That
diversity
is
our
strength
and
since
I've
been
in
I
came
to
this
city,
I
always
have
experienced
that
model
being
lived
every
day.
So
it
gives
me
immense
pleasure
and
pride
to
come
here
and
talk
to
you
about
international
model.
Language
monument
I
represent
an
organization
who
is
trying
to
build
this
monument
and
donate
it
to
the
city.
This
monument
will
commemorate
the
diversity
we
have,
most
importantly,
the
diversity
of
Mother
languages.
This
city
has
experienced
over
the
course
of
its
development.
E
But
if
you
speak
in
a
language
that
he
speaks,
you
actually
speaks
to
his
hurt.
So
what
this
organization
I'm
representing
is
doing
is
we
have
over
the
course
of
last
two-and-a-half
years?
We
have
gone
through
a
very
lengthy
process
of
seeking
health
and
commitment
from
the
community
that
we
belong
to,
namely
beaches.
An
East
joke
area
were
31.
We
have
gone
to
people,
we
have
gone
to
different,
become
community
leaders
and
organizations,
and
we
have
done
consultation
that
how
does
it
sound
that
we
have
a
monument
to
commemorate
the
International
model
language
day?

This
is
very
close
to
our
heart,
specially
Bangladeshi
Canadians,
because
back
in
1952
that
then
East
Pakistan
was
ruled
by
a
country
called
West
Pakistan,
which
is
now
present-day
Pakistan,
and
we
had
the
ruling
party
actually
tried
to
stop
using
Bengali,
which
is
our
mother
tongue
as
an
official
language,
and
then
our
people
stood
up
against
it
and
then
they
were
actually
shot
dead.
So
four
people
died
just
to
protect
their
mother
tongue
and
I'm
sure
that
this
is
not
a
history
of
only
Bangladesh
everywhere.

In
this
world,
people
have
sacrificed
to
protect
their
basic
rights.
So
what
could
be
a
better
way
to
celebrate
that
right
in
this
City
of
Toronto
than
actually
having
a
monument?
Now
I
won't
go
into
too
much
details
because
I
get
emotional
and
probably
I'll
go
over
my
time,
so
so
I'll
just
rather
mention
that
I
believe
there
is
a
report
which
seeks
the
City
Council's
permission
for
us
to
build
this
and
donate
it.
So
if
you
have
any
questions
on
this
report,
I'm
here
to
answer
those
and
I
also
like
to
answer
any
questions.

If
you
have
about
the
organization,
the
fundraising,
the
design,
I,
don't
have
a
PowerPoint
presentation,
otherwise
I
would
have
shown
you,
the
actual
design.
I,
think
it's
an
amazing
architecture
work.
It
has
six
pillars
representing
the
mother
of
the
father
and
four
children,
and
the
spirit
of
this
is
how
a
family,
the
family,
born,
actually
cherishes
and
protects
basic
human
rights.
That's
where
it
all
starts
from.

So
the
organization
was
formed
back
in
2014
and
then
we
have
extensively
discussed
this
issue
with
different
community
leaders,
and
then
we
actually
had
a
design
contest
where
we
invited
people
by
putting
ads
on
newspaper
and
social
media
for
designers
to
submit
design.
Then
we
had
an
independent
jury
board
to
go
through
those
designs.
Talk
to
the
designers
and
come
up
with
a
final
recommendation
and
after
the
final
recommendation
was
approved
by
the
jury
board.
We
still
had
community
consultation
because
we
wanted
to
make
sure
this.

This
monument
represents
the
emotion
and
passion
of
the
people
living
in
the
surrounding
areas.
So,
after
all
those
consultations,
now
we
have
a
final
design.
We
have
a
solid
fundraising
plan
and
I
believe.
If
the
city
agrees,
then
we
will
have
an
amazing
monument
sitting.
The
eastern
side
of
the
city
and
I
think
it
will
draw
a
lot
of
people
from
everywhere
in
Canada
on
a
specific
day.

very
nervous
I

made
this

our
elected
representative,
who

councillor,
this
project
started
many
many
years
ago.
The
first
council
direction
on
this
particular
monument
came
in
2012,
and
so
it
predates
that
process.
But
it
does
fall
in
line
very
closely
with
those
principles
so
that
that
review
requires
things
like
the
the
jury
like
that
independent
review
process,
and
so
we
have
been
bringing
both
economic
development,
culture
and
protocol
along
in
this
process
to
ensure
that
the
eventual
result
aligns
with
the
the
policy
and
process
that
we're
putting
for
great.

important
event

so
it
is
a
declaration
that
makes
it
clear
to
the
world
that
first
language
rights
are
important
and
that
we
must
protect
them.
I
certainly
know
as
an
early
childhood
educator
that
children
learn
in
their
first
language
best
and
first,
and
that
we
in
Toronto,
as
Rizwan,
said,
recognize
the
value
of
diversity
and
this
monument
embeds
that
it
is
about
saying
we
are
a
community
that
is
composed
of
many
people
and
over
170
languages,
and
it's
going
to
be
reflected
in
some
way
in
this
Monument.

It
also
is
going
to
be
in
a
park
and
in
a
park
that
is
beside
Crescent
Town
Teasdale
in
those
communities.
High
rise
high
needs
communities
that
don't
have
cottages,
don't
have
backyards
and
use
our
park
system
so
heavily.
Our
picnic
areas
in
this
park
are
astoundingly
are
used
astoundingly
by
our
community,
and
this
is
a
park
that
is
in
the
backyard.
This
is
the
backyards
of
the
high-rise
community,
where
this
is
going
to
be
located.

I
just
want
to
thank
this
committee
too.
This
is
a
new
community
in
the
Bangladeshi
community
and
they
have
worked
together
to
come
forward
and
follow
a
process
that
has
been
very
difficult
to
navigate
over
the
last
several
years
and
I
want
to
commend
them
for
the
work
they've
done
and
simply
say.

the
park
staff
who've
been
amazing,
particularly

one

organizations,

13,

met
with

city

they've
met
with
Hydro
about

geothermal
ideas
and
one
of
the
things
hydro
said
to
them.
Is
you
need
to
be
able
to
do
storage?
So
do
you
envision
that,
if,
if
and
when,
actually
more
like,
when
green
13
gets
their
geothermal
project
up
and
running,
some
of
this
storage
would
actually
alleviate
that
concern
that
try
doe
had.

think
the
critical
piece
that's
still
under
development
in
terms
of
technology
to
get
us
to
2050
is
storage
right
in
all
its
forms,
so,
whether
that's
large-scale
utility,
electricity,
storage
or
geothermal
storage,

answer

to
look
at
all
of
these
and
that
we
will
incorporate
all
of
them
whether
it
whether
it
deals
with
hydros
issues,

not
really
sure
we'd
have

look
at
that,

it's

site-specific
location-specific
transformer

we
need
more
information
exactly
on
where,
before
we
can
answer
that
this.

costs

potential
for
finding
willing
partnerships
to
do
it,

I'm
wondering
if
the
report
could
include
a
scan
of
what
conversations
staff

far

talked
to

of
the
majors
like
you

homestead

carpet,
and
things
like
that.

we
know
where
you're
at
in
in
the
community-wide
conversation,
because
I

think
that's
a
big
part
of
the
puzzle
more
than
just
the
cost.

we
add
to
the
conversation
or

do
we
need
to
do
in
our
sort
of
messaging
out
about
transform

to
get
them
engaged
if,

fact,
they're
not
engaging
with
you
at

if
that
could
be

it
would
be
great

us

at
the
political
level

I
mean
the
purpose
of
the
report
is
a
snapshot.
It's
not
a
sort
of
a
back
cast
I
would
say
overall
we're
making
progress.
I
think
we're
doing
better
if
you're
looking
at
different
energy
types,
we're
doing
better
on
the
electricity
side
and
on
the
natural
gas
side,
and
that's
largely
a
function
of
the
fact
that
electricity
costs
are
high
and
so
there's
a
much
better
business
case
for
doing
electricity
projects,
we're
doing
a
lot
of
LED
lighting
retrofits.
We
were
in
the
midst
of
retrofitting
city
hall.

Are
going
to
be
dimmers
installed
in
the
offices
too?
To
address
that
concern?
The
natural
gas
side
is
more
problematic
because
of
the
cost
of
natural
gases
is
quite
low.
It
is
coming
up
as
a
result
of
cap-and-trade,
which
is
improving
the
business
case,
but
the
real
challenge
is
that
the
greenhouse
gas
savings
are
primarily
on
the
natural
gas
side
and
very
much
less
so
on
the
electricity
side
and
our
programs
in
the
past.
When
coal
was
part
of
the
electricity
mix,
if
we
were
able
to
reduce
electricity
consumption,
we
were
also
addressing
greenhouse
gases.

That's
less
so
the
case.
Today
there
are
new
programs
that
have
come
out
and
funding
programs
from
senior
levels
of
government.
There
excuse
me
other
orders
of
government
that
we
will
be
able
to
access
those
are
early
days,
and
so
we
don't
have
a
full
picture
of
what
the
potential
is
for
for
funding
to
help
bolster
business
cases.

But
we
are
looking
at
new
delivery
models
for
our
energy
retrofit
programs
that
will
allow
us
to
scale
up
to
help
meet
the
targets
and
transform
Toronto
right
now
we're
doing
we're
kind
of
chipping
away
at
the
edges,
but
we
recognize
that
we
need
to
ramp
and
scale
up
the
program
significantly,
so
those
funding
mechanisms
that
I've
mentioned
will
will
be
of
assistance.
In
that
regard,
we
are
working
with
our
facilities
management
colleagues
to
look
at
ways
that
how
we
can
better
integrate
energy
retrofit
projects
with
our
standard
state
of
good
repair
program.

a
lot
of
the
work
that
we
do
in
state
of
good
repair
has
an
energy
impact
and
and
because
it's
done
as
a
separate
program,
it's
harder
to
recognize
the
energy
impact
that
that
work
has
so
we're
gonna,
try
and
knit
those
programs
together
better
I've,
been
speaking
with
our
colleagues
in
parks
as
well,
about
similar
measures
for
there,
Grimm
and
I.
Think.
Finally,
as
we've
addressed
in
the
report,
the
citywide
real
estate
review
is
moving
towards
a
more
centralized
facilities.

Think
that's
an
accounting
exercise
more
than
anything
else.
As
long
as
we
can
demonstrate
that
there
are
energy
savings
that
will
accrue
as
the
results
of
a
measure
that's
undertaken
in

building,

finance
that
through
recoverable
debt
and
I,
think
that
will
that
will
potentially
unlock
a
lot
of
money
in
the
the
regular
capital
budget
if
I
can
refer
to
it
in
those
terms,
for
four
divisions
with
capital
responsibilities
to
undertake
backlog
work
that
they
have
and
I
appreciate
that
those
backlogs
they're,
quite
substantial,
okay,.
I

just
want
to
explain
why
I
was
asking
those
questions
because
it,
depending
on
the
area
and
particularly
in
in
in
person,
recreation
that
is
part
of
our
area.
I,
think
this
is
one
of
those
things
that
we
really
need
to
drive
into

the
budgetary
discussion
and
into
and
into
executive
really
full
stop,
because
these
are
the
we
do
need
to
scale
up.
We
would
like
to
see
the
numbers
changing
faster
and
we
can
do
this.
I
We
can
make
an
accounting
rationale
that
its
recoverable
debt,
if
cap
and
trade,
is
going
to
to
make
it
sense
that
that
both
natural
gas
and
hydro
are
give
us
the
the
economic
case
to
do
it,
but
it
brings
us
back
to
what
is
our
capacity,
because
what
we're
looking
at
a
budget
committee
is,
you
know
we
we
say
we
want
more
done.
We
want
more
spending
done,
but
when
they
say
okay,
we
need
to.
I
We
need
to
put
the
human
resources
into
the
capital
unit
to
manage
it
and
get
it
done
and
supervise
it
and
get
it
done.
Well
then,
we
all
stop
and
say:
oh
that's,
too
many
positions,
I
think
I
think
we
need
to
have
a
bigger
look
at
whether
or
not
there's
the
real
capacity
to
scale
up
and-
and
we
have
a
great
conversation
here
and
then
it
hits
the
wall
when
it
gets
to
budget
and

we
have
to
wrap
our
heads
around.

the
item
that
we
can
put
forward,
that
will
be
seen
in
budget

executive

says

can
achieve
what
you
want
to
achieve,

putting

capacity
in

trying
to
achieve
it,
its

capacity
to
ever
not
cost.

slowing
us
down
right

money

we
are
here
on
behalf
of
the
residents
of
Harbor
Boulevard,
to
raise
some
concerns
pertaining
to
the
proposal
to
put
beer
trucks
and
beer
gardens
in
Toronto
parks.
These
concerns
are
based
on
our
experience
with
licensee
I
paddle
adventures
on
the
eastern
beach.
This
is
not
about
the
larger
issue
of
vendors
in
public
parks,
although
I
believe
are
very
full
in
public
debate
about
that
is
sorely
needed.
This
is
about
how
committee
goes
about
putting
vendors
in
parks,
B
of
gardens
in
parks.

Firstly,
the
need
for
community
consult
consultation,
especially
residents
directly
affected,
while
parks
are
for
everybody
and
should
be
some
are
closer
to
them
than
others.
In
our
case,
we
were
roughly
60
feet
from
the
boardwalk,
and
indeed
there
houses
surrounding
most
public
parks.
Actions
taken
in
the
in
in
these
parks
affect
the
residents
directly.
We
woke
up
when
wanting
to
find
a
truck
parked
on
the
beach
obscuring
our
view
and
that
of
many
park
users
here
a
fait
accompli.

When

e-newsletter

RFP

buried
in
the
city's
website.
This
is
clearly
not
enough.
Secondly,
consultation
includes
community
input.
We
suggested
that
several
alternative
sites
for
that
put
the
trailer
of
necessity
after
the
fact,
and
we
were
ignored,
we
learned
even
the
parks
department
didn't
approve
of
the
location
of
that
tin
can,
as
one
gentleman
in
that
department
put
it,
no
one
was
consulted.
It
landed
on
our
boardwalk
by
Fiat.

What
could
what
could
have
been
a
win-win
situation
by
placing
the
trailer
at
the
foot
of
Silver
Birch,
for
example,
what
are
suggested
locations
ended
in
rancor
and
an
attempt
to
smear
is's
NIMBYs?
We
reiterate,
we
don't
object
to
businesses
in
public
parks.
We
object
to
the
location
of
the
truck
and
the
petition
that
accompanies
this
presentation,
with
more
than
300
signatures
and
attained
in
less
than
a
week
proves.
We
are
not
alone
in
objecting
to
the
location
of
container
truck
in
that
in
the
waterfront.

consideration
should
be
given
to
how
our
parks
are
already
being
used,
unlike
Philadelphia,
where
folks
are
afraid
to
go
into
their
parks.

of
our
parks
are
particularly
our
older
parks
are
very
busy
year-round
with
hikers
walkers
dog,
walkers
runners,
Vick
nickers
schools,
kids,
sports
class
cross-country
skiing
and,
in
our
case
swimmers
when
looking
to
animate
our
parks.
Perhaps
the
focus
should
be
of
this
initiative
should
be
the
lesser
you
suburban
parks
or
the
newly-minted
condo
parks,
rather
than
those
which
are
already
packed
in
the
Sun.

should

given
to
the
aesthetics
of
the

toilets
that
are
inevitably

blight

citizens
are
already

from
using
their

the
local
businesses

appreciate

walking
a
block
to
get

was
no
groundswell
of
citizens
demanding

goodwill

reputations
of

of
the
successful
vendors
that
we

hard

to

at
what

for
vendors
that
are

year
and
for
special
events,

with

in
