businesses

about
a
place

people

live

arena
as

the
consultation-

that
showed
is
that
that's
people
are
up
for

They
want

walkways
so
that
it's
a
permeable
area
they
want
tatta
down
base
and
I
think

potential
for
that

really
exciting.

stage

planning
policy

tells
people

clearly

of

expectation

around
temple
quarter

what
we
would

developed

move

The
last
entrance
you
want

area
of
dereliction,
which
is
what
you
get
when
you
come
in
through
Temple
Meads
I
was
a
couple
of
weeks
ago
at
something
I
go
to
every
year,
which
is
in
Birmingham
and
brinly,
Place
area
and
I've.

When
I
first
started
going
to
there,
there
was
nothing
there
at
all
and
over
the
years,
I've
seen
it
develop,
and
it's
a
thriving
area
this.
This
could
be
so
much
more
than
Brindley
places,
especially
you
know,
making
use
of
the
waterways
and
the
canals
we've
got
much
bigger
canvas
here
in
terms
of
the
development
I
see
a
hope
that
what
we
don't
have
is
a
repetition
of
this
or
sterility
of
temple
ki,
which,
which
was
developed
some
years
ago,
that
we
do
have
something
that
is
vibrant
and
living.

seems
to
be
very
much
reflected
in
this
spatial
framework,
as
somebody
who
represents
of
this
area
and
the
city
center
as
a
whole.
Obviously
we
need
to
make
sure
that
we
don't
create
unnecessary
conflict
in
uses
between
residential
and
evening
activities,
which
which
causes
unnecessary
stress.
But
I
was
really
pleased
that,
as
a
result
of
the
consultation
which
I
I
responded
to
before
I
was
a
counselor
that
the
two
things
happen.

I'm
also
working
to
support
this
that's
been
done
into
creating
this
spatial
framework.
I
want
to
talk
a
bit
about
the
temple,
me--he's
master
planning.
In
fact,
I
met
with
some
representative
Network
Rail
word
today
to
talk
about
their
ongoing
work
to
work
up
a
master
plan,
also
the
progress
of
electrification
as
well,
which
will
you
know,
bring
new
platforms
and
a
much
improved
passenger
experience
to
Temple
maze,
which
is
long
overdue.

I
suppose
the
aim
is
to
create
a
proper
interchange
where
rail,
but
bus
walking
cycling
for
ferries
to
taxis
all
work
together
to
create
a
proper
travel
hub
and
that
certain
isn't
the
experience
at
present
and
also
some
steps
to
improve
the
way
the
station
works
now
for
passengers.
So
congestion
on
the
gate
line,
for
example,
I
know
that
network,
rather
than
Great
Western,
where
I've
been
doing
various
experiments
to
try
and
improve
that
as
well.

I
also
know
from
the
report
that
there
were
many
comments
in
response
to
the
consultation
on
the
location
of
bus
stops
and
the
taxi
ranks.
So
this
is
something
that
I'm,
certainly
very
aware
of,
and
that
the
officers
are
very
aware
of
about
how
we
make
not
only
the
building,
but
the
surrounding
area
work
a
lot
better
as
well
and,
of
course,
there's
the
programmed
works
for
temple
service,
which
will
free
up
land,
create
opportunities
to
improve
the
way
that
the
whole
area
looks
but,
above
all,
I
think
improve
access
for
all
so
I'm.

I
just
wanted
to
mention
the
one
of
the
oceans
that
came
up
in
the
consultation
was
about
a
desire
for
a
wider
range
of
job
opportunities
and
a
more
mixed
economy
and
I
think
that's
something
that
we're
definitely
committed
to
in
that
area.
It
can't
just
be
about
office
jobs
for
managers,
office
workers
we
have
to.
We
have
to
be
committed
to
a
much
more
mixed
economy
in
that
area,
with
opportunities
for
people
who
live
in
the
and
immediately
adjacent
parts
of
Bristol,
where
job
opportunities
are
relatively
limited
at
the
moment.

is
a
huge
pitch
for
Bristol
man
and
I
was
just
come
back
from
Birmingham
and
I
was
I
was
just
up
with
a
conservative
conference
and
I
was
struck
by
the
the
scale
of
aspiration
for
the
city
that
I
saw
as
I
walked
around
a
city
centre.
The
redevelopment,
the
new
library
which
is
fantastic,
the
buildings
are
on
there.
They've
got
a
tram
going
on
as
I
understand.
They
nearly
interact.
A
The
new
train
station
and
the
interaction
of
development
and
I
think
I
think
it
said
a
lot
about
the
place
in
this
mark
has
pointed
out
coming
in
to
Bristol
and
you
you
come
across
derelict
buildings.
That's
not
what
we
want
and
I
I
think
there's
something
about
that.
That
does
set
a
tone,
but
I'm
gonna
break
the
protocol
in
an
offer
a
little
bit
of
space,
but
can
I
keep
these
to

transport
group
said

the

it's

transfer

most
importantly

getting
from
bus
to
train,

metro
bus

rail

decent
shopping
experience
like

saw
in
Birmingham,
because
there's
not
even
Marks
and
Spencers,
you
can't
buy
a
toothbrush,
there's,
no
there's
no
chemist,
it's
the
pound
round
of
national
stations
and
we
need
to
make
it
more.
These
are
John
Lewis
and
really
make
it
stand
out.

know

Bristol's
challenges
are
how
we
drive
like
a
lot
economy.

economy

city
less
affordable
for
people,
doesn't
compound
inequality
and
doesn't
make
the
population
more
sick,
so
making
sure
that
we're
taking
account
of
equality
and
inclusion.

impact
on
population
health,
the
impact
on
sustainable
development
and
I
think
also
what
this
means
for
our
Kesey
partners
who
shape
the
city
with
us
is
absolutely
essential.
So
with
a
range
of
people
you
have
around
this
table,
I
think
watching
this
and
our
full
sweep
of
councillors
are
not
plot.
An
engagement
I
think
we
can
have
something
suck
something
very
rich
for
us.
So
in
terms
of
decision
today,
I'd
approve
the
recommendations
are
set
out
in
a
report.

We
never
like
giving
money
back
to
any
of
our
funders,
particularly
if
it's
the
government
and
where
some
of
the
reasons
for
why
we
haven't
been
able
to
spend
all
of
the
money
has
been
because
of
government
changes
about
what
they
consider
fundable
in
terms
of
energy
efficiency,
feed-in
tariffs
and
all
the
rest
of
it.
So
you
know
this
is
a
proposal
to
apply
to
government
to
be
able
to
spend
the
two
million
pounds
of
unspent
capital
on
supporting
the
private
housing
market.
So
there
are
schemes
whereby
we've
been
able
to
do
public
buildings.

There
are
schemes
by
by
which,
through
bristol
community
energy
projects,
we've
been
able
to
support
community
communities,
putting
sustainable
energy
efficiency
into
their
own
buildings,
and
we've
got
our
own
scheme
for
the
council's
property.
But
this
is
very
much
about
being
able
to
make
sure
that
people
can
access
this
money,
that
we
don't
have
to
return
it
to
government
and
that
we
improve
the
energy
efficiency
of
all
of
the
stock
right
across
all
ten-year
types
and
all
stock
in
the
city.

could
only
describe
it
as
but
I'm
here
today
to
just
communicate.
My
experience
with
warm
up
Bristol
I
wish
it
was
more
positive.
I
have
found
it
very
difficult,
working
with
warm
up
Bristol
and
have
almost
lost
hope
in
the
scheme,
apparently
we're
customers,
but
during
the
last
eight
months
we
haven't
been
informed
of
any
progress
nor
received
any
valid
communication
or
accurate
communication
regarding
the
progress
of
our
order.

During
that
time,
we
we
were,
for
example,
Concordia
construction,
who
was
the
second
company
to
go
under
I,
didn't
know
about
this
until
I
followed
it
up
and
the
guy
was
on
holiday
in
Spain.
I
knew
nothing
of
this.
We've
paid
1,700
pounds
for
a
service
which
we
have
received
absolutely
nothing
for
the
Reid
family
in
Brooklyn.
The
health
suffers
from
dent,
and
this
started
in
August
last
year
and
they're
going
to
have
a
second
year
of
having
to
live
in
the
damp,
because
this
hasn't
been
delivered.

and
I'm
sure
cabinet
colleagues
are
all
very
sorry
to
hear
that,
unfortunately,
because
two
of
the
contractors
so
went
under
during
during
the
process
and
I'm
sorry
to
hear
that
you
haven't
felt
that
you've
had
a
good
service,
because
I
do
know
that
council
officers
have
tried
very
hard
to
contact.
People
who've
been
particularly
in
the
most
recent
in
the
Concordia
customers,
I'm
very
happy
to
come
out
and
talk
to
you
with
with
the
relevant
officers.

we

we
can
make
sure

the
remediation
is
put
in
place
as
quickly
as
it

be
and
as

people
have
experienced

fair

say
that
that
was
the
case.

happy

work

you

family

make
sure
that
the
remediation
is

put
there
as
quickly

possible

people
who
were
grant-funded

the
earlier

we
make
sure

the
money

loan
fund

we've
been
able
to
support
those
people
who
got
the
grant
funding
applications
through

Sometimes

reports
come

they
don't
always
know
they
may
even
capture
the
details
of
a
case,

know

impact
it's
having
on
people's
lives.
Is
it
because
it
comes
through
so
I
really
appreciate,
I
think
there's
a
principle.
A
Sometimes
things
go
wrong
right,
but
then
how
we
respond
to
that
matters
and
whether
people
are
treated
with
respect
and
dignity
in
the
way
and
whether
they
are
they
are
made
to
understand
that
they're
important
and
that
the
failures
to
deliver
a
good
service
actually
matter
is
is
important
to
us
as
well.
So
I'm
interested
in
not
just
in
terms
of
the
service
not
being
delivered
about
how
you
fared
through
the
whole
process
and
and
how
you've
been
treated.
So
it's
a
state
up
with
council
Holland.
Obviously
Holland's
picked
it
up.
A
You
have
your
local
councillors
as
well.
We
want
your
local
crisis
to
be
real
champions
and
leaders
for
people's
people
in
their
wards,
and
we
just
want
to
confirm
it's
not
acceptable
and
it's
our
intention
to
make
sure
that
you
and
other
people
get
the
the
service
that
that
they
should
begin
rather
really
appreciate.
Your
statement
can
I
go
to
two
questions
on
this
item
now
please.
The
first
is
from
councillor
Eleanor

You
have
a
public
statement
that
this
money
is
not
being
transferred
instead
of
resolving
the
problems
and
that,
before
it's
transferred,
money
will
be
late
set
aside
to
cover
properly
tidying
up
all
the
jobs
that
have
been
started,
and
secondly,
I
know
that
some
people
who
applied
for
the
grant
funding
can't
get
it
now
because
of
the
criteria.
Changing
and
I
wanted
to
know.
If
we
can
prioritize
those
people
for
loan
funding
so
that
they
can
get
the
works,
that
they've
already
committed
to
and
hoped
for.

The
first
part
I
did
answer
when
I
speak
to
mr.
Phan
skills,
so
we
will
make
sure
that
all
of
those
works
are
completed
before
we
start
divesting
our
source
of
the
money.
That's
rest,
therefore,
for
their
loans,
and
also
we
have
agreed
that
people
will
that
the
priority
will
be
to
people
who
applied
for
the
funding,
but
but
once
it
changed
that
they
will
be
the
people
who
are
prioritized
for
accessing
the
loan
fund.

And
how
long
will
it
take
and
are
there
any
other
plans
to
get
through
this
backlog
to
get
our
homes
fit
for
the
future
and
in
specifically,
what
kind
of
support
for
those
who
have
had
most
problems,
which
are
those
in
listed
buildings
or
conservation
areas
where
the
typical
measures
are
not
considered
practical
or
acceptable?

in
answer
to
your
first
question,
I
mean
that's
something
very
close
to
my
own
heart
that
sometimes
the
people
who
need
it
most
are
completely
unaware
of
programs
and
policies
that
we've
we've
got
in
place,
and
so
the
council
with
partners
will
be
targeting
those
areas,
both
communities,
neighborhoods
and
individuals.
In
a
in
an
attempt
to
reach
everybody
who
can
who
can
best
benefit
by
the
by
the
measures.
So
we
will
be
working
hard
to
do
that
and
we
want
councillors
to
be
part
of
that
as
well.

So
particularly
councillors,
who
represent
areas
where
there
is,
you
know,
poor
quality,
Terrace
housing,
for
example,
but
either
privately
owned
or
private,
privately
rented
and
be
able
to
to
work
with
them.
We're
working.
Obviously,
through
things
like
the
acorn
charter,
are
getting
landlords
to
access
energy
efficiency
measures
as
well
and
we're
working
with
by
six
resolutions.

Getting
the
message
out
there,
but
they're
also
very
good
at
helping
tailor
the
funding
package
for
specific
needs,
so
loans
and
repayments,
and
so
on.
In
answer
to
your
question
about
the
five
hundred
thirty
million
well,
obviously,
this
is
only
a
drop
in
the
ocean,
but
you
will
know
because
I
think
you've
been
part
of
it,
that
that,
through
things
like
the
green
open
doors
actually
showing
people,
but
it
is
possible
to
retrofit
the
least
energy
efficient
housing
which
of
course,
Bristol
is
full
of.

Unfortunately,
you
know
we
need
to
do
that
promotion
job,
don't
we
we
need
to
show
people
that
it
is
possible.
We
need
planners
to
be
very
proactive
about
how
they
work,
particularly
in
the
conservation
areas
and
I,
can't
give
you
a
date
by
which
we
will
have
completed.
All
of
that
backlog,
but
all
I
can
say
is
that
we
are
being
proactive
in
trying
to
target
it
and
to
retain
this.
Money
in
Bristol
is
to
start
of
that
process.

And
that's
all
very
helpful
and
and
I
know
the
work
of
sort
of
wessex
resolution,
crc
and,
and
that
I
did
say
I
supported
that
as
a
partnership
and
certainly
working
with
councillors
and
neighborhoods
is
important,
and
I
think
it
would
also
be
helpful
to
to
be
explicit
about
working
with
the
community
energy
groups.
Who've
got
a
lot
of
trusted
outreach
in
certain
neighborhoods
and
that's
a
really
important
channel
to
residents
in
their
own
streets
and
areas.

So
it'd
be
helpful
if
you
could
so
that
supported
and,
secondly,
the
role
of
planners
and
so
the
building
conservation
officers.
Ism
is
crucial,
but
there
are,
there
are
still
obstacles.
I
know,
work
has
been
done
to
identify
solutions
for
listed
buildings,
but
people
aren't
even
all
aware
of
those
and
they
still
see
it
as
very
much
a
sort
of
impossibility
or
a
barrier.
Is
there
any
more
that
could
be
done
to
to
to
make
explicit
the
way
there
are
solutions
to
work
through
in
some
of
the
oldest
and
draft
hist
houses?

First
of
all,
yes,
you
know
we
do
need
to
work
through
neighborhoods
and
local
councillors,
and
and
if
people
have
got
ideas
about
how
we
can
do
that
better
than
them,
you
know
I'm
very
willing
to
hear
them
in
terms
of
the
community
energy.
We
think
we've
got
a
meeting
in
the
diary
to
to
meet
with
them
and
again,
both
in
terms
of
energy
efficiency
and
switching
I.

Just
a
brief
response:
five
councillor,
the
big,
the
building
regulations
that
we
have
at
the
moment,
Part
L,
are
substantial
and
are
have
been
increased
over
the
recent
years.
2014
was
the
last
issue,
I
think.
However,
we
also
have
significant
core
strategy
policies
in
place.
We
go
beyond
that
existing
baseline
of
part
out
in
certain
developments,
so
it
is
a
general
direction
of
travel
that
are
asked
of
new
building
is
stronger
and
stronger
in
relation
to
the
conservation
of
both
energy
and
fuel,
etc.
A
The
other
cabinet
members
like
to
speak,
I,
think
mine,
I'd,
say
funders,
follow
up
in
terms
of
outreach
to
the
local
networks
and
a
wider
range
of
people.
I
think
in
there's
a
there's,
a
great
opportunity
for
counselors
here
actually
to
be
sharing
with
Helena
and
with
the
team
on
those
those
those
community
networks
within
specific
areas
that
were
outreach
into
those
people
who
are
least
likely
to
find
those
opportunities
available
to
them.
A
We
know
how
it
works,
I've,
seen
it
near
where
I
live
now,
where
a
scheme
was
rolled
out,
but
the
people
who
were
best
organized
snapped
up
the
opportunities,
but
the
best
organizer
of
those
were
the
best
social
capital
right.
So
in
some
sense
there
was
a
compounding
of
inequality.
It
was
a
great
scheme.
We've
got
insulated,
don't
buy
it,
but
it
wasn't
necessarily
that
those
people
are
most
vulnerable
to
fuel
poverty.
So
absolutely
essential.
I
think
one
of
the
things
we
do
irate
Lazer's
gain
as
well
as
that.
A
Certainly,
two
hundred
three
hundred
pound
is
not
uncommon,
so
it
you
know
it'd,
be
very
welcome
to
get
support
with
that
as
well.
I
think
estimates
are
in
in
a
material.
That's
gone
out,
there's
about
fifty
four
million
pounds
spent
in
Bristol
over
and
above
what
people
could
be
paying
their
energy
bills
because
they
have
not
switched
that's.

So,
thank

everyone

their
comments,

I'm
supporting
this
proposal
to
invest
approximately
two
million
pounds
of
unspent
capital
grant
funding
awarded
to
Bristol
City
Council
in
2014
into
an
ethical
revolving
loan
scheme,
and
this
will
enable
a
long-term,
accessible
or
sustainable
loan
mechanism
to
improve
the
energy
efficiency
of
the
domestic
housing
market,
with
no
capital
all
revenue
implications
to
the
council.
So,
in
terms
of
the
decision
to
be
taken
today,
I
approve
the
recommendation
as
set
out
in
a
report.

on

key
regeneration
site

hen,
Grove
Park
can't
be
underestimated,
and
especially

you

back

genesis

the
Bothell
yard,
which
came
out
of
the
some
people
will
remember,
there
was
a
great
outcry
when
it
looked
as
if
well
as
happened,
the
BBC
was
moving
casualty
to
Cardiff
people,
thought
I,
think
that
that
was
kind
of
the
only
location
work
that
was
done
in
Bristol
at
the
time.

certainly
raised
the
profile
of
how
much
film
work
and
the
preceding
operations
that
happened
in
Bristol
were
able
to
do,

we

really
delighted

Fiona
Franken,
who
runs
a
Bothell
yard
for
