bit
a
lot
of
pomp
and
pageantry,

it
was
only
for
the
good
in
the
great
well
I've
been
proved
wrong.
There
Emily,
because
Jeff
level
will
soon
become

Lord
Mayor.

is
amazing
and
a
Phil
would
counselor,
and
somebody
from
Norman
West
is
getting
this
great
honor
jeff
has
got
to
where
he's
got
with

lot
of
hard
work
and
dedication,
and
it
actually
proves
that
your
upbringing
in
my
matter,
where
you're
from
you
can
aspire
to
great
things
and
I
think
Jeff
will
be
a
fantastic
Lord,
Mayor

hope

everybody

the

you're

upbringing

Bridget

she
was
under
a

duress

we

the

once
a
teacher,

Claire
did
not
take
me
long
to
realize
what
an
outstanding
Lord
Mary
you
were.

passion
commitment

fact

at
one
stage

recall
saying

you,
because
you
lower
the
bar
a
little
bit

were

true
ambassador

our
city

we
very
difficult
act

standards

an

what
I
want

think
about
the
Lord.

role
and
I
said
quite
clearly

when
I
was
in
the
fire
brigade.

was
in
charge
of
15
guys
and
we
and
we
were
good
and
I,
was
like
governor.
So
I
got
one
year
now
as
a
new
governor,
but
I've
got
just
under
five
hundred
thousand
guys
on
the
walk,
so
gonna
be
interesting,
but
I
want
to
switch
now
to
some
I
got
a

It
was

my
journey
throughout
the
fire
brigade.
He
has
always
been
alongside
me
on
my
journey
in
the
council.

shared

journeys

glass

wine

us,
and
we
shared
many
journeys,
no
camper
manner
at
the
UK
in
Spain.
But
a
word
of
warning,
especially
to
the
new
counselors.

wasn't
much

many
people
here
today

all
sides
of
the
chamber
and
from
all
corners
of
the
council
who
have
supported
me
throughout
my
last
nine
years,
and
they
are
exactly

side

each
of
them
one
of
them.

effective
and

certainly
very
resourceful.

their
well-being
and
their
growing
more
and
more
taking
more
responsibility
in
this
community,
for
which
she's
been
a
champion
and
I
applaud
her
for
that,
the
other
side,
apart
from
being
a
fantastic
ambassador
for
this
city,
which
she
has
certainly
been
and
for
this
council
I,
have
to
say,
although
I
think
that's
a
lesser
lesser
achievement
has
been
away.
She's
run
Council
I.

Well
well
learned
and
Claire
handle
those
situations
in
all
cases,
and
some
people
are
a
lot
ruder
than
I,
usually
am
with
a
great
deal
of
authority
and
a
lot
of,
if
I
may
say
so.
Impish
charm
and
I
thought
that
was
some
of
that
was
what
we
actually
felt,
perhaps
not
exactly
slapped
but
said,
certainly
a
slight
clip
behind
the
ear,
and
it
was
all
done
in
I
thought
in
in
in
very
good
heart.

So
I
think
that's
a
lesson
that
any
Lord
Mayor
might
learn
how
to
discipline
with
authority
and
with
some
some
charm
as
well
so
I
hope
we're
all.
Taking
note
of
that.
That's
good
I
wanted
to
thank
you

well

behalf

everybody
in
Bristol.
It's
not
just
all
of
us
here
that
benefit
from
what
you
do,
and
the
city
as
as
a
mass,
but
it's
a
huge
numbers
of
individuals
whose
lives
you've
touched
and,
on
behalf
of
all
of
those
and
from
everybody
in
this
chamber.

offering

two

their

retiring
Lord

Claire
Campion
Smith,
the
position
of
Lord
Mayor
entails
many
activities,
some
obligatory
some
discretionary,

it's
worth
noting

gather
Claire's
being
the
only
the
ninth
female
Lord
Mayor
in
this
city,
which
is
a
step
towards
equality.
If
you
look
around
the
walls
at
the
conference
hall
next
door,
you'll
see
all
the
other
names
I
haven't,
checked,
I
must
admit
now
chairing
the
full
council
meetings
can't
be
avoided.

It's
what
we
as
members
have
cancels
see
most
often
and
I,
must
compliment
our
outgoing
Lord
Mayor
on
her
patience
and
determination
to
manage
our
meetings
for
the
last
year
well
to
us
around
the
chamber
or
ask
or
mentioned
a
selection
of
temporary
venues,
with
varying
choices
between
either
lighting
or
microphones.
On
at
least
one
occasion,
we've
been
seeking
her
attention
to
get
our
chance
to
speak
on
occasion
from
the
front
looking
out
to
find
out
who's
waving
at
you
who
wants
that
chance
to
speak.

Keeping
order
must
be
a
bit
of
an
ordeal,
I
mean
getting
through
the
agenda
in
the
face
of
all
the
rival
groups
constantly
waving
and
trying
to
get
their
points
across.
I
commend
you
for
what
you've
done.
Perhaps
us
for
said
earlier.
Your
experiences
as
a
school
teacher
has
helped,
but
there
are
other
sides
to
the
roles.
K
The
Lord
Mayor
fulfills
and,
as
a
member
of
the
dance
committee,
I've
also
seen
the
work
of
that
unusual,
slightly
odd
statutory
body
that
we
have
in
this
city,
the
Lord
Mayor
chairs
the
dance
committee
as
part
of
the
Act
of
Parliament,
with
the
deputy,
the
master
of
the
merchant
Ventris.
So
that's
a
bit
different
from
here.

So
what
with
the
Lord
Mayor
and
master
not
only
making
time
for
those
meetings
of
the
dance
committee,
but
also
whole
series
of
subcommittees
that
actually
decide
the
Nitty
Gritty
of
managing
the
dance
events,
subgroup,
traffic
subgroup,
all
sorts
of
other
things
a
bit
different
from
sitting
here,
presiding
over
our
agenda
of
the
council,
and
there
are
all
sorts
of
needs
to
balance
the
different
needs
of
communities
for
that
advising
the
committee
keeping
order
and
so
on.
But
there
also
many
other
duties
now.
K
We've
heard
the
immense
list
about
countless
public
appointments
several
a
day
across
the
city
and
I
think
that's
quite
an
amazing
thing.
Everyone
trying
to
get
your
time
to
visit
their
neighborhood,
their
ward,
they're,
building
their
group
well
done
for
being
the
ambassador
of
the
city
and
doing
that.
K
That
alone
would
be
impressive,
great
evidence
of
your
your
people,
skills
and
patience.
However,
there's
even
more
because
you've
also
taken
the
time
to
drop
the
trouble
to
champion
young
people
and
education
and
to
add
a
strong
voice
of
support
to
the
Bristol
girls,
make
it
campaign
getting
girls
into
STEM
subjects
that
science,
technology,
engineering
and
maths
subjects
in
their
careers
excellent
work,
and
that
deserves
a
strong
focus
thanks
from
all
of
us
for
taking
those
steps.
But
there's
a
little
bit
more
than
that
too.
In
our
year
our
past
year
is
European.
K
Green
Capital
there
were
an
exceptional
number
of
delegates
from
across
Europe
cities,
businesses
institutions,
they
had
to
be
greeted
there
to
be
welcomed
and
you've
done
that
so
well.
My
personal
memory,
just
drawn
from
one
of
those
visits,
might
or
might
not
be
one
of
your
highlights.
But
perhaps
you
remember
the
time
you
had
to
explain
our
governance
as
the
council
to
a
group
of
delegates
from
our
our
colleagues
in
the
euro
cities.

Network
people
from
cities
across
Europe
they'd
already
met
the
mayor
of
the
city,
and
then
they
were
meeting
this
other
person,
the
Lord
Mayor
at
their
dinner
at
the
mansion
house,
and
you
had
to
explain
to
them
because
they
were
puzzled
by
this
a
mayor
and
a
Lord
Mayor.
What
does
that
mean?
He
said,
of
course,
and
this
delighted
them
I,
think
when
you
come
to
Britain,
you
meet
the
Prime
Minister,
that's
the
important
person
who's
in
charge,
but
then
you
also,
if
you're,
really
lucky
get
to
meet
the
Queen
someone
who's
far
more
important.

So
in
those
surroundings,
perhaps
of
the
mansion
house,
you
had
a
slightly
regal
feeling
and
explained
why
why
this
second
welcome
was
was
going
to
take
place
so
I'll
suspect,
I,
suspect,
you'll
miss
some
of
these
appointments,
at
least,
maybe
not
all
of
it
and
you'll
certainly
appreciate
a
lot
more
space
in
your
diary,

sure
for
the
coming
year.

about
what
to
say
about
Claire.
Today,
I
investigated
information
about
her
on
the
Internet.
It's
always
a
good
start
and
on
the
web
page
written
when
Claire
stood
as
PPC
in
Bristol
Northwest
last
year,
Claire
said
that
my
project
is
to
raise
the
aspirations
of
primary
school
girls
in
science,
technology,
engineering
and
maths,
otherwise
known
as
STEM
subjects.

She
also
said
that
she
wanted

been

in
Bristol,

raising
more
than
a

pounds

independent
people,
given
the
number
of
events
that
Lord
Mayor's
their
consorts
attend
each
year
must

nightmare

manage
their
diaries
and
whilst
thanking
Claire
for
all
the
work
she's
put
in
during
her
years,

Mayor.
We
must
not
forget
the
time
willingly
given
by
Ian
as
well
as
her
concerts
as
a
next
teacher.

has
used
her
year
in
office
to
focus
on
exploring
ways
to
encourage
more
girls
to
consider
a
career
in
stem,
and
this
culminated
in
an
extremely
positive
conference
earlier
this
year
at
at
Bristol,
where
a
number
of
excellent
speakers,
including
Professor
Alice
Roberts,
talked
about
ways
to
stimulate
an
appreciation
of
science
subjects
and
girls.
Bristol
girls
make
it
to
Bristol.

Girls
can

catchphrases
after
that,
and
I
do
hope
that
she
thought
she
will
find
ways
to
continue
working
on
furthering
the
take
up
of
those
subjects
in
her
new
role
as
cabinet
member
for
people.

know
that
she's
had
an
extremely
busy
year
as
Lord
man.
I've
attended
quite
a
few
events
with
her,
including
signing
it
councilors
renewed
pledge
for
children
in
care
and
presenting
long-serving
teachers
and
governors
with
the
Bristol
bluegrass
awards
to
recognize
their
service
to
children
in
Bristol,
been
responsible
for
encouraging
better
use
of
the
Lord
Mayor's
official
residents.

The
mansion
house
on
many
occasions
for
events
such
as
this
and
everyone
who
has
enjoyed
visiting
the
mansion
house
has
been
so
pleased
to
see
inside
a
property
that
actually
belongs
to
all
citizens
of
Bristol,
so
using
it
frequently
for
these
celebrations
has
been
really
welcomed
by
all
and
I
hope.
This
will
continue
into
the
next
Lord
Mayor
chairing
council
meetings
and
keeping
councillors
in
order.
An
Ontrack
is
not
always
an
easy
task
but,
as
been
said
before,
Clare
has
done
so
calmly
and
sensitively
maintaining
order
and
that's
not
an
easy
process.

can

with
memories
of
an
event
that
happened
earlier
this
year,
Clare
and
I
went
to
visit
the
youth
council
in
the
Forest
of
Dean
to
save
using
separate
cars
we
traveled
together
in
Lord,
Mayor's
official
car.

had

really
interesting
day
with
the
young
people,
but
the
event
finished
slightly
earlier
than
we'd
expected
and
we
went
back
outside
to
where
the
car
had
been
part
get
ready
to
travel
back
to
Bristol
no
car
in
sight.

Bristol
City
Council

lists
Alice's
hobbies
as
rowing
running,
skiing,
cycling,
sailing,
windsurfing
and,
as
we
all
know,
as
Lord
Mayor
of
Bristol,
he
ran
the
half
marathon
in
his
robes
raising
money
for
charity.
That's
going
down
in
history
because
nobody
else
is
ever
gonna.
Do
that
again,
possibly
Geoff.

mind
what
is
less
well
known
is
that
when
he
was
Lord
Mayor,
he
raised
the
transgender
flag
on
the
transgender
Day
of
Remembrance
is
the
first
time
and
there
or
lord
mayor
of
Bristol
had
done
so.
This
is
an
international
event
held
in
memory
of
the
hundreds
of
people
killed
around
the
world
every
year,
simply
because
they
were
deemed
to
have
transgressed
social
gender
norms.
When
a
conservative
Lord
Mayor
does
this,
it
adds
a
particular
significance
to
the
events
and
I
know.
The
transgender
community
are
very
grateful
for
our
staff
for
having
done
that.

know,
but
as
Deputy
Lord
Mayor
Alistair
has
presented
awards
at
this
Bristol
Somali
interactive
media
association
he's
launched
the
Bristol
chamber
of
commerce
in
Germany,
which
gives
practical
advice
to
local
companies
who
want
to
trade
with
Germany
and
example,
a
numerous
community
events
that
events
like
this
in
George
Community
Fair.
None
of
these
events
are
particularly
high
profile,
but
there
are
hugely
important
to
those
involved,
and
Alistair
has
tires
that
tirelessly
and
quietly
gives
support
on
behalf
of
us
all
and
recognition
that
these
groups
and
events
deserve.

worked
with
Alistair
myself
on
the
business
change
and
results
of
scrutiny.
Commission
and
I
also
found
him
to
be
a
thoughtful
contributor.
He
is
not
the
sort
of
counselor
who
Hawks
the
limelight
and
is
interested
in
massaging
his
own
ego.
This
study
is
a
decent
man
whose
only
purpose
for
being
in
this
chamber
was
to
serve
Alistair.

council

city

we've

great
dignity

for

particularly
personally
pleased
to
note
that
the
Lord
Mayor's
gala
dinner,
which
was
resurrected
in
in
my
time
in
its
current
form
when

Lord
Mayor,
and
it
raised
an
absolutely
sizable
sum
for
the
Lord
Mayor's
children
appeal.
Although
I
was
a
little
disappointed
that
the
Lord
Mayor
didn't
run
the
half
marathon
for
the
charity
this
last
year,
but
I
did
note
that
the
10k
run
was
on
the
same
days,
Rus
Sunday.

So
she
had
a
good
excuse
for
missing
out
on
the
10k
and
perhaps
she'll
have
a
bit
more
time
to
get
a
training
in
for
next
year.

I
must
also
congratulate
the
Lord
Mayor
for
her
very
successful
initiative
to
encourage
more
girl
to
consider
science
engineering
technology
careers
and
to
connect
to
encourage
them
to
continue
with
their
STEM

Massey
has
already
said.

She
took
this
as
one
of
her
themes
for
the
year
and
I
believe
did
make
a
significant
contribution
to
race
in
the
aspirations
of
young
people
in
our
city.
In
my
speech
last
year
is
retiring.
Lord
Mayor
I
took
full
credit
for
the
success
of
our
sporting
teams
in
the
city,
Bristol
City,
winning
the
panorama
Cup
and
promotion
to
the
championship.
Bristol
Rovers
back
in
League,
Two
and
Bristol
rugby
were
still
in
with
a
good
chance
of
promotion
to
the
Premiership,
with
the
final
game
of
the
playoffs
about
to
be
played
at
Worcester.
O
So
I
did
challenge
the
incoming
Lord
Mayor
to
complete
my
excellent
record
of
success
in
Bristol
and,
of
course
she
failed,
but
Worcester
did
go
up
in
the
championship
by
one
point
against
Bristol.
However,
I
have
to
admit
that
she's
redeemed
herself
last
week
with
a
nail-biter
at
Ashton
Gate
and
it
was
right
towards
the
end
of
her
term.
Perhaps
a
result
in
penalty
time,
former
Lord
Mayor
I
guess
we'll
have
to
call
him
well
done
and
I
trust.

We
wish
that
we
shall
see
I,
think

as
as
Lord
Mayor.

be
very
even-handed
in
this
approach,

the
Deputy
Lady
Mayoress

enjoyed
our
year

enormous,

that,
we've
been
called
on

quite

few
occasions
for
engagements
during
the
year.
One
of
the
delights
of
being
Deputy
Lord
Mayor
is
that
you

do
things
for
a
second
time
as
as
Lord
Mayor.

You
tend
to
do
it
for
the
first
time
and
possibly
the
only
time
that
you
go
and
do
those
sorts
of
things.
I
remember
that
I
was
asked
to
turn
up
and
give
a
speech
at
a
so
called
formal
Christmas
dinner
at
the
University
of
Bristol
Hite
Baker
hall,
as
you
and
I
did
I
spent
a
lot
of
time,
honing
rather
academic
and
very
erudite
speech
and
I
found
that
the
only
role
that
I
had
to
play
was
standing
on
the
table
and
singing
the
12
days
of
Christmas
with
the
actions.
O
Of
course,
as
you
all
we'll
know,
and
we
discussed
the
hierarchy
of
inherited
titles
and
how
to
address
a
countess,
because,
obviously
lady
Bathurst
is
a
countess.
Of
course.
If
you
ever
find
yourself
in
this
situation,
never
call
a
countess
countess.
Apparently
it's
very
bad,
very
bad
form.
You
must
say:
Lady
Sarah
anyway,
I
felt
sorry
for
poor
Sarah
sitting
at
the
back
of
the
Cathedral,
only
to
find
that
she
was
sitted
as
seated
with
Adam
Henson
and
his
family,
and
she
tells
me
he's
the
rather
handsome

It's
also
quite
a
shock
when,
when
you
move
down
from
being
Lord
Mayor-
and
it
helps
you
to
get
over
that
shock,
I
did
find
myself
waiting
outside
cinemas
and
friend's
house
houses
waiting
for
somebody
to
come
and
greet
me
and
give
me
a
glass
of
wine
and
show
me
to
the
best
see.
But
you
know
you
need
to
get
over
that,
and
the
deputy
Lord
Mayor
role
helps
you
do
that
so
I'm,
sorry
that
the
retiring,
Lord
Mayor
will
not
be
taking
the
opportunity
to
be
deputy
in
the
coming
year.

But
as
a
former
politician
myself,
I
can
fully
understand
her
desire
for
a
role
in
cabinet
and,
although
I'm
sorry,
that
she
can't
do
the
deputy
role
I
have
to
say
that,
prior
to
the
elections,
I
was
hoping
that
she
wouldn't
be
in
a
position
to
do
the
deputy
role.
But
that
was
only
my
personal
view,
so
this
this
may,
this
main
deed
be
my
last

in
this
chamber.
Unless
I'm
it
lucky
enough
for

elect
me
as

honorary
Alderman,
when
I'll
have
one
more
shot

the

twinning
of
our
cities
with
Hannover
and
Bordeaux.

he's

been
an

Mayor,

get

the
best

away

chair
of
the
council's
Housing
Committee
from
1984
to
1997
and
I
would
also
like
to
mention
the
recent
passing
of
Carmen
Beckford

founding
member
of
the
simples
carnival
in
a
moment.

cancers
that
they
wish
to
speak
and
I
think
pre
meet.

Didn't
know
the
distinguished
councillors
from
the
past
that
wealth,
but
I
did
know
that
castle
very
well
and
those
who
actually
met
him
on
this
council
and
worked
with
him
on
scrutiny.
Committees
knew
how
thorough
the
working
he
was
and
how
dedicated
to
the
job
and
staggeringly
well-liked
by
people
from
all
sides.

His
first
love
was
not
the
council,
it
was
aerospace
and
he
was
stacked
hugely
knowledgeable
and
he
did
suffer,
though,
from
one
severe
handicap,
and
that
was
he
looked
staggeringly
like
me
and
which
was
an
advantage
which
was
an
advantage
during
the
2009
election.
That
I
was
running
on
his
behalf
when
the
two
of
us
were
accorded
to
everybody
everywhere.
So
that
was
a
help.

was
very
unfortunate.

at
the

didn't

him

his
time

leader

the
Labour
group
or
as

council

knew
briefly
from
my
time
when
I

a

only
Green
Party
councillor
and
I
had
email
contact
with
him,
and
he
gave
me
some
sound
practical
advice
about
how
to
do
it.

had
no
idea
how
the
council
worked.
I'm,
not
sure
I
still
have
any
carried
out.
Those.

and
fellow
councillors,
on
behalf
of
the
council,
I,
would
like
to
offer
our
condolences
to
the
family
of
Alderman
and
councillors,
Paul,
mount
Steven,
more
hassle
and,
of
course,
George
Michael
Wright,
who
have
all
thoroughly
passed
away
in
the
last
few
weeks.
In
tribute
to
George
Michael,
writes
I
would
say
that,
though
he
was
an
incredibly
private
person,
he
was
a
great
strategist
and
was
maybe
the
only
person
in
the
country
on
both
sides
of
the
aisle
who
understood
local
government
finance
legislation.

He
was
a
Labour
councillor
for
23
years
and
was
leader
of
the
council
from
1997
to
2002.
During
this
time
he
was
in
charge
of
the
council
when
several
major
projects
were
starting
to
take
shape
in
the
city.
He
was
involved
in
the
Lloyds
Bank,
bringing
its
headquarters
to
the
city
centre,
which
triggered
the
regeneration
of
Bristol's
docks
and
the
development
of
the
harbour
side
project.

She
qualified
as
a
midwife
and
became
a
community
health
in
1965
carmen
moved
to
Bristol,
where
she
worked
as
a
midwife
in
down
end.
In
the
same
year,
the
Race
Relations
Act
1965
became
law.
This
was
the
first
piece
of
legislation
brought
in
by
the
government
to
address
racial
discrimination,
and
it's
no
accident
that
it
followed.
The
bristol
bus
boycott
of
1963
carmen
was
happily
working
as
a
midwife
when
the
medical
officer
of
health
suggested
that
she
apply
for
the
job
as
race
relations
officer
for
Bristol.

However,
Carmen
had
other
plans
to
move
to
Canada
and
to
be
closer
to
her
parents,
and
she
refused
to
apply.
The
medical
officer
of
health
was
adamant
that
Carmen
should
apply
for
the
post
and
there's
a
last-ditch
attempt
to
convince
her
to
apply.
He
contacted
the
Jamaican
High
Commissioner,
who
happened
to
be
a
good
friend
of
hers
and
told
them
that
they
were
experiencing
problems
with
the
Carmen,
because
she
would
not
apply
for
the
job
and
how
the
Bristol
count.

Her
role
was
to
integrate
communities
and
to
help
build
young
people's
self-esteem
Carmen
record.
There
was
a
lot
of
racism
in
the
city
and
I
was
the
last
race
relations
officer
to
be
appointed
in
the
in
the
UK
Enoch
Powell
hated
black
people,
I.
Remember
when
I
set
up
the
West
Indian
dance
team,
our
first
performance
was
in
a
city
up
north
and
he
was
in
the
city.

It
was
the
first
time
that
many
of
them
had
ever
traveled
abroad,
carmen
organised
campaign
trips
to
devon
for
the
young
people
living
in
bristol
and
wanted
to
host
a
fundraising
event
at
the
Colston
Hall
in
bristol
city
center,
which
was
home
to
Carmen
that
that's
where
her
offices
were
for
least
20
years
carmen
was
told
that
it
would
not
be
possible
at
the
Colston
Hall
because
they
had
never
hosted
an
event
of
that
kind
to
which
Carmen
replied.
Well,
you
need
to
change
it.

Carmen
received
permission
to
host
the
fundraiser
at
the
Colston
hall
from
counselors
and
went
on
to
host
the
city's
first
multicultural,
dance
performances
which
included
Asian,
Irish,
English
and,
of
course,
African
Caribbean
dances.
The
event
was
a
complete
success
and
continued
to
run
annually
for
a
number
of
years.

Carmen
recalled
that
they
raised
more
than
enough
money
to
take
the
children
and
young
people
away
on
camping
trips
and
remembers
that
there
was
an
unknown
white
male
who
chose
to
remain
anonymous,
who
every
year
doubled
the
proceeds
of
the
show
and
donated
it
to
the
camping
trips.
Carmen
told
me
that
the
identification
of
this
benefactor
remain
unknown,
that
she
was
always
extremely
grateful
for
his
contributions
that
they
made
a
great
difference
to
the
life
of
many
hundreds
of
young
people
from
all
ethnicities
and
communities
across
this
city.

Carmen
is
known
as
one
of
the
seven
saints
of
st.
Paul's,
who
were
the
founders
of
st.
Paul's
Festival,
which
later
became
known
as
st.
Paul's
carnival
when
st.
Paul's
festival
was
created
back
in
1968
Carmen
was
in
charge
of
the
entertainment.
This
free
event
has
international
fame
and
continues
to
attract
crowds
of
around
hundred
thousand
people.
Every
year,
Carmen
felt
very
passionate
about
the
integration
of
all
ethnicity
in
Bristol
and
will
continue
to
be
a
respected
and
loved
elder
of
our
city
for
her
work
and
dedication
to
community
and
relate
race
relations.

Carmen
was
awarded
an
MBE
in
1982
being
the
first
black
recipient
of
the
queen's
honour
in
the
southwest.
When
asked
about
being
identified
as
an
iconic
black
bristow
lien,
she
replied,
I,
never
paid
much
attention
to
what
people
felt
was
right
or
wrong,
or
whether
people
felt
that
I
should
be
doing
this
or
that
I.
Just
followed
what
was
in
my
heart,
as
that
is
the
only
voice
that
matters
and
trust
that
he
God
is
guiding
me
to
do
the
right
thing.

was
delighted
when
I
told
her
I
was
running
for
a
seat
on
the
council
and
though
her
health
was
failing,
she
somehow
found
the
strength
to
hold
on
until
the
result
of
the
election.

left
the
count
in
which
church
I'm
headed
straight
to
the
nursing
home.
To
tell
her
personally
that
I
had
won
my
seat.

She
smiled
squeezed
my
hand
and
held
me
close
I
had
the
honor
of
being
comment
at
the
Curtin
friend
in
the
last
two
and
a
half
years
of
her
life
and
I
was
with
her
when
she
passed
away
peacefully
on
the
18th
I
pay
homage
to
a
pioneer
who
paved
the
way
for
black
women
like
me
to
aspire
to
leadership
roles
and
to
enter
public
life.
She
made
her
mark
in
this
city
and
it
will
not
be
forgotten
in
the
spirit
of
Carnival

George
served
Bristol

mayor

on
the

and
I
know
that
George
will
continue
to
contribute
to
Bristol.

we're
about
to
start
a
new
stage
in
our
journey
and
I'm
reminded
of
an
African
proverb
says
if
you
want
to
go
fast,
go
alone.

If
you

to
go
far,
go
together,
and
for
me
that
will
be
a
theme
of
my
time
in
this
office.
The
days
of
the
count's
will
be
in
an
all-powerful
place.
Shaping
force
in
a
life
of
Bristol
are
no
longer
with
us.
If
they
ever
truly
were.
We
are
interdependent
from
health
to
education,
to
business,
to
civil
society.
The
best
success
of
this
city
and
any
organization
depends
on
the
organs
on
the
success
of
every
sector
and
every
organization.
I
At
the
same
time,
we
face
the
conundrum
that
organisations
and
regions
have
the
power
to
choose
their
own
paths,
because
often
they're
ultimately
accountable
to
leadership
bodies
that
sit
outside
our
city,
region
and
even
the
country,
but
the
major
problems
and
the
major
opportunities
that
we
face
in
Bristol
and
the
region
cannot
be
exploited
and
cannot
be
tackled
by
individual
organisations
working
alone.
All
reasons,
no
matter
how
effective
or
progressive
they
may
be
in
their
own
specialist
areas
of
operations,
Bristol
needs
to
become
more
affordable.
I
We
need
to
tackle
inequality.
We
need
to
be
a
city
that
is
committed
to
getting
rid
of
the
areas
of
deprivation
that
remain
with
with
us
and
one
of
the
most
prosperous
cities
outside
London.
We
need
to
tackle
our
health
inequalities.
All
these
challenges
cannot
be
tackled
by
any
individual
organization,
working
alone,
they're
dependent
ours
working
across
the
piece,
and
it
speaks
to
the
way
the
council
must
work
going
into
the
future
being
a
facilitator
and
enabler
organ.
I
So,
as
we
begin
to
work
in
new
ways
with
partners,
we
have
a
unique
opportunity
to
build
a
better
Bristol.
That
will
mean
that
at
times
that
we
expect
one
particular
sector
to
act
in
the
interests
of
the
greater
good
rather
than
gaining
direct
benefit
itself.
But
we
can
create
an
approach
to
city
governance
where
all
partners
have
a
role
and
indeed
where
all
communities
in
a
city
have
a
role
to
play
and,
importantly,
where
progress
is
made
that
benefits
Bristol
as
a
whole
city.
Not
just
sections
of
it.
I
We'll
have
our
differences,
both
in
this
council
and
with
our
partners,
but
the
people
of
Bristol
has
entrusted
us
and
need
us
to
work
together
for
the
betterment
of
Bristol
and
that's.
Why
I'm
pleased
that,
through
mutual
respect
and
cooperation,
I've
been
able
to
work
with
the
leaders
of
all
parties
to
create
a
strong
cross-party
cabinet
at
four
men
and
six
women,
which
will
be
empowered
to
get
on
with
the
job
and
deliver
for
the
people
of
Bristol
councillor
Estella
Technol
has
been
appointed
as
my
deputy
mayor.

Councillor
fee
hunts,
again
I'm
honoured
to
say,
has
agreed
to
join
my
cabinets
as
the
member
for
city,
health
and
well-being
and
our
last
fee
to
work
with
us
across
the
wider
determinants
of
health,
both
physical
and
mental,
to
make
sure
that
Bristol
as
a
city,
not
just
health
services,
but
every
aspects
of
social
policy
drives
us
towards
the
city.
Debt
tackles
health
inequality,
health
inequalities
and
produces
a
more
well
and
healthy
population.

Margaret
Hickman
will
be
my
cabinet
member
for
neighbourhoods.
Margaret

worked
tirelessly
to
empower
communities
across
Bristol
and
I
know
that
we'll
start
by
breathing
new
life
into
our
libraries
so

they
become
community
hubs
offering
information.
Digital
access
and
expert
supports
an
advice
to
the
people
across
our
beautiful
city.
Councillor
Claire
his
cot
again,
I'm
honoured
Kurvers
joined
us
from
across
our
policy
differences,
but
will
be
my
cabinet
member
for
education
and
skills.

Bristol
should
be
a
city
in
which
every
child
gets
the
best
possible
start
in
life
and
where
opportunities
and
life
chances
are
not
limited
by
socio-economic
position
and
background
and
I
know
that
in
my
personal
conversations
with
Claire,
this
is
an
agenda
she
understands
and
understands
it
as
something
that
is
absolutely
essential
to
the
future
of
our
our
workforce,
our
city
and
our
economic
prosperity,
councillor
helen
holland.

member

I've

Helen

on

responsibility

delivering

ensuring

she

as
a
city
that

global
investment
and
opportunities

my
cabinet
member
for
Homes
and
Communities
and
he's
already
working
hard
to
ensure
Bristol
starts
building
the
homes
we
need.

my
cross-party
cabinet
will
work
across
political,
organizational
and
geographical
boundaries
in
the
interests
of
Bristol
and
its
people,
and
I'm
grateful
to
the
cabinet
members
for
accepting
these
important
roles
and
to
their
respective
political
groups
for
agreeing
to
participate.

will
see
that
sir,
for
the
portfolios
are
aligned
to
council
directorates
and
for
cabinet
members
have
been
asked
to
focus
on
specific
themes,
housing,
transport,
education
and
skills
and
health
that
we
need
to
tackle
as
a
matter
of
urgency,
and
my
aim
in
that
was
to
make
sure
that
they
are.

are
unfettered
in
just
focusing
on
the
issues
that
were
unlocked,
so
my
there
and
so
many
other
aspects
of
life
in
Bristol,
while
at
the
same
time
having
an
ax
cabinet
that
keeps
its
hand
in
keeps
hand
in
hand
with
what
goes
on
in
Bristol,
City
Council
as
a
local
authority.
But
I
believe
that
together
we
can
deliver
real
and
meaningful
change
and
improves
the
lives
of
people
here
that
we
are
here
to
serve
along
our
journey.

We're
going
to
face
challenges,
it's
an
inescapable
reality
as
I
keep
being
reminded
that
demand
for
our
services
is
growing,
while
at
the
same
time
resources
are
diminishing.
Next
week,
I
will,
as
promised
in
my
inauguration
speech,
present
the
city
with
a
full
assessment
of
our
councils,
financial
state,
and
this
will
contain
the
latest
assessment
of
the
size
of
the
task
facing
us
over
the
next
four
years.
I
How
we
face
and
overcome
the
challenges
ahead
will
depend
on
the
strength
of
our
resolve,
to
work
collectively
as
city
leaders
and
with
our
partners
and
with
people
both
outside
our
city
boundaries
and
in
the
rest
of
the
country
prepared
to
work
with
us.
In
the
next
few
months.
We
will
create
a
city
office
that
will
be
the
vehicle
for
our
collective
will
to
deliver
better
future
for
the
people
of
Bristol.
It
would
be
the
organizing
hub
for
the
city's
partnership
and
it
will
extend
our
Democratic
reach
across
other
decision-making
institutions
in
Bristol.
I

Environmental
and
social
justice
are
inseparable.
If
we
were
to
enjoy
an
equitable
and
prosperous
future,
we
must
decarbonize
by
2050.
By
working
together,
we
can
put
the
building
blocks
of
a
sustainable
future
in
place
now.
That
is
why
today
I'm
pleased
to
announce
that
we
are
working
towards
building
the
new
recycling
center
on
our
cliff
way.
This
course
has
united
support
on
all
parties,
ensuring
all
our
communities
can
contribute
to
making
Bristol
a
more
sustainable
place
to
live
as
a
vital
step
towards
decarbonizing.
I
Our
city
and
proposals
will
soon
come
to
cabinet
to
maintain
our
momentum
to
make
Bristol
a
healthier
and
more
sustainable
place
to
live,
but
it's
not
just
what
we
want
to
do,
but
the
way
we
do
it
that
will
mark
us
out
as
a
key
city
in
the
years
to
come
during
election
campaign.
I
promised
to
be
a
mayor
that
listens
at
times.
I
This
will
mean
admitting
when
things
go
wrong
and
it
will
mean
taking
the
brave
step
of
reviewing
past
policies
that
were
introduced
with
the
best
of
intentions,
but
could
be
improved
in
order
to
better
serve
our
communities.
We
must
cooperate
with
communities
to
devolve
power
and
enable
grassroots
leadership.
I
It's
in
this
spirit
that
I've
asked
capsule
officers
to
bring
forward
plans
to
enable
all
city
councillors
to
work
with
their
neighbourhood
partnerships,
communities
and
businesses
to
undertake
a
review
of
residents,
parking
schemes
and
20
mile
per
hour
zones
in
their
communities
and
to
make
recommendations
on
how
they
can
be
made
better
to
work
for
the
people
of
Bristol
in
their
communities.
In
addition
to
this,.
I
I
Iris
take
my
commitments
that
the
council
will
not
roll
out
any
additional
resident
parking
schemes
unless
communities
and
businesses
working
through
their
neighborhood
partnerships
and
elected
representatives,
make
an
explicit
request.
Delivering
on
this
commitment
will
mean
putting
power
back
into
the
hands
of
local
councillors,
neighbourhood
partnerships
and
our
communities.
It's
just
one
of
the
ways
in
which
I
will
ensure
that
all
voices
are
heard
as
we
transform
Bristol
into
a
city
in
which
everyone
has
a
stake.
I
Part
of
having
a
stake
is
that
when
people
contribute
they
should
be
rewarded
fairly
in
the
next
12
months,
I
will
bring
forward
plans
to
introduce
a
Bristol
charter
for
corporate
social
responsibility
and
I
was
set
out
to
establish
a
living
wage
partnership
that
will
encourage
Bristol
employers
to
pay
their
employees
the
living
wage
insuring
our
citizens
can
live
and
work
with
dignity,
and
today,
I'm
pleased
to
announce
that
my
first
mayoral
Commission
will
focus
on
the
elimination
of
the
gender
and
race
pay
gap,
a
gap
in
Bristol.
The
promotion.
I
The
Commission
will
bring
together
our
private
public
and
voluntee
sector
partners,
as
well
as
our
counselors.
To
ensure
Bristol
makes
real
progress.
Ensuring
everyone
is
paid
equally
I
would
like
to
formally
ask
Jeff
gallop
and
our
scrutiny
leads
to
consider
making
this
a
part
of
their
work
program
and
for
a
scrutiny
to
co-lead
on
this
work.
I
would
like
this
Commission
to
work
alongside
subject
to
Jeff
and
the
committee's
agreement.
I
The
council
scrutiny
comment
function,
who
I
hope
will
be
integral
four
to
reviewing
and
improving
the
commission's
recommendations
and
helping
make
these
things
happen
for
our
city.
I've
also
asked
the
council
to
start
preparing
for
the
very
complicated
elections
we
are
going
to
face
in
2020,
and
that
would
include
preparing
the
population
preparing
our
systems
and
reviewing
the
lessons
that
can
be
learned
from
recent
elections.

opportunity
to
recognize
the
Bristol
City
Council
work
force
on
the

workforce
and
in

visits
that
I
had
the
feedback.
That's
come
back
to
me
was
very
warmly
received
by
the
staff,
and
it
struck
me
that
it
can
seem
like
the
some
of
the
debates
that
go
on
within
this
chamber.
I
Think
that
if
we
want
to
know
why
things
are
working
and
why
things
are
not
working,
it's
absolutely
essential
that
we
understand
the
challenges
that
our
workers
are
facing
and
that
we
value
them
and
make
sure
they
get
there
with
support.
They
need.
We
get
the
support.
We
need
to
make
better
decisions
about
this
city
I'd
like
to
end
my
remarks
by
saying
that
neither
I
nor
any
individual
here
has
a
monopoly
on
wisdom
or
good
ideas.
When
I
took
office
three
weeks
ago,
I
said
I
bring
a
different
tone
of
leadership.
I
I
started
off
by
talking
about
the
challenge
of
those
of
us
who
step
onto
the
field
of
electoral
politics
and
I,
just
like
to
share
with
you
something.
That's
meant
a
lot
to
me,
particularly
over
the
last
year.
I'm,
not
a
fan
of
the
politician
himself,
but
I
think
this
is
an
incredible
insight
from
Teddy
Roosevelt
and
he
says
in
1910
it's
not
the
critic
who
counts
not,
and
it
is
gender-biased.
I
This
sweet
1910,
it's
not
the
critic
who
counts,
not
the
man
who
points
out
how
the
strong
man
stumbles
or
where
the
doer
of
Deeds
could
have
done
them
better.
The
credit
belongs
to
the
man
who
is
actually
in
the
arena
whose
face
is
marred
by
dust
and
sweat
and
blood
who
strives
valiantly,
who
errs
who
comes
short
again
and
again,
because
there
is
no
effort
without
error
and
shortcoming,
but
who
does
actually
strive
to
do
the
deeds?

Who
knows
great
enthusiasms,
the
great
devotions,
who
spends
himself
in
a
worthy
cause

complete

I'm
honest

it,

he
took
to
the
field.

As
you
were
saying
in
your
speech,
and
actually
he
was
the
first
elected
mayor
of
Bristol
and
that
took
guts
and
actually
I
think
that
means
from
all
of
us.
We
have
to
consider
ourselves
on
notice
because,
if
you
think
about
it,
in
2012,
Bristol
against
the
trend
throughout
the
country
voted
to
have
an
elected
mayor,
not
by
a
massive
majority,
but
it
did,
and
it
did
so
because
I
think
it
thought
that
we
weren't
doing
our
job
properly.
But
actually
we
as
a
council
weren't
delivering
for
our
city
and
then
in
November
2012.

They
elected
an
independent
man,
further
reinforcing
the
feeling
that
actually
we
weren't
delivering.
We
now
have
four
years
to
prove
as
party
politicians
as
party
representatives
that
we
can
work
together
and
deliver
for
the
good
people
of
Bristol.
We
are
on
notice,
but
weighing
it
all,
because
all
of
us
to
work
together
in
the
coming
months
in
the
coming
years
to
do
just
that-
and
it
was
in
that
vein,
that
we
were
delighted
to
receive
the
invitation
to
come
onto
your
cabinet.
Now,
we,
it's
fair
to
say,
we
had
a
couple
of
meetings.

But
it's
if
you
do
manage
sign
that
housing
delivery
housing
is
one
of
the
primary
problems
we've
got
and
actually
the
budget
talk
about
passenger
vehicle
Paul
we're
looking
forward
to
working
with
you
try
to
bring
forward
those
sites,
I'm
sure
in
all
of
our
wards,
that
sort
of
been
Lam
banked
even
owned
by
the
council,
and
just
nothing
has
happened.
We
can
work
together
on
that.
We
wanted
to
see
movement
on
arterial,
roads,
20
mile
an
hour
and
I'm
delighted
that
that's
going
ahead.

would
say
we
need
to
look
I
think
strategically
as
well
at
neighborhood
parks,
your
level
because
there
are
some
roads,
will
cross
numerous
neighbor
Park
ships
as
they
progress,
and
we
want
you
to
look
at
parking.
This
is
around
South
Meade
Hospital
in
particular.
It's
a
real
problem.
There
I'm
sure
Brenda,
Holly
Claire,
would
all
agree.
We
need
to
do
something
we
wanted
to
see
action
on
the
south
Bristol
recycling
center.
So
that
is
welcome
news.

Wouldn't
it
be
nice
to
get
to
a
budget
meeting
and
not
have
to
have
the
budget
debate
about
the
South
Bristol
recycling
center
I
mean
it's
always
a
highlight
of
my
political
life,
but
it
just
for
a
novelty
sake.
At
least
it
would
be
nice.
We
wanted
to
make
sure
that
you
took
children's
play.
Investment
importantly
I
said
one
of
the
things
I
actually
think
did
happen
quite
well
over
the
last
year's
very
numerous
play
areas
improved
in
our
city
and
I.

Think
getting
our
children
active
or
you
realize
I'm
a
fine
one
to
talk
about
about
that
and
since
the
election
my
pedometer
has
dropped
like
a
stone.
But
it's
important
to
do
that.
We
wanted
to
see
movement
on
electronic
ticketing,
so
we
can
go
moneyless
on
public
transports.
We
want
to
see
action
on
Park
&
Ride
in
the
CP
NN.
That's
a
particular
plug
from
my
patch
and
Brenda
will
know
it
well
as
well.
We
have
the
the
nightmare
of
8,000
house
is
just
over
our
border,
so
we
need
to
work
on
libraries.

need
to
make
sure
their
community
focus
they're
out,
reaching
they're,
no
longer
sort
of
bastions
of
solitude
and
silence,
but
they're
geared
more
to
our
community
to
a
vibrant,
more
21st
century
approach
and
I
would
never
be
able

get

any

mentioning

work

never
too

all

investment,

our

divisive
issue

this
chamber
at

we
need

make
sure
we're
working
together,
whether
it's
us
going
collectively
or
a
sort
of
numerous
parties,

party

case

it's
working
with
our
neighborhood
authorities.

are
having
the
same
totally
talk
spoken
to
us
today.

work
with

we

agreement,

course,

we

to
be
honest
about
it,
the
last
four
years
have
been

my
opinion,
I
think

spend

lot

time
fighting

other.

next
few
years
we
can
spend
our
time
fighting
for
Bristol,
rather
than
sort
of
forming
a
council
circular
firing
squad
in
which
we
take
potshots
to
each
other,
and
we
don't
do
anyone
any
good.

opposition
party,
let's
be
honest
about
it.
Well,
there
are
going
to
be
times
where
we
fundamentally
disagree,
but
actually
I
think
newer
councillors
and
there
a
lot
of
new
counts,

Think

council
realized.
Actually
we
are
united
by
far
more
than
we
are
actually
divided.
We
want
see
action
on
housing,
how
we
deliver
that.
So,
if
the
debate
wants
the
action
on
rail,
we
want
to
see
action
on
closing
inequality.
Let's
focus
on
what
unites
us.

when

disagree
we
will
say
so
publicly,
but
we
will
say
so
respectfully
and
I
think
as
long
as
we
raise
the
tone
of
the
political
debate
in
this
city
without

name-calling

that

council

go
to
the
public
in
2020
and
it
will
be
a
credit
to
all
of
us,
because
we
are
all

notice.

need
to
prove
the
party
politics
can
deliver
and

credit

successes,

Corbin
effect
has
been
clear
and
I
have
no
doubt
him.

leader
of
the
Labour.

made

significant
contribution
to
labor
games

Bristol.

forward

this
being
reflected
in
labour
policies
going
forwards
in
my
time
as
a
Green
Party
councillor
I
have
tended
to
take
the
approach
that
if
we
aggrieved
someone
on
a
given
issue,
we
will
work
them
with
them.
Where
we
disagree
will
fight
it
out.
We
try
not
always
successfully
to
be
constructive
in
our
politics.
This
is
the
approach
that
we
intend
to
take
with
this
administration.

It
is
in
the
spirit
of
cooperation
that
we
entered
cabinet,
but
we
fully
intend
to
hold
you
to
account
I,
often
wonder
to
what
extent
the
electorate
hold
politicians
to
their
election
promises
I
think
Nick
Clegg
may
have
a
view,
but
generally
suspect
that
politicians
quite
undeservedly
get
away
with
it.
Having
said
that,
for
this
administration,
I
would
suggest
that
there
are
a
couple
of
key
issues
which
will
define
it.

Housing
is
obviously
the
first
I
maintain
that
the
Greens
did
as
much
as
anyone
over
the
last
couple
of
years
about
housing,
but
labour
made
the
issue
their
own
over
the
course
of
the
election.
I
congratulate
you
for
the
effectiveness
of
your
campaign.
We
certainly
need
learn
from
it,
but
now
you
need
to
deliver
most,
particularly.
You
need
to
deliver
affordable
homes
which
actually
are
affordable.
You
said
in
your
election
campaign
that
when
it
comes
to
the
housing
crisis,
all
that
is
lacking
is
political.

Will
they
assured
people,
remember
your
promises
and
they
will
remember
your
words
and
they
will
closely
monitor
the
progress
you
make
towards
these
targets.
The
problem
you
have,
of
course,
is
the
fact
that,
as
those
of
us
involved
in
the
housing
inquiry
Day
last
year
know,
the
current
government
has
made
building
social
housing
just
about
as
difficult
as
it
can
be.

So
we
wish
you
luck
with
your
house
building
program.
We
think
you
are
going
to
need
it
when
it
comes
to
delivering
more
social
housing.
We
will
support
you
where
we
can.
That
will
also
point
out
potential
and
actual
failings
secondary
is
that
of
equality.
I
have
no
doubt
about
Marvin's
commitment
to
equality
in
equality
of
opportunity,
but
I
do
wonder
how
he's
going
to
demonstrate
it
talking.
Equality
is
easy.

I
am
of
the
opinion
that
the
council
has
done
a
pretty
good
job
of
managing
the
onslaught
of
cuts
up
until
now,
core
services
have
basically
remained
if
not
intact,
and
at
least
they've
survived.
Those
of
us
who
were
here
before
the
election
will
know
that
the
council
is
running
out
of
efficiency
savings
to
make,
and
yet
we
still
have
60
or
70
million
of
cuts
to
go
services
will
probably
go
the
mayor
and
Craig
Cheney,
as
the
new
assistant
mayor
responsible
for
implementing
the
cuts
will
have
some
difficult
choices.
To
make
good
luck.

As
greens,
we
will
continue
to
work
for
a
socially
just
and
environmentally
sustainable
society.
So
there's
some
specific
issues.
We
believe
it
is
vital.
You
address,
we've
already
mentioned:
affordable
housing,
equality
in
austerity
and
a
dish
to
these.
We
need
to
radically
improve
the
air
quality
in
the
city.
Poor
air
quality
is
killing
in
hundreds
of
Bristow
Dean's
a
year.
As
such,
we
need
a
low
emission
zone
which
has
been
thought
through
and
one
which
is
effective.

may
just
be
the
first
administration
for
decades,
which
will
get
the
power
to
improve
public
transport,
be
it
through
the
bus
bill
or
the
possibilities
and
financing
offered
by
devolution.
We
therefore
do
not
hope,
for
we
demand
improvements
in
public
transport.
We've
already
heard
talk
about
stations
at
hand
via
national
days.
We
need
to
continue
to
improve
cycling
and
do
much
more
to
promote
walking,
I'm
sorry
as
the
most
sustainable
forms
of
travel.

urge
any
clarity
on
residents
parking,
so
I'm
pleased
you've
announced
a
review,
but
there
are
areas
such
as
in
my
own
Ward,
where
there's
a
boundary
down
the
middle
of
North
Street
between
the
residents
parking
zone
and
the
stuff
outside
of
ism's
parking
zone.
The
people
on
the
far
side
have
urgent
problems
which
need
addressing
now
supposed
to
be
a
review.
Could
we
get
on
with
it?

delighted
to

about
the
blue
badge
holders.

did
bring
an
amendment
the
year
two
years
ago
and
I
think
everybody
supported
it.

There's

to
be

difficult
job
to
do
with
regard
to
the
devolution
and
it's
one
of

biggest
things
that
we've
actually
got
to
tackle.

say
that
some
years
ago
our
neighbors
were
very
cooperative
with
us
and
we
worked
well
together
and
partly
because
of
the
heavy-handed
approach
from
government
of
the
the
recent
deal.

think
things
have
been
made
significantly
more
difficult
and
it's
not
just

matter
of
trying
to
grab
some
quick
money.
It
really
is
a
matter
of
forming
a
partnership,
so
the
four
authorities
can
hopefully
work
together
cooperatively

that's
what's
needed
for
this
region
to
cure
its
transport
problems.

the
churn
of
cooperation
and
partnership
is
very
much
welcomed.
A
couple
of
things
that
I'd
like
to
comment
on
specifically
the
libraries
glad
to
hear
that,
quite
frankly,
I
don't
think
I've
ever
seen
such
a
mess
as
what
happened
during
the
last
administration
on
libraries.
I
mean
getting
it
wrong.
Once
is
bad.
Getting
it
wrong
twice
on
Plan
B
is
just
you
know,
really
staggering,
and
they
were
one
of
the
jewels
in
the
crown
of
Bristol
as
an
illustration
had
actually
invested
in
new
libraries
and
backed
them.
S
It
was
heartbreaking
to
see
that
it
really
was
glad
to
hear
about
the
southwest
the
recycling
and
reuse,
Center
and
Charlie
reused
exactly
in
the
original
design.
Only
who
obviously
didn't
notice
that-
and
you
know
again
as
part
of
an
administration
that
was
very
much
pushing
the
recycling,
reduce
reuse
and
reducing
risk
agenda
rather
successfully.

It's
been
disappointing
to
see
what
happened
over
the
last
few
years
and
we'd
look
to
work
with
you
to
actually
resume
the
forward
progress
that
Bristol
was
making
in
the
past,
and
that
surely
has
got
to
mean
abandoning
sending
our
waste
with
Swedish
incinerator.
I
think
that
the
big
projects
are
important,
but
the
way
that
they're
delivered
is
equally
important,
so
the
vast
majority
of
us
wanted
the
marina
and
wanted
delivered,
and
yesterday
please.

Yes,
we
all
want
that,
but
I
think
what
Illustrated
the
problems
that
we
had
previously
more
than
anything
was
the
dismissal
of
genuine
concerns
from
people
in
the
neighboring
areas
that
were
genuine
concerns
and
it
was
all
put
down
as
people
playing
politics.
Well,
it
certainly
wasn't-
and
you
know
we,
along
with
others,
knocked
on
hundreds
of
doors
and
listens
to
people's
opinions
and
I'm
very
glad
to
hear
that
the
new
mayor
will
actually
be
listening
to
local
councillors
and
local
people's
views,
because
that
way
we
get
the
right
result,
not
just
a
quick
one.

So
I
don't
want
to
go
on
a
huge
length.
The
buses
obviously
is
an
area
that
we
need
to
deal
with
it's
very
noticeable.
Over
the
recent
years,
we've
not
had
a
positive
new
transport
initiative,
and
actually
we
will
give
huge
support
if
we
can
get
power
for
the
mayor
to
control
buses
within
Bristol.
That's
absolutely
vital,
and
even
if
something
goes
wrong
with
the
four
council
devolution
agenda,
we
would
want
to
make
sure
that
the
powers
are
actually
given
to
Bristol,
which
is
not
a
vision
at
the
moment.

leads

have
proper
leadership,
identifiable
leadership
and
a
place
where
stuff
has

home
and
what
I've
also
tried
to
do
and
we're
also
working
with
our
with

press
team
now
is
to
make
sure
that
all
our
cabinet
leads
get
the
public
profile.
They
need
to
have
the
soft
power
and
a
status
within
Bristol
to
be
able
to
work,
not
just
within
Bristol
City
Council,
but
with
the
NHS
with
chamber
of
commerce,
with
education
with
the
voluntary
sector
and
to
work
outside
our
city
boundaries
as
well.
I
I
don't
want
anyone
who
is
in
a
position:
leadership,
political
leadership
in
Bristol
feeling
or
in
a
meeting
where
someone
is
looking
at
them
across
the
table
and
saying
well
I'm
talking
to
you,
but
you
can't
make
it
happen.
We
really
do
want
to
make
sure
that
people
are,
are
truly
empowered
to
lead
to
bring
the
ideas
and
make
it
make
things
happen.
So
your
relationship
was
with
me.
I
I
If
that's
the,
if
that's
an
okay
were
to
use,
your
cabinet
leads
taking
issues
to
them,
raising
your
concerns
with
them
and
asking
them
to
drive
it
into
into
the
Merrill
office
and
if
they
bump
up
against,
if
they
bump
up
against
barriers,
then
we
you
know
we're
going
away
together
soon
to
talk
about
how
we
work
together,
then
it
partly
my
job
to
unlock
parts
of
the
city
to
make
sure
things
can
get
done.

go

housing

you

you

you

There
was
a
bit
of
an
exciting
incident
that
happened
during
a
tea
break.

and
that
was
in
response
to
the
housing
challenges
that
we've
been
navigating
in
Bristol.
Well,
I've
kind
of
been
navigating
it
over

last
few
weeks
quietly
but
I
I
assure
you
yeah.
The
commitment
is
strong,
we've
already
taken
action
and
there
has
been
a
bit
of
a
philosophical
change:
we're
not
selling
off
land.
We
are
not
selling
off
of
homes;
we
are
keeping
the
land
we're
chatting.
I
What
what
was
being
described
as
mission
connected
finance,
the
finance
to
build
homes
will
not
just
be
about
how
it
can
get
a
return.
It's
going
to
be
about
finance
that
is
determined
to
produce
good
social
outcomes.
So
many
many
aspects
we're
exploring
here
about
how
we
are
going
to
unlock
unlock
our
housing
challenge
in
Bristol,
I.
Think
to
one
of
the
things
that
councillor
Smith
has
pointed
out,
we're
not
in
the
business
of
just
building
houses
were
building
homes
and
communities.
I.
Think
it's
a
very
powerful
observation
week.
I
We
could
do
housing
in
development
and
development
in
a
way
that
creates
problems
for
us
in
other
areas.
What
we're
not
in
a
business
of
doing
is
givin
people
front
doors.
They
can
lock
themselves
and
isolate
themselves.
We
generally
want
to
build
imbalanced
communities,
not
concentrations
of
deprivation
of
poverty.
That
then
also
flow
over
into
catchment
areas
of
our
local
schools
and
can
compound
problems
of
Education
inequalities.
I
So,
as
a
cabinet
we'll
be
discussing
that
the
portfolio's
we
have
in
the
round
how
these
issues
are
interdependent
and
how
success
in
one
area
can
breed
success
in
another
area,
I
take
that
the
pointless
workout
to
the
Western
on
devolution
and
how
important
it
is
for
us
to
have
a
shared
voice
on
that
and
Gary.
When
it's
councillor
Hopkins
when
you,
when
you
talked
about
the
need
for
us
to
have
good
relationships.
I
One
of
my
concerns
about
the
way
that
the
evolution
is
offered
is
a
structure
does
not
necessarily
guarantee
you
the
behaviors
or
it
doesn't
guarantee
you
the
behaviors
that
are
needed.
We
can
have.
We
can
have
a
metro
mayor,
but
still
had
fractured
relationships
across
our
geographical
boundaries
and
even
within
our
institutions
within
Bristol,
so
I
think
actually
there's
going
to
be
a
piece
of
work
to
be
done
from
all
party
leaders
in
reaching
out
across

public
health.

concepts
of
the
life
course.

people
are
disadvantaged
at
an
early
stage
in
life,
it
reduces
their
ability
to
overcome.
This
is
any
fuel
further
adversity
that
comes
and
I
think
doing.
The
piece
of
work
about
equipping
people
to
overcome
the
adversity
that
comes
with
inequality
and
deprivation
is
gonna,
be
absolutely
essential
to
our
approach,
but
at
the
same
time
we
got
to
do
our
piece
that
to
minimize
the
possibility
of
that
adversity
coming
and
I
think
what
that
means
is
looking
at
building
homes,
secure
homes
for
people
and
protecting
people
in
the
private
rental
sector.

Council

representatives

Youth
Council,
the
youth,

Bristol's
members

Youth
Parliament,

talk
to
you
about
the
updated
Youth
Council
manifesto
you're
gonna
have
to
bear
with
us
because
we
don't
have
swanky
new
iPads.
We've
all
got
pieces
of
paper
so
before
before
we
go
on
to
present
our
manifesto
I
know,
there
are
a
few
new
faces
and
congratulations
to
you
all
for
being
elected.

So
I'd
like
to
give
you
a
brief
introduction
on
who
we
actually
are
and
what
we
do.
In
February
of
last
year,
over
10,000
young
people
voted
on
who
they
wanted
to
represent
them
on
the
Bristol
City
Youth
Council.
The
council
consists
of
28
representatives
from
the
north,
south
and
east
central
constituencies
and
five
representatives
from
Bristol
equalities
groups.
The
updated
version
of
our
manifesto
is
the
result
of
much
careful
work
during
the
midterm
conference,
which
was
held
in
February
of
this
year
at
the
Dean
field
study
center.

One
of
our
first
actions
during
this
conference
was
to
update
our
manifesto
and
the
terms
of
reference
and
reelect
our
youth,
mares
and
deputy
my
peepees.
They
held
separate
priorities
to
the
bristol
city,
youth
council.
However,
the
council
supports
these
priorities.
The
Youth
Council
is
confident
that
this
updated
manifesto
better
reflects
our
aims
and
provides
challenging
yet
more
achievable
targets.
The
youth
councils
campaigns
fall
under
three
categories:
health
and
well-being,
transport
and
neighborhoods.
So
first
I'd
like
to
hand
over
to
Leticia.

Hi
I'm
Leticia
I'm

to
talk
to
you
about
her
health
and
well-being
campaign.
The
aim
of
the
health
and
well-being
campaign
is
to
gain
equal
recognition
for
both
mental
and
physical
health
of
young
people
around
Bristol.
We
believe
that
mental
well-being
isn't
openly
discussed,
leading
stigma
and
often
ignorant
surround
the
topic.
Services
for
dealing
with
mental
health
issues
are
usually
only
accessible
once
the
significant
concerns
have
been
raised.
We
need
to
be
proactive
rather
than
reactive.

When
dealing
mental
health,
we
need
to
see
more
early
intervention
and
a
greater
emphasis
on
equipping
young
people
with
the
skills
necessary
to
ensure
positive
mental
health,
the
Bristol
safeguarding
board
and
the
Bristol
City
Council's
commissioning
team
prioritized
this
campaign.
Also,
we
have
five
goals
for
our
health
and
well-being
campaign.
These
goals
are,
first,
that
we
plan
to
destigmatize
mental
health
issues,
promote
discussion
within
schools
by
talking
to
influential
figures
in
council
and
give
presentations
in
assemblies
second,
encourage
professionals
to
equip
young
people
with
the
skills
needed
to
manage
their
mental
health.

Third
create
and
circulate
posters
around
the
theme
of
healthy
body
healthy
mind
to
promote
the
importance
of
positive
mental
health.
Fourth,
work
in
partnership
with
health
organizations
such
as
camps
of
the
record
and
young
HealthWatch,
to
raise
profile,
increase
and
increase
the
sphere
of
influence
around
this
campaign
and,
finally,
fifth,
to
support
and
to
support
the
freedom
of
mind,
festival
and
collaborate
to
run
a
healthy
body
healthy,
mind
event.
Overall,
our
third
and
fourth
goals
have
been
achieved
and
we
are
now
focused
on
planning
the
event.

the
transport
group.
We

a
group
came
to
the
conclusion
that
our
main
goal
was
to
instil
trackers
on
key
bus
routes
throughout
Bristol.
We
feel
that
young
people
need
to

a
change
in
that
transport,
so
they
know
where
that
buses
are
throughout
the
city
and
when
they're
due
to
arrive
are
their
designated
bus
stops.

Implementing
technology
would
allow
everyone
to
easily
see
where
their
buses
are.
We
have
met
once
with
first
bus
and
are
working
to
become
to
get
a
focus
group
of
young
people
amongst
them
to
improve
the
bus
services.
If

year,
this
is
the
campaign
originally
called
green
capital.
However,
we
have
transformed
it
to
suit
the
changing
needs
of
the
city
I'll

is

about
our

Bristol

youth

aim
was
to
create
an
event
that
will
occur
locally

benefit
young
people

encourage
them

have
an
active
role
in
their
community.
Our
belief
is
to
strengthen
communities
across
Bristol
and
improve
the
image
of
young
people.

Now

have

new
plan.
Our
goals
are
to
first
do
assemblies
to
young
people
aged
11
to
16
in
secondary
schools
across
Bristol.
We
have
really
done
this
in
one
school,
our
new
plan,
which
is
to
take
part

that
will
showcase
the
variety
of
opportunities
that
are
out
there
for
young
people
to
take
part
in
including
work
experience
and
volunteering
in
neighborhoods
across
Bristol.

church

spoke
about
opportunities
for
young
people
in
their
communities.
We
aim
to
continue
to
share
this
adaptable
presentation
across
Bristol.

our

We
would

UK
Youth
Parliament

the

City

Council

national
campaign
is
don't
hate,
educate
which
focuses
on
the
eradication
of
racial,
religious
stigma
and
discrimination
across
the
UK
through
social
media,
school
and
school
presentations
and
meetings
with
MPs.
We
have
spread
the
message.

campaign
starts
following
the
media
market
ballot.
It
takes
place
in
the
autumn
2015,
seeing
the
don't
heat
educate
issue
becoming
one
in
the
top
five
with
95,000
people
nominating
it
as
a
most
important
issue
and
then
the
subsequent
votes
by
the
members
of
the
Youth
Parliament
in
the
House
of
Commons.
To
make
this
the
national
campaign
in
November
2015,
there
has
been
an
increase
in
race,
religious
hate
crimes
between
2014
and
2015.

According
to
the
Home
Office
figures
in
England
and
Wales,
the
Home
Office
reported
that
there
were
around
43,000
raise
related
hate
crimes
representing
a
15
percent
increase
from
the
year
before
and
around
3,250
villages
and
related
hate
crimes.

the
year
before

in
this
trend
has
been
in
Scotland
with

crown
office
and

eighty-five
power,
9-pound
15
in
London,
the
living
wage
has
to
fight
a
living.

wage

personal
campaigns
run
parallel
with
the
national
campaigns
due
to
crossovers
in
tackling
racial
and
religious
discrimination,

eradicating

the
mental
health

young
people
who
have

politically
disengaged.

referendum

in

our

new
mayor,
we

prioritized

issues
that
we
as
youth
mayor's
plan

focus

the
issues
and
campaigns
you
have
in
the
manifesto
might
not
reflect
on
back
to
say.
The
first
of
these
campaigns
is
to
launch
an
online
citywide
work
experience
platform
by
January
of
next
year,
allowing
all
secondary
secondary
school
aged
young
people
in
Bristol
to
finds
useful,
relevant
work
experience
at
present.

positive

Experience
often
relies
on
a
family
or
school
connections
which
leads
to
a
vast
inequality
in
provision
in
different
areas
of
the
city.

only
broadened
existing
inequalities
and
we
fail

young

more
qualified
workforce
going
forward.

work
in
this

will
be
alongside
the
learning

numbers

young
people
engaging
in
their
communities

generally
in
advance

elections

neighborhood
partnerships.
As
we
fill
a
large
part
of
their
ongoing
development

voices

young
people

leading

Youth

focuses
on
healthy
relationships,
with
the
focus
on
better
sex
and
relationship.
Education
relationships
are
an
unavoidable
part
of
adult
life,
so
they
should
be
included
in
the
education
that
is
supposed
to
prepare
us
for
the
adult
world
healthy
relationships,
whether
they
be
with
family
and
friends,
or
romantic.
A
vital
for
good
mental
health
alongside
financial
and
health
education
relay
change
of
education
should
be
central
and
mandatory
from
primary
school
onwards.

to
a
2014
survey
by
the
sex
education,

children

young
people
were
unlikely
to
have
learned
what

good
or
bad
in
a
relationship
with
only

saying
that

has
been
covered
in
sex

relationship
education
classes

a
complete
absence
of
discussion
about
real-life
relationship
situations
and
what
you
should
do

something
happen.

understanding
of
what
a
healthy
relationship
should
look
like
is
vital
for
young
people's
well-being.
The
second
goal
is
to
have
trained
professionals,
not
teachers,
delivering
a
sari.

more
informative
and
comfortable

staff
and
students.
Bristol
is
already
filled
with
brilliant
sexual
health
services
and
small
council
programs,
but
these
need
to
be
extended
and
formed
into
one
cohesive
service,
using
existing
resources
better
to
provide
better
quality
education
and
spare
teachers
from
awkward
conversations.
They're
not
trained
for
this
dead
girl,
along
with
more
professional

be
more
inclusive,
as

LGBT
young
people
and

nothing

education
system.

needs

be
a
priority
within
this

reform.

drugs

poor
relationships
are
the
abusive
relationships

clearly
works
and
we
see
relationships.

positive
impacts
later
on

for

small
amount

saving
that
you

expenditure
now
we
can
make
a
massive

in
the
future,

you

think

education
on
politics

the
way
that
politics
affects
everyone's

a
vital
for
the
youth
of
today.

think
growing
up
we
didn't
get
the
sub
of
a
Bristol,
no
education
on
politics,
very
little
education
on
sexual
education,
abusive
relationships,
I
think
we
need
to
get
that
sorted
now.

say
this
because
I
have
witnessed
the
knock-on
effects
on
youth
provision
and
preventative
measures
connected
to
austerity
cuts
and
commissioning
local
needs
out
to
national
providers
and
witnessing
a
crisis
among
sections
of
our
youth,
especially
within
the
inner
cities
living
as
I
do
in
a

Street
radius
of
where
at
least
15
young
people
within
the
last
18
months
or
less
or
either
in
jail
or
awaiting
trial.
Many
young
people
are
going
through
severe
peer
pressure,
normalized
drug
abuse
and
untreated
depression.

It
feels
the
aspects
of
our
communities
have
been
decimated,
leaving
parents
at
their
wit's
end
services,
scaled
back
and
authorities
out
of
the
loop
collectively
swimming
against
the
tide
of,
amongst
other
things,
neg
negative,
materialistic
and
mass
media
influence.
Respect
has
broken
down
in
my
own
world
of
cotton,
I'm,
hearing
reports
of
staff
and
PCSOs
having
to
do
patrols
in
high-vis
after
school,
both
on
trains
and
on
the
streets.
This
cannot
continue.

So
please
imagine
that
because
I'm
now
out
of
the
youth
category,
love
breeds,
respect
and
hate
feel
feeds
neglects
all
life
needs
respect.
All
life
cease
neglect
now,
there's
a
low
respect,
almost
no
respect,
if
you
don't
show
respect,
you
won't
get
shown,
respect
respect
is
a
requirement
for
saving
our
environment
from
race
relations
to
plant
some
new
trees.

impressed

sheer
breadth
of

manifesto

impressive

process

deal

discussion,
a
great
deal
of
looking
at
ideas
trying
to
work
out

they
can
really
pursue
and
so
on,

that's

think
gives

manifesto

improving
access

mental
health
support
and
also
the
fact
that
they
are
focusing
on
building
good
mental
health
as
opposed
to
simply
responding
when
things
go
wrong.

very
much
a
sense
of
being
proactive

reactive
services
and
I
think
that
fits
with
so
much
of
what
the
city
is
trying
to
do
at
the
moment.

welcome
that

things

very
aware
of
is
that
there
are
great
many
examples
of
very
fine
practice
around
the
school
around
the
city
and
it's
a
question
of
making
sure
that
all
young
people
have
an
equal
opportunity
for
those
services

each
one.

work,
experience
and
careers
advice
very
patchy.
Some
extremely
good
and
I
think
one
of
the
things
we
must
work
with
the
youth
Parliament
and
the
Youth
Council
is
to
make
sure
that
we
do
create
those
networks
and
I
notice
that
phrase
in
one
in
part
of
their
work.

see

what
is
happening
within
the
city
and
to
make
sure
that
all
young
people
have

equivalence

opportunity
according

their
