Morning, everybody we have quorum, I like to call this meeting of North York Community Council, to order welcome to members of the committee and, of course, members of the public and, of course, our staff as well. We acknowledge that the land we are meeting on it's the traditional territory of many nations, including the Mississauga, the credit, the Oshawa nabhi Chippewa Honda, know she. The wind up. People's is now home to many diverse First, Nations, Inuit and Metis people. We also acknowledged Toronto is covered by 2013 with the Mississauga of the credit.

Basically, as councillor Carol mentioned, there is a redundancy that's occurring in terms of this technical parking bylaw and this sort of standardizes the treatment of this issue, certainly in the Yorkdale case here. So that's what may be billed replicated in other parts of the city. Okay,.

I, don't have the benefit of the previous report. The 12 hour parking period seems to be a rather generous arrangement that doesn't exist in anywhere anywhere else in North York generally. So, can you tell me why we did that the 12 hours to begin with, through.

The chair, the parking garages, are insufficient all right. The the garages for parking in this new development are insufficient substandard to meet the needs of the residents. Many of them are required to park on the street. Sorry, it is acknowledged that there is not free, 12 hour Park parking elsewhere in the city, which is why staff are taking the steps to introduce overnight permit parking. That process is underway, which is why these recommendations are temporary in nature. So.

I mean I, don't remember the discussion we had last time, but the development, how many units and how many parking spaces you said that the parking the parking some place of a development somewhere was substandard. So my question to you is: how many parking spaces were there I'm go I'm going back over all ground, but we're being asked to consider something to go back over all ground. So.

Well, I mean we. This has come here twice already, so it came here originally with my predecessor, former councillor. Aaja meri I inherited the problem, which is which was a very problematic right development street parking situation. This was the solution that the local councillor that, at the time and city staff, came up with we're polling currently to see whether whether other options are available. The polling is not complete as how I understand it. We need to extend this to get a little more time on polling.

The chair, yes, so the the original report intended to do three things it intended to address some housekeeping issues. There were discrepancies between the posted and bylaws signage Oh. The second thing intended to do was to increase the length of the current peak period, parking prohibitions on Dorris and Beecroft, so those are currently seven to nine and four to six Monday to Friday. ah The amendments will amend them to be in operation 7:00 to 10:00 and 3:30 to 6:30 Monday to Friday. Okay, and the third thing this report does.

Honorable council members, with due respect, why was this application not scheduled for the york city center on Eglinton, as opposed to having it here in york? Central someone answer that question for me.

But it's all in relation to the site thing. The reason I bring. That up is that Oh at the York City New York Civic Center is right in the neighborhood, where this property is, and it's actually just a few blocks down and the neighbors and everybody there it would be more convenient and in future, I would always recommend that any application would be done for the people to be able to attend now. I'm going.

To put it bluntly, the majority of planners and builders are not interested in contributing to developing and building up a good neighborhood committee and communities. I should say it is politics and financial gains that are driving forces for these building agendas. The cement high-rises that we see lining many of the streets throughout Toronto, attest to poor planning, lack of good infrastructure and contribute to a multitude of problems for those who become forced to live in such cramped and densified neighborhoods from evidence throughout the city.

We also see that this type of development is only giving lip service to green spaces and the environmental impact us for many sites. They consider a flower pot with a geranium is a green space for many buildings. I, don't know if the builders live in York I doubt that they do.

The current proposal out LA out rightly proves that the Ville yetee group are not interested in making this a better site serviceable and an inviting place to live either by your future residents or by the established residents who shall be impacted. Your construction proposal emissions confirms the opinion which I shall point out honorable council members present here. You just need to know a very quick background of York that our Township York has been neglected. For years. It probably was the last dollar recipient of all.

We have a main garbage dump with two kilometers, just north of this and industrial buildings. In all the proximity. York has been neglected as far as the roads around that site there. It's just totally neglected in every way, so I'm not going to focus on more on that I'm going to get to the application at issue the parking the parking issues that exist now already are overtaxed over cramped and not sufficient. The proposed pee parking for the northeast side of Caledonia and Eglinton has been scrapped by City, Hall and housing will replace that parking.

That was the news that Mayor Tory said on the news on television. So if Mara Tory has changed his mind on that, I am not aware of it. There are no public parking areas anywhere near this site. You have to drive many blocks either east or west and I'm talking about pee parking, and there are no p-part in north or south. Absolutely none Burt Robinson Park, which is directly south of this site on Gilbert overflows on both sides of Gilbert Avenue when creating already existing parking issues.

Whenever events are happening in the park and Gilbert is just a one side: world parking, limited time frame, half industrial half residential. We have trucks that take up even two spaces, never mind one space so and all the roads, all the side roads in in the senator that are all one sided. Lane parking very limited.

Gilbert is also a u-turn going north and south from Caledonia adlington, and it's we know what Eglinton is Caledonia is a mini freeway and everything off Caledonia spins off to Eglinton via Gilbert, right in front of this site and goes on all the other side roads. So you have tremendous parking issues and if.

The TTC parking that you say that there isn't on there it's in a mall if you think that TTC brings less cars, it brings more cars because people who drive from out of town who want to get to a subway they're coming in from wherever. If you.

Could hop higher you're a little over five minutes.

Finished I have one second I. Think I should be able to speak okay, so the TTC subway actually brings a TCC of actually adds part and does not take away. So the TTC is a mute issue in my opinion. So where are the visitors going to park? You have a combination of so called nine visitor paces for business and residents. So nobody there has friends right: where are they going to part I.

So what I'm suggesting is number one to the bull yetee group if they really want to build community and have a good rapport to citizens number one bring the height down, bring it for down to four, because if you had the mechanical, that's another one, it brings it five right now they say eight, but it's really nine. Let's be honest!

The bringing you down the high-rise will benefit the neighbors directly by not putting them totally in shadows. Where are they green spaces? Alright,.

Just a question: so were you not aware that, eight years ago or more that the area you live in as part of the North York Community Council? That has got nothing to do with the Etobicoke York Community Council, that all meetings regarding your area are held here? No.

I was not aware of that and I appreciate your telling me that the majority of items that I get normally I end up going to the York Civic Center. The lot of the stuff ends up being directed there. That's been my experience when I've had to deal so that was why I had a question here, but thank you for clarifying yeah.

And if you want more information on that, if you contact my office, will explain how the community council system works, but basically that's how it was divided when the megacity was created.

So you are now part of the North York area and that's why I sit here representing that area and just are you aware of the fact that right next door to this development is one of the major rapid transit hubs in the City of Toronto that is being built and that as the New Caledonia station, which will be the interface of the new crosstown plus the goal line that goes north and south? So are you aware that that's being built I live.

Am aware, I've had six years of junk of traffic and everything else I have another three years at least to go cuz will they be on time? So don't tell me about it and I've lived in that entire neighborhood, the majority of my life. We.

You think it's important to build housing near the major transit hubs, so people can walk to the subway station the Go station rather than drive to it. So they don't you favor, building housing near the transit stations, okay,.

Two words: you said they don't have to drive. That means they have a car number one. So that number one there's not enough parking spaces for the residents, because they don't give a parking space for also, let's say ten percent of the residents, don't have a car you're, still short a parking space. Now I was going to deal on that thing of what you're saying then you've got the businesses there, four or five business. Whatever number it is.

Do you mean to tell me that this business is never going to have cars coming through or whatever oh they're, either not going to do business? Or do you mean to tell me that these friends, who are the residents in there, whoever they have, will only have four friends in total? Because that's all if you divide it between the commercial parking spots and the visitor, you have nine spots. Where are they going to park?

And are you going to tell me that the Friends of these residents all take the subway and get off at that station just because they can go next door? You know it and I know it, and everybody in here knows that that that is not the way. The subways work I understand what the city is trying to do. Yeah I understand trying to get people, but you and I know that after the subway is on the traffic on Eglinton will not decrease the traffic.

Cars will increase and also do you know and I know, and everyone else here knows that every hub station of you go to any place that there's parking.

If there is parking, I know it because I've done it and everybody else has done it if I have to take a subway or something I'll drive to the nearest spot, I'm going to increase that I impact the other neighborhood when I'm going because I have to park my car here, because either there isn't a green pea and and they're all disappearing or I'm Aiman I'm, taking a space off in a neighborhood, but.

It don't you think if you've got this building, now five minute walk away from a major transit hub. Don't you think a lot of the people who will live in this new building will probably walk. Five minutes to the subway station is not.

The people that are living there, the problem is what you're building there and the capacities around it I would walk there, of course, would I Drive across the street. No thank.

Right, thank you very much, there's actually a second deputy on this item and someone who probably should have been the first to speak. It's the applicant is Michael Tesco, just goose' yeah.

A problem so, as mentioned my name is Michael testa gouta from the biliary group. I am representing the the applicant in this case, I'd like to say, I've, read the staff report and I do understand the motion coming forward and I support support. All of that I was initially here to just say that Allah answer any questions that come, but unlight of that previous deputation I will just make some some brief remarks and I'll keep them brief in terms of green space and amenity space, it's important to note that we are changing that right.

Turn lane there's currently a stub right turn lane off of Eglinton into crow hem into a public square immediately in front of the station. So that's something we are undertaking we're also we are removing seven trees as mentioned, but we're planting well in excess of that I believe it 17. So the amount of green space should theoretically increase from a previous commercial plaza.

Also to note, with regards to height that it's not 8 plus a mechanical, it actually is 8. The mechanical sits on top of the roof, as does our amenity space. So there's no. There's no actual usable, both our residential floor space. On that last it's story. It is only the mechanical and the amenity space for the building and then with regards to parking.

We did do a parking study and not just a parking study, but surveys were actually conducted at other sites with similar access to transit, to determine the parking, and we are also adding lay by parking on on crow ham as part of our application. At the request of city staff to further supplement the parking that's provided on site, so I hope that's at least clarified some of the things you heard today again, if you have any questions, feel free.

How many years is this application being in progress for the site? I know there was a bit of a change in the property, but and as how many years has this been going on all.

Right quite some time, I believe the original applications were in 2011 or 2012 approved in 2013 the zoning anyways, but then additional sites being 2296, as well as on 9 Pro having 6 and reseed, were added to the property consolidated to allow for obviously, provision of that Lane way in the rear, as well as a building on the entirety of the block. So since about 2011 20.

So this has been going on trying to build housing near a transit station since 2011 believe.

I just have one question: as you know, the the neighborhoods along Eglinton are getting a six billion dollar high-level transit system. They've been asking for that for four generation, it's finally being done. How unusual is it that there be intensification of a residential along a major triumph line, and should that local neighborhood have expected intensification.

In my experience, yes, they should have, and and I mean it is. It is important to note that the Eglinton connect study and in previous to that the City of Toronto official plan, as previously approved, did contemplate intensification in these areas for the mid rise guidelines. So this is really just implementation of years of policy work done by the city.

Would seem to me, there's probably upwards of close to a million residents in the city that would be begging for a transit line like this yeah.

I, just in appreciation of the the residents concerns I'll I'll, just say on behalf of those those of us eat of Yonge Street who absorbed transit. There were lots of single-family dwellings. There still are actually around subway stations on the Sheppard subway. This is I believe right where the LRT then starts its underground stretch, the tunnels just west of this. So it's kind of like a subway intensification.

It's been really hard on our side of the street for for single-family dwellers to get used to the fact that they have 31 storey buildings, 33 storey, buildings, 43 storey, buildings in their midst. It's been a big adjustment. The one thing that has made it palatable for them is where they're designed well and near the stations like this much smaller building.

Is we go and pull my staff and I have gone and pulled, and formerly the TTC has gone and pulled, and and when you get it right and you get it right close to the station, not ten, not thirty.

Seventy percent of the people in the 41 storey, building at Don, Mills and Sheppard 70% of them Monday through Friday, go downstairs. Walk across the street and get on the subway we reduced their parking. We assumed we might need parking for 80% of them. They'll come downstairs, the well walk across the street and they will get on the crosstown.

This site is being built. Housing is being built where there was a parking lot for dolts Honda and a KFC parking lot.

It is being proposed to be built across the street from one of the major transit hubs for the new Eggleton crosstown that will connect with the GO train system going north and south. It is the major transit hub, probably of the Eglinton crosstown one of the major transit hubs here. So if you can't build housing near this, then what are we building that crosstown, for? Why are we spending ten billion dollars building the crosstown? If we can't build housing on the crosstown, so we can't build it here.

We should just shut down the whole building of the crosstown. You know, then we would just say to let the city just give it up to cars and forget the whole process of planning the city providing housing for people.

So this is again totally fitting with what we want to see in Eglinton and we want to see mid-rise, and this is a mid-rise eight story and it suits the area because it is a major busy street and so we're putting housing on this street near a transit station. In behind this development, there's a major park within a 10-minute walk by Dino's house. You walk up north and you go on to the York Beltline park, which councillor Howard Moscow started 20 years ago. There's a major park that goes all the way to Mount Pleasant Cemetery.

That starts just behind this place. So I say again: if we can't build housing here near transit near a major park near a underutilized shopping, the Westside mall, which has been a I'm going to describe them all, but it's it's a very active mall became tire. So you've got a shopping. Mall you've got fresh, go there. I mean that's one of my shopping spots. I know it very well the entire regular. So if you can't build housing here, I don't know where the hell. We see that, where the heck we're gonna build housing.

It's a commuter parking is a big issue.

Thank you for letting me speak before you I'm, not as sophisticated as you are I happen to be a tenant at 110, Broadway and I wanted to share with you that a lot of us don't know where we're going to go to find an apartment or to find rental, accommodation and I'm here to this morning to just try and ensure that we don't more or less wind up in in a rathole, downtown or say out in mistakes or maybe in an apartment where you're going to tear it down for another condo, say within six months or a year.

A lot of people are concerned about that. We are also concerned about just affordable housing, I just thought I'd. Let you know that there are a lot of people concerned. I also wanted to go ahead and say that we're not against the developers that hopefully I made a couple of recommendations and I just take about two minutes of your time, because I know you're very busy.

I

One is that I think there's time has come whether at this level, the provincial level or the federal level is that you've got to give to developers some breathing room, even though they're making money a tax holiday or a tax break in the sense that maybe say for five years, don't bother paying any business tax.

I

I know it may be naive, but you got to start somewhere and hopefully maybe it'll give up some relief to the housing crisis, because the developers a want to go ahead and build rental units or single dwelling houses or before it didn't pay. So you might want to consider that the other thing I'd like to consider is that as they're building a lot of times, I talked to a lot of fire people and a lot of engineers, and they say if only they would consult this as they're building. Why won't they consult this?

I

There are many people as you build a they could build the cheaper and possibly either this council or the provincial level, will see fit to go ahead and give them subsidies. That's my second idea. The third idea is that I know you have wonderful engineers and architects I'm, not naive, to know that you don't have them, but a lot of times.

They don't consult universities like the School of Architecture or School of Engineering they're, constantly researching all the time and a lot of times, I hear if only I have known as we were building may I recommend to the committee's that you keep in constant contact with academia.

I know that you're engineers in your architects are very sharp and very knowledgeable, but things are happening all the time and maybe that one little thing will save a disaster from now on. If you can increase the lines of communications.

Finally may I recommend to the committee, and this would be my last thought- won't keep you any longer. Is that being a layman? I watch City TV and there is this real real estate, think tank called real Asif II and real Asif. He does a lot of studies regarding income relating to affordability and he was on twice and he recommend he said that for people to go ahead and afford a $2,200 a month maintenance fee on on condominiums, you need an income of one hundred and fifty thousand dollars a year.

He then went on to say that less than 10% of the people of Toronto make hundred and fifty thousand he was on a few months later and then he said that a one-unit one-bedroom apartment is now going for $1,700 a month. He estimated that maybe 20% of Toronto would earn the required income up. Maybe $80,000 mayor recommend to the council that in future you keep in touch with some of these things, tanks, because they are more knowledgeable.

They get into sources that maybe you may not know about, or maybe that you may want to even consider digging in a little further and my only concern about 1/10 Broadway I'm, not saying they shouldn't build by all means. I hope they do make a profit but Maria Torre and the Toronto City Council we're starting to debate. The fact with are we over building condominiums, and the point of my point in front of you is: is that they're starting to question it's.

I I don't know if I'm looking at all the fine details and looking at the the the explanation, the content of the report. Maybe it's different in that the actual legal document at the end. But it says that it says that they're getting three months, rent pursuant to the Residential Tenancies Act and I. That's the bare minimum in our own city policy, or we go longer allowed to negotiate that they get more through.

The chair, you're right, the resident, Tenancies Act minimum requirement is three months compensation and, as per this approval and and as just is agreed to by the applicant additional compensation is being secured for all of these tenants that additional additional compensation includes a sliding scale depending on the length of tenancy moving an allowance return allowance special needs assistance, so it is a comprehensive tenant assistance plan and it is in line with our current standard practices. So.

That the the compensation statement here is everyone will get at least that, but some are getting more if.

Just a quick comment: I just asked all the questions about relocation, partly because of the DEP unit, but but also because reading it I wanted to make sure those details were there, because we always do try to to negotiate at a higher standard than what is the bare minimum of the act. And so I wanted to make sure that that was the case. But I have to say given, given that we're pretty close to the bare minimum that you know no one's winning the lottery here.

Given the disruption in their life, I have to say that your your you're dealing with what a hundred odd tenants, I think you're not dealing with 300 or 400 or 500, and some people actually will go out of their own personal way to find a place because they're not planning on coming back.

They may use this as the impetus to move wherever they're moving for those that are having a hard time, I have to say, given the the benefit and profit that is going to come from building the buildings that are proposed in this location to actually follow the relocation Assistance Program until a person has a place, they can actually live.

It's not unreasonable to ask I know it's not as nailed down in policy, but I I. Think if you know, if we start to see developers, saying yeah, we'll and we'll assist them in finding a new place, and we keep hearing again and again and again that they're not really getting that assistance and they really are left on their own in the end to find a place, we are gonna, have to nail this down in policy and that could get very, very difficult.

You two years after our initial request to demolish these four vacant houses, we're now close to receiving a building permit when the staff recommendations were prepared. We had yet to apply for permits, but since our application has been submitted and the fees have been paid with winter approaching and the recent fire noted in my September 4th letter attached to the package, we feel it's important to take away the chance of another fire occurrence by removing the remaining three houses. The city has already demolished what was left of the burned house, so we're left with three.

It was a challenge because a street naming policy is different than park, naming policy, and so there's that there's a rule that they don't change names within ten years, but this road isn't in use, yet it it when it is in use all that will be on it will be a community center and a school and a library and across the street. It's not going to be the address of a condominium building that condominiums are all on the other street McMahan way, and so staff save and except for the fact that they are bound by the street name policy that we ourselves set are okay, with having the name be the same as as the park.

So, basically, what we wanted to the north and west board of our fence wanted to point out, although it does not comply with the bylaw of having a see-through fence within, was at one point or two point four meters of the driveway. It is set back from the draw us from the sidewalk, pedestrian, sidewalk 11 and a half feet on one side of it and almost 11 feet on the other. So any potential pedestrians crossing behind the vehicles as they're backing up are not really at risk.

Given there is ample room for the vehicles to come past the fence that would be blocking the vision of the driver and get a good perspective of both directions on that Sidewalk. It's also worth noting. Most vehicles now have review cameras that also give you a wide-angle view behind the vehicle. Even if you work, even if that sidewalk was closer to a fence.

The other point to note is you know if you drive around most neighborhoods in Toronto, specifically in our neighborhood you'll, see many driveways with 100% obstruction right to the sidewalk I'm, not advocating that Council approved those or anything, but I would think. I would think that the measures taken on our fence exceed the safety precautions, that most homes with fences or drive or hedges blocking sidewalk views in they do pose so I guess.

The the issue is I, have had a couple of complaints from local neighbors, so what I'm hearing from them- and maybe you can shed some light on this- is they're concerned about the you know, the installed fence posing sight line, obstruction issues for the neighborhood. So could you just comment on those sight line, obstruction issues.

Sure I mean up just a bit of background. I'll be very brief. The neighbor one neighbor in particular has complained. I think has a history of coming to Council with complaints which most the time is very responsible for the neighborhood. So it's appreciated, but I think the larger issue was. He did not like the builder who built our before we before we owned it obstructs reconstructing a fence on the property line which changed his his property.

In his opinion and based on the history of all the submissions he's made, you could see, it was a bit of a personal attack towards the Builder to try to just cause problems. Since we've moved in, we know we become friendly with the neighbor. He you know has been pretty open about the fact that he in the bill didn't get along, and you know he yeah I, don't know I, don't want to paint the wrong picture, but I think he acknowledges that there really isn't a safety concern for pedestrians or children in the neighborhood.

Given the way the fence is constructed- and it might maybe just add some color to your question, so the fence, as you can see in the photo like I said, is about eleven feet from the sidewalk. Our entire vehicle can almost go beyond that fence line before it actually gets the sidewalk. We have a young child. We want this, you know we we like this fence because it provides privacy.

We can close the gate, so our children can play in the backyard and not general run over it way run onto the street or whatever the case may be. Okay,.

And I know you brought your child here last month and we deferred this to try to figure this out, but it's it's a challenging one and it's more. mmm No wonder we live in a phenomenal City. We are here to ask for a 30 kilometer per hour, speed limit in our small Eastside, and in doing so we're also here to offer our assistance to you. Our wards are morphing. We were a suburban ward, we're now, basically a downtown Ward. It's happening to you all, so you just have to drive up the 404 and 400 to see the weight of new commuter subdivisions.

Above you I know individuals who commute from Aurora to Yonge and Eglinton through your residential streets rather than take the 404, because it's faster at 50 kilometres per hour on your 40 kilometer per hour streets than it is at a slow crawl on the 404 or 410.

And I our Torontonians first lease either. Second, in your lords, we have lived, worked, commuted or driven our children to your schools, churches hockey soccer, you name it.

Shelley Carroll I currently work in your board: Deputy Mayor, Denzil, Minh and Wong I commute through your ward now and drove my daughter to your school there for many years. If I wasn't driving, counselor John fille, it's Ward for will Adele Black Hawk hockey practice. However, I've also really enjoyed my last four years, downtown in wards nine and twelve Davenport and Toronto st. Paul's 30 kilometers kilometer per hour wards, in other words, Rose and I, want the best for all of t/l number.

One reason for converting Lee site to 30 kilometers is that as Rosa says it's the will of the people. We have a petition you've seen it. There are approximately 62 households. In lee side, we now have over 1500 signatures, that's 25 percent. Every time we cast the net, we get a barrage of signatures.

Our lease, the property owners association, adopted a motion on june 5th 2019 to support the 30. If the petition isn't convincing enough, the LPO a represents a majority of all ratepayers in lee side, our LPO, a co-president carol burton Fripp couldn't attend. Today, however, you can see LPO a support on their website at LP. We see a number lee side vulnerability.

We are an accident waiting to happen. We have 51 facilities that are vulnerable. This document we uploaded to you lee side is only 2.5 kilometres north south along Bayview and on average 1.5 kilometers wide. In that very small area we have 11 schools, five of which are TDSB or TC DSP. We have seven daycares ten parks and sports facilities, three hospital facilities, nine buildings that house our seniors, seven places of worship to community centers, one library and one fire hall 51 in total, our seniors, our children are adults.

Our teens are vulnerable number three warrants a 2d, 30 km/h satisfied this document we uploaded. Also, we have met the city's recommended warrants A to D for 30 km/h, we've done our homework, we studied the transportation lingo, we drove our streets, we measure distances from our schools in part. We know that warrants a 2dr just a recommendation and that you can approve our 30 similar to how north york community council already approved a 30 speed limit for Lawrence Park, our sister community.

As we're now under councilor Roberts, and also number four consistent consistency with downtown and Crossing Bayview Avenue, as I said earlier, like it or not, we're a downtown area now and downtown is 30 km/h, just as compelling conversion to 30 will also provide consistency while crossing Bayview Avenue another document we uploaded that shell is video and what is happening on either side. If you can believe it, we are 40 km/h. On the east side of Bayview, we are 30 km/h on the west side of Bayview, yet both sides are where we work and play.

According to the Helsinki study, a common argument by drivers who are against lowering speed limits in residential areas is an increase in travel time. However, the same Helsinki study shows that a decrease in speed has very little effect while probability of death for the pedestrian increases significantly as speeds increase there for high speed limit.

A high speed limit through residential areas accomplishes very little, creating while creating a greater risk for those who live and walk and cycle in the community.

According to Toronto Life August 23rd 2019 in New, York and London pedestrian fatalities have plummeted. In contrast, Toronto in Toronto six people are hit by a car every day and deaths death rates are climbing posted September, 18 2019. The city Toronto, is on pace to surpass last year's total of 41 deaths.

Speeding in our neighborhood is a sad reality. In fact, it's especially worse at rush hour and when speeds are noticed noted if they're noted, for example, by beacons, it is not uncommon to see speeds, flashing of 50 or greater mm-hmm pedestrians survival rate at 50. Kilometers an hour is 15 percent pedestrian survival rate at 30. Kilometers an hour is a 90 percent. According to the World Health Organization had pedestrians have a 90 percent chance of survival if hit by a vehicle traveling at 30 or less Toronto's medical officer of Health, dr.

David Q at McEwen found. This number could be closer to 95 percent. In 2010, a study conducted by deputy Jeff Eadie Chief Coroner of Ontario doctor Bert Lauer's said that traffic speed kills and it's an inescapable fact. Citing the statistics show a pedestrian struck at a vehicle. Traveling 50 kilometers is five times more likely to die than struck at 30 kilometers an hour. The data is irrefutable: the higher the rate of speed at which a pedestrian is struck, the greater the chance of death.

Unfortunately, drivers usually go 10 kilometers over the speed limit, which means in Leeside the speed could be as high as 50.

By lowering the speed limit from 40 the current 40 to 30, we ensure that, at the very least, drivers will draw will drop their speed by 10 kilometers. It is unlikely that drivers will drive 50 in a 30 sone, and by doing that, we ensure the fatality rate will drop by several factors, as confirmed by the reports and stats I've just mentioned.

As Judy mentioned, ways in Google have increased the flow through their apps into Lee site. To look for the fastest route. Lee site has a higher speed limit than our neighboring neighborhoods, and at the very least, we are asking you to equalize us with the others. Our small area, with a higher speed zone on residential roads can be made safer today.

Sorry today, we know that drivers will roll through stop signs. This is an unfortunate fact of life in the city. We know that drivers will speed. Another sad fact, however, coming to a full stop or a rolling stop from 30, is much easier for drivers than at 40 rolling through a stop sign at 40 can kill rolling at a stop sign at 30, though still illegal is safer.

And in Leaside we are an active community and we want our children to walk. However, we are afraid to let them do this as they stand now in a summary vision, zero and I'm. Coming to a conclusion.

Examples around the world studies were included to demonstrate that, regardless of when or where in the world a pedestrian traffic, speed and safety study was conducted. The findings support that 50 kilometers an hour is disproportionately more deadly than 30 kilometers an hour.

In conclusion, we all agree in Leaside with this study based on our dire need for change. The emails conversations and signatures vision, 0 is coming to Toronto. 30 is coming the resident. We are all all headed in this direction. We would like you to vote on vision, 0 4 besides today, and demonstrate how seamless this transition to 30 can be. Our petition shows the residents and the local businesses are all on board. Our property Association agrees for those cutting through our neighborhood.

We hope that they can enjoy our streets and community while still getting to their destination with vision, zero. Welcome Thank, You counsel. You might ask why I'm here today, and the answer is simple: I am here today to tell you about number 12, who are what you might ask is number 12, and what does the number 12 have to do with reducing the speed limit in Leaside to 30 kilometers?

What I wish more than anything, is that I wasn't standing up here explaining this to you, but here is my story. Number 12 is not a side road or a speed limit or a house number or a hotel room or a parking spot number 12 is my daughter. She was in fact the 12th pedestrian fatality in 2014.

C

It sounds a lot. Doesn't it talking about my daughter as a number and I agree, it sounds inhumane and it sounds cold and it sounds unfeeling. But too many that didn't know her. That is exactly what she was. She was just a number, the 12th pedestrian, that of 31 in 2014 to be fatally killed by a driver who didn't live in the neighborhood but was using Millwood to circumvent the busy major arteries. I am here today to give a human face to the 12th fatality of 2014 as her mother.

To make sure you know she wasn't just a number another statistic: she was a human being robbed from us way too early I'm here today to give my daughter the voice taken from her at age, 7 I'm here today to act as an advocate for all the other pedestrians who are now statistics as well.

Let me tell you what was taken away from us in the blink of an eye on a beautiful July 16th afternoon in 2014, our precious 7 year-old daughter was dramatic and expressive, fiercely independent, loving imaginative kind and very quirky in our family.

We fondly called her the mayor of bez Borough because every morning, while sitting having breakfast before school as she saw all the neighbors getting in their cars or walking down the street, she would fly to the end of the hall and yell at the front door by Allison by Liz by Ryan, and my husband was not exempt from this. Mayoral treatment and she's stand on the front courts, usually in her underwear, yelling, bye, daddy until his car was out of sight and down the street.

This just gives you a flavor of what we have lost forever. We will never again see her turn. One year older, get married or be grandparents to her children. We will never again share the joy of another Christmas Thanksgiving Halloween Easter.

Telling you all of this, because this isn't about us being unsympathetic to cars,.

By asking them to go ten kilometers slower in a residential and school zone, the number of fatalities is rising from 31 in 2014 and is expected to hit 60 in 2019. This is a crisis. It is our job as citizens to do our part by speaking to you, we desperately wish as a council, that you will help us make our city safer. Ask yourself if you knew this year, that your son, daughter, sister, brother, husband, wife and uncle niece, nephew or grandparent were going to be part of the 5% 10% 15% increase in fatalities.

Would you consider their life as a rounding error? Just one more life lost, no, you wouldn't. If, today, you have the ability to save just one more life as a result of a 10-kilometer reduction in speed limit. I beg you to do the right thing, regardless of whether it changes the fatality rate by 10% or 50%. It doesn't matter just remember those percentages aren't just numbers or rounding errors. They are people just like my precious daughter Georgia.

You counsel, I'm unprepared, but I'll make this quick. My name is James Forrest I'm, a resident of Lee sight and I'm. A registered professional engineer. I didn't realize that speed limits were a very polarizing issue and I've come to learn that there are some individuals who who seem to engage in a lot of miscommunication and outright lying.

One of those lies is that speed doesn't kill, speed does kill, the data is very clear and it is also just common sense. You get hit by a car. Do you in one kilometer an hour, not a big deal, you get hit by a car, doing a hundred kilometres an hour you're dead.

So the question is what happens in between what happens at thirty kilometers an hour? What happens at forty kilometers an hour.

This is a chart, I pulled off the internet an hour ago, and it clearly shows the okay. When I say, speed kills I'm gonna be a little more succinct.

The risk of death is proportional to speed the faster the speed, the higher the risk of death. So you can see 30 the risk of death is lower than a 40 kilometer in 40 kilometer and our impact speed. So anyone who tells you that speed doesn't kill is either very confused or is trying to confuse you and I know that there have been people who've spoken in front of this council who say that it's not true speed kills. A second piece of nonsense. I heard concerns the amount of pollution emitted by cars.

If speed limits are changed down to 30, when individual I heard say that going from 40 down to 30 will cause an increase of 66 percent pollution. That's nonsense. I looked at his data very carefully and he's made many years also I. Again, the question of pollution to try to the my own car I hopped in my car I've living inside 3 kilometers, using a 32 on our speed limit and a 40 km linear, our kilometer an hour speed limit and my fuel consumption was 15% less going slower.

So in my particular case with my particular car, going down to 30 instead of 40 will actually save fuel and reduce pollution proportionally.

Ok, so I just want to point those two things: speed kills and it's. In my particular case, pollution was reduced by going to 30 and I think councillor Robinson for 24th. This motion and I hope you'll carry it. Thank you.

Yes for staff, this is sort of it's information that will that will be helpful, but probably will come we'll come to Lake as it'll come after councillor, Robinson's actions today, which which I support I've had a little preview, but but to some of the deputy ins comments. When we get reports, we we often get reports where we're getting updated on vision, zero.

We get a number of pedestrians killed, we get number of seriously injured, but we never get a report that really tells us the circumstances so that we can group them and look at what other measures can be taken speed.

It's my intention to to actually send a request to to move a motion that we get a report along those lines to counselor, pastor next Infrastructure Committee, just our staff tracking. That now.

Through the chair, absolutely staff are tracking that for every single fatality that occurs in the City of Toronto on our streets, staff are out there within one day to review the situation immediately, to ensure there's no safety concerns at this time. We generally don't have the police report, so it's a very high-level review within two weeks. Typically, once we have the details from the police, a much more deeper dive is done with staff from various units and transportation services. So we are tracking these. We look at each one individually in.

Of what's happened and what we can do to prevent it for future occurrences, so.

The speed the speed data, we know that that the lower the speed, the the less chance there is a fatality things like that. But if we, if we were going to take a look over the last decade or whatever time period at actual circumstances, we might be able to find other things like. Maybe we don't want to be the you can turn right on a red city. Maybe maybe we talked about that in the hallways sort of things, but we've never actually sat down with the data so but you're but you're keeping those records.

So it's not going to be an onerous task to put them together for council through.

Okay, I'm gonna I'm gonna, be that's not really work for this committee because it it is gonna lead to policy, but but just just to let folks know, I am actually I've already drafted it so I'm sending that on to counselor. My other question is about whether or not in fact in in the downtown core, where the Toronto East, York, Community, Council area, said.

If the road has designated as local, it's 30 have we have we done any sort of data tracking there how it's going. You know what the response is to it. Post signposting has that ever been reported on back to tu ICC through.

The chair, I I, don't know about the specifics of the TU ICC report, but it was addressed in the report to IEC the vision, zero 2.0 report, with respect to the results of the downtown experience. For that reason, staff were are in agreement with the recommendation to reduce the speed limit on all local streets across the city of Toronto to 30 kilometers an hour that report just addressed the arterial streets where there was a collision pattern.

You very much mr. chair and I just want to point out to Council that also we have I Sudha from Green Communities Canada, if you just wave here today, because she's been working very closely with local schools and Leaside and doing a great job and trying to find safe passage to school, which has been challenging in lis side there to school and from in peak hours. So thank you very much for coming today and thank you for your hundred percent support on this I just want to start by thanking Judy and Rosa.

These are two very engaged: Lee ciders, who have spent months, coordinating this petition like literally months and to lower the speed limits in Leaside and believe it or not. As you heard, they have secured 1700 neighbors and some of those are households or not all individual people, so that probably accounts for even higher number. But this petition was circulated online, but also brought too many community meetings. If it was a planning meeting suddenly it would turn into a lowering speed limit meeting, because Rosa and Judy would be there literally working the room.

So we've had overwhelming positive feedback. I will not mislead people to say that there are people who would prefer not to see this happen. It's a handful of people, but when you have a petition of 1,700, neighbors I think that's beyond impressive, and there isn't a day. That goes by probably even an hour that goes by, and this is without exaggeration, that I don't get an email from Ali Sider, referring to traffic issues, speeding just non-stop challenges in the Leeside area.

I also just want to take this opportunity to thank Gillian Walsh, who has been a non-stop a leader, quite frankly on traffic safety and Lee side and beyond. Quite quite frankly, across the city. You've been a champion for this, and thank you very much and I hope you will continue in that capacity, because you're doing great work. Also I'd like to thank the Lee site property owners association, particularly Carol, Burton Fripp.

It's her birthday today and she's got a bit of a flu bug, but you'll see her letters before us, as is a letter from Jeff cattell and everybody knows Jeff Cattell very well solely site is a new neighborhood to my jurisdiction, as councillor formerly were 26 and I've quickly learned that there are long-standing traffic issues in Lea site, speed, volume, infiltration and a lack of compliance with traffic controls and, as I said, it seems to be not just daily but hourly and of course, good old ways has also created significant increase in the volume of traffic that cuts through Leaside I.

Don't know if you've had the opportunity to visit Lee site, but it seems to be at the junction of multiple major arterial roads and when you really think about it, it's this pocket, that's just in the middle of almost everything: Bayview Eglinton, Laird, Leslie, Street to the north Bayview extension to the south. It's a very attractive cut through for drivers traveling to and from the downtown core and to the areas, east and west of Lee side. So it's become a major issue.

It's been a it's been, quite frankly, a mounting issue over the years, and it's not going away due to a intensification. That's also a parallel issue in this neighborhood we've had multiple meetings with the rapiers Association local residents, who have indicated their support for this, and there are five schools in Lee side. If you weren't aware everywhere, you turn there's a school, several daycares I, don't know how many places of worship for sure there's at least seven, maybe more well used parks and community centers, and all of this generates a significant amount of pedestrian traffic.

So this community, quite frankly, is made up of young families, young families with children and lots of seniors who are traveling the neighborhood by foot they're pedestrians and in addition to working on the traffic management plan. We would like to make this our top priority in reducing speed limits across Lee site, to make it a safer neighborhood for thousands of pedestrians who travel it every day. So I'm hoping very much that we can have a unanimous vote on this today to send a message that we have to do this neighborhood by neighborhood street by street.

Isn't enough anymore. We have to think big picture. We have to think in blocks. We have to think in neighborhoods and lease sight is a pocket, but it's both north and south of Eglinton and it's both west and east of Bayview. So it's a very interesting situation.

I think sometimes lis ciders wonder why there at North York Community Council, because it has really become Midtown, if not almost downtown, but we're happy that you came out today that you work so relentlessly for this tirelessly and thank you very much for all your efforts and I hope they continue and I hope. We can secure the support of this council today to make this change effective as soon as possible.

I just want to say this is one of those days where you feel very fortunate to be sitting listening to some terrific deputations, and so thank you all for the terrific job and I look forward to having some similar deputations from residents in my ward, because I very much agree with lowering speed limits for all the obvious reasons, and it's great when you have a group of residents who you know, have sort of taken control of the situation and brought us to where we clearly need to go. Where we put safety of everybody.

I was going to take children, but really it's everybody above a few minutes of driving time, mostly for people who don't live in the neighborhood, often for people who would even live in the city just trying to get from one place to another as quickly as I can Thanks Thank.

You might be going across the just across the whole line. Yes, I called the the gratitude. The thanks from the last two counselors, but I just wanted to mention that that part of the reason I am submitting, that is, you know, we've taken some measures in vision. Zero staff are right now working their way through there's a zero 2.0 and we're gonna get to a point where we say: we've done all we can what's what's really exciting and that the last happiness should know.

Most of us were absolutely gobsmacked during the July debate, when 2.0 went through with really precious little opposition to to lowering the speed limit on on major arteries that one that won't blew me away, that you know that I could say in my ward I'm lowering the speed limit on Finch and on a Don, Mills Road, and there people didn't come to ride me out of town on a rail. It was amazing that is huge progress over the last fifteen years.

It's the cost is, is the lives lost and, and so thankfully, trustees have their have their head screwed on straight or trustees and counselors? We're all working together now the pilot we just did in front of pine way school I think is actually going to work as as not only a data gathering the pilot we did there to do. Major traffic traffic calming actually started a conversation. That's not unlike, what's going on in lis side, just putting up big brightly painted pink obstructions in the middle of the road made people stop about.

What's going on here and become a part of the conversation, so it was kind of amazing how it worked in that regard and people blocks away we're phoning. In and saying, are you doing this on my street next and I said well, I don't need to. If you saw the effect over there, we can now come and talk about your street and it's a shorter conversation, as a staff have said, they're supportive of these changes now, and so what that happens?

D

What I'm concerned about is that speed is one factor and before we do more major alterations, we actually I think we need to look at the science. A resident said to me. You know if I wish there was a data set where I could just go and look at these circumstances and put them together for you I'd. Do it for free and I realized. We don't have that we in our hands as counselors. So that's what I'm looking at is that staff put together for us.

The circumstances at each of these at each of these tragic events and I know that it's going to be onerous if I add in too many years, but currently the letters I've drafted. It starts at 2010, because there is no question that a around the time that the Walsh family tragically lost Georgia there was this sudden uptick in in these incidents, and continued on 2016 was terrible. 2018 was terrible.

I've had too many incidents this year in don valley, north and so we're gonna do both the speed piece and then what and so I'm asking for this report so that it can afford inform that the next wave after we get these speed limits in place and and that will come forward to you, mr. chair at your next meeting. Thank you.

Thank you, I mean this is a no-brainer as far as I'm concerned. There's no alternative here. I just want to also mention that I had a six-year-old girl, concision of mine run over and killed in Lawrence Heights think about in June of this year and I mean it was in the parking lot of a school.

So it is just heartbreaking to see that six-year-olds are getting run over and- and you know, the other reality we face is that some of you remember a council. Last time, I moved a motion to try and put in some traffic calming and traffic control measures into Lawrence Heights. Well, you know, there's a major news outlet in Toronto that ridiculed that you know the fact that we were going to put in speed bumps serve the traffic calming in Lawrence Heights and they made fun of it.

So that's the thing we're fighting and nobody ever dares challenges these major news outlets that basically perpetuate this thing about there's councillors trying to slow people down, and they shouldn't be doing that so that that's going on.

Despite all of you said, and all that you witness is still going on and I also want to mention that beyond the 30 kilometre speed reduction, we also have to encourage people- and you just can't blame the provincial government, but they have to understand that as a city, we are trying to get automated speed cameras in front of schools. I move demotion as an MPP about three years ago, as a private member's bill to have these speed cameras used in front of schools in Ontario. It's been three years.

Nothing is being done, so you have to have enforcement, so you can't have police officers at every corner, but you have to have technology like we use a red-light cameras, yet nobody contacts their provincial NPP's or governments say: when are you going to allow the city to use these automated speed enforcement? Nobody does so. No wonder. They've been stalling this for the last three years and the other thing is: we've asked for traffic wardens as a city.

We can't get any buddy to contact the provincial government supporting the provincial government before in the city's requests for us to put traffic wardens. A dangerous parts of city: we can't get it and then, on top of that you know obviously speed kills. We've got the provincial government now instituting faster speeds on the 400 series of highways and I've got three major offshoots of the 401 in my writing.

So if they're increasing speeds on the 401 guess, what's gonna happen when they come onto Avenue Road Dufferin Yonge Street nobody's complaining, but everybody says: oh, that's, great. Greater speeds on the floor, while it's not gonna affect us in the city, well, I think they're totally wrong, because there's a spillover effect, so I hope. People also asked for those added speed, control measures which is being delayed and delayed and delayed for no good reason- and you know, talked about this spill over onto residential streets.

At least I happen to have an unfinished Expressway dumping 30,000 cars a day into my residential neighborhoods, 30,000 cars and trucks. It's called the Allan expressway that dumps cars and infiltrates all of our neighborhoods in middle of Ward 8 and our traffic transportation. People I've got them on streets in the community, almost on a daily basis.

Dealing with trying to get signalized intersections trying to get stop signs trying to do traffic ami they're there every day trying to deal with the reality of speed and traffic concerns, and so they're out there all the time and the other thing is, as a council we're going to have to get serious about putting more resources towards speed controls like right now to get a report on signalized intersection. It takes three to six months. um Councillor.

The whole approach, not in a neighborhood, not in one section, said right across the city to best in speed control, traffic safety, pedestrian safety. We have to put our money where our mouth is as a City Council.

Thank You councillor, Cole, I, guess it's chair of infrastructure environment, which handles many of the decisions and policies at City, City, Hall I should I should really say a few words outside of our sort of affordability. Some of the affordability themes in the city, whether it's rental or day-to-day expenses, traffic management, traffic safety traffic flow is perhaps the number one issue that comes to our offices and it is.

A

It is a constant investment of new policies and innovative policies that tries to tackle some of the lawlessness that is going on on our local streets and we work with our with our staff at transportation to come up with solutions all the time to get people to take a deep breath to slow down and respect the local communities, because many people are turning off clogged arterial, roads and and cutting into neighborhoods and I commend the local councillor. Councillor Robinson for this initiative in the area.

I represent we're doing similar studies and armor Heights in Bathurst Manor, which, once again they sit in between major arterial roads where there's an enormous volume of cut off of cut through traffic. The the the money investment that is going into some of these programs now recently we took over from police services to crossing guard program. That's a twenty-four million dollar a year program and, of course, vision. Zero, which you're obviously familiar with, is is in the 20 22 to 25 million dollar a year range.

The rollout of it is not fast enough and the measures were waiting on as councillor Cole mentioned from the province are not coming fast enough. We need amendments to the police services act for traffic wardens amendments also in legislation for the automated speed cameras and, of course, I think I could say that counselors are fully committed to lower speed limits and many of the measures that were trying to introduce across the city.

Overall, the the change in this city and the growth of the city is is hard to imagine it's the fastest growing city in North America, and even when you compare it to two major cities with larger populations like New, York, London and Paris. Those cities are actually shrinking in the core population, because people are moving moving out. Ours continues to grow citywide at approximately seventy five thousand new residents net new residents every year. So what happens? They need a place to live.

They're, probably going to own a car they're going to put kids in the local schools they're going to look to our recreational and park assets to participate, and they have every right to do so. But can we keep up is, is? Is the real wider issue here and we're doing our best to do so and and if we're not saving lives and preventing injuries and preventing property damage, then I'm not sure why we'd be here so once again, this what's before us has my full support, support, councillor, Robinson and any other councillor.

That brings these measures forward. We're looking at some of these things in the area represent and, of course, we're investing tens of millions of dollars citywide. So I. Thank you for for coming here and sharing your story and your message: I used to I'm a graduate of Leaside high school. It was much.

Was a much quieter neighborhood back then I assure you, but my head my time. My time in Leeside was great, so I truly enjoyed my time there, but thank you very much. I'll wrap up at that and I believe councillor Robinson will we'll move her motions. Thank.
