position
that
the
council
felt
finds
itself
in
about
future
funding,
but
it's
actually
really
good
to
bring
a
good
news
story
to
the
cabinet
and
that's
about
engine
shed,
because
engine
shed
warren
has
been
a
great
success.

about
the
success
of
the
engine
shed
and

But
it's
a
partnership
with
the
University
and
I
think
that
you
can
talk
about
partnerships,
but
you
actually
have
to
see
what
it
means
in
real
hard
terms
to
recognize
that
you
get
more
than
the
sum
of
the
two
parts
when
you
work
together
and
not
only
is
all
the
space
taken
in
current
engine
shed.
So
that's
why
we're
looking
at
being
able
to
expand
it,
but
also
the
innovation
that
happens
there
because
of
the
colocation
of
new
entrepreneurial
and
innovative
companies
is
really
exciting
and

when
we're
thinking
about
the
young
people
who
are
going
to
kind
of
you
know
become
the
Bristol
business
leaders
and
entrepreneurs
here
of
the
future,
then
it
isn't
going
to
be
about
huge
employers
that
come
to
Bristol
and
employ
thousands
of
people.
Much
though,
we
would
like
that
to
happen
that
isn't
the
way
of
the
the
economy
is
going
to
be
going,
but
those
sectors
that
Bristol
is
so
well-placed
to
perform.

So
to
see
those
people
being
able
to
work
together
to
spin
off
ideas
from
one
another,
and
it's
only
a
small
thing,
I
think
Claire's
going
to
pick
up
on
it
later.
But
one
of
the
things
that
when
I
was
there
last
week
that
I
found
really
exciting
is
that
small
companies
capacity
to
be
able
to
take
on
work
experience
to
show
young
people.
What
they're
doing
is
very,
very
difficult
if
you're,
only
a
couple
of
people
in
your
organisation
that's
very
hard
to
commit
to
a
week
for
a
young
person.

For
those
informal
meetings
for
people
to
be
able
to
get
together
to
work
together
to
find
out
over
the
Coffee
what
it
is
they're
working
on
and
that
this
common
ground,
so
I'm
convinced
that
having
engine
shed
to
that
the
space
will
all
be
taken
up
that
we'll
be
able
to
increase
those
partnerships.
We've
shown
that
the
partnership
with
the
university
can
work.
There
are
other
potential
partners
that
we
can
bring
it
and
you
know
I'm
very
confident
about
the
future
for
the
engine
shed
and
that's
why
we've
brought
this
report
to
cabinet
tonight.

we've
been
able
to
take
in
the
set
square
incubator,
the
world's
number
one
incubator
for
high-tech,
high-growth
startups,
but
we've
explored
ways
to
make
that
work
effectively
to
help
inspire
younger
people
to
come
into
those
industries,
because
what
we
really
need
is
if
we
want
a
prosperous
city,
we
need
the
young
people
in
the
city
now
to
be
skilled,
up,
inspired
understanding
of
their
opportunities
and
come
into
the
jobs
that
are
being
created.
That,
as
Helen
has
said,
we
don't
know
quite
what
they
look
like
now.

We
need
more
space
to
do
more
of
that,
to
include
more
and
more
diverse
projects
in
the
building
we're
already
effectively
60%
pre-lit
on
the
space,
and
we've
got
now
two
years,
which
is
what
it's
going
to
take
to
build
to
fill
the
rest
of
that
space
and
find
ways
to
make
it
a
really
exciting
and
inclusive
opportunity
for
the
city
and
the
intention
for
engine
shed
to
is
to
triple
the
amount
of
money
that
already
producing
that's
going
into
economic
development
in
the
city.

years

motion
to
Council
that

council

work

construction
firms

blacklisted
employees,

existing
policy
and
will
take
that
forward.
Obviously,
in
any
major
construction
works
that
happen
in
the
city,
Arnim

innovation
is
also
going
on
in
the
supply
chain
and
we
want
those
people
to
stay
nearby,
because
that's
what's

to
keep
british
aerospace
anchored
in
Bristol,
it's
not
just
about
you

workforce,

think
it's
an
important
point
that
you've
raised.

been

absolutely
liberal
business

incubators

successful,

we
really
are
busting
out
space

desperate

learning
city
partnership,

brings
together

council
and
the
university
universities

local
schools

businesses
is
delighted
at
currently
to
have
a
very
small
space
in
engine
shed

to
launch
an
engagement,
bringing
together
young
people
and
this's
really
developing
the
skills
of
the
future,
and
so
engine
share.

we
are
desperate
for
that
extra
space
for
our
young
people
to
really
interact
with
some
of
these
innovative
businesses,

it
would
be
great

have
a
bigger
space
and
more
accessible

we're

skills
necessary
to
go
into
businesses,
but
also
to
owe
the
economy
of
the
city
workforce.

opportunity

redevelop

agreed

one

the
worst
eyesores

redeveloped
that

will
all
come
down,
and
it's

a
pretty
shocking.

the

temple
needs
ramp
and
their
first
sight
of
Bristol
is
something
with
hoardings.

it's

decision

Working
with
our
neighboring
authorities
over
the
years
about
29
million
pounds
in
total
has
been
gained
from
central
government
on
the
back
of
bids
that
we
have
put
in
around
walking
and
cycling
infrastructure
support
to
schools
and
employers
and
actually
supporting
people
to
switch
to
more
sustainable
modes
of
travel.
Whether
it's
for
work,
whether
it's
to
go
shopping,
whether
it's
journeys
to
school,
whether
it's
journeys
for
healthcare
and
it
is
about
how
individuals
look
at
the
journey
that
they
want
to
make
and
the
choice
is
in
the
information
which
is
available.

is,
as
I've
said,
also
as
we
move
into
our
mayoral
combined
Authority.
It's
also
another
very
strong
example
of
where
we're
working
with
our
partners,
because
these
travel
and
congestion
challenges
are
not
just
within
our
own
borders,
they're
actually
across
the
city
region
across
the
whole
of
the
southwest.
So
the
more
work
we
do
with
our
colleagues
in
the
other
authorities,
the
more
fact
if
this
will
be
so
I
commend
it
to
you.

we

previously
had

local
sustainable
transport
fund,
which,
of
course,
revenue
supported
an
awful
lot
of
bus
services
and
I'm
grateful

behalf

pasture
roots
for
the,
where
you
did
your
in
the
last
few
weeks
to
put
back
buses
to
South
Crystal
and
see
the
hill
Kingswood.

should
be
commended
for
that,
because
that
was
really
done
at
very
short
notice,
without
a
lot
of

a
lot
of
power
support
in
the
sense
of
from
from
the
bus
companies,
and
it
had
to
be
moved
pretty
quickly
and
I'm
very

book
they're
running
tonight

we're
still
running
because
they

easily
come
off

this
fund,

course,
will
help
us.

if

get
more
people
onto
buses
and
we've

biggest
growth

the
UK

public
buses
and

get
people
onto
local
trains
on
the
Seven
Beach
line

on
the
local
rail
network,

we

promote
it.

actually
make
sure
what
happens.

biggest
concern,
though,
is
that
we
have
a
team
in
Bristol
Peter

built

team
are
absolutely

walking

people
walking

cheap.

easy-

it's

transport

portfolio

take

work

transport

freedom
to

work

we
are
looking

financial
position

we're

face

wicked
decisions

issue
that
we
deal

moment

urgent
issue
from
special
education
needs.

it's,
it's
going
to
be
a
challenge,

I
welcome
your
ongoing
contribution

challenge
around
how
we

set
those
priorities,

critical
to
the
health
of
this
organization
and
to
the
sea.

particular
report,
unless
there

terms

decision

recommendations

set

is
another
opportunity
so
to
submit
a
bid
for
funding
external
funding
from
the
European
Union
and
we
can
still
bed.
We
have
had
advice,
you
can
still

and,
of
course,
flood
is
one
of
those
threats,
risks
that
doesn't
respect
boundaries,
whether
it's
national
boundaries
or
international
ones.
So
it's
quite
right
that
we
should
work
taps
with
European
partners
on
this,
and
the
odds
of
gender
is
really
really
important.
It's
about
sustainable
drainage,
it's
about
locally
based
approaches.

not
necessarily
about
big
scale
infrastructure.
It's
about
planting,
more
trees,
it's
about
getting
our
Heights,
always
infrastructure,
but
better
drained
it's
about
working
with
schools
and
neighbor
partnerships.
We've
done
some
work
already.
We've
built
up
some
expertise,
we're
enthusiastic
and
keen
to
do
more
and
there's
this
funding
a
bazoo
opportunity
under
horizon
2020,
which
would
enable
us
to
do
that.
They've
also
been
working
on
the
long
term
maintenance
issues
and
the
colleagues
will
be
reassured
that
there
is
a
plan
proposed
to
deal
with
long
term
maintenance
issues
and
potential
costs.

Any
powerful
aspect
of
this
is
the
community-based
engagement,
particularly
where
there
are
schools
involved,
because
people
do
need
to
gain
a
better
understanding
of
the
flood
risk
that
we
face.
Bristol
is
one
of
the
top
ten
cities
in
the
country
at
risk
from
surface
water,
flooding
we've
been
doing
a
lot
of
planning
work
again
with
our
neighboring
councils,
but
this
the
need
to
boost
public
awareness
of
the
flood
risk
and
perhaps
the
small
things
that
people
can
do
to
help
mitigate
it.

This
is
what
we
want
to
do,
and
the
money
that
we're
seeking
will
enable
us
to
do
a
lot
more.
It's
about
1.5
million
pounds,
so
I
think
that
strong
neighbourhood
emphasis,
it's
a
big
challenge
for
the
city.
We've
got
the
expertise
we
want
to
apply
it
and
the
funding
would

to
do
that.

support
implementing
sustainable
urban
drainage
in
Bristol.
It's
something
field
I
worked
in
nationally
fir
for
some
time,
welcome
the
partnership
approach
and
also
the
international
approach.
We
can
certainly
learn
from
both
partners.
We've
been
trying
things
at
different
scales
in
there
in
the
voluntary
sector
and
also
international
partners
where
some
of
these
techniques
and
technologies
are
much
better
established
than
here.

Just
few
other
points
and
in
working
with
communities,
I
know
of
other
projects
that
have
tried
to
do
something
similar
and
it's
very
much
got
to
be
an
approach.
I'm
sure
it
will
be,
but
just
to
make
explicit
that
it's
about
discussion
and
dialogue,
it's
not
about
telling
people
we're
doing
this
now.
You
know
it
needs
to
be
about
saying
what
do
you
think
about
how
we're
doing
it
could
we
could
we
do
it
slightly
differently?

When
you
know
your
your
locality
better
than
we
do
and
in
terms
of
the
different
scales,
both
neighborhood
and
individual
property
based
I,
think
they
both
need
to
be
demonstrated
and
exemplified
so
people
can
actually
see
what
it
means
in
a
garden
or
driveway,
as
well
as
what
it
might
seen
in
a
swale
all
the
way
down
there,
the
local
main
road,
and
so
that
needs
to
be
sort
of
explicit
and
exemplified
so
people
can
understand
it.
And
finally,
you
mentioned
the
maintenance
arrangements.

I
think
we
still
seem
to
be
at
this
sort
of
ad-hoc
stage
of
trying
to
sort
out
ways
to
make
these
things
not
only
work
but
get
looked
after
and
then
keep
working
and
so
I
think
there
needs
to
be
an
additional
policy
sort
of
level
or
a
strategic
level
where
we
go
away.
Work
with
the
other
core
cities
and
the
LGA
and
the
Environment
Agency
and
say:
isn't
it
about
time.

had
formal
established
ways
to
make
sure
these
techniques
can
be
put
in
place
and
looked
after
in
a
normal
way,
not
just
in
an
exceptional
way.
Otherwise,
it
will
remain
an
experiment
forever
with
a
surveyed
hoc
solution
forever.

it's
just
about
getting
thermal
systems
in
place
so
that
there
is
adoption
there
is
maintenance,
it's
normal
and
that's
all
I
want
to

but
I
welcome

this
is
a
complimentary
report

the
first
one
about
engine
shed,
because
our
existing
Enterprise
Zone
in
temple
key
again
has
proved
to
be
one
of
the
most
successful
enterprise
in
the
country
and

heart
of
temple
cares.

all
know,
lies
temple
meat
station
and
anybody
who
uses
the
rail
network
in
this
country
and
particularly
if
you
visit
any

in
the
country
and
it's
a
pretty
dismal
approach.

it
especially
I
always
think
for
people
who
arrive
at
nighttime?
You
think
the
wars
on,
because
it's
so
dimly
lit
and
it
is
a
wonderful
heritage
station.
But
then
you
think
of
some
of
the
London
stations,
like
some
Pancras
they're,
wonderful
heritage
stations,
which
have
been
completely
transformed.
Now,
as
we
know,
with
electrification,
Network
Rail
will
be
it's
on
their
horizon
to
do
up.
Temple
Meads,
but
all
they
will
do
is
to
make
it
a
kind
of
21st
century
station.

Currently
Temple
Meads
has
about
eleven
million
passengers
a
year
and
that
will
more
or
less
double
over
the
next
ten
years
and
just
the
thought
of
all
of
those
passengers
trying
to
get
through
the
current
ticket
gates
brings
me
out
in
a
cold
sweat
really.
So
this
is
a
way
of
the
council
being
able
to
find
the
funding
to
contribute
with
our
other
partners,
so
Network
Rail
and
the
HCA,
the
Homes
and
Communities
agency
to
really
making
Temple
Meads
the
jewel
in
the
crown
of
the
temple
key
Enterprise,
Zone
and.
C
It
is
also
about
jobs
and
making
that
a
really
really
attractive
hub
for
jobs.
We've
already
talked
about
the
incubator
incubation
units
at
engine
shed,
so
we've
delivered
about
three
thousand
new
jobs
in
the
enterprise
zone.
Since
it
was
started
in
2012.
The
ambition
is
the
father-to-be
17,000
jobs.
There,
Paul
and
I
have
been
in
discussion
about
increasing
the
number
of
homes
there,
because
I
don't
think
we
want
it
to
be
very
just
a
dry
business
district,
that's
dead
after
six
o'clock
in
the
evening.

We
want
this
to
be
a
really
great
extension
to
the
city
center.
It
kind
of
pulls
the
city
center
towards
Temple
Meads,
because
there's
been
that
huge
divide,
as
of
there,
so
with
the
redevelopment
of
the
Red
Cliff
area
that
we're
starting
to
see
now
and
and
the
temple
key
Enterprise
Zone
becoming
a
place
to
live
work
and
play
not
just
for
office
blocks.

I
think
that
this
is
a
really
important
way
forward
and
to
be
able
to
retain
those
business
rates
for
ourselves
so
growing
the
businesses
working
really
hard
to
attract
businesses
there,
because
it
benefits
us.
It's
not
like
the
old
days
of
the
business
rates
disappearing
up
to
the
Treasury,
we'll
be
able
to
keep
them
and
in
that
way,
we'll
get
more
than
just
a
kind
of
revamp.
Temple
Meads
will
get
something
that's
right
at
the
heart
and
the
jewel
in
the
crown
for
the
temple
key
Enterprise
Zone
and
for
the
city.

is
a
cultural
as
well
as
an
economic
question,
and
it's
also
about
the
cultural
economy,
as
Han
has
alluded
to,
and
we've
had
about
50
years
of
the
most
dismal
sight
around
Temple
mise,
which
is
actually
an
architectural
jewel,
it's
Brunel
station.
And
yet,
when
you
arrived
in
Bristol,
what
do
you
see?

Some
ill-thought-out,
poorly
designed,
sixes
and
centers
office
blocks
a
long
tunnel
before
you
even
get
anywhere
near
city
centre
and
I
will
recall
a
friend
from
Birmingham
hadn't
been
to
Bristol
before
Birmingham,
which
is
renamed
infer
supposedly
for
its
ugly
buildings.
We
asked
him
what
he
thought
of
Bristol
when
he
said
it's
not
very
nice.

Is
it
and,
of
course,
he's
arrived
at
Temple
Me's
gone
straight
to
kind
of
concrete
box
and
city
centre
and
back
again
and
seeing
nothing
of
the
beauty
of
Bristol
in
the
old,
the
old
city,
for
example,
and
you
can
forgive
him
for
thinking
that,
so
it
seems
to
me
there
are
lots
of
issues
here.
One
is
about
as
come
as
mentioned.
Extending
the
city
back
towards
temple
needs
so,
but
when
you
arrive
at
temple
means
you
can
immediately
walk
through
attractive
areas,
places
where
you
can
shop
or
eat.

you
feel
already
in
the
city
and
you're
not
negotiating
a
mammoth
roundabout,
but
the
other
bigger
issue
really
is
for
gateways
to
Bristol
and
Bristol's
gateways
are
quite
varies
in
appearance.
Some
are
quite
attractive.
If
you
come
to
Bristol
through
on
the
a3
700
from
Western
suvamay,
you
get,
the
splendor
of
click,
stand
in
front
of
you
and
a
suspension
bridge,
but
an
awful
lot
of
the
other
gateways
that
quite
unattractive.
So
it
seems
to
me,
but
this
has
you
know
if
this
goes
to
the
heart
of
what
kind
of
city
do
we
want?

want
to
make
a
comment
really
on
the
the
impact
on
North
Red
Cliff,
and
reflect
some
of
the
comments
that
Helen
Hollanders
made
north
Red
Cliff,
which
is
I'm
speaking
really
as
a
ward
councillor
and
the
cabinet
member
is
a
the
new
developments.
Are
there
are
largely
residential,
lad
and
I,
wouldn't
want
to
see
that
change.
I
think
that
becoming
a
residential
area
with
some
good
quality
food
and
other
outlets
is
what
we
want.

must
admit
my
four
months
of
representing
central
Ward's,
the
thing
that
I've
noticed
the
most
is
actually
how
poor
the
council
is
actually
reflecting.
The
fact
that
a
lot
of
the
center
of
Bristol
is
residential
and
the
conflicts
between
particularly
leisure
uses
and
and
people
living
in
the
city,
the
sort
of
general
view,
unfortunately,
I
find
from
officers,
is
well.
If
they
choose
to
live
in
the
city
centre,
they
should
accept.

many
of
them
then
find
themselves
within.
So
I
do
I,
do
well.
The
expansion
of
the
Enterprise
Zone,
but
I
do
think.
It's
really
important
across
the
whole
of
the
enterprise
zone.
That
there's
a
lot
of
thought
given
to
how
the
spaces
in
the
buildings
and
the
different
activities
will
be
managed
in
a
way
which
is
sympathetic
to
people
who
work
here.
People
who
come
here
for
leisure
and
cultural
uses
and
the
people
who
live
in
the
central
area
as
well
mob
writer,

Just
want
to
support
this,
as
has
been
said,
Temple
Meads
is
a
major
hub,
but
under
performs
so
many
services
come
through
to
Temple
Meads.
So
it's
not
just
about
people
who
are
making
journeys
to
Bristol
it's
about
people
who
are
using
as
a
hub
to
go
to
them
the
Midlands
further
on
to
Southwest
to
London
to
South
Wales.
It
is
quite
well-placed
to
act
as
that
hub.
Yet,
if
you
have
a
disability,
if
you've
got
suitcases,
if
you've
got
young
kids,
it
is
very
difficult
to
get
round
to
Temple
maze.

It's
very
difficult
to
get
into
Temple
knees,
let
alone
around
it.
So
it
needs
a
lot
of
modification.
It
needs
upgrading.
Of
course,
if
I'm
looking
at
it
purely
from
a
transport
sense,
I
want
it
to
be
much
more
integrated,
I,
don't
just
want
it
to
be
about
trains.
I
want
it
to
be
about
taxis,
about
buses,
about
Metro
bus,
about
people
being
able
to
get
there
on
foot
and
being
able
to
see
cycle
there
as
well,
and
it
doesn't
work
for
all
those
audiences.
So
we're
talking
about
a
major
piece
of
investment.

look
at
the
report
and
it
mentions
so
many
other
major
rail
station
developments
they
have
by
and
large
being
public-private
partnerships.
There
has
been
some
degree
of
local
authority
investment
because
I
think
it's
good
for
for
those
environments,
it's
good
to
have
a
seat
around
the
table
and
influence
the
shape
of
what's
going
to
be
going
on,
it's
also
good
for
the
local
authority
to
be
able
to
make
the
case
for
the
sustainable
of
Transportation.
Obviously,
rail
is
a
sustainable
travel
choice
in
itself,
but
the
kind
of
onward
journey,
the
integration
they
smart
travel.

we

talking
about
earlier
is
is
as
important
to
how
people
we
know
make
that
transfer
beyond
the
rail
station
into
the
city
or
elsewhere
to
complete
their
journey
so
very
much
to
support
this
I
want
Bristol
to
have
a
seat
around
the
table
and
other
others
here
have
spoken
to
Network
Rail
to
Department
for
Transport
about
Temple
Meads,
there's
been
a
lot
of
master
planning.
There's
been
a
lot
of
nice
drawings
done
over
the
years.

really
need
to
see
a
point
in
time
where
we
get
on
with
the
work
working
with
our
partners
to
get
this
major,
exciting
piece
of
work
done
and
I
think
we
all
benefit.

to
colleagues
in
the
City
Region
only

Friday
about
temple
maids,
and
we
all
agree.
This
is
not
just
about
Bristol.
This
is
about
the
Bristol
City
region
and
having
a
strong
travel
hub
at
its
heart,
so
I
very
much
support
this.

ago
when
we
ran
a
an
event
we
had
about
over
70
city
leaders
come
together
to
talk
about
how
we
collectively
plan
for
the
future
of
Bristol,
and
one
of
the
points
made
was
you
can't
you
just
can't
have
a
successful
city
with
our
successful
transport
network
public
transport
network,
where
people
can
get
around
and
opportunity
can
get
around
to
people
also.
So
this
really
is,
as
estelle
have
pointed
out,
a
real
jewel
in
the
ground
for
Bristol.

If
we
get
it
right
and
certainly
I
want
to
see
about
the
contributions
that
this
whole
development
in
and
of
itself,
but
in
the
way
we
do,
it
can
help
us
as
a
city
contributed
to
improve
population
health,
reducing
inequality
through
economic
inclusion,
as
well
as
profiling,
and
boosting
and
Bristol's
economy
to
secure
jobs
and
opportunities
for
the
future
population.
But
unless
there's
earlier
any
other
cabinet
member
comments,
I
am
going
to
say
that,
in
terms
of
the
decision
to
be
taken
today,
I
approve
the
recommendations
as
set
out
in
the
report.

put
this
into
a
national
context
to
begin
with,
and
the
previous
government
and
this
government
have
seen
adoption
as
being
a
very
good
option
for
those
children
who
can
no
longer
be
cared
for
by
their
own
families,
and
if
the
court
does
decide
that
adoption
is
the
right
solution
for
a
child,
then
clearly
the
quicker.
It
is
done
that
the
better
it
is
for
the
child
because
it
reduces
uncertainty.

So
that's
the
context
in
which
this
paper
comes
one
of
the
things
which
they
also
believe
is
that
local
authorities,
working
together
working
together
in
regions,
will
produce
a
more
effective
way
of
doing
this.
So
government
is
both
supporting
and
requiring
local
authorities
to
come
together
in
regions
in
order
to
work
their
adoption
services
in
this
particular
region.

working
with
five
other
local
authorities,
beam's
Gloucestershire,
North,
Somerset,
South,
Gloucestershire
and
Wiltshire,
and
if
the
mayor
endorses
this
later
on,
then
in
fact
we
will
be
the
final
of
the
local
authorities
to
endorse
this
particular
proposal.

think
there
are
some
things
that
I
would
like
to
point
out
well
before
I.
Do
that?
Can
I
just
say
that
four
options
were
considered
and
after
considerable
discussion,
then
option
two
has
been
adopted
or
chosen
as
the
best
one
and
option
two
is
to
create
a
joint
venture
company
between
the
four
local
authorities.

this

I

point
out
that,
in
fact,
Bristol
has
got
a
very
fine
record
in
its
adoption
and
fostering
services,
and
in
fact,
we
have
over
many
years
being
deemed
by
Ofsted
to
be
good
or
outstanding
and
I
would
urge
you
actually
to
look
at
the
paper
and
see
the
timeliness
and
the
speed
with
which
we
have
been
able
to
move
from
the
decision
to
put
the
child
for
adoption
to
actually
placing
the
child
within
a
family.

know
that
that's
a
key
performance
indicator.

just
wanted
to
extend
my
thanks
to
all
of
the
voluntary
and
community
sector
providers
of
advice,
work,
services
across
the
city
and
also
our
in-house
team
as
well,
because
we
are
delivering
services
to
the
most
vulnerable
people
in
this
city
and,
having
looked
at
the
statistics
and
the
data,
it
is
clearly
showing
that
over
50
percent
of
the
users
of
our
services
are
women.
Over
45
percent
are
from
black
and
minority
ethnic
groups
and
nearly
43
percent.
Those
groups
are
disabled.
We
still
have
some
work
to
do
to
deliver
to.

firstly,
as
you
know
forward,
we
want
to
develop
a
new
whole
system
approach
which
is
designed
around
the
individual
and
not
the
specialism,
which
will
lead
to
more
better
improved
outcomes
and
access
for
advice
in
this
city.
The
development
of
the
services
will
be
co-produced
between
the
council
and
the
advice
service
providers,
and
the
aim
is
to
complete
the
review
by
the
end
of
June
by
2017
and
to
deliver
the
new
approach
from
the
beginning
of
August.

So
in
order
for
us
to
deliver
to
that
deadline,
we
need
to
extend
the
existing
contracts
of
our
commissioned
service
providers
and
those
equate
to
seven
organizations
and
ten
contracts.
So
we,
our
current
investments
of
services,
is
seven
hundred
and
ninety
one
thousand
pounds
and
what
we
want
to
do
is
allocate
resources
just
over
five
hundred
thousand
pound.
That
will
enable
those
organizations
to
continue
to
deliver
their
services
at
the
current
rate,
but
part
funded
for
the
next
nine
months.
So
we're
really
asking
to
have
that
agreed.
So
the
services
continue
continue.

had

pressure

prospective
advice
providers

we
don't
yet
have

fresh
thinking

tensions

past
between
changes
between,
for
instance,
in-house
and
external
advice
providers
and
who
gets
the
funding
and
how
the
funding
is
then
delivered
so
I'm
just
curious
about
how
will
involve

many
potential
people
to
input
into
the
the
new
shape
of
the
new
service
and
obviously
I
do
hope.

Thank

the
work
is
to
redesign
the
service
and
there'll
be
a
whole
range
of
stakeholders
involved,
so
we're
starting
off
with
the
council
and
our
current
advice
service
providers.
But
as
the
review
rolls
on,

widely
with
the
whole
range
of
players,
including
potentially
users

the
service
as
well.

need

ensure
that
what
we
are

to
deliver

The
report
is
selfish,
thorough
and
the
fruits
of
a
very
difficult
piece
of
work
and
I'm
pleased
about
the
level
of
transparency
it
brings,
and
they
all
be
as
well
for
the
future,
but
clearly
less
pleased
about
the
content.
What
this
report
highlights
a
significant
estimated
over
spends
in
a
number
of
areas,
as
well
as
a
significant
failure
of
the
change
program
to
realize
the
savings
within
it.

particular,
we
have
an
estimated
overspend
of
11
million
in
the
people,
Directorate
caused
by
a
combination
of
the
increased
cost
of
providing
adult
social
care
and
increasing
the
cost
of
providing
care
and
support
for
children
and
families
and
pressure
caused
by
preparing
for
adulthood
placements.
There
are
a
number
of
mitigating
actions
being
taken
which
are
highlighted
in
the
report
in
the
place
Directorate,
there
is
pressure
on
the
savings
which
were
anticipated
to
be
delivered
within
see.

were
made
up
of
asset,
optimization,
driving
out
efficiencies
in
facilities,
management
and
improved
returns
from
our
investment
properties.
Significantly
here
we
don't
seem
to
hold
the
information
to
meet
these
type
of
savings
quickly.
So

something
that
we
need
to
look
at
going
forward,
as
well
as
understanding
how
we
got
here.
In
the
first
place,
mitigating
actions
with
in
place
include
reducing
the
opening
times
at
museums.
The
details
are
in
the
report
which
they're
asked

approve

the
headlines
being

recommends

Bristol
Museum
closed
at
5:00
p.m.

Saturdays
and

and
both

no
longer
open
on

estimated
overspend
is

point:

stems
from
numerous
sources,
mainly

underway
to
understand
this

more

savings

the
independent
review
should
really
look
at
systemic
issues

flagged

amber
on

and
no
risk
at
all.

look
at
numbers,
but
in
the
report
was
a
red
that
really
risky
medium
term
plan
failure
highly
risky,
so
red
risk,
new
technology
implementation
is
being
resisted
and
another
red
risk
about
loss
of
key
people
and
not
being
able
to
recruit
them.
And
yet
maybe
it's
with
hindsight
looking
at
that.
It
makes
me
think
why
wasn't
the
change
program
also
highlighted
red,
because
they're
feeding
in
so
my
feeling
is
that
the
way
we
look
at
risk
and
respond
to
it
and
report
risk
is
one
of
those
systemic
problems.

will
be
fully
consulted
on
these
once
a
future
and
affordable
structure
of
the
organization
becomes
clear

possible
that
more
staff
will
come
forward
who
are
interested
in
taking
voluntary
severance.

in
the
interest
of
the
organization

do

selection
processes
will
take
place
to
appoint
the
new
team
structures

appointed
will

supported

redeployment

that

echoes

expect
to
hear,

happy
to

point

use

reserves
is
yes,
we
could
use
reserves
to
fix
this,
but
you've
still
got
a
recurring
problem
that
this
is

We
are
planning
at
the
moment
to
spend
29
million
pounds
more
than
our
income

not
allowable
for
a
local
authority
to
borrow
for
Rev
purposes.
It's
against
the
law
to
do
that.
It
has
to
be
fixed
this
year
and
there's
a
recurring
problem
next
year.

this
report

a

of

intending

take
to
deal
with

current
year's
problem,
