a

veterans,
I
guess
we're
coming

Remembrance
Day

was
a
simple
stone

a
plaque

recognize
World
War,
two
veterans.
If
you
go

our
city,
what's
a
little
odd

war,
commemorations
is
almost
nothing
about
World
War,
two,
it's
almost
all
World
War
one
commemorations.
This
was
a
request
by
a
group
of
seniors
questions
for
staff.

staff

because
I

briefing

I
think
we
will
eventually

protocol
staff

commemorations,
flag,
raisings,

different
nations,
around
veterans

terms
of
this

be

be

Parks

Rec,

consulting
protocols
so
that
it
aligns
with
new
policies.

Shares

credit,
certainly

City

Toronto.
We
do.

we

we

Europe

Those
are
sort
of
the
three
kind
of
commemorations,
but
Toronto
is
sadly
lacking
on
World
War,
two
commemoration.
So
that's
why
this
was
brought
forward.

I'm
here
before
you
today
on
behalf
of
the
Toronto
District
School
Board,
but
also
on
behalf
of
the
constituents
of
my
ward
in
Don
Valley
West
as
you're
likely
aware,
the
Toronto,
Lands
corporation
or
otherwise
known
as
TLC
oversees
all
land
use
planning
on
behalf
of
the
Toronto
District
School
Board
now
and
as
such
TLC
members
have
been
involved
in
many
discussions
regarding
the
layered
in
Focus
s
ASP,
they
have
registered
their
concerns
through
a
detailed
letter
to
this
committee.
I
am
in
complete
support
of
their
advocacy
on
this
matter.

The
provision
of
local
school
spaces
is
essential
in
creating
full
and
complete
communities
right
now,
all
neighborhood
Leaside
schools
are
full
or
above
capacity.
All
of
them
are
closed
to
what
we
call
optional
attendance
students
emanating
from
the
current
new
developments
in
Lea
side
are
not
attending
their
closest
TDSB
schools,
but
are
being
bused
to
schools
further
away
where
space
is
available,
although
I
would
say
that
even
where
they're
being
sent
now,
those
schools
are
now
full.
So
what
we're
looking
at
down
the
road
is
schools
that
are
even
further
away.

As
you
probably
know,
the
TDSB
uses
a
variety
of
techniques
to
manage
pupil
accommodation,
including
boundary
changes
grade
changes,
program,
relocations,
student
redirections
in
capital
enhancements
to
deal
with
enrollment
pressures.
All
of
these
measures
require
various
steps,
such
as
planning
studies,
committee,
work,
community
consultation,
board
approval
and
sometimes
ministry
of
education,
capital,
priority
grants
and
approvals.
As
you
can
imagine,
these
processes
take
time.
In
addition,
it
should
be
noted
that
the
once
yearly
provincial
capital
priorities
program
has
been
less
frequently
opened
in
the
recent
past,
meaning
that
fewer
pressure
points
are
currently
being
alleviated.

is
fair
to
say
that
the
TDSB
is
finding
it
nearly
impossible
to
keep
up
the
pace
of
development
in
areas
of
intensification,
intensification
such
as
Midtown,
Toronto
and
Leaside.
In
recent
years,
TDSB
and
city
staff
worked
together
on
Midtown
InFocus.
This
was
a
landmark
achievement,
enshrining
language
that
spoke
to
the
importance
of
the
creation
of
complete
communities
with
schools
being
an
integral
part
of
that
vision.
This
crucial
element
is
missing
from
the
layered
InFocus
essay
SP.

My
constituents
have
spoken
to
me
repeatedly
about
the
idea
that
community
schools
are
essential
to
their
own
quality
of
life
and
to
the
quality
of
life
in
their
neighborhoods.
With
this
in
mind,
I
strongly
urge
this
committee
to
reconsider
the
wording
of
this
current
plan
to
include
language
that
recognizes
both
schools
as
part
of
our
essential
infrastructure
and
provides
a
mechanism
to
allow
for
a
phased
approach
to
development.
With
these
two
provisions
included
I
believe
we
can
better
ensure
the
creation
of
a
truly
complete
community.

but
I
do
think
that
if
we
have
stronger
language
that
that
sees
schools
as
part
of
essential
infrastructure
in
the
same
way
that
so
many
other
aspects
of
urban
planning
are
that
that's
a
step
forward

us
some.

we
have
policy
language
in
this,
that
has
us
have
a
stronger
voice
because
part
of
the
problem
that
we
really
experience
is
that
we
can't
keep
up.

have
been,

working
hard,

that
TLC
is
here
and
I'm
sure
they'd
be
happy
to
answer
questions
as
well.
One
of
the
things
that
the
TDSB
has
working
been
working
very
hard
at
is
trying
to
change
the
language
with
respect
to
EDC's
right.
So
we
don't.
We
don't
currently
have
a
mechanism
within
TDSB
to
apply
for
new
schools
and
for
land
for
new
schools
outside
of
ADCs,
and
we
have
we're
not
able
to
collect
EDC's
because
they
don't.

We
have
been
working
hard,
you
know
on
that
front
because
we
don't
when
we're
looking
at
these
new
areas
that
are
being
intensified,
it's
really
hard
to
get
land
first
of
all,
it's
very
expensive,
but
it's
also
sometimes
what
we
need
is
an
addition
on
a
school
and
right
now
we
have
the
capital
priorities
program
and
the
ministry
has
been
quite
clear
that
that
is
the
mechanism
we
use.
But
it's
not
enough.
It's
not
enough.

demand
each
year
the
school
boards
are
allowed
to
apply
for
up
to
ten
projects,
ten
capital
priorities
and
that's,
whether
you're
a
school
board
of
30
schools
or
a
school
board
like
ours
of

right
and
we're
an
aging
school
board.
It
should
be
noted
so
right,
it's
it's
not
really.
It
doesn't
really
work
particularly
well
for
TDSB.
It's
not
to
say
that
we're
not
grateful
to
the
ministry
for
the
priority.

but
it

also
disappointing,
as
you
know,
because
not
enough
people
in
the
city
stood
up
and
fought
that
bill,

Midtown

focus

there
was
very
little
opposition
of
City
of
Toronto
to
that
mass
of
you
might
say,
neutering
of
local
planning
control
and
that's
what
I
think
councillor
Carroll
was
referring
to.
Is
that
essentially
build
one?

away
the
school
board's
ability
or
the
city's
ability
to
challenge
the
intensification
and
and
I
know
you
talked
about
schools,
I,
I,
guess
the
other
thing
is
we
try
to
mention
the
fact
you
can't
get
on
the
subway
in
the
morning
there
isn't
sewer
capacity,
there
isn't
parks
that
are
being
built.
So
it's
all
infrastructure,
including
schools
that
are
basically
now
being
negated
because
of
they'll
want
to
wait
and
reppin
up
a
Midtown
and
focus.
So
did
the
school
board
take
an
official
position
on
bill
108.

defer

Perhaps
I

get
back

you

double-check
that
I
haven't
missed
something
at
one
of
the
committees
but
because
I,
don't

go
to
every
committee
meeting,

aware

I'm
not
sure
that
it's
within
anyways
all
I'll
say
on
that
I
don't
know.

the
school
board

think
the
school
board
should
have
taken
a
very
strong
position
because
right
now
it's
like
the
cows,
where
the
horse
is
out
of
the
barn
and
you
come
to
us
and
we
have
very
limited
power
now
to
help
you

what
you're
trying
to
achieve.
That's,
that's.
Our
frustration
is
now.
We
don't
have
any
power
to
really
stop
this
total
intensification.

So
again,
that
would
be
helpful
if
the
school
board
did
take
a
position
on
that

the
need
to
bring
back
local
planning
controls.
For
you
know
the
very
issue
you're
facing
in
your
schools,
where
there's
no
capacity
given
you
know,
there's
gonna
be
another
40,000
people
in
Yonge
and
Eglinton
in
the
next
10
years
and
who
knows
where
they're
going
to
go
to
school
or
what
park
counselor.

Do
still
put
those
signs
up
the
the
problem
that
we
face
is
that
the
more
redirections
we
do
like
we
can
redirect
kids,
but
it
means
more
buses
on
in
crowded
urban
areas
and
Yonge
and
Eglinton
is,
is
a
perfect
example
of
where
we
don't
really
want
more
busing,
because
it's
already
congested
enough,
and
certainly
along
the
whole
Eglinton
corridor,
where
we're
building
transit.
This
is
really
a
challenging
place
to
bus
kids.
Right
now,
we
are
redirecting
many
developments
in
the
Midtown
area
to
schools,
South
to
schools,
East
to
schools,
West
so
I.

We
just
approved
some
more
Midtown
redirections
that
will
be
going
up
into
like
the
ripple
ttan
den
lo
area.
These
are
not
close
by
and
and
they're
really
not
ideal
in
a
lot
of
ways,
because,
as
you
know,
having
a
community
school
where
you
can
walk
to
is
a
different
quality
of
life,
it
means
your
kids
can
easily
participate
in
sports
because
they
can
make
it
to
the
practices
before
and
after
school
they're
not
trying
to
be
on
time
for
a
school
bus.

It
means
more
time
with
for
families
to
have
breakfast
together
more
time
for
families
to
have
dinner
together
being
able
to
walk
to
school.
So
there's
that
active
lifestyle.
So
these
are
part
of
what
we
consider
complete
communities
and
while
we
do
use
redirection
as
a
tool
to
manage
pupil
accommodation,
it
is
definitely
not
the
ideal
that
we
aim
for
and
we're
currently
looking
very
hard
for.

new
school
in
the
Midtown
areas
and-
and
one
of
the
things
I
would
put
forward
to
counsel
in
this
committee
is
that
this
is
an
area
where
we
need
to
be
working
together
because
of
the
scarcity
of
space
and
also
parks
in
this
area.
Because
when
we
build
a
school,
we
need
land
for
kids
to
play
outside,
and
you
have
sports
teams
that
can
that
can
practice
outside
and
finding
that
in
a
podium
type
school
which
is
really
what
we're
having
to
start
to
look
at
in
a
midtown
kind
of
area.
Where
are.

Are
you
aware
that
the
in
an
area
like
Willowdale
and
Willowdale,
specifically,
which
has
experienced
the
same
problems
as
young
at
Eglinton
for
decades
and
still
does
where
we
have
Google's
being
built
and
the
kids
can
I
mean
sorry,
we
have
condos
being
built
where
the
kids
can
look
out
their
window
at
the
school
literally
and
can't
go
there
and
they
keep
getting
bused
further
and
further
afield.
I
have
been
completely
unsuccessful
in
engaging
both
the
school
board
staff
and
Toronto
land
in
trying
to
be
involved
in
appeal
board
hearings
that
deal
with
that
subject.

So
I'm
disappointed
to
hear
that
I
will
say
that
I'm,
a
new
trustee-
this
is
I,
was
elected.
Last
last
fall
so
I'm
just
coming
up
on
my
end
of
my
first
year.
It's
something
that,
as
a
parent
and
as
a
parent
council,
chair
I
was
advocating
very
strongly
in
my
community
for
my
former
trustee
to
be
coming
to
these
hearings,
and
there
was
always
a
question
of
why
why
weren't
trustees
and
and
the
school
board
at
appealing
every
single
hearing?

My
understanding,
though,
having
joined
the
board
is
that
in
the
recent
year
or
two
there
has
been
a
change.
In
the
last
year,
TLC
has
been
given
wider
direction
from
TDSB
from
the
board
of
trustees
to
become
more
active
and
more
involved
in
not
simply
the
real
estate,
but
the
advocacy
on
behalf
of
the
school
board.
So
their
mandate
has
changed
and
broadened
and
I
do
know
they
are
here
today
and
they
have
been
quite
involved
in
the
layered
in
focus
study,
dealing
with
city
staff
and
advocating
on
behalf
of
the
board,
but
I
agree.

is
something
that
has
been
lacking
in
the
past,
and
I
have
worked
a
little
bit
with
Alexander
Brown,
who
is
the
trustee
in
Willowdale
and
my
other
Shalit
trustee
Shelly
Laskin,
because
we
are
all
experiencing
this
growth
and
we
are
all
feeling
that
we
need
to
be
very
vocal
and-
and
so
this
is
something
that
that
is
why
I
am
here
today.
Right
like
that
is.

encourage
just
to
add
to
that
I
I
think
it's
important
for
us
to
be
aware
of
where
you
see,
gaps
and
I
would
encourage
an
offline
conversation
where
we
can
talk
about
these
things
and
work
together,
because
when
we
do
have
a
coordinated
approach
with
city
staff
and
TLC
and
trustees
that
this
is
where
we're
probably
strongest,
because
it
is
it's
an
issue
that
we're
all
facing
with
our
constituents.

experienced
on
all
of
this
stuff,
but
the
way
EDC
the
DC's
law
is
written
does
not
allow
us
to
do
everything
we
want

proceeds
of
disposition

believe
we
have
to
get
approval
in
order
to
use
them
for
capital
repairs.
But

quote

that,
because
I'm
not

part

problem
that
we're
facing
is
that
we
have
schools
that
are
under
capacity
in
certain
air
and
schools
that
are
incredibly
overcapacity
in
other
areas
because
of
the
uneven
pattern
of
development,
but
also
because
of
historical
trends
of
where
kids
want
to
go
to
school.
And
one
of
the
things
that
we
have
noted
is
that
a
lot
of,
especially
at
the
high
school
level
kids
will
apply
for
optional
attendance
and
on
the
TTC.
They
will
pass
by
three.

Sometimes
four
schools
in
our
in
order
to
get
to
their
desired
school,
and
one
of
the
things
that
we
are
currently
undertaking
is
a
review
of
optional
attendance
and
a
secondary
school
program
review
that
will
hopefully
create
recommendations
that
will
encourage
trustees
to
make
some
changes
at
some
of
these
schools.
If
the
moratorium
is
listed
and
to
encourage
boundaries
that
are
local
so
that
if
kids
are
encouraged
to
go
or
required
to
go
to
their
local
school,
those
schools
will
be
stronger.

But
a
big
part
of
this
is
the
fact
that
we
are
not
allowed
to
close
schools
right
now
and
that
process
even
once
lifted
will
take
some
time
because,
as
you
know,
being
a
former
trustee,
there
are
rules
about
community
consultation
as
there
should
be.
But
it
takes
time
to
close
a
school
because
you
have
to.
There
are
timelines
and
parameters
that
have
to
be
met
before
we
can
do
that,
and
then
it
also
has
to
get
approved
by
a
board
of
trustees.

complicated
issue,
but
one
that
we
are
actually
really
working
hard
because
we
know
that
when
we're
looking
at
the
future
of
the
Toronto
District
School
Board,
we
need
to
be
planning
for
the
long
term
and
there's
some
really
big
questions.

need
to
tackle
in
order
to
be
a
more
effective
school
board.

planning
consultants

behalf
of
what
I'll
be
calling
the
Zen
teal
Benedetto
group,
which
is
a
series
of
companies
that
hold
extensive
land
holdings
both
within
and
adjacent
to
the
Laird
and
focus
area.
I've
made
this
very
fancy
graphic
up
top,
which
will
illustrate
just
just
the
extent
of
their
holdings
and
I,
think
it's
relevant
in
terms
of
the
comments
that
we've
made.
We've
made
comments
in
writing.

We
have
participated
throughout
the
Laird
and
focus
study,
we're
very
familiar
with
what's
been
going
on
and
including
recent
comments
through
from
urban
design
and
planning
company
and
btw
groups,
specifically
on
the
proposed
SAS
and
I
I.
Don't
want
to
go
through
all
that
with
you
today.
I
just
want
to
highlight
five
areas
that
we
still
have
some
issues
and
concerns
with,
but
first
the
context
of
the
holdings
of
the
orange
area
is
identified
as
Laird
and
focus,
and
it's
concentrated
near
the
LRT
station
and
then
down
area.
I

is
of
the
west
side
of
Laird.
It's
been
going
on
for
about
three
years.
You
can
see
the
breadth
of
these
and
tío
lands
are
pretty
expansive.
They
include
land
within
Laird
and
focus
about
6.6
acres,
which
is
known
as
Hyde
Park
Plaza.
That
was
a
former
Phillips
plant
that
was
renovated
into
Home
Depot.
Oh
sorry,
the
Staples,
HomeSense
and
winners,
and
has
about
a
lot
of
surface
parking
behind
it.
I
Originally,
they
also
and
continued
to
own
Hyde
Park
rental
townhomes,
which
are
constructed
immediately,
decide
on
aerodrome,
and
they
also
previously
owned
all
the
land
that
was
sold
to
Aspen
Ridge
for
the
scenic
condominiums,
which
include
buildings
today
up
to
18
storeys
in
height.
They
also
include,
most
importantly,
a
road
that
comes
down
to
Eglinton
Avenue.
That
right
now
is
not
operational,
but
has
been
conveyed
to
the
city,
which
we
think
will
be
a
fairly
major
component
of
the
mobility
and
transportation
network
for
Laird
and
focus
in
the
future.

Also
importantly,
they
own
all
the
employment
lands
between
Vanderhoof,
which
is
shown
here
and
research
road
as
it
bends
around
towards
the
Sunnybrook
valley
saved
and
except
for
Leonard
Linton
Park,
which
was
conveyed
about
20
years
ago
through
a
master
planning
exercise
about
three
decades
ago
for
the
entire
holdings.
So
why
are
we
here
today?
We
agree
with
a
lot
of
the
directions
that
have
come
through
Laird
and
focus.
I
We
agree
with
its
goals,
its
vision
for
creating
a
complete
transit,
supportive
community
and
realizing
an
investment
in
an
eight
billion
dollar
asset
and
public
investment
along
Eglinton.
We
agree
with
the
overall
urban
structure
that
staff
are
recommending
with
respect
to
Laird
and
focus
and
the
Zen
teal
Benedetto
lands
that
are
shown
in
the
Hyde
Park
Plaza
area,
where
we
think
that
we
still
have
some
issues
and
we've
expressed
those
to
staff,
and
we
put
them
before
you
as
well
our
five
fold,
five
reasons
there
are
building
heights.

It
seems
to
be
predicated
on
a
on
a
vision
which
is
not
not
miss,
founded
about
trying
to
capitalize
and
put
some
intensity
and
height
around
the
transit
station,
but
almost
as
if
that
doesn't
continue.
There's
another
station
at
Sunnybrook
Plaza
within
within
which
these
lands
fall,
and
it
also
per
believe
could
provide
a
compatible
transition
for
building
heights
between
the
west
and
east
through
Laird
and
focus
second,
is
built
form.

There
are
some
policies
that
are
in
the
document
that
relate
to
things
that
we
believe
are
best
suited
in
urban
design
guidelines
as
opposed
to
policy
we've
expressed.
Those.
The
third
item
is
Vanderhoof.
Vanderhoof
we've
been
discussing
with
staff
is
a
really
important
street
at
the
south
edge
of
Laird
and
focus
it
becomes
a
Street
which
is
now
predominantly
back-of-house
servicing
for
all
the
buildings
linked
into
a
connector
street
that
links
lee
side
into
the
Sunnybrook
Valley.

One
of
the
big
ideas
that
staff
have,
which
we
support,
is
an
idea
of
making
that
a
Greenway
one
of
the
things
we've
asked
is
that
further
consideration
be
given
to
shifting
that
Greenway
to
the
south
side
of
the
street
when
it
goes
east
of
Brent
cliff,
because
we
don't
think
it's
going
to
be
achievable
on
getting
to
the
Sunnybrook
Valley
through
the
existing
development.
The
fourth
issue
is
public
parks
that
you
were
just
talking
about
that
with
the
school
board
trustee.

There's
a
proposed
park
situated
in
each
of
the
properties,
the
four
major
properties
through
Laird
and
focus,
and
there
is
one
recommended
on
the
Laird
in
the
Hyde
Park
lands.
We
would
like
to
see
flexibility
afforded
to
relocate
that
Park
to
expand
Leonard
Linton
Park.
We
have
talked
about
that
with
city
staff.
There
seemed
to
be
a
warm
reception
to
the
idea
and
it's
also
buried
in
the
principles
of
expanding
and
building
on
those
parks.

accommodating

planning
process,
including

representation

local
advisory
committee,
the

feedback
at
each
stage
of
the
study
and
on
the
related
planning
applications,
especially
the
the
rear
campsite.

that
resident
comments
at

September,
the
17th,
open
house
and
subsequent
correspondence
continues
to
reflect
community
concerns
regarding
letting
focus
generally
in
regard
to
area
a
that's.
The
lead
and
Eglinton
corner
there
and

over
to
over
drawing
over
to
over
the
aerodrome
concerns,
with
height
massing,
the
design
and
the
fet
architectural
character
and
in
area
B
on
the
west
side
of
Laird,

building

massing,
including
setbacks
to

adjacent
neighborhood
designated
lands

thirdly,
impacts
on
mobility,
physical
infrastructure,
social
services
and
yes,
schools

scale
and
love

intensification

demands

intersection
develop
a
civic
space
that
would
work
at
both

community

city
scales.

OPI
demonstrates

big
improvement
from
the
earlier
layer,

was
frankly,
a
series
of
similar
blocks
of
bill
planning
basis,

than
open
space
links
and
roads
of
how
the
parts
might
work
together

cohesive
and
vibrant
new
community
and
dick
ative
of
this
change
perspective
is
the
creation
of
a
gateway
and
public
plaza
framed
by
the
new
transit
pavilions
for
legislation
serving
as
a
grand
entrance
to
the
Leeside
community
center.

becomes
a
new
center
for
Lisa
at
a
city
scale.
These
apparently
minor,
but
significant
changes.

Switching
the
location
of
the
Piazza
community
center
with
the
private
building

provide

dynamic,
visual
break
which
would
not
only

site
community
but
also
celebrate
transit
along
the
Eglinton
corridor
and,
secondly,
placing

park

on
two
layered
and
Vanderhoof
and
adjacent
to
the
community
space
and
thirdly,
moving
the
office
building
to
the
southeast

the
syphon
density
and
building
heights.

concerns

uniformly
high
densities

large
amounts
and
the
high
proportion
of
residential
compared
with
industrial
employment
uses
the
OPI.

crisis

protect

proper
consideration
given
to
space
in
our
schools

city
planners
as
we
go
forward
here.

certainly
there's
a
lot
of
areas
that
we
can
work
collaboratively
with
the
school
board
to
make
sure
there's
a
proper
school
accommodation
as
the
recedes.
Firstly,
the
school
boards
have
been
involved
quite
a
bit
in
this
study.
The
layer
didn't
focus
study
over
the
last
three
years,
so
we've
been
working
together
with
them
to
make
sure
they're
aware
of
the
development.
That's
gonna
be
coming
on
stream.
Secondly,
you
have
to
recognize
that
this
is
a
long-term
plan.

Built
outs
not
gonna
happen
overnight.
Development
will
be
phased,
but,
having
said
that,
we
will
continue
to
monitor
school
needs
together
with
the
school
board
as
development
proceeds.
So
as
rezoning
applications
come
in,
the
school
board
will
get
another
crack
at
looking
at
those
development
applications
at
the
rezoning
stage
and
and
providing
comments.
Then,
through
the
layered
and
focused
study,
there
was
an
opportunity
for
the
school
board
to
a
state
that
they
want
a
school
site
within
the
study
area.
We
did
not
get
that
request
from
the
school
board
so
moving
forward.

guess
I'm
a
bit
sort
of
bewildered
by
the
fact
that
the
school
board
never
made
a
request
to
include
the
potential
future
school
site
on
this
major
development.
Considering
the
densities
and
the
lack
of
existing
school
space,

they've

farmer
quest
I'm,
not
sure
whether
what
the
reason
is
why
they
didn't
how
we
could
maybe
prod
them
to
make
that
request.
Or
how
do
we
do
that?
Should
I

the
motion,
basically
asking
you
to
talk
to
the
school
board
and
say:

you
really
think?

those
opportunities
for
discussion
still
exist
between
the
school
board,
the
city
and

the

the
landowners,
there
are
obviously
other
constraints
that
the
school
board
will
have
to
look
at
in
terms
of
what
are
their

capacity

purchase
properties,

it's
something
that
the
school
board
has
to
address
in
terms
of
their
their
planning
for
pupils
and
accommodations
and
they're
in
their
own
organization,
but
those
those
opportunities
still
exist.

forward

discussion,
certainly
as
rezoning
applications
come
through
the
other.

was

doesn't

school
issue

have
to
say
that

That

frontier

which
we
do
all
have
to
get
together
and
start
fighting.

right
and
that
it
it
needs
to
be
putting
together
some
sort
of
Ward
forum
group.

we
would
like

continue

special
Governance
Committee

continue
talking
about,
because
we
know

community

a
body
needs

exist,

don't

recommendation

of
us

see
the

to

fight

opposition

members

their

regulations.

works

way
we
think
it

proposal
last

what

never

again
is

the
way
we
negotiated
Parkway
for
us,
which
was
walking
the
door
I'm
supposed
to
mitigate

impact
on
the
community
and
the
way
that
community
is
built
as
an
island
with
with
highways
all
around
it.
The
number
one
impact
was
going
to
be
the
school,
so
without
the
the
the
without
the
development
charges
to
collect
to
deal
with
that.

We
we
had
the
board
at
the
hearing
registered
as
a
party
to
lobby
for
five
hundred
dollars
for
every
unit
of
housing,
because
we
were
doubling
the
population
of
that
neighborhood
and
knew
that
school
needed
to
have
an
addition
on
it:
minimum
eight
classrooms
almost
a
whole
new
school
and
so
having
the
board.
At
that
hearing
made
the
difference.
Same
thing
happened:
downtown
the
Four
Seasons
Hotel.
The
board
was
at
the
hearing
to
protect
Jessie
Ketchum,
their
ability
to
continue
to
house
a
child
care
in
there
that
everything
down
to
the
shade
in
the
schoolyard.

That's
what
comes
from
having
the
board
at
the
hearing?
Trustees
have
got
to
start
to
say
to
their
school
communities.
We
need
to
be
in
the
same
room
with
the
residents
who
are
actively
actively
monitoring
development
and
know
when
something
is
headed
for
a
hearing
and
resource
it,
because
great
things
happen.
When
they're
there
great
things,
forest
Manor
got
an
eight
classroom
addition
out
of
people
being
at
hearings.

Ketchum
got
great
help
from
from
the
Four
Seasons
condo
going
in,
and
there
are
many
more
examples
that
may
be
the
only
way
going
for
it
is
having
that
happen.
Having
their
presence
there
I'm
not
going
to
negotiate
the
negotiated
into
a
shrinking
envelope
when
I've
got
to
make
sure
that
community
centers
libraries,
roads,
public
realm
and
every
else
has
to
come
out
of
a
shrinking
envelope.
That
must
also
include
all
the
underground
infrastructure,
water
pipes,
etc,
and
so
the
community
is
gonna
have
to
come
together
and
stand
beside
us
at
every
hearing.

complete
absence
of
any
kind

strategic
imperative
on
this
issue,
and

would
say
that

decades
I
know
I've
been
trying

assist
the
school
board
and
dealing

deal

to
put
the
students
for
when
you
have
massive
amounts
of
development.

spoke

eloquently

need

complete
communities
and
schools
being
an
essential
part
of
that,
but

not
seen

evidence
that
the
school
board,
bureaucracy
or
Canada
Toronto
land
staff
are,

share

view
or
if
they
do
that
there
that
they
have
any
clear
path
on
clear
understanding
of
creating
a
path
to
do
something
about
that.
So
I
don't
know
what,
whether
the
problems,
you
know
lack
of
political
oversight
or
it's.

lack

strategy

the
part
of
the
school
board
and

being
able
to
take
some
kind

action

city

something

their

crisis

a
crisis,
but
it's

keep
building
and

somebody

grips

news

but
it

will

the
years
to

Council

city

blame

city
for
allowing
another
condo

realizing

the
OMB
on

decision
and

back
it's
not
going
to
happen
without
people
asking
for
it,
but
I
think
people
don't
know
what
to
ask
for
they're

totally
befuddled
by
a
very
complex
planning
system
and
the
language.

jargon.
So
that's
why
we're
not
getting
any
movement
on
this,
but
I
I'm,
very
hopeful
that
if
people
do
mobilize
and
want
these
changes,
they
will
be
reversed
because
they
know
that
in
the
long
run.

people
think
that
everything
there

going
to
be
singles
millenials
without
children,
I
don't
know,
but
somehow
there's
nothing
and
that's
not
the
fault
of
I
think
even
the
landowners.
But
you
think
there
would
have
been
a
proposal

future
school
there
as
part
of
the
long-range
planning,
but
maybe
there's
another
answer
that
certainly
I
haven't
been
made.

of
and
then
again

Cut
in
half
you
know

therefore,
is
going
to
be
impossible,
as
we
get
more
and
more
intensification,
more
and
more
housing,
and
yet
less
ability
for
the
city
to
provide
any
community
facilities,

that's
community

sewers,
the
road,
the
road
infrastructure,
there's
going
to
be
hardly
any
ability
to
meet
these
incredible
pressures,
we're
going
to
have
in
certain
parts
of
the
city
with
the
reduction
and
the
development
charges,

getting
rid
of
section
37,
section
42.

In
today's
real
estate,
prices
is
totally
unrealistic.
The
only
realistic
approach
is
to
take
existing
school
structures
and
build
onto
them
either
building
on
a
grade
or
building
on
top
of
them.
The
school
board
has
to
get
off
its
addiction
to
portables.
We've
seen
it
in
so
many
schools
around
our
various
neighborhoods
and
it's
important
to
to
realize
that
portables
are
not
the
solution
and
and
not
the
answer.

the
same
time,
it's
important
to
realize,
and
particularly
with
the
proposals
in
front
of
it,
these
are
private
lands,
and
you
can't
just
say:
build
us
build
a
school
here.
The
school
board,
through
the
Toronto
Lands
corporation,
would
have
to
would
have
to
negotiate
the
purchase
of
those
lands
and
then
build
build
accordingly.
Could
there
be
a
recommendation
in
the
staff
reports
that,
based
on
various
agreements
between
private
parties
and
school
board
and
the
province,
could
they
build
I?
Think
a
mention
of
that
is
important,
just
the
way
we
do
with
transit.

But
it's
also
important
to
remember
that
that
growing
density
is
not
always
a
bad
thing.
I
can
tell
you
that
in
neighborhoods,
where
the
schools
are
vibrant,
where
they're
close
to
capacity
but
not
at
capacity,
those
are
thriving
livable
neighborhoods,
where
the
future
of
those
schools
are
preserved.

last
thing
you
want
is
a
school,
that's
half
capacity
or
a
quarter
capacity
in
your
local
neighborhood,
because
that
school
will
be
targeted
by
both
the
school
board
and
the
province
for
closure,
which
is
a
bad
thing
for
neighborhoods,
a
bad
thing
for
for
the
province,
bad
thing.
For
the
city
going
forward,
density
also
produces
other
dividends
for
for
local
neighbourhoods.
I
put
together
my
traditional
list
of
things
that
we
do
for
the
local
school
board.
Tdsb
councillor
carol
may
correct
some
of
these
numbers,
but
I
have
six
million
dollars
going
into
pools.

of
course
the
wider
problem
is.
What
do
you
do
when
you,
when
you
reach
capacity?
So
with
that

Think
it's
a
conversation.
That's
going
to
be
coming
back
to
us
more
and
more
in
the
years
to
come.

think
the
school
board

seeing
signs
that
they're
more
engaged
in
what's
going
on
here
at
City
Hall,
which
I
think
is

good
thing.
They
have
to
be
part
of
the
planning
process
and
they
have
to
come
to
not
only
this
venue,
but
they
have
to
come
to
the
public.

will

threat

competitors

life
and

positive

for

prepared
to
support

local

drawing
of
what
you're
looking
to
produce
as
opposed
to
a
narrative.
So
that
way,
we
have
a
clear
understanding
of
what
it
is
they're
intending
on
doing,
at
which
point
in
time.

this

awkward,
because
this
is
one
it
got
referred
a
couple
of
times,
so
we
don't
know
how
to
present
know
what
the

councillors
wishes
are,
but

got
to
go
with

own
conscience

sympathetic

the
neighbors

be

The
first
recommendation
that
we

we
refuse
the
fence
because
we're
looking

brand
new
fence
in
this
picture.

it's

years
old
and
it's
right
up
there
at
the
neighbor's
front,
porch,
never
mind
the
sight
line
that
it
might
be
challenging.

really
is
jutting
out
over
the
neighbors
area.

really
need
privacy
for
your
driveway,
you
need
privacy
for
your
backyard.

would
have
been
so
simple
to
take
that
fence.

variance
as

and

to
the

garage

to

driveway

didn't
recommend

no
choice
but
to

hold
the
owner
accountable
for
being
in
compliance.

don't
have
control
over
the
contractor.

suspect
that
this
contractor
may
be
new
that
the
this
was
against
the
rules,
but
at
the
last
minute
they
talked
about
okay,
we're
done
now.
Where
do
you
want
to
put
this
fence?

you
know
if
you've
been
on
a
site
for
ten
months
and
taking
50
grand
a
month
from
the
owner
to
build
his
house
and
you've
now
got
a
half
a
million
of
his
dollars
in
your
pocket.
You
hate
to
say
no,
so
they
just
went
ahead
and
broke
the
rules,
neighbors
be
damned
and
and
they've
really
just
put
their
their
clients
in
a
terrible
position.
But
you
know
we
have
to
look
at
what
does
this
fence
look
like
year
after
year
after
year,
until
it's
about
to
fall
apart,
and
on
that
basis?
That's
that's.

suspect
we're
doing
the
local
councillor
a
favor
by
dealing
with
this
today,
because
there
it
really
is
one
hand
the
other
hand
when
I
heard
the
applicant
at
the
last
meeting.
I
was
quite
sympathetic
to
what
he
was
proposing,
but
when
I
look
at
the
picture
that
councillor
Carroll
has
here
and
think,
if
I
lived
in
that
house
next
door,
I
would
think
it
would
be
absolutely
ridiculous
that
my
city
government
wouldn't
say
no,
you
cannot.
This
is
illegal
and
they
you
know
they
can't
do
it.

I
would
I

have
to
side
with
the
prevailing
view
normally
I
would
I
would
grant
the
application,
because
I
think
governments
is
going
to
too
far
in
this
case
and
to
sit
down
with
the
owner
of
that
fence
and
work
out.

kind
of
compromise
I've
always
gone
to
visit
various
sites
and
meet
with
homeowners
and
MLS
on
site
and
try
and
work
out
some
kind
of
compromise.
That's
I,
don't
think
possible
here.
So
it
looks
like
the
refusal
report
will
carry.
