My
partner
and
I
are
grateful
for
the
opportunity
to
address
the
Community
Council.
The
reasons
we
are
asking
for
a
fence
exemption
are
set
out
in
our
application
package
and
I
just
wanted
to
emphasize
a
few
key
points.
I
know
one
of
the
concerns
regarding
front
yard
fences
is
safety.

It's
important
that
cars
should
be
able
to
back
out
of
their
driveways
without
having
their
view
of
tractored,
so
that
pedestrian
and
drivers
are
always
kept
safe.
Our
fence
is
15
feet,
4.5
meters,
away
from
the
nearest
driveway,
it
was
split
into
three
sections,
and
the
section
closest
to
the
street
is
about
1.1
meters
tall,
which
is
below
the
maximum.
The
two
taller
sections
of
the
fence
are
further
away
from
the
sidewalk
and,
as
you
can
see
from
the
photos,
each
section
of
the
fence
is
open.

The
top
eight
inches
of
each
fence
has
been
left
open,
so
we
believe
that
the
street
and
community
are
not
being
jeopardized
and
the
fence
was
built.
With
that
in
mind,
the
fence
was
designed
by
an
architect
as
part
of
a
larger
home
renovation
project,
which
was
a
front
home
edition,
and
it
was
designed
to
match
the
other
fences
on
our
street,
of
which
there
are
three
and
to
maintain
the
character
of
the
street
and
the
houses
it
is
built
from
wood.

Ironically,
he
is
the
reason
we
felt
it
was
important
to
build
the
fence
in
the
first
place
in
order
to
maintain
a
level
of
separation
from
him
and
from
the
encroaching
vegetation
in
his
front
yard.
As
you
can
see
from
the
photos,
we
tried
for
several
years
to
work
with
him
and
find
some
reasonable
solutions
to
no
avail.

We've
taken
a
fair
amount
of
abuse
over
the
years,
trying
to
keep
back
the
vegetation
and
finally
felt
we
had
no
choice
but
to
construct
a
fence
that
would
provide
the
privacy
and
safety
we
need

believe
our
neighbor
will
tell
you
that
the
fence
has
cut
out
his
light,
and
air
and
I
would
suggest
that
he
he
wants
more
light
and
air.
All
he
needs
to
do
is
maintain
his
wildly
or
grow
in
front
yard.

have
been
asking,
it's
not
my
intention
to
cause
distress
or
embarrass
him
today,
so
we
have
included
more
details
in
the
application
package
about
some
of
the
incidents
in
the
past
that
I
hope
you've
had
a
chance
to
see.
So
we
hope
that
our
request
for
an
exemption
is
considered
reasonable
under
these
circumstances.

At
a
certain
point,
in
fact,
it
was
the
first
two
weeks
in
last
August,
all
of
a
sudden
that
fence
appeared
which
had
not
been
indicated
in
any
way
and
of
course,
I
had
not
been
consulted
about
it,
but
the
contractor
just
put
it
there
and
it
became
fairly
clear,
fairly
quick
quickly
that
it
was
going
to
be
quite
a
long
fence
all
the
way
from
the
sidewalk
to
the
porch
and
and
what
it
was
raising
up
in.
There
were
basically
three
eight-foot
panels
that
rise
up
from
the
allowed
four
foot
level.

go
up,
11
inches
once
and
then
on
the
third
panel.
It
goes
up
another
11
inches,
so
we're
getting
close
to
6
feet
as
we
get
to
the
as
we
get
to
the
house.
Now
the
rules
of
the
game
are
really
based
on
keeping
neighborhoods
some
in
the
front
yard
and
the
public
side
somewhat
open,
and
therefore
for
safety
reasons
and
just
general
sort
of
feeling
of
comfort.

very

the

to

the

but
there

few
small
separators
things,
but
in
generally
there
are
no
separate

if
you
walk
around
East
York
area,

few
barriers

the
front
area

owner
and
have
lived
at
five
violent
Avenue
for
the
past
thirty
years.
Thank

application

Exemptions
I,
sincerely
apologize
for
not
requesting
the
exemptions
in
advance
of
construction.
I,
discuss
wanting
to
replace
the
30
year
old,
deteriorating
fences
with
both
next-door
neighbors
at
three
and
seven
violent,
mrs.
I
Lafayette,
the
owner
of
number
three
did
not
want
to
spend
money
to
share
the
cost
of
a
new
west
side
fence
being
built
on
the
three
and
five
Violet
property
boundary
line.
She
did
commit
to
repairing
one
section
of
the
old
fence
that
was
falling
over
due
to
some
fence
posts
without
cement
footings.
I
She
would
not
agree
to
a
new
fence
being
built
on
a
mutual
property
line.
Even
it
was
if
it
was
entirely
at
my
expense.
She
did
not
mind
if
I
built
a
new
high
offense
on
my
property
abutting,
the
old
fence.
Please
refer
to
mrs.
Lafayette's
email
to
me
from
August
2017,
where
she
says
Charmian
so
that
you
know
build
whatever
you
wish
in
your
yard,
as
I
had
approval
from
both
next-door
neighbors
I
proceeded
to
have
the
fence
built
and
did
not
realize
that
I
had
to
have
fence
exemption
permits.
I
If
my
next-door
neighbors
were
agreeable
to
hire
fences,
I
had
no
idea
that
neighbors
three
lots
or
a
hundred
or
more
feet
away
would
have
any
concerns
about
the
extra
fence
Hank
before
I
could
build
the
west
side.
Fence
I
had
also
to
repair
sections
of
the
old
fence
to
make
sure
it
was
safe.
I
did
this
before
the
new
fence
was
built.
I

with
my

Listening
the
following
reasons
for
a
fence:
some
permit
a
is
noise
abatement.
Three
violent
has
a
very
noisy
central
air-conditioning
unit
under
the
open
back
porch
steps
which
are
about
1.5
meters
from
the
fence
line.
The
AC
runs
24/7,
as
it
is
very
small
unit.
I
asked
the
owner
if
she
could
try
to
find
a
way
to
muffle
the
sound,
but
she
told
me
she
was
not
breaking
any
laws,
so
she
had
no
interest
in
alleviating
the
noise.
I
can
be
privacy.
I
Security,
safety
by
law,
fence
height
is
measured
from
absolute
flat
level
ground,
as
fire
violet
is
more
than
1
foot
higher
than
number
3
as
the
ground
slopes,
naturally
from
east
to
west.
It
gives
more
privacy
to
both
neighbors
if
the
fence
is
higher
as
both
3
&
5
violet
have
3
foot
high
elevated
decks
at
the
back.
3
violet
is
a
rental
property
with
a
constant
turnover
of
tenants.
Some
of
the
past
tenants
have
included
ex
convicts
for
serious
drug-related
crimes
and
other
very
aggressive
individuals.

Regarding
the
request
for
the
fence
height
exemption
for
the
east
side
fence,
it
should
be
acknowledged
that
the
highest
section
of
the
fence
has
been
there
for
over
seven
years
and
with
no
neighbor
complaints.
The
fence
is
next
to
the
back
elevated
deck.
At
number.
Five,
please
see
the
photographs
that
are
provided.
The
lower
and
shorter
section
of
the
fence
was
built
to
replace
the
30
year
old
fence.

have
a
letter
from
Simon
Romano,
the
owing
owner
of
number,
seven
in
support
of
our
mutual
Eastside
fence
height,
as
in
his
words,
it
contributes
to
our
mutual
privacy
and
security
as
well.
It
is
attractive

notices

that
I've
included
with
my
package.
The
Eastside
feel
helps
to
obscure
the
great
concrete
block
wall
of
the
garage
at
number
7
and
is
a
benefit
to
everyone
looking
from
west
to
east.
I
If
my
east
side
fence
is
lowered
too
thin
will
happen,
the
concrete
block
wall
of
the
garage
will
be
exposed
again,
and
the
removal
of
the
higher
portion
will
reveal
my
neighbor's
fence
superstructure.
Instead
of
the
new
horizontal
boards
of
my
fence,
I
was
seriously
disturbed
yesterday
when
I
finally
had
the
opportunity
to
read
mr.
Ganz
letter
of
23

Avenue
of
his
complaints
to
Govinda
pervert
at
municipal
icing
and
standards,
I
need
to
answer
and
put
on
record
the
correction
to
the
defamation
of
my
character.

about
the

thought

a
very
serious
allegation
in
his
letter
of
complaint
regarding
this
fence
issue,
so
I'll
leave
that

read

three

this

18th
year.

raised
five
children
there
that
have
attended
Malvin
Collegiate
School.
They
have
become
valedictorians
of
the
school
and
presidents
of
the
schools
they
have
attended.
There
has
been
talk
of
this
being
a
rental
property,
I
do
have
a
basement
apartment
and
we
have
never
had
any
issues
and
I'll
be
query.

door
has
probably
been
left
open
the
front
door
for
15
years
and
I've
never
had
an
issue
I'm
here
to
talk
about
the
fence
and
the
ongoing
issue
about
the
fence
being
constructed
in
2016.
I
was
approached
by
sharp
matter
up
by
Walter,
stating
that
they
were
going
to
do
some
extensive
work
to
the
back
garden
and
they
wanted
to
change
the
fence.
There
was
a
post
that
was
a
little
rotted
out
that
I
changed
and
had
by
my
own
expense,
I'm
just
trying
to
see
where
I
can
show
you.

did
not
agree
to
compensate
for
that.
During
this
time,
inspector
Michael
Patterson
been
cool,
two
three
violet
and
violet
numerous
times.
He
did
speak
to
both
of
us
and
stated
that
once
the
fence
to
post
had
been
repaired,
there
was
no
need
for
a
new
fence.
They
went
ahead
and
wanted
to
put
in
a
new
horizontal
fence
and
do
quite
extensive
work
to
their
property.

has
gone
on
for
two
years:
two:
summers
that
I
have
not
been
able
to
use
my
garden,
two
summers
that
have
not
been
able
to
walk
down
the
mutual
driveway
because
of
sand,
gravel
old
trees,
old
stumps
I
have
photos
of
those.
Also
again,
the
city
were
as
involved
and
after
two
years
they
change
that
the
existing
fence
that
you
can
see
in
the
photos
is
number
one.

is
the
existing
fence
that
has
been
there
and
the
structure
behind
number
one
is
the
new
three
and
a
half
feet
that
they
have
added
shaman
and
Walther
shaman
made
a
comment
that
she
did
not
realize
that
neighbors
were
upset.

and
I
have
kept
every
email

have
sent,
stating
that
I
was
not
agree
to
this.
The
other
main
change
that
they
have
done
is
they
have
increased
the
height
of
their
back
garden
and
they
have
added
stone.

live

beach,
the
south
end
of
the
beach
and
everybody
knows
water
runs
underneath
our
gardens
and
our
homes
all
last
year
when
they
were
doing
this
project
and
when
it
rained
and
when
they
washed
down
or
the
soil
to
the
east
of
my
garden,
has
now
eroded
where
my
flowers
would
stand,
they
were
no
longer.
I
cannot
talk
to
the
tree
that
was
removed,
mysteriously,
while
I
was
away,
but
yes,
there
was
a
tree
that
once
stood
there.

beautiful
view
at
present,
what
I
have
shown
you
and
what
you

see
is
the
view
now
from
my
back
garden
from
my
kitchen
window.

am
dwarfed
by
this
ugly
fence.
That
is
totally
caged
me

We

the
fence
to
the
east
of
their
property,
because
there
is
an
enormous
garage
there.
Our
homes
are
all
different.
We
have
no
garages,

number-7
does
have

very
high
garage.

only
came
to

believe

few
of
the
neighbors,
but
all
the
neighbors

the
south
of
Lee

I
do
believe.

other
neighbors
who
are
totally
against
the
fence,

nine-foot

view
it
has
caused
all
our
Gardens
verge
on
each
other.

of
our
gardens
have
the
same
six-foot
fence.

is
an
eyesore.

has
never
been
any
issues
of
security,
I
believe
the
wheels
that
they

tires
that
were
missing
were
left
at
the
front
of
their
garden,
not
the
back.

storefronts

thank
him

being
one

few
places

wheelchair
accessible,
but
I
also
want
to
show
you
the
fact
that
there
is
not
much
space
along
this
sidewalk
for
signs
much
less
people
on
bicycles.

traveling

waiting

sidewalk

storekeeper

able
to
travel

part
of

signage

very
frustrating

deal

in

marketing

their
stuff

outside
of
the
store,
will

come
on
to
the
sidewalk
far
enough
that
it's
very
difficult
to
navigate,
especially
if

anyone
walking
along
there

crowds
walking
along

I'm

I

if
you

see
the
narrowness

the
sidewalk

Here
today
to
speak
on
the
front
yard
parking
appeal
we
submitted
in
December
2017,
my
husband,
Michael
and
I
are
new
community
members
to
Ward
22.
We
moved
in
last
October
and
continued
to
grow
our
appreciation
for
the
community.
It's
an
exciting
time
for
us
to
move
into
the
area.

We're
expecting
our
first
child
this
spring,
we're
getting
to
know
our
neighbors
and
we're
learning
about
all
the
changes
that
are
happening
in
the
area
as
we
look
forward
to
growing
in
this
community
and
raising
our
young
family,
Michael
and
I
are
here
to
look
for
your
approval
on
our
appeal:
application
for
front
yard
parking.
The
original
application
was
submitted
by
the
previous
owners
and
we're
now
taking
over
the
process
and
looking
for
your
approval
for
a
few
reasons
that
specifically
impact
our
family.

Thirdly,
understanding
the
importance
of
green
space,
the
community.
We
have
taken
every
measure
to
minimize
the
paved
area
of
the
front
pad
we'll
be
looking
to
use
permeable
material
to
build
the
front
pad
if
we
get
approved
and
maximize
the
green
space
on
our
property.
We've
actually
worked
with
City
of
Toronto
engineering
at
East,
York
Civic
Center,
to
explore
a
few
different
design
options
as
well,
so
the
current
proposed
design
is
off
by
their
requirements
by
a
few
percentage
points
from
a
landscape
open
space
versus
a
soft
landscaping
area.

However,
we
hope
this
can
be
mitigated
by
the
garden
we
have
planted
on
our
front
lawn
along
with
surrounding
trees
dating
over
a
hundred
years
and,
lastly,
something
that
we
most
look
forward
to.
As
I
mentioned,
we're
expecting
our
first
child
this
spring
and
we
plan
on
growing
our
family
and
having
more
kids
while
living
in
this
home.
We
have
older
parents
who
will
be
helping
with
the
kids
so
having
the
front
pad
parking,
will
improve
safety
and
convenience.

already
had
a
few
unsafe
incidents
caused
by
weather
like
icy
sidewalks
on
the
way
to
our
house,
which
can
be
resolved
with
a
dedicated
front
yard
parking.
This
concludes
my
deputation
and
I'd
like
to
