A
Minutes
we
have
to
approve
june
16th
minutes.
A
A
A
Okay:
let's
go
on
to
approve
the
minutes
for
june
6th.
Do
I
have
a
I'll
move
to
approve.
A
Okay,
going
on
to
public
comments,
anybody
have
any
public
comments,
okay,
hearing,
none!
We
will
keep
on
going
quasi-judicial.
Yes,.
B
Thank
you.
This
is
a
quasi-quasi-judicial
proceeding
where
the
heritage
preservation
board
acts
in
a
quasi-judicial
rather
than
legislative
capacity.
At
a
quasi-judicial
hearing.
It
is
not
the
board's
function
to
make
law,
but
rather
to
apply
law
that
has
already
been
established
in
a
quasi-judicial
hearing.
The
board
is
required
by
law
to
make
findings
of
fact,
based
upon
the
evidence
presented
at
the
hearing
and
apply
those
findings
of
fact
to
previously
established
criteria
contained
in
the
code
of
ordinances
in
order
to
make
a
legal
decision
regarding
the
application
before
it.
B
The
board
may
only
consider
evidence
at
this
hearing
that
the
law
considers
competence,
substantial
and
relevant
to
the
issues.
If
the
competent,
substantial
and
relevant
evidence
at
the
hearing
demonstrates,
the
applicant
has
met
the
criteria
established
in
the
code
of
ordinances,
then
the
board
is
required
by
law
to
find
in
favor
of
the
applicant.
B
By
the
same
token,
if
the
competent,
substantial
and
relevant
evidence
at
the
hearing
demonstrates
that
the
applicant
has
failed
to
meet
the
criteria
established
in
the
code
of
ordinances,
then
the
board
is
required
by
law
to
find
against
the
applicant
at
this
time.
I'll
ask
if
any
of
the
board
members
have
had
any
ex
parte
communications
regarding
this
application
saying
none.
I
will
then
ask
the
board
members
if
there's
any
conflicts
of
interest
regarding
this
application,
seeing
none
I'll
ask
anyone.
That's
testifying
today
to
please
stand
up
and
raise
their
right
hand.
B
A
G
Thank
you
pat
mcnee's
principal
planner.
This
is
a
an
application
for
a
sign.
Two
signs
at
201
east
center
street
for
business
called
stumpy's
hatchet
house-
and
this
has
a
not
freestanding-
should
be
one
wall
sign
and
one
projecting
sign.
This
is
the
location
right
here
on
safford
and
center
street.
G
This
is
a
buildings
built
in
1978,
as
you
can
see,
kind
of
looks
like
it's
from
the
70s
was
beautifully
redone
great
job
a
couple
of
years
ago,
so
that
was
a
nice
renovation
of
a
non-contributing
non-historic
building
in
the
district.
G
G
G
We
have
this
is
the
applicant's
drawing
of
where
the
signs
will
go.
We
actually
have
one
wall
sign
and
one
projecting
sign.
It's
not
not
really
a
marquee
sign,
but
the
wall
sign
is
going
to
be
on
the
safford
avenue
side
projecting
sign,
as
far
as
I
know
will
be
over
the
entrance.
I
spoke
with
someone
from
the
sign
company
on
the
phone-
that's
not
in
the
application,
but
I'd
like
the
applicant
to
verify.
G
G
The
next
is
oh
and
it
will
be
a
reverse
channel
letter
sign.
This
is
just
kind
of
an
illustration
of
of
what
that's
like
it's,
where
the
light
splashes
out
the
back,
so
it's
it's
kind
of
a
softening
effect
would
be,
I
think,
appropriate
in
the
district
and
then
the
projecting
sign
again
I'd
like
to
confirm
with
the
applicant
that
that's
going
to
go
over
basically
over
the
entrance
above
these
faux
transom
windows
here
at
maximum
15
feet
in
height
and
4
feet
from
the
building
that
does
comply
with
our
code.
G
H
No
just
to
clarify
that
is
you're
exactly
right.
The
projecting
sign
is
geared
more
towards
the
ma
or
the
the
older
marquis
style
sign
for
theaters.
You
know
they
have
the
we'll
have
some
have
the
light
bulbs.
I
don't
think
we're
going
to
do
the
light
bulbs.
You
know
those
soft
light
bulbs
going
around,
we'll
probably
just
have
it
lit
up
inside,
but
that's
definitely
going
to
be
for
the
entrance
and
that's
what
just
said
on
the
safford
side.
That
will
be
the
reverse
channel
letter,
sir.
H
H
It'll
be
exactly
where
you
have
that
that
yellow
spot
okay.
F
A
Oh
yeah,
it
is
any
public
comments.
Hearing
none
we'll
continue
on.
D
For
201
e
center
street
installation
of
signage
at
a
non-contributing
non-historic
property,
along
with
staff
recommendations.
E
A
A
A
Okay,
hearing
no
comments,
I
mean
no
more
questions.
Let's
have
a.
A
Okay,
let's
move
on
any
staff
comments.
