many
people
will
be
mystified
as
to
why
I'm
presenting
this
report,
but
I
think
one
of
the
reasons
why
in
Claire,
Campion
Smith's
absence
I've
been
asked
to
do
it,
and
certainly
what
I
want
to
stress
to
cabinet
colleagues
and
to
councillors
in
whatever
role
they
are
and
to
partners
who
are
part
of
this
is
that
the
strategy
for
children
and
young
people
and
families
is
everybody's
business.
So
whatever
our
cabinet
portfolio
covers,
then
those
issues
and
the
future
of
the
city
which
we
know
from
the
stats
we're
a
young
city.

A
higher
proportion
of
our
population
is
under
16,
then
is
generally
the
case
in
our
comparator
cities,
and
also
a
higher
proportion
of
our
children
are
living
in
poverty
than
many
of
our
comparator
cities.
There's
a
very
telling
bit
in
this
strategy:
I,
don't
know
if
people
have
read
it
and
have
seen
it,
but
there
are
certain
neighborhoods
in
our
city
and
I
represent
one
of
them,
where
every
other
child
that
you
pass.
If
you're
walking
around
that
neighborhood
is
likely.
It
is
likely
that
their
family
is
living
in
poverty
and
I.
C
We
have
got
almost
within
shouting
distance
of
each
other
in
the
city
parts
of
the
city,
where
80
percent
plus
of
young
people
go
on
to
higher
education,
and
we've
got
one
constituency
within
the
city
which
is
the
next
to
bottom
constituency
in
the
country
for
access
to
higher
education,
and
that
doesn't
make
us
a
sustainable
city.
Really
I.
Think
that's
the
important
thing
to
say
in
terms
of
the
exclusion
that
people
feel
in
terms
of
the
different
opportunities
that
are
in
range
for
those
young
people.
We've
all
got
to
do
more
about
that.
C
I
mean
within
my
portfolio
does
lie
things
like
local
labor
from
the
major
developments
within
the
within
the
city
and
that's
something
that
I'm
really
passionate
about,
and
we
have
seen
work
very
well
in
earlier
developments
like
harbor
side
like
Cabot
Circus.
But
we
need
to
do
more
and
we
need
to
be
constantly
vigilant,
because
I
think
that
it
would
be
an
indictment.
A

You,
as
you
may
imagine,
the
part
of
this
report
I
take
the
most
interest
in
is
the
healthy
and
active
section
of
it,
and
this
administration
does
have
a
focus
on
mental
health,
especially
as
it
impacts
on
young
people
and
whilst
all
these
issues
as
Helen
mentioned,
they're
all
knitted
into
each
other.
It's
very
hard
to
separate
out
one
particular
element
for
another,
but
the
health
and
we're
active
part
of
this,
for
me,
is
really
is
key.
D
We've
got
a
population
of
young
people
in
Bristol
who
are
a
last
bit
showing
increasing
signs
of
ill
health.
You've
got
eighty-five
percent
of
teenagers
who
don't
take
enough
exercise
in
the
week,
which
is
a
startling
statistic,
and
when
you
dig
deeper
the
documents
that
feed
into
this
strategy,
if
you
look
at
the
emotional
health
needs
assessment
that
underpins
it.
There
are
some
really
quite
startling
statistics
we've
got
nearly
five
and
a
half
thousand
children.
D
Who've
got
a
clinically
diagnosed
mental
disorder
and
that's
huge,
but
it
doesn't
it's
acknowledged,
as
the
report
does
acknowledge
that
there's
a
huge
number
of
children
who
are
still
undiagnosed
and
this
undiagnosed.
Sorry-
and
this
is
illustrated
by
the
fact
that
around
40%
of
children
who
present
at
A&E
with
self-harm
haven't
had
any
contact
with
mental
health
services
up
until
that
point.
D
So
that's
a
large
number
of
children
who
have
slipped
completely
under
the
radar
and
do
wind
up
in
A&E,
with
quite
significant
health
disorders,
as
Helen
mentioned,
there's
a
significant
number
of
children
who
live
in
poverty.
So
as
a
quarter
in
the
city
and
as
the
report
illustrates,
children
who
do
grow
up
in
poverty
have
a
significantly
significantly
increased
risk
of
mental
health
problems.
Another
issue
is
that
report.
D
The
emotional
health
and
well-being
report
points
out
that,
whereas
a
half
of
young
people
who
have
less
than
five
GCSEs
report
feelings
of
low
mood
and
depression,
only
30%
of
children
who
do
have
those
GCSEs
fills
in
a
similar
way
and
I.
Think
this
points
less
to
the
restorative
power
of
passing
exams
and
rather
to
the
issue
that
children
who
do
have
low
mood
and
do
have
problems
are
likely
to
underperform
quite
significantly
the
most
terrifying.
Well.

So
I
very
much
welcome
the
emphasis
given
here
on
health
and
mental
health,
especially
for
young
people.
We
do
need
to
work
differently.
We
need
to
work
differently
with
the
health
and
well-being
board
and
madula
to
work
with
schools
as
well
intervening
as
early
as
we
can
and
know
that
Marvin
and
Sumanth
Stephens
have
recently
written
to
schools,
haven't
needed
to
see
how
we
can
work
together
better
to
bring
an
embed
mental
health
issues
to
the
way
that
children
are
educated
in
the
city
simply
doing
one
assembly
in
the
year.
D
Saying,
if
you
feel
stressed,
here's
a
website
really
isn't
going
to
cut
the
mustard.
We
need
to
make
sure
that
it's
embedded
in
its
long
term
and
there's
some
quite
interesting
initiatives
happening
in
the
city
and
fairness,
but
we
need
to
spread
those
out
and
embed
them
further,
and
we
have
to
recognize
that
we
have
got
a
significantly
growing
child
population
in
this
city
and
it's
one
that's
showing
increasing
incidences
of
mental
ill-health.

So
we
do
need
to
address
this
me
to
address
the
stigma
that
surrounds
that
mental
health,
which
still
exists
and
which
often
prevents
young
people
from
coming
for
help,
and
we
need
to
work
with
people
and
their
families
and
the
wider
community,
so
that
we
recognize
that
this
is
a
really
important
in
a
central
part
to
seeing
our
city
grow
and
flourish.
That's
all
I
wanted
to
say.

yourself

a
fantastic

of
presenting
his
paper
and
the
priorities
for
a
first
in
Bristol
I'll.
Just
add
to
that
list.
The
youth
mayor's-
and
it's
worth
you
all,
knowing,
as
both
elected
representatives
senior
officers,
remember
the
public
that
when
the
youth
mayor's
first
came
to
see
me,
they
had
two
items:
they
wanted
the
city
to
address
and
I
think
it
comes
not
just
as
an
ask,
but
as
a
demand
and
a
responsibility
for
us
to
address
them.
A
One
was
around
mental
health
actually,
and
the
other
was
around
work
experience
for
children
and
young
people
and
there's
the
high
numbers
of
young
people
to
see
don't
get
access
to
the
jobs
market
early
enough,
but
that
emphasis
on
on
what
we
do
about
making
Bristol
a
city
in
which
every
child
gets
off
to
the
best
possible
start
in
life
is
absolutely
essential.
So
terms
of
this
paper,
how
its
alignment
to
our
priorities
going
into
the
corporate
strategy
on
our
annual
business
plan.
It's
not
gonna
be
easy.
A
We
face
a
major
financial
challenges
in
Bristol,
but
we
have
some
core
commitments.
We
need
to
make
to
all
children
and
young
people
and
bearing
in
mind
this
is
this:
is
you
space
good
sense,
I?
Think
the
Department
of
Health
say
the
50%
of
lifetime
mental
health
problems
start
before
the
age
of
14
and
50%
of
those
are
preventable,
so
those
are
the
future
viability
of
our
National
Health
Service.
This
kind
of
programs
actually
essential
so
I'd
say
thank
you
for
that
and
I
approve
of
the
recommendations
as
set
out
in
his
report
today.

There
was.
There
was
one
element
that
we
were
judged
as
inadequate
and
as
a
whole,
we
required
improvement,
and
we
have
take
my
incredibly
seriously
and
I
think
that
the
work
done
in
the
last
12
months
has
been
amazing
and
we're
very
grateful
for
the
extra
resource
that
was
put
in
around
care
leavers
the
year.
Two
improvement
plan
is
now
based
around
a
mainstream
budget
and
it
is
very
ambitious,
considering
the
funding
envelope
that
we
are
now
constrained
by
and
I
just
want
to
sort
of
commend.

We
are
committed
to
becoming
excellent
because
these
young
people
are
vulnerable
and
they
are
under
our
care,
so
I
just
want
to
really
highlight
to
you
point
four
is
that
this
plan
will
continue
to
be
overseen
not
just
by
Children's
Services
improvement
board,
but
very
much
the
cabinet's
very
much.
You
know,
there's
the
scrutiny,
the
people
of
people
scrutiny.
We
are
committed
to
getting
this
right,
we're
committed
to
transparency
and
challenge,
and
in
that
light,
I
want
to
come
in
this
to
the
cabinet.
A
G
They
choose
to
develop
their
careers
in
Bristol.
They
don't
move
on
we're,
not
relying
on
agency
work
force,
for
example,
which
creates
churn
and
instability.
All
of
those
things
are
so
important
to
children
in
care
very
important
to
everybody,
but
probably
to
children
in
care
who
may
be
used
to
having
an
unstable
background
or
a
chaotic
lifestyle.
So
I'm
really
pleased
that
we've
committed
to
that
and
I
think
it's
a
really
vital
part
of
the
the
plan
and
indicates
the
seriousness
with
which
we
take
it.

We
were
judged
as
requiring
improvement
and
so
we're
starting
from
a
place
of
being
very
open
and
transparent
and
and
putting
an
improvement
plan
in
place.
So
unless
there
are
any
other
comments
from
cabinet
and
in
terms
of
with
the
I,
would
just
our
central
this
this?
This
isn't
a
need
to
continue
I'd
like
to
recommend
the
recommendation
is
to
set
out
in
this
report.

it's
not
a
cabinet
report,
title
that
exactly
trips
off
the
tongue
or,
unfortunately,
necessarily
one
that
engages
people
so
really
in
presenting
this
report.
I'm
seeking
cabinet
and
members
members
of
the
public's
help
in
getting
this
consultation
out
there,
because
it's
really
really
important
and
I
know
from
past
experience
that
getting
people
to
engage
with
big
strategic
pictures
of
the
spatial
strategy
over
the
next
20
years
is
not
the
biggest
turn-on.
C
But
you've
only
got
to
look
on
the
cabinet
agenda
tonight
to
see
that
there's
a
report
later
about
a
specific
site
that
you
can
get
people
interested
when
something
is
happening
at
the
bottom
of
their
garden
or
in
their
local
community
and
when
they're
told
that
well,
the
use
of
that
site
was
established
in
strategic
planning
some
years
before.
They
wonder
why
they
didn't
have
any
input
into
that.
C
So
it's
really
important
that,
although
this
is
big
big
picture
stuff
and
it's
2016
to
2036
and
2036
sounds
a
hell
of
a
long
way
away
that
we
really
need
people
to
engage
with
this
consultation.
So
in
2014,
the
four
local
authority,
West
of
England
authorities,
agreed
to
work
on
a
joint
spatial
strategy
and
that's
been
acknowledged
by
government
and
in
fact
it's
part
of
the
reason.
I
think
why
the
government
is
taking
our
Merrell
combined
Authority
work
seriously,
because
not
all
of
the
future
combined
authorities
have
got
a
shared
spatial
strategy.

It
needs
to
be
done
now
and
that's
the
reason
why
they
don't
transport
strategy
is
done
in
tandem
with
it,
because
actually,
we
could
get
this
very,
very
wrong
and
put
lots
of
homes
where
there
isn't
transport
infrastructure
and
just
increase
the
problems
of
congestion
and
air
quality
and
all
of
those
things
that
we
know
are
hampering
Bristol
and
Western
england's
growth
at
the
moment,
or
we
could
really
really
proactively.
Do
it
get
it
right,
get
the
transport
infrastructure
in
right
and
that
the
communities
are
built
round.

Transport
hubs
and
I
hope
that
that
is
what
we
choose
to
do.
Rather
than
taking
the
kind
of
line
of
least
resistance,
which
is
I,
think
has
been
a
criticism
across
the
four
authorities
to
an
extent
over
the
over
the
years
and
always
having
to
play
catch-up
about
homes
and
areas
that
were
built
without
thought
about
how
people
would
move
where
people
would
go
for
jobs
where
their
children
would
go
to
school.
And
thinking
about
that
and
trying
to
retrofit
it
afterwards,
which
never
works
and
we're
always,
as
I
say,
trying
to
play
catch-up.

That's
why
the
two
strategies
running
alongside
each
other
are
so
important,
but
it's
also
really
important
that
we
bite
the
bullet
now
and
that's
why
I'd
commend
the
work
that
Paul
is
doing
as
the
cabinet
member
for
homes
and
communities
that
we
start
thinking
about
where
these
homes
are
going
now
and
we
get
on
with
it
rather
than
leaving
it
to
our
successors
to
sort
out
the
mess
that
we've
made
in
in
the
future.
As
we
sometimes
seem
to
feel
as
if
we
are
doing
for
people
and
decisions
that
were
taken
in
the
past.

respond

We

keep

pick
issues
up
with
us

can
I
offer
the
floor
now
to
any
cabinet
members.
Who'd
like
to
comment
on
this
first.
Okay.
Let
me
start
with
marking
and
I'll
go
to
fee.

The
the
vision
set
out
in
this
consultation
is,
they
have
a
really
long
time
span
and
all
sorts
of
assumptions
made
in
producing
this
sort
of
work.
So
you
know
who
knows
what
the
economy
will
be
like?
Who
knows
what
growth
will
be
like?
Who
knows
what
other
precious
wool
will
exist
between
now
and
twenty
thirty?
Six,
so
always
lots
of
caveats
and
assumptions
here
on
the
transport
side,
this
wall
leads
the
preparation
of
our
next
joint
local
transport
plan
late
in
2017,
so
I
think
we
already
have
a
couple
of
those.
H
Some
work
in
particular
on
the
bath
Road
area,
including
the
Canton
Road
link,
which
has
been
like
that
for
many
many
years
as
a
potential
intervention,
but
also
other
key
corridors
into
the
city
and
across
the
city
region.
That
need
a
a
focus
degree
of
intention,
and
indeed,
investment
as
well,
for
example,
on
the
a
38
which
is
currently
the
subject
of
a
bid
to
government.
H
But
a
package
of
work
around
the
city
sent
to
him
to
improve
traffic
flow,
but
actually
make
it
a
more
balanced
place
in
terms
of
access,
not
just
for
road
users,
but
for
pedestrians
and
people
cycling
as
well,
and
and
to
make
sure
that
public
transport
access
is
there
transport
improvements
in
the
East
fringe
and
there's
a
map
in
and
I
was
trying
to
find
it
in
the
consultation.
There's
a
map
which
shows
the
level
of
congestion
across
the
city
region.
H
A
kind
of
heat
map
shows
really
clearly
the
congestion
and
the
consequent
air
quality
pressures
in
the
east
of
the
city.
So
some
really
focused
transport
interventions.
Better
degree
of
integration
in
in
that
part
of
our
city
and
one
of
the
more
contentious
aspects
is
the
park
and
ride
in
bristling
Turner
and
the
the
potential
to
put
that
at
Hicks
gate
and
the
potential
there
for
to
get
services
directly
onto
the
Ring
Road,
again,
not
a
new
concept,
but
an
idea
that's
been
around
for
some
time.

That
is
a
view
that
that
working
with
our
neighboring
authorities,
we've
looked
at
some
common-sense
interventions
that
would
really
help,
but
it's
not
the
final
list
and
I
suppose
the
consultation
is
really
to
inform
that
process,
but
also
to
address
the
chronic
underfunding
that
we've
had
over
many
many
years
in
terms
of
transport,
infrastructure
and
capacity.
We
desperately
need
to
catch
up,
so
this
work
could
well
inform
our
approach
to
government
and
indeed
other
agencies
in
the
years
ahead
about
how
we
get
that
investment
here
for
Bristol
for
our
city
region.

Be
brief,
but
just
to
endorse
what
Helen
was
saying
about
how
important
it
is
to
take
lots
of
elements
into
consideration,
considering
the
transport
along
with
a
house
building,
and
we
also
need
to
consider
the
public
health
implications
of
the
design
of
the
builds
that
buildings
that
we
have.
We
all
know
about
the
impact
that
coal
buildings
can
have
an
individual's
health,
but
at
this
early
stage
we
need
to
look
at
the
wider
urban
design
of
the
new
neighborhoods
that
we're
creating
so
that
they
are
not
storing
up
massive
problems
for
the
future.
D
There's
plenty
of
examples
around
this
country
we
can
look
to
where
this
has
been
done
and
done
effectively,
because
money
spent
on
pub
mum
housing
that
supports
public
health,
such
as
things
like
bicycle,
bicycle
lanes
and
open
spaces
and
decent
housing
pays
dividends
in
a
fairly
short
period
of
time
in
terms
of
savings
made
to
the
NHS
and
also
just
the
wider
community.
Are
we
banging
on
about
this,
as
is
over
the
next
four
years,
as
this
progresses.
I
I
It
says
the
the
area
needs
a
hundred
and
five
thousand
new
homes
over
the
the
plan
period.
That's
at
the
lower
end
of
the
estimates
from
the
the
studies
that
were
done
running
up
to
it,
but
even
that
the
requirement
for
Bristol
is
33,000
homes,
which
is
12,000
more
than
we
have
in
our
existing
planning
documents
and
for
those
who'd
like
to
do
the
numbers
at
1650
a
year.
So
our
2,000
Tygart
will
will
help
us
get
to
that,
so
that
overall
figure.
I
But
what
you
know
we
all
need
to
be
aware
of
is
is
that
the
housing
need
in
the
city
is
growing
and
the
housing
need
continues
to
grow.
This
its
population
is
growing
on
average
of
about
4,000
a
year,
but
the
amount
of
land
in
Bristol
is
not
growing.
The
amount
of
this
land
in
Bristol
is
fixed
and
therefore
we
cannot
be
as
wasteful
as
land
as
our
predecessors
were,
particularly
in
the
1950s.
I
In
terms
of
looking
at
how
we
meet
that
housing
need,
which
means
we
need
higher
densities
than
has
been
the
case
in
the
past.
In
the
city,
we
will
need
taller
buildings.
As
the
mayor
made
clear
in
this
state
of
the
city
speech,
we
also
need
to
look
at
land
which
currently
is
not
designated
for
housing
to
see
where
the
housing
might
not
be
the
most
appropriate
use
and
where
people
have
sites
for
housing.
There
are
nearly
7,000
units
with
planning
permission
where
there
has
been
no
start
on
site.
I
We
will
also
need
to
look
at
compulsory
purchase
to
ensure
that
housing
is
actually
built.
What
the
report
also
says
and
I
think
needs
some
time
is
what
it
says
about.
Affordable
housing
says
the
need
for
affordable
housing
in
this
plan
period
is
32,000
about
30
percent
of
the
overall
need,
but
what
it
goes
on
to
say,
if
you
read
the
report
is
actually
we
don't
think
we
can
deliver
that.
I
I
The
viability
assessments,
the
introduction
potentially
of
starter
homes
as
a
class
of
affordable
housing,
both
for
those
things
pushing
out
the
traditional,
rented
and
shared
ownership,
affordable
housing
that
we've
got
and
in
reflecting
on
this
report,
which
I'd
really
do
hope
like
councillor
Holland,
has
said
that
people
will
take
the
time
to
read
and
respond
to
that.
When
we
look
at
major
developments
within
Bristol,
it
is
not
acceptable
that
they're
coming
forward
to
us
without
any
affordable
housing
within
them.

Okay
and
and
I'll
just
again,
thank
you
for
your
for
presenting
this
again
I
just
emphasize
something
you
said
to
me
at
the
beginning,
Paul
that
I
I
hope
as
we
do
feed
into
this,
and
as
people
feed
in
we
can
vary
mine.
And
it's
picking
up
of
what
you
said
as
well
fee.
We
don't
just
want
to
build
houses,
we
want
to
build
communities
and
we
want
to
build.
A
We
want
to
do
our
development
in
a
way
that
will
tackle
social
problems,
not
store
them
up
for
us
in
a
future
by
driving
isolation,
having
people
physically
culturally
dislocated
from
Economic
Opportunity
education
opportunities
as
well,
so
now's
our
chance
really
to
grab
this
consultation
by
the
scruff
of
the
neck
and
make
sure
that
those
values,
those
principles
and
priorities
that
are
sewn
into
it.
So
I
recommend
this
report
going
out
for
a
consultation
as
we
were
triggering
today,
but
I
would
say
to
to
you
and
to
all
our
elected
members
as
well.

if

want

we
work

important

we
reduce
the
council's

player

are

important
role
and

need
help
in
doing
this

risks

managers
will
be
considered
superfluous

Think
in
some
ways
it's
quite
it's
quite
fitting
that
this
report
has
come
to
us
the
same
day
as
the
strategic
plan
and
as
as
council
Holland
intimated
very
often
when
we
talk
about
big
housing
numbers.
What
we
often
forget
is
that
often
means
lots
of
small
developments
or
medium-sized
developments.
I
mean
I
I
noticed
on
the
common
pages
of
the
Post.
I
This
site
was
allocated
for
housing
not
last
week,
not
in
May
when
this
administration
was
elected,
but
in
July
2014,
and
there
was
a
vote
of
the
full
council.
The
full
council
voted
overwhelmingly
to
approve
this,
along
with
the
other
sites
in
the
site
allocations,
and
that
votes
at
full
council
followed
a
process
of
public
consultation
and
a
full
planning
inquiry
and
that
the
21
thousand
homes
identified
in
that
site
allocation
included
300
homes
Umbra's
into
meadows.
I
Now,
if
we
built
every
single
home
identified
in
that
planning
document,
it
would
still
leave
us
12,000
homes
short
for
this
city
in
terms
of
the
joint
strategic
plan
total.
So
we
can't
actually
afford
to
leave
any
of
the
sites
that
are
allocated
for
housing.
Undeveloped,
I
have
been
approached
by
council
Langley,
the
local
councillor
for
the
for
the
Ward
saying,
where
there's
a
very
underused
industrial
site
next
door.
Why
don't
you
build
it
there?
Instead?
I
Obviously,
that
industrial
site
is
not
allocated
for
housing
at
the
moment,
but
we're
having
to
review
all
the
sites
across
the
city
because
we
need
to
find
an
extra
12,000
units.
So
it's
not
a
question
of
don't
build
here,
build
somewhere
else
in
terms
of
the
demands
we
have
in
this
city.
It's
build
there
and
build
somewhere
else.
I
So
if
there
are
industrial
or
retail
sites
which
can
be
brought
forward
is
housing
that
will
be
in
addition
to
what's
already
plans,
not
as
a
replacement
for
because
we're
behind
and
we're
not
going
to
catch
up
by
not
developing
the
sites
which
have
already
been
allocated
through
the
planning
system.
Now
this
is
a
proposal
basically
to
open
access
to
the
site.
I
It's
not
actually
a
detailed
proposal
on
the
site
that
should
be
developed
and
we've
got
some
questions
and
some
statements
coming
up
under
this
item,
which
raised
a
number
of
very
important
issues,
absolutely
right
that
those
those
issues
are
raised,
but
they're
actually
issues
for
the
planning
process,
the
planning
process,
which
will
follow
this
decision-
maybe
probably
not
for
as
long
as
a
year
after
this.
So,
there's
a
lot
of
time
for
or
full
engagement
with,
the
public
in
that
area,
about
the
implications
of
this
development
and
what
it
is
that
they
want.
I
How
that
we
create
something
that
the
people
in
Britain
are
proud
of
and
are
pleased
to
see
add
into
their
community
rather
than
than
taken
away
and
in
terms
of
the
point
about
the
loss
of
public
space
in
terms
of
the
the
space
owned
by
the
City
Council.
There's
a
very
strong
commitment,
given
that
this
will
be
a
joint
develop
going
forward
that
that
that
public
space
owned
by
the
council
will
be
reprimanded.

At
public
spaces,
which
are
accessible
and
usable
by
the
local
residents
are
not
really
sure
convinced
that
all
of
the
ones
that
we
talked
about
actually
are
it
also
the
housing
that
Housing
Development
does
lead
to
new
investment
does
help
making
public
transport
routes
viable.
That
currently
may
not
be,
and
again
these
are
issues
that
can
be
picked
up
through
the
planning.
A
points
also
been
made
about
taking
access
through
the
allotment
site,
which
I
think's
Splott
to
on
the
plan.
I
I
300
new
homes
will
produce
at
current
rates
four
hundred
thousand
pounds
a
year
extra
in
council
tax.
That's
four
hundred
thousand
pounds
a
year
of
cuts.
We
don't
have
to
make
because
those
new
homes
have
been
built
and
occupied
and
they're
paying
council
tax
to
us.
That's
400,000,
panes
we're
for
services
that
are
supported
by
that
development.
There
will
also
be
community
infrastructure
levy
which
can
be
used
to
improve
the
local
parks
and
for
other
environmental
improvements.
There
will
be
new
homes
bonus,
which
will
also
assist
with
the
council's
finances.
I
The
deal
will
also
provide
the
council
with
a
significant
capital
receipt
to
help
it
with
its
financial
situation.
So
you
can't
look
at
this
on
its
own
without
thinking
about
the
overall
financial
situation
of
the
local
authority
and,
of
course,
more
important
than
all
of
that
is
that
there
will
be
300
households
with
somewhere
to
live,
90
of
those
of
which
will
be
affordable
homes
mainly
for
people
requiring
rented
housing
and
if
possible,
we
will
look
to
build
council
housing
on
that
site.
I
As
part
of
this,
so
I
would
like
to
commend
this
report
to
the
council
on
its
own.
It
does
not
solve
all
of
the
council's
housing
crisis,
all
of
Bristol's
housing
gross
it,
but
like
many
other
sites
which
may
come
before
us
over
the
next
few
years,
it
will
play
a
role
if
we
don't
do
this.
Instead
of
having
to
find
12,000
homes,
we'll
have
to
find
twelve
thousand
three
hundred
homes
elsewhere
and
I.
Think
it's
a
hard
enough
challenge
to
find
the
other
homes
that
we
need.

So
I
hope
that
in
a
few
years
time,
once
this
scheme
has
been
built,
the
public
will
say.
Yes,
we
were
consulted.
Yes,
we
have
got
great
public
space,
great
parks,
that
were
that
we're
pleased
to
have
as
part
of
our
community
we've
got
new
people
that
we're
welcoming
into
our
community
and
overall,
that
this
development
makes
a
positive
contribution
to
the
neighborhood
where
we
live.

that

effects

the
transport
implications
of
this
scheme
and
by
the
way,
I

think

scheme
is
something

thought
out
well

wish
to
support
because
of
its
inclusion
of
such
a
large
amount
of
affordable
housing.

worries
me
is
that,
given
that
this
is
going
to
increase
the
population
of
Britain,
along
with
a
number
of
other
development
schemes
that
are
happening
in
the
to
roads
along
the
bath
road,
this
is
going
to
put
additional
pressure
on

bus
services
in
bristling
ttan,
which
are
the
subjects
of
continuous
complaints,
particularly
the
bus
36,
compared
to
other
bits
of
the
city.
A
bristling
tune
is
not
well
served
by
buses.
If
you
go
down,
Gloucester
Road
you'll
see
about
10
buses
charging
along
in
front
of
you.

we
are
in
a
deregulated
bus
market,
so
we
do
not
have
powers
over
bus
operators
to
tell
them
where
to
run
services.
There
will
be
a
degree
of
commercial
self-interest
in
there.

homes,
more
people,
because
more
desire,
perhaps
to
use
the
public
transport
so
I'm,
hoping
that
there
is
a
commercial
equation
in
this,
but
we
will
obviously
engage,
and

supporters

talking
to
the
bus
operators
about
these
opportunities.

opposing
that
clause,
which
would
be
a
disastrous
development.

for
the
whole

the
scales
of
that

the

with

impact

building

on
the

and
catchment
area.
This
is
an
area
that's
been
prone
to
flooding
in
the
past
and
the
other
one.
It
would
transport
with
Marcus
with
another
300
houses
in
there
isn't
an
area.

you
think
that
that
increases
the
need
for
the
reopening
of
st.
Anne's
station.

mean
one
of
the
things
said

this
will
lead
to
an
increase
in
the
population
of

area

put
extra
demand
on

whilst
in
some
instances
that's

also
got

fact

population
is
growing
anyway,
and
people
are
unable
to
get
rehoused
in
the
area
and
we've
got
470
families
in
temporary
accommodation
of
one
form
or
another.

So
I
would
rather
that
those
families,
particularly
those
that
originate
from
Britain,
are
able
to
find
housing
and
housing
solutions
which
are
permanent
and
back
within
their
own
communities.
It's
very
difficult
when
we've
got
a
city,
that's
growing
at
the
rate
is,
but
that
it's,
the
area
that
occupies
isn't
to
say,
building
some
housing
in
one
area
will
increase
the
population
of
that
area
more
than
it
would.
Otherwise.

Those
all
need
to
be
these.
Those
all
need
to
be
picked
up
as
part
of
that
public
consultation
that
we've
talked
about,
we,
you
know,
obviously
people
can
start
thinking
and
talking
now
about
that
and
not
wait
for
formal
planning
consultation
to
happen.

already
just
talked
to
Raven
Wildlife
Trust.
It
would
provide
you
with
no
surprise
that
they're
opposed
to
the
development
of
this
site,
which
you
know,
as
some
of
you
are
I,
think
NASA.
You
know
that's
a
noble
position
to
take:
I'm
not
criticizing
people
for
opposing
certain
developments.
I
However,
what
they've
also
said
is,
but
yes,
if
it's
going
ahead,
we
will
work
with
you
to
ensure
we
get
the
best
possible
environmental
outcomes
in
that
area
and
I.
Think
that
that
spirit
of
cooperation
is
what
we,
what
we
look
for
from
the
whole
community-
and
you
know,
I
I,
take
very
positively
the
comments
made
by
the
local
councillors
today.
It
may
be
when
it
comes
to
planning
they
oppose.

pick
up
a
couple
of
points,
the
point
that
was
made
about
the
bus
services
bill,
Clause
21,
which
bans
munis
for
bus
companies
is,
is
an
unnecessary
piece
of
legislation
and
the
government
has
lost
the
fight
in

House
of
Lords
and
we
hope
that
the
Clause
doesn't
come
back
in
the
Commons.
I
met
some
of
the
people
involved
in
the
Lord's
process
last
night
with
a
number
of
other
local
authorities
and
we're
all
very
clear,
including
some
of
the
bus
operators,
about
the
damage
that
would
do
to
local
innovation
on
flood
risks.

rest

are
obviously

important,

that
we
provide
people

roofs

leak
and
it's
important
that
we've
got
access
to
supplies.

we've
tried
to
do
with
both
of
these,
the
first
being
a
more
formal
contract,
the
second
being
a
framework
arrangement
which
allows
us
to
draw
down
work
as
in
when
a
demand?
We
need
it
from
those
on
the
framework.
We
believe
that
both
of
these
contracts
provide
the
council
with
value
for
money
and
also
entrench
local
supplies
and
local
job
creation
and
job
retention
within
the
way
in
which
they're
delivered,
and,
on
that
basis,
I'd
like
to
commend
them
to
the
to
the
mayor.

represents
award
we're

lot

this
work
will

suspect,
I'm
really
welcome

commitment

local
labor

we're
asking
contractors
to
bid

this

commitment
to
that,
because
actually,
this
is
how
this
report
connects

both

prism,
someone
and
there's
joint
spatial

we've

people
young
people
who
get

jobs

exacerbate
the
Bristol
problem

bids

assessed,

suitable
weighting

given
to
the
amount

local
training

contractors

putative
contractors
commit

we've

been
going
on
a
national
level
of
an
inclusive
economic
development.

of
the
things
that
we've
pointed
out
is
that
that
economic
development
is
not

neutral
act.

do
economic
development
in
an
inclusive
way
and
it
is
actually
exclusive,
as
it
doesn't
support
local
labor,
it
doesn't
drive.
Reductions
in
inequality
doesn't
improve
the
affordability
of
a
place
that
actually
it
has
a
harmful
impact
on
the
city.

Same
for
housing
developments
have
0%,
affordable
homes
if
it's
not
providing
affordable
homes.
We
pick
up
the
tab
that
kicks
in
when
public
services
are
needed
to
deal
with
the
social
consequences
of
that.
So
I
welcome
that
in
this
report,
but
unless
there
are
any
other
comments,
I
just
like
to
approve
the
recommendations
are
set
out
in
this
report.

to
complete
the

Transport

the
local

we
want
them
money
to
do
this

we're
applying
to
both,

we
think
that
gives
us

better
chance
of
securing
the
funding.

the
aim
is
to
get
passenger
services
up
and
running.

service

has
not

because
it's

a
signal

just

important
this
strategy
is

city

we
really

sure
it's
anchored
in
in
the
mayoral
office.

face
of
the

mildest
challenge
that
comes
along
the
phrase
we've
been
using
and
the
phrase
I've
been
using
for
some
time
is
about
flourishing.
The
idea
of
how
do
we
capture
that
that
sense
of
of
individuals
and
the
city
operating
at
it's
at
its
best
capacity
in
the
best
possible
way?
So
the
strategy
was
created
with
the
support
of
a
resilient
sounding
board.

Bringing
together
stakeholders
from
across
the
city
process
engaged
more
than
1,600
stakeholders
to
to
come
up
with
the
the
key
components
of
this
strategy,
and
this
led
to
the
development
of
a
50-year
strategy
to
make
Bristol
more
resilient,

fits
with
that
wider
theme
that
we're
really
trying
to
develop
at
the
moment,

is
about
having
a
long
term
vision
for
what
Bristol
is.

know
it
becomes
more
difficult.

the

will
be
integral
to
our
future
idea
of
what
the
city's
leadership
should
be

as
a
group

engagement

see
that
as
a
high-risk

has

specific
targets

sort

integrated

cross-cutting.

jobs
and

funding
would

supported

are
other
budget

prosper
and

develop
in
the
medium

every
service

it

of
oversight
and

commitments

institutions

massive
challenge
for
us:
I
mean
we
face
that
we
face
those
dilemmas.
Don't
we

people
I
think
in
terms
of
our
financial
challenges
we
have
to
take
on
which
we're
going

positive
public
consultation.
Now
we're
not
just
making
the
choice
between
which
crises
services
do
we
save,
and
we
do.

we're
also
needing
to
continue
to
invest
in
those
early
interventions
that
save
us
money
downstream,
but
actually
the

early.

don't
hit
the
papers
because
they're
not
headline
activities
by
spending
money
on
six-year-old
mental

We're
also
facing
a
need
to
investing
our
future
economic
attractiveness

are
increasingly
reliant
on
business
rates
in
the
future
to
fund
our
public
services,
and
those
may
be
things
like
funding
arts
venues
that
make
us
an
attractive
City
that
don't
look
like
crises
but
are
actually
essential
to
our
future
attractiveness
as
a
place
to
most
people
to
low
rent
they
invest
in
do
business,
so
we're
trading
off
all
these
things.

the
same
time,
it
will
never
be
lost
on
us
and
I
think
it
would
be
worthy
of
a
good
debate
in
the
council
chamber
that
that
we,
that,
if
we,

that
the
cut
in
spending
on
measures
such
as
building
resilience
will
actually
cost
us
more
in
the
medium
to
long
term,
because
that
lower
resilience
means
that
we
have
to
spend
money
on
those
crisis.

government

think
it's
pretty
rigorous.
Actually,
it
analyzes
the
strengths,
the
weaknesses,
the
opportunities
that
Bristol
was
presented
to
Bristol
it
situates
it
with
an
kind
of
global
context.

points
out
what
Bristol
does
well.

that's

important

obviously
the
electoral
cycle
historically
has
been
one
of
a
kind
of
prohibiting
factors
in
attempting
to
plan

years
ahead,

of
the
consequences
of
that
are,

short-termism

public
transport,
short-termism
and
planning
for
housing

Council
wishes

fully

overspend

operator
pedometer
one
in
this
contract,
we're
not
going
to
provide
everything
commercially
they've
told
the
council
in
the
West
of
England
that
and
there
will
be
bits
of
the
network
that
will
require
public
expenditure
and
will
require
public
subsidy
just
get
around
there.

for
that
and
some
of
the
services
that
run
on
Metro
bus
at
the
moment,
the
18,
which
is
crucial
from
over
mouth
and
South
me
Don
of
Don's,
nod
his
head
into
the
hospital
and
then
runs
down
the
Metro
bus
route
over

Emerson's
Green.
So
these
other
routes
are
73,
which
is
subsidised
already
on
the
Metro
bus
network,
they're
already
subsidised
the
famous
51,
which
is
subsidised
across
Metro
bus.
Those
subsidies
can't
be
removed,
and
then
we
suddenly
run
this
all
commercially
free.

will
be
the
only
place
in
Western
Europe,
where
we
run
a
public
transport
network
without
public
subsidy.
That's
not
real,
but
it's
train
or
bus.
It's
not
a
real
position.
Even

should
never
be
recommending

more
integration
work.
We
are
concerned
at
the
moment.

integration
officer

off
sick

on
how

it

it
delivered

next
two

We
follow
that
up
with
a
productive
meeting
amongst
the
different
officer
teams
with
local
representatives.
We've
agreed
a
form
of
words
about
what
work
we're
going
to
do
next
and
the
timescale
for
that.
It
includes
talking
to
the
bus
operator,
in
this
case
first
about
getting
more
resilient,
predictable,
reliable
service
in
place,
which
is
being
quite
severely
affected
by
the
levels
of
congestion
which
have
been
way
in
excess
of
anything
predicted
by
the
modelling.

The
passenger,
so
I've
been
very
clear
on
that
front
and
Colin
hunt
who's,
my
opposite
number
in
south
gloss
and
I
are
taking
a
greater
grip
of
the
whole
metro
bus
program,
and
we
have
made
that
clear,
because
we
are
the
two
authorized
most
exposed
to
the
financial
pressure.
In
fact,
in
relation
to
North
fringe
heng,
Grove
South
gloss
has
a
bigger
exposure
than
ourselves,
but
we
will
work
together
on
these
issues
and
the
point
around
integration
substitute
is
well
made.

There
may
be
aspects
of
the
Metro
bus
network
that
requires
some
some
initial
subsidy
to
settle
them
down,
but
we're
talking
to
various
operators
about
about
what
what
that
might
mean
in
terms
of
the
finances.
In
the
point
that
Craig
identified
there
has
been
an
increase
in
budget
pressure
of
5
million.
There
is
a
request
for
a
further
contingency
of
2.1
million.
If
that
extra
continues
here
is
required,
it
will
be
met
through
the
transport
capital
program
and
through
other
projects.

North
fringe,
Hen
Grove,
is
the
biggest
part
of
the
Metro
bus
network.
It's
about
25
miles
in
total.
It
is
not
as
advanced
as
north
as
the
ash,
Navarre
Temple,
Meads
route
or
SAP
restore
link.
Sap
restore
link
is
almost
completed,
so
there's
still
a
lot
of
excavation
as
still
very
challenging
ground
conditions.
There's
still
a
lot
of
road
surfaces
to
be
dug
up.
It's
a
complex
project.
There
are
two
new
bridges
involved:
two
replacement
bridges
and
a
new
road
there's
all
the
city
center
works.

There's
the
bus
only
Junction
the
southbound
bus
lane
on
the
m32.
There
are
seven
contractors
working
for
us
across
17
construction
contracts,
so
it
is
the
most
complicated
complex
and
therefore
there
is
an
element
of
risk
attached
to
that
which
I
think
we're
being
sensible
in
addressing
in
this
report
today.
