nation
was
conceived
by
individuals
who
were
willing

sacrifice

personal
safety

concerns

ensure

individual
and
collective
freedom,
and
the
volunteer
state
is
especially
proud
to
be
home
of
so
many
valiant
men
and
women
who
have
performed
above
and
beyond
the
call
of
duty.

whereas
one
such
courageous
volunteer
was
major
trevor.

Philip
joseph
united
states
army,
who
was
the
commander
of
the
cajun
dust
off
medevac
unit
stationed
at
fort
polk
louisiana
and
who
died
in
service
to
his
country
and
whereas
a
2004
graduate
of
houston
high
school
in
collierville
major
trevor
joseph
attended,
the
university
of
tennessee
knoxville
in
his
commission
as
a
medical
service
officer
in
the
united
states
army.
Whereas
the
medevac
helicopter
pilot
major
joseph,
was
an
exceptional
leader
and
courageous
aviator
was
always
proud
to
go
above
and
beyond,
for
the
soldiers
under
his
charge
and
never
hesitated
to
undertake
any
mission.

matter
the
risk.
And
whereas
on
september,
26
2019
major
trevor
joseph
led
the
cajun
dust
off
on
a
helicopter
mission,
putting
his
life
in
harm's
way
for
the
sake
of
others,
as
he
had
done
countless
times
before,
and
he
gave
his
last
full
measure
of
devotion
doing
exactly
that.
And
whereas
a
man
of
great
courage
and
gallantry
major
joseph
loftis
lost
his
life
while
serving
his
country
and
for
that
sacrifice,
he
deserves
proper
recognition.

a
member
of
the
united
states
army,
he
proudly
continued
an
essential
tradition
of
american
society,
the
concept
of
the
citizen
soldier
and
whereas
deployed
twice
to
afghanistan.
Major
trevor
joseph
was
one
of
four
soldiers
who
were
awarded
the
rescue
of
the
year
for
their
bravery.
Courage
during
a
difficult
medevac
mission
in
afghanistan
in
2016,
and
whereas
this
general
assembly
should
pause
to
remember
the
singular
patriotism,
courage
and
commitment
to
duty
of
this
exceptional
soldier
and
human
being.
The
late
major
trevor
phillip,
joseph
united
states
army,
whose
loss
is
mourned
by
a
grateful
nation.

lost

member

greatest
generation
earlier
we
honored
this
gentleman
who
gave
their
lives
for
our
country,
and
today,
at

am
dr
gordon,
petty,
101
years
old,
passed
from
this
life
into
eternity.

most
amazing
thing
about
dr
petty.
He
he
told
us
this
story
and
we
just
met
with
him.
The
first
of
december
we
were
honoring
the
world
war
ii
veterans
that
were
yet
living,
and
you
know
there's
not
very
many
of
them
left
and
he
was
telling
a
story
how
he
was
the
oldest
one
to
enter
into
the
service
he
served
in
the
pacific.
He
was
in
the
navy
in
1943
to
1943
45
excuse
me
and
he
watched
all
the
younger
lads
go
off
at
17,
18
and
19.
He
was

he

to
laugh,

over

important
it
is
that
you

I
take
time

have

the
champion

congratulate
them
on
this
great
achievement,

allen
and
their

worked
very
hard
with
the
fair,

covet
and
worked
diligently

all
within
davidson
county.

effect
of
these
revisions,
unpair
incumbents
in
two
districts,
resulting
in
only
one
pairing
instead
of
three
in
davidson
county
with
the
remaining
parent,
including
a
retired
member.

very
simple
it

It
puts
together
a
a
precinct
that
that

resides
in

the
northern
part
of
our
county.

county,

it's
more
suited
that
it
puts
together
communities
and
it
just
it
moves
a
few
people
and
and
makes
that
precinct
hole.

2020
census,
district
15
was
the
least
populated
house
district
in
knox,
county
district
15
needed
55
157
residents
to
reach
their
ideal
population.
The
house
plan
achieved
that
balance
by
adding
several
precincts
adjacent
to
the
district,
as
required
as
all
districts
must
be
contiguous.

I
have
not
heard
about
this
amendment
today
until
today.
So,
mr
speaker,
with
all
of
that,
taken
into
consideration
with
due
respect
to
my
colleague
from
knox
county,
I
would
move
that
we,
this
committee's
plan
for
knox
county.
Our
plan
that
has
been
approved
through
the
committee
process
complies
with
all
constitutional
statutory
requirements
for
house
districts,
and
I
would
move
to
table
this
amendment.

communities
together

map

is
presented.
The
map
is
a
better
reflection
of
who
we
are
as
a
state.

the
democratic
map,
the
average
house
district
is
within
about
two
percent
of
the
target
population.
The
proposed
map,
the
average
house
district,
is
more
than
three
percent
away
from
the
ideal
district
population.
The
total
variance
is
also
superior
on
this
presented
map.
The
scoring
is
9.72
versus
the
current.
The
proposed
map
of
9.90,
so
when
both
the
variant
and
the
deviation
are
better
under
this
map,
we
score
population
variance,
so
we
can
balance
the
equality
versus
rational
state
interest
like
keeping
communities
whole.

The
republican-drawn
lines
also
divide
cities
excessively
and
unnecessarily
compete
with
complete
disregard
for
political
subdivision,
for
instance,
the
gop
map
splits
every
city
in
town
in
rutherford
county.
Well.
With
this,
we
have
to
keep
in
mind
for
minority
representation.
The
democratic
plan
attempts
to
ensure
that
tennessee
maori
groups
have
equal
access
to
government.

We
want
to
make
sure
that
our
maps
are
fair.
They
do
no
show
signs
of
packing,
which
places
many
minority
voters
into
a
few
districts
and
weaken
their
influence
in
the
overall
map.
So,
in
conclusion,
tennessee
deserves
fair
maps

equal
districts
that
keep
communities
whole
and
reflect
who
we
are
as
a
state.

transparent

we

map
presents

opportunity

us

send

seniority

shelby
county
in
redistricting.

member

west
tennessee
group
talked
with

leadership

shelby
county,

this
was
what
they
recommended.

fair
map

equal
districts
and
it
obeys
every
requirement
in
our
state
and
federal
constitution.

constitution
says
in
the
country
having
more
than
one
senatorial
district.
The
district
shall
be
numbered
consecutively.
The
map
approved
by
the
senate
ignores
this
constitutional
requirement
in
davidson
county
where
the
districts
are
numbered
and
start
are
numbered,
starting
at
17
and
then
jumble
to
19,
20
and

achieves
substantial
population
equality
across
all
33
districts
and
exceeds
the
expectations
that
have
been
outlined
by
the
supreme
court

tennessee.

this
map,

average
senate
district
is
within
1.4
percent

the
average
variance
is
2.3
away
from
the
ideal.

communities
together
and

plan

senate

redistricting

it's
important

cracks

center

the
african-american
community
in
knoxville,
splits
them

walk

few
blocks,
not
even
five
minutes
and
cross
through
three
senate
districts.
It
divides
that
voice
in
knox
county.
We
had
57
percent
of
folks
vote
republican
and
42
percent
vote
democratic.

zero
percent
representing
the

percent
democratic
voice,

think
that
it's
important
that
folks
hear

that
a

voice
in

county
has

proposal
for
tennessee's
nine
congressional
districts
reimagines
a
map
to
better
represent
each
district,
the
biggest
change
for
a
new
congressional
district
in
middle
tennessee's,
fastest
growing,
suburban
counties.
This
move
reflects
the
population
trends
and
better
alliance
communities
with
shared
interests
like
transportation,
infrastructure
and
housing.

map
divides
urban
minority
communities
to
dilute
the
voting
power
and
ignores
the
interests
of
the
rural
communities,
who
will
now
find
themselves
randomly
linked
to
nashville.
Under
this
amendment,
tennessee's
nine
congressional
districts
would
follow
our
grand
divisions
and
make
our
districts
more
equal
and
better
to
every
corner
of
our
state.

we
have

best
representation,
that

interest

communities,

conceivable
that
we

driver
in
the

represented

someone

lives

have
someone

counties

those
issues

they

The
ninth
congressional
district
in
shelby
county
was
a
majority
black
district
in
the
previous
map,
and
it
continues
to
be
under
this
updated
version.
There's
also
one
opportunity
district
and
also
called
the
influence
district.
An
opportunity
district
is
a
district
where
non-white
voters
or
a
coalition
of
minority
groups
represent
less
than
50
percent
of
the
voting
population,
but
not
more
than
35
percent.

Under
this
map,
minority
groups
represent
42
percent
of
the
voting
population
in
the
5th
congressional
district
based
on
davidson
county
and
northwest
rutherford
county.
It's
important
to
note
the
voting
rights
act
does
not
require
the
state
to
create
new
influence
district,
but
the
united
states
supreme
court
continues
to
recognize
that
creating
and
maintaining
such
districts
is
part
of
how
the
states
comply
with
the
voting
rights
act.

needs

of

congressional
districts
and
how
what
they
would
want
them
to
look
like,

whether
you
live
in
a
rural
community,
a
suburb
downtown.

think
that
this
particular
way

this
district

definitely
represents
the
will
of
the
people,

county
and

shelby
county

we
have
every
one
vote
count
and
it
means
meaningful.

congressional

cornerstones

democracy

issue

who
gets

groups

individuals
have
interests

they
would
like

proposed

adhere

agendas

campaign
and
have
platforms
that
oftentimes
are
geared
toward
what
those
particular
interests
are
of.

constituents.

collectively

been
able
to,
to
a
degree,
sway
someone

adhere
to
and
adopt
their
particular
issues,
and
my
concern
really
is
that,
as
we
split
up
davidson
county,
that
the
impact
and
influence
of
african-american
voters
may
be
diminished
that
when
you
have
eight
percent
eleven
percent
fifteen
percent,
that
it
will
some
to
some
degree
diminish
the
influence
that
this
particular
group
of
voters
will
be
able
to
have.

in
the
east
and
the
west
got
them
situated.

they
couldn't
go
further
east.

couldn't

west
and
all
came
into
middle
tennessee
after
we
put
it
all
together.

davidson
county
is
so
populous,
would
it
not

made
sense
to
just
draw
it
into

own
district,
take

what

necessary

surrounding
counties
and

build
out

there

county

like
it
would
have
made
more
sense
and
is
the
exact
same
rationale
you're
using
in,
but
in
reverse,

would
have
maintained
a
community
of
common
interest
and
that
commonality
that

is
supposed
to
be,

ultimate
goal.

All
I
can
tell
you
is
this:
complies
with
the
voting
rights
act.
It
is
equal
in
the
amount
of
citizens
that
each
district
has
there's
a
lot

work
done
into
it,
of
working,

east
and
the
west
districts.

because
they
couldn't
move
out,
they
couldn't
move
east,
they
couldn't
move
north,
they
had
to
come
to
the
middle
and
the
middle
was
where
the
puzzle
all
came
together.

capitol

growth,
but
those
counties
are
kept
intact
in
their
congressional
districts,
but
they
had
more
population
growth
than
davidson
county
to
the
extent
they
necessitated
another
house
seat.

So
I'm
having
trouble
recognizing
the
rationale
that
just
because
the
population
of
a
region
is
the
reason
to
split
a
single
county,
three
ways
when
it
did
not
grow
by
the
same
percentage
as
other
counties
that
necessitated
additional
state
house
seats.
So
I
have
a
sincere
concern
about
that
and
I
haven't
heard
the
logic
behind
that
in
drawing
this
district.
Now
I
referenced
this
earlier.
Communities
of
common
interest
are
the
goal
or
supposed
to
be
the
goal.
Several
state
constitutions
speak
to
this.
Several
court
cases
speak
to
this.
You
know
socioeconomic
similarities.

That's
just
my
my
take
on
the
situation
and
that,
as
alluded
to
earlier,
is
possible
and
that's
why
keeping
communities
of
common
interest
together
are
so
important.
You
don't
want
to
define
those
other
communities
for
them,
they
define
themselves
and
they
deserve
the
representation.
This
isn't
necessarily
just
about
nashville.
This
is
about
respecting
perry
county.
This
is
about
respecting
hickman
county
congressional
district.

about
respecting
dekalb,
pinterest
jackson,
clay,
you
name
it
that's
the
concern.

know
everybody,
you
know
you
want
to
cut
up
nashville
I
unders.

understand.
I
disagree
that
I
understand
what's

on

but
let's
not
forget
these
rural
counties
that
are
struggling
economically
in
many
different
ways
that
deserve

full
attention
and
representation
of
their
own
congressmen
when
they
don't
when
they
shouldn't
have
to
be
worrying
about
pleasing
downtown
nashville
or
north
nashville
or
west
national
or
south
nashville,
they
should
be
worried
about
perry
county.
They
should
be
worried
about
clay,
county
and
rural
counties.
That's
why
communities
of
common
interests
are
so
important.

think
davidson
nashville
county
has
a
long
history
of
being
represented
by
one
congressional
district
in
totality
and
it's
a
shame.

got
a
portion.
I've
looked
at
the
maps,
there's
a
portion
right
near

district,
where
literally
there's

street
where
three
congressional
districts
merge
together.

other
thing
is,
I
want
to
make
sure
we
don't
leave
with
this
being
noted,
because
it's
an
important
this
is
all
based
upon
the
united
states
census
and,
unfortunately,
because
of
circumstances
we
found
ourselves
in
because

covid

other
things
that
were
done.

believe
intentionally
that
communities,
especially
in
urban
areas,
communities
specifically

nashville
communities
in
shelby,
county
knoxville,
chattanooga,

under
counted
and
underrepresented.
