A
Good
morning,
everyone
welcome
if
I
can
have
you
take
a
seat
and
we're
gonna
bring
the
room
to
order.
Welcome
to
meeting
number
28
of
the
Tron
East
Shore
community
council,
the
chair
and
the
members
would
like
to
gratefully
acknowledge.
That's
wrong.

Are
there
any

the

A
Please
have
a
mover
to
confirm
the
minutes
of
October

so
moved
members.
We
will
be
starting
members
of
the
public
who
are
here
to
depute
on
a
particular
item.
Please
see
the
clerk.
We
want
to
make
sure
that
our
speakers
list
is
updated.
So
we
can
acknowledge
you
when
that
item
comes
to
be
heard

Going
to
move
the
staff
recommendation
in
a
brief
comment:
I
want
to
thank
city
staff
for
the
work
on
this.
This
is
the
next
stage
call
for
proposals
to
select
the
three-person
jury
in
the
past.
I've
found
that
far
too
often,
the
artists
and
the
juries
have
been
dominated
by
all
white
male
panels
in
Jersey,
and
so
staff
have
assured
us
that
in
this
process
they
will
be
prioritizing
equity
seeking
groups
and
with
that
I
want
to
thank
staff
and
move
the
recommendations.

Emotion
if
it
can
be
put
on
the
screen
and
and
this
is
to
ensure
that
the
draft
is
posted
by
the
end
of
November,
along
with
the
summary
of
comments
to
bring
forward
a
final
report
in
the
first
quarter,
I'll
just
say
a
few
brief
words.
First
I
want
to
thank
our
city
staff
in
particular
Linda
McDonald,
who
is
doing
three
jobs
at
the
moment
for
the
tremendous
amount
of
work
they're
doing
this.
Last
month,
you'll
recall,
we
passed
the
Heritage
Conservation
District
within
King
Spadina.
This
brings
the
secondary
plan.
C
B
C
A
C
A
A
A
And
I
would
move
I
don't
need
the
actual
motion
because
it
would
have
been
moved
the
first
time
around,
because
this
is
an
extension.
So
we
did
all
that
we
put
them
through
the
wringer
the
first
time,
all
those
in
favor
I'll.
Sorry,
there's
a
request
for
a
recorded
vote
hands
up.
If,
for
those

D
A
Absolutely
Kel,
sir
Mello,
and
we
actually
do
more
than
than
just
adopt
the
staff
recommendation
oftentimes
with
all
the
construction
staging
request
for
road
and
sidewalk
keep
and
cease.
We
work
with
the
transportation
staff
as
well
as
the
applicant
to
push
them
back
on
their
site
as
much
as
possible.
You
will
see
that
there's
now
the
introduction
of
second-story
staging
that's
starting
to
take
place
in
many
parts
of
the
downtown
community.
That
is
some
of
our
work
as
well.
We're
asking
them
to
build
on
site.
Do.
A
Yes,
absolutely
we've
done
everything
we
can
and
I
know
that
transportation
right
of
weight
management
staff
also
work
really
hard
in
making
sure
that
there
is,
as
as
as
short
of
a
period
of
time
of
impact
as
possible.
I
also
recognize
that
this
is
something
that
the
community
has
been
feeling
very
sensitive
to,
so
there's
a
lot
more
scrutiny
in
the
downtown
communities
and
their
husband
in
the
past.
My.
D
Last
question
to
you
is:
have
you
received
the
same
advice
as
I
have
and
I
believe
many
of
us
have
had
that?
If
you
simply
like,
let's
say
you
just
wanted
to
be,
you
know
just
know
and
hope
that
thing
to
works
out
that
there
is
a
significant
chance
that
that
the
developer
could
turn
around
sue
the
city
and
get
their
way
without
even
your
ability
to
help
manage
it
or
mitigate
the
the
negative
impacts
that.

all
the
way
down.
Please
all
the
way
to
the
bottom
is
that
to
the
bottom,
we
will
be
adding
nine
new
addition
conditions
to
the
staff
recommendations,
which
is
what
we
generally
do,
9
additional
conditions
that
the
staff
have
not
done
all
those
in

of
the

any

ok
I
just
want
to
make
sure
that
okay,
not
a
problem,
so
this
is

by
Councillor

all
those
in
favor
any

that

Thank
you
very
much.
I
just
didn't
want
us
to
move
ahead
without
you,
following
with
us
councillor,
Fletcher,
okay,
good.
So
we
are
now

item

parking
prohibitions

Happy
to

I.

just

if
you
haven't
gone

the
waterfront
to
see
the
new
you're,
the
former
York
off-ramp,
where
the
park
is
going
to
be
in
Ward

It
is
spectacular,
it
is
so
large.
You
have
no
idea
so
a
real
kudos
to
the
Ward
28
team
on
this.
Okay,
all.
A
A
B
I'll
move
adoption
of
the
recommendations
and
also
with
a
note
to
say
there
was
a
supplementary
attachment
added
to
the
report
and
it
highlights
where
the
additional
bike
lane
infrastructure
will
be
on
Woodbine.
At
the
north
end,
there
will
be
a
bike
box
and
some
other
features
that
will
be
installed
in
the
spring
and
additional
green
infrastructure
along
the
boulevards,
so
I'm
pleased
to
introduce
it
or
to
move
adoption.
Thank
you.
Wonderful.

D
D
So
a
long
time
ago,
I
I
came
to
transportation
staff
as
they
were
sort
of,
probably
even
before
the
vision,
zero
and
I
should
have
started
up
and
I
was
asking
about
some
of
the
best
practices
that
I've
observed
around
the
world.
Ings
you
know
close
to
home,
and
one
of
the
things
I
asked
about
was
that
the
actual
marking
on
the
ground.
D
D
A
H
Also
in
an
interesting
note,
there
was
a
really
great
book
I
believe
it
was
a
nudge,
it's
a
great
book
that
was
written
on
on
choice,
architecture
and
what
they
actually
there
was
an
experiment
from
from
the
west
coast
of
the
US
that
had
Chevron's,
you
know
the
Chevron's
on
highways
and
they
started
putting
them
closer
and
closer
together.
So
instinctively
you
think
that
you're
going
faster,
so
you
slow
down
and
the
experiment
worked
and
three
day
was
a
three-dimension.
They
did
a
similar
one
with
three-dimensional
speed
bumps
it's
pretty
neat
stuff.
Thank.
A
You
very
much
co-counsel,
a
and
I
can
see
that
this
item
is
going
to
generate
a
lot
of
excitement
and
energy.
It
is
still
it
is
still
a
quick
item,
all
those
in
favor
of
the
recommendations
in
the
letter
any
opposed
that
carries.
The
next
item
is

with
the

I
know:

B
A
H
A
E
A
A
A
B
I'd
like
to
release
the
item
number
47,
with
the
brief
comment,
and
then
we
can
have
the
recorded
vote
and
move
this
agenda
further,
along,
as
we
have
lots
of
people
here,
waiting
to
get
to
have
their
business
dealt
with.
So
my
only
comment
is
that
I
have
nothing
but
the
greatest
of
respect
for
the
councillor.
Wong-Tam
and
I've
explained
my
position
on
this
issue
to
her,
and
if
people
want
to
vote
against
it,
they
can
because
this
is
a
democracy
and
we
have
the
right
to
vote
against
things.
B
A
All
those
in
favor
councillor,
Madeline.
D
I
know
I,
know
councillor
Wang
Tam,
along
with
all
of
us,
I
believe.
With
that
exception,
don't
want
to
see
a
single
curb,
Lane
occupied
or
a
sidewalk
or
any
public
space
for
that
matter
for
any
period
of
time
by
a
developer,
I
think
it's
fundamentally
wrong
that
a
developer
who's,
perhaps
making
millions
of
dollars
should
in
some
way
have
the
right
to
take
over
public
space.
D
It's
just
there's
something
wrong
about
that
and,
as
we
all
know,
it
gets
in
the
way
of
people's
ability
to
get
around
the
city
to
get
home
on
time,
to
get
to
work,
to
get
to
school,
etc.
We
have
moved
motions
and
supported
them
at
Council
to
increase
fines
and
curb
hogs,
to
look
at
ways
to
legally
mitigate
or
prohibits
the
ability
of
developers
to
continue
with
this
practice
and
more
more
than
not
work
on
their
site
entirely.
D
But
the
reality
is
that
we
have
two
choices.
When
we
are
faced
with
these
questions,
we
can
take
a
populist
position
and
just
say
no
and
then
let
it
end
up
in
court
and
let
the
developer
create
the
narrative
of
what
they
are
expecting
and
what
they
are
choosing
and
then
they
get
what
they
want
and
they
successfully
sue
the
city.
D
D
D
Think
it's
important
for
that
to
be
said
and
I
encourage
all
of
us
to
continue
working
in
an
honest
way
to
be
able
to
protect
the
public
interest
when
we
are
faced
with
these
difficult
decisions
and
I
want
to
give
kudos
to
this
counselor
for
not
taking
the
easy
way,
not
making
some
speech
just
against.
You
know
the
whole
world
and
then
just
say
no
and
hoping

an

with
respect
to

You
for

I

now

as

I,
must
open
my
remarks
by
requesting
that
the
East
York
community
council
not
approve
the
staff
report
recommending
approval
of
this
development
application
in
its
current
form.
First
off
I
am
concerned
that
the
statutory
public
meeting
has
not
been
adequately
publicized
and
us
residents
have
not
had
the
adequate
opportunity
for
participation
in
this
process.
L
The
planners
report
was
only
made
available
two
weeks
ago,
and
this
statutory
public
meeting
has
still
not
been
listed
on
the
city
of
city's
own
web
page
for
the
development
application.
Additionally,
given
the
high
level
of
interest
and
concern
raised
at
prior
community
meetings
and
the
high
level
of
volume,
with
four
five
hundred
and
four
recent
signatures
to
a
petition
that
only
began
to
circulate
on
Saturday,
an
immediate
delay
of
this
decision
is
in
order.
L
Secondly,
I
would
like
to
request
that
the
East
York
Community
Council
direct
City
Planning
to
redraft
the
final
report
to
include
both
an
equity
impact
study
and
an
analysis
of
the
application
from
a
neighbourhood
lens
respective
of
the
designation
of
South
Park
as
a
neighborhood
improvement
area
under
the
strong
neighbourhood
strategy.
As
the
TSN
s
state's
a
core
goal
is
to
ensure
that
new
investments
are
relevant,
sustainable
and
strategically
targeted
to
the
inequalities
that
the
neighbor
that
a
neighborhood
is
facing.
It
advocates
for
a
neighborhood
lens
and
evaluating
how
City
policies
and
decisions
are
made.
L
Given
that's
that
council
approved
the
TSN
s
and
cities
and
City
Planning
sits
on
a
Toronto's
directors
table
I
would
ask
that
the
City
Planning
meaningfully
respect
the
city,
approved
policy
and
action
plan
and
reflected
in
the
application
review
process
out
of
thirty-one
Naas

the
city.
Only
three

located
in
the
area
of
the
Toronto
East,
York,
Crescent,
Park
region
park
and
south
park.
Though
sorry
South
Park,
though
itself
has
an
equality
score
of
33
out
of
respective
of
the
city's
own
designation
as
a
ni.
L
A
South
Park
del
should
be
given
special
consideration
in
development
evaluation
of
this
application.
It
has
not
been
mentioned
in
the
staff
report.
Secondly,
I
must
raise
my
objections
to
the
conclusion
in
the
final
report
that
the
application
is
acceptable
with
703
luxury
condominium
units,
but
not
one
unit
of
affordable
housing
on-site.
The
provision
of
affordable
housing
is
the
number
one
need
expressed
by
residents
in
South
Park
Dale.
The
need
is
extremely
well
documented.
1,200
households
in
South
Park
are
on
social
housing
waiting
lists
due
to
land
speculation.
L
Escalated
by
developments
such
as
this
proposed
development
rents
are
being
increased.
An
affordable
rental
such
as
rooming
houses,
are
being
lost
at
concerning
rate
in
the
early
2017,
the
parked
on
labored
land
trust
documented
and
published
a
study
that
that
addressed
their
that
that
showed
that
we
have
lost
350
rooming
house
units
in
the
lot
in
the
last
10
years.
We
believe
800
additional
units
are
currently
at
risk.
The
impact
on
vulnerable
residents
is
horrific.
The
cost
of
inaction
is
massive.
L
Additionally,
the
development
development
does
not
adequately
provide
a
full
range
of
housing,
as
mandated
in
the
provincial
Planning
Act
staff
conclude
in
their
report
that,
through
the
section
37
contribution
dedicated
to
affordable
rental
housing,
the
proposed
development
meets
the
housing
policies
of
the
official
plan
by
providing
a
full
range
of
housing
in
terms
of
form,
tenure
and
affordability,
while
affordable
rental
housing
is
an
appropriate
target
benefit.
This
small
payment
should
not
be
accepted
in
the
place
of
the
provision
of
affordable
units
in
the
development
itself.
L
The
development
should
not
be
approved
without
a
full
range
of
housing.
Within
this
development,
this
development
will
increase
the
number
of
dwelling
units
in
South
Park
by
6.6
percent.
It
is
unfaithful
to
imagine
that,
in
the
middle
of
a
housing
crisis,
this
council
will
approve
this
development
without
any
affordable
housing
units.
Furthermore,
the
recommendation
of
2.1
million
section
37
community
benefit
contribution
is
inadequate
when
viewed
in
relationship
to
the
scale.
L
This
development
and
this
rezoning
is
approved
city,
will
grant
the
heightened
density
to
increase
much
greater
beyond
the
zoning
bylaw
would
otherwise
permit
for
both
in
the
case
of
both
sites,
it's
above
40
meters
of
what
is
allowable.
Currently,
in
fact,
a
large
majority
of
the
residential
units
are
proposed
above
the
permitted
height.
If
this
application
is
brought
to
this
council
for
approval,
the
section
37
community
benefit
should
be
more
substantial.
L
How
substantial
it
should
be
closer
to
sixteen
point:
nine
million
in
the
two
or
three
and
two
or
three
years
we
will
have
inclusionary
zoning,
which
will
see
all
developments
of
this
size
mandated
to
include
around
15,
affordable
units.
This
would
represent
one
hundred
and
hundred
and
six
units
in
the
development
or
six.
Sixteen
point:
nine
million
cash
in
lieu
for
off-site
for
off-site
housing.
The
current
proposal
provides
only
12%
of
this.
If
we
acknowledge
the
housing
crisis
is
real,
which
I
believe
we
all
do.
L
It
is
both
an
equitable
and
bad
City
planning
to
approve
this
application
in
its
current
proposed
form.
Now
I'm,
not
anti
development.
Your
final
thought,
please
sure
I'm,
not

tell

to

We

of
the

M
We
wish
to
express
our
objection
to
the
1182
1221
King
Street
West
rezoning
application
by
lifetime
developments
as
it
stands.
We
are
deeply
concerned
about
the
impact
of
a
703
unit,
luxury
condo
development
in
our
neighborhood,
particularly
because
none
of
those
units
will
be
affordable
at
the
Dale.
Most
of
our
friends
are
low
income
and
many
are
under
house.
Over
the
last
number
of
years
it
has
become
increasingly
difficult
to
find
affordable,
suitable
housing
within
Parkdale,
and
some
of
our
friends
have
been
forced
out
of
the
neighborhood
in
order
to
be
housed.
M
One
friend
found
housing
in
Scarborough
and
would
walk
three
and
a
half
hours
back
to
Parkdale
in
order
to
come
to
the
Dale
and
other
communities
that
he
called
home.
What
part
Dale
needs
is
more
affordable
housing
units,
not
a
development
of
exclusively
luxury
Kahn
housing
is
not
a
luxury,
it
is
a
necessity.
We
understand
that
councilor
parks
has
negotiated
a
section
37
settlement
of
2.1
million,
with
1.9
million
to
be
set
aside
for
affordable
housing.
M
We're
concerned
about
the
lack
of
transparency
in
the
method
of
determining
this
settlement
and
believe
that
it
does
not
adequately
compensate
for
the
impact
that
this
luxury
condo
development
would
have
on
Parkdale
neighborhood.
We
understand
that
the
City
of
Toronto
is
moving
towards
inclusionary
zoning
that
would
require
10%
of
each
new
development
exceeding
20
to
60
units
to
be
affordable.
We
request
that
the
lifetime
development
set
a
precedent
for
future
developments
in
our
neighborhood.
M
Given
that
Parkdale
is
a
neighborhood
improvement
area,
the
percentage
of
units
to
be
affordable
should
be
15
to
20
percent,
which
would
translate
to
a
minimum
of
a
hundred
five
affordable
units
in
the
lifetime
development
for
an
equivalent
value
of
cash
in
lieu.
In
summary,
we
do
not
support
this
application
and
ask
that
more
time
be
taken
for
consideration
of
the
unique
needs
and
values
of
the
Parkdale
neighborhood.
M
We
call
upon
the
Toronto
East

Council,
the
City

Office
and
the
Ward

counselor's
office
to
reevaluate
the
impact
that
this

would
have
on

and
readjust
the

settlement
accordingly,

my

is
David
Ross
I'm,
the

a

to
the
Goliath
called
lifetime

specifically,
if
there's
only
application
for
the

of
Dufferin
and
King.
Why?
Because
its
development
threatens
my
community?
What
is
community,
however,
is
a
place
where
people
appreciate
a
person's
true
wealth,
namely
his
or
her
personal
character,
and
not
how
much
money
that
person
has

doesn't
have.
It's

M
Friends

of

There's

in
the
area.
It
won't
be
there,
a
friends
start
rising
or
continue
to

because
of
this

That's
what's
unique
about
Parkdale,
it's
unique
in
a
society
that
confuses
community
with
marketplace
and
value
with

as
opposed
to
the
marketplace
caricature
that
lifetime
is
proposing
with
the
gentrifying
economic
colonialism
of
the
area,
colonization
of
the
area.
M
What's
our
development
is
needed
here
this
face
to
develop
himself
as
a
many-sided
human
being.
This
is
the
sort
of
development
that
is
necessary,
both
individually
and
collectively,
a
development
that
values,
vulnerability,
tenderness
and
sensitivity
that
understands
that
life
is
an
experience
to
be
had
not
a
product
to
be
branded
and
marketed.
Parkdale
is
a
David
fighting
against
a
Goliath.
M
It's
only
weapons
are
the
power
of
its
imagination.
The
capacious
list
of
its
mind
and
sensitivity
to
truth
and
beauty
lifetime
does
not
want
to
be
part
of
a
community
building
process
who
wants
to
tear
it
apart.
It
wants
to
contribute
to
the
city's
ever-growing
income
disparity

from
a

Members
of
the
public,
please
I'm
good.
This
is
my
third
warning.
Please
I
advise
you
not
to
applaud.
If
you
want
to
throw
up
your
jazz
hands,
you
can
try
that,
but
there
is
no
applause
and
and
no
remarks
when
the
speakers
are
speaking
actually
before
you
go
away.
Sir
David.
Are
there
any
members
of
the
committee
who
have
questions
for
our
speaker
No?
Thank
you
very
much
for
your
deputation
David
Jim
Gilbert
is
our
next
speaker.
K
Good
morning,
my
name
is
Jim
Gilbert
and
I've
been
a
resident
of
Parkdale
for
over
12
years
now,
I'm
speaking
here
today
to
urge
council
to
deny
the
rezoning
application
of
lifetime
developments
1182
through
12
21
on
King
Street
West.
My
objection
stems
from
the
belief
that
this
development
represents
an
alarming
precedence
and
a
threat
to
the
very
heart
and
soul
of
what
makes
Parkdale,
vibrant
and
unique
this
community's
energy,
its
diversity
authenticity,
an
incredible
sense
of
pride,
should
be
held
up
as
an
example,
as
Toronto
continues
to
grow
in
both
size
and
global
reputation.
K
However,
instead
we
are
now
seeing
once
again
our
politicians
back
down
to
developers
and
planners
who
have
no
consideration
or
indeed
no
interest
in
building
a
project
that
in
any
way
reflects
the
people,
history
and
values
of
the
neighborhood.
The
condo
boom
has
undeniably
changed
the
face
and
character
of
this
city.
However,
we
must
ask
ourselves:
has
this
type
of
development
been
for
the
better?
The
proliferation
of
these
vaulting
glass?
Forests
has
slowly
turned
once
distinct,
eclectic
neighborhoods
into
homogenous
worker
hives,
anchored
in
materialism
and
consumerism.
K
This
mode
of
thinking
is
the
absolute
antithesis
of
Parkdale.
I
have
lived
in
many
cities
and
can
unequivocally
say
there
is
nothing
quite
like
it.
Park
Dale's
greatest
gift
is
that
it
challenges
you
to
be
a
better
person.
It
fosters.
Empathy
makes
you
listen
forces
you
to
see
people
beyond
how
they
might
look
or
behave.
It
appeals
to
your
better
angels
what
in
an
invaluable
contribution
that
is
every
day
I
step
outside
of
my
door.
I
am
wonderfully
confronted
by
my
fellow
parked
aliens.
One's
attention
is
demanded.
K
Some
days
it
might
be
in
the
form
of
Roma.
Kids
on
BMX
is
almost
knocking
me
over
others.
It's
Danny
asking
me
if
I've
got
a
quarter,
maybe
it's
Rory,
a
talented,
singer-songwriter,
loved
and
revered
in
Park,
Dale's
music
venue
saying
what's
up
Gilbert
somedays,
it's
a
fight,
others,
it's
an
embrace.
Maybe
it's
a
shared
joke
by
Tibetan
men
that
will
stay
with
me
for
days
as
I
wonder
what
made
them
weep
with
laughter
or
it
was
nav
sandy,
nav,
smile
and
wave.
K
K
He
utterly
endeared
himself
to
our
community.
He
struggle
with
addiction
and
mental
health
issues,
but
we
adored
him
when
nav
Alost
his
housing
and
subsequently
died
on
the
streets
from
exposure.
The
neighbourhood
was
devastated.
It
was,
though,
a
family
member
had
left
us,
for
that
is
truly
what
you
feel
in
Parkdale
that
you
were
part
of
a
big,
crazy
funny:
human
queer,
flawed
family
of
brothers
and
sisters
from
every
walk
of
life.
Our
collective
weirdness
is
our
strength.
K
K
It's
blatantly
apparent
that
lifetime
doesn't
give
a
damn
about
our
community
or
its
priorities
and
needs
the
absolute
absence
of
any
kind
of
affordable
housing
makes
that
adamantly
abundantly
clear.
They
are
corporate
colonialists
who
seek
profit
by
cultural
extraction,
the
people
who
have
been
in
the
trenches
of
Parkdale
fighting
for
a
more
equitable
Society,
the
new
immigrants
who
grind
out
a
life
for
their
families
every
day,
the
working
poor,
mental
health
survivors,
the
entrepreneurs,
the
artists
and
musicians.
K
All
of
these
narratives,
on
which
the
community
is
built
lifetime,
now
seeks
to
appropriate
and
reduce
to
cheap
icons
and
slogans
to
sell
investment.
We
as
a
community
deserve
better.
There
is
a
richness
of
human
experience
here
that
should
be
vigorously
protected
and
promoted.
The
city
needs
more
Parkdale.
The
world
does
help
preserve
the
essence
of
this
neighborhood
fight
for
it,
unfettered
development
and
displacement
doesn't
have
to
be
the
norm.
We
all
know
this
to
be
true.
A
Members,
members
of
the
public
I'm,
going
to
ask
once
again
to
refrain
that's
right:
I
want
to
see
those
hands
up
in
the
air.
Thank
you
very
much.
That's
good!
Thank
you.
Thank
you
very
much
for
your
deputation.
Are
there
any
members
with
questions
for
the
deputed?
No
seeing
none.
Our
next
speaker
is
Liam
Barrington
Bush
Liam.
Are
you
here,
yep
welcome.
N
Grew
up
in
Parkdale,
Dowling
and
Leopold
the
people,
the
experiences,
the
insights,
the
appreciation,
realities
of
a
range
of
other's
living
experiences,
they're
very
different
to
my
own,
influenced
and
shaped
me
in
ways
that
I'll
never
be
able
to
describe.
They
still
do
today.
I
moved
away
from
the
neighborhood
a
number
of
years
ago,
I
lived
abroad
and
I've
only
come
back
recently
and
I've
come
back
recently,
specifically
because
I've
been
seeing
these
sorts
of
things
going
on
here.
N
This
is
a
neighborhood
that
has
been
so
important
to
me,
like
so
many
others
here
and
outside
of
this
room,
and
even
after
ten
years
away
when
I
was
starting
to
see
the
changes
coming
back
in
on
visits
to
visit
home
visits
in
the
neighborhood
I
decided
I
wanted
to
come
back
and
be
some
some
small
part
of
of
preventing
the
kinds
of
things
that
lifetime
developments
is
trying
to
push
through
in
this
neighborhood
I
don't
want
the
place.
I
grew
up
to
become
rich
or
white
or
blander
than
it
has
ever
been.
N
There
are
the-
and
there
are
many
reasons
why
why
we're
opposing
this
you've
heard
a
number
of
them
today.
You've
heard
a
number
of
them
in
previous
meetings
and
in
other
spaces
articles
have
been
written
there.
There's
a
lot
of
information
out
there
about
what's
at
stake
in
Parkdale,
the
condo
is
not
the
whole
problem.
Gentrification
is
a
complex
issue.
N
I've
heard
that
said
back
to
me
by
Gord
by
so
many
so
many
people
who
seemed
to
be
essentially
paving
the
way
for
this
thing
to
go
through
I
know,
that's
not
not
in
the
the
intention,
but
that's
essentially
what's
what's
been
going
on,
we've
been
told
that
this
is
a
done
deal.
We've
been
told
that
there's
nothing
that
we
can
do
to
stop
this
happening
to
our
neighborhood
and,
frankly,
that's
not
okay,
it's
not
good
enough
and
we're
not
going
to
allow
that
to
happen.
N
Even
if
the
issues
are
more
complex
than
this
particular
development.
That's
no
reason
to
let
this
this
development
bulldoze
through
we're
already
seeing
and
experiencing
drips
and
drabs
of
the
economic
violence
that
this
condo
represents,
we're
seeing
that
in
rooming
houses
offering
basic
rooms
for
five
or
six
hundred
dollars
evicting
their
former
tenants
slapping
a
coat
of
paint
on
in
charging
fifteen.
N
Sixteen
seventeen
hundred
for
the
same
spaces,
two
new
residents
who
can
afford
to
pay
that
we're
seeing
individual
neighborhood
businesses
that
provide
essentials
to
a
range
of
communities
unable
to
pay
their
rents
and
closing
down
after
decades
as
commercial
property
owners
decide
that
they
too
can
triple
the
commercial
rates
they've
historically
charged
to
either
non-essential
businesses
that
sell
you
a
five-dollar,
donut
or
120
dollar
sweater
or
big
chains.
That'll
take
their
profits
immediately
out
of
the
neighborhood
places
where
you
can
buy.
N
Affordable
basics
are
beginning
to
get
harder
to
find
as
our
local
social
spots
that
will
charge
you
less
than
eight
dollars
for
a
beer
out
of
most
of
the
communities
price
range.
These
these
may
seem
like
insignificant
things,
but
these
are
the
places
that
people
gather
in
a
neighborhood
that's
been
built
in
so
many
ways
on
rooming
houses.
Those
old
bars
on
Queen
Street
that
we've
watched
disappear
were
the
neighborhood's
living
rooms
in
so
many
ways
for
so
much
of
the
population.
N
It's
getting
harder
than
it
harder
than
it
used
to
be
to
do
all
the
things
you
might
need
to
do
to
live
your
life
within
Parkdale.
The
neighborhood
is
becoming
less
local
and
threatened
to
begin
threatening
to
become
more
of
a
base
for
middle
and
upper
middle-class
people
to
start
and
end
to
commute
from
without
ever
making
at
home.
Unlike
many
of
Toronto's
neighborhoods
Parkdale
has
historically
been
a
place
where
you
could
do
that.
You
could
live
your
whole
life
there.
N
If
you
wanted
to,
we
had
the
things
you
needed
to
do
so,
and
the
high
profit
businesses
that
seem
to
be
creeping
in
catering
and
tracking
higher
income
earners
make
this
less
and
less
the
case.
We
don't
want
more
boutique
to
need
more
boutique,
jewellers
or
trendy
bars
or
vintage
clothing
stores.
We
need
truly
affordable
housing
and
places
for
food
that
meets
all
the
tastes
and
cultures
in
the
neighborhood
at
prices
that
we
can
afford
and
hangout
spots
that
are
not
income
contingent.
N
The
condo
spits
in
the
face
of
all
of
these
things,
so
the
neighborhood's
already
becoming
less
friendly
to
those
who
have
made
it
what
it
is
and
we've
never
seen
an
influx
of
money
like
what
this
particular
project
proposes.
If
it
goes
ahead,
we
can
expect
at
least
a
thousand
people
who
have
money
to
burn
on
expensive
coffees
and
clothing
and
beer
to
invade
King
and
Dufferin
and
drag
the
prices
of
everything
up
with
them.
This
might
sound
hyperbolic,
but
no
one
would
have
expected
you'd
find
people.
N
Test-Driving
lincoln's
across
the
road
from
park
has
happened
a
couple
of
weeks
ago
at
parts
and
labor
I.
This
is
what
this
is
what's
happening
in
the
neighborhood.
No
one
would
have
imagined
this
a
few
years
ago,
and
what
do
we
think
that
that
this
development
is
going
to
do?
Do
it
to
to
push
more
of
that
and
what
happens?
What
happens
to
the
rest
of
us
as
this
becomes
a
more
expensive
area?
N
I
mean
I've,
been
back
for
five
months
and
I've
been
couch
surfing
around
the
neighborhood
for
five
months,
because
I
can't
find
anywhere
anywhere
affordable
to
live
and
I
have
a
lot
more
opportunities
than
a
lot
of
folks.
Do
I'm
not
gonna,
leave
Barksdale
behind
and
I'm,
not
gonna.
Let
I'm
not
gonna
stand
down,
and
just
and
just
let
this
this.
This
go
ahead.
Vm.
N
This
client,
this
this
condo,
is
a
massive
you're,
no
longer
welcome
sign
to
all
of
us
here
in
the
neighborhood
and
nothing
about
the
process.
Thus
far
has
given
us
the
opportunity
to
have
a
say
over
something
that
will
have
such
a
profound
impact
on
us.
We
have
gone
to
the
meetings.
We've
been
told
that
this
is
a
done
deal
and
there's
nothing.
We
can
do
to
stop
it,
but
that's
not
good
enough.
N
It's
the
jobs
of
those
of
you
gathered
here
around
this
table
to
look
out
for
the
impacts
that
development
will
have
on
those
who
vote
for
you,
and
if
this
is
a
native
of
the
problems
between
the
city
and
the
province
I,
that's
not
our
problem,
you're,
all
failing
us,
and
so
we
will
have
we'll
do
whatever
we
have
to
do
outside
of
your
broken
systems.
To
prevent
this
condo
development.
From
going
ahead,
we
will
occupy
your
meetings.
We
will
stand
with
the
small
businesses
and
that
are
getting
forced
out
to
prevent
their
evictions.
N
We
will
take
over
the
the
sites
and
make
sure
that
ground
never
gets
broken
for
the
project
you
are
trying
to
approve,
because
clearly
that's
all
we've
got
left
to
do
so.
Gord
I
appreciate
the
work
you've
done
to
try
and
try
and
improve
the
situation
along
the
way.
But
you
you
haven't
been
able
to
do
a
good
enough
job
and
nobody
here
has
been
able
to
do
a
good
enough
job.
So
it's
going
to
be
up
to
all
of
us
and-
and
it's
and
you'll
have
to
you'll-
have
to
see
what
happens
from
here.
N
A
Thank
you
very
much
for
your
deputation
folks,
I'm
gonna.
Ask
you
to
please
refrain
from
clapping
before
you
step
away.
Are
there
any
members
who
have
questions
for
the
speaker
seeing
none?
Okay,
if
I
can
just
remind
the
speakers
to
be
mindful
of
time.
I
recognize
that
it's
not
a
lot
of
time,
but
there's
a
lot
of
speakers
and
we
want
to
make
sure
that
we
get
everyone
to
the
front
of
the
room,
so
they
can
have
their
five
minutes.
Our
next.

A
J
Hi
everyone,
my
name,
is
Mercedes
sharp
and
I
work
for
the
Parkdale
people's
economy.
As
a
representative
of
the
neighborhood
planning
table
for
South
Park
Dale
I
am
here
today
to
urge
Toronto
and
East
York
Community
Council
to
deny
lifetime
developments,
rezoning
application
for
1182
to
12
21
King

West.
As
many
of
you
know,
South
Park
Dale
has
been
designated
by
the
Toronto
strong
neighborhood
strategy
as
a
neighborhood
improvement
area.
J
This
means
that
as
a
neighborhood,
our
our
community
has
fallen
below
a
benchmark
equity
score
based
on
a
lack
of
economic
opportunities,
social
development,
health,
physical
surroundings,
which
includes
affordable
housing
and
participation
in
political
decision-making.
South
Park
Dale
has
followed
a
unique
history
leading
to
these
inequities.
Once
an
affluent
lakeside
village,
the
neighborhood
was
up
rooted
from
the
construction
of
the
Gardiner
Expressway,
the
deindustrialization
of
nearby
blue-collar
factories
and
the
deinstitutionalization
of
psychiatric
survivors
into
supposed
community
care.
J
Act
are
being
economically
evicted
through
the
hand-in-hand
processes
of
tax
rate
at
the
taxation
and
speculation.
Our
neighborhood
is
changing
and
displacement
pressures
are
high.
The
introduction
of
seven
hundred
and
three
luxury
condo
units
and
ten
corporate
commercial
units
at
the
junction
between
Liberty,
Village
and
South
Park
Dale,
represents
not
only
an
inequity,
but
it
represents
an
injustice
cocktails
in
the
middle
of
a
housing
crisis.
Tenants
have
voiced
time
and
time
again
that
this
development
will
do
nothing
to
address
local
needs
and
will
do
nothing
but
flare
the
current
crisis.
J
Yet
it
continues
each
time
to
receive
a
green
light.
What
I
see
is
a
discrepancy
between
city's
own
anti-poverty
and
anti-racism
policies
such
as
the
Toronto,
strong
neighborhood
strategy,
the
poverty
reduction
strategy
and
the
affordable
housing
action
plan
and
its
growth,
oriented
and
development
friendly
policies.
While
planning
efforts
have
focused
on
the
strategic
growth
of
urban
centers
avenues
and
transit
corridors,
there
has
been
a
concurrent
racialization
feminization
and
geographic
concentration
of
poverty
in
Toronto's
inner
suburbs.
J
This
is
due
in
part
to
the
exclusionary
economic
practices
that
accompany
development,
rising
property
values,
unaffordable,
housing,
stock,
wealthier
demographics
or
no
one
living
there
at
all,
which
continue
to
displace
and
literally
marginalize
park,
dales,
most
vibrant
characters
to
either
the
outskirts
of
the
cities
or
to
the
streets.
The
city's
siloed
approach
to
policy
implementation
needs
to
come
to
an
end.
J
If
we
are
going
to
save
our
neighborhoods
and
our
communities,
we
need
to
create
a
strategy
for
more
equitable
development
in
Toronto
and
when
I
say
equitable
development
I
mean
development
that
respects
and
honors
existing
community
members
and
their
needs.
I
mean
development
that
values
people's
lives
over
profits
and
I
mean
development.
J
Without
displacement,
so
what
I
ask
of
Community
Council
today
is
to
send
the
application
back
to
City
Planning,
to
work
with
other
divisions
and
to
work
with
community
to
implement
an
equity
impact
assessment,
one
that
measures
the
potential
displacement
that
might
arise
from
this
development
and
how
it
will
impact
our
equity
seeking
community
members.
We,
as
the
park
tell
people's
economy
and
a
South
Park
Dale's
neighborhood
planning
table
recognize
that
neighborhoods
will
always
change,
but
the
way
that
neighborhoods
change
is
not
avital.
J
A
O
You
so
my
name
is
Cara.
Hirsch
I
actually
live
in
Liberty
Village,
we'll
move
to
your
eight
years
ago
and
have
always
lived
on
the
west
side
of
the
city,
I
like
to
say
I'm
a
little
biased.
It
is
my
favorite
part
of
Toronto
I
do
recognize
the
need
for
affordable
housing.
I
am
not
denying
that
fact.
I
think
it's
a
citywide
issue.
I,
don't
think
it
just
is
Parkdale
I
think
it's
all
over
Toronto.
O
However,
I
do
think
that
it's
also
a
supply
and
demand
issue
living
in
Liberty
Village
having
friends
who
actually
recently
just
had
a
baby
who
live
in
a
one-bedroom
and
den
who
desperately
need
more
space
but
can't
afford
to
purchase
because
it's
$800,000
for
a
larger
two-bedroom.
They
are
now
being
forced
to
sell
and
move
into
a
rental.
I.
Do
think
that
we
need
this
on
the
corner.
I
think
we
need
more
homes
to
bring
down
the
crisis
of
the
area.
I,
do
respect
the
fact
that
you
know
commercial
properties.
They
are
seeing
higher
rents.
O
I
do
want
to
recognize
that
that
corner
is
currently
large
retailers
who
are
not
privately
owned.
We
have
pet
value,
we
have
Burger
King,
we
have
Starbucks,
who
are
very
similar
to
who
would
go
at
the
bottom
of
the
condo
building,
but
I
am
in
favor
of
this
project.
You
know
I
personally,
my
husband
and
I
will
be
looking
at
it
as
something
to
live
in
and
move
into
as
we
grow
in
the
area.
Thank
you.
A
O
So
I
just
wanted
to
say
a
brief
word
today,
I'm
here
today
as
one
of
many
who
oppose
condo
developments
and
1182
and
1221
King
Street
West
I'm,
not
as
familiar
as
some
people
with
the
political
and
legal
hierarchies
of
condo
developments.
All
I
know
is
the
impact
it
will
have
here.
I've
seen
it
in
other
areas
of
Toronto,
I
don't
live
in
Parkdale,
but
I
believe
that
I
could
be
an
advocate
for
those
who
do.
As
a
matter
of
fact,
I
asked
one
of
my
tenants
and
some
of
my
ex
clients.
O
O
But
I've
been
coming
to
Parkdale
in
one
form
or
another
for
the
past
50
years,
visiting
relatives
or
friends,
it's
a
beautiful
neighborhood
for
everyone,
not
just
to
those
who
can
afford
a
down
payment,
or
mortgage
I've
worked
frontline
for
11
years
and
I
have
seen
a
housing
I've,
never
seen
a
housing
shorter
shorter,
like
this
I,
remember
going
on
Craigslist,
Kijiji
or
view
it
and
would
be
able
to
locate
a
room
or
a
bachelor.
For
some
of
my
clients,
there
used
to
be
more
resources
to
find
a
place.
Landlords
have
been
retiring
or
selling.
O
Condos
Airbnb
is
opening
where
there
once
were
renters
for
an
ownership.
There
is
less
and
less
housing
than
ever,
combined
with
those
who
are
trying
to
get
back
on
their
feet.
Those
facing
challenges
to
housing
like
difficulty
with
credit,
no
landlord
references
discrimination
against
those
on
socialist
systems,
racism.
There
is
almost
next
to
nothing
available
now,
so
many
are
turned
away
from
shared
accommodation.
O
People
deserve
a
second
chance
and
they
deserve
to
have
a
better
standard
of
living
where
they
to
go.
Where
are
low
and
very
low
income
earners
going
to
live.
Things
have
gotten
worse,
even
in
the
last
two
years
alone.
I
never
thought
it
would
be.
This
bad
shared
units
are
around
$800,
while
single
people
on
ODSP
receive
a
rent
singles
at
approximately
480
dollars
and
Oh
W
around
380,
depending
on
their
situation,
leaving
no
money
for
food
transportation
or
clothing.
O
I
work
with
individuals
now
living
in
Parkdale,
who
made
it
out
of
the
shelter
system
and
into
enough
into
affordable
housing
and
it
works.
There
is
a
positive
ripple
effect.
They
obtain
housing
and
either
get
a
job
or
volunteer
or
get
an
education.
They
are
coming
from
traumatic
backgrounds,
but
I've
never
seen
I,
but
I've
seen
people
come
from
the
worst
situation
and
make
a
better
living
for
themselves,
which
would
not
have
been
possible
had
they
been
living
in
substandard
living
conditions
or
in
a
shelter
with
affordable
housing.
O
They
have
more
dollars,
they
can
that
can
be
spent
on
food
and
have
greater
emotional
stability
and
can
find
happiness,
maybe
for
once
in
their
life
every
year,
more
and
more
condos
gone
up.
Go
up.
I'm
surprised
that
no
affordable
units
were
allotted
to
this
new
development,
especially
in
an
affordable
neighborhood
like
Parque
del.
Why
aren't
low
to
very
low
income
earners
included
in
this
project?
Please
review
and
consider
who
is
going
to
be
affected.
O
People
have
lived
in
this
neighborhood
are
going
to
be
driven
away
by
the
rising
prices,
normally
50
stores
no
plate
no
affordable
places
to
shop.
They
will
have
to
go
and
live
in
the
outskirts
of
Toronto,
where
access
to
food
banks,
health,
centers
and
amenities
are
located
a
bus
ride
away
and
no
money
to
get
there.
O
Individuals
on
fixed
incomes
will
be
isolated
and
depressed
I,
like
the
suggestion
of
a
hundred
and
five
affordable
residential
units
at
35
units
that,
with
a
35
unit,
set
aside
as
deeply
affordable
or
16.8
million
in
cash
in
lieu,
in
section
37
funds
or
even
more
units,
and
in
conjunction
with
a
housing
allowance
program.
Even
this
would
be
a
small
gesture
to
include
housing
for
those
that
need
it
most.
If
you
could,
please
revisit
this
I
think
that
if
this
project
is
going
to
go
ahead,
this
is
an
opportunity
to
build
affordable
housing.
A
M
Good
morning
to
all
my
name
is
Mohammad
Kaleem
lahar
I'm,
the
small
business
owner
at
12:21,
King,
Street,
West
I,
bought
this
business
just
over
three
years
ago,
and
I
invested
all
my
hard-earned
money
and
savings,
I
employed
five
employees.
Five
employee
is
to
work
in
my
store,
which
is
the
electronics
store.
I
provide
Louis
business,
lowest
prices
to
the
pardal
community.
This
new
development
will
take
away
small
businesses
like
mine,.
M
And
it
will
replace
with
the
bigger
names,
and
that
means
higher
prices
and
more
expensive
products,
and,
of
course,
this
new
development
will
affecting
the
housing
market
and
the
traffic
in
the
area.
As
you
know,
a
couple
of
weeks
ago
there
was
an
accident,
one
person
died,
there
is
more
and
more
traffic
will
come
in
due
to
this
new
development.
The
majority
of
the
community
are
low-income
family
and
they
appreciate
business
that
offer
affordable
prices
and
products.
M
Like
my
business,
this
development
caused
commercial
rain
to
rise,
and
the
new
business
have
to
increase
the
price
of
the
products
to
cover
the
rent.
I
still
want
to
do
business
in
the
area,
but
if
my
rent
goes
up
from
two
thousand
to
twelve
thousand,
how
am
I
going
to
look
at
my
customers
face
and
ask
them
to
pay
$50
for
the
same
product?
M
They
have
been
paying
$10
for
years.
We
have
so
many
members
of
community
walk
in
store
and
asking
questions
about
the
development.
No
one
seems
to
be
happy
about
the
development,
especially
the
traffic
is
already
so
bad
because
of
the
Liberty
Village
developments.
Kindly
I'm
asking
the
City
Council's
to
make
a
decision
that
is
in
the
favor
of
the
powerbuilt
community
and
not
not
just
for
the
developers.
Thank
you.
A
A
F
Lived
in
Parkdale
for
over
30
years,
I'm
thoroughly
impressed
with
my
neighbors
I'm
glad
I
live
in
my
neighborhood
I'm,
going
to
take
a
little
more
pragmatic
view.
I've
actually
printed
out
my
comments
because
some
of
them
are
actually
from
a
urban
planner
who
lives
in
the
neighborhood.
So
I
thought
that
that
might
be
of
use
to
you,
because
the
comments
are
very
specific.
F
F
The
current
heights
for
that
those
two
Lots
the
1182
is
23
meters
is
going
up
to
60
3.5
on
the
other
side
at
12:21,
it's
12
meters,
that's
going
up
to
53
meters,
I,
think
that
this
height
and
massing
are
overpowering
that
intersection.
If
you
look
west,
not
East
into
a
low
and
mid
rise,
residential
neighborhood
called
Parkdale
I'm,
going
to
speak
to
some
of
the
specifics
of
the
document
that
we
were
distributed
and
on
page
12
under
height
and
massing.
F
There's
there's
comments
about
about
approving
this,
because
the
comment
is
to
look
east
rather
than
west,
and
so
the
first
one
was
1182
King
Street
West,
which
is
on
the
west
side
of
Dufferin
and
I
guess
in
the
garrison
Creek
phenomenom.
That's
that
links
it
to
Liberty
Village,
which
is
about
eight
blocks
away.
F
The
closest
high-rise
building
to
that
section
is
three
blocks
away
and
it's
on
the
tracks.
This
property
is
not
on
the
tracks,
it
is
actually
in
the
neighborhood
and
it
represents
for
me
of
the
Gateway
going
north
on
Dufferin.
So
if
you
come
through
Exhibition
Place,
you
come
into
you
come
into
Parkdale,
that's
the
intersection.
So
for
me
it's
a
very
important
intersection.
The
1221,
which
is
where
the
mcdonald's
is.
There
was
a
comment
in
the
report
that
says
that
this
proposal
is
being
accepted.
F
It
is
acceptable
because,
similar
to
similar
nearby
taller
buildings
on
Tyndall,
Avenue
I
think
this
is
very
narrow,
focus
that
building
that
they're,
describing
and
I
walked
by
it
this
morning
is
14
stories.
There
are
only
four
other
buildings
on
King
Street
from
Dufferin
to
Rossi
that
are
near
that
height.
All
the
buildings
are
low-rise
in
mid
rise,
so
I
think
taking
that
approach
and
specifically
doesn't
directing
it
to
one
property.
F
14
s,
the
only
14
story,
which
I
think
was
an
anomaly
when
it
was
originally
built
back
in
the
70s
I
I
think
that
this
proper,
these
two
properties
should
not
be
understood
as
part
of
the
tall
buildings
approach,
but
more
of
the
avenue
mid
rise
approach.
So
four
to
eleven
stories,
not
14
and
above
now,
I'm
going
to
speak
to
the
specifics
of
the
development
agreement.
These
are
coming
from
an
urban
plan
who
lives
in
the
neighborhood
and
who
works
in
the
northern
area.
F
His
communist
of
a
two
hundred
thousand
dollars
that
is
being
directed
towards
parkland
is
actually
owed
to
the
city
as
part
of
the
development
charges
and
is
only
being
direct
directly
allocated
to
our
neighborhood.
Instead
of
going
into
the
general
coffers,
it
is
not
additional
money,
so
it
is.
It
is
only
a
slight
win,
but
not
really,
as
the
city
will
collect
approximately
five
million
dollars
for
parts
for
this
project.
Where
is
this
money
going
to
be
spent?
Parkdale
item?
Two
with
respect
to
section
37,
the
city
has
a
standard
amount
that
they
charge
developer.
F
The
value
being
quoted
is
in
the
range
of
what
is
typical,
considering
the
the
limited
amount
of
Toronto
Community
Housing
in
the
area.
It
is
not
really
a
win
item.
Three,
the
affordable
housing
portion
of
this
development.
These
development
charges
that
will
be
levied
will
be
approximately
five
hundred
and
eighty
thousand
dollars.
We
need
guarantees
that
this
portion
also
stays
in
our
community.
How
is
the
$31,000
in
pedestrian
infrastructure
funding
going
to
be
used,
especially
considering
recent
deaths
and
accidents
in
our
neighborhood?
F
F
H
F
I'm,
just
I'm
reading
from
an
urban
planners
perspective,
I
actually
summarized
it,
so
it
wasn't
so
legalese,
but
those
are
part
of
his
comments
about
the
funding
that
he
sees
being
extracted
out
of
the
development
from
the
developer,
which
generally
goes
into
the
general
coffers
of
a
city,
and
his
thought
was
that
that
five
million
dollars
that's
going
to
be
extracted
from
that
development.
That
goes
towards.
H
Parts
there's
probably
a
whole
chunk
of
Scarborough
subway
money.
That's
coming
from
this
I'd
much
prefer
spend
it
in
the
West
End.
However,
that's
not
the
way
like
we.
We
pull
this
money
right.
We
we
pull
the
money
so
that
we
can
make
improvements
in
neighborhoods
that
don't
perhaps
don't
have
the
same
level
of
development
and
I'm.
Not
talking
about
my
neighborhood
I'm
talking
about
any
any
neighborhood
or
all
all
around
the
city
and
the
danger
in
in
that
approach
is
when
you
get
development
in
Yorkville,
then
all
of
those
DC's
remain
in
Yorkville
yeah.
H
When
you
get
development
in
in
in
along
Eglinton,
then
those
development
that
that
money
stays
in
in
that
community.
The
danger
of
that
is
that
we
have
communities
facing
poverty
and
that
that
also
need
investment
and
that
perhaps
don't
generate
the
same
amount
of
development
money.
They
don't
generate
the
tax
revenue
like
where
the
notion
of
a
collective
of
the
city
is
lost
when
we
start
picking
apart
now,
the
other
piece
on
the
park,
parkland
dedication
specifically
did
you
did
you?
Have
there
the
amount
that
was
being
generated
from
the
parkland
levy.
A
Hang
on
parkland
also
asked
the
kortek
Nicole
questions,
which
I
believe
are
very
technical
in
nature
to
the
staff.
When
that,
when
that
opportunity
appears
before
us,
do
you
have
any
other
questions
for
the
speaker
councillor?
No,
okay,
you
have
before
you
go
away.
Rick
you
have
Carol,
you
have
questions
from
councillor
perks,.
B
Okay,
I
well
know
quickly
so
so
rick
in
this
one.
I
think
what
what
Mike
was
trying
to
ask
you
is.
Did
your
did
the
planner
look
at
the
Parkland
dedication
money,
but
it's
you
you've
been
at
the
meetings.
You
know
we're
not
actually
turning
that
into
money
and
sending
it
to
the
rest
of
the
city,
we're
actually
getting
parkland.
F
Yes,
I
know
the
yeah,
but
just
ten
meters
help.
My
colleagues
understand
that
and
I'm
fully
aware
of
it.
Yeah
I
mean
I,
okay,
so
general
coffers,
then
I,
then
I
and
one
of
the
rational
understandings
that
I
have
is
section.
37
is
very
specific.
It
has
to
stay
in
the
neighborhood,
so
my
argument
would
be
about.
You
have
to
do
a
better
job
of
getting
section
37
to
keep
funds
in
our
neighborhood
as
we're
dealing
and
grappling
with
it
with
a
very
big
issue.
Thank.
A
P
Rosenberg,
this
is
an
example
of
something
the
city
could
have
easily
had
more
control
over.
If
you
had
put
into
the
Official
Plan
the
ability
to
designate
which
areas
are
growth
areas
and
which
areas
are
non
growth
areas.
The
city
always
goes
into
this
with
the
public
statements
that
we
are
going
to
lose.
We
can't
control
this.
We
have
to
just
do
a
little
bit
here,
but
basically
it's
going
to
go
ahead.
If
we
try
to
stop
it,
that's
not
true.
P
The
OMB
is
not
biased
in
favor
of
developers,
it's
biased
in
favor
of
the
city's
official
plan
and
the
city
put
the
official
plan
in
place,
and
they
can
change
it.
We
could
have
avoided
all
of
these
cases
that
always
come
up
where,
where
the
city
says,
we
can't
do
anything
about
it.
All
you
have
to
do
is
take
the
official
plan,
take
the
mixed
use
areas
in
the
city
and
don't
say
that
they
are
automatically
all
growth
areas.
P
That's
why
this
happens,
because
the
official
plan
basically
takes
all
of
the
mixed
use
areas
in
the
city
and
says
these
areas,
don't
listen
to
the
existing
zoning
they're
supposed
to
be
growth
areas.
You
can
change
that.
You
can
have
two
different
types
of
mixed-use
land
use
designations
in
the
Official
Plan
one
for
growth
and
one
for
established
non
growth,
and
then
you
can
decide
which
parts
of
the
city
go
in
each
one.
P
The
Official
Plan
currently
allows
for
more
than
twice
as
much
development
as
the
population
projections
show,
you
can
easily
take
the
map
and
decide
where
you
want
development
to
go,
and
you
will
still
be
meeting
all
of
the
provincial
requirements.
You
need
to
admit
that
the
Official
Plan
was
a
mistake
and
there
should
have
been
two
land
use
designations
for
mixed
use
areas,
and
then
you
need
to
take
out
your
maps
and
decide
which
parts
of
the
city
should
get
development
and
which
parts
shouldn't
within
the
mixed
use
areas.
P
You
do
not
need
100%
of
the
mixed
use
areas
to
be
development
areas.
You
only
need
50%
of
them.
You
can
be
making
that
decision,
not
the
developers
and
not
random
chance,
and
not
anybody
else.
You
just
need
to
put
it
in
the
official
plan
that
parts
of
the
mixed
use
areas
are
not
growth
areas,
and
this
area
in
particular,
is
certainly
not
ideal
as
a
growth
area,
and
you
shouldn't
even
be
considering
avenues
and
Main
streets.
Primarily,
you
should
be
considering
the
mixed
use
areas
in
the
city.
P
There
are
half
a
block
away
from
from
the
Main
Street,
so
that
the
Main
streets
also
get
the
same
kind
of
protection
that
residential
areas
get.
There
are
a
lot
of
reasons,
as
well
as
the
economic
reasons
why
this
is
not
the
right
area
and
you
have
the
ability,
with
the
official
plan,
to
make
that
decision
and
on
the
economic
question,
don't
imagine
that
this
is
an
example
of
people
getting
richer
or
wealth
or
high
anything.
P
The
people
who
move
into
these
kinds
of
condos
are
people
who,
in
the
past,
would
have
been
able
to
afford
an
entire
full-size
luxury
home.
Everybody
in
this
society
is
in
decline.
The
economy
is
in
decline.
What
we
have
here
is
impoverishment
and
displacement.
We
don't
have
any
economic
benefits
from
these
kinds
of
things.
These
are
examples
of
how
everybody's
getting
poorer
and
now
there's
competition
for
the
poor
areas
of
the
city.
It's
not
a
positive
economic
story,
it's
a
negative
economic
story
and
we
have
to
stop
encouraging
it.
A
Thank
you
for
your
deputation.
Thank
you
very
much
for
those
jazz
hands
once
again,
another
reminder
to
refrain
from
clapping
Michael
before
you
go
away.
Are
there
any
questions
from
the
members
here
for
Michael,
seeing
none
Michael?
Thank
you
very
much
for
your
deputation.
Our
next
speaker
is
Merrick
zze,
ACK
and
I'm.
Really,
very
sorry
if
I
mispronounced
your
name.
Thank
you.
A
I
Thank
you
very
much
for
having
me
here
and
everybody
good
morning.
My
name
is
Marcia
shag
and
I'm
here
to
voice
the
concerns
of
their
525
residents,
and
they
were
supporters
who
have
passion
this
development.
We
asked
community
concerned
mr.
Gore
parks.
How
I
got
to
recognize
either
this
application
with
the
community
rather
than
with
their
developer
in
mind.
So
I
present
with
you
a
simple
question:
will
you
support
the
community
of
South
Park
valve
and
object
to
this
proposal
as
the
stance?
This
is
the
one
thing.
I
Second
thing:
what
is
the
idea
to
this
is
question
to
everybody
all
of
you
where's
the
idea
with
the
mix,
low
income,
so
Hammad's
doesn't
work.
Second
thing.
I
know
many
things
is
out
of
your
hands,
really
is
a
province?
Yes,
but
you
are
the
hours
councils
need
to
support
and
fight
with
province,
because
it's
out
of
control
companies
like
medica
Aquila's.
I
Now
all
these
condominiums
and
you
have
very
little
to
say
it's
now,
it's
a
good
time,
it's
election
time
to
step
for
the
people
for
your
community
that
work
for
the
part,
though,
because
it's
too
much
people
can
afford
anymore.
That
they
just
need
to
be
stopped
completely.
It's
one
more
just
the
comment.
The
lady
before
me,
her
hers.
I
You
have
a
right
now
running
project
project
on
a
King
Street
with
those
streetcars
cars
right
Kimmy
and
our
friend
we're
gonna
go
right
straight
to
a
submission
or
to
Lake
it's
completely
nonsense
and
for
the
future
we
need
to
know
something
from
the
beginning,
not
when
it's
all
just
inform
us.
No,
you
have
to
decide
with
us,
because
we
are
a
long
time
there.
I
didn't
bore
impart.
Oh,
but
I
grew
up
at
Bible.
I
mean
smart
up.
I
I
A
A
A
Q
Q
New
developments
obviously
set
architecture,
so
new
developments
means
more
people
more
population,
more
population
means
it
makes
City
of
Toronto
to
invest
more
money
on
infrastructure,
adding
more
parks.
But
these
are
not.
My
points
might
have
a
couple
of
points
to
make
which
probably
the
first
one
is
the
supply
and
demand
more
developments
means
more
developments.
More
apartments
means
more
more
units,
and
more
units
means
that
it
will
decrease.
Q
The
price
of
each
unit
was
reading
this
article
in
The,
Globe
and
Mail
a
few
months
ago
that
between
250,000
to
300,000
immigrants
come
to
Canada
in
average
every
year,
and
the
article
was
arguing
that
this
is
one
of
the
reasons
that
the
housing
prices
are
going
up.
A
huge
demand,
not
enough
units,
so
more
developments
obviously
helped
decrease
the
prices
and
it
helps
the
affordability.
My
second,
my
second
point
to
to
support
this
project
is
the
location
of
this
project.
Q
It's
further
further
west
to
the
downtown
core
I'm
then
it's
needless
to
say
that
the
traffic
in
downtown
and
the
congestion
is
extremely
unbearable
and
all
these
new
developments
in
within
downtown
core
it's
just
the
traffic-
is
crazy
to
many
people.
So
building
new
developments,
further
east
even
further
further
to
the
west
and
to
the
east
definitely
help
dilute
the
digestion
and
kind
of
you
know,
is
chattered
the
traffic
and
steady,
the
traffic
and
the
population
around
the
town.
Probably
my
last.
Q
My
last
comments
is
that
this
is
such
a
great
location
that
is
be
served
by
by
by
by
a
service
by
by
city
infrastructure
like
transit,
City,
the
streetcars
and
there's
just
one
old
building
there
we'd
imagine
we
can
build
a
bunch
of
bunch
of
condos
people
can
live
there.
It's
close
to
downtown
Shauna's.
Everybody
can
go
to
work,
get
to
work,
however,
they
not
within
the
downtown
core.
A
A
E
Morning,
I'm
a
34
year
resident
of
Park
down
I've
watched
a
lot
of
change,
a
lot
of
transition
and
a
lot
of
growth.
Parkdale
welcomes
growth,
but
we
do
not
welcome
steamrolling.
We
need
a
seat
at
the
table
in
consultation
with
each
and
every
one
of
you
as
to
how
the
future
is
going
to
proceed.
We
need
an
active
hand
in
determining
how
the
future
is
going
to
proceed
and
what
is
a
vibrant
and
non
cookie-cutter
neighborhood
in
our
fabulous
city.
E
I
represent
not
just
34
years
for
whatching
transition
in
part
out,
but
rather
I
have
found
myself
in
a
unique
position
for
me.
Recently,
it's
been
a
few
months
now.
I'm
a
disabled,
female
senior
who,
through
renovation,
is
now
without
an
abode.
I,
cannot
afford
the
rents
that
are
available
I'm
at
the
top
of
supposin
subsidy
lists
everywhere.
Let
me
hold
my
breath
for
how
many
years
until
that
kicks
in
and
there
is
no
affordable
housing.
E
We
have
a
unique
housing
crisis,
not
just
across
this
country
but
definitively,
and
what
is
up
for
discussion
today,
Park
down
Gordon
we're
worried
that
you're
getting
tired.
We
are
worried
sincerely
about
ok,
ok,
you
held
community
consultation
and
on
three
nights,
I
am
chagrin
to
say:
I
was
an
able
health
constraints
to
attend.
On
three
nights.
You
heard
from
your
constituents
that
they
are
not
on
board
with
this
as
it
presently
stands
and
for
good
reason
it
represents
not
your
constituents.
E
E
We
want
you
on
board
with
us
cord.
We
want
the
city
on
board
with
us.
We
want
lifetime
if
it
represents
the
future
on
board,
but
with
us
housing
crisis.
I
cannot
begin
to
express
that.
If
you
were
in
my
position,
you
might
not
have
ever
imagined
that
you
would
walk
in
shoes.
Such
a
sis,
housing
has
been
turned
down
its
members
bill
as
right.
Something
is
rotten
in
Denmark.
E
E
A
A
E
A
mandated
program
should
it
not
be
a
mandated
program,
I
think
that
there
is
an
insufficient,
an
incomplete
submission
on
terms
of
lifetime.
If
it
is
not
embraced,
this
I
believe
there's
one
building
in
compliance.
Presently,
council
should
be
pushing
for
all
new
bills
to
be
in
compliance
with
this
I.
E
Don't
have
a
lot
to
say
today,
except
that
we
really
need
to
be
heard
if
a
neighborhood
such
as
Part,
L
and
I,
think
that
were
as
well
organized
as
a
neighborhood
can
get
is
not
heard
by
you,
then,
where
are
we
really
going?
I
would
like
council
to
respond
on
some
level
prior
to
our
departure
today.
I
do
not
think
we
should
be
leaving
with
a
question
mark
regarding
the
gravity.
It
was
a
situation
and
I
do
recall
a
bill
that
was
suggested
for
downtown.
E
Quite
a
few
months
back,
the
subsidized
housing
was
going
to
be
accommodated
by
a
separate
entrance
way
and
council
was
apart
by
this
lifetime.
Development
has
suggested
the
same
thing
on
a
much
grander
scale,
703
units
and
no
door
open
to
general
public
and
affordability.
Thank
you
for
your
time.
Thank.
