the

challenges

ways

different
areas
with
different
levels
of

taken

account

working

the
city
to

get
the
best

possible

partnerships,

policy

benefit
without

cost
of
going
back
over
a
cell
that

actually
been
finalized
and

now
in
the

the
system.

open-minded
review

procedure
which

my
mind,
probably

worst
decision.
This
City
Council
will
make
in
a
generation
and
probably
more
and
it
will
affect
subsequent
generations.

a
very
bad
decision
very
badly
handled.
My
question
is:
please:
we
need
I
knew
to
impress
on
you
that
we
do
need
to
bring
democracy
transparency
into
this
council,
and
there
were
two
stages
in
here.
One
was
the
internal
and
external
audit
which
were
very
badly
handled
on
top
of
an
appalling
report,
and
secondly,
we
actually
made
the
decision
on
this
and
it
was
held
out
for
a
long
time
until
the
date
by
which
the
Secretary
of
State
could
make
no
further
intervention
by
actually
a
very
short
period
of
time
and
I'm.

I'm
gonna
respect
the
request,
but
what
I
would
say
is
with
everything,
and
this
is
not
to
diminish
the
importance
of
what
you're
asking
for
absolute
respect
that,
but
at
the
moment,
with
the
kind
of
things
that

coming

desks

would
be
a
real
challenge
that

put
resource
into
this
as
a
major
review.

say
is

think
we
could
offer
it

counselors
if

like

use

scrutiny

investigate

further

up
to
elected
members.

absolutely
no
evidence
to
suggest
that,
and
there
are
many
many
outstanding
problems
which
we

need
to
find
a
way
of
addressing,

you
would
agree
to
that,
then
being
on
scrutiny,

would
mean
it
would
come
back
to
cover
it
again.

We

recognize
crystals
need
to
actually
provide
houses
and
protect
people
in

as

initial
steps
we've
initiated
work
on
the
establishment
of
a
housing
delivery
companies.

Nikki
Annette
Cooper
we've
been

had
meetings
with
a
range
of
developers,
builders,
housing
associations
to
ensure
that
there's

our
objectives
are
aligned.

chief
executives

working
together

summer
to
draw
up
their
plans
for
Bristol
and
a
list
of
their
requirements
from
the
council
to
facilitate
this
and
what
their
offer
is
to
Bristol.
On
housing.

We've
made
interventions
to
remove
blockages
to
developments
at
ash-tree
close
and
the
done
male
site
meetings
with
places
for
people
to
ensure
dove
lane
development
progresses
have
been
had
and
our
progress.
In
now
our
Housing
Association
grant
and
land
release
scheme
for
sites
in
Lockleys
is
being
designed.
Now
for
bids
in
the
autumn,
the
temporal
quarters
spatial
plan
is
being
put
to
play
scrutiny
and
is
on
its
way
to
cabinet
which
will
include
at
least
2,000
new
homes.

Consultations
will
start
in
the
autumn
for
a
new
settlement
at
Han,
Grove
Park,
and
we
have
bid
money
from
the
government
starter
homes
initiative
to
unlock
sites
in
Noah,
West
and
fish
ponds.

know
that
there
are
over
5,000
units
with
full
Planning
Commission
which
have
yet
to
be
completed
and
in
many
cases
started.
We
do
not
see
planning
as
a
major
factor
in
a
lack
of
housing
supply.

believe

approach

planning
needs
to
adjust
to
the
changing
environment
and
reductions
in
capacity
as
a
result
of
government
austerity
cuts.

place
Directorate
has
held
an
initial
workshop
to
look
at

we

lighter
touch,
enabling
approach
and
a
neighbouring
approach
to
planning
and
a
group
of
senior
officers
have
taken
this
project
forward.

the

experiences

terms

amount
of
litter,
fly-tipping
and
graffiti

exists

the

neighborhoods.

spots

city

suffer
from
these
issues,

more

others

and

the

equality
issues
that
affect
disabled
people,
people
with
medical
conditions,
people
living

large
families

often
face

barriers

recycling
and
disposal

their
waste

average
citizen.

so
we
want

want
to
make
sure
that
we
address
these
inequalities
as
part
of
supporting
all
citizens
to
take
a
pride
in
a
city.
The
new
waste
and
resources
strategy
will
help
us
will
help
support
us
as
a
council.

look
at
how
we
change
behavior
in
the
city,
we
have
made
a
commitment
to
a
clean
streets
campaign
and
that
will
be
you
know.
The
framework
has
been
put
in
place
for
that
now:
a
mix
of
enforcement,
support
and
behavior
change,
and
the
game
is
to
have
that
launched
in
in
September.
Taking
these
challenges
into
account.

program

program

we

needs

million
pounds
in
capital
funding

center

proposal

build

Hawk,
lift
way,
recycling
center

subject
to
a
decision
by
cabinet

delivery

national
problem
and
local
authorities
across
the
country
are
facing
challenges

funding

support
special
educational
needs.

funding

top
up
support
for
children
with
special
educational
needs
comes
from
a
grant
from
national
government.
The
high
needs
Block
Grant.
The
funding
is
managed
by
the
local
authority
in
partnership
with
the
Bristol
Schools
form.
The
total
funding
on
high
needs
block
is
42
million
pounds.

high
needs
block
overspent
over
spend
last
year
for
the
first
time
and
is
currently
forecast
to
overspend
by
2.9
million
in
this
financial
year.
This
overspend
is
caused
by
many
factors,
including
changes
to
the
way
that
schools
are
funded
by
government,
increased
applications
made
by
schools
and
at
a
higher
cost,
a
large
increase
in
permanent
exclusions,
increasing
pressure
on
special
school
admissions
and
a
new
requirement
to
fund
young
adults
over
19
years
with
education,
health
and
care
plans.

carried
out
a
consultation
with
all
schools
earlier
this
summer
on
measures
to
protect
inclusive
practice,
whilst
managing
top-up
spend
within
the
budget
available.
As
a
result,
a
number
of
changes
are
being
introduced,

reducing

available
from
the
top-up
fund
for
individual
cases.

acknowledge
the
challenges

this
poses
for
schools
in
meeting
the
needs

children

representations

have
been

cost

construction
for

East
Bristol
pool
was
quoted
at
six
million
pounds
in
2012
after
applying
construction
inflation
of
eleven
percent.
The
total
estimated
cost
of
the
build
would
be
six
point,
six
six
million.
So
currently
there
is
an
anticipated
shortfall
in
resources.

A
more
recent
report
to
the
capital
program
board
demonstrated
that
there
does
not
appear
to
be
a
strong
evidence
base
which
supports
the
case
for
an
East
Bristol
pool.
However,
if
this
project
was
to
be
pursued
there,
more
work
would

to
be
done
to
understand
more
fully
the
financial
risks
associated
with
Shannen
ongoing
revenue
costs.
