are

in
our
new

to
try
out
whether
this
works
better
for
us
than
one
of
the
side
committee
rooms.
So,
as
usual,
I'll
share
that
we
will
shortly
move
on
to
the
main
agenda
items,
but
housekeeping
rules
I
have
to
share.

Secondly,
a
reminder
that
this
meeting
is

So

you

say
that
that
whole
spiel,
every
meeting

don't
know
how

I'm

It

the
gender
I
tend

we'll
deal

agenda
item
2,
which
is
the
public
forum
business
and,
as
per
the
rules
on,
firstly
going
to
take
statements
and
questions
from
members
of
the
public
and
then
take
statements
and
questions
from
councillors.
So,
firstly,
then
I'll
deal
with
statements
from
members
of
the
public
and
the
first
is
to
do
with
agenda
item
8.
The
proposals
for
the
future
waste
collection
of
street
cleansing
and
winter
maintenance
service,
and
the
first
statement
is
from
unite.

Thank
you

So
vasca
welcomes
the
grants
prospectus
and
the
council's
continuing
investment
in
the
voluntary
community
and
social
enterprise
sector.
The
prospectus
is
about
investing
in
a
sector
to
improve
people's
lives
within
the
prospectus.
There
is
no
acknowledgement
of
the
value
of
the
sector
itself.
What
we
like
to
see
is
the
council's
commitment
to
the
sector
as
part
of
the
prospectus.

We
want
to
work
with
the
mayor
in
the
council
to
develop
a
vision
and
strategy
for
the
sector
as
a
whole,
so
that
leads
to
a
question,
but
I
see
that
questions
are
on
a
different
part
of
the
agenda.
So
I'll
say
that
we
concerned
that
not
enough
resource
has
been
allocated
to
ensure
that
the
new
method
of
grant
allocation
is
creative
and
comprehensive.
We're
surprised
to
see
that
only
a
half-time
person
has
been
allocated
to
to
this
work
so
we'd
like
to
see
more
PCC
resource
applied
to
the
prospectus
over
the
coming
months.

We'd
also
like
to
see
impartial
sector
input
considered
in
the
grant
allocation
process,
so
that
we
can
jointly
ensure
that
funding
is
allocated
appropriately
we're
concerned
about
the
jigsaw
approach
that
allocations
decisions
will
not
be
based
on
scores,
but
on
how
we
can
achieve
the
best
mix
and
balance
of
services
or
activities
for
the
city.
That's
great
that
we
want
to
be
able
to
see
transparency
within
that
process.

We're
particularly
concerned
about
the
emission
of
improved
mental
health
from
the
challenges
within
the
prospectus,
and
we
recommend
that
this
important
aspect
of
disadvantage
is
made
explicit
in
the
final
version
of
the
prospectus.
This
is
a
key
principle
of
all
of
the
manifestos
that
have
been
developed
by
the
equalities
for
us,
so
we'd
like
to
see
that
go
back
into
the
prospectus.
I
believe
it
was
there
in
one
of
the
iterations.

My
other
point
that
I
want
to
make
it
here
and
we're
concerned
about
volunteering
infrastructure.
So
currently
the
volunteer
Bureau
is
funded
from
the
community
investment
fund.
That
funding
has
been
withdrawn
and
put
into
their
prospectus
port.
So
we
would
like
to
recommend
that
that
decision
to
withdraw
the
funding
is
reconsidered.

Additionally,
I
want
to
add
something.
That's
not
in
my
statement.
I
heard
that
permissible
the
prospectus
tells
us
that
the
dates
of
its
dates
have
been
changed.
The
application
dates
have
been
changed
so
that
it
doesn't
clash
with
the
community
support
service,
commissioning
process,
which
is
great.
However,
the
community
support
services
commissioning
process
has
changed
so
that
it
now
clashes
exactly
with
the
prospectus
things.
So
the
prospectus
applications
are
open
from
the
30th
of
August
to
the
7th
of
November.

The
community
support
service
tenders
are
open
from
the
12th
of
September
to
the
7th
of
November.
Around
60
VCS
providers
currently
deliver
those
community
support
services.
Some
of
those
also
deliver
under
the
prospective
or
under
the
community
investment
fund
and
we'll
be
bidding
in
to
the
prospectus.
So
we'd
like
to
recommend
that
something
is
done
in
relation
to
the
community
support
services
application
process.

been
identified
to
search
for

health
and
well-being
board,

many
people
rely
on
voluntary
sector
organisations
like
my
own,
for
helping
maintaining
interest
and
stability
in
their
lives,
which
relates
to
stress
to
individuals
and
families
and
further
cost
of
the
NHS
on
the
council.
Would
it
not
make
sense
to
reinstate
mental
health
in
prospectus?
As
has
already
been
mentioned,
it
is
in
the
manifestos
of
all
the
Equality
forums,
including
my
own
caucus
of
which
I
have
here.
Should
then
cabinet
member
wish
to
see
them

the
VCS
assembly
session
in
July
16,
and
the
key
challenges
in
the
new
VCS
grants.
Prospectus
will
now

reducing
social
isolation
and
improving
well-being,
we're
using
the
term
well-being
to
describe
the
state
of
feeling
good
and
functioning
well,
which
is
underpinned
by
a
broad
combination
of
things
such
as
feeling,
content,
safe,
valued,
confident
and
happy.

Because
and
it's
researching
today
and
while
the
government
you,
the
gov
papers,
said
and
the
cost
of
a
hospital
stay
is
dependent
on
the
tree.
Did
you
get
nevertheless,
and
they
could
say
that
it
cost
400
pound
at
least
today,
for
one
day
stay
in
hospital,
it
was.
It
was
3833
for
a
planned
stay
in
hospital
and
several
hundred
pounds
for
each
traditional
day,
which
wasn't
expected.

if
the
voluntary
sector
keeps
just
even
a
very
few
people
out
of
hospital
because
of
their
depression
because
of
physical
illnesses
caused
by
their
mental
health
issues,
and
we
shall
be
saving
the
taxpayer
as
a
whole
and
enormous
inordinate
amount
of
money
and
that's
why
I'm
asking
the
local
health
to
be
reinstated
in
the
Prospectus.

think

referring
to
mental
health
by
saying
well-being,
we

the
challenge

us
is
to
create
a
city
that
has
a

mental
health
system
and
by
that
I
don't
just
mean
mental
health
services
system.
It
means
the
health
system,

is
the
whole
of
life.

way

housing
interacts
with
education
with
transport.

with
employment,
with
access
to
services,
so
that
the
city
works
better
for
mental
health
and
well-being,
and
then
the
services
are
there
for
the
point
at
which
people
become
people

unwell,
so

can
actually
see.
Having
you
have
to
excuse

I've
just
stepped
off
the
plane
myself
coming
in,
but

There
are
a
number
of
things
that
attract
me
to
being
explicit
and
okay
and
I
can
go
in
towards
the
officers.

is
we
begin
to
use
the
language,
and
with
this
we
can
hopefully
begin
to
destigmatize
the
language
and
make
sure
this
is
part
of
ours.
Our
cities
were
cadbury.
Secondly,
its
international
language
on
Tuesday
I
was
sitting

mayor
de
Blasio,
mayor
of
New
York,
and
it
struck
me
is
just
how
big
a
focus
they've
been
putting
on
mental
health
in
New,
York
and
actually
I
was
telling
him
about.
Simon
knew
it
and
off
the
record
in
Bristol
and
all
the
incredible
work
they've
done
around
young
people's
money,
health
and
well-being.

it's
I
think
there's
that
there's
scope
for
us
to
be
in
part
of
an
international
conversation
among
mayor's.
If
we're
explicit
about
mental
health,
I
think
the
third
thing
is
I
made
a
I
made
an
explicit
commitment
in
my
pledges
around
mental
health
and
well-being
of
children,
young
people
and
the
public
sets
I
cannot
deliver
that
alone.

So
if
we
are
going
to
have
the
strategic
relationship
with
the
voluntary
sector,
it
seems
to
me
that
we
must
be
speaking
about
mid
health
well-being
with
the
with
the
voluntary
community
sector,
as
well
as
part
of
the
way.
The
city
delivers
not
just
the
local
government,
not
just
public
sector,
the
way
the
city
delivers.
A
I
think
it
also
facilitates
our
conversation
with
our
health
service
partners
as
well
to
know
that
we're
speaking
the
language
that
they're
speaking
and
particularly
an
area
custom,
an
awful
lot
of
money
and
cost
the
province
set
to
an
awful
lot
of
money
in
worker
absenteeism.
So
let
me
go
away
and
have
a
have
a
chat
with
Morgan
and
our
team,
and
we
can
complete
that
up
and
obviously
fee
as

sympathize

degree

what

prospectus
is
trying
to
do
here
is
catch
people
before
they
become
slightly
into
the
system
as
it
were,
but
I
think
it
doesn't
snow
harm
to
actually
specifically
mention
mental
health
as
a
phrase,
as
you
say
just
to
make
it
completely
clear
that
that
is
what
we're
talking
about.

unwell,
when
will
the
mayor
and
council
officers
members
work
with
Bristol's
volunteering,
community
and
social
enterprise
sector
to
establish
a
new
voluntary
sector,
vision
and
strategy?
We

the
past
we've
had
a
vision
for
a
thriving
voluntary
sector
or
a
thriving
third
sector,
but
we
haven't
seen
that
for
a
while
or
a
council
commitment
to
that.

The
VCS
prospectus
is
a
Claire
Bristol,
City
Council
commitment
to
the
voluntary
of
community
sector,
where
many
local
authorities
have
been
forced
to
make
decisions
to
severely
reduce
an
Ender
grant
aid
program
to
the
sector.
Bristol
has
fought
hard
to
keep
our
level
of
investment
and
sought
to
build
on
our
partnerships
in
the
sector,
to
co.design
of
focus
prospectus
to
guide
that
investment.

The
prospectus
alone
is
not
designed
to
fulfill
the
overarching
aim
of
a
thriving
third
sector,
but
it
does
have
a
part
to
play
in
that
picture,
and
we
are
glad
that
the
approach
to
creating
the
prospectus
through
co.design
with
the
VCS
is
supported
as
an
administration.
We
are
prioritizing
work
to
look
at
good
practice
to
establish
a
thriving
and
sustainable
third
sector
across
the
whole
of
the
city,
and
we
are
happy
to
have
conversations
with
our
partners
about
this
in
Luton.

Regarding
the
more
specific
points
raised
in
your
question,
we
are
currently
looking
at
resources
for
undertaking
this
process
are
confident
we
can
deliver
an
effective
process.
External
stakeholders
have
already
been
approached
to
be
part
of
the
panel.
They
will
bring
independence
to
the
process,
as
well
as
significant
insight
into
what's
happening
across
the
city.
They
focus
on
disadvantage
and
inequality
and
including
knowledge,
are
the
funding
streams
in
the
city.

feedback
regarding

issue,
both

may
be

pieces

work

be
linking
up
and
bringing
in

partners
from
outside
of
the
local
authority
to
look
at
the
whole

the
meeting
we
had
recently
with
a
mayor,
he

at
pains
to
stress
that
he
was
supportive

in
Bristol
generated
from
the
local
authority.

understanding.

this

think

obviously
knocking
around
the
city
and
sees
some
of
the
challenges
that
voluntary
sectors
facing
over
the
last
year's.
What
I,
what
I
shared
was
an
investor
in
an
article
for
thrive
magazine
actually,
I
shared
this
that's.
What
I
like
us
to
do
is
to
have
a
look
at
what
we
think
Bristol
is
going
to
be
in
10-15
years
time.
Look
at
what
we
think
the
public
sector
will
be.
A
What
do
we
think
the
private
sector
will
be,
and
within
that
context,
what
do
we
need
the
voluntary
sector
to
be
as
a
voluntary
sector
in
terms
of
its
full
role,
not
just
as
a
service
provider
but
as
a
as
as
both
evidence
and
drivers
of
social
capital
within
our
community?
Some
of
that
resilience
that
early
intervention
that
the
way
that
life
is
held
together
at
the
community
level
actually
really
operates
and
and
I
think
that,
having
that
sense
of
what
does
Bristol,
what
is
Bristol
gonna
need
from
its
voluntary
sector.

it
gonna?

Taking
account
of
that
that
full
value
I'm
not
saying
is
easy,
but
we've
shared
that
that's
the
challenge
that
we
take
on
and
the
voluntary
sectors
role
within
helping
us
understand
that
working
with
council
officers,
working
with
where
the
own
universities
would
be
very
valuable,
I
would
also
suggest,
as
I
put
in
that
piece.
This
is
not
the
local
government's
responsibility
alone,
because
every
sector
benefits
from
a
thriving
voluntary
sector
and
it's
it's
the
city's
responsibility
to
collectively
invest
in
that
social
infrastructure
that
the
voluntary
sector
both
supports
and
provides
so
I
again.
These
are.

The
role
of
our
funded
infrastructure
organization
is
key
in
this
situation,
in
terms
of
supporting
smaller
organisations
to
explore
other
funding
options
and
look
at
collaborations,
where
relevant,
where
it's
relevant
and
to
support
the
planning
for
change
in
the
sector.
The
council
does
have
a
role
also
and
if
a
funded
organization
is
unsuccessful
in
applying
for
the
Bristol
Impact
Fund,
then
we
will
go
through
a
decommissioning
impact
assessment
with
that
organization
in
order
to
understand
and
mitigate
risks
to
vulnerable
service
users,
and
we
will
sign
close
them
to
other
funding
opportunities
if
things
exist.

it

year

lose
an
organization?

the
trust
and

reputation
that
those
local
organizations
have
built
videos,

been
on
the
front
about
up
with
all
spring
and
so
forth.

we've
seen
it
with
Laurie

a
postcode
lottery
when
it
comes
to
the
cleanliness
of
our
streets
or
access
to
recycling
and
reuse
facilities
and
but
useful.
We
found
of
the
last
well
many
years
that
we
have
faced
a
really
serious
issue
when
it
has
come
to
and
how
our
waste
is
is
dealt
with
and
about
18
months
ago
we
formed
a
community
group
called
Hades
filled
with
the
aim
to
start
to
raise
this
issue
in
the
council
and
challenge.
It
was
very
much
community-led.

Looking
at
community
library
solutions
and
since
august
we've
been
obviously
we
know
the
situation
with
the
waste
companies
they've
changed
hands
and
we
had
the
setter
for
the
brussels
company
and
that
took
time
to
bed
in
the
last
few
months
and
certainly
to
Titusville
and
to
working
with
the
Bristol.
Recently,
we've
been
incredibly
impressed
with
how
these
they've
operated,
how
to
handle
things.
Actually,
their
approach
has
been
completely
different
to
previous
race
companies
in
terms
of
looking
at
new
and
innovative
ideas,
so
I'm
personally
incredibly
excited
about
the
possibility.

issue
from
happening
a
fuel

that's
education,
enforcement
and
or
some
other
change,
so
I,
fuge
ly
support
and
both
this
document
and
the
next
one
around
the
business
case
that
it's
really
looking
at
and
owning
and
its
pioneering
willing
to
own
your
own

actually
work
with
the
the
fantastic
staff
that
we've
got
in
place
in
Norman.

Think
the
opportunity,
as
well

commercial
contract
of
varying
your

percent
income

working

excited

this
proposal.

it's

pioneering
of
us

we've
got
real
opportunity,

with
the
team
that
we've
got
in
place
and
it's
incredibly
exciting.

us

in

warned
about
precedence,

support
the
principle

accounts
alone

waste
company
and,
in
particular,
the
inability
of
arm's
length
tackle
arrangement.

that
we've
had
here
and

being
proposed

continue,

meds
and
the
Adichie
for
spearheading
the
pilot
and
current
assistant
mayor
mark
and
well
all
of
you
really
for
proposing
to
extend
it.

do

improve

accountability

the
proposals

it's
about
quite
how
arms-length
it.
The
company
is

understand
from
questions

concerns.

raised
previously
in
neighborhood
scrutiny,

meetings

I
understand

raised
when
she
was
assistant
mayor
that
several
of
the
interface
or
client
function
at
the
risk
of
using
jargon,
staff
roles
in
the
council
will
be
made
obsolete
as
part
of
the
new
contracts
and
one
part
of
the
client
function.

think
sometimes,
negotiation
and
liaison
between
the
council
and
the
waste
company
is
is
important
to
get
the
best
service
outcomes
and
I'm,
but
basically
I'm
concerned
that
the
the
existing
roles
which
are
going
to
be
made
obsolete
are
currently
or
have
been
recently
held
by
staff
with
significant
expertise
in
waste
management,
and
we
need
to
ensure
the
council
retained
enough
in-house
expertise
to
challenge
mr.
waste
company
and
hold
them
to
account
throughout
the
10-year
contracts.

awry,
I'm,
not
saying
that
I
think
it's
going
to,
but
I
just
don't
want
us
to
lose
all
the
in-house
expertise
we
have
and
then
I
have
a
problem
later
so
I'm
concerned
that
that
change
in
interface
between

council
and
the
waste
company
may
make
it
harder,
as
well
for
us
councillors
and
the
public
to
get
issues
fixed
when
when
something
isn't
working
properly.

accountability

there's
a
broad
framework
already
established,

detail

bringing
it
forward
was
so
flawed
that
I
simply

protest

about
how

feel

important
issue,

know

this
report
may
be
the
most
important
one
that
comes

about

skeptical

report

presented
in

way
that
made
it
very
inaccessible.

was
that
two-thirds
of
the
report
was
exempt.

There
was
actually
a
waste
inquiry
day
a
year
ago,
sponsored
by
Bristol
City
Council
to
bang
that
point
home,
and
yet
it's
it's
not
being
it's
not
being
dealt
with
within
the
process
and
bear
with
me
because
I've
forgotten,
one
of
our
points
and
I
now
got
to
squint.
So
I'm,
sorry
about
that.
The
and
the
the
other
point
in
that
respect
was
that
there
was
an
independent.
I
Much
of
much
of
the
exempt
report
was
about
an
independent
performance
review,
which
I'm
afraid
did
show
that
the
risks
of
waste
completely
didn't
shape
up
in
many
ways,
and
one
of
which
was
the
fact
that
it
simply
hadn't
had
long
enough
to
take
on
board.
Many
of
the
things
were
just
going
to
require
to
do
in
order
to
deliver
its
promises,
and
the
reason
for
that
is
at
the
moment.

where
we
are
now
only
12
months
after
we
first
mooted
the
best
of
waste
company
being
considered
to
take
over
from
care
or
not
mooted,
but
actually
voted
on
it
we've.
Actually,
the
West
Company
has
simply
been
itching.
We're
here
left
off
and
it
hasn't
had
that
chance
to
flex
its
muscles,
and
so
we
don't
have
any
information
to
show
that
the
Bristol
waste
company
is
resourced
well
and
has
the
expertise
to
do
with.

There
was
one
proposal
in
this
report
under
the
heading
alternatives,
none
was
presented
now,
I
could
think
of
two
or
three
and
I've
mentioned
them
in
my
Minority
Report.
If
we
are
as
scrutiny
to
be
able
to
be
considered
maturely
to
consider
very,
very
important
prospects
for
this
city,
then
we
ought
at
least
to
be
given
the
basis
of
the
grounding
for
the
decisions
which
we're
going
to
make
rather
than
just
being
told
here.

are

presented

the

exactly

nothing

was
in
shape

future

make

play

well
as
being
a
very
good
corporate
citizen.

also
think
that
our
international
connections
offer
an
opportunity
to
provide
solutions.

had
previously
had

starting
point
and
resolve
them
to
achieve
clean
streets.

would
also
like

invaluable

company

integrated
waste
service
referred

the

adoption
of
this
business
plan

dependent
on
the

have
just

We

race
company

deliver

integrated
waste
service,
including
collection
services,
Street
cleansing
winter
maintenance,
waste
disposal,
household
waste,
recycling,
centers
and
commercial
waste
services
for
a
period
of
10
years.

approval
of
the
business
plan
of
the
councils
wholly
owned
companies
is
a
reserve
decision
of
the
shareholder
and
is
taking
this
decision
at
the
cabinet
meeting.
The
mayor
is
exercising
responsibility
on
behalf
of

council

corporate
shareholder
of
Bristol
waste
company,
which
the
council
homely
owns.

race
company
will
present
its
business
plan
annually
as
part
of
the
annual
business
planning
process
which
the
council's
wholly
owned
companies
will
undertake
this

will
expect
to
see
a
more
detailed
business
plan
which
will
set
out

mr.
race
company
will
do
in
the
coming
year
within
the
framework
of
the
10
year
agreement,
notably,
I
would
like
to
draw
your
attention
to
the
fact
that
mr.

Wace
company
of
proposing
to
run
to
existing
household
waste
recycling
centres
and
to
provide
revenue
funding
for
a
third
site
to
be
built
in
hark,
live
the
mayor
and
cabinet
to
determine
to
build
this
third
and
health
parcel
waste
recycling
centre
a
heart
live
while,
so
it
will
still
be
a
requirement
for
the
council
to
fund
the
design
and
building
of
the
site.
The
offer
from
Bristol
based
company
to
run
the
third
site
at
no
extra
cost
means
this
is
a
significantly
attractive
proposition.

pleased

announce
that,
while
the
design
proposals
will
need
to
be
revisited
and
refined
in
partnership
with
Bristol
waste
company
to
ensure
that
they
are
fit
for
purpose
and
the
anticipated
capital
cost
to

project
will
need
to
be
confirmed.

project
will
be

predicated

the
assumption

company
was
on
the
revenue

think
it's
going
to
be

going

aspirations,
partly
about
raising

profile

recycling.

some
of

South
Bristol
estates,
the
recycling
levels
are
pretty
poor
but
having
a
very
visible
presence
there
and
having
the
workforces
champions
for
the
service,
because
a
lot
of
that
workforce
is
very,
very
local
to
heart,
clip
way
so

know
I,
can't
think
of
anything
negative
about
taking
forward
the
proposal
and
some
of
us
don't
know
why
it's
taken
so
long
to
get
there.
So
brilliant
well
done.

counsel
Hickman's
outlined,
the
current
contract
for
waste
services
covers
the
period
up
to
the
31st
of
July
2016.
However,
Bristol
waste
company
have
produced
a
10-year
business
plan
to
assist
the
council
in
undertaking
an
appraisal
on
the
options
on
the
future
of
waste
services.

I
know
that
the
council
has
corporate
shareholder
will
have
an
opportunity
to
review
this
business
plan
in
December
2016
and
in
December
every
year,
subsequently,
as
part
of
the
annual
business
planning
process,
which
the
council's
wholly
owned
counts,
companies
will
undertake
so
just
to
be
clear
in
case
this
decision.
Today,
I
am
exercising
responsibility
for,
on
behalf
of
the
council,
as
corporate
shareholder
of
of
the
company.

a
councillor
I'd
like
to
thank
the
overview
scrutiny
management
board
for
their
invaluable
input
and
for
councillor
needs
his
comments.
My
cabinet
and
myself
all
agreed
that
other
choices
are
more
expensive
and
do
not
match
with
our
overall
strategic
approach.
Therefore,
having
considered
the
information
sets
out
in
the
report
and
following
receipt
of
the
views
of
the
shareholder
group,
which
met
in
June
2016
to
consider
the
business
plan,
I
approve
the
recommendations
as
set
out
in
the
report.

we
recognize
that
Bristol
is
protecting
its
grant
investment

the
voluntary

community
sector

funding
has
already
been
radically
reduced
or
cut
entirely
as
a
council
with
respect
to
value
the
great
work
done
in
this
sector,
often
under
complex
and
fast
changing
circumstances.

are
committed
to
supporting
the
role
of
the
VCS
in
the
future
and
we'll
work
with
partners
across
the
VCS
to
build
a
sustainable
vision
for
the
sector's
importance
to
the
city
about
the
prospectus.
Our
grant
funding
over
the
years
has
supported
lots
of
great
work
led
by
different
parts
of
the
council.

Therefore,
working
with
our
voluntary
sector
partners,
we
have
shaped
the
guide
to
investment
around
those
challenges.
We
collectively
believe
will
make
the
most
difference
where
we're
well,
where
it
is
addressed.
We
are
also
committed
to
this
funding
supporting
people's
personal
and
community
community
resilience.
So
it
is
not
about
crisis
intervention.
It
is
about
supporting
people
to
build
their
capacity
with
the
right
support
to
tackle
their
issues
and
build
more
power
and
agency
to
manage
their
own
situation.

are
big
asked
to
agree
today
is
a
bold
way
of
trying
to
address
key
challenges
in
the
city.
It
asks
the
voluntary
and
community
sector
themselves
to
respond
to
the
impacts
we
are
seeking

achieve
and
the
challenges
we
need
to
address
using
their
perspective
and
models
for
making
an
impact
on
the
challenges.

These
organizations
and
mitigate
the
risk
to
the
users
of
the
services,
the
role
as
I
said
earlier,
is
also
key.
Here
we
deliberately
ensured
that
the
infrastructure
conditioning
work
was
complete
before
we
started
to
implement
the
change
through
the
prospectus,
we
wanted
to
ensure
that
the
right
level
of
support
and
expertise
was
strongly
and
securely
in
place
for
the
sector,
weather
has
helped
to
apply
or
help
to
respond
is
unsuccessful.

Our
work
in
Bristol
is
being
watched
across
the
city
most
by
large-scale
funders
from
the
key
cough
on
the
approach
and
also
by
other
authorities
in
voluntary
community
sector
infrastructure
organizations.
Nationally
no
process
is
ever
perfect
that
we
don't
achieve
change
by
never
challenging
the
status
quo.

a
very
brief

an
enormous
piece
of
work
and
obviously
it's
complex

it's
never
going
to
be
perfect

all
of
us
will
be
confronted
by
challenges
when
finally,
it's

groups
gained
and
some
groups
perhaps
might
lose.
However,
one
thing
which
I
noticed
in
its
latest
iteration,
which
I
found
very
cheering,
was
a
mention
of
increased
resilience
and
I.

Think
it
links
back
to
what
we
were
saying
earlier
about
mental
health,
but
actually
nurturing
communities
and
keeping
communities
and
keeping
people
well
and
trying
to
keep
them
well
before
to
run
prevent
problems
from
occurring.
So
I
just
wanted
to
point
out
that
highlight
that
pieces.
We
thought
was
very
useful.

wanted
to
pick
up
on
the
point
that
mark
made
towards
the
end
of
the
presentation
of
the
about
that
you
can't
expect
change
and
so
much
change
about
the
way
that
we've
delivered
our
services
has
come
from
initiatives
that
started
out
within

voluntary
sector.

so
true
what
you
also
said
about
them,
having
that
much
closer
knowledge
really
of
both
communities,
services
that
are
needed,
and
our
city
really,
and
we
can't
it's
great-
that
we've
been
able
to
preserve
as
much
funding
moving
forward
as
we
have.

it
would
be
quite
wrong
to
assume
that
those
groups
that
have
always
been
funded
continue
to,
because
I
do
think
that
they
need
to
say
say
how
they
are
going
to
be
able
to
help
us
meet
our
objectives.
And
that
really
ties
in
to
the
question
that
I
know.
Charlie
Bolton
can't
be
here
and
he's
going
to
get
a
written
answer,
but
it
does
tie
into
his
the
thrust
of
his
question,
which
was
about
where
environmental
groups
going
to
be
able
to
access
funding.

Well,
of
course,
if
they
can
demonstrate
how
they
meet
our
social
objectives
and
those
objectives
and
the
vision
in
the
Bristol
plan-
and
there
is,
there-
are
baseline
standards
about
environmental
management
and
so
on
for
all
groups
when
they
apply
so
that
aspect
of
their
environmental
credentials
is
covered.
But
I
do
think
that
it's
important
to
say
that
we
are
expecting
all
organizations
to
show
how
they're
going
to
help
us
become
a
city
where
no
one's
left
behind.
So
you
know,
I
think
that
it's
it's
it's
right.

It's
it's
a
tough
message,
but
it's
right
that
some
of
the
groups
that
we
don't
even
know
about
at
the
moment
might
be
funded
in
the
future
and
and
we
need
to
work
with
the
organizations
it
won't
be
founded.
But
we
need
to
give
that
headspace
really
for
innovation
to
come
through
voyage
sector.

Although
this
prospectus
is
very
long,
it
doesn't
actually
tell
the
whole
story
of
the
way
in
which
we
work
with
the
sector.
There's
a
there's,
a
throwaway
line
in
there,
which
says
actually
that
a
lot
of
what
we
do
is
through
contracts,
not
through
grants
and
I.
Think
at
some
time.
I
think
it
would
be
quite
good
to
look
at
things
in
the
right
area
is
everything
that
we
currently
commissioned
through
a
contracting
process,
which
is
very
legalistic,
time-consuming
and
expensive,
whether
that
could
be
better
place.

Some
of
that
could
be
better
place
within
the
grant
system
and
therefore
I
think
any
discussion
of
a
future
vision
for
the
sector
also
needs
to
look
at.
Have
we
got
the
balance
right
between
grants
and
contracts?
The
other
thing
that's
not
in
here,
which
I
think
is
important
to
raise,
is
the
contribution
that
the
third
sector
makes
and
will
continue
to
make
to
delivering
our
housing
objectives,
which,
obviously
you
would
expect
me
to
mention
I
mean
we
will
be
making
in
land
and
in
cash
to
housing
associations
over
the
next
few
years.

ambition.
Lawrence

safe,
mean
development,
trust
and
opportunities
in
other
parts
of
the
city
to
to
look
at
how
housing
not
only
can
meet
housing
need,
but
also
can
help
sustain
the
third
sector
and,
of
course,
we're
working
very
closely
with
you
know,
community-based
activism,
a
great
example
of
that
is
acorn
use,
letting
standard
you
know
will
soon
be
adopted
as
the
City
Council's
standard
for
the
for
the
private
rented
sector.

But
what
came
through
was
just
how
important
the
voluntary
sector
was
to
delivering
socially
digital
inclusion,
as
they
were
trying
to
reduce
the
costs
of
providing
social
interventions
for
the
many
needy
people
that
were
in
the
city
and
I'm
bringing
some
of
that
back
to
share.
But
it
was
a.
It
was
a
massive
putting
Sun
putting
those
services
out
into
community-based
organizations
as
they
called
them.
A
So
the
primary
purpose
of
those
CBO's
was
not
necessarily
Digital
Inclusion,
but
because
of
the
connectivity
in
the
presence
and
a
profile
they
had
in
the
community,
they
were
seen
as
trusted
places
where
people
could
come
and
interact
with
with
them.
Government
services
and
saved
saved
them.
Saving
the
city
lots
of
money,
I
picked
up
on
this
issue
of
coherence
as
well
and
I
talked
to
dice
that
some
years
ago,
and
we
just
rekindled
that
again
about
trying
to
get
the
city
working
around
shared
priorities
at
a
particular
point
in
time.

So
I
welcome
the
opportunity
with
the
prospectus
to
take
this
challenge
on
same
with
this
in
the
importance
of
resilience,
as
you
talked
about
individual
and
community
resilience,
individual
resilience
cannot
take
place
without
community
social
resilience
and
the
importance
of
the
voluntary
sector
in
in
being
both
a
sign
and
a
drive
of
the
social
capital
that
builds
resilience
into
everyday
life
before
the
point
people
have
to
come
and
draw
on
public
services
is
essential.
We
take
the
point,
as
Paul
says
we
have
to
have
performance.
A
We
are
gonna
have
to
make
some
tough
decisions
where
we
do
have
to
make
some
tough
decisions.
That's
always
made
much
better.
If
we
have
had
a
very
good
working
relationship
with
the
sector
beforehand,
so
that
we're
agreed
on
that,
the
challenge
is
over
there
not
between
us.
We
face
it
together.
We
know
what
the
financial
envelope
is.
We
know
what's
coming
up,
so
we
we
are
doing
this
in
a
co.design
way
of
that
prepare
to
use
their
I
just
go
back
to
those
three
points.

really
want
to
pick
up
with
the
prospectus
as
it
goes
forward.
One
is
absolute
clarity
on
what
we
need
the
voluntary
sector
to
be
over
the
next
10
15
years,
and
that
goes
so
that
it
would
go
to
the
balance
between
grants
and
and
contracts
and
the
size,
the
scope,
the
skills
make
the
geographical
spread.
What
are
we
going
to
need
it
to
be
to
enable
Bristol
to
and
house
it
could
have
to
play
a
role
in
Bristol's
future.
Within
that
we
understand
the
full
role
voluntary
sets
are
not
like
Lego
blocks.

You
can't
just
necessarily
take
one
out
and
stick
another
one
in
from
somewhere
else,
because
there's
a
whole
web
of
relationships
and
trust
and
understanding
it
can
get
pulled
apart.
So
that
is
part
of
the
value
that's
very
hard
to
measure,
but
we
must
really
understand,
and
again
we
come
back
to.
This
is
not
our
responsibility
alone.
Having
a
a
viable
voluntary,
a
strong,
voluntary
community
sector
is
a
City
responsibility
and
I.
A
The
principles
that
we've
put
through
in
the
prospectus
must
be
principles
that
are
shared
and
endorsed
by
the
city
on
on
some
fundamental
level.
Otherwise,
we'll
end
up
clarin
our
own
field
and
the
health
service
would
do
what
it
does
and
another
sectors
were
doing
the
vodka.
The
police
would
do
what
they
do
and
that
will
not
make
for
parents
and
may
not
make
very
hip
catering
approach.
So
I
I
would
like
to
just
say
that,
in
terms
of
the
decision
take
today,
I
approve
of
the
recommendations
set
out
in
the
report.

all
aware
that
there's
been
huge
changes
in
recent
years
in
all
sectors
of
business
and
public
service
in
the
need
for
office,
printing
and
now
some
of
us
in
the
room
will
remember
that
a
one-time
not
so
very
long
ago,
councilors
had
two
home
deliveries
a
week.
It
was
a
large
brown
envelope
with
a
stack
of
papers
about
six
inches
thick
if
you
specially,
if
you
sat
on
on
planning
or
any
other
such
committees.

So
King
at
the
potential
to
outsource
the
printer
mail
function
gives
us
access,
gives
us
the
counsel,
access
to
new
technology
and
processes
and
the
level
of
specialist
sector.
Expertise
which
isn't
consistently
currently
available
to
council
departments
and
services.
And
importantly,
it
will
give
a
contribution
to
the
revenue
cost
savings
and
a
potential
capital
receipt
to
contribute
to
the
significant
budget
pressures
that
we
face.

We
do
recognize
that
the
proposal
could
impact
on
staff
currently
employed
in
up
into
mail
services,
and
we
have
made
it
very
clear
to
officers
that
we
expect
them
to
ensure
that
they
engage
with
staff
and
their
representatives
to
consider
carefully
any
impact
on
those
staff
members,
but
including
the
potential
of
jobs
with
any
external
provider
that
is
engaged
by
the
council
and
in
procuring
external
providers.
We
also
want
officers
to
be
clear
about
buying
local,
supporting
Bristol
business
and
incorporating
our
social
value
policy
in
procuring
any
outside
work.

so
as
outlined
by
Helen,
this
report
sets
out
an
alternative
service
delivery
model
for
the
council's
print
and
mail
services
and
as
Bristol
City
Council
continues
to
work
towards
a
paperless
office.
The
service
will
be
underutilized
due
to
shrinking
volumes
in
demand.
I
want
to
acknowledge
that
the
report
mentions
that
this
could
result
in
10
job
losses.

intention
is
to
test
the
market
to
inform
the
decision
making
process,
but
in
terms
of
the
decision
to
be
taken
today,
I
approve

recommendations
