is
a
quasi-judicial
proceeding
where
the
commission,
where
the
board
of
excuse
me
the
board,
the
planning
of
zoning
board,
acts
in
a
quasi-judicial
rather
than
a
legislative
capacity
at
a
quasi-judicial
hearing.
It
is
not
the
board's
function
to
make
law,
but
rather
to
apply
law
that
has
already
been
established
in
a
quasi-judicial
hearing.

amendment
and
rezoning
of
the
city
hall
property,
which
is
about
2.82
acres,
as
most
of
you
know,
located
between
gross
avenue
and
ring
avenue
on
pine
street
and
includes
all
of
the
existing
buildings
there
complex
at
city
hall
and
the
parking
lot
and
storage
building
in
the
river-
and
this
is
a
proposed.

Change
in
the
future,
land
use
from
residential
urban
to
institutional
and
proposed
change,
and
I'm
sorry
in
residential
low,
also
and
proposed
change
from
two
residential
zonings,
which
are
there
on
your
screen
to
public
semi
public.
Basically,
these
are
apparently
older
zonings.
This
property
was
at
one
time
subdivided
years
ago,
but
obviously
the
development,
the
use
the
buildings
have
been
there
for
a
long
time
and
the
useless
project
that
can
to
continue
for
the
foreseeable
future.

we
are
trying
to
correct
this
future
land
use
map,
amendment
and
rezoning
and
frankly,
one
of
the
things
that
kind
of
spurred
this
or
brought
this
to
light
was
the
recent
decision
by
the
board
to
go
ahead
and
redeveloped
the
clerk's
offices
complex.
So
we
have
consultants
working
on
that
now
and
we
wanted
to
have
the
appropriate
land
use
and
zoning
in
place
for
that
project
and
to
correct
this
this
map.
So,
as
you
can
see,
the
surrounding
areas
are
pretty
much
residential.

The
wastewater
treatment
plant
and
public
works
and
garages
are
already
designated
in
future
land
use,
appropriate
future
land
use
and
zoning
designations.
This
rest
of
the
surrounding
areas,
a
mix
of
single
family
and
some
multi-family
properties.

There's
the
zoning
map
showing
the
split
on
the
subject:
property
with
two
residential
zonings
and
surrounding
area
this
future
land
use.
Amendment
is
consistent
with
the
comprehensive
plan
policies
and
we
will
need
a
county-wide
map
plan
change
to
public
semi-public,
but
it
will
be
consistent
with
the
county-wide
plan
and
the
uses,
as
I
mentioned,
are
existing
will
continue
into
the
future
and
the
uses
are
appropriate
to
the
proposed
land
use
in
zoning.

property
obviously,
is
already
served
by
public
facilities.

property

conforming
to

it

this
became
something

accelerated
ahead
of
that
you

wish
list
of
us
wanting
to
to
kind
of
update
the
zoning
map,
because
the
clerk
is
going
to
be
having
their
offices
redeveloped.
Basically,
it's
a
complete,
I'm
not
real
familiar
with
the
project,
but
it's
a
complete
redevelopment
of
their
offices.

appropriate
standards
for
that
project
are
not
the
standards
of
the
residential
districts
that
this
property
is
in.
Those
are
just
the
appropriate.
Standards
are
in
the
public,
semi-public
and
institutional
designations,
and
that's
kind
of
nothing's
going
to
really
be
changing,
but
the
redevelopment
will
proceed
under
the
appropriate
designations
and
that
that's
the
desire
of
the
city
in
requesting
this
change.

this
is
not
to
have
any
impact
on
any

the
adjoining
a
residence.

piece
of
property
as

development
and
they'd

parking,
it's
marked
as
parking,

vehicle
storage
and
similar
uses
would

good

emergency
type
uses.
So
it
may
be
that
other
departments
will
also
use
this
property
currently
got
a
potable
water
production
well
on
the
property
that
sends
water
to
the
auro
plant
and
the
the
this
will
have
to
go
through
a
site
plan
process.

this
will
be
coming
before
you

review
as
a
site
plan
in
the
future
and
just
we'll
see
the
surrounding
area.
But
the
aerial
shows
this
is
the
meadows
mobile
home
park
to
the
east,
and
then
there
is
a
cement
plant
to
the
west.

right-of-way
or
railroad
right-of-way
here
in
transmission
lines,
electric
transmission
lines,
so
there's
quite
a
separation
there
and,
of
course,
to
the
northeast
pasco
county.

the
zoning

park
in
industrial

One
thing
I'd
like
to
point
out:
if
this
will
stay
here,
this
piece
right
now
is
zoned
and
designated
as
residential.
There

two
pieces
just
to
the
west
of
it
that
are
also
zoned
designated
residential.

of
them

owned

the
cement
plant.
The
two
together,
as
outlined
in
your
staff
report,
comprise
a
fairly
small
area
and
really
aren't
practical
for
residential.
I'm
not
sure
where
that
designation
comes
from
the
pinellas
county.
Property
appraiser
lists
these
parcels
as
vacant
industrial
property.

it's
not
anticipated
that
they
will
develop
as
residential
the
property
is
adjacent
to
city
limits,
the
that
would
be
to
the
east.
So
this
would
show
that
so
the
property
does
meet
the
annexation
criteria.
It
is
contiguous
to
the
city's
boundaries.

Public
facilities
are
available
to
serve
the
property.
As
far
as
the
basic
city
services,
there
is
not
water
or
soon
extended
to
this
property.
At
this
time,
the
only
line
parallel
to
the
property
is
the
that
main
line
that
brings
the
raw
water
down
to
the
r-ro
plant
for
treatment.

rezoning,
the
proposed
zoning
of

correct
designation
