forward

refine

scope

working

a
couple

a
manager
that
reports

there

amongst
yourselves

Island
district
and
I
look
forward
to
developments
in
that
regard,
push
for
final
study
of
the
corridor,
it's
being
studied
and
re-studied
and
studied
again,
but
we
need
to
get
that
thing
off
the
dime
and
get
it
moving
study.

inadequate
facilities

whether
that's
quarterly

semi-annually

front

moving

workforce.
Housing
project
as
rapidly
and
comprehensively
as
we
can

wrapping
up
the

Ridge
and
related
matters
along

revisions
in

LMO
I,
have
some
interest
in
terms
of
the
Sea
Pines
Community,
which
is
to
alleviate
the
traffic
problem
at
Sea,
Pine
Circle,
and
deal
with
the
segment
of
Greenwood
that
runs
off
the
circle
to
the
Sea
Pines
gate,
which
is
the
subject
of
a
large
number
of
collisions.

I
would
also
like
to
see
us
get
significantly
involved
in
dealing
with
the
oncoming
likelihood
of
hurricanes
and
other
serious
weather
conditions.
I
think
that
means
essentially
to
as
a
starter,
to
upgrade
our
drainage
efforts.
Make
sure
that
there
are
a
number
of
places
on
the
island
that
do
have
sewer
pipes
and
ditches,
and
there
are
a
number
that
do
not
and
I
think
we
need
to
look
to
the
Future,
because
we
don't
know
when
the
next
storm
surge
is
coming
and,
as
I
have
mentioned
to
a
number
of
you.

I
would
like
to
introduce
the
subject
of
whether
the
town
should
have
its
own
police
force.
Okay,
I'd
like
to
make
some
comments
about
it,
but
not
push
it
for
the
Strategic
plan.
For
this
year
we
have
a
lot
on
our
plate.
This
is
a
significant
issue,
but
I
think
it's
relevant
to
matters
that
are
currently
going
on
in
connection
with
the
the
lawsuit
and
finally
and
most
importantly,
I
agree
with
Glenn.
We
need
to
do
something
about
pickleball.

town's

idea

environment

residents

how
our
tourists
are
experiencing
the
island.

In
order
to
do
that
in
a
way
that
does
protect
and
preserve
Hilton
Head,
we
need
to
consider
how
our
infrastructure
is
set
up,
how
much
we
can
tolerate
in
terms
of
our
beaches
and
our
facilities,
our
housing
and
what
the
quality
of
life
is.
Ultimately,
as
we
are
moving
forward,
a
capacity
study
that
we've
talked
about
for
a
long
time
is
certainly
something
that
we
need
to
be
focused
on,
so
that
we
know
as
we're
looking
towards
the
future.

it
is
that
we
can
actually
think
about
and
plan
for,
while
keeping
in
mind
the
fundamentals
of
protecting
and
preserving
Hilton
Head.
We
have
land
acquisition
and,
and
while
I
understand,
land
acquisition
for
a
variety
of
different
purposes
might
be
important.
Land
acquisition
is
also
mostly
for
me,
a
priority
in
terms
of
protecting
the
Island's
environment
and
not
to
build
on
you
need
to
keep
in
mind.
The
safety
is
our
Island
as
the
world
has
changed,
and
we
need
to
focus
on
the
quality
of
life
for
those
here
on
a
daily
basis.

So,
while
I
agree,

certainly
is
on
everyone's
mind.
It's
important
that
we
get
that
right
and
it's
important
that
we
get
it
right
so
that
our
community
is
protected
and
that
we're
not
just
opening
our
door
and
having
to
suffer
the
consequences
across
the
island
without
it
being
well
thought
out.
Well,
data
driven
and
well-designed
when
and
if
it
should
come
in
the
future,
so
those
are
just
a
few
priorities
of
mine.

includes
the

First
of
all,
I
want
to
again
accelerate
adoption
of
a
resiliency
plan
which
would
manage
storm
water
and
deal
with
sea
level
rise
and
surges.

That
includes
emitting
the
LMO
and
the
building
code,
having
a
coordinated
storm
water
management
plan
and
protecting
our
fresh
water
in
partnership
with
the
psds
I've,
been
also
advocating
for
several
years
for
an
what
I
call
an
Eco
Institute,
where
we
bring
experts
from
within
the
state
and
the
region
and
even
nationally
and
internationally,
and
do
that
in
coordination
with
uscb
to
be
able
to
come
up
with
a
good
plan
and
with
a
model
that
can
be
used
in
promotion
of
ecotourism
as
well.
Then
also.

My
second
key
item
is
Workforce
stability,
which
includes
a
displacement
plan
and
developing
a
funding
strategy.
Looking
at
the
possibility
of
housing
revenue
bonds,
where
the
source
of
the
funding
is,
is
not
general
property
taxes
also
appointing
the
housing
action
committee
under
our
housing
framework
and
amending
the
LMO
to
create
some
mixed-use
districts,
which
would
allow
for
Workforce
housing
in
the
commercial
nodes.

That's
been
first
introduced
through
the
mid
Island
District
I
also
think
we
ought
to
look
at
Reinventing
tourism
and
revising
the
marketing
of
our
designated
marketing
organization
or
DMO.
What
I
call
the
Hilton
Head
experience?
Centers
on
three
facets:
one
is
ecotourism.
The
second
is
cultural
tourism,
and
the
third
is
Wellness
tourism
and
I
think
that
we
ought
to
re-examine
the
atex
funding
policy
in
light
of
Reinventing
tourism.

I'd
also
like
to
see
us
be
as
open
and
transparent
with
our
appointments
to
boards
and
commissions.
I
think
we
need
to
do
a
better
job
and
out
Outreach
to
the
community
to
try
and
find
more
diversity
and
different
kind
of
thinking
on
our
boards
and
commissions,
and
that
we
ought
to
be
as
transparent
as
possible
in
our
process
also
would
like
to
see
us
adopt
a
complete
streets
policy.

hear

streets
policy?

What
this
means
is
whenever
we
look
at
any
sorts
of
development
or
Street
improvements
that
we
think
not
just
about
vehicles,
but
also
about
pedestrian
and
bicyclist
safety.
The
South
Carolina
Department
of
Transportation
has
adopted
a
complete
streets
policy.
A
lot
of
other
South
Carolina
municipalities
have
done
the
same
bike.
Lockport
has
supported
this
in
the
past
and
I
hope
that
we
can
include
a
complete
streets
policy
and
its
adoption.

Also
with
regard
to
the
Strategic
plan,
I
joined,
Mr
Stanford
I've
I've,
looked
at
it
online,
there's
a
filtering
device
which
doesn't
seem
to
work
with
me
I
when
I
look
at
the
Strat
plan,
I
think
of
it
conceptually.
First
of
all,
what
are
we
doing
in
this
fiscal
year
and,
second
of
all?
What's
the
next
fiscal
year?
And
then
how
does
that
tie
with
both
our
with
all
four
buckets
of
our
budget?
The
Capital
Improvements
part
the
general
fund,
the
storm
water
management
fund
and
The
Debt
Service.

I

the
concern
about
trying
to
resolve
the

Corridor

we
will
move
forward
soon,
as
we
talked
about

our
last
meeting

have

the
metrics
as
soon
as
we

new

traffic
signal
system
and
that
we
have
that
before
we
make
a
final
decision
on
that
project
and
always
to
protect
the
Stony
neighborhood

the

us

pressure

that
are
great
and
give
great
guidance

then
there's
some
elements

rewriting

ordinance

functions
that
might

work
to
do
to
strengthen
that

are
starting
to

together
to
reset
that

transfer

agreement,
understanding
with
Beaufort
County
for
our
William
Hilton
Parkway,
Gateway
Corridor.

we

that

indicate

planet
revolving

can
see
it's
moving
very
differently.
It
wobbles
another
method
is
called
the
transit
method.
This
requires
the
parent
star,
the
exoplanet
and
the
Earth
to
line
up

right

exoplanet
rotates
in
front
of
the
parent
star.
The
light
will
dim
just
slightly
scientists
can
look
for
this
slight
dimming.

planets
to
find
are
the
largest,
and
so
far
most
of
the
planets
discovered
are
large,
jupiter-like
planets
that
do
not
have
the
right
conditions
for
supporting
life.
Scientists
are
looking
for
planets
in
the
habitable
zone,
also
known
as
the
Goldilocks
zone.
What
is
the
habitable
zone?
It
depends
on
the
size
and
temperature
of
the
star,
but
it's
the
region
around
a
star
where
it's
not
too
hot,
not
too
cold,
so
that
water
remains
in
a
liquid
state.

Kepler
mission
is
designed
specifically
to
search
our
region
of
the
Galaxy
for
earth-like
planets
using
a
very
powerful
telescope.
That's
focused
on
space
at
a
small
area
within
the
summer
triangle.
Already
thousands
of
planets
have
been
discovered.
Only
a
handful,
however,
have
the
right
conditions
to
potentially
host
life
going
forward.
Scientists
must
study
these
planets
in
more
detail.
Looking
at
speed
of
rotation,
atmospheric
conditions
and
whether
there's
any
liquid
water
present,
the
Earth
is
a
unique
Planet
among
many
many
other
planets
that
we're
only
just
beginning
to
discover.

removed

that
out
of
the
statute.
It
should
really
be
a
fire
and
rescue
question
only
and
it
takes
up

lot
of
inordinate
time
in
the
Planning.

street

policy
draft

proposed
policy

created

presented
as
a
draft
policy
to

community

so

hump

put
in
place
after
the

that
we

to
improve
the
safety
on
our

roadways

with

we've

far

Pathways

increased
three
times
the
crash
rate
has
gone
down

percent.

record

That's
because
of

staff
listening
to
us
and
working
with
us
as
a
volunteer
organization.
We
really
appreciate
it,
so
we
really
do
think
we
connect
the
community.

focus
which
really
gets
me

what
I
also
want
to

beach

of

connectivity,

the
priorities

view

my
responsibility

sure
that
we're
not
rushing
through
that
we
will
build
the
FY
2325
strategic
action
plan.

accomplished

think
we
are
all
on
the
same
page
and
and
I'm
understanding
from
you
we're
rebuilding
this,
but
we're
going
to
read,
build
it
with
the
great
work,
that's
already
underway
and
really
assess
and
examine
that
work.

a
confirmation
of
current
strategic
action
and
plan
strategies
and
an
identification
of
additional.
We
heard
today,
I
appreciate
you
know:
Mr
Stanford,
right
out
of
the
gates
and
here's
what
I
want
to
accomplish,
and
so
some
of
those
were
existing.

of
those
were
maybe
an
add-on
or
an
expansion
of
all
of
which
are
aligned
with
with
the
comprehensive
plan,
if
you
noticed
prioritization
so
building
the
top
15,
a
strategic
action
plan,
dashboard
and
Reporting.
If
I
heard
nothing
I
hear
that
it
is
a
little
clunky
to
use
our
current
dashboard
we'll
examine
how
to
share
that
better
we've
used
a
free
product.

It's
a
fancy,
Excel
spreadsheet
that
lives
online
there's.
There
are
different
ways
to
share
this
information,
but
but
I
think
it's
important
that
I
tell
you
what
I
haven't
done.
We
haven't
assigned
a
staff
member,
a
full-time
job,
of
keeping
the
current
strategic
plan,
as
we
know
it
in
real
time
form
with
a
schedule
aligned
with
comp
plan
aligned
with
budget
right.
There
are
communities
that
are
very
sophisticated
in
that
regard.
They
have
people
that
work
on
it
every
day.

day
we
haven't
done
that
and
I'm
not
I'm,
not
asking
to
do
that,
but
but
I
know,
there's
got
to
be
perhaps
a
meet
in
the
middle
mentality
that
we
can
think
through.
So
we'll
examine
that
defining
and
measuring
key
performance
indicators.
We
can
measure
a
lot,
but
what
are
we
trying
to
accomplish?

want
to
encourage
us
to
measure
measure
measure
just
to
measure.
One
of
the
most
important
elements
to
measure
is
accountability
to
implementing
the
Strategic
plan.

as
well
that
we
talk
about
it
a
lot
and
it's
not
just
get
it
done,

think
that
accountability
and
measurement
is
going
well.

my
vantage
point,
we'll
review
the
first
six
months
and
then
the
second
six
months
of
this
year
and
tomorrow
you
will
see
a
2023
set
of
recommended
priorities
based
upon
your
notes
and
comments.

potential
priorities
and
we
can
talk
about
what
what
lives
in
each
as
an
example.

plan
and
HR
strategic
plan
will
be
on
the
2023
list
of
priorities,
but
probably
further
down
the
list

that's
not
a
Town,
Council
or
staff.
