Thank
you
very
much,
I'd
like
to
call
meeting
number
six
of
the
Toronto
lease
York
Community
Council
to
order
the
chair
and
members
gratefully
acknowledged
that
Toronto
least
your
Community
Council
meets
on
the
traditional
territory
of
many
nations,
including
the
Mississauga's
of
the
credit,
the
Anishinaabe,
the
Chippewa,
the
Houghton

and
the
wend
at
people's
and
is
now
home
to
many
diverse
First,
Nations,
Inuit
and
maytee
people.
We
also
acknowledge
that
Toronto
is
covered
by
treaty.
Thirteen
with
the
Mississauga's
of
the
credit.
Are
there
any
declarations
of
interest?
D
E
D
That's
the
bottom
page
57
comes
with
one
time,
told
me
what
I
needed
to
know.
Okay
item
te,
6.25
appointments
to
Business
Improvement
area
boards
of
Management.
Does
anyone
wish
to
hold
that
no
I'll
move
it
all?

I'd
like
to
move
an
amendment,
amendment
number
one
says
that
we'll
try
to
maintain
any
bike
lanes
and
install
appropriate
signage
to
form
drivers
and
cyclists
of
any
changes.
These
cycling
lanes
and
the
rest
of
it
continues
on
in
that
spirit.
Unfortunately,
there
are
no
bike
lanes
on
Jarvis,
but
if
they
were
to
reimburse,
we
would
certainly
want
to
protect
them,
as
construction
would
impact
them.
Thank
you.
D
D
Those
in
favor
opposed
carried
nice
to
clean
up
one
of
those
ones.
That's
been
deferred,
multiple
times,
item

six

four:
four
parking

Jameson
Avenue,
I'll,
move
approval
of
the
staff
recommendations.
All
those
in

opposed
carried
item

Excuse
me
six

Four.
Five
parking
amendments,
Pirandello
Street
councillor,
Crecy
I'll,
move
approval
the
recommendations,
all
those

E
You
I'm
just
wondering
this
agenda
was
to
have
a
report
on
the
crossing
guard
program
in
Toronto
and
East.
York
and
I.
Don't
see
it
anywhere.
On
the
last
meeting,
our
community
council,
it
was
to
be
at
the
March
meeting.
It
got
deferred
to
the
April
meeting
because
it
wasn't
there
and
then
it
was
to
be
held
at
this
meeting
and
unfortunately
I
don't
see
it
anywhere
on
the
agenda
at
leak
test.
The
clerk
where
that
is
so.
D
Like
I
can
respond,
the
two
pieces
of
information
that
members
need
to
be
aware
of
here
is
first
as
you'll
recall,
one
or
two
meetings
ago
I
had
asked
if
we
could
have
some
kind
of
formal
structure
where
community
council
receives
notification,
when
there
are
items
that
are
were
supposed
scheduled
and
are
not
arriving
at
the
scheduled
meeting.
I'm
told
that
city
manager's
office
to
the
clerk's
office,
I've
met
and
they've
established
the
beginning
of
a
protocol,
and
we
should
be
receiving
a
communication
about
that
or
have
just
recently.
C
D
The
council
page
other
council
and
committee
resources,
that's
available
to
us
now,
I
apologize
that
it's
a
bit
rush,
but
the
communication
just
came
out
from
the
clerk's
office
and
I'll
try
to
make
that
more
formal
and
more
available
for
future
meetings.
The
second
piece
of
information
is
that
there
is
a
report
going
to
the
public
infrastructure
and
Environment
Committee
on
this
topic
and,
as
you
know,
councillor
Fletcher
our
process
here
is
that
we
don't
have
two
separate
committees.
Consider
the
same
report.
Thank.
E
E
Doing
what,
when
you
call
when
they,
when
residents
call
the
police,
they
get
told
to
call
the
city
when
they
call
a
city,
they
get
told
to
call
the
police.
So
this
has
just
been
going
on
for
the
whole
school
year
and
unfortunately,
we
will
not
have
had
a
conversation
about
the
safety
of
our
children
going
to
school
at
this
committee.
So
I'm
very
concerned
we're
not
notified.
It
can't
be
there
even
as
a
courtesy,
not
at
this
committee
or
even
today,
that
there's
a
communication.
E
E
I'd
like
to
ask
the
indulgence
of
the
committee,
if
you
wouldn't
mind,
please
before
we
start
the
deputation
section,
that
there
are
two
young
women
here
to
high
school
students,
one
from
the
ward
councillor
Bradford,
one
from
mine
who
are
from
bluer
collegiate,
who
are
way
down
on
the
list,
they're
53
and
I'm
wondering
if
we
could
bring
them
up
for
their
quick
deputation,
just
a
little
bit
earlier,
be
much
appreciated
by
them
and
by
their
principal
who's.
Let
them
come
here
today,
wouldn't.
D
Want
them
missing
a
whole
day
of
school,
so
there's
a
motion
to
reorder
the
agenda
to
hear
item
6.53
as
accessible
pedestrian
signals
in
leslie
bill
right
now.
Councillor
Fletcher
has
moved
it
all.
Those
in
favor
opposed
carried
okay,
so
we
have
two
speakers
listed
Dahlia
mur.
Do
you
want
to
come
on
up
Dahlia?
All
you
guys
want
to
come
together,
okay,
so
it's
Dahlia,
mer
and
Maddy
dick
come
on
up
mo
Thea
just
settle
into
a
chair.
D
If
you
have
something
to
show
us,
can
we
have
some
AV
assistance,
please
as
a
note
to
members
of
the
community?
If
your
intention
is
to
show
us
something
that
you've
got
on
your
laptop
during
your
deputation,
if
you
let
us
know
in
advance,
we
can
have
the
AV
guys
figure
out
how
to
hook
you
up
in
advance
so
that
we
don't
lose
any
time.
D
O
Good
morning,
everybody,
my
name
is
Dahlia
Armour,
and
this
is
Maddy
dick,
and
today
we
are
asking
the
council
to
move
forward
with
our
proposal
to
install
six
new
ApS
is,
unless
they
vote,
accessible,
pedestrian
signals,
so
accessible
pedestrian
signals
are
also
known
as
APs,
and
they
are
devices
that
help
visually
impaired
people
cross
the
road
safely
through
the
uses
of
different
sounds.
There
are
currently
845
intersections
in
Toronto
equipped
with
these
devices.
O
Leslie
ville
is
the
neighborhood
that
urgently
needs
this
infrastructure.
It
has
it's
a
very
high
traffic
area
with
seven
frequent
bus
and
streetcar
routes.
It
has
two
highways
and
a
lot
of
traffic
and
there's
a
high
population
of
at-risk
individuals,
especially
the
elderly,
and
it
has
the
lack
of
this
accessibility
infrastructure,
which
is
so
important
to
guarantee
the
safety
of
pedestrians
in
this
neighborhood.
O
That's
why
we're
recommending
that
six
new
ApS
is
be
installed
at
important
intersections
in
Leslie
Belt.
These
include
Queen
and
Carla
Garrard
and
Jones
Dundas
and
Carla
Girard
and
Carla
Girard
and
Greenwood,
and
Queen
and
Greenwood.
We've
identified
these
intersections
to
be
especially
important
due
to
the
high
traffic
around
these
intersections
and
the
buildings
that
exist
at
these
intersections.
O
O
We
also
have
two
different
petitions
that
we've
gathered
support
for
one
is
an
online
one
which
shows
general
support
and
we
have
66
signatures.
The
other
is
a
physical
petition,
and
that
was
reserved
for
only
people
who
are
strongly
affiliated
with
the
issues
such
as
residents
of
Leslie,
Ville
and
visually
impaired
people
and
me
fearing
35
signatures.
G
O
Think
that
this
is
an
important
step
towards
the
vision,
zero
project
that
the
municipal
government
is
fighting
so
hard
to
achieve.
We
think
that
pedestrian
safety
in
our
city
is
especially
important,
considering
the
numbers
of
road
deaths
that
we
see
each
year
and
we
think
that
visually
impaired
people
are
a
vulnerable
part
of
the
population
and
it's
important
to
get
this
infrastructure
installed
as
soon
as
possible
and
in
as
many
places
as
possible.
G
D
E
E
All
good
thank
you
and
just
want
to
say
what
a
great
job
these
young
women
have
done,
that
work
got
a
new
round
of
transportation
advocates
in
the
East
End,
which
is
great
know.
You
can
help
us
on
many
different
things
on
Queen
Street
and
you
started
off
looking
at
visually
impaired
and
seniors
and
you've
picked
spots
where
there
are
a
lot
of
seniors
living.
So
thank
you
very
much
and
let's
see
if
we
can
get
this
done
great
project,
tell
your
principal
you
got
out
early
and
that
you
got
I
hope
the
motion
passed.
E
L
D
L
D
D
D
M
D
J
J
I
would
like
to
see
some
of
the
offers
that
the
developers
made
for
say:
laneway,
maintenance
and
development
in
writing
and
I
understand
some
complications
legally
with
the
city
on
these
issues,
but
I
feel
a
lot
more
comfortable.
If
there's
some
way
of
getting
these
things
in
writing
other
than
that,
I
really
don't
have
anything
to
say
and
I
don't
want
to
take
up
any
more
time.
Thank.
I
I
I
Our
goal
was
very
simple:
have
to
have
our
concerns,
heard
and
work
together,
find
real
solutions
to
real
concerns
that
have
basically
been
expressed
since
the
beginning
of
the
project
when
the
developer
was
kind
enough
to
hold
a
public
meeting
in
January
of
2018,
although
we
may
not
have
accomplished
achieving
all
of
our
goals
and
objectives.
I
personally
feel
that
our
group
made
a
positive
impact
with
some
minor
changes,
and
this
is
now
a
better
application
that
will
benefit
the
community
and
everybody
in
the
years
ahead.
I
This
was
only
possible
with
efforts
of
the
community
members
members
of
the
working
group
who
had
to
put
up
with
all
of
my
emails
to
update
them
on
the
progress
being
made
like
to
specifically
thank
Michael
and
his
counselor
for
pulling
all
this
together,
we
had
a
positive
working
group
session
and
alladin
from
City
Council
once
again
was
always
very
responsive
to
any
any
requests,
because
I
personally
feel
and
once
again
personally,
not
on
behalf
of
the
working
group,
feel
that
a
number
of
our
concerns
have
been
addressed.
Not
all
of
them.
I
I
That
I
would
like
passed
on
to
the
city
and
to
transportation
services.
Is
you
need
to
deal
with
laneways?
Every
action
has
a
reaction.
The
mandate
to
build
in
infill
high-density
buildings
on
Main
streets
with
laneways
in
the
rear
has
a
long-term
effect
on
the
residents
without
any
real,
clear
ownership
and
financial
support
to
offset
the
impacts.
I
Just
one
simple
example
is
a
snow
removal
that
creates
one-way
traffic.
There
needs
to
be
a
business
model
that
finds
a
balance
between
lane
ways
to
service
the
residents,
the
businesses
and
the
new
developments.
Not
all
projects
are
the
same.
This
one
was
unique
because
it
was
only
a
one-way
lane
way.
I
That
being
said,
I
know
there
are
a
bunch
of
emotions
that
will
be
either
red
or
have
been
presented.
There
is
one
point,
and
one
of
the
biggest
accomplishments
was
the
easement
creating
to
college
Street,
and
this
will
allow
secondary
options
for
people
to
egress
onto
College
Street
on
page
16,
22.
I
So
maybe
this
is
just
a
point
of
clarification,
but
I
think
some
other
members
might
speak
to
that
and
once
again
we
had
four
key
objectives.
One
was
the
lane
way,
the
current
the
current
issues,
maintenance
and
future
implications.
The
ingress
egress
from
the
lane
way
tossing
10,
which
was
accomplished
the
construction
management
plan.
So
I
look
forward
to
this.
It's
my
understanding.
The
developer
will
have
a
website
and
that
this
will
be
done.
I
There
may
be
lights
that
might
be
needed
on
college.
We
know
we've
heard
before
that.
Some
people
were
of
the
opinion
that
the
traffic,
the
original
traffic
study,
was
missing
streets
and
was
I
believe
it
was
described
as
fatally
flawed
anyways.
Once
again,
thank
you,
everyone,
our
voices
were
heard,
and
this
is
a
better
application.
I
A
A
A
Okay,
the
checklist
requires
that
uncivilised
intersections
be
represented,
they're,
not
they're,
not
represented,
because
the
streets
were
ignored.
Okay,
here's
a
project,
yours
daycare,
here's
elementary
school
little
children
walk
in
large
groups
with
minimal
supervision
past
the
project
across
intersections
that
aren't
represented
several
times
a
day.
That's
dangerous!
A
A
It's
uncivilized,
that's
not
in
the
study,
so
they're
asking
for
a
zoning
amendment
to
allow
a
turn
into
an
intersection
that
they've
ignored.
Now
that
may
be
fine.
If
you
don't
really
want
to
think
about
what
that
means,
but
what
it
means
is
I'm
here
today,
I
was
here
in
March.
I
was
at
the
meeting
in
April.
I
was
at
the
community
meeting
in
January
of
2018
I
have
advanced
degrees
in
energy
policy
traffic
city
I
mean
I,
am
here
to
tell
you
that
this
can't
go
forward,
as
the
study
has
been
done.
A
So
another
thing
in
the
guidelines.
Another
point
that
was
that
was
not
abided
was
that
seasonal
fluctuations
in
traffic
need
to
be
corrected,
for
they
were
not.
This
traffic
study
was
done
in
January,
okay,
so
no
bicycles,
I,
don't
know
how
they
calculated,
which
cars
were
turning
left
and
right.
They
certainly
didn't
factor
in
the
intersection
because
they
didn't
because
they
ignored
the
streets
existence.
So,
but
now
this
is
on
you.
This
is
on
you
to
approve
this
project
and
if
you
do,
they're
gonna
be
accidents,
and
now
you
know
what
the
shortfalls
are.
A
Cuz
I'm
telling
you
and
I
got
everything.
I
got
the
logo
of
the
city.
I
got
the
the
guidelines,
I
got
the
checklist,
I
got
the
diagram,
and
it's
all
here
in
evidence
and
it's
gonna
stay
here
in
evidence
and
I
live
on.
One
of
these
streets.
I
live
on
one
of
these
non-existent
streets,
but
guess
what
I
exist
and
I'm
gonna
be
here
and
I'm
gonna
watch
every
single
accident
and
I'm
gonna
take
notes
that
I'm
gonna
do
interviews,
and
you
just
have
to
be
responsible
about
this.
These
are
people's
lives.
A
D
O
O
O
The
developer
may
not
be
responsible
for
the
whole
length
length
of
the
lane
way,
and
especially
the
entrance,
which
is
a
pinch
point
and
is
going
to
be
hard
to
fit
two
cars
past
each
other.
But
it
is
the
city
and
your
new
city
councilors
responsibility
to
make
sure
that
the
conditions
created
by
this
development
work
for
the
current
residents.
O
The
city
staff
explained
that
the
laneway
would
change
over
years
as
it
developed,
and
there
was
redevelopment
of
college
street,
but
one
of
the
buildings
that
creates
a
pinch
point
at
the
entrance
to
this
lane
way
off
of
Ossington
is
in
fact
on
Ossington.
It's
probably
a
60s
or
70s
build
it's
not
going
anywhere.
It's
not
gonna.
O
It's
not
gonna,
be
moved
back
to
widen
the
entrance
off
of
Ossington
for
this,
for
the
increased
traffic
flow
and
you're
really
talking
about
about
doubling
or
tripling
the
traffic
flow
along,
a
very
small
substandard
lane
way,
that
is,
that
is
listed
as
two
ways.
Only
because
currently
there's
no
other
exit,
there's
only
one
entrance
and
exit
to
it.
O
D
J
Thank
You
chair
members
of
community
council,
my
name
is
Craig
hunter
I'm.
The
planning
consultant
on
behalf
of
Clifton
Blake
who's,
the
developer
of
the
property,
as
you
may
recall,
and
in
March
when
we
were
before
you,
we
presented
the
proposal,
it's
a
one
which
is
very
similar
to
a
number
along
College
Street
that
which
has
been
recently
supported
by
staff
in
this
council
and
Dundas
Street,
and
we
had
the
benefit
as
as
Tim
and
David
had
indicated,
to
sit
down
with
the
residents
that
council
bylaws
organization
working
group
meeting
in
April.
It
was
constructive.
J
We
were
able
to
go
through
a
lot
of
issues
in
a
forum,
unlike
this,
where
we
could
actually
have
about
a
three-hour
discussion
about
different
issues
that
came
up
well.
I
just
placed
the
image
up
on
the
screen
are
the
really
core
issues
that
the
community
had
addressed
and
how
we
have
responded
to
those
and
I
believe
today
that
you
will
find,
together
with
the
staff
report,
a
motion
that
will
address
many
of
these
points
in
more
particular
detail.
J
But
generally
the
sites
located
mid
block
the
public
Lane
way
along
the
rear
for
about
68
meters
will
be
widened
and
repaved,
and
our
client
has
agreed
to
be
plowing
that
Lane
way
through
winter
period
time
all
the
way
over
to
Ossington
Avenue.
The
second
item
that
was
achieved,
that
was
the
residents
mentioned,
was
an
agreement
to
provide
a
public
easement
from
the
laneway
today
over
the
property
and
onto
College
Street
for
to
get
out
of
the
site
that
which
will
benefit
not
just
this
development,
but
also
the
neighbors
in
the
rear.
J
Third
thing
was
a
an
agreement
on
the
exposed
wall
in
the
east,
face
of
the
building
that
we
would
work
with
the
city
and
provide
additional
funds
for
a
mural
or
public
art
program
on
the
side
of
the
building
which
may
be
exposed
for
some
time
until
new
development
comes
along
and
fourth,
there
was
discussion
about
the
no
standing
area
to
come
through
a
city
initiative
to
be
studied
to
help
prevent
cars
from
clogging
up
potential
turns
into
the
lane.
We
do
appreciate
that
the
laneway
today
is
substandard
width.
J
That's
not
unusual
in
the
city,
it's
one
that
we
try
to
manage
as
we
can
and
I
think
this
developer
and
the
team
that's
been
working
on
it
together
with
city
staff
and
counselors
office
have
done
their
best
to
address
the
comments
that
they
can.
We
thank
staff
for
their
efforts.
We
thank
council
for
hearing
us
and
we
do
thank
all
the
members
of
the
community
which
had
come
out
consistently
and
expressed
their
issues
and
concerns,
most
of
which
have
been
addressed.
J
Some
haven't
and
I'd
like
to
remind
council
as
well
that
when
we
were
here
before
in
March,
there
were
also
40
letters
of
support
that
were
filed
for
this
application.
We've
had
a
consistent
group.
That's
been
working
with
us
on
this,
but
there
are
also
other
people
that
have
been
quite
supportive
about
this
development.
We
hope
for
your
support.
Thank
you.
Thank.
D
M
P
The
traffic
study
was
was
undertaken
in
in
consultation
with
with
staff,
typically
traffic
study.
The
scope
of
the
work
is
reviewed
with
staff
by
the
but
the
consultant
or
the
applicant
in
advance,
and
it's
reviewed
to
ensure
compliance
and
consistency
with
the
traffic
impact
study
guidelines
from
the
City
of
Toronto.
M
And
so,
as
the
representative,
the
developer
managed
to
talk
about
some
of
the
outcomes
of
the
meeting.
So
the
easement,
the
the
mural,
the
repayment
of
the
full
complete
laneway
reconstruction
of
the
laneway,
so
that
that
has
been
things
that,
through
the
motions
that
I'm
moving
in
through
this
existing
report,
will
be
included
and
part
of
the
rezoning
process.
Correct
through.
M
You
I
have
three
motions
I'd
like
to
put
forward
and,
as
you
heard
from
the
JEP
utans
and
as
you
probably
recall,
this
item
was
in
front
of
us
a
couple
of
months
ago
and
we
sent
it
back
because
there
was
a
working
group
that
was
involved
in
the
report
and
then
through.
The
change
is
that
we
all
live
through
during
the
last
elections
and
through
the
process
of
planning.
We
kind
of
had
not
really
went
back
and
actually
closed
the
circle
with
the
community
and
I
thought
it
was
really
important.
M
I
thought
there
was
a
lot
of
value
and
there
was
important
issues
that
the
residents
brought
forward
two
months
ago.
That
I
think
I
thought
it
would
be
important
to
to
address.
We
really
tried
our
best
I
know
that
not
everybody
is
is
is
happy
with
the
with
the
outcome,
but
we
we
pushed
I
think
there
was
important
things
that
were
achieved.
I
think
the
easement
was
really
important
to
have
an
opportunity
to
not
only
have
the
service
through
that
Lane
way.
M
I
thought
it
was
important
to
have
the
lane
we
reconstructed
I
thought
it
was
important
not
to
have
the
the
permit
parking
as
you've
seen
through
another
motion
that
I've
put
forward
not
to
have
it
in
the
neighborhood.
But
this
is
you
know
these
projects
are
never
easy,
but
this
is
you
know
a
six
story.
Building
with
a
hundred
and
twelve
units,
88
of
them
will
be
rental,
there's
a
rental
replacement,
that's
88
rental
and
24
condominium
I
think
it's
actually
an
interesting
mix
and
a
different
model
that
we
don't
see
coming
forward
a
lot.
M
This
mix
of
rental,
with
some
units
of
condominium
I,
think,
will
be
interesting
to
see
how
it
actually
works
out
in
the
future.
We
also
were
we
were
conscious
of
the
retail
presence
and
that
that's
why
we
want
to
make
sure
that
that
we
have
small
businesses
that
actually
complement
the
business
experience
and
the
businesses
that
we
have
currently
on
on
College
Street.
So
with
with
the
changes
and
the
motions
that
I
have
I
will
be
supporting
the
project
and
I
want
to
thank
everybody
that
participated
in
the
project.
The
work
doesn't
end
here.
M
We
are
going
to
have
a
construction
management
committee
and
there's
still
some
things
that
we're
gonna,
ensure
and
secure
through
the
site
plan,
and
so
I
know
that
some
of
the
residents
will
be
volunteering
and
working
with
us
on
the
construction
management
committee
and
we're
just
waiting
for
the
construction
management
plan
plan
to
proceed.
So
this
is
actually
the
beginning
of
the
work
and
and
I
thank
all
the
residents
for
being
involved
and
for
making
sure
that
this
is
going
to
be
a
better
project.
At
the
end
of
the
day.
M
L
Was
just
gonna
very
briefly
commend
the
local
councillor
for
picking
up
this
file.
It
was
a
difficult
one
from
from
the
outset,
it
had
kind
of
gone
dormant
for
like
six
to
eight
months
and
then
came
back
with
a
vengeance
at
the
beginning
of
the
term
and
so
for
for
picking
that
up,
just
just
like
to
commend
her
on
that
work.
L
I
would
just
caution
little
games
and
tricks
like
that
because
nobody's
buying
it
and
you
call
it
what
it
is
like
look.
It's
a
Main
Street
on
Dundas,
we
have
mid
rise
guidelines
that
these
are
on
college
and
that
we
had
Main
Street
guidelines.
Mixing
this
one
up
with
a
with
the
beer
store
project
on
college,
just
down
the
block
they
that
are
that
are
reasonably
being
followed
in
the
in.
In
this
respect,
there
were
major
issues
with
the
laneway,
as
there
are
on
many
many
projects.
L
Maybe
maybe
there's
another
company
that
does
it,
but
missing,
Concord
and
Delaware
in
that
stretch,
I
think
it
concerns
me
a
little
bit
I
leaned
over
and
spoke
with
the
planner
that
suggested
that
it
wasn't
enough
to
go
back
and
redo,
but
that's
probably
something
I
think
we
need
to
generally
keep
a
closer
eye
on
if,
if
these
streets
are
missing,
particularly
ones
with
with
schools
and
child
cares
on
them,
that
that
is
was
a
bit
of
a
red
flag
for
me.
But
planning
has
assured
me
that
that
all
all
seemed
to
be
done
correctly.
L
D
C
D
Okay,
so
the
item
as
amended,
we
got
had
a
request
for
a
recorded
vote,
all
those
in
favor
councillor,
cressie
councillor,
Bradford
councillor
by
law,
counselor
Fletcher,
councillor,
perks,
councillor
wong-tam,
Council
Eaton.
Are
you
with
us
or
not
councillor
Layton
and
councillor
Milo?
So
that's
unanimous.
Thank
you.
D
That
takes
us
to
item
te
6.3,
which
is
the
three
to
one
through
three
three:
three
King
Street
West
zoning
amendment
application,
revised
request
for
direction
and
rental
housing,
demolition
application
report;
I
don't
have
any
one
listed
to
speak
on
it
at
this
point.
Are
there
any
members
of
the
public
who
wish
to
make
a
deputation
seeing
none?
Are
there
any
questions
of
staff?
D
J
D
All
those
in
favor
opposed
carried
te
6.4.
Three
four,
eight
diamond
port
road
city
initiated
zoning
amendment
final
report:
I,
don't
have
any
listed
deputy
notes.
Are
there
any
members
of
the
public
who
wish
to
speak
on
this?
Seeing
none?
Are
there
any
questions
of
staff?
No
councillor
late
and
I.
Note
that
there's
a
supplementary
on
this
as
well
its
first
six.
L
Point
four,
yes,
oh
I
will
be
moving
to
send
this
item
to
Council
without
recommendation
we're
in
what
is
an
incredibly
important
discussion
with
the
neighbors
about
overcoming
some
concerns
with
the
project
that
would
avoid
us
hearing
a
lengthy
appeal.
As
many
might
know,
this
is
the
expansion
of
a
city,
a
city,
own
shelter,
non
city,
operated
city,
owned
shelter
that,
and
it's
an
addition
proposed
on
the
back
that
we
came
by
way
of
a
city
initiated
zoning
amendment
so
rather
than
start
to
introduce
amendments
that
could
change
at
council.
D
J
This
this
site
at
348
Davenport,
which
is
a
city
owned
and
now
operated
by
the
YWCA
women
shelter.
This
was
formerly
in
in
my
old
Ward
now
councillor
Layton,
is
extremely
exceptionally
effectively
stewarding
and
Ford
and
I
just
want
to
put
my
two
cents
in
to
hope
that
we
can
have
an
agreement
by
Council
that
avoids
an
appeal,
because
this
this
was
a
significant
step.
D
Okay,
so
on
the
motion
by
councillor
Layton,
all
those
in
favor
on
the
items
as
amended,
all
those
in
favor
post
carry
okay.
So
next
is
te
6.58,
Elm
Street
and
three
four
eight
through
three
five
six
Yonge
Street
zoning
amendment
ocation
requests
for
directions.
Report
I
have
a
decadent
mark
moskowitz
mark
good
morning.
R
First
of
all,
the
ten
metre
setback
in
the
twenty
two
point:
five
meter
tower
separation
distance,
was
something
that
that
a
tells
specifically
agreed
to
provide
with
as
part
of
an
understanding
they
have
with
with
our
client.
Secondly,
the
settlement
offer
that
was
made
to
the
city
by
way
of
the
letter
from
mr.
Brown
offered
that
twenty
two
point:
five
meter
tower
separation:
distance.
R
Third,
the
request
for
directions
report
that
is
before
you
says
that
that's
twenty
two
point:
five
meter
tower
separation,
distances
being
provided
and,
fourth
and
most
importantly,
that
twenty
two
point
five
meter
tower
separation
distance
is
required
to
properly
address
your
tall
building
setback
requirements
as
set
forth
in
your
guidelines
in
the
vial
of
the
city.
Past
I
just
want
to
provide
some
very
general
background
and
some
specific
reasons
for
a
request.
R
A
counselor,
Wong
Tam
and
the
rest
of
the
committee
will
recall
that
in
last
year
the
city
endorsed
and
the
L
pad
approved
a
redevelopment
of
the
Chelsea
Hotel
site.
That
redevelopment
consists
of
three
towers.
It
was
described
by
your
planning
department
as
a
new
mixed-use
vertical
community,
with
a
new
400
room
hotel,
approximately
1700
residential
units
office,
space,
co-working
space
retail
space,
a
daycare
facility,
a
public
park
open
space
extending
from
that
public
park
to
Gerrard
Street
and
a
new
muse
street
that
reconnects
the
west
and
east
ends
of
Walton
Street.
R
That,
and
you
see
an
image
on
here
of
the
of
the
hotel
and
there's
another
image
of
of
the
development
that
shows
I.
Think
that's!
Looking
east
towards
Yonge
Street
on
the
new
Muse
street,
that
will
reconnect
the
east
and
west
ends
of
Walton
Street,
and
you
also
see
the
open
space
and
and
I
think
that's
the
Elmwood
spot
building
on
Elm
Street,
the
8-ounce
out
the
a
town
proposal.
By
contrast.
R
The
a
tell
my
contrast
is
a
residential
condominium
that
is
proposed
on
top
of
and
beside
heritage
buildings
on
Elm
Street
and
it
extends
onto
Yonge
Street,
where
your
official
plan
calls
for
the
maintenance
of
a
low-rise
building
character.
The
specific
reasons
why
we
want
to
ensure
the
twenty
five
point.
Twenty
two
point:
five
meter
tower
separation
distance
is
provided
the
show
the
Chelsea
proposal
originally
did
not
have
a
12
and
a
half
meter
tower
setback
or
setback.
We
were
asked
to
provide
that,
and
we
did.
R
We
were
then
told
by
a
town
that
they
only
wanted
to
set
back
ten
meters
and
but
they
said
they
wouldn't
have
projecting
balconies,
and
we
said,
okay
that
achieves
general
conformity
with
the
with
your
tall
building
requirements.
The
the
letter
that
was
submitted
a
settlement
letter
that
was
submitted
by
mr.
R
Broun
said
that
the
the
twenty
two
and
a
half
meter
tower
separation
distance
is
being
provided,
but
the
hatched
area
that
you
see
on
that
site
plan
is
closer
than
ten
meters
to
the
Chelsea
property
line,
inconsistent
with
the
understanding
that
our
client
had
with
a
town,
and
it
does
not
provide
the
twenty
two
and
a
half
meters
separation
distance
that
both
his
letter
and
the
planning
report
were
part.
The
planning
report
before
you
suggest
is
being
provided.
So
our
specific
and
narrow
request
is
that
the
and
I
can
provide
a
copy
to
the
clerk.
R
Is
that
the
the
recommendation?
One
and
I'm?
Sorry,
if
that's
difficult
to
read,
but
that
recommendation?
One
of
the
requests
for
Direction
report
be
reworded
to
continue
to
provide
that
the
City
Council
will
support
the
Elm
settlement,
but
that
it
be
subject
to
the
specific
condition
that
the
tower
setback
from
the
north
property
line,
the
increase
to
achieve
the
separation
distance
of
twenty
two
point:
five
meters?
That's
what
al
promised
to
provide
my
client!
That's
what
its
settlement
offer
says.
R
D
H
H
Mr.
chairman
and
members
of
Community
Council,
my
name
is
Adam
Brown
I'm
here
on
behalf
of
the
applicant
and
I,
wanted
to
give
you
a
bit
of
a
background
on
this
site.
I
was
not
counsel
of
record
originally
for
probably
the
first
year
of
this
application
and
I
got
involved
after
this
application
was
up
at
an
appeal
with
the
Delta
Chelsea
at
an
appeal
and
asked
by
the
applicant.
H
Would
I
come
and
try
and
get
a
resolution
in
a
mediated
resolution
and
read
the
reports
and
figure
out
if
we
could
do
something
that
you
know
worked
and
I
said
sure.
So
we
looked
at
the
concerns
and
I
can
tell
you.
Staff
have
worked
so
hard
with
our
client
and
the
consultants
to
give
us
very
clear
direction,
as
well
as
the
former
counsel
for
the
area
and
the
current
counsel
for
the
area.
So
what's
happened
in
the
last
three
years.
Our
client
acquired
properties
and
expanded
the
site
area
which
they
were
asked
to
do.
H
They
reached
a
resolution
with
the
property
owners
to
the
north.
They
actually
reached
a
resolution
with
the
it's
and
letters
club
to
the
West.
In
terms
of
actually
buying
air
rights
from
them
as
part
of
the
request
of
city
staff
to
create
a
12
and
a
half
meters
setback,
they
expanded
to
site
and
then
also
worked
with
heritage
staff
on
retaining
the
important
heritage
aspects
of
the
street.
It's
a
mixed-use
designation.
H
My
friends
comment
and
I'll
show
you
one
sort
of
on
a
larger
plan,
so
here's
our
client
site
and
here's
the
great
Eagle
site
and
then
I'm
going
to
give
you
a
closer
version
and
say
to
you
why
the
comments
made
in
terms
of
setbacks
are
somewhat
curious.
If
I
can
put
it
that
way.
If
I
was
here
telling
you
that
there's
a
concern
about
building
to
building
setbacks
when
my
own
site
provides
less,
you
would
probably
look
at
me
and
say
mr.
H
Brown,
are
you
serious
and
let
me
tell
you
why
I
say
that
here's
our
tower
and
one
of
the
major
components
of
what
happened
during
the
discussions
with
staff
is
a
request
to
push
the
tower
away
from
Yonge
Street
and
shift
the
building
over
a
request
to
provide
the
12
and
a
half
meters
over
here
to
create
the
requirement
with
the
acquisition
of
those
air
rights
and
then
a
request
to
be
twenty
two
and
a
half
meters
tower
to
tower
facing
distance.
We
are
22
and
a
half
metres
tower
to
tower
facing
distance.
H
This
is
the
portion
here
that
doesn't
face
the
tower
that
faces
this
five
meter
area.
We
are
setback,
22
and
a
half
meter
where
there's
any
tower
facing
distances
and
why
I
say
it's
a
bit
disingenuous
for
mr.
na
squats
to
stand
up
here
and
say
to
you
I'm
so
concerned
about
the
setback.
This
is
their
setback
to
the
young
street
properties
over
here
five
metres.
Are
you
serious
mine
is
10
meters
so
provides
22
and
a
half
building
to
building
mine?
H
Yes,
is
5
meters
over
here
where
we
have
an
agreement
with
our
neighbors
to
the
north.
They've
got
five
meters,
so
I'd
almost
say
I
guess
they
must
be
coming
forward
with
a
variance
to
go
the
opposite
way
and
provide
ten
meters
to
their
easterly
lot
line.
I
mean
it
makes
no
sense
that
they're
raising
this.
It's
not
reasonable
and
again
tower
to
tower
setback.
Twenty
two
and
a
half
meters
so
I
think
it's
odd
when
the
developer
that
goes
first
against
their
approval
of
theirs.
H
Eighty
four
storey
tower
and
we're
sixty
seven
comes
and
says:
oh,
we
want
your
entire
setback
to
be
ten,
even
where
you
don't
face
our
building
come
on.
In
any
event,
I
want
to
thank
staff
for
working
very
diligently
since
I
was
involved
for
the
last
two
years
we
went
to
the
community
information
meeting
and
one
of
the
representatives
stood
up
and
said.
Basically,
we
hated
your
original
application
and
we're
really
pleased
where
you've
come.
So
it's
gone
well,
but
for
this
last
comment
that
came
up
which
I
say
really
anyways.
Thank
you.
Mr.
L
L
The
original
proposal
that
came
in
for
this
application,
as
it
has
been
explained
to
me,
was
so
egregious
that
it
almost
brought
brought
people
to
tears.
It
was
a
tiny
property
and
they
had
the
giant
tower
sticking
up,
which
makes
it
cut
just
kind
of
funny
to
see
two
planning
lawyers
argue
over
like
who's
tall
building
is
more
offensive
to
the
surrounding
community,
but
but
I'd
love
to
love,
to
go
to
L
pad
or
the
OMB
and
see
them
fight
it
out
more,
but
unfortunately,
don't
have
enough
time.
L
The
changes,
though,
that
have
been
made
to
the
property,
to
pick
up
additional
properties,
have
kind
of
given
that,
given
that
buffer
zone
as
you've,
seen
in
in
the
in
the
images
to
the
properties
around
it
to
the
to
the
adjacent
streets
that
have
brought
city
staff
to
a
point
end
and
the
community
at
the
last
community
meeting
to
a
point
where
the
or
we
can
support
the
application.
The
one
final
point
which
is
very
minor,
is
about
this
10
meter
setback
from
the
property
line,
I
like
to
be
honest,
I'm,
supportive
of
staff.
L
In
this
position,
we've
got
to
maintain
our
standards.
22
meter
separation,
distance,
pretty
substandard
already
we
but
we've
got
to
start
taking
seriously
the
position
and
the
guidelines
that
staff
lay
out
through
our
tall
buildings
report
through
a
teal
core,
or
else
we're
just
gonna,
keep
giving
away
and
and
every
little
by
little
because
I'm
sure
well
well.
Mr.
Brown,
our
friend
mr.
L
I
think
we
need
a
little
bit
of
tweaking
I
think
we
can
probably
get
there,
and
this
tall
building
may
just
shave
a
little
off
the
side
to
be
just
as
tall
a
building,
but
with
a
more
in
conformity
with
where
the
city
needs
to
be
drawing
some
of
these
lines
in
the
center.
But
I'll
thank
the
applicants,
despite
having
a
rather
aggressive
original
proposal
for
working
with
planning
on
finding
something,
that's
more
appropriate
for
the
site.
I
have.
D
L
Think
the
the
current
process
that
we
have
has
given,
given
this
developer
and
other
developers
a
certain
amount
of
confidence
that
we
can
get
to
a
yes
that
is
both
profitable
for
the
development
industry,
builds
new
housing
and
the
city
can
accommodate
some
of
some
of
our
needs
and
desires.
I
should
should
mention
that,
as
part
of
the
project,
there
is
some
community
space
within
the
building.
L
G
Thank
you
very
much.
I
just
want
to
lend
some
support
to
councillor
Layton's
motion,
although
it's
not
as
prescriptive
as
I
would
hoped
it
would
be,
but
I
do
think
that
his
his
comments
today
were
crystal
clear.
Is
that
the
expectation
from
the
local
councillor
is
to
have
the
parties
that
work
together
to
a
resolution
and
I
would
also
highlight
the
fact
that
22.5
metres
a
separation
distance
between
the
two
towers
is
woefully
inadequate.
G
I
also
want
to
highlight
the
the
fact
that
the
the
great
Eagle
site,
which
is
also
known
as
the
Chelsea
site,
actually
is
significantly
larger.
It
actually
provides
far
more
public
space.
A
lot
of
new
pass,
throughs
and
I
know
that
the
public
realm
staff
and
the
planning
staff
work
extremely
hard
with
the
applicant
to
ensure
that
whatever
was
gonna
take
place.
There
was
going
to
be
far
better
I.
G
It
really
is
in
some
ways
a
city
building
project
and
8m
actually
is
very
deficient
in
that
you
really
don't
get
all
you
don't
have
any
public
space.
There
is
no
real
improvements
to
to
that
to
that
site.
It
goes
across
the
neighbor
at
arts
and
letter
Club
grabs
their
air
rights,
and
yes,
I
know
you
purchased
it,
but
you're
now
cantilever,
overing
and
heritage
building,
and
going
straight
up
into
this
guy,
because
your
site
was
inadequate,
insufficient
to
actually
build
that
type
of
density.
G
If
you
can't
do
that,
then
you
should
at
least
be
able
to
meet
the
22
meter
and
22,
and
a
half
meter
separation
distance,
that
the
staff
are
asking
for
you're,
getting
a
lot
you're
walking
off
with
a
lot
getting
giving
a
little
bit
back
to
the
city
and
the
neighborhood
urban
context
of
making
sure
that
we
have
open
sky
view
wherever
we
can
carve
it
out.
This
is
the
very
least
you
can
do.
Thank
you.

To

I
good
morning,
I

my

I'm,
the
president
of
the
East

Association.
We
were
formed
last
year
by
from
the
board
members
of
our
four
member
condominiums.
We
represent
five
hundred
and
fifty
households,
500
of
which
are
on
the
same
block
as
this
to
Tendler
West
and
in
the
efficient
use
of
te

time,
where
we're
going
to
only
have
a
few
presentations.
Many
residents
attended
the
public
meeting
on
February,
13th
and
voiced
concerns
with
the
application.
C
We
sent
a
letter
on
dated
May
the
4th
to
to
council
to
our
city,
solar
in
the
planning
department,
and
it's
in
the
communications
before
you.
There
has
been
no
contact
from
Tribute
communities
since
then
to
discuss
the
issues.
Despite
committing
at
the
public
meeting
that
they
would
work
with
area
residents.
The
site
is
just
too
small.
It's
unsuitable
as
a
tall
tower
site.
The
tall
building
proposed
is
an
over
development
on
a
narrow
site
with
13
meters
of
frontage
or
42,
and
a
half
metres.
C
This
site's
bluer
frontage
is
actually
more
typical
of
your
average
house
lap
frontage
in
the
East
annex
homes
to
the
north.
The
rectangular
lattice
is
also
60
metres,
deep
or
almost
200
feet,
which
the
proposal
would
occupy
virtually
from
lot
line
to
lot
line
on
four
sides.
It's
a
residential
building
with
an
FSI
of
over
20
times
way
out
of
the
out
way
outside
the
norm
in
Toronto.
It's
just
too
much
development
on
a
783
square
metre
site
in
terms
of
built
form,
the
east
and
west
side.
C
Walls
are
each
about
the
size
of
an
American
football
field
and
they
occupy
most
of
the
deep
site.
The
west
side
is
blank,
no
windows,
as
is
most
of
the
east
side.
The
walls
are
proposed
to
be
higher
than
one
bedford
and
exhibit,
which
are
two
tall
buildings
on
large
lots
in
the
area,
and
the
walls
would
be
half
again
as
long
as
any
current
tall
building
on
this
block,
of
which
there
are
five.
In
this
form,
this
structure
would
overwhelm
every
neighbor
on
the
block.
C
In
turn.
Adding
to
this
disregard,
there
is
no
proposal
to
provide
any
amenity
space
on
site
or
to
contribute
to
the
community
amenities
or
facilities.
The
project's
access
is
from
the
private
lane
between
exhibit
and
museum
house,
connecting
to
a
landlocked
substandard
City
Lane
at
the
rear.
The
city's
narrow
lane
effectively
allows
only
one-way
travel,
so
there
would
be
standoffs
when
residents
or
service
and
delivery
vehicles
need
to
use
it
to
the
proposal.
Private
Lane
is
already
stressed
from
overuse
by
servicing
and
loading
and
becomes
dysfunctional
many
times
of
day.
C
Therefore,
we
respectfully
request
that
te
ycc
adopt
the
recommendations
in
the
planners
refusal
report.
We
request
that
tributes
transportation
consultant
to
provide
observation
data
for
a
week
of
vehicle
movements
and
conflicts
in
the
private
Lane,
as
well
as
using
current
pedestrian
bike
and
vehicular
cross
traffic
flows
in
the
blur
right-of-way
at
the
private
Lane
in
their
analysis,
and
advise
tribute
communities
to
work
with
the
planning
department,
the
counselor
and
us
area
residents
to
come
up
with
a
more
realistic
proposal.
C
D
P

The
proposed

Their
law

for

The
proposed

significant:
more
than
80

spans
parking
spots
for
the
residents,
which
does
not
include
deliveries,
building
service
vehicles,
guests,
staffs
and
garbage
pickup,
442
suites
and
the
retail
space
the

situation
will
make
an
already
chaotic
situation.
Far
worse
than
unmanageable.
P
P
Compounded
by
pedestrians
from
the
TPA
to
access
floor
street,
which
uses
the
lane
way
to
walk
down,
while
this
is
the
only
access
way
for
the
parking
garage
for
our
residents,
which
is
located
here.
In
addition,
there
is
an
East
and
West
right
away
that
the
property
owns.
That's
right
tribute
plans
on
using
this
East
and
West
Lane
way
is
only
15
feet
wide
and
it
cannot
fit
two
cars
side
by
side.
It
is
only
wide
enough
for
one-way
traffic.
P
This
lane
way
is
perpendicular
to
our
lane
way
and
cannot
be
expanded
due
to
the
existing
retaining
wall
and
future
emergency
TTC
subway
vent
located
here
for
large
trucks
such
as
moving
vans
and
garbage
pickup
trucks
that
will
have
to
access
these
two
lane
ways
because
of
the
width,
narrow
width
of
it.
If
there
is
a
vehicle
coming
out
of
210
Bloor
Street,
they
would
have
to
back
out
the
one-way
street
and
reverse
out
the
entire
lane
way
into
one
of
the
busiest
streets
in
Toronto,
which
is
Bloor
Street
West.
P
There
is
also
insufficient
room
to
turn
around
for
large
trucks,
meaning
that
they
have
to
put
back
out
do
a
90
degree
turn
backing
out.
The
city's
traffic
department
does
not
seem
to
have
considered
these
extremely
important
issues,
and
we
ask
that
these
be
seriously
considered.
Thank
you
very
much.
D
L
Yes,
thank
you.
We
could
spend
some
time
asking
staff
all
the
reasons
why
this
project
is
is
not
in
keeping
with
any
city
plans
and
is
completely
ridiculous,
or
we
can
just
not
and
support
the
staff
recommendation
to
refuse
I'm
gonna
vote
that
we
forego
the
the
the
the
little
Sherrod
of
questions
to
demonstrate.
Just
how
ridiculous
this
is
and
just
move
ahead
with
the
recommendations
to
refuse
I
don't
know
if
we
need
a
recorded
vote
but
sure
why
not
I'd
councillor
crises
request
will
do
a
recorded
vote.
D
D
G
But
that's
not
the
end
of
it.
They
also
proposed
to
take
what
is
currently
operating
as
a
publicly
accessible
city
operated
park
and
to
elevate
that
onto
the
podium
of
their
building
and
that
that
would
be
the
replacement
for
outdoor
amenities.
I
won't
go
any
further.
I
think
I
already
highlighted
to
you
why
this
application
is
completely
unsupportable
and
I
would
ask
for
a
recorded
vote.
D
B
You,
as
you
know,
the
junction
HCD
has
party
status
at
the
l-pad
appeal
and
therefore
I
am
limited
in
as
to
what
I
can
say
at
this
time.
Typically,
the
junction
HCD
actively
participates
in
all
redevelopment
applications
within
the
proposed
boundaries
of
its
future
heritage
district,
our
board
members
and
supporters
attend
pre-application
and
community
consultation
meetings.
When
the
preliminary
staff
report
is
written,
we
also
communicate
directly
with
planning
and
heritage
staff.
B
We
were
impressed
by
the
quality
of
the
staff
report
and
wanted
to
take
this
opportunity
to
thank
Elizabeth
Silva
Stewart
for
the
most
comprehensive
staff
report
that
we
have
read
and
to
acknowledge
all
of
her
time
and
efforts
on
this
file.
However,
we
have
one
small
correction.
The
junction
HCD
has
been
misquoted
on
page
16.
B
According
to
the
staff
report,
we
are
concerned
that
inset
balconies
are
not
in
keeping
with
the
existing
heritage
character
of
the
junction,
which
is
false.
To
quote
from
our
May
2018
analysis.
Another
important
preference
is
inset.
Balconies
projecting
balconies
are
not
in
keeping
with
the
existing
heritage
character
of
the
junction.
B
It
would
be
greatly
appreciated
if
that
correction
could
be
part
of
your
motion
to
accept
the
recommendations
of
the
staff
report.
I
would
also
ask
that
the
junction
HCD
be
formally
granted
site
plan
participation
in
your
motion
to
accept
the
recommendations
in
the
staff
report.
I
look
forward
to
sharing
more
information
about
the
junction
HCV
at
future
Toronto
in
East
York,
community
council
meetings.
Thank
you
for
all
your
time
and
attention.
D
Thank
You
Tina
just
a
question
so
when
we
make
amendments
its
to
them
the
recommendations
that
staff
provide
not
to
the
text
of
their
report,
we're
not
allowed
to
edit
them
as
much
as
we
would
wish
to
sometimes
can
I.
Ask
you
if
you
put
in
writing
that
it
is
what
you've
just
said.
It's
it
goes
on
the
city
council
record
as
a
piece
of
Correspondence
and
will
be
in
the
public
record
so
that
that
will
be
clarified.
Could
you
undertake
to
do
that?
I.
B
B
D
You
are
there
any
other
members
of
the
public
who
wish
to
make
a
deputation
on
the
items.
Seeing
none
are
there
any
questions
of
staff,
seeing
none
so
I
can
speak
first.
I
want
to
welcome
the
planner
on
the
file.
Who's
come
all
the
way
from
the
offices
of
the
Etobicoke
planning
department.
Thanks
to
the
realigned
boundaries
that
happened
as
a
result
of
the
size
of
council
being
cut.
Mrs.
Silva
Stewart
had
quite
a
track
to
get
here
today.
So
welcome
we're
a
lot
of
fun.
You
might
want
to
come
every
month.
D
Second,
I
just
wanted
to
note
that
once
again,
we've
got
advice
in
front
of
us
from
staff
coming
from
a
successful
negotiation
through
the
Local
Planning
Appeal
Tribunal,
and
once
again
note
what
a
superior
model
for
forgetting
to
yes,
that
Local
Planning
Appeal
Tribunal
is
to
the
Ontario
Municipal
Board
version
1
&
2,
and
that
we
are
now
adding
another
30
units
to
the
over
10,000
units.
The
City
of
Toronto
has
approved
that
are
awaiting
construction,
indicating
to
me
that
there
really
isn't
an
issue
with
the
City
of
Toronto
holding
up
development.
D
So
with
that
said,
I'll
call
for
the
vote.
All
those
in
favor
opposed
that
carries
members
I
just
wanted.
You've
just
had
circulated
three
items
that
for
addition
to
the
agenda,
I
just
want
to
take
this
moment
to
ask
for
a
motion
to
introduce
items.
Te
6.3.
Sorry,
six
point:
six,
three
through
six
point:
six:
five
councillor
wong-tam
all
those
in
favour
of
introduction
opposed
that
carries.
D
N
You
mr.
chair
and
TYC
councillors
to
allow
us
to
speak
here
today,
my
name
is
Andy
Gort
and
I'm.
The
president
of
the
South
Eggleton,
ratepayers
and
residents
association,
and
we
represent
the
community
in
the
southeast
quadrant
of
Yonge
and
Eglinton
at
a
topic
today-
is
30
Merton,
which
is
in
the
Davisville
apartment
neighbourhood,
which
is
halfway
between
Sinclair
and
Eglinton,
along
Yonge
Street
and
at
37
stories.
N
That
is
also
exists
as
a
main
thoroughfare
for
pedestrians,
but
what
I
would
like
to
talk
about
today
is
the
fact
that
this
application
is
part
of
seven
concurrent
applications
for
this
neighborhood.
The
developers
seem
to
have
shifted
their
attention
from
Yonge
and
Eglinton
into
the
Davisville
area.
So
we
we
have.
Five
of
those
seven
today
are
fel
Pat's
under
the
old
albey
process
and
we're
concerned
about
the
cumulative
impact
of
these
seven
developments,
and
we
know
there's
more
applications
to
come.
N
If
these
seven
applications
were
to
proceed,
we
are
seeing
at
a
growth
from
9,000
to
15,000
people
in
about
five
or
six
years,
and
this
would
be
become
very
similar
to
this
in
Jamestown
neighborhood,
that's
about
the
same
size,
and
we
would
be
looking
at
about
seventy
thousand
people
per
square
kilometer
and
this
areas
same
size
about
point
quarter
of
a
kilometer
square
kilometer.
So
that
would
be
about
the
size
of
something
like
port
Port
Hope
and
in
this
area
right
now
there
is
no
park
anywhere.
There's
no
playground,
there's
only
a
few
benches.
N
So
basically,
there
is
very
little
services
in
this
area
and
the
list
goes
on.
We
are
very
thankful
for
the
foresight
of
both
the
Planning
Department,
the
city
councilor,
that
we
have
an
upcoming
rec
center,
a
community
center,
so
that
at
least
takes
some
of
the
pressure
off
so
Bobby.
What
we
basically
wanted
to
ask
is
that
this
community,
this
quest
for
community
for
directions
report,
includes
language
about
the
cumulative
impact
of
all
these
developments,
because
this
a
very
important
statement
that
starts
off
the
l-pad
discussion.
N
D
S
Good
morning
morning,
I'm
glad
to
see
all
of
you
again:
I
am
deputing
on
behalf
of
psychotron
Chow
Midtown,
as
well
as
walk
Toronto,
but
I
haven't
parachuted
in
this
time.
I
happen
to
be
a
local
resident.
Who's
lived
for
almost
40
years
about
a
block
away
from
the
30
Merton
development
site.
I
have
also
participated
in
a
safety
audit
recently
with
the
councillor
and
city
staff.
So
I
can
say
that
I
am
familiar
with
the
Lane,
both
as
a
user
I
went
through
it
today
getting
here,
but
also
I've
examined
systematically.
S
We
have
a
lot
of
objections
to
the
plans
of
the
applicant.
The
Davisville
neighborhood
has
always
had
a
huge
amount
of
walking
thanks
to
the
proximity
of
the
subway
station,
and
that's
actually
one
of
the
reasons
why
the
original
lane
way
was
was
designed
to
be
one
way
which
it
still
is,
and
the
30
Merton
property
had
its
garage
entrance
on
Martin
and
the
X
is
at
the
very
corner.
S
S
There
there's
been
a
lot
of
recent
changes
in
the
neighborhood,
including
almost
a
doubling
of
the
population,
compared
to
when
the
laneway
was
originally
built.
We
think
that
it's
highly
undesirable
to
prioritize
driving
in
an
era
of
climate
change
and
when
the
city's
official
plan
puts
pedestrians
and
cycling
interests
over
those
of
driving,
we
see
the
creation
of
a
two-way
lane,
creating
a
lot
of
problems.
S
First
of
all,
the
increase
in
motor
vehicle
traffic
will
negate
the
benefits
of
the
applicants,
offer
to
widen
the
lane
by
71
centimeters.
It
will
lengthen
the
distance
that
the
vehicles
travel
on
the
lane
when
they're
going
to
30
Merton
via
killer
movements,
will
be
much
more
complex
and
unpredictable
on
a
tool,
a
laneway
increasing
the
risk
of
collision
for
all
users.
S
S
S
D
I
D
O
Thank
you
good
morning.
My
name
is
Yvonne
Chow
II
I'm
with
the
Toronto
Lands
corporation,
so
the
train
along
Toronto
lens
corporation,
is
a
subsidiary
of
the
Toronto
District
School
Board.
We
responsible
for
all
land
use
planning
matters
on
behalf
of
the
school
board,
so
we
provided
a
letter.
It's
item
te
6.15
point
one.
I
won't
reiterate
that
letter
I,
think
our
letter
provides
a
summary
of
our
position,
but
I
did
want
to
highlight
a
few
things.
The
first
is
that.
O
There
is
insufficient
school
capacity
at
the
local
schools,
so
it's
our
position
and
in
accordance
with
sorry,
it's
our
position
that
this
development
should
not
be
approved
until
until
a
solution
has
been
determined
to
accommodate
these
students
in
in
I
apologize.
Sorry
I'm,
a
little
flustered
I
wasn't
planning
to
come
to
this
meeting.
But
here
I
am
so.
O
Sorry,
our
position
is
that
we
don't
support
the
approval
of
this
proposed
development,
we're
supportive
of
staff's
comments
or
staffs
recommendation
that
this
application
be
opposed
at
the
L
Pat
in
July
2018
council
directed
city
staff
to
work
with
TDSB
staff
to
come
up
with
suitable
conditions
of
approval
pending
the
provision
of
educational
facilities.
So
we're
pleased
to
report
that
we've
had
several
meetings
with
city
staff
and
we're
grateful
to
city
staff
for
their
time
and
willingness
to
meet
us.
We've
met
with
them
on
several
occasions
and
we're
continuing
we're
continuing
to
meet
with
staff.
O
O
D
K
Thank
you.
Thank
you.
So
I
don't
want
to
reiterate
all
of
the
comments
that
were
made
just
previous
to
this.
What
I
would
like
to
bring
to
everybody's
attention
is
the
nature
of
the
neighborhood
in
that
on
Yonge
Street,
the
buildings
that
are
the
opposite
side
on
Yonge
Street
are
a
large
medical
office
building
and
then
there's
a
small
lane
way
there,
where
people
come
with
taxis
and
ubers
and
everything.
K
So
it's
constantly
congested
there,
that's
a
little
bit
north
of
where
this
widening
of
the
lane
would
be,
but
going
down
the
lane
from
Royal
Street,
there's
a
huge
amount
of
pedestrian
traffic
on
there
and
there's
a
lot
of
somehow
I'm
classified
as
elderly
or
senior
citizen,
and
basically
there's
a
lot.
My
wife
has
one
too:
we
do
not
use
the
laneway
all
the
time
and
when
vehicles
are
going
down
the
lane
way
there
aren't
any
sidewalks
on
either
side
to
speak.
K
Oh
so
you're
constantly
pressing
yourself
up
against
the
side
of
the
building
so
that
the
vehicle
vehicles
can
go
by
and
if
there's
a
delivery
vehicle
or
a
taxi,
stop
to
let
somebody
else
and
another
vehicle
comes
down
the
lane.
There
is
no
place
to
get
by
as
far
as
that's
nice
in
the
summertime,
you
can
make
your
way
through,
but
my
wife
has
a
little
bit
of
wonky
ankle
and
it's
very
dangerous.
K
K
So
on
Merton,
if
there
is
no
new
school
in
this
development
were
to
go
ahead,
and
they
would
obviously
be
also
impeding
the
flow
of
the
traffic
in
and
out
of
the
building
and
because
Merton
itself
is
congested
as
it
is,
so
people
will
still
be
coming
in,
even
if
the
lane
ways
one
way
from
loyal
South.
There
would
still
be
a
significant
increase
in
traffic
that
cannot
squeeze
through
when
there
are
pedestrians
there
and
there's
a
lot
of
of
new
infants
in
our
areas.
K
So
a
lot
of
mothers
with
their
carriages
are
trying
to
use
that
Lane
way
too
and
again,
it's
a
very
direct
way
to
go
to
the
Beltline
and
the
cemetery
which
everybody
walks
through
and
it's
the
primary
area
for
recreational
use.
So
that
would
completely
block
off
I've
been
a
resident
of
the
area
for
about
30
years.
K
I
grew
up
in
the
area
and
has
changed
significantly
and
the
increase
in
traffic
just
trying
to
get
out
of
Boyle
Street
onto
Yonge
Street
and
from
Yonge
Street
into
be
loyal
to
turn
south
onto
that
Lane
way
or
into
and
out
of
Merton
Street
there.
It's
just
already
at
rush
hour,
it's
impossible
and
the
addition
of
that
many
units
with
cars
is
just
going
to
create
a
you
know,
a
downtown
the
backlog.
That's
gonna
be
insurmountable
for
pedestrians
to
get
around.
K
D
F
F
Supporting
very
you
know,
very
reasonable
intensification
to
the
area,
and
now
we
are
facing
a
level
I
think
in
arguably
would
be
described
as
excessive
where
growth
is
outpacing,
the
basic
infrastructure
and
services
to
support
the
quality
of
life
of
the
residents
who
live
there
today,
but
also
those
who
we
want
to
welcome
in
the
future.
The
reason
that
I
move
the
initial
motion
to
look
at
the
cumulative
effects
is
that
and
I'm
doing
this
by
the
way
on
every
single
one
of
these
applications
that
lead
to
the
L
patch,
the
Oh
pat
slash.
F
Omb
is
not
known
for
considering
the
contextual
issues
in
the
neighborhood.
That's
why
it's
important
to
have
local
democratic
discussions
and
resolutions
about
how
to
plan
our
neighborhoods,
because
we
believe,
and
we
focus
on
community
planning
the
l-pad
slash.
Omb
will
look
at
site
specific
applications,
but
there
are
an
arguably
a
dearth
of
infrastructure
and
services
to
support
the
quality
of
life
in
this
neighborhood.
F
We
know
that,
because
for
several
years
we
conducted
a
study
that
led
to
a
plan,
the
reformation
of
our
secondary
plan
called
Midtown
and
focus
mid
tandem
focus
identified
where
we
need
to
improve
what
infrastructure
and
services
need
to
be
added.
And
now
it's
sitting
on
the
desk
of
the
minister
of
municipal
affairs
awaiting
approval
and
if
the
minister
doesn't
approve
it
by
June
6th
it
dies
and
then
we
have
to
go
and
appeal
it.
F
So
I'm
I
praise
that
for
your
attention,
because
we
are
also
asking
the
minister
to
actually
allow
us
to
move
forward
with
this
new
and
improved
secondary
plan
to
support
the
quality
of
life
of
all
residents
who
live
in
the
neighborhoods
surrounding
Yonge
and
Eglinton.
This
application
for
30
Merton
doesn't
meet
the
meet
the
Midtown
and
focused
plan,
but
it
also
doesn't
even
meet
the
old,
an
existing
Yonge
and
Eglinton
secondary
plan.
F
It
doesn't
meet
any
of
our
expectations
for
what
good
planning
means
and
that's
why
we
are
opposing
this
at
the
L
patch,
but
I
think
it's
critically
important
that
while
we
oppose
this
specific
site,
we
also
consider
the
cumulative
effects
of
this
site,
along
with
the
other
sites,
as
far
as
how
it
impacts
infrastructure,
how
it
impacts.
Schools.
Let
me
give
you
an
example:
the
TDSB,
a
dearth
of
school
spaces
in
the
Yonge
and
Eglinton
area.
F
F
It's
already
meeting
capacity
and
now
they're
having
to
consider
building
an
addition
onto
Hodgson.
The
tedious
B
doesn't
know
where
they're
going
to
be
adding
spaces
to
meet
the
basic
expectations
of
young
pair
of
parents
who
are
looking
for
a
place
to
put
their
kid
into
school
nearby,
their
home.
That's
not
good
planning
and
that's
unacceptable.
We
can
also
look
at
Park
space
and
we
can
look
at
water
and
other
needs
as
well.
F
D
M
Thank
you.
I
would
like
to
move
the
alternate
recommendations.
This
is
actually
a
front
yard
parking
in
my
new
area,
and
the
reason
why
is
in
front
of
us
is
actually
because
of
one
vote.
This
meets
all
the
requisites
it.
It
wouldn't
be
here
if
one
more
neighbor
would
have
voted
and
that's
the
only
reason
why
it's
here
is
because
it
got
50%
were
in
support
and
the
bylaw
says
that
they
needed
51%.
M
So,
given
that
I
ask
for
your
support,
given
that
it
actually
meets
all
the
conditions
of
the
bylaw
and
the
only
reason
why
it's
here
is
because
of
the
1%,
and
we
all
know
the
difficulties
that
we
have
with
the
ballots
when
they
go
out
and
polls
that
exist.
So
I
ask
for
your
support
for
this
resident
any.
D
Questions
the
mover
anyone
else
to
speak,
seeing
none
all
those
in
favor
of
the
councilors
motion
opposed
that
carries
item
6.17
construction

we

that
one.
D
Counsel
Layton

moving

withdrawn
from
the
agenda.
All
those
in

of
an
application
for
a
boulevard
cafe

located
at

College

Are
there
any
members
of
the
public
who
wish
to
make
a
deputation
on
this
item,
seeing
none
any
questions
of
staff?
If.
L
D
E
D
D
D
K
It
was
refused
last
time
and
since
then
we
have
engaged
the
community
and
have
actually
reversed
some
of
those
votes
against
the
patio,
with
the
help
of
our
councilor
here.
So
I
think
that
we
have
bridged
the
community
I
think
that
we
have
done
everything
within
our
power
to
get
this
turned
around,
and
we
have
even
made
some
amendments
to
what
traditionally
is
allowed
for
a
patio.
K
D
F
I
was,
admittedly,
without
knowing
this
history
about
to
refuse
it
based
on
residents
concern.
But
when
Ricardo
approached
me,
he
said
you
know,
I
want
to
have
an
offer
or
an
opportunity
to
do
my
due
diligence
and
reach
out
to
the
community
and
I'm
happy
to
say
that
that
supporting
that
effort,
I
asked
him
to
go
to
both
sides
of
the
block
either
either
side.
Both
sides
adjacent
to
his
property
and
12
out
of
13
residents
said
that
they
were
supportive
of
this
of
this
request.
Given
with
these
conditions.
F
So
it
is
clear
to
me
that
Ricardo
did
a
exemplary
job
at
working
in
good
faith,
with
the
community
arriving
at
a
resolution
with
them
to
ensure
that
their
quality
of
life
is
protected
and
addressed.
But
ultimately
this
is
a
good
news
story
for
the
whole
neighborhood,
because
this
will
now
contribute
to
a
vibrant
street
scape
on
sinclair
west,
a
successful
business
district
and
a
great
opportunity
to
go
and
get
some
wonderful
Peruvian
food
right
in
the
heart
of
Toronto.
D
Any

this
item?
L
L
D
D
D
D
Q
Well,
I'm
not
going
to
bore
you
with
everything.
I
said
at
the
last
meeting
about
what
we've
been
subjected
to
over
the
last
two
and
a
half
years
or
so.
I
just
would
like
to
point
out
that
since
I
was
last
here
we
have
at
least
weekly
being
treated
to
the
audio
of
RuPaul's
Drag
Race,
and
this
Sunday
night
the
the
heavy
beat
went
on
till
after
midnight.
Q
I
called
three
one,
one
which
I've
been
advised
to
do
by
municipal
licensing
standards
to
find
out
that
they
had
an
unduly
heavy
load
at
that
time
and
I
couldn't
get
through.
So
I
didn't
call
back
the
noise
stopped,
probably
by
twelve
fifteen
twelve
ten
I
in
retrospect,
I'm
sorry
I
didn't
call
3-1-1
again,
even
though
the
noise
that
stopped
just
to
sort
of
have
it
recorded
that
I
made
the
complaint.
Q
Q
Go
ahead
alright,
good
morning,
good
afternoon
my
name
is
Victor
to
her
fellow
one
of
the
owners
of
striker
sports
bar
strikers.
Sports
bar
is
Canada's
first
LGBTQ
sports
bar
that
it's
all
inclusive
for
everyone.
We
provide
a
safe
space
for
everyone
to
come
and
cheer
on
our
local,
professional
and
amateur
sports
teams.
Q
You
know
I
think
it's
worthy
to
note
that
you
know
our
business
is
in
the
downtown
Toronto
I
mean,
of
course
it's
in
the
core
of
a
major
international
city.
Typically,
the
suburbs
are
a
lot
more
quieter
and
I
mean
we're
not
that
type
of
rowdy
bar.
So
you
know
the
patio
is
meant
to
help
us
with
visibility,
because
we're
back
set
from
the
street
and
without
exaggeration
I've
had
hundreds
of
people
say.
Oh
I
walked
right
by
you
or
I
couldn't
find
you
and
it's
a
matter
of
three
three
or
four
tables
of
two.
Q
So
it's
very,
very
small,
but
at
least
it'll
give
us
the
visibility
that
we've
been
lacking.
All
this
time
also
wanted
to
say
that,
like
similar
to
the
City
of
Toronto,
with
its
coordinated
street
furniture
program,
we
see
our
patio
in
a
similar
light.
The
street
furniture
program
aims
to
strengthen
and
celebrate
and
ultimately
elevate
the
quality
of
our
public
spaces.
Our
patio
will
elevate
and
create
a
more
inviting
streetscape
of
st.
Q
D
S
I've
known
the
applicants
for
some
time
now
and
I
played
a
small
part
in
the
renovations
and
preparations
for
opening
striker.
My
only
role
currently
is
sitting
at
the
bar
watching
the
raptors
and
for
being
a
bit
of
a
sounding
board
to
my
manager.
Friends,
as
they
deal
with
the
many
ongoing
issues
that
naturally
arise
in
the
running
of
the
business.
I
have
witnessed
firsthand
the
steps
that
they
have
taken
to
forge
a
positive
relationship
with
the
condo
board
of
their
building
and
the
many
random
remedies
that
they've
made
in
addressing
their
residents
concerns.
S
They
always
come
to
the
table
in
good
faith
and
they
take
steps
to
maintain
the
good
relationships
with
with
the
neighbouring
community
and
I
have
every
faith
that
any
concerns
that
arise
from
this
proposed.
Patio
will
be
addressed
respectfully
and
responsibly
as
I've
seen
them
deal
with
everything
as
they
continue
to
run
their
business
as
I
said
I'm
here,
to
support
my
friends
and
to
support
their
business
and
to
support
a
place.
I've
watched
grow
to
be
a
friendly,
neighborhood
bar
that
goes
beyond
the
typical
definitions
of
gay
or
straight
early
on.
S
They
had
a
relationship
with
you
can
play,
which
is
an
organization
dedicated
to
encouraging
the
LGBT
community
to
get
involved
in
sports
in
a
public
way
and
I.
Think
it's
that
inclusivity
that
has
shaped
the
character
of
Stryker
as
a
business.
Open,
honest,
inclusive
and
welcoming
the
atmosphere
is
always
friendly
and
I've
witnessed
Stryker
begin
to
grow
into
an
important
gathering
place
for
the
local
community,
both
for
residents
and
for
members
of
the
larger
LGBT
community
and
I.
S
Think
we
all
are
aware
of
the
the
challenges
that
a
that
a
bar
or
restaurant
in
Toronto
have
during
the
summer
when
they
don't
have
an
outdoor
space
business
slows
in
it,
and
it
gets
difficult
to
maintain
your
profit
margin
and,
as
we
also
know,
it's
a
very
seasonal
business
as
well.
So
I'm.
Just
here
to
advocate
for
my
friends,
understanding
that
they
will
be
responsible
in
any
issues
that
arise
and
I
just
want
their
business
to
succeed,
because
I
think
they
are
contributing
to
a
community
in
a
positive
way.
Thank
you
very
much.
Thank.
O
S
O
Yes,
so
I'm
just
here
to
briefly
express
my
support
for
the
curbside
patio
I'm,
a
woman
who
was
part
of
the
LGBTQ
community
and
who
enjoys
watching
sports
so
I
really
enjoy
the
atmosphere.
I
feel
safe
and
comfortable
watching
sports
and
awesome
RuPaul's
Drag
Race,
because
it
is
a
sport
in
a
particular
way.
I
actually
have
become
very
close
with
the
owners
and
started
helping
out
on
some
busy
nights
as
well,
and
I
am
a
very
optimistic
person
and
thinking
that
it
will
be
a
very
sunny
summer.
O
This
summer,
in
Toronto
and
I,
really
think
a
patio
would
definitely
increase
the
visibility
of
the
business
and
just
contribute
to
the
overall
experience.
I
strikers
sports
bar,
you
know,
there's
a
lot
of
construction
happening
on
Yonge
Street
and
around
that
area,
and
so
there's
not
many
patios
available
that
are
a
little
bit
more
secluded
on
a
quiet
street
and
I,
really
just
think
a
few
more
tables
and
seats
available
outside
and
the
sunshine
will
contribute
to
this
environment.
O
D
G
G
And
so
that
curb
side,
patio
would
actually
need
physical
demarcation
to
show
where
the
limits
are.
Is
that
correct
and
and
with
respect
to
the
sidewalk
and
the
the
clearance
I
understand
that
the
sidewalk
is
concrete,
but
the
actual
proposed
curbside
patio
will
be
on
interlocking
pavers?
Is
that
correct
and
with
respect
to
the
distance
that
will
be
remember
that
will
remain
between
the
sidewalk
and
the
curb
side?
G
G
G
G
So
it's
it
has
to
be
to
two
tables
in
the
four
chairs
or
one
table
in
four
chairs
correct,
but
it
cannot
exceed
a
capacity
of
four
individuals,
that's
correct
and
will
the
individuals
be
able
to
watch
the
sporting
games
and
enjoy
RuPaul's
Drag
Race,
because
who
doesn't
like
that
I
I'm,
a
big
fan,
Bianca
I'm
with
you
there?
How
will
they
be
able
to
see
the
television
screens
is
the
screens?
And
here,
what's
inside
the
the
bar
and
restaurant,
he.
O
G
G
Yeah,
so
the
the
server
of
the
establishment
will
have
to
carry
the
food
and
alcohol
across
the
sidewalk
place
the
food
and
alcohol
on
the
tables
and
then
obviously
go
back
inside,
because
that
is
correct.
Okay
and
the
reason
for
the
refusal
today
is
that
the
application
before
us
does
not
meet
the
criteria
and
that
there's
no
provision
for
this
type
of
curbside
patio
in
this
urban
setting
correct.
G
And
do
we
have
I
see
that
there's
a
letter
of
opposition
from
the
Bay
Clover
Hill
Community
Association
is?
Is
that
part
of
the
official
public
record?
Yes,
okay,
and
so
they
have
spoken
to
their
membership
and
their
membership
is
saying
that
this
is
not
the
way
the
patio
is
structured
now
on.
The
curbside
is
not
supportable,
correct,
okay
and-
and
their
rationale,
I
believe
contained
in
the
letter-
is
that
the
majority
of
the
respondents
to
their
survey
did
not
support
the
patio
in
front
of
the
bar,
and
that
is
correct
is.
Is
that
correct?
G
Actually,
sorry,
my
apologies,
one
more
question
and
I'll
leave
it
at
that
with
respect
to
the
results
of
the
survey,
I
recognize
that
it
didn't
get
the
minimum
response
rate.
However,
for
all
those
who
the
majority
of
those
who
did
submit
their
response
were
the
majority
of
the
residents
who
did
respond
to
the
survey
in
favor
or
in
opposition
of
the
patio
they
were
in
opposition.
Okay.
Thank
you
very
much.
Thank
you.
O
D
G
Me
to
move
it
first.
Thank
you
very
much,
I'd
like
to
move
the
the
recommendations
in
the
staff
report.
Aye
aye
I
recognize
that
there's
there's
always
the
desire
for
establishments
to
to
be
seen,
and
we
all
want
that
having
having
owned
and
operated
about
five
small
businesses.
I
know
that
the
window
displays
are
very
important
whether
or
not
can
someone
can
actually
see
my
establishment
so
that
they
can
be
enticed
to
perhaps
walk
in
and
patronize.
The
establishment
is
always
is
always
desirable.
G
It's
actually
a
little
bit
misguided
because
you
can
do
almost
the
same
thing
with
it
with
an
a-frame.
You
can
do
the
same
thing
with
some
pop-up
banners.
Of
course,
there
are
still
bylaws
pertaining
to
how
you
impede
the
best
pedestrian
clearway,
because
we
want
these
objects,
be
bolted
down,
to
be
secured
and,
of
course,
not
to
obscure
any
sight
lines.
G
Think
that,
because
the
application
for
the
patio
is
is
only
for
persons
large
and
you've
gotta
pass
the
the
the
clear
way
at
a
minimum
which
I
know
by
the
city
standard
as
but
especially
as
the
chair
of
the
AODA
Advisory
Committee,
is
that
the
2.13
minimum
requirement
is
for
your
quiet
streets,
where
you
don't
have
heavy
pedestrian
traffic,
and
certainly
that's
not
what
we
have
here.
We
have
a
quite
a
bit
of
pedestrian
activity:
Bay
Street,
st.
Joseph,
Yonge
Street.
These
are
not
quiet
streets.
G
D
F
Had
a
question
for
the
the
mover
in
it
is
clear
to
