TV

down
over

idea
of
this,

reality
someone

television

radio

community
is
not
going
to
come
back
anytime

streaming

committee
meetings
started

beginning
of
this
term
on
YouTube

guess
the
pattern
I
would
notice,

it
won't
surprise
anybody
here

that

more
newsworthy

businesses

being
discussed
that
attracts
more
viewers
compared
to

other
business.

stories

news

committees
in
terms
of
the
community
councils.

we're
doing
right
now
is
we're
posting
the
archive
of
the
video

live
after
the
meeting.
We
don't
stream
at
the
moment
because
of
some
technical
issues,
but
I'm
happy
to
report
that
we're
working
with
facilities
and
corporate
IT
right
now
and
we're
gonna,
hopefully
before
the
end
of
the
term,
in
the
last
few
meetings
that
turn
be
able
to
web
stream,
Community
Council
means
lives.

goal
is
the
whole
package
of
things
on
which
count
members
of
council
said,
with
the
exception
of
boards.

boards
are

own

few

The

mean

why
the
web
streaming
service.
We
developed
it
directly
ourselves
through
YouTube,
recognising
the
number
of
people
who
were
recognizing.
First
of
all,
the
cable
market
is
not
monolithic,
there
are
different
providers
and,
secondly,
realizing
that
patterns
are
changing
in
people's
TV
viewership.
So
the
ironically,
the
the
YouTube
service
actually
has
the
potential
of
reaching
more
households
than
the
cable
TV
service
does
so
mistake.
Concerns
are,
you
know,
pretty
pretty
much
the
same
as
ours.

regulates
Rogers
and

issues

One
is
community
programming,
more
generally,
which
perhaps
the
managers
house
wants
to
comment
on,
but
the
in
terms
of
the
void
that's
left
with.

is
true
that
there
are
some
people
who
have
come
to
rely
on
cable,
other
Rogers,
cable
coverage
of
council
broadcasts
and,
if
they're,
in
a
demographic
where
they're
not
they
don't
also
have
internet
access
or
they're,
not
they're,
not
broadband
users,
then
there's
a
potential
for
some
viewers
to
be
lost.

that
council
has
just
approved
funding
for
that
and
we're
in
the
marketplace
right
now
and
as
soon
as
we've
got

vendor
on
board,
that
service
will
be

they're
captioned
by
YouTube
itself,
and
if
anyone's
been
following
that
in
the
last
six
months
to
a
year,
the
quality
of
those
captions
are

vastly

the
Toronto
Community
Media
Network
TC
MN,
the
Toronto
branch
of
the
national
community
professional
association,
the
Canadian
Association,
a
community
television
stations
and
users.
Cactus
TZ
immense
steering
committee
is
provided
comprised
of
filmmakers
journalists,
educators
and
ordinary
citizens,
including
the
Canadian
media
guild,
Ontario,
Public,
Service,
Employees,
Union
OPSEU,
the
Diaspora
Film
Festival,
and
in
Regent
Park
focus
as
well
as
a
Toronto
Public.
Library.

As
part
of
the
plan,
we
intend
for
an
over-the-air
community
television
broadcast
license
as
a
means
to
making
homegrown
television
programming
available
to
Torontonians
free
of
charge
and
to
use
the
visibility
of
an
over-the-air
license
to
drive
residents
to
other
platforms.
In
addition
to
triggering
carriage
on
cable
network
in
the
GTA.

We
hope
that
the
Future
Board
of
TC
event
will
include
production
hubs
such
as
Regent
Park
focus
and
a
Toronto
Public
Library
maker
spaces
as
productions
facilities,
users,
individual
members,
cultural
and
audience
members
and
the
City
of
Toronto
itself,
so
that
all
needs
and
abilities
are
considered
through
the
enfranchisement
of
groups
and
sectors.
As
voting
members
representative
of
diverse
sectors
that
can
contribute
and
they
contribute
and
benefit
from
the
network,
wide
distribution
of
their
content,
including
Municipal
Council
meetings
and
other
public
affair
programming.
That
is
vital
to
our
civic
at
democratic
life.

current
community,
television
and
local
broadcasting
reports
outline
outlines
options.

city
could
consider
to
support
public
access
to
city
content,
including
working
with
new
and
existing
broadcasters,
and
supporting
the
application
of
local
broadcasters
committed
to
community
content
in
their
programming.

stress
the
importance
of
community
television
and
media
its
rightful
place
in
the
media
landscape
and
its
benefits
to
Torontonians
as

establishing
community
televisions
place
in
the
media
landscape

2015.

CRTC
outcome

the

framework
for
local
and
community
television
programming

broadcast
regulatory

its
cities
in

conjunction
with
broadcasting.

library

when

discovered

council
meetings
and

those
kinds
of
things
I,
don't
know,
maybe
because
I
I
have
I
guess
a
long
history.

many
of
you
do
you
as
well
that,
where
a
lot
of
local
folks,
especially
like
senior
folks,
older
people
that
don't
know
how
to
immediately
sort
of
access
the
internet
and
know
how
to
access
this
kind
of
information
on
the
internet
and
especially
newer
immigrants,
and
things
like
that,
so
that
that's
where
those
those
people
were
getting
a
lot
of
their
their
information
and
I
understand
that
Roger
share
the
so
viewership,
as
has
been
on
the
decline
to
some
degree
here,
as
I'm
told
or
doesn't
have
a
a
big.

The
market
out
there
but
I
was
I,
was
I
was
a
bit
miffed
at
that,
and
that's
why
it's
sort
of
it
was
a
knee-jerk
reaction
to
bring
forward
this
motion.

as
I

delved
into
this
issue,

discovered
that

fact,
I
reflected
on
my
own
experience
in
my
own
contact
over
time
with
Rogers
I,
remember
doing
the
Dale
Gould
talk,
show
I
remember
there
was
a
time
when
they
would
give
us
some
some
air
time
to
do
some.

You
know
live
interviews
across
the
Rodgers
platform
and
so
on,
and
you
got
to
talk
about
local
projects
and
local
issues
and
local
developments,
and
things
like
that.
It
was
quite
interesting
because
you
always
got
a
reaction
from
people
but
as
I
thought
longer
and
harder,
and
as
I
talked
to
some
of
these
folks,
you
actually
by
eliminating
the
community
broadcast
channel,
eliminate
a
lot
of
really
good
local
stuff
that
happens
in
in
each
of
our
communities.

So
forget
us
for
a
second
forget,
the
politicians
and
forget,
be
the
city
council
meetings
and
messages
and
and
and
those
kinds
of
things,
but
think
of
it
in
terms
of
community
messaging
and
and
the
diversity
of
of
messages.
From
from
my
diverse
set
of
of
people
in
the
community,
imagine
all
of
those
skills
that
were
being
nurtured
in
delivering
those
broadcasts
and
delivering
that
information
locally
to
people
now
I
understand
the
CRTC
is
saying
to
some
of
the
broadcaster's
like
Rogers.

You
know
what
it's
okay,
for
you
guys
to
do
this
in
smaller
markets
to
go
around
and
because
smaller
markets
don't
have
as
much
access
to
the
Internet
and
the
rest
of
it.
Well,
the
reality
is
that
there's
a
lot
of
people
in
our
big
market
here
who
don't
have
access.
There
are
the
same
kind
of
access
to
the
Internet
that
they
have
in
in
smaller
places
like
I,
guess,
like
Vancouver
or
or
other
communities
in
and
around
Ontario,
so
I
don't
think
the
CRTC.

There's
some
wonderful
opportunities
here
to
explain
to
the
minister
and
the
CRTC
that
that
you
know
what
bigger
markets
also
have
their
own
issues
that
they
need
to
deal
with.
It's
not
just
about
the
small
markets.
It's
also
the
big
markets
as
well.
We
have
the
same
kinds
of
thing,
so
so
I
believe
you're
gonna
have
a
motion
in
front
of
you,
mr.
chair
and
I'm,
hoping
that
the
committee
supports
it,
which
basically
asks
that,
and
it
does
nothing
more
than
than
what's
in
the
report
and
prepared
by
staff.

that

asks
our
staff
to
do
a
little
more
detailed
work
with
respect
to
that
and
report
back
to
us
on
those
issues,

adds

engagement

some
of
the
community
groups
and
so
on
and
I'm
hoping
you
take

those

almost

term

having
provided
this
access
through
online

a
good
thing
to
look
at
because
I
think
a
lot
of
the
time
online
based
stuff
statistics
aren't
hard
to
find
in
terms

IP
addresses
or
whatever
that
we
can
look
at
in
terms
of
where
who's
viewing
and
how
often
is
it
being
viewed,
this
is
being
promoted
enough.

more
capacity
for
people
to
view
without
our
system
crashing

promote
it

actively

residents

not
actually
know

help

kind
of
build
that
in
terms
of
accessibility
for
it

glad

hear
that
there
is
closed
captioning
being
explored,
because
that

local

governance,
related
things
to
amplify
the
voices
and
engage
more
people,

think
where
we're
heading
at
through.

also
look
forward
to
having

started
online

telecast
broadcasting

our
meetings,

intention

we're
often

civic
tech

great
question
so
Civic
tech

any
technology
that
is
used
to
empower
residents
or
help
make
government
more
accessible,
efficient
and
effective.
Put
very
simply,
is
it
a
technology
using
technology
for
the
common,
good
and
I
want
to
focus
on
examples
today,
so
Civic
tech
is
it's
a
different
way
of
working?
It's
not
just
tech,
it's
not
simply
IT
with
a
different
name.

It's
about
using
digital
tools.
Yes,
but
it's
really
about
a
different
way
of
working.
It's
a
fundamental
shift
in
how
we
approach
problems
so
Civic
tech
is
human,
centered
and,
ideally,
community
led
it's
about
getting
residents
engaged
in
finding
solutions
to
their
own
challenges,
and
so
a
common
motto
of
a
civic
tech
movement
is
building
with
not
for-
and
this
often
means
that
solutions
are
more
effective
in
the
long
term,
and
so
I
want
to
highlight
some
examples.

First,
up
is
get
CalFresh,
so
get
CalFresh
is
a
web
app
that
simplifies
the
process
of
applying
for
food
stamps
in
california.
Previously,
the
application
took
something
like
an
hour
to
complete.
There
were
2
million
people
and
estimated
2
million
people
in
California
that
were
eligible
for
food
stamps
that
weren't
applying
and
so
Civic
technologists
intervened,
working
with
our
American
counterpart
Code
for
America
and
the
states
with
the
California
government.
In
order
to
streamline
the
process
of
it.

Another
good
example
is
just
fixed
in
New
York,
so
again,
a
great
example
of
static
tech.
It's
a
free
service
that
helps
New
Yorkers,
get
repairs
in
their
homes.
Some
standard
housing
is
a
huge
problem
in
New
York
around
1.2
million
people
live
in
deficient
housing,
meaning
they
have.
You
know
they
live
with
no
heat
or
with
bed
bugs,
and
so
this
support
is
really
difficult
to
navigate.

Just
fix
is
a
nonprofit
that
works
with
other
community
organizations,
and
the
idea
is
that
people
can
go
online,
apply
for
a
tenant
rights,
use
the
existing
system,
and
so
since
2016,
it's
helped
over
2,500
people
find
positive
results,
so
they're
they're,
finding
that
about
66
percent
of
these
issues
are
resolved
as
opposed
to
the
status
quo
of
something
like
ten
percent.
So
again,
another
example
of
a
specific
tech
I'm
sick
is
a
local
example.

It's
it's
a
toronto-based
project
and
the
idea
is
that
it's
a
curated
listing
of
health
care
in
Canada,
so
ers
walk-in,
clinics
pharmacies,
for
example.
A
lot
of
Canadians,
as
you
know,
have
have
issues
accessing
healthcare,
and
so
the
idea
is
that
this
is
like
an
online
easy
tool
that
removes
some
of
those
barriers
and
makes
it
easier
for
people
to
access
it.
So
really,
yes,
I'm
flying
access
to
healthcare
and
a
local
example
to
and
last
but
not
least,
bike
space.

this
is
an
active,
ongoing
project,
actually
a
collaboration
between
transportation
services
here
at
the
city
and
the
Civic
tech
community
in
Toronto.
And
so
the
idea
is
that
it's
aiming
to
improve
bike
infrastructure
in
in
the
city
and
it
allows
cyclists
like
myself
to
flag
if
there's
not
enough
parking
in
the
city
and
and
it's
not
worthy,
not
only
because
it's
amazing
and
it's
local.

But
it's
also
because
it's
only
possible
as
the
case
with
many
of
the
examples
that
I've
noted
it's
only
possible
because
of
the
collaboration
between
government
and
civic
tech
and
so
instead
of
taking
Toronto.
And
so
you
know,
the
government
is
engaging
residents
coming
to
the
table,
trying
to
figure
out
how
to
engage
residents
and
finding
a
solution.
And
so
tech
is
showing
up
sometimes
twice
a
week,
sometimes
on
a
volunteer
basis.

order
to
to
solve
this
challenge,
yeah
and
so
circling
back
to
subculture
Anto
again,
our
goal
is
to
create
a
home
for
civic
tech
and
civic
innovation
in
in
Toronto.
We
know
from
elsewhere
that
this
model
works,

so
we
know
that
by
fostering
a
cop,
a
collaborative,
a
safe
space
for
learning
and
testing
with
government
and
community
together
that
we
can,
in
a
broader
way
build
capacity
for
civic
tech
in
Toronto.

familiar

us

co-working

started

years
ago,
the
notion
of
co-working
didn't
exist,

fact
also
the
notion

sharing
economy,

existed,
wasn't
coined

proceeded
both
of
those
movements.

share

intention
of
boasting,
but
just
to
give
you
a
sense

we

instinct
about
shared
spaces
for
social
innovation

particularly

lot

learnings

we

create
environments

people

homes

our

diversity
of
organizations

as

see
and

excited

be

social
entrepreneurial

to
municipalities

GTA

them

interested

Markham

happen
to
be
the
first
one
to
have
their
economic
development
team
indicate
that
they
were
going
to
purchase
a
membership,
but
we
really
see
this
as
an
opportunity
to
not
only
cross
collaborate
with
our
internal
colleagues
here
at
the
city
of
Toronto,
but
also
our
colleagues
across
the
region
and
share
solutions
that
might
be
being
developed
in
Markham
that
might
have
applicability
in
Toronto
and
vice
versa,
so
really
trying
to
break
down
those
barriers
and
and
and
help
improve
services
across
the
GTA.

size
and
our
population
and
our
divisions
are
much
bigger
correlated
to
other
municipalities,
but
there
has
to
be
some
sort
of
an
equitable
contribution.

innovative
thinking
people
to
these

how
do

encourage
cultural

thinking

apply
that
to
their
future

Civic
Hall,
but

something
that
they're
doing
back
at
City
Hall

that
they
bring

skill
set
back
to
their
teams
so
that

on

teams

learn.

we
see
this
as
a
way
to
really
kind
of
distribute
innovation,
but
also,
you
know,
create
new
champions
that
come
back
to
City
Hall
and
encourage
their
colleagues
to
get
involved
as
well.

kind
of
documented
approach
or
kind
of
concerted
approach
to
distributing
innovation.

think
you

definitely
starting
this.
It's
gonna
be
the
keenest
folks
that
are
gonna
come
in
the
door,
but
that
element
of
training
is
to
try
to
open
it
up.
So
other
people
just
get
you
know
a
get
inspired
by
the
projects
and
solutions
they
see
coming
out
of
civic,
also
that
they
too
want
to
get
involved
as
well
as
taking
advantage
of
that
training
and
bringing
that
skillset
back
and
getting
you
know
showing
their
colleagues
here's
a
new
way
to
approach
a
problem.

know
because
it's
it's
a
public
sector
involvement
I,
would
like
to
know
what
kind
of
principles
of
equity
and
diversity
is
being
used
in
terms
of
who's.
Who's
gets
sent
in
terms
of
gender
diversity,
racialized
communities
being
part
of
the
kind
of
makeup
of
the
membership,
but
also
in
terms
of
engagement
of
startups
and
engagement
of
the
to
Brno,
for
example.
For.
I
I
Diversity
is
key
to
this,
and
we
see
this
is
actually
a
tool
to
kind
of
break
through
to
some
of
those
communities
that
we
often
have
a
challenge
at
City
Hall
doing
so
as
an
example,
some
of
the
things
that
we've
talked
about
are
things
like
user
testing
for
for
for
new
government
websites
and
apps,
often
there's
a
challenge
in
breaking
through
to
you
know
at-risk
communities
to
get
their
feedback
on
those
those
applications.
So
we
really
see
the
fact
of
civic
Hall
as
a
vehicle
to
engage
those
communities.
I
We
also
see
the
home
of
the
center.
You
know
for
social
innovation,
which
has
deep
roots
through
these
various
communities
such
as
Regent
Park,
where
they
have
a
presence
to
really
leverage
the
networks
that
CSI
already
has
to
reach
into
those
communities.
So
when
we're
talking
about
civic
problems,
we're
bringing
that
perspective
to
the
table,
thank
you.

this

is
something
that
we
should
be
investing
in.
This
is
something
the
city
has
to
do.
More
of
you
know
the
technology
in
other
sectors
are
growing.

not
taking
advantage
of
this.
My

concern
might
not
concern
I,
wouldn't
say
concerned.

do
we
make
sure
that
there
is
investment
and
or
America
intervention
that
can
actually
take
this
innovation
and
in
a
timely
manner,
transform
that
into
the
organization
and
it's
gonna
happen
fast,
but
that
because
we
have
to
be
ready
for
change?
This
is
not
something
we
can
say.
You
know
it's
gonna
be
slow,
it's
gonna
be
slow
because
with
innovation
at
and
and
and
changes
in
terms
of
technology,
we
have
to
prepare
our
organizations
for
it
as
well.
So
there
needs
to
be
in
addition
to
membership
purchase.

There
needs
to
be
a
concerted
effort
and
investment
into
training
and
into
into
preparedness
for
our
organizations
as
well.
So
if
that
means,
maybe
prioritizing
certain
divisions
over
the
other
to
get
this
done,
whatever
model
needs
to
be
kept
in
place,
but
I
think
there
has
to
be
simultaneous
look
into
into
organizational
change
as
well.

them

I

asking

excited

turned

my
wife
and
she's
like

coming
sightseeing
with
us.

was
like
no
I
want
to
go
check
at
the
Civic
Hall
and
she's
like
okay,
you
go
to
civic
hall
and
I
said:
I
wanted
to
go,
see
something
else
and
she's
like
a
civic
called
Civic
bookstore
she's

then,
you
can
meet
us
for
sightseeing.
Well:
five
hours
later
she's
sending
me
a
text
and
she's
like
where
are
you
I
said
I'm
still
in
civic
Hall?
This
is
an
amazing
place
and
so
I
came
back
to
Toronto
and
I
contacted
Mike
Williams.

What
we
could
do
with
it
was
that
you
know
across
the
city,
the
library
at
hackathons
and
different
individuals
had
hackathons
I
was
at
one
at
U
of
T
2
years
ago,
where
there
was
a
number
of
staff
from
the
province.
There
was
some
from
the
federal
government
and
the
idea
behind
the
day
was
there
was
different
projects
at
each
level
of
government
and
they
were
inviting
the
private
sector
and
individuals
to
come
in
and
give
feedback
and
help.
So
there
was
all
these
projects
going
on
from
the
other
levels
of
government.

Just
as
enthusiastic
as
I
was
because
I
think
we
don't
always
do
a
great
job
of
getting
out
of
this
building
or
getting
out
of
the
different,
the
civic
centers
that
we
have
throughout
the
city
and
I
think
there's
a
lot
of
potential
here
with
city
staff
and
as
counselor
Shannon
asked
in
his
questions.
Technology
just
doesn't
stop
at
the
borders.
There's
a
lot
of
opportunity
for
us
to
engage
other
municipalities
where
they're
doing
some
great
work
around
civic
technology
and
I
think
there's
a
great
opportunity
to
be
sharing
that
here.

these
partnerships
that
are
listed
on
page
9
are
just
the
tip
of
the
iceberg
that
there's
lots
of
potential
here
