set
a
clear
sort
of
view
of
this
document
that
we're
moving
today.
It's
not
it's
not
what
I
would
consider
a
transport
measure
or
a
war
on
motorists,
it's
so
it's
a
public
health
measure
and
I
think
we
need
to
be
very
clear
on
that.
This
is
a
public
health
scheme,
300
deaths
a
year
in
Bristol,
a
link
to
the
air
quality
that
we
currently
enjoy
or
don't
enjoy
in
Bristol
and
there's
also
other
impacts
on
health.

If
you
think
about
conditions
like
asthma,
there's
evidence
to
show
the
air
quality
is
linked
to
low
birth
weights
in
babies,
poor
lung
development
in
small
children
and
many
other
heart
conditions
as
well
in
in
a
recent
survey,
72%
of
Bristol
Ian's
actually
considered
air
pollution
as
a
problem
in
in
Bristol.
So
that's
another
reason
to
to
tackle
this
problem,
and
it's
also
a
manifesto
commitment
of
ours
as
a
party
to
tackle
Bristol's
error
issues
and
improve
public
health
is
improving.
Public
health
is
a
priority
of
this
administration.

The
government
lost
their
first
case
and
they
came
back
with
a
plan
to
deal
to
deal
with
the
with
the
problem.
Subsequently,
it
was
decided
by
the
High
Court
that
that
plan
wasn't
good
enough
and
the
obviously
the
government
lost
a
second
case.
This
is
where,
where
we
are
now
based
on
that
second
judgment,
that
the
main
source
of
na2
in
the
city,
their
main
drive
of
the
health
issues
is
these
all
vehicles.
96%
of

is
from
the
transport
sectors
from
diesel
vehicles.

that
is
buses,
22%
of
that
as
diesel
LGV
and
40%
of
that
96%.
It's
diesel
cars.
What
have
we
done
so
far
to
improve
air
quality?
We've
been
working
with
the
bus
companies
to
secure
funding
to
make
big
improvements
to
the
bus
fleets
over
100
new
gas
powered
buses
and
over
80
older
buses
have
been
retrofitted
to
reduce
their
emissions.

We've
expanded
our
air
pollution
monitoring
network,
we've
added
many
more
schools
to
the
network
and
we're
introducing
new
monitoring
of
particulars
and
we've
also
purchased
new
electric
vehicles
for
the
council
fleet,
with
50
planned
also
over
the
next
few
years.
So
what
we've
planning
to
do?
I've,
seen
in
July
2017,
the
government
formally
directed
Bristol
City
Council
to
by
March
31st
20
18,
to
undertake
a
feasibility
study
and
identify
options
which
would
deliver
compliance
with
legal
limits
for
nitrogen
dioxide
in
the
shortest
possible
time,
which
was
the
court
judgment
against
the
government.

The
shortest
possible
time
by
the
31st
of
December
2018
will
add,
will
identify
a
preferred
option
and
will
then
go
forward
in
implementing
that
preferred
option.
The
Clean
Air
plan
on
bringing
forward
today
will
accelerate
improvements
in
air
quality
and
bring
the
city
into
line
with
legal
health
standards
standards
in
the
shortest
possible
time.
We
have
been
very
successful
in
securing
funding
from
government
to
undertake
detailed
feasibility
and
planning
work
that
we
need
to
do
to
create
the
clean
air
plan.

So
there's
a
package
of
five
shortlisted
options:
one
of
them's,
a
non
charging
clean
air
zone
with
various
interventions,
including
improving
cycling
provision,
introducing
an
enforcement
of
anti-idling
zones
for
buses,
increase,
URIs
standard
requirements
for
taxis
and
private
hire
vehicles,
provision
of
grants
for
taxis
and
private
hire
and
LGV
drivers
who
upgrade
or
retrofit
the
vehicles.
Enforcement
of
Mandarin,
mandatory
compliance
for
buses,
taxis
and
private
hire
vehicles
in
terms
of
their
access
rights
to
bus
lanes,
and
also
one
of
the
other
option
that
there's
there's
over
15
options
in
the
list
non
charging
measure.

One
of
them
is
the
prohibition
of
diesel
cars
from
certain
streets
in
the
city,
so
that
could
be
an
option
that
is
look
into
the
other.
Four
options
are
a
medium
zone
that
will
charge
all
non-compliant
vehicles
except
cast
a
medium
zone
that
will
charge
or
no
or
non-compliant
vehicles,
including
cars,
a
small
zone
charging
all
night
non-compliant
vehicles
except
cars
and
a
small
zone
charging
all
non
non
compliant
vehicles,
including
cars
and
from
the
cabinet
papers.

can
see
the
the
zone
maps
of
the
areas
that
we're
considering
as
well,
so
it's
not
it's
not
set
in
stone,
but
it's
what
we'll
cover
for
consultation?

number
of
counselors
have
been
lobbied
about.
Why
aren't
we
considering
a
larger,
cleaner
zone?
So
so
the
reason
for
that
is
to
for
us
to
remain
in
line
with
the
High
Court
judgement,
which
said
that
we
need
to
meet
legal
compliance
within
the
shortest
possible
time.

if
we
went
for
a
larger,
clean
air
zone
that
wouldn't
deliver
legal
compliance
within
the
shortest
possible
time,
so
that's
why
that's
been
ruled
out.
So
the
timetable
I've
said
I
want
to
understand
people's
view
on
what
we're
putting
out
so
we'll
start.
The
conversation
this
month,
which
will
last
throughout
the
summer,
we'll
be
engaging
with
key
stakeholders.
I'll
see
the
public
people
like
the
road
haulage
Association,
the
transport
operators,
major
delivery
companies
like
wall
mail.
Obviously,
you've
got
a
large
footprint
in
the
city,
taxis
and
other
businesses.

This
will
help
us
to
arrive
at
the
best
possible
option
and
then
by
around
October,
we'll
then
go
out.
It's
a
further
consultation
on
this
selected
final
option,
which
you
obviously
have
to
have
in
place,
ready
to
sort
of
deliver.
By
the
end
of
this
end
of
this
year,
we
have
been
having
some
problems
with
government
on
this
it
on
this
issue.
Obviously
they
have
funded
the
feasibility
study
so
far,
1.3
million,
but
the
funding
of
the
implementation
of
the
option.

It's
still
unclear,
so
how
that's
funded
the
government
haven't
said
yet
so,
obviously,
that's
something
we
have
to
bear
in
mind
as
a
local
authority.
Obviously
the
judgment
was
against
the
government,
not
a
local
authority,
and
we
obviously
want
clean
air.
We
want
to
be
legally
legally
compliant,
but
the
government
needs
to
stump
up
the
money
for
this
there's
also
lack
of
character.

Obviously,
that
would
have
to
take
into
account
the
income
of
the
people
with
older
diesel
cars,
so
it
might
not
be
a
scrap
of
scheme
for
new
brand-new
cars,
but
secondly,
compliant
vehicles
or
even
travel
passes
if
people
trade
in
their
old,
polluting
diesel
or
electric
bikes,
the
kind-
those
are
the
kinds
of
things
we
want
to
see
from
government.
One
I
want
to
see
the
government
fund
a
scrappage
scheme
of
that
nature,
but
so
far
that's
not
been
forthcoming.
So
that's
a
very
big
concern
of
mine.

Also,
we
obviously
need
a
mass
transit
system
in
Bristol.
We've
got
plans
to
do
that,
yet
the
government
hasn't
put
any
money
on
the
table
yet
for
us
to
deliver
that
so
they're
asking
us
to
hit
motorists,
but
also
we
think
we
should
have
some
carrots
that
come
with
that
so
money
from
a
mass
transit
system
that
makes
it
easier
for
people
not
to
drive
it's
one
of
the
things
that
we
want
to
see.
Also,
as
I
said
before,
the
gut
the
government
is
the
one.

Is
the
body
that
lost
the
judgment
in
court,
but
they've
been
very
quick
to
push
down
the
chain
the
responsibility
of
doing
something
about
it
to
local
authorities,
so
I
just
want
to
make
that
clear
when
I'm
moving
this
document
map
I'll
see
where
we're
happy
to
do
that
cuz.
It
is
a
public
health
issue,
but
the
government
have
gone
missing
on
this
on
this
one.

So,
in
conclusion,
I
think
this
moves
once
we've
complete
this
process.
I
think
this
moves
us
forward

or
ensure
that
we're
legally
compliant,
but
I
think
it
is
important
that,
as
I
said
that
we
take
into
consideration
some
of
the
impacts
we
could
have
on
people
on
lower
incomes
that
may
be
stuck
with
an
older
diesel.

Polluting
car
I
think
we
need
to
find
ways
and
means
and
put
pressure
on
the
government
to
come
up
with
schemes
that
can
support
these
people
make
mainly
in
the
outlier
some
a
lot
of
those
people
live
in
the
outlying
estates,
so
that
the
transport
options
aren't
as
good,
so
I
think
we
need
to
bear
those
people
in
mind
as
well,
when
we're
moving
this
policy
forward.

capital
partnership.
My

is

chair
the
transport
subgroup
of
the
partnership,
the
sustainable
transport
network,
Ian
Townsend,
the
chief
exec
of
the
partnership
can't
be
here
today,
I
just
like
to
say
a
few
things
in
support
of
our
statement,
I'm
glad
to
hear
the
recognition
of
air
pollution
as
a
public
health
issue.
It's
been
described
as
a
health.

The
government's
had
a
plan
for
this,
but
the
move
to
diesel
has
been
based
on
a
move
to
diesel,
but
that
change
hasn't
happened
because
of
the
emissions
test.
The
latest
real
world
diesel
euro-6
emissions
are,
on
average
four
times
the
laboratory
test
emission
levels
and
that's
shown
in
the
infographic.

In
the
paper
paper,
so
that
problem
hasn't
gone
away,
the
government
has
revised
its
air
quality
plans
in
response
to
EU
regulation,
but
without
enough
of
urgency,
just
ten
seconds
in
in
Bristol
have
been
steps
taken,
but
haven't
been
enough
as
a
group
of
concerned
individuals
in
on
organisations,
we
look
forward
to
constructive
involvement
in
the
engagement
program
over
the
coming
months.

Friends
of
the
Earth
have
long
been
worried
about
the
quality
of
the
air
were
breathing
in
Bristol,
so
in
early
2018
we
launched
our
own
programme
of
community
engagement
and
inquiry,
volunteers
conducted
door-to-door
surveys
with
residents
and
business
owners
across
Lawrence,
Hill
and
eastern
two
of
the
most
worst-affected
wards.
In
addition,
the
survey
was
opened
up
to
the
wider
population
via
an
online
link
of
the
300
plus
Bristol
based
respondents.
H
73%
support
a
cleaner
charging
zone
and
52%
say
that
they
or
their
friends
or
family
are
personally
impacted
by
air
pollution.
Environmental
justice
is
closely
linked
to
social
justice,
as
dirty
air
disproportionately
affects
society's
most
vulnerable,
whilst
air
pollution
affects
us
all,
it
is
Bristol's,
youngest
oldest
and
those
with
medical
conditions
that
are
bearing
the
brunt
of
it.
For
these
reasons,
Bristol
Friends
of
the
earth
support
a
large
charging
air
clean
air
zone.

Your
own
feasibility
study
recognizes
this
is
the
best
way
to
improve
public
health
for
the
whole
city,
and
we
are
deeply
concerned
that
this
has
been
ruled
out
today.
We
call
on
the
cabinet
to
retain
this
option
to
be
assessed
in
more
detail
when
developing
the
next
stage
of
the
Bristol
clean
air
action
plan.

To
address
the
issue
again,
like
Friends
of
the
Earth
from
the
transferor
user
groups
around
the
issue
of
the
largest
possible
charging
area,
it's
not
just
the
city
centre.
That
is
the
issue.
It's
also
the
radio
routes
into
the
city
and
also
working
with
South
Gloucestershire
Council
on
Wacker.
We
also
have
problems
in
fish
ponds,
staple
Hill,
Kings,
wood
and
on
the
radio
routes
towards
bath
where
bath
is
also
involved.
I
must
be
buying
high.

That
I
attended
the
bus
summit
as
a
director
of
buses
UK
with
Weka,
and
we've
received
a
sum
of
money
from
the
government
for
a
refitting
of
buses
in
the
city
and
those
route
sets
have
now
been
identified
by
by
vari
for
forfeiting.
So
that's
the
first
round
of
money
we've
got.
We
also
got,
of
course,
hundred
and
ten
vehicles
for
the
from
the
gas
buses
under
the
green
capital.
Previously,
so
I
think
we
need
to
push
away
with
the
Weka
mayor,
in
particular
for
transport
interventions.

The
bus
carries
70
people
mind
and
is
not
the
problem
in
this
situation
and
also
taxis
if
we
refit
them
and
also
make
sure
they're
electric
remind
you
in
London,
where
they've
got
the
T
charge,
which
is
10
pounds
with
the
the
Mayor
of
London,
he's
also
put
a
lot
of
investment
into
public
bus
services.
Public
bus
service
is
the
first
thing
you
can
do.
Rail
is
more
difficult
and
then,
of
course,
Metro
which
we
fully
support
over
ground
underground
operation
in
the
future.

But
we've
really
got
a
push
central
government
through
wacker
to
make
sure
we
get
our
fair
share
of
the
transport
mentions
and
to
make
sure
we
get
the
cleanest
possible
vehicles.
The
private
car
is
the
problem.
I
know
people
like
to
try
and
say
that
the
diesel
fuels
are
the
different
most
difficult
vehicles
involved
in
this
Z
cars,
taking
some
really
tough
decisions
in
London,
we're
charging
and
but
the
outlying
estates,
which
I
have
huge
sympathy
with
kion.
We
need
n
parts
of
the
greater
Bristol
region.

certainly
not
here
to
argue
the
case
for
combating
air
pollution,
because
that
argument
was
one
I
think
many
years
ago.
We
are
here
really
only
to
talk
about
the
way
it
should
be
done
and
with
the
wealth
of
people
that,
behind
this
and
increasing
technology,
it's
clear
that
we're
moving
in
the
right
direction
to
see
this
job
done
properly
and
it's
essential
that
we
do
properly,
because
this
is
a
crying
need
in
in
the
city.
I

This
is
a
short
term
measure,
something
we
have
to
do
as
soon
as
we
possibly
can,
but
we
also
have
to
keep
up
the
measures
of
trying
to
trying
to
get
traffic
cleaner,
very
different
ways
of
getting
around
our
city
sustainable
ways
of
getting
around
our
city,
which
and
evolve
vehicles
and
certainly
don't
involve
large,
polluting
vehicles.
This
is
the
longer
term.
We
must
not
relax
when
we
feel
we've
actually
got
something
which
we
can
put
on
a
map
and
see
as
something
achieved.
We've
got
to
clear.

we
actually
broke
the
World
Health
Organization
limits
for
24
hour
periods
within
three
weeks
of
the
start
of
this
year.
That's
on
particulate
pollution,
we've
just
had
a
period
of
snow
with
very
little
traffic,

for
two
consecutive
days
we
exceeded
the
World
Health
Organization
limit
on
the
second
day
by
twice
the
value.
If
you
don't
do
what
your
colleagues
in
Camden
are
doing,
how
do
you
intend
to
achieve
this.

keen

sort

conjunction

very
complex
picture,

we

doing

absolutely

ensure

policy

rest
of
the
framework
around
particularly
our
transport
policy

the
key
things
we're

with
a
series
of
quick
wins
and
to
tackle
some
of
our
challenging
congestion
issues.

got
our
joint
local
transport
plan,
which
will
also
be
coming
out
in
the
summer.
Looking
at
major
transport
projects
for
the
city
and
that'll
be
looking
up
until
2036
and
we're
also
investing
in
conducting
feasibility
studies
to
minimize
the
impact
of
new
developments.
So
that's
looking
at
our
ring
of
park
and
rains,
new
bus
infrastructure,
mass
transit
options,
etc.

about

vision
in
terms
of
our
transport
policy,
we're
also
developing
our
local
cycling,
walking
infrastructure
plans
so
looking
at
our
cycling
and
walking
networks
actually
identifying
the
gaps,
taking

holistic

we
ensure,
particularly

short
journeys
that
people
are
enabled
to
make
them

walking

cycling
journeys
we're
developing
our

the

local
authorities

we've

million
pounds
invest
in

refueling
station
for
bio
gas
buses,
which
unlocked
twenty
eight
million
pounds
worth
of
investment
from
first
bus
into
110
new
vehicles.

secured

2.2

pounds
through
the
clean
bus
fund
to
retrofit
an
additional
81
bus
vehicles,
we're
leading
by
example,
we've
invested
in
our
own
fleet
to
ensure
that
that
is
actually
fully
electric
and
so
we're
looking
at
that
and
indeed

looking
at
taxi.

enable
and
taxi
fleets

that

consistently
driving
around
both
in
terms
of
our
own

title
of
the
report
is
improving
public
health.

clean
air
plan
for
Bristol,
but
one
of
the
things
I
want
to
make
quite
clear
is
that
tackling
clean
air
and
air
quality
is
a
major
cross-cutting
issue
for
the
authority.
Well,
every
Authority
across
the
country.
It
cuts
across
transport,
energy,
health,
education,
children,
services,
nurseries,
you
name
it.

It
cuts
across
it
and
it
is
a
major
health
hazard
here
in
the
city,
and
we
do
have,
as
was
pointed
out
by
the
earlier
speaker,
that
we
do
have
significant
areas
of
the
city
which
have
higher
nitrogen
dioxygen
levels
way
above
the
EU
limit
and
in
some
cases
the
UK
objectives.
I
think
I
just
wanted
to
remind
everybody
of
that
kind
of
the
short
term
and
long
term
impacts
of
air
quality,
particularly
on
the
health
of
our
citizens.
Here
in
this
city,
you
know
it
exacerbates
asthma.

know
we
have
seen
higher
hospital
admissions
for
respiratory
and
cardiovascular
diseases,
obviously
ongoing
sore
throat
and
eyes,
but
in
terms
of
long
term
mixture
exposure
were
seeing
reduced
life
expectancy
and
an
increased
number
of
deaths
from
cardiovascular
disease.
Here
in
Bristol,
300
deaths
a
year
are
attributed
to
air
pollution.
That's
300,
too
many
and
that's
eight
point.
Five
percent
of
all
the
deaths
that
we
have
here
in
the
city
who's
most
at
risk.
Those
who
are
in
the
most
deprived
areas
on
of
the
city
councilor
talked
about.

You
know,
trying
to
address
the
issue
of
diesel
cars.
I.
Think
everybody
across
the
UK
is
trying
to
address
that
situation,
but
you
will
find
that
it's
in
many
of
the
poorer
communities
that
can
afford
or
the
could
afford
to
buy
diesel
cars.
So
we
do
have
to
look
at
not
only
you
but
the
UK
solution
of
how
we're
going
to
address
that
and
help
those
who
are
currently
driving
those
types
of
vehicles.

have
a

strategic
needs
analysis

kind

sets
out
quite
clearly
the
impact
of
air
pollution
has
on
the
citizens.

our

on

priority

families

young
people

secure
in
their
educational

is

report
comes

our
year
six
children
in
Bristol
receive
and
respond
to
offers
a
secondary
places
for
this
coming
September.
The
details
within
this
report
look
ahead
at
future,
need
and
demonstrate
the
importance
of
acting
now.
The
projects
will
ensure
that
we
fulfill
our
statutory
duty
to
ensure
sufficient
places
are
available
for
Bristol's
young
people.
Aside
of
these
statutory
duties,
however,
is
essential
for
our
children's
academic
and
emotional
progress
that
they
feel
able
to
in
being
secure
to
access
high-quality,
secondary
education
in
their
City
and
to
enable
them
to
succeed
in
the
future.

So,
in
order
to
continue
to
meet
this
key
objective,
the
council
needs
to
ensure
that
13
additional
forms
of
entry
in
mainstream
secondary
are
made
available
by
2019.
Some
of
these
are
being
created
in
negotiation
with
providers
without
the
need
for
capital.
Investment,
however,
to
ensure
demand
is
met
is
essential
that
we
invest
in
two
large
projects
and
I'm
seeking
approval
today
to
spend
twenty
six
point:
seven
million
pounds
of
the
education,
basically
capital
grant,
which
comes
straight
from
the
Education
and
Skills
funding
agency.
This
will
be
spent
on
two
projects.
P
One
is
the
permanent
expansion
of
Bristol
brew
now
Academy
in
East
Bristol,
and
the
second
is
a
construction
of
a
new
six
form
of
entry
free
school
in
Lockleys
in
the
north
of
Bristol.
So
the
first
of
these
projects
will
deliver
1.7
million
pounds
to
create
additional
facilities
at
Bristol,
Brunel
Academy,
allowing
for
60
more
pupils
per
year
group,
a
total
of
80
pupils
over
five
year
groups,
Bristol
Brunel
Academy,
has
been
a
huge
success
story
of
Bristol
education.
P
Over
the
past
decade,
in
2007,
less
than
70
children
entered
the
school
in
year
7,
and
this
year
the
school
received
almost
600
applications
for
two
thirty
two
places.
This
is
an
absolute
credit
to
the
staff
leadership,
pupils
and
families
of
the
school,
which
now
has
strong
attainment
and
progress.
Eight
results
with
Ofsted
recently
praising
leadership
that
has
led
to
a
significant
reduction
between
attainment
for
disadvantaged
pupils
and
their
peers.
During
the
recent
inspection
pupils
were
described
as
being
proud
of
their
school
and
treating
each
other
with
kindness
as
a
city.

We
are
extremely
grateful
that
Brunel
has
stepped
up
in
this
way,
not
just
this
coming
year,
but
I've
already
taken
more
children
to
read
them
to
meet
the
rising
need
for
school
places
in
such
a
supportive
way.
The
second
project
is
a
whole
new
school
which
will
comprise
of
a
sixth
form
of
entry,
secondary
with
an
estimated
value
of
25
million
pounds.
This
school
will
be
called
Trinity
Academy
and
is
part
of
Cathedral
schools,
trust
it
will
be
located
in
Lockleys.

The
new
secondary
school
will
have
close
relationships
with
other
schools
in
the
Cathedral
school
trust,
and
the
trust
is
keen
to
continue
its
partnership.
Working
across
the
city.
Cathedral
trust
described
in
sales
is
focused
on
including
a
broad
and
balanced
curriculum,
with
focus
on
preparation
for
working
life,
as
well
as
enhanced
opportunities
for
co-curricular
activities
involving
music
in
the
performing
arts.
They
aim
to
ensure
that
all
members
of
their
school
community
are
supported
to
fulfill
their
potential.
We
look
forward

trust

new
school
into
Bristol's
learning
city
partnership.

Fund

achieve
economic

Employment
support
is
critical
for
those
people
who
were
not
only
out
of
work,
but
also
for
those
people

were
in
work

low
incomes
and
unsecure
contracts
just
struggling
to
make
ends
meet.
That's
the
context
for
this
this
this
piece
of
work
that
I
can
ask
councillor
keen
to
introduce
this
report.

Here
in
temporary
accommodation,
we
know
that
many
of
these
individuals
have
become
entrenched
in
low-income,
insecure
employment,
often
experiencing
many
forms
of
poverty,
and
they
are
at
risk
of
homelessness.
This
includes
many
single
parents
of
young
children,
as
well
as
people
who
are
at
risk
of
unemployment
through
health
conditions,
including
mental
health
issues.
For
all
these
people,
better
played
employment
can
be
way
keyway
out
of
poverty
and
a
critical
in
ensuring
security
for
their
families,
so
Bristol's
future
bright
project,
we'll
use
our
allocated
1.8
million
to
work
with
1500
eligible
individuals
through
a
local
partnership.

This
will
be
led
by
our
councils,
employment
support
team
and
will
involve
housing
and
temporary
accommodation
teams,
as
well
as
the
city's
social
landlords
and
employers.
I'm,
really
delighted
that
this
pilot
will
enable
a
significant
number
of
local
people
on
low
incomes
to
enhance
their
skill
levels
and
their
career
prospects
to
increase
their
household
income
and
also
reduce
dependency
on
in
work
benefits,
brings
greater
independence
and
greater
dignity
to
our
city.

Future
bright
will
use
innovative
and
people,
LED
approaches,
deploying
teams
of
skilled
navigators
working
through
and
alongside
trusted
intermediaries
such
as
housing
associations
and
housing
teams.
The
key
success
of
this
project
lies
in
the
delivery
and
in
deploying
people
who
know
their
clients
well
and
are
in
the
best
position
to
motivate
and
support
voluntary
engagement
to
improve
skills
and
career
prospects.
We
will
combine
highly
personalized
approaches,
including
both
light
touch,
informal
work
and
more
intensive
and
focus
support
to
help
alleviate
specific
barriers
to
in
work
progression.

this
project
critically
will
allow
us
to
undertake
an
action,
research
approach
which
would
leave
us
with
clear
evidence

the
impact

City
plan
state
our
commitment,
improving
health
and
reducing
environmental
impacts.
Bristol
spends
millions
on
food
and
ketoses
annually,
and
every
public
sector
setting
should

food
environment
designed
so
that
the
easy
choices
are
also
the
healthy
ones.

therefore
recommending
approval
of
this
policy
for
good
food
and
catering
procurement,
which
builds
on
improvements
that
have
already
been
made
and
sets
out

more
consistent
approach

our
own
procurement
of
food
and
catering,

contracts
concessions

we
offer
consents
and
licenses,
although
led
by
Public

The
development
and
agreement
for
this
policy
has
involved
significant
collaboration

directorates,

trading,
with
schools,
regulatory
services,
parks,
markets,
museums
and

Care,

well
as
support
from
other
organizations
and
partnerships.

the
policy
for
good
food
and
catering
procurement

based
on
a
hierarchy

good
food
standards
that
make
use
of
the
Soil
Association
food

life,
served

award
criteria
and
the
Bristol
eating
better
award
applied

depending
on
size,
type
and
nature
of
the
food
and
catering.
The
policy
will
support
improvement
to
the
nutrition
of
food
in
our
public
buildings
facilities
and
via
providers
supporting
a
reduction
in
the
rise
of
excess
weight
in
children
and
adults.

support
a
reduction
in

environmental
impact
of
our
food
and
catering,
for
example,
through
reducing
and
managing
food
waste
packaging

significant
financial
impact
is
planned.
Some
improvement
support,

we
need
to
prioritize.

public
health
will
say
this

was
also
struck
in
our
supermarkets
that
they
were
empty
at
the
crisis.

interest

it
has
done
is
sent
her
on
a
journey
of
looking
at
what
we
actually
put
in
our
body,
so
she
stripped
out
all
the
gluten
the
dairy,
my

sect,

youngest

middle
child,

got
alopecia
as
well
and
we're
relating
that
to
we're
looking
at
the
relation
of
that
nutrition
and
that
were
lack
of
nutrition.

you
don't
even
know

eats
well,

toxins

forth
are
going
into
the
food
supply.

city,
when
we
look
at
the
impact
that
the
food
industry
is
having
actually
having
on
population
health,

people
think

they

they
are
being

get

nutrition

their

food
and

not

hot
topics
in
my
house
at
the
moment.

know
there
are
a
number

people

the
city

really
passionate
both

resilient
sort
of
supply,
the
impact

the
planet
and
the
quality

stuff
we

actually
putting
into
into
our
bodies.

report

but
what
we
did
when
we
started
looking
at
the
problems
in
Bristol
was
not
necessarily
looked
to
Bristol
for
the
solutions

those

they're.

often
there

this
Bristol
way
of
doing
things
that
we
think
that
the
rest
of
the
world
doesn't
exist.

So
I
spent
some
time
talking
to
colleagues
in
the
Greater
London
Authority,
because
I'm
really
worried
that
if
we
don't
tackle
the
housing
problems
in
Bristol
now
in
ten
years
time,
we'll
end
up
with
the
housing
problems
that
London
has
now
now.
One
of
the
things
that
the
GLA
has
introduced
and
has
been
certainly
successful,
early
on,
is
to
create
a
threshold
approach
to
the
affordable
housing
limit.

The
henro
phase
1
care,
that's
at
30%
through
using
our
funding
systems,
we've
got
blackberry,
Hill,
I,
think
29%
and
is
significantly
easier
to
get
to
planning
policy
compliance
in
the
answer
areas
of
Bristol.
When
we
look
in
central
Bristol,
we
see
quite
a
lot
of
schemes
which
are
at
nought
or
pretty
much
nought
percent
in
terms
of
affordable
housing,
and
even
some
of
the
ones
have
been
agreed.
Recently.
I
saw
10
11,
12
percent
when
we
take
out,
and
particularly
when
we
take
out
the
ones
which
have
an
element
of
council
land
in
them.

So,
for
instance,
the
ambulance
station
was
approved
at
20
percent,
but
40
percent
of
the
land
are
there
belongs
to
the
council.
So
the
issue
is,
is
what
do
we
do
on
sites
where
we
are
not
the
owner
to
try
and
incentivize
greater
delivery
of
affordable
housing?
So,
what's
in
front
of
us
today-
and
we
very
deliberate
back
thinking-
because
this
is
such
a
significant
issue-
we
should
bring
it
to
cabinet-
doesn't
involve
particularly
spending.

with
counselors

the

first
counselors,

grabbed
me

ward
councillors

Lockleys

take
me

show
a
large
number
of
significant
boarded
up
sites
where
housing
used
to
be
and

whilst
the

we
can
point
fingers
at
developers
and
there
are
sites
in
Bristol
that
we'll
all
be
aware
of.
Actually
we
have
to
look
at
our
own
record
as
well.

if

you
look

dereliction
there
for
a
decade,
a
decade
of
dereliction
where
housing
has
been
demolished
and
never
been
replaced.

Council

it's
hung

Lib
Dems

under
George
Ferguson,

that
dereliction
undermines
community
and
it
not
just
in
Lockleys.

places
where
we
haven't

schemes
forward

pleased

see

overnight
progress

two
schemes

taking
forward
there

designated

houses
there

we
look
at
the
position
in
in
Lockleys,
where
the
counts
are
speaking
up
for
local
people
who
sort
of
dragged
me,
there
initially
said
we
need
housing
here.
People
are
desperate
for
housing
to
be
built
because
that
dereliction
undermines
those
communities.
There
are
fewer
people
using
the
shops,
it
affects
the
schools,
it
affects
engagement
in
community
organizations.
If
you
take
Lockleys.
One
pub
is
closed.
The
others
are
the
closed
in
or
is
closed.

We
start
to
see
the
fabric
of
communities
fall
apart
if
there
isn't
a
vibrant
local
community
and
for
us,
as
a
council,
that's
a
decade
of
lost
council
tax.
You
know,
there's
cuts
that
we've
made
that
we
didn't
have
to
make
if
those
houses
were
already
there
and
paying
into
the
pot-
and
it's
also
people
on
our
waiting
lists
or
in
temporary
accommodation
who
could
now
be
in
permanent,
secure
housing.
So
we
can't
afford
to
have
that
sort
of
dereliction
anywhere,
whether
it's
Lockleys
or
or
elsewhere.

Now,
there's
been
a
lot
of
work
going
on
at
looking
at
how
we
can
across
the
range
of
sites,
deliver
a
range
of
housing
solutions
to
create
not
just
more
homes
but
a
much
more
balanced
community
than
there
is
at

moment.
So
the
plans
in
front
of
you
today
are
for
roughly
800
new
homes.
The
reports
actually
wrong.
In
one
thing,
it
says
where
it
says
at
least
239
will
be
affordable,
actually
it'll
be
at
least
265,
because
36
of
the
units
will
be
delivered
as
a
hundred
percent
counter
housing.

So
the
the
remainder
will
will
still
need
30
percent
affordable
on
them,
so
that
takes
the
affordable
level
up
to
265
all
and
the
overall
level
to
about
a
third
of
the
housing
being
social
rent,
affordable
rental
or
shared
ownership.

it's
also
what's
really
critical
about.
This
is
about
the
range
of
delivery,
so
some
sites
have
gone
out
to
housing
associations,
we're
evaluating
those
returns
now
and
hopefully
we'll
see
things
coming
into
planning.

only

is

money

could
be

we

to

sets

council's
financial
position

forecast

budget

This
is
an
improvement

1.3
million
since
January
when
we
reported
the

position,
ongoing
pressures
in

demands

this
report
reflects
the
