Council
has
been
scheduled
for
the
following
purposes:
to
fill
the
vacancy
in
the
office
of
councillor
Ward
33,
Don,
Valley
East
by
considering
and
appointing
a
candidate
to
the
office
in
accordance
with
the
procedures
adopted
by
City
Council
at
its
April
24th,
25th,
26
and
27
2018
meeting,
and
to
it
introduce
and
enact
bylaws
for
the
special
meeting
members
of
council.
This
is
a
special
meeting
separate
from
the
regular
meeting
that
starts
at
2
p.m.
this
afternoon
under
councils
procedures.
No
other
business
business
items
such
as
notices,
emotion,
may
be
introduced.

now
review
and
confirm
the
order
paper
once
the
order
paper
has
been
approved
by
count
so
any
change.
We
need
a
two-thirds
vote
in
the
event
that
this
special
meeting
is
not
complete
by
12:30
p.m.
the
meeting
will
be
recessed
until
after
2
p.m.
cities
can
a
City,
Council's
regular
meeting
will
convene
at
2
p.m.
and
then
immediately
recess
in
order
to
return
to
the
special
meeting.
Once
a
special
meeting
is
completed,
City
Council
will
reconvene
its
regular
meeting
after
short
break
all
those
in
favor
of
adopting
the
order
paper
carried
members.

for
this
meeting.
These
procedures
were
distributed
with
the
agenda
as
part
of
my
report
on
the
ward
33
vacancy
each
of
the
candidates
that
I
deemed
satisfactory
will
have
completed
a
consent
of
nominee
in
a
declaration
of
qualification
and
provided
personal
identification
that
I
also
deemed
satisfactory,
can
address
City
Council
for
five
minutes.
The
speaking
order
will
be
determined
by
lot.
I
will
place
the
names
of
all
candidates
on
equal
sizes,
sized
pieces
of
paper
in
a
container
and
randomly
draw
the
names
after
each
candidate
has
spoken.

council
can
ask
the
candidate
one

Members
of
council
can
speak
if
they
wish,
once
all
candidates
have
spoken
and
all
questions
have
been
dealt
with
after
members
of
council
have
spoken,
council

vote
by

a

in
the
act

allows
council
to
make
a
choice
by

of
appointment

by

March
31st
in
an

appointment
until
90
days
prior
to
the
election,
which
in
this
case
is
July,
24th
2018
and
only
after
that
date
is
council
not
required
to
make
either
an
appointment
or
hold
a
by-election.

can

last
week,
while
I
was
sitting
in
my
office
after
recently
receiving
an
email
from
one
of
the
Kennedys
asking
to
speak
to
me,
my
personal
cell
phone
rang,
the
individual
told
me
that
they
had
been
given
my
personal
number
by
the
mayor's
office,
which
should
not
have
been
given
out
I,
then
texted.
It
was
given
by
mr.
Birnbaum
I
do
not
know,
and
they
said
that
the
mayor's
office
had
told
them
to
call
me
I.

Don't
believe
the
mayor
might
have
done
that
personally,
because
I
haven't
seen
him
do
that,
but
his
office
was
doing
it.
It
was
a
great
regret
to
me
to
see
that
happen.
I
do
not
want
to
name
the
individual,
because
I
don't
believe
that
it
is
anything
that
they
have
done
wrong.
I
immediately
sent
a
text
message
to
the
mayor
to
his
chief
of
staff
into
mr.
Birnbaum,
asking
that
my
number
be
removed
and
never
given
out,
because
it's
personal
and,

you
all
know,

phone
never
goes
off.

know
if
the
mayor
would
like

respond

possibly
consider

I
find
this
a
serious
breach
of
my
personal

a
real
breach

way

to
be
as
if
the
mayor
himself
would
be
supporting
someone
which
I
don't
believe
he
would

doing.

that's

way

I
I
My
name
is
Alan
Kaspersky
I'm,
a
resident
of
Ward
33,
have
been
a
resident
of
Toronto
since
the
late
70s
in
Ward
33
for
the
last
15
years
earlier,
I
believe
the
clerk
circulated
a
three-page
bio.
If
you
like
about
Who
I,
am
happy
to
answer
any
questions
about
that.
Rather
than
read
it
I
thought.
I
would
just
touch
on
some
of
the
items,
some
of
it
being
my
political
background,
a
campaign
for
the
NDP
in
the
late
70s
middle
70s
in
southern
Alberta.
I
With
my
dad,
it
was
a
difficult
time,
southern
Alberta
being
very,
very
blue.
In
early
80s
I
worked
in
the
Prime
Minister's
Office
for
a
Liberal
prime
minister.
We
got
beaten
very
badly
by
the
Conservatives.
It
was
a
short
time
in
Ottawa,
but
a
very
enjoyable
time
and
I
supported
Michael
Chong
for
leader
of
the
Conservative
Party,
because
I
believed
what
Michael
had
to
say,
but
also
because
we
played
rugby
together.
I
So
my
political
interests
have
gone
across
the
spectrum,
and
this
is
one
of
the
things
that
that
I
talk
about
things
that
I
believe
in
I
believe
in
coherence,
because
I
don't
believe
the
councillor
perks
got
to
pick
on
you.
It
is
wrong
all
the
time.
Neither
do
I
believe
that
that
councillor
Campbell
is
right.
All
the
time,
I
believe
there's
a
little
bit
of
the
solutions
to
the
problems
that
face
us
with
all
of
us,
and
if
we
could
practice
coherence,
something
I
believe
in
we
would
have
those
solutions.
I
I
think
the
solutions
to
what
challenges
Ward
33
has
are
in
the
people
in
Ward
33,
hence
I
believe
in
participatory
democracy,
crowd,
wisdom
listening
to
people,
even
though
I
talk
an
awful
lot.
I
do
like
to
think
that
I
listen
a
lot
more
than
I
talk,
so
what
I
would
promise
to
do
is
make
the
best
decisions
I
could
for
the
people
of
Ward
33
in
the
next
six
months.
I
There's
a
couple
of
things
that
are
coming
up
in
front
of
Council
over
the
next
couple
of
meetings
that
I'd
like
to
focus
on
one.
Is
the
community
council
boundaries
in
the
survey?
They
talked
about
workload
and
population
I.
Think,
like
the
ward
boundary
review,
this
would
be
an
excellent
opportunity
to
look
at
what
community
councils
do
the
responsibilities
they
have,
whether
there
are
decisions
that
they
can
make
that
don't
necessarily
have
to
come
to
council
that
could
make
community
councils
more
relevant
than
they
are
even
today.
I
The
second
thing
is
participatory
budgeting.
The
city
finished,
a
pilot
project
ended
last
year.
Report
is
supposed
to
be
coming
next
month.
I
hope
it's
gonna
be
very
positive,
certainly
in
Ward
33,
where
Shirley
Carroll
started
participatory
budgeting
four
years
ago.
It
was
a
very
positive
exercise,
a
little
less
than
half
the
people
in
Toronto
didn't
vote
in
2014.
I
So
before
I
get
the
question
and
I'll
finish
up
this
way,
I
will
not
run
for
mayor.
I
will
not
run
for
City
Council
in
any
wart.
I
will
not
run
for
school
trustee
in
any
of
the
four
school
boards
and
you'll
see
from
page

I'm

president

worked

counselor

flood
relief

flooding
the
go
line
behind

complex
and
embankments
and
things
of
that
nature.
I've
attended
a
number
of
committee
meetings.
We
talked
about
partnerships
Ontario
before
that
organization
existed.
I
Councillor
perks,
would
remember
the
lamport's
stadium
project
and
because
of
an
unsolicited
proposal
that
I
put
together
partnerships
Toronto
was
created.
Most
of
my
community
involvement
has
been
on
the
rugby
field.
Coached
refereed
in
about
a
dozen
schools
across
the
city
have
I
been
members
of
various
groups.
If
I
understood
that
that
was
a
requirement,
possibly
I
would
have
joined
more
organizations
at
that
time.

In
the
same
way,
I
would
hope

call

support

the
current
staff

the
counselor's
office
because
they
certainly
have
a
handle

what

honored

dream

elected

Council
to
this

first
role
model

taught

importance

civic
duty

stand

actions
and

both

As
the
chair

the
separate
school
board

Renfrew
County,

didn't
see
much

him

bargaining
between

job

those
duties
that
he
held
at
night.

Most
recently,
over
the
last
year,
I
have
been
the
co-chair
of
a
GTA
wide
committee
dealing
with
the
service
modernization
of
our
organization,
so
that
we
can
further
enhance
our
service
delivery
model,
while
also
enabling
our
employees
to
have
a
better
work/life
balance.
I
deeply
believe
in
civic
duty,
I've
seen
how
standing
up
for
others
and
for
one's
ideals
are
a
win-win
for
everybody.

a
longtime
resident

Ward
33,
where
I
lived
with
my
wife
Lisa,

and
my

my

demonstrate
the
community
believes
you
should
select
me

fill

vacancy
I've

political

school
council

homeowners,

Why?

There's
no
need
for
me
to
make
a
dishonest
commitment
today
and
there's
no
need
for
you
as
councillors,
to
pretend
to
believe
in
that
commitment
before
becoming
the
school
trustee,
I
worked
in
the
constituency
offices
of
four
members
of
parliament
and
spent
five
years
doing
financial
analysis
for
the
Ontario
public
service
since
becoming
trustee
three
years
ago,
I
have
many
accomplishments,
I'm
always
focused
on
my
community
and
have
delivered
outstanding
results
at
the
school
board.
I
stood
up
against
hatred
and
I
fought
to
keep
marijuana
sales
away
from
our
schools.

Separate
libraries
and
gyms
I
delivered
new
programs
to
my
community
to
fulfill
my
past
election
promise
of
more
specialized
programming
with
the
creation
of
the
new
stem
plus
program
at
George,
Vanier
and
French
programs
at
Cherokee,
Ernest
and
Pleasant
View
middle
school.
If
appointed
city,
councilor
I
will
continue
to
speak
up
on
key
issues.
Fight
for
my
community
and
work
to
ensure
taxpayer
dollars
are
spent
efficiently.

needs
someone

a
deep
understanding

community

the
impact
of
each
new
development

need
a
strong

build

relief
line,
subway
and
expand

public
transit
system
city
council
has
made
improving
transit

transit

my
number
one
priority.

young
line
is
too
crowded,
especially
at
rush
hour.

relief
line
will
help
reduce
crowding
significantly

benefit
riders
in
Ward
33,
and
although
this
subway
is
still
many
years
away
from
completion,

work

relief
line

city
anticipates
another
10,000
new
units
in
the
consumer's
next
area,
which
is
a
tremendous
amount
down
the
road
at
Sheppard
and
Don
Mills.

are
on

northwest
corner

These
are
not
the
first
developments
along
Sheppard
and
everyone
knows
more
development

coming,

each
development
is
far
too
large
as
it
stands

only

community
meetings

all

the
development
applications.

work
with
city
staff
and
the
current
ward
33
staffers
to
a

section

funding

any
developments
that
are
approved,
I'm

community

only
candidate

hit

ground
running
learning
to
become
a
counselor.
There

going

steep
learning
curve

myself

believe
that
I

skills.

I
can
do
it
and
much
like
you're
able
to
serve,

parks

schools

trails

all

those
sorts

things

one

learn
from
attending
community
consultations

a
school
trustee.
I
have
been
a
board
member

sat
on
committees,
I've,
chaired
committees,

analyzed
budgets,

by

found
savings

met
targets,

obviously

the
school

also
have
to
run
a
balanced
budget.

I

extensive
experience
in
that
end

got
experience
working
across

political
spectrum.

worked

well
with
councillors
from
the
left,

councillors
or
trustees

left

trustees
from
the
right

know

happens

they
very
similar?

well
situated

the
area

are

familiar

procedures

feel
that
I'm
familiar
with
some
of
the
procedures
that
you
have
here
at
City
Hall.
There
definitely
would
be
some
changes
if
I
was
selected,
I
think
there's
a
lot
of
similarities
between
the
role,
it's
important
that
you're
listening
to
constituents
and
being
responsive
even
on
those
small
issues.

it's
important
I
know
that
I
face
a
challenge
and
it's
difficult.
It's
at
the
school
board,
certainly
even
with
a
lower
volume
of
constituent
requests
and
concerns.
It's
difficult,
because
I
don't
have
an
assistant
to
respond
to
those
issues,
but
nonetheless
you
have
to
have
that
personal
touch
and
as
a
city
councilor,
if
selected,
there
would
be
more
people
for
me
to
respond
to,
but
I
think
that
that's
definitely
a
huge
similarity.

to
be
good
at
conflict
management.

similar

my

don't
believe
that
incumbency
will
be
an
advantage
if

selected

already
have
an
incumbency

school

trustee

name

appointment
is
only

a
very
short
term,

there's
very
little
profile
possible
and
already
I
have
some
profile

the
school

serve

and

no

fall
meetings.

would
need

spend
many
hours.

learning
the
role,

lot
of
canvassing
and
door-knocking
time.

would
be
a
huge
disadvantage.

If
selected
today,
the
media
would
probably
interview
me-
and
my
name
would
be
in
the
paper
tomorrow.
But
after
that,
would
the
media
really
want
my
comment
on
anything
in
the
June
or
July
agenda?
I
doubt
it.

downtown
Toronto,
grew
up

North
York.
Then
they
made
the
mistake
of
going
to
Vaughan.
What
can
I
tell
you
but
I'm
back
living
in
a
young'n

Balmoral
for
the
past
few
years
and
loving
it
I'm
in
war,

Josh,
Matt,
Lowe's,
ward,
I,
understand
the
issues,
though
in
word
33,
most
of
which
are
similar
to
the
issues
across
the
city.
These
include
transportation,
taxes
and
services.
It's
always
a
delicate
balance
between
service.

tax
payers
want
and
need,
and
finding
the
tax
dollars
to
provide
for
those
services
also
dealing
with
the
other
funders
of
services
for
the
city,
namely
the

for

the
GTA

reaching
courts

had
my
law
office

Downtown
Midtown

two
children
in
their
30s,

whom
lives
in
Ward

if
appointed
I
will
not
run
in
subsequent
elections
and
I'll

if

Although
the
term
here

short
and
miserable
election
is
not
far
off

accomplish

used

working
on
a
government
party

York
Region
District
School
Board

vice
chair
of
the
board
from
2012

the
York
Region
school
board
is
not
as
big
as
City
Council.
It
represented
the
third
largest
school
board
in
Ontario
after
Toronto
and
peel.
It
was
the
largest
employer
in
York,
Region
managed
a
budget
of
1.2
billion
dollars
and
that's
not
NDP
dollars
and
it's
real
dollars.
I'm
used
to
dealing
with
large
issues
that
affect
different
Ward's
differently.
York
Region
is
made
up
of
nine
municipalities
all
with
different
interests.
I
was
a
trustee
for
Warren
Hill,
which
has
a
high
rate
of
growth.

on
Vaughn,
the
city
of
bonds,
race
relations
committee
and
the
city
of
Vaughn's.
Why

the

believe
it
is

I
was
chair
of
the
property
committee
for
several
years
and
chair

five
years
of
student
discipline

proud
of
being
the
chair
of
our
race
relations
advisory
committee.

For
six
years,
the
committee
helped
with
a
large
demographic
mix
of
the
students
and
parents,
as
well
as
promoting
diversity
and
harmony,
or
at
least
trying
to
I,
was
also
my
boards
representative
to
the
Ontario
Public
School
Board
Association
for
seven
years.
Their
issues
of
province-wide
concern
were
dealt
with
in
my
teenage
years
in
early
20s,
I
worked
in
the
garment
district
at
Spadina,
as
the
truck
driver
delivering
school
supplies
to
the
many
Toronto
Schools
and
a
Toronto
taxi
cab,
a
driver
for
a
few
years,
but
again
don't
to
hold
that
against
me.

other
big
issue
for
the
city's
growth
York
Region
had
a
very
high
rate
of
growth
as
people
move,
north
I
believe
people
in
workplaces
are
returning
to
Toronto,
which
is
great,
but
must
be
done
in
a
rational
manner.

appointing
a
Ward
33
councillor,
which
I
know
it's
difficult,
but
I'm
sure
you

make
the
right

seen
the
development
of
this
ward
I
mean
from
when
I
was
a
child
to
now,
and
it's
grown
exponentially,
although
it's
with
the
growth
there's
still
some
problems
and
fit
infrastructure
problems,
there's

lot

community
issues
with
certain
demographics
of
people,
and
this
is
actually
what
encouraged
me
to
actually
run
for
this
position.
As
you
see,
I'm
constantly
involved
the
community
I
coach
soccer
I
coach
hockey
I
do
a
source
of
law
enforcement,
which
is
security.
My
specialty
is
in
close
protection.
Bodyguarding
I
did
serve
with
the
military,
so
I've
seen
it
all.

I'm
here
to
serve
the

I've
saved
lives
before
I
know
what
it's
like
to
save
life,
so
for
me,
first
responders
are
number
one
I
love
to
take
care
of
those
guys,
and
you
know
when
I'm
gonna

appoint

that's
one
of

things
I
would
like

do
is
just
give
a
little
something-something
to
our
first
responders,
because
we
don't
support
them
enough
and
I
can
see
that
part
of
our
infrastructure.
That's
crumbling
is
a
lack
of
first
responders.

been
many
times
where
I've
been
in
a
dangerous
situation,
and
it
took
almost
21
minutes
for
a
first
responder
to
get
to
me
and
we're
talking
a
firearms
call
and
that's
totally
inappropriate.
Even
when
I
was
saving
a
life
not
too
long
ago,
which
resulted
in
me
getting
some
PTSD,
it
took
over
25
minutes
for
them
to
get
to
me
with
a
person
with
a
gunshot
wound
to
the
head
and
for
me
Manhattan.
So
this
is
part
of
the
the
things
I
would
like
to
rectify.

would

that
I
do
promise
not

run
in
the
next
election
for
this
position
for
City
Council

will

planning
on
running
for
school
board,

caused

damage
to
vehicles

the
construction

don't

park

Godstone
and
Kings
Lake
Road
and
it
causes
traffic
jams,
and
it
also
becomes
a
risk
because
you
can't
see
kids
walk
into
school.

can't
see
what
cars

you

seen

nearby
collisions
and

think
that's
one
of
the
problems
that
needs
to
be
rectified.

could

getting
involved
in

community

enjoyed
doing
volunteer
work

recently,
I
served

treasurer
on
the
board
of
directors
from
my
children's
daycare
and
I
volunteer

deliver
meals

meals

wheels.

involved
on
my
children's
school
and

help.

neighbors
as
much

I

intend
to
use
this

to

ward
and

two
departments
of
the
City
of
Toronto.
That
will
prove
my
interest
in
the
issues
that
matters
to
the
people.
Those
departments
are
trying
to
Community
Housing
Corp,
which
is
with
its
deferred
rent
payment
system
and
Toronto
Transit
Commission,
and
the
smart
track,
which
will
not
be
ready
until
2024.
While
we
are
already
facing
overcrowding.

Toronto
Community
Housing
has
created
a
deferred
rent
payment
system
for
its
tenants
where,
as
a
tenant
is
requested
to
pay
a
rent
amount,
the
first
of
each
month,
based
on
income,
earned
three
four
or
five
and
even
six
months
earlier.
To
put
it
succinctly,
this
system
is
about
rent
amounts
required
overlapping
income
earned
that
are
not
related
to
each
other
for
any
given
month,
and
the
consequences
are
harassing.

That
was
not
correct.
This
system
does
not
respect
the
fluctuation
of
income
for
the
ongoing
month,
and
this
is
done
to
the
poor,
who
have
a
very
limited
disposable
income
if
you're
asking
why
I'm
here.
This
is
the
reason
this
is
devious,
destructive,
abusive
and
evil.
This
needs
to
be
changed
to
a
rent
payment
system
that
will
enable
the
tenant
to
pay
on
income
when
the
tenant
receives
the
income.

Mistakes
are
made
on
the
back
of
the
poor.
We
need
transparency
in
the
rent
calculations.
A
fixed
rent
rate
needs
to
be
established
on
that
income.
What
are
the
attentions
of
Toronto
Community
Housing
towards
its
tenant?
Is
it
to
stop
the
tenant
from
working
or
not
not
respecting
the
fluctuation
of
income
for
an
ongoing
month,
a
fluctuation
that
is
most
likely
to
exist
among
the
poor
who
can
work
and
work
part-time
with
no
fixed
number
of
hours?

apartment

concern
is
a
Toronto
Transit
Commission,
with
what
it
calls
platform
edge
doors
I
call
this
a
wall
with
sets
of
double
doors
that
open
and
close
facing
the
double
doors

subway
train.

type
of
wall
already
exists
at
the
up
Express
union
station
and
at
the
up
express
station
at
the
Toronto
Pearson
International
Airport,
and
with
the
link
mini
rail
train
at
Terminal,
one
linking
terminal

engineers
know
how
this
works.
Smart
track
won't
be
ready
for
another
six
years
and
faced
with
already
existing
overcrowding.
Time
is
not
a
luxury
we
have.
We
must
upgrade
our
subway
system
now
and
we
should
start
with
Lawren
young
stations,
the
two
levels
and
st.
George
stations,
the
benefit.
This
wall
will
secure
the
safety
of
TTC
passengers
which
which
among
them
are
women
and
children
that
could
fall
on
train
tracks
if
pushed
or
too
close
to
them.

wall
will
improve
the
efficiency
of
the
subway
system,
one
station
at
a
time,
whereas
the
subway
train
will
not
have
to
slow
down.
When
approaching
a
station
the
subway
station,
the
subway
train,
will
immediately
go

front

station

come
to
a
full
stop.
It
will
gain
up
to
seven
seconds.
That's
an
approximate
per
station
and

transition

decade
of
my
professional
career,
dedicated
to
effecting
positive
change
in
our
community.
Through
my
work
as
head
of
advocacy
at
children's
mental
health
Ontario
a
board
member
at
the
Yee
Hong
centre
for
geriatric
care,
where
we
provide
culturally
appropriate
care
to
Toronto's
Chinese
seniors.

they

live
a
life
of
dignity
and
respect
and
their
golden
age.
I've
worked
as
a
civil
servant
at
the
Ontario
Investment
Office,
attracting
foreign
direct
investment
to
the
province
and
to
this
city,
while
also
helping
small
businesses
to
grow
and
to
thrive.
I've
been
a
policy
adviser
at
the
technical
standards
and
Safety
Authority
I've
also
been
the
Toronto
policy
lead
for
the
province
of
Ontario,
leading
files
like
Investor,
Auto,
Australia,
say
the
new
Toronto,
global
and
Waterfront
Toronto
speaker.
It's
because
of
these
experiences.

developed

strong
track
record
of
consultation
and
engagement
across
multiple
stakeholder

community

as

that

am
a
native
of
Toronto
and
I
will
tell
you
my
speech
in
three
parts.
The
first
part
I'm
going
to
explain
to
you.
What
will
I
do
for
that's
better
for
Toronto
what
policies
I
support?

The
second
part
will
describe
what
policies
I
support
for
the
ward
specifically,
and
the
third
part
of
my
speech,
if
I
still
have
any
time
left,
will
tell
you
why
I'm
a
better
Canada,
my
fellow
nominees,
if
you
will
now
the
first
part
of
my
speech,
is
what
policies
will
I
support
the
first
one
is
the
road
toll
now
I
know
some
of
you
know
about
what
happened
with
Mayor
John
Tory
proposed
the
road
toll
and
Catherine
shut
him
down.
No
thanks.

We
need
to
emplace
a
role
between
DVP
and
the
Gardiner
Expressway,
a
lot
of
the
nine-oh
fibers
from
Mississauga
Vaughn,
Richmond,
Hill
user
infrastructure,
and
they
don't
pay
into
our
property
taxes.
Therefore,
it
is
insufficient
that
we
force
them
to
pay
into
the
infrastructure
of
the
DVP.
That's
one.
Second,
we
have
to
do
something
about
the
Gardiner
Expressway
it's
falling
apart.
It
looks
like
something
from
World
War
two,
it's
crumbling,
there's
vagrancies
everywhere
I
support.
Either
we
built
an
underground
tunnel
or
we've
rebuilt
it,
but
I'm
supporting
the
underground
tunnel.

Obviously,
as
council
meetings
will
go
on,
there
will
be
negotiations
and
bargaining's
and
contracts
and
we'll
have
to
meet
a
middle
ground.
Third
is
over
the
Toronto
Zoo.
If
you
all
look,
the
Toronto
Zoo
occupies
over
700
acres
of
land.
One
of
the
main
issues
were
having
is
over
housing
semi-detached.

Most
people
are
complaining
that
there's
not
enough.
Obviously,
there's
not
enough,
because
the
city
is
growing.
What
I
propose
is
that
we
sell-off
the
Toronto
zoos
and
the
700
acre
land
development
and
build
semi
detaching
housing.
Obviously
we're
going
to
need
the
consent
of
the
councillors
of
root
River
and
the
Scarborough
area.

Those
are
the
three
specific
areas:
the
Toronto
Zoo,
the
Gardiner
Expressway
and,
more
importantly,
excuse
me,
my
thought
just
went
out
a
little
good
and
the
third
and
most
expressively
is
also
the
Toronto
really
flying,
but
that's
gonna
take
a
bit
more
while
and
the
roto.
So
those
are
the
three
principles.
I
believe
for
the
city
has
hope.
Now,
for
my
own
district
I
support
more
condos.
I
know
that
is
a
bit
controversial.
Some
of
you
don't
like
that.
Someone
people
are
upset
because
of
all
the
construction
aids,
but
we
do
need
more
condos.

One
area
in
specific
is
the
Oriole
Park
Center.
Now,
if
anyone's
been
to
Ward
33,
you
all
know
that
the
Donalds
world
splits
into
two
halves
as
it
reaches
Fairview,
Mall,
Drive
and
Esterbrook,
and
behind
the
Lutheran
Church
is
an
area
called
Oriole
community
center,
which
the
city
owns
I,
propose
we
sell
it
off
and
build
a
condo
in
that
development
area
and
force
the
condo
developer
to
renovate
George
Vanier
and
Woodbine
Junior
High
School,
which,
if
you
ask
me,
look
like
prisons,
some
of
the
cafeterias
are
falling
apart,
obviously
because
of
lack
of
funding.

So
that's
one
area
of
the
ward
second
of
the
area:
Ward
is
a
little
bit
more
complicated.
It's
over
the
Fairview
Mall.
As
you
all
know,
Sears
went
bankrupt
and
closed
down
their
stores,
one
of
its
biggest
outlet
stores.
Is
it
within
Fairview
Mall
I
propose
we
go
to
Cadillac
Fairview
and
negotiate
deal
a
tax
cut
for
them
to
build
a
skyscraper
over
that
area.
Why
a
skyscraper
to
house
more
office,
commercial
space,
the
entire
area
between
dominos
road?
There's,
all
these
little
mini
offices?

My
mother
was
the
chief
psychologist
at
Sunnybrook
Hospital
her
brother.
My
uncle
was
a
Deputy
Minister
of
Health
on
a
duty
lamarche.
He
was
also
a
medical
doctor
and
King

six
wanted
to
know
why
he
was
decorating
him
on
two
occasions
with
the
DSO
I've
heard
a
lot
of
controversy
over
the
treatment
and
ability
to
care
for
various
people.

city
did
have
a
solution
to
it
in
the
form
of

Queen,
Street
West,
but
unfortunately,
the
legals
dependent
that
deemed
that
it
was
necessary
for
people
to
have
their
freedom
for
all
kinds
of
things,
and
no
one
could
be
retained
by
that
sight.
Any
longer
I
think
that's,
probably
not
the
best
interest
of
the
general
populace,
because
we
still
have
people
on
the
streets,
and
that
is
not
a
healthy
thing
and
it
doesn't
look
appropriate
for
anybody
in
this
world.

last

Ward

Ward,

I'm.

think
the
most
important
thing
that
has
been
overlooked
by
most
of
the
candidates
that
I've
talked
to
it's
a
matter
of
fitment
will
I
fit
with
you.

you
fit
with
me,
but,
most
importantly,
what
about
the
constituents
they're,
the
ones
that
should
be
deciding
whether
or
not
somebody
should
rerun?

resolving
open
files

residents
and
ratepayers

Ward
deserve
nothing

remember

a
candidate

Last
November
I
reached
out
to
all
of
your
offices
by
email
by
phone
before
that
vote
and
spoke
at
length
with
some
of
you.

In
the
end,
a
capable
and
qualified
candidate,
one
of
many
who
stood
before
you
that
day
was
appointed,
even
though
their
vision
of
the
ward
in
our
city
is
starkly
different
than
that
of
the
lake
councillor
Pat
McConnell,
while
I
do
not
have
a
concern
about
the
outcome
of
the
appointment
process.
It
is
the
process
itself
which
I
would
like
to
address.
The
ward
28
appointment
process
should
never
have
happened.
Today's
Ward
33
appointment
process
should
not
be
happening,
and
yes,
I
know
that,
due
to
current
current
legislation,
council
had
no
choice
in
the
matter.

In
my
humble
view,
a
by-election
should
be
mandatory
to
fill
any
vacancy
in
office
unless
the
vacancy
happens
within
nine
months
of
a
municipal
election,
in
which
case
the
position
shall
be
left
vacant
and
the
office
and
its
staff
shall
be
managed
by
the
office
of
the
city
clerk.
The
law
needs
to
change,
to
bring
public
accountability
more
to
the
forefront
in
this
chamber
and
I
hope
action
to
ensure
this
will
be
taken
in
the
next
council
term.

The
Ward
28
appointment
process
last
November
was
characterized
as
being
anti-democratic,
a
communist
system,
a
smear
campaign
with
maneuvering
and
arm-twisting
and
labelled
that
most
derisive
of
terms
politics.
These
characterizations
were
made
by
individual
councillors
in
this
very
chamber
during
the
debate
prior
to
the
votes.
But
to
me
the
most
shocking
words
uttered
in
the
debate
were
the
following
words:
by
councillor
Minh
and
Wong
quote:
I
would
like
someone
who
would
vote
the
way
I.
Think
there's
counsel
should
be
going
Edward,
Keenan
columnist
for
the
Toronto
Star
put
it
best
by
writing
quote.

In
other
words,
let
me
use
councilor
McConnell's
death
to
overrule
what
she
and
the
voters
who
elected
her
believed
in,
so
that
my
own
political
leanings
have
an
additional
council
vote.
It's
a
vile
sentiment
as
disrespectful
as
it
is
anti-democratic,
but
you've
got
to
admire.
That
least,
he
didn't
pretend
it
was
about
something
else,
as
so
many
others
did
and
quote
members
of
council
as
a
candidate
for
appointment
to
Council
I
made
sure
I
researched
what
is
needed
to
fulfil
the
rules,
obligations,
section
131
to
the
city
Toronto
act.

2006
states
quote
it
is
the
role
of
City
Council
to
represent
the
public
and
to
consider
the
well-being
and
interests
of
the
city
not
to
represent
individual
political
leanings,
not
to
consider
the
well-being

but
to

the

of
the
city.
So,
for
today's
debate
and
vote
and
each
day
in
the
remaining
term
of
this
council,
please
ask
yourself:
did
I,
represent

public

consider

anything

consistent,
objective,
unreserved

unconditional

transgender

crisis

comes
to
homelessness.

indigenous

the
native
Canadian
center
of
Toronto

information
referral
officer
to
help

in
regards

accessing
better
services
with
in
regards
to
not
just
the
city
but
also
the
province

federally

well

also
wanted
to
tell
you
a
bit
more
about
myself,
where
I
also
am
a
board
member
at
autism
Ontario,
where
I
set
out

very
interesting
mandate
when
it
comes

special
needs

this

reconciliation

purchased

the

and

park

park

district

see

densification

of
development
proposals.

was
part
of
the

local
advisory
committee

consumer
next
study
and
we
set
very
specific
guidelines
in
terms
of
you

mid-rise
buildings
along
the
avenues
and
higher
towards
terrorists,
further
away
from
the
avenue.
