local
bill.
It
is
a
charter
change
for
the
city
of
bristol
and
to
make
a
long
story
short.
It
basically
does
a
few
things
one
is.
It
will
change
the
election
from
the
third
tuesday
of
may
to
the
first
tuesday
in
november,
to
get
our
elections
lined
up
and
in
sequence,
should
save
us
money
not
having
two
separate
election
dates.

other
thing
that
it
does
is
it
allows
them
to.

By
ordinance
be
able
to
adopt
the
tax
rate
right
now,
I
think
they're
doing
it
by
resolution,
and
this
will
allow
them
to
do
it
by
ordinance.
It
also
will
allow
a
five
percent
penalty
on
delinquent
taxes
and
it
changes
the
gender
specific
terms
of
the
city
council
to
general
mutual
terms.

what
the
bill
does
