in
that
area,
because
you
now
have
more
space,
I
mean
this:
has
the
new
shed
with
that
size,
but
was
it
with
the
understanding
that
the
existing
shed
would
be
there
or
not?
My.
F
B
A
E
B
E
And
this
is
for
exterior
renovations
to
an
existing
contributing
property,
the
facade
of
an
existing
commercial
building.
This
is
a
structure
that
is
contributing
to
both
the
national
and
local
historic
districts.
The
work
will
be
performed
on
the
North
Face
of
the
building
on
the
101
story
attached
garage,
the
generally.
The
proposal
is
to
remove
the
existing
garage
door
and
wood
siding
to
end
to
install
a
new
garage
door,
a
new
entry
door,
new
transom
windows
and
new
light
fixtures,
and
then
to
finish
with
new
stucco
finishing
on
the
entire
facade.
E
With
respect
to
the
guidelines.
Item
1,
basically,
the
height
width
and
scale
and
massing
of
the
structure
will
not
be
disturbed,
so
that
is
compliant
the
next
item.
The
extract
assisting
structure
again
will
not
be
preserved.
Excuse
me,
I'm
reading
and
talking.
At
the
same
time,
existing
structure
will
not
be
disturbed.
It's
a
existing
zero
lot
line
structure
and
it's
built
in
about
1925,
so
it's
got
an
existing
sidewalk
and
driveway
apron
and
everything
there
is
compliant
with
respect
to
the
roof.
The
existing
roof
and
parapet
will
not
be
disturbed
by
this
proposal.
E
So
that's:
okay.
With
the
respect
to
the
next
item,
the
proposed
renovations
will
be
reflective
of
the
building's
original
architectural
style.
This
is
a
building
that
has
served
commercial
uses
over
the
years
different
different
uses,
and
the
applicant
proposes
to
continue
that
service,
while
preserving
the
historic
look
of
of
the
garage.
So
the
elements
of
the
principal
building
that
are
carried
over
the
stucco
and
parapet
roof
mainly
will
not
be
disturbed.
Those
will
be
consistent
and.
E
So
we've
already
talked
about
what
is
being
proposed,
going
down
to
the
architectural
details
under
item
seven
again,
the
new
stucco
on
the
entire
North
Face
of
the
garage
addition
is
proposed
for
the
to
be
carried
to
the
lower
portion
of
the
building.
After
that,
wood
siding
is
removed,
the
custom-made
garage
door,
an
entry
door
are
to
be
a
framed
glass
panes
and
the
entry
door
will
be
storefront
style
door
and
full
glass
panel.
The
material
is
not
in
the
application.
The
applicant
has
stated
verbally
to
me
that
the
material
will
be
metal.
E
E
The
details
of
the
materials
are
not
included,
but
my
ops,
vision
of
them
of
the
building
I
did
visit
the
building
actually,
after
ever
at
this,
so
I
said
that
perhaps
they
were
wood.
It
looks
like
what's
on
the
building
in
the
applicant
can
confirm
that
the
transom
windows
still
have
their
wood
frames.
The
other
windows
appear
to
be
metal
windows
with
with
wood
frames.
E
E
We
want
to
hear
from
the
applicant
on
the
finish
material
and
finish
for
the
panels
that
are
proposed
to
be
behind
the
light
fixtures.
A
relocation
of
utility
services
and
lines
and
pipes
are
certainly
welcome.
Anything
they
can
do
to
diminish
all
that
material.
Necessary
infrastructure
is
something
that
would
be
favorable,
I.
Think
on
the
signage
the
applicant
has
proposed
that
we
look
at
approving
the
lettering
just
lettering
for
site
the
dimensions
have
been
provided.
This
specific
signed
copy
has
not
been
provided.
E
The
dimensions
do
appear
to
they
do
conform
to
the
limitations
in
the
code
for
historic
signs.
The
frame,
the
kind
of
the
white
frame
that
you
see
on
the
existing
building
gets
either
plaster
or
cement.
It's
a
raised
kind
of
white
frame
that
probably
maybe
it
had
a
sign
on
it
before
that
isn't
large
enough,
even
though
the
application
states,
the
sign,
will
be
within
that
the
applicant
has
stated
verbally
that
that
will
have
to
be
enlarged
or
a
new
one
will
have
to
be
put
up.
E
E
Item
eight
doesn't
apply
to
the
project
because
they
are
not
altering
the
building
to
reflect
a
different
style.
Number
nine
there's
a
typo
there.
This
application
is,
as
proposed
is
consistent
with
all
of
the
guidelines.
It's
expected
to
be
able
to
meet
the
land
development
code
and
beacon,
and
it
is
consistent
with
the
city's
comprehensive
plan
and
this
application
was
noticed
and
there
were
no
comments
received
on
it.
E
Staff
recommends
approval
of
the
application
to
renovate
the
facade
of
the
existing
commercial
building,
including
removal
of
the
existing
garage
door
in
wood,
siding
and
installation
of
a
new
garage
door,
new
entry
door
nutrients
and
windows,
new
light
fixtures,
new
signage
and
new
stucco
siding
and
relocation,
and
consolidation
of
the
utility
service.
I've
listed
a
number
of
conditions
here.
What
I'd,
like
is
for
you
to
you,
know,
review
this
and
give
your
comments
and
hear
from
the
applicant.
E
H
Good
evening
Cindy
Tara
penny
I
represent
the
applicant,
which
is
tny
Partners
Inc.
It's
a
pleasure
to
be
back
before
you,
I
didn't
expect
to
be
back
here
so
soon,
but
always
a
pleasure
to
be
here-
and
this
is
a
really
exciting
story
to
tell
about
this.
Building
the
the
property
owners
bought
it
in
July,
2018
and
the
front
part
of
the
building
that
faces.
H
So
more
people
we
have
downtown,
the
more
active
downtown
will
be
more
demand
for
services
and
restaurants
and
all
those
good
things.
So
the
last
piece
of
the
puzzle,
frankly,
is
this
little
sow's
ear.
If
you
would
say
it
and
just
I
want
to
walk
through
the
photos
that
you
have
in
your
packet,
that
I
provided
I'm.
The
first
photo
is
a
straight-on
shot
of
the
building
as
it
exists
today
and
what
you
can
see
there
is.
H
It
originally
was
stucco
and
what
happened
was
at
some
point
in
time
there
was
this
wood
siding
applied
above
the
garage
door
around
the
garage
door
and
to
the
right
of
the
garage
door.
So
all
of
that
siding
was
going
to
be
removed.
The
white
frame
that
you
see
that
that
Miss
McNeese
was
talking
about
with
regard
to
the
new
sign
location
that
will
be
removed,
and
so
and
then
the
utilities
will
be
consolidated
as
best
we
can
and
then
the
entire
facade
of
this
one-story
section,
the
one-story
edition
will
be
restock
owed.
H
We're
not
the
next
photograph
shows
the
which
is
actually
the
west
side,
but
it
fronts
on
the
parking
lot,
and
this
is
that's
mrs.
Moonie
state.
It's
a
lot
line,
zero
lot
line,
building,
there's
we're
not
doing
anything
to
that,
keeping
the
stucco
there
as
it
should
be
for
this
particular
style.
This
mission
or
Spanish
eclectic
style,
leaving
the
parapet
there
again.
No
changes
to
that.
H
H
That's
how
the
idea
came
about
to
put
in
a
garage
door
that
will
have
windows
all
the
way
across
the
garage
door
and
then
the
entry
door
to
the
right
of
that,
and
this
is
I
believe
you
have
the
elevation
in
your
in
your
packet.
So
that
was
the
idea
to
do
that
and
then
to
also
continue
and
make
that
connection
to
the
main
building
was
to
continue
the
parapet.
H
Excuse
me
the
transom
windows
onto
the
new
building
so
again
adding
more
light,
but
but
making
that
adding
that
consistent
architectural
element
of
those
windows
along
the
along
the
side
there.
Those
are
kind
of
the
main
elements
of
the
application.
A
couple
other
things
that
were
I
wanted
to
mention
both
the
garage
door
and
the
entry
door
I
know.
Normally,
you
would
expect
to
see
a
cut
sheet
from
it
as
a
product.
H
H
We
expect
it
to
be
a
wood
frame,
both
the
garage
door
and
the
entry
door,
but
with
a
lot
of
light,
as
you
can
see,
the
whole
idea
is
to
create
that
excitement
and
activity
level
with
the
light
I'm
getting
the
new
transom
windows
again,
those
would
pretty
likely
be
vinyl
or
metal
as
well,
because
there's
really
no
there's
no
overhang
there
with
a
metal
with
the
wooden
windows,
you're
just
likely
to
continually
be
replacing
those.
So
we
would
ask
those
be
metal
or
vinyl
as
well
the
light
fixtures.
H
H
H
So
what
we're
asking
for
your
indulgence
is
to
approve
the
signage
location,
as
it's
shown
on
the
elevation,
the
size,
the
maximum
size,
which,
of
course,
the
staffs
going
to
approve
the
final
size
when
that
comes
in
and
that
it's
a
wall-mounted
sign
and
that
way,
rather
than
spend
everyone's
time
coming
back
for
something
that
we're
pretty
99%
sure
that's
where
the
sign
is
going
to
have
to
go
and
it's
the
right
location
for
it.
It's
the
right
size
for
it.
It's
in
the
right
scale,
the
building.
H
So
we're
asking
for
you
to
prove
that
subject
to,
of
course,
the
final
permit.
The
staff
would
approve
and
look
at
the
cut,
the
specific
copy
which
you
don't
really
review.
You
just
just
make
sure
that
it
meets
the
right
dimensions.
The
in
the
total
amount
of
signage
that
we
could
have.
There
is
8
and
3/4
square
feet
based
on
the
length
of
the
building,
and
this
what's
per
shown
on
here
is
about
a
little
less
a
little
more
than
half
that
right
around
half
of
that.
H
So
again,
the
final
size
to
be
determined
by
the
applicant
and
the
staff.
When
that
comes
in
with
the
tenant
and
then
there's
a
couple
of
I
want
to
talk
about
the
conditions
for
just
a
minute,
we
generally
don't
have
a
problem
with
the
conditions,
and
we
obviously
know
that
the
projects
to
be
going
to
be
conditioned
on
consistency
with
this
elevation
that
we
are
proposed,
and
we
understand
that
the
applicant
understands
that
the
one
thing
that
we
are
concerned
about
since
this
the
board
doesn't
review,
paint
and
doesn't
review
color.
H
So
we
certainly
agree
with
that
on
number
three:
we
understand
that
the
framing
material
should
be
metal
and
it
should
match
or
complement
the
main
building,
but
again
respectfully
requests
that
the
word
color
be
deleted
in
that
one
again
in
condition
number
four:
the
design
should
match
the
existing
transom
windows
and
main
building
agree
with
that.
Just
delete
the
word
color
and
then
on
the
last
one
number
five.
The
last
part
of
this
part
of
that
is
the
panels
behind
the
light
fixtures.
H
The
color
should
match
or
complement
the
remainder
I
think
we
could,
just
you
know,
delete
that
last
phrase
end
it
with
consistent
with
the
remainder
of
the
buildings
finish,
so
that
would
be
consistent
with
what
this
board
has
traditionally
done.
It's
just
not
really
got
into
color
it
being
such
a
personal
choice
and
the
applicants
are
working
with
John
Hoffman
on
who
did
the
design
and
everybody
knows
he's
pretty
darn
good
at
picking
colors,
so
I
think
you'll
be
very
happy
with
with
the
colors
that
are
that
are
selected.
H
I'm
gonna,
stop
there
I
think
I've
answered.
Most
of
the
questions
are
touched
on
the
things
that
Miss
Meany
suggested
that
I
should
but
I'll
stop
and
answer
questions
I'm
just
really
excited
about
this
building.
Many
of
you
guys
know
it
as
a
coca-cola
building,
because,
although
I
didn't
live
here
when
coca-cola
was
still
bottling,
I
understand
that
used
to
be
able
to
see
on
the
court
streets
I'd
see
the
coca-cola
bottles
going
through
through
this
system
there,
which
is
really
kind
of
a
neat
thing
and
I
never
knew
it
had
a
bus
line
there.
H
F
H
F
A
H
You
know
you
never
know
about
all
of
that
until
you
get
into
it,
but
one
of
the
clients
is
a
contractor,
so
he
felt
pretty
comfortable.
That
would
be
be
able
to
minimize
that
and
consolidate
that,
and
obviously
they
have
an
interest
in
doing
that
to
the
degree
that
that
they
can
so.
Yes,
we
we're
really
hopeful
about
making
some
changes.
That
kind
of
get
rid
of
that
visual
clutter
of
all
the
lines.
Well,.
B
C
D
E
A
B
E
And
this
is
an
application
for
placement
of
a
free-standing
sign
and
a
wall
sign
on
this
property
at
312
East,
tarpon
Avenue.
This
was
the
site
of
the
st.
somewhere
Brewing
Company,
you
know
a
serving
room
and
they
have
moved
out
of
that
building
and
we
have
a
new
business
owner
who
wishes
to
continue
that
basic
use?
So
the
applicant
is
proposing
to
use
the
existing
lamppost
and
change
out
the
sign
that
st.
E
somewhere
had
but
put
a
new
sign
and
also
a
wall
sign
on
the
second
floor
of
the
building,
the
freestanding
sign
on
the
lamppost
is
proposed
to
be
a
metal
sign
of
simple
design
with
the
name
and
brand
of
the
business.
There's
a
copy
of
that
in
your
packet
and
the
proposed
wall
sign
is
limited
just
to
the
company's
logo
and
will
be
made
of
wood
material,
and
the
applicant
did
not
submit
a
graphic
of
where
that
sign
would
be
placed.
E
They're
both
consistent
with
the
comprehensive
plan-
and
this
did
have
public
notice-
and
we
didn't
receive
any
comments
on
this
application
staff-
is
recommending
approval
of
the
application
requesting
to
place
two
new
signs
at
this
contributing
property,
with
the
condition
at
the
applicant
pool
all
necessary
building
permits
and,
though,
at
that,
the
wall
sign
be
located
on
the
flat
portion
of
the
second
floor
facade
and
shall
not
cover
the
decorative
block
there.
Any
questions.
I
B
I
A
I
C
I
F
F
D
A
Low
go,
or
is
this
a
company
logo?
Is
it
more
than
one
enterprise.
I
D
J
D
D
Can
state
that,
for
the
record,
that's
not
a
problem,
but
just
be
clear.
The
criteria
that's
in
the
application
that
is
germane
to
the
sign
here
is
that
it
has
to
do
with
repaired
rather
than
replace
it's
number
seven,
so
I
believe
the
application
staff.
Please
correct
me
stated
that
there
wasn't
a
previous
historical
design
that
this
would
be
replacing
correct.
D
E
D
The
new
materials
should
replicate
the
building
material
being
replaced
in
composition,
design,
color
and
texture,
since
there
was
no
historical
sign
that
was
there
before
then
that
portions
actually
not
applicable.
That's
not
just
that
line.
It's
not
applicable
to
this
application,
so
we
did
have
it
just
for
clarification.
I
I'll
clarify
a
little
bit
our.
What
we're
looking
at
is
that
we've
modeled
our
branding
off
of
silence,
who
is
the
Greek
god
tutor
of
Dionysus
and
also
Bacchus,
and
that's
all
about
wine
and
beer,
and
you
know
we
went
through
many
designs
and
I
know
a
lot
of
people
say
he
doesn't
have
a
shirt
on.
If
you
look
at
any
historical
reference
to
Greek
mythology,
he
never
had
his
shirt
on
so
trying
to
stay
with
that
based
on
our
branding
is
where
we
want
it.
