abc,
and
it
does
basically
three
things.
It's
going
to
ensure

alcohol
don't
get
in

hands

miners,
it's

ensure
compliance
and

it'll
also
ensure
that
we
collect
tax
and
that's
basically
what
the
bill
does.

estimated
to
build
a
400
place
parking
garage,
since
it
would
be
far
cheaper
on
that
side
of
the
building.
Since
you
don't
have
to
build
three
retaining
walls,
they
could
build
enough
parking
space
to
accommodate

we're
paying
2
million
a
year
to
rent
the
garage
across
the
street.
Concrete
is
falling
on
their
cars.
They
have
to
walk
over
homeless
people
in
a
certain
time.
At
night
the
doors
are
locked
and
they
have
to
walk
all
the
way
around
for
james
robertson
to
enter
with
a
53
billion
dollar
budget.

I
appreciate
you
bringing
this.
I
remember
you
talking
about
this
at
least
a
couple
of
years
ago,
right
after
I
got
here
and
just
being
from
a
small
business
and
looking
at
making
investments
that
pay
off
and
make
sense
just
from
the
dollar
standpoint.
It
makes
so
much
sense
to
do
this
since
we're
already
leasing
that
space
and
then
the
add,
on
the
other
points
that
you
made,
I
certainly
support
this.
I
think
this
is
a
very
good
idea.
That's
long
overdue!

designed
this
remodeled
this
building
and
the
state
architect
that
was
in
charge
of
our
garage.
He
said
due
to
the
fact
that
we
wouldn't
need
three
retaining
walls,
there's
not
two
buildings

the
tunnel
that
it
would
actually
be
cheaper
to
build
on
this
side
and
it's
already
lower.
So
we
could
go
down
one
floor,
there's
already
a
glass
entrance,
so
it's
much
economic,
more
economical
to
build
on
that
side
versus

over
here
and
this
one
cost
10
million
hours.

bill
that
would
appropriate
money,

that
number

employees

troopers
don't
have
video
surveillance

them
once
they
lit
cross
the
road

another

year

brought

district

bill

protect

case
where
you
have
indecent
exposure
by
an
adult
over
18
to
two
children.

happened
in
our
community.
The

prosecute
because
the
law
says
if

younger
and
these
children
were
14,

so
they
couldn't
do
anything
about
it.
So
we're
changing
the
code
up
to

15,

what
we
could
legally
do,
and
but
of
course
it
generates
a
fiscal
note.
So
hopefully
I
can
find
the
funds
between
now
and
budget
time,
so
we
can
get
this
bill
passed.
This
is
a
good
bill
to
protect
our
young
boys,
young
girls
from
adults
who
would
have
indecent
exposure
before
them.

state

tennessee
we're
actually
probating
people

convicted
of
rape.
It's
not
a
large
population,
but
unfortunately
we're
still
granting
probation
to
some
people
that
have
committed
that
heinous
crime.
This
bill
removes
rape
from
the
list
of
crimes
that
are
probatable.

Unfortunately,
it
had
a
very
large
fiscal
note
of
right
at
five
hundred
thousand
dollars.
What
the
amendment
does
is
it
changes
the
piece
of
legislation
to
only
account
for
the
next
calendar
year,
so
to
bring
the
fiscal
note
down
to
roughly

000
from
the
initial
491
500,
and
I
know
that
some
people
will
say
well.
Why
would
you
do
this
every
year
and
come
back?

really
think
that
this
group
needs
to
stay

long
as
possible
and
serve
all

worthwhile

piece
