Description
House Local Committee- April 6, 2021
A
A
C
A
A
We
will
roll
that
down.
To
call
of
the
chairman
item
number
two.
We
have
house
bill
358
by
speaker
pro
tim
marsh.
Do
I
have
a
motion
got
a
proper
motion
in
a
second.
I
see
that
we
have
an
amendment
on
this.
Can
you
give
me
your
amendment
number,
sir.
A
C
The
county
trustee
may
proceed
against
a
taxpayer
who
is
delinquent
in
the
payment
of
tangible
personal
property
taxes
by
retaining
an
agent
to
collect
such
delinquent,
tangible
personal
property
taxes.
We
have
several.
We
had
some
a
lot
of
folks
get
together
on
this
and
make
sure
that
we
weren't
overreaching
and
that
we
were
doing
this
properly
and
some
of
those
are
the
the
county.
Trustee
must
go
through
a
bidding
process
already
applicable
for
the
county.
C
The
collection
agent
shall
not.
The
fee
should
not
exceed
30
percent,
and
it
must
be
added
to
the
total
amount
of
delinquent
tax,
tangible
personal
property
taxes
owed
plus
interest
authorized
by
law,
reasonable
cost
and
legal
fee,
and
it
also
says
a
collection
agent
must
be
licensed
and
in
good
standing
with
the
state
of
tennessee.
With
that
I'll
answer,
any
questions
is
there.
C
E
A
A
We
have
question
on
the
bill:
we're
ready
to
vote
all
those
in
favor
of
house
bill
358
as
amended.
Please
say:
aye.
Those
opposed
no
bill
moves
on
to
finance
ways
and
means.
Thank
you.
Mr
chairman
committee
item
number
three
on
the
agenda
today
is
house
bill
189
by
chairman
faison.
He
has
asked
that
this
be
rolled
to
the
heel.
Without
objection,
we
will
roll
this
to
the
hill.
A
F
Thank
you,
mr
chairman.
Ladies
and
gentlemen,
the
city
of
alcoa,
established
in
1916,
has
asked
for
a
charter
change,
a
private
act
they've
since
the
inception
of
the
city,
their
finance,
director
and
city
recorder
has
been
chartered
as
a
single
person.
So
here
a
few
years
ago,
they
designated
the
finance
director
with
an
assistant
city
recorder
and
they
want
to
change
their
charter
so
that
that
can
indeed
by
code
b,
two
individual
people.
So
with
that
explanation,
pending
any
questions,
I
will
ask
that
we
move
forward.
A
A
A
House
bill
229
by
chairman
vaughn.
Did
I
see
chairman
vaughn
what
the
the
chairman
has
asked
that
we
roll
this
for
one
week.
A
Item
number
five
on
our
agenda
today
is
house
bill.
952
by
chair,
lady
littleton
got
a
proper
motion
in
second
on
the
bill.
We
do
have
an
amendment
or
two
on
this
on
this
bill
chair,
lady
lilton.
Can
you
give
us
your
tracking
number
on
the
amendment.
D
D
And
the
amendment
does
make
the
bill
a
county
that
provides
a
retirement
and
pension
plan
to
its
employees
through
the
state.
Consolidated
retirement
system,
with
the
approval
of
an
established
program
by
the
county
legislative
body
may
provide
for
the
establishment
of
a
retirement
credit
for
employees
who
are
activated
into
active
duty
service
in
the
armed
forces
of
the
united
states
and
regain
employment
with
the
county.
After
such
military
service
has
no
later
than
six
months
after
being
activated
and
are
honorably
discharged.
A
Seeing
none
we're
ready
to
vote
on
the
amendment
6280
all
in
favor,
please
say
aye
those
opposed.
No.
The
amendment
is
now
on
the
bill.
You
heard
the
discussion.
The
amendment
made
the
bill.
Is
there
any
questions
for
chair
legally,
we
have
questions
been
called
all
in
favor
of
house
bill
952
as
amended.
Please
say:
aye.
Those
opposed
no
bill
moves
on
to
finance
ways.
A
A
A
B
Actually,
I
was
afraid
you're
gonna
ask
that
that
is
the
one
I
do
not
have
in
mind.
A
We
have
for
the
record
amendment
number
6434.
B
Thank
you,
mr
chairman
and
members.
I
bring
to
you
house
bill
966
to
permit
the
state
election
commission,
the
secretary
of
state
or
coordinator
of
elections,
from
accepting
any
donations
from
a
private
person,
political
party,
corporation
or
organizations,
unless
both
the
speaker
of
the
house
and
the
speaker
of
senate
approve
of
the
donation,
it
would
also
prove
prohibit
any
county
election
commissioner
or
election
administrator
unless
approved
by
the
secretary
of
state
or
their
designee,
and
with
that
I
will
answer
any
questions.
A
Is
there
any
questions,
seeing
none
we're
ready
to
put
the
amendment
on
the
bill?
Amendment
number
six,
four,
three,
four,
all
in
favor,
please
say
aye
those
opposed.
No.
The
amendment
is
now
on
the
bill
house
bill.
966,
your
represe,
your
recognized
representative
character
on
your
bill
as
amended.
B
Okay,
thank
you
very
much
and
just
wanted
to
reiterate
what
we
just
said.
The
original
bill
had
an
audit
and
that's
why
we
made
the
the
amendment
is
to
take
off
any
of
the
audit,
so
the
bill
is
just
how
I
presented
it.
Thank.
A
A
A
G
I'm
out
of
breath
here,
okay,
this
is
sent
to
me
by
the
city
of
carthage
and
basically,
the
major
change
in
this
charter
change
is
to
the
ability
that
the
town
and
have
an
option
to
hire
a
town
administrator
and
the
town
administrator
would
have
all
the
powers
of
the
mayor
currently
has
and
would
be
able
to
run
some
of
the
day-to-day
business
of
the
mayor.
This
is
something
that
they
voted
on.
The
vote
was
six
in
favor
and
nobody
against
it.
That's
what
the
chair
charter
tends
to
do.
A
C
You,
mr
chairman,
just
for
the
record
this
is,
do
you
have
a
full-time
mayor,
part-time
mayor,
full-time
full-time,
so
the
full-time
mayor
is
going
to
turn
all
of
his
shows
over
to
the
town
administrator
chairman.
A
G
I
don't
understand
it
as
all
chores,
but
it's
kind
of
a
as
I
understand
it
representative.
It's
a
checks
and
balances.
There's
a
lot
of
things
that
city
mayor
has
to
do,
and
they
need
a
town
admit
that
the
council
decided
they
need
a
town,
a
town
administrator
to
help-
and
I
understand
this
is
done
in
other
counties
as
well.
Representative.
A
Any
other
questions
for
the
sponsor,
seeing
none,
I
think
we're
ready
to
vote
on
house
bill
1609
all
in
favor,
please
say
aye.
Those
opposed
no
bill
moves
on
to
calendar
and
rules.
Thank
you
chairman.
Thank
you.
Members.
Next
on
the
agenda
is
chair.
Lady
weaver,
again
on
autumn
house,
bill
1622.,
it's
11
on
our
agenda
today.
Do
I
have
a
motion,
proper
motion
in
second
chair,
lady
lilton
you're,
I
mean
weaver
you're
recognized
on
house
bill,
1622.
G
A
Let
the
record
reflect
that
we
do
have
a
vote
of
two-thirds
resolution
in
my
office
from
her
local
government.
Do
we
have
any
questions
for
chairman
weaver?
We
have
the
question
on
the
bill.
All
in
favor
of
house
bill,
1622
moving
on,
please
say:
aye,
those
opposed.
No,
your
bill
moves
on
to
calendar
and
rules.
A
You're
welcome
item
number
12
on
our
agenda
today
is
house
bill
155
by
chairman.
Hasten
proper
motion
in
second
chairman
hasten
you're
recognized.
I
do
see
you
have
an
amendment.
Please
give
us.
C
A
Tracking
number
5478,
that
is
correct.
I
have
a
motion
on
the
amendment
proper
motion
and
second
on
the
amendment
chairman,
hasten
you're,
recognized
on
your
amendment.
Thank.
C
A
C
You,
mr
chairman,
this
bill
was
brought
to
me
by
the
tennessee
school
board
association
and
it
encourages
joint
economic
and
community
development
boards
to
include
school
systems.
School
system
representation,
and
the
bill
also
allows
jcdbs
to
form
collaborative
partnerships
that
would
further
economic
growth
and
with
that
I'll,
be
glad
to
take
any
questions.
Any.
A
A
Item
13
on
our
agenda
today
is
by
is
house
bill
622
by
representative
rudder.
It's
representative
got
a
proper
motion
in
second
representative
rudder.
Thanks
for
bringing
this
bill
with
us
today,
I
do
see
it
has
an
amendment.
Can
you
give
me
your
tracking
number.
A
D
D
The
the
amendment
does
away
with
proxy
voting.
That
was
something
that
was
a
problem
and
we
did
away
with
that.
So
that's
what
the
amendment
does.
A
D
A
A
F
Number:
zero:
zero,
five,
six
zero.
A
One
that
is
correct,
that's
the
one
we
have
you're.
You
need
a
motion
on
the
amendment
proper
motion
and
second
on
the
amendment
representative,
cheryl
you're,
recognized
on
your
amendment,
sir.
Thank.
F
You
chairman
member
this
bill
here
is
a
bill
that
I'm
carrying
for
grundy
county
and
the
coalmont
area
and
they're
having
a
new
park
put
in
over
there.
It's
an
atv
park
and
they're
wanting
to
try
to
collect
tax
on
their
camping
spots
over
there.
So
this
amendment
deletes
all
language
after
the
enacting
clause
requires
primitive
and
recreational
vehicles,
campsites,
campgrounds,
government-owned
hotels
and
other
structures
designed
for
transit
dwelling
to
be
subject
to
the
hotel
quality
tax.
C
F
Thank
you
to
my
understanding.
This
is
just
for
grundy
county
in
the
coleman
area.
Thank
you,
mr
chairman.
A
F
A
A
E
Thank
you,
mr
chairman
committee,
good
to
be
with
you
all
this
afternoon.
This
is
a
bill
that
we
believe
is
going
to
help
promote
our
small
breweries.
The
little
micro
breweries
that
are
growing
up
currently
state
law
only
allows
them
to
distribute
locally
in
their
own
county.
This
bill.
If
y'all
allow
me
to
pass,
it
will
make
it
to
where
that
a
local
brewery
can
deliver
up
to
1800
gallons
barrels
of
beer
outside
of
their
county.
A
F
Thank
you
chairman.
I
answered
just
about
anything.
The
the
question
for
the
chairman
is:
does
the
18
000
barrels?
Is
it
only
for
those
outside
the
county
of
origin
or
is
that
included
in
the
18
000.
F
E
E
C
Thank
you
chairman,
and
just
for
additional
information,
the
wholesalers
and
all
that's
okay.
With
this
correct.
E
C
E
Chairman,
thank
you,
mr
chair.
If
you
look
at
page
one
drafting
code,
5892
come
down
to
section
two
subsection
one
25
barrels
of
beer
is
what
you
can
do
locally
then
come
down
to
that
to
the
single
eye.
Then
you
have
1800
barrels
of
manufactured
beer
annually.
C
A
I've
just
been
informed
by
legal
that
that's
just
a
type
of
chairman
moon.
It's
supposed
to
be
barrels.
C
A
You
thank
you,
sir
any
other
question.
Oh
chairman
faison,
you
recognize.
E
A
A
A
A
Without
objection,
I'm
going
to
move
back
to
item
number
one
on
our
calendar.
I
have
been
informed
that
speaker
sexton
would
like
to
roll
his
bill
one
week
without
objection.
It's
rolled
one
week
back
to
item
15
house
bill
549
by
representative
gillespie.
Do
I
have
a
motion
proper
motion
in
second
representative
gillespie,
you're
recognized.
I
do
see
you
have
an
amendment.
Sir.
Will
you
please
give
us
your
amendment
tracking
number.
A
C
Thank
you,
mr
chairman
committee.
What
this
amendment
does
is
it
sets
the
date
back
retroactively
to
march.
First
of
2020.
A
C
Thank
you,
mr
chairman.
What
this
bill
does
is.
It
adds
the
term
deputy
jailer
to
current
tennessee
code
7-51-210
a
and
it
revolves
to
if
a
deputy
jailer
dies
in
the
line
of
duty,
they
are
to
receive
certain
benefits,
and
I
welcome
any
questions.
A
A
Thank
you.
Any
other
questions
on
the
bill
is
amended.
Question
has
been
called
all
those
in
favor
of
house
bill,
5
49
as
amended.
Please
say:
aye
those
opposed.
No,
your
bill
moves
on
to
calendar
rules.
Sir.
Thank
you
item.
16
on
today's
agenda
is
house
bill
1623
by
representative
darby.
I
have
a
motion
and
a
second
representative,
darby
you're,
recognized
on
your
bill,
sir.
C
A
Let
the
record
reflect
that.
I
do
have
a
vote
of
two-thirds
resolution
from
his
governing
body
in
my
office.
Is
there
any
questions
for
the
sponsor,
seeing
none
we're
ready
to
vote
all
those
in
favor
of
house
bill,
1623
moving
on,
please
say:
aye,
those
opposed.
No,
your
bill
moves
on
to
calendar
and
rules.
C
You
know
I
I
had
a
question:
if
this
not
the
same
legislation
that
we
passed
early,
is
this
a
different
field,
but.
B
H
Thank
you,
mr
chairman
and
committee,
hang
on.
This
is
from
the
beautiful
town
of
covington,
the
county
seat
of
tipton
county
and
in
a
short
version
of
what
this
is
doing.
It
incorporates
multiple
changes,
some
of
which
are
immaterial
to
the
overall
meaning,
but
were
necessary
for
consensus,
consistency,
consistency.
H
Consistency
of
of
terms,
others
are
material
changes
on
significant,
I'm
sorry,
I
left
my
glasses,
so
I
really
can't
read
I'm
just
our
significant
matters
that
that
have
come
before
the
city
in
the
past
as
such,
instead
of
an
inter
lineating
each
amendment,
they
thought
it
was
best
to
to
repeal
the
2012.
A
A
Before
we
vote
on
that,
the
chairman
will
take
privilege
can,
can
you
say
that
again
cons?
What
was
that.
A
A
The
we
are
at
the
hill
of
the
calendar
due
to
the
last
bill
being
my
bill.
So
without
objection,
we're
gonna
roll
representative
griffey's
bill
1276
to
the
clerk's
desk.
A
F
A
A
Thank
you,
sir.
This
is
the
convo
convenient
voting
centers
bill
a
few
years
ago.
This
had
been
passed
by
the
general
assembly
to
allow
convenient
voting
centers.
What
the
amendment
does
to
the
current
statute
is:
it
adds
sullivan
county
wheatley,
county
and
sumner
county
to
the
bill.
So
if
you
don't
mind,
I
would
like
to
put
the
amendment
on
the
bill.
Discuss
the
bill,
sir.
F
A
A
or
5
or
whatever
they
decide
to
do,
and
people
don't
have
to
go
to
a
specific
precinct
anymore.
They
can
come
to
this
voting
center
and
vote
there,
and
it
was
a
pilot
program
that
we
did
for
rutherford,
wilson
williams
and
monroe
county,
and
so
that
is
sun
setting
or
getting
to
the
end
and
we're
renewing
that
and
adding
the
three
counties
with
the
amendment.
So
that's
what
the
bill
does,
sir.
C
Tim
reid
now,
thank
you,
mr
chairman,
chairman
crawford
tell
us
a
little
more.
I've
got
a
couple
counties
that
are
interested
in
in
the
satellite
voting
locations.
How
do
they
operate?
Can
you
tell
us.
C
I
I
can
I
can
address
some
of
that.
Redford
county
was
the
first
to
go
through
this,
and
then
it's
been
slowly
expanded.
The
first
phase
is
the
the
county
has
to
meet
certain
criteria
as
far
as
internet
connections
high
speed,
so
they
can
be
monitored.
I
They
don't
have
direct
access
to
the
voting
machines,
but
the
locations
send
the
results
daily
to
the
election
commission
via
hookup.
So
they
know
what
the
results
are
on
each
machine,
so
they
they
know
that
way,
each
day
what
it
is,
but
the
so
if
they
qualify
for
these
satellite
locations,
which
would
be
the
whole
county.
What
you
have
is
you
have
the
opportunity
to
reduce
the
precincts
like
in
rutherford
county.
I
We
had
48
precincts,
we
reduced
that
down
to,
I
think
about
about
32,
28
32
and
because
some
of
the
smallers
were
hardly
getting
any
usage,
but
the
the
wonderful
thing
that
my
voters
really
loved
about
this
is
that
you
can
vote
at
any
location.
You
can
vote
at
any
of
these
satellite
locations.
That's
why
they
become
a
location
or
satellite,
because
it's
not
just
a
precinct
anymore.
Where
you
have
to
live
in
that
precinct,
you
can
take
say
you
live
across
on
the
other
side
of
the
county
and
you're
at
work.
I
C
I
Rudd
the
the
satellite
locations,
I
believe
what
they're
referring
to
in
the
bill
is,
is
the
actual
locations
themselves,
which
is
the
convenience
voting,
centers
and
satellite
voting.
I
believe
they're,
referring
to
that's
the
whole
thing.
I
You
still,
of
course,
can
vote
at
your
election
commission
office
as
well,
but
I
think
that's
what
you're
referring
to
and
as
far
as
I
know,
it
depends
on
who
you're
talking
to
they're
really
the
same
thing:
the
convenience
voting
center
and
the
satellite
center
are
really
the
same,
usually
in
normal
terms
like
if
you
have
a
normal
precinct
system
like
most
counties
do
right
now,
a
satellite
is
usually
a
temporary
location
to
help
with
like
early
voting,
it's
a
satellite
location
and
you
can
still
have
satellite
locations
for
early
voting
and
then
open
it
up
to
wider
precincts
on
voting
centers
on
election
day
or
you
can
have
them
active
like
we
do
in
most
cases
in
rutherford
we
have.
I
We
have
the
vote
centers
on
early
voting,
there's
fewer
of
them,
the
satellite
centers.
Then,
on
election
day
we
have
the
vote.
Centers
fully
activated.
F
A
Thank
you,
sir.
Not
only
is
this
make
it
easier
for
our
constituents
to
vote,
it
does
save
a
lot
of
money.
The
data
that
was
provided
to
me
was
up
to
twenty
thousand
dollars
for
each
precinct
that
you
can
shut
down.
So
that's
a
lot
of
money
back
to
our
locals.
Now
I
don't
know
exactly
the
exact
number,
but
that's
that's
pretty
good,
especially
if
you
have
a
small
rural
area.
So
with
that,
I
would
renew
my
motion.
There's.
F
Any
questions
any
objection
to
the
question,
seeing
none
we're
ready
to
vote
on
the
bill.
All
in
favor
of
house
bill,
1178,
say
aye
opposed
no
bill
carries
bill.
Moves
on
to
calendar
and
rules
we're
out
of.
F
A
We're
back
into
session.
Thank
you
vice
chairman
wright,
for
a
great
job.
There
is
there
any
members
that
have
any
announcements
or
personal
orders
seeing
none.
That
concludes
our
meeting
today
is
all
those
I
will
take
a
motion
to
adjourn
so
move.
We
are
adjourned.
