two
biggest
afros
in
all
of
southeast

east
texas.

ironic,

I
retired
the
first
time,
moved
to
central
texas
to
be
by
grandkids

us
all
right
and
he
was
he
was
a
people
in
butte,
greatly
respected
him
and
loved
him.

got

serve
on
the
first
ever
buda
bond
committee
and

pa
buda
was
the
fastest
growing
town
in
the
state
of
texas.

y'all
do
y'all
know
where
buda
is.

you

now
after
you've
talked
to
him,
probably
all
right
and
it,
unfortunately
they
didn't
plan
it.
That
way.
The
infrastructure
was
nowhere
near
what
it
should
be.
So
he
had
his
hands
full,
but
he's
done
a
tremendous
job
and
I
like
he
worked
there
for
14
years,
and
I
guess
after
14
years
you
can
call
anything
but
after
a
while
right
so
but
he's
done
a
tremendous
job
and
I'd
like
to
close
out
on
one
thing
and
it's
going
to
sound
a
little
bit
morbid.

I
told

one

we
kind

has
a
little
pact

I

he

he's
going

pallbearer

funeral

integrity

we've

covid

our
many

storms
that
it's
important
to
have
a
healthy
fund
balance,
because
even
though
we
may
expect
some
reimbursements
from
the
federal
government,
fema,

help
shore
up

transit
system
by
two
to
three
million
dollars

million
dollar

jefferson
county

includes
two
million
dollars

that

remember

beaumont

years
old
and
thankfully
most
of
our
infrastructure
is
not
that
old,
but
we
have

it.

have
approximately
865
miles
of
water
lines,
mains
760
miles
of
sewer
lines.

think
it's
important
to
you
know,
keep
in
mind
that
our
water
and
sewer
budget,
our
system
is
an
enterprise
system,
so
it's
self-sustaining,
and
so
it
the
rates
that
we
charge
for
the
system
are
what
are
what

needed
to

essentially
keep
it
operating
like.
It
should
and
again
we'll
be
talking
specifically
next
week
about
the
capital
improvements
proposed
for
the
water
and
sewer
system,
but
I
think
it's
important
as
you
look
across
the
water
and
sewer
table.

down

excess
revenues
over
expenditures,
you'll
see

to

we,
you

well
looking
at
this
year,

million

the

this

maintain
quality
employees

stay

turnover

be
competitive
when
chick-fil-a
and
bucky's
can
pay

hour.

Somehow
we're
going

have
to
look
at
this
budget
go
through
it

raise

minimum
so
that
we
can
be
competitive

don't

revolving

looking
at
this
thing
from
a
business
standpoint.

water
bill

y'all's

extra
eight
percent
on
that
and
add
on
more
money
every
month
for
the
trash
to
go,

departments
are
doing
a
great
job,
but
I
think
we
need
to
take
a
deeper
look
into
it.

talk
about
cuts
just
for
the
general
public,
you
know
we
talk
about
record
inflation
in
four
decades
and
we
talk
about
the
eight
to
nine
percent.
That's
an
index
so
that
that
includes
all
kind
of
items.
This
council
has
approved
contracts
this
year
for
chemicals
that
are
in
excess
of
a
hundred
percent
increase.
So
yeah.
We
do
talk
about
record
inflation
at
eight
to
nine
percent,
but
in
actuality
for
the
water
and
sewer
fund.

It's
something
we've
done
in
the
past.
You
know
the
things
that
we
look
at,
especially
in
the
general
fund.
The
general
fund
is
78
payroll,
so
a
good
tool
in
the
in
the
general
fund
is
to
hold
positions
as
they
become
vacant.

we
hold
them
for
a
while
before
we
fill
them,
but
in
the
water
and
sewer
fund.
Only
23
of
the
expenses
are
payroll
related.

So
while
we
can
still
look
at
holding
some
positions
as
they
become
vacant
at
some
point,
it
affects
the
service
that
we
offer,
because
it's
only
23
of
those
costs.
We
don't
really
have
a
lot
of
fluff.

don't
think
we
have
any
fluff
built
into
the
water
fund
or
the
solid
waste
fund.
It's
it's.
It's
usually
bare
minimal.
We
do
like
to
have
good
equipment,
we
do
buy
new
equipment,
but
we've
all
learned

covid.

saves

cost
of
purchasing

chemicals,

caustic
nature

fluoride
denigrates
our
water
lines

cost
us
in
the
past

expensive
repairs

deep,
but
fluoride
was
originally
proposed
to
be
put
in
municipal
water
systems
in
the
50s,
because
it
was
identified
that
lack
of
fluoride
could
cause
cavities
now
and
at
that
time
you
didn't
have
toothpaste
with
fluoride
added.
You
didn't
have
mouthwash
with
fluoride.

now
you
do
so
you
you
don't
have
to
get
your
fluoride
from
the
water.
You
can
get
it
from
toothpaste,
you
can
get
it
from
mouthwash
and
then
there's
a
whole
other
body
of
thought
that
thinks
fluoride
is
harmful
to
your
body

I'm
not
going
to
get
into
that
debate
right
now
either.
But
let's
suffice
it
to
say
that
there's
many
many
many
schools
of
thought
that
fluoride
is
actually
a
chemical
that
you
ingest
and
causes
harm
to
your
body.

for
you
to
identify
how
much
we
could
save
by
eliminating
fluoride
from
our
water
supply.
That
would
be
one
thing
because
black
council
member
neil
said
my
my
water
bill.
Now
is
it's
it's
really
high
and
people
on
fixed
incomes
to
have
to
deal
with
that
much
of
an
increase
is
asking
quite
a
bit.
So
that's
that's
one
point
on
the
water
department
on
the
minimum
wage
for
employees.

home
search

you
know
what
he's

he's
looking
at
and
how
much
he
thinks
his
home
might
sell
for

beaumont
and
some
of
the
homes
he's

a
good
cost
of
living
in
beaumont
compared
to
austin
and
some
of
its
surrounding
communities.
So
when
we're
making
that
comparison
between
cities
as
to
cost
of
living,
let's
try

also
factor
in
if
there's

way

do

need

organizations
that
have
boosts
that
they
have
cooked
and
have
their
own
specialty
food
items.

synagogue,
for
instance,
is
serving
noodle
kugel,
which
is

kind
of
a
sweet,
noodle
dish.

like
a
dessert.
It's
very
good.
