to
make
sure
that
everyone
has
a

condolence
motion,
and
this
is
in
regard
to
our
our
counselor
colleague,
Ron
Moser.
So
today
we
have
the
flowers
here
as
a
remembering
several
of
counselor
Moser
and
just
taken
a
few
minutes.

You,
madam
chair
I,
think
many
of
us
at
this
Community
Council
and
our
entire
council
said
reflected
at
our
full
council
meeting
and
I
I.
Think
that,
in
addition
to
that
to
pause
now
and
think
about
the
contribution
of
one
of
our
colleagues,
who's
dedicated
two
and
a
half
decades
of
his
life
from
when
his
children
were
born
to
basically
when
they
got
married,
is
fitting
for
the
amount
of
work
and
contribution
the
councillor
Moser
made
I.
Think.
As
we
all
know,
councilor
Moser
got
active
with
his
local
rate
payers.

Association
I
think
like
many
episodes,
he
was
just
a
private
citizen
wanting
to
make
his
community
better
and,
as
happens
to
many
people,
he
became
a
member
of
his
West
Rouge
Community
Association.
He
then
became
the
president
of
the
West
Ridge
Community
Association.
He
then
got
involved
with
a
coalition
of
Scarborough
community
associations
and
eventually
ran
for
office,
I
believe
as
1987.

If
my
memories,
correct,
might
be
19,
888
and
since
then
gave
25
years
of
his
life
to
making
his
part
of
Scarborough
even
more
beautiful
than
it
already
is
because
he
was
in
a
part
of
Scarborough.
That
is
very
special
when
you
look
across
the
city,
I'm,
not
sure,
if
there's
many
other
words
that
have
as
much
park
space
as
that
Ward,
we
are
all
blessed
with
I
would
say
more
park
space
than
many
of
our
colleagues
across
the
entire
city,
but
certainly
councilor
Moser
was
in
the
the
genesis
of
the
Rouge
National
Park.

It
was
their
Rouge
muck,
the
Rouge
Marsh
and
the
concerns
of
the
residents
there.
That
upstream
development
was
going
to
hurt
the
river
system
and
the
forest
and
the
wetlands
and
the
wetland
that
was
down
at
the
mouth
of
the
Rouge
River
that
started
the
proposal
to
create
a
joint
national
provincial
Park
in
the
Rouge.
It
was
in
this
council
chamber
where
we
had
hundreds
and
hundreds
of
meetings.

Sorry
people
come
to
meetings
to
make
sure
that
this
area
was
entry's
owned,
because
the
application
back
then
was
to
rezone
all
5000
acres
into
an
urban
area.
They
even
I
saw
the
the
conceptual
community
plans
that
showed
this
part
of
the
National.
Park
would
be
a
subdivision.
This
part
would
have
plazas
over
here
would
be
a
school
here
would
be
a
major
road.

We
had
the
east
Metro
transportation
corridor,
an
eight-lane
highway,
going
through
right
through
the
middle
of
this
area
through
the
Finch
meander,
which
is
was
designated
at
that
time
by
the
World
Wildlife
Fund
as
a
critical,
unprotected
Carolinian
forest
of
national
significance.
So
we've
gone
a
long
way
from
proposing
to
build
highways
through
forests
that
that
the
World
Wildlife
Fund
intervened
to
try
and
protect
to
where
we
are
today
and
I.
Think.

More
athletic
of
us
like
to
do
when
they
have
their
marathons
actually
run
a
marathon
across
the
north
shore
of
Lake
Ontario
across
the
city
of
Toronto
along
our
waterfront
councillor,
Moser
has
started
that
journey
and
I
think
it's
up
to
us
to
finish
it.
So
madam
chair
I
would
just
like
to
tip
my
hat
to
councilor
Moser
I
hope
that
we
will
all
be
as
fortunate
to
leave
a
legacy
as
good
as
councillor
Moser
has
left
us
have
left
us.

He

it
his
life's
ambition
to
protect
that
quality
of
life
and
he
held
office
at
a
time
when
the
population
of
Toronto
was
expanding
very
rapidly
and
it
was
moving
into
lands
that
were
empty
or
underutilized,

lot

those
lands
were
in
Ron's
area.
And
when
you
visit
that
part
of
Scarborough
today,
you
would
realize
that
the
quality
of
life
has
remained
remarkably
stable
and
I.
Think
that
if
you
understand
the
challenge
that
Rong
faced
and
the
way
in
which
he
meticulously
reviewed
all
the
development
applications
in
that
area.

And
when
you
look
at
the
the
projects
that
he
personally
supported
and
drove
I,
think
that
you'll
gain
an
appreciation
of
his
contribution
to
political
life,
not
only
in
his
area
Scarborough
but
in
Toronto.
I.
Think
that,
frankly,
that
was
his
mission
in
life
and
he
accomplished
it
and
a
lot
of
people
should
say
thank
you
to
him
for
that.
I
certainly
do
this
morning.

Wonderful,

and
many
others

seek
I,

None
I'll,
just
say
that
you
know
with
with
counter
modes
are
in
his
wife,
especially
with
Heather
in
the
family.
They
were
so
supportive
of

his
role

activities
in
the
community

the
job
that
he
did
for
that.
That
particular
commute
community,

also
I,
found
that
he
was
just
an
honest
person
at
anytime.

counselors,
we
have

very
close

camaraderie
with
Scarborough
community
council
and
we've
either
worked
in
politics
and
prior
prior
careers,
or
we've
worked
for
other
politicians
and
and
worked
for
other
levels
of
government.
So
it's
a
very
interesting
dynamic
that
we
actually
have
in
Scarborough,
and
it's
very
special
and
I
find
that
it's
very,
very
different
from
other
parts.
Now
that
we've
been
alga,
mated
and
even
other
parts
of
of
Ontario
I
think
that
Scarborough
Council
has
always
had
that
unique
element
to
it.

I
would
always
say
that
about
about
councillor
Moser,
that
I
could
either
trust
him
to
with
his
word,
but
also,
if
he
wasn't
in
favor
of
it.
He'd
give
you
the
reasons
why.
So
he
really
had
a
lot
of
honor
in
that
way,
and
so
I
just
really
want
to
remember
him,
and
today
we
have
these
divides
and
the
flowers
here
and
remembrance
of
him
and
we're
going

take
a
moment
of
silence,
but
also
I

everyone

he

I'd
like
to
thank
the
council
once
again
for
allowing
me
the
opportunity
to
speak
here
again
at
the
last
council
meeting
on
January
17
2017.

decision
with
respect
to
the
removal
of
this
tree
was
deferred
because
the
City
arborist
was
concerned
when
I
reported
that
that
the
root
plate
there
was
a
blue
plate
movement
during
windy
events
right.

so
this
one
was
referred
to
today
for
the
opportunity
for
the
proto
City
arborist
to
come
and
inspect
the
property
for
the
tree
in
April
after
the
spring
thaw
and
during
a
windy
event.
Mr.
mark
Ventresca
came
out
yesterday
from
from
urban
forestry
to
inspect
the
tree
and
reported
back
to
my
Harbor
as
the
tree
was
in
sound
shape.
However,
the
wind
speed
yesterday
was
minimal,
with
maximum
gusts
of
only
up
to
41
kilometres
an
hour,
so
he
could
not
have
possibly
absorbed.

life

that
it
was
one
of
the
best-kept
secrets
of
the
city
was
something
we
kind
of
enjoyed.
We
didn't
really
want
anybody
else
to
enjoy
that,
but,
unfortunately,
that
time
is
over.

have
seen
in
my
local
area
of
the
last
number
of
years,
a
lot
more
people
coming
down
and
enjoying
Scarborough
Bluffs
Park,
and
a
lot
of
that
has
to
do
I.
Think
in
the
last
five
or
six
years
with
social
media
and
Google,
the
fact
people
can
just
pick
up
a
phone
and
go
anywhere
in
the
world
and,
of
course,
across
the
city.
What
that
has
meant
number
one
we're
getting
a
lot
more
people
down
to

bluffs
Park
and
to
the
parks

in
that
area
in
general,
which
is
a
good
thing.

have
wonderful
city
parks
and,
as
we

mentioning
with
our
tribute
to
councillor

that
part
of
the
city
and

my
ward,
is
one

greenest
parts
of
the

we
love
the
fact

there

lots
of
parks
out
there
and
we
love
the
fact
that
people
are
coming
down
to
visit
those
parks.

one
of
the
challenges
we've
been
having
with
with
bluffers
Park
and
actually
the
Scarborough
Bluffs
Park,
which
is
part
of
what
we're
here
for
today,
is
there's
been
a
bit
of
confusion
over
the
last
couple
of
years.
So
when
somebody
throws
into
Google
Scarborough
Bluffs
it
directs
them
not
down
to
bluff
is
Parker.
The
actual
name
by
the
way
is
bluffers
Park
Scarborough
bluffers
Park
the
park
which
is
down
below
the
park
on
the
top,
is
called
Scarborough
Bluffs
Park.

So
when
people
put
in
the
name
in
Google,
it
sends
them
to
the
park
up
top.
Now,
that's
a
very
small
park
really
more
for
community
use.
It's
not
very
large,
not
a
lot
of
parking,
but
what
we've
been
finding
over

couple
of
years
that
lots
of
people
have
been
coming
to
this
park,
they
get
to

top
they
park,
they
bring
out
the
picnic
baskets
and
they
actually
start
enjoy
the
park,
and
then
they
realized.

let's
go
down
to
the
two
bluffers

go
down
to
the
beach!

access
you're

couple

hundred
meters
up,
but
they
see
these
informal
trails
that
have
been
there
for
many
many
years

what's
happening
is
people
are
actually
starting
to
want
to
go
down
to
the
to

beach,

unsafe
thing
to
do.
We
had
last
year
or
generally
yearly
over
20
rescues
off
Scarborough
Bluffs.
In
fact
it
was
one.
Last
week,
the
first
one
of
the
season
that
happened,
so
we've
been
looking
with
staff
to
figure
out.

How

we
manage
all
of
these
challenges
of
again
having
it's
a
good
challenge
to
have
it's
a
popular
Park?
Now
people
are
coming
to
that.
One
of
suggestions
we
are
doing
is
to
change
the
name
from
Scarborough
Bluffs
Park
to
Scarborough
Crescent
Park.
It
sounds
like
a
simple
change,
but
in
fact
we're
hoping
that
that
will
be
a
big
change
when
people
want
to
get
down
to
bed.
At
least
if
you
want
to
get
down
to
the
the
park
at
the
bottom
and
enjoy
the
beach,
you
will
get
there
through
Google.

this

that
we've,
our
staff,
have
been
working
with
Google,
and
this
is
one
of

changes
we're
looking
at
doing
to
get
people
again
to
where
they
want

necessarily

how

the

popularity

things
that

looking

on
the

of

with
the
owners
of
met,
one

two
met
agree
in
place
for
almost
ten
years
and
throughout
this
entire
time,

think
they
have
worked
really
closely
with
the
city
in
delivering
important
public
infrastructure.
They've
delivered
a
new
Street
network,
they
deliver
the
public
park,
they've
delivered
new
rental
housing
and
they've
delivered
two
very
attractive
well
designed
buildings
which
are
currently
under
construction.

at
the
development
context-

next

shows
you
what's
in
the
area-
it's
not
so
clear,
but
the
building's
existing
buildings
on
the
west
side
of
Markham
Road
are
between
15
and
19
stories,

rising
to

stories,

see
that
what
we're
looking
at
in
terms
of
the
new
development
is
a
very
different
built
form
all
the
development
tall
