A
B
Sure
amen,
I
just
been.
C
Efforts
I
just
I'm
on
the
Capital
Campaign
Committee
for
the
village.
C
They
won't
similarly
I
am
on
the
core
team
that
helped
develop
the
projects
that
included
the
housing
navigator
at
211.
That's
part
of
the
eviction
displacement
defense
project,
so
that's.
B
A
So
two
things
for
me
also
one
like
Anissa,
mentioning
the
housing
and
navigation
as
part
of
the
displacement
committee
I'm
on
the
advisor
committee
for
that
group,
which
is
the
housing
Navigators
came
out
of
that
that
initiative
and
though
I'm
no
longer
involved
with
the
Village
I,
have
a
co-founder
of
the
village
and
was
the
board
member
for
a
long
number
of
years.
D
A
C
C
And
then
I'll
ask
the
City
attorney
about
Diane
and
both
of
us,
and
so
maybe
we
could
just
wait
in
the
order
of
activities
to
discuss
those.
Last.
A
A
Of
the
organizations,
okay,
any
changes,
submissions
to
the
agenda
I
have
one
is,
if
we
have
time
today
at
the
end
of
the
meeting,
to
ask
Anissa
if
she
would
take
a
look
or
go
over
with
this
kind
of
an
explanation
of
the
funding
categories,
because
that
would
get
complicated
and
that's
in
year
to
year.
I
know.
A
In
the
past
week
the
committee
has
had
been
reminded
of
which
category
gets
funded
by
which
pot
of
funds
from
HUD
you
know
and
so,
and
that,
as
we
start
to
think-
and
it's
especially
our
next
meeting
about
funding,
we'll
certainly
have
to
keep
in
mind
the
amount
of
anticipated
monster
put
available,
and
you
know
make
adjustments
accordingly.
C
They
will,
in
the
sense
that
we
don't
know
what
our
actual
allocation
will
be
from
time.
So
it
tends
to
I
mean
what
we
are
working
with
is
an
estimate
based
on
last
year,
so
it
does
tend
to
usually
decrease
a
bit,
sometimes
increase
a
bit,
usually
decrease,
so
I
mean
we
aren't
expecting.
E
C
I
I
would
expect
you
know
we're
going
to
do
a
thousands,
we'll
be
looking
at
some
difference
and
we
have
we
possibly
will
update
it
before
the
IRA
being
we're
landing
on
the
final
numbers
we've
had
for
program
income
and
things
like
that.
The
program
income
calls
that
you've
seen
those
are
maybe
not
as
important
for
each
of
us
to
understand.
It
really
just
affects
the
total
number
I
see
the
total
amount
of
CBG
in
the
home,
but
you
might
see
some
minor
adjustments,
I
guess
hopefully
better.
Okay,.
C
C
A
A
Okay,
so,
as
I
said,
we're
going
to
start
with
housing
project
number
one
Ithaca
Neighborhood
Housing
Services,
the
beacon,
which
is
the
name
of
their
proposed
development
on
Inlet
Island.
A
The
request
a
score
of
199
thousand
dollars
and
they
construct
55
units
of
affordable
housing,
primarily
serving
people
below
80
percent
of
area.
Median
income,
though,
can
go
up
to
100,
as
you
see
in
the
application
and
the
requester,
our
funds
would
be
for
construction
or
professional
fees.
Rather,
sorry,
professional
fees
related
to
the
construction.
A
So
I'll
start
with
with
the
question.
One
of
the
questions
that
came
to
my
mind
is
looking
at
on
page
809
of
the
application
is
the
timeline
for
funds,
so
the
project
schedule
and
it
and
the
the
cumulative
amount
of
funds
is
just
that.
So
it's
saying
that
by
October
of
2024
they
estimate
that
of
199
thousand
nine
hundred
dollars
that
they're
requesting
from
us.
The
vast
majority
of
that
183,
900
or
92
percent
would
be
spent.
A
One
of
the
first
questions
that
came
to
my
mind
was
about
the
timeline
and
they
just
I
think
this
is
probably
a
question
for
Neighborhood
Housing
to
ask
them
during
the
public
hearings,
if
they're
not
funded
this
year
or
funded
a
much
smaller
amount
than
the
request,
how
does
that
impact
the
project
in
terms
of
not
just
spending
the
funds
they
may
get
from
us,
but
in
their
applications
to
other
funders
and
being
able
to
point
to
the
strong
local
support?
I?
Think
it's
the
term,
that's
someplace
in
the
application.
A
C
Does
say
in
their
application
that
I
believe
it's
two
thousand
or
I'm
sorry
2024
September
is
what
it
looked
like
that
they
would
be
able
to
hear
from
the
state
and
also
this
this
project
and
one
that
might
be
eligible
special
funds.
That
IRA
has
called
Kodak
funds
that
could
help
fund
them
without
I
think
it's
Mills
was
envisioning
it
possibly
as
like
a
placeholder
to
show
commitment,
and
then
they
he's
knocked
out
on
a
range
we've
used
for
that
quantity.
Before.
C
Projects,
but
he
hasn't
discussed
the
particulars
of
that
yet
I
think
he
might
bring
that
to
Ira.
So
here
in
the
the
last
page
of
page,
eight
of
nine
it
says
in
April
2024
is
when
the
state
announces
whether
or
not
it
will
award
AHS
some
funds
for
this.
This
particular
project,
so
that's
over
in
air
away,
so
I
know
in
their
application.
They
said
that
this
is
kind
of
searched
money
in
it
showed
local
commitment,
but,
as
you've
said,
that
would
be
a
good
question
to
ask
them
in
the
hearing.
C
I,
don't
expect
last
time
a
lot
about
like
when
do
successful,
applicants
start
to
voucher
I
mean
the
the
funds
aren't
even
available
if
they're
not
showing
until
the
fall
right
yeah.
So
theoretically,
this
October
2024
would
be
like
Justin
that
last
end
of
the
window
about
during.
If
they
were
approved
now
right,
housing
projects
usually
do
take
longer
for
their
spend
down
they.
So,
yes,
the
funds
will
be
available.
Late
2023,
they
could
voucher.
C
B
C
B
C
B
C
C
We
had
some
funding
bear
that
Nelson
was
thinking
you
might
be
able
to
utilize
for
this
project
if
Ira
supported
the
project,
so
I
know
that's
not
a
lot
of
information
for
you
right
now
about
decision
making,
but
it
doesn't
mean
if
you
supported
it,
but
it
got
coming
into
that.
Then
it
would
sort
of
be
removed
from
this.
It
wouldn't
yeah.
It
wouldn't
be
in
any
of
those
columns
that
you
see
right
there.
It
would
be.
C
A
Okay,
I
did
have
one
other
question,
Vanessa
page
three
of
nine
there's
a
question
about.
If
the
project
involves
tenant-based
rental
assistance-
and
it's
not
answer-
is
it's
not
applicable
so
I'm
wondering
about
the
question
itself
is:
that
is
the
question
asking
if
the
project
is
going
to
be.
A
C
B
A
C
That's
what
the
application
is
asking?
Okay,
because
all
ironh
projects
are
the
most
affordable
housing
projects,
for
example.
Security
deposits
is
also
tennesseans
that
many
of
the
people
moving
in
had
those
with
it.
So
I
think
what
it's
really
asking
is:
is
your
project
asking
for
funding
for
television.
A
Any
other
question
I'm
just
sorry,
Fernand
I
keep
forgetting
to
look
around
and
and
see
you
there.
Any
questions,
Fernanda
comments.
E
Indeed,
in
this
you
know
the
schedule
they
submitted
so
I,
don't
know
I
mean
the
construction
is
ongoing
by
then
you
know
the
architectural
fees.
Knowledge
should
have
been
paid
or
is
this
I
mean
I
may
be
wrong,
but.
E
E
B
You
hear
me
until.
C
Until
the
until
the
project
is
fully
occupied,
that's
how
it
works.
It
can't
be
considered
a
complete
project
until
okay.
E
C
You
well,
it
is
a
little
hard
to
understand,
but
they
can
really
I
mean
they
leave
just
a
very
small
amount
online,
a
few
thousand
dollars,
so
they
can
definitely
voucher
for
the
bulk
of
it,
but
they
can't
do
the
final
voucher
for
the
final
couple
thousand
until
the
project
is
considered
fully
complete
and
people
are
living
in
there.
So
the
majority
192
000
in
order
to
indicate
here
they
would
be.
C
The
bulk
of
the
funds
will
be
moved
out
by
their
first
voucher
that
they
show
on
there.
So,
okay.
E
C
Is
really
I
think
it's
four
years,
but
we
have
this
extra
complication.
We
have
the.
E
A
Yeah
and
so
related
to
the
question
I
had
asked
on
the
project
schedule.
It
indicates
that
the
majority
of
the
funds
will
be
spent
by
October,
2024.
I,
think
what
Fernando's
saying
is.
Actually
the
funds
will
be
spent
well
before
that
date,
because
it's
the
the
architectural
bees
right
right,
so
they
may.
C
But
it
seems
like
you
know
when
they
say
construction
closing,
I
I
think
that
they
it's
a
question
that
I
can
ask
males
like
how
we've
handled
this
in
the
past,
but
I'm.
Assuming
that
you
know
Lynn
prepared.
This
is
not
thinking
that
they
will
be
able
about
your
before
October
I
I
mean
I.
Think
that,
even
though
there
are
plans
and
things
like
that,
I,
don't
think
that
if
your
question
is,
could
they
potentially
be
spent
earlier
I
think
she
would
indicate
that
if
they.
A
Could
I
was
thinking
of
it
in
terms
of
if
we're
unable
to
fund
the
project
at
all
or
only
a
portion
of
this?
A
Perhaps
then
they
could
actually
come
back
next
year
and
that
might
be
enough
time
to
fit
in
the
timeline
here.
So
so,
if
we
come
back
next
year,
they
would
get
the
bonds
in
the
last
quarter
of
2024
everything
else
if
they
come
back
next
year
and
that
might
be
sufficient
time
for
them
to
use
those
funds
for
the
architectural
and
other
related
fees
rather
than
this
year.
A
C
C
Kodak
funds
could
potentially
be
made
available.
If,
if
there's
you
know,
if
this
is
a
project,
that's
hiring
priority
and
there
are
several
others
and
you're
wondering
how
it
would
divide
up
with
the
city
BG.
So.
C
I
think
it
could
fund
at
least
the
bulk
of
this,
but,
like
I,
said
I,
don't
have
specifics
for
nails
at
this
moment,
so
that's
something
probably
the
IRA
would
discuss
and
then
we've
had
one.
Let
me
check
your
Market
meeting.
D
Funding
happens
in
the
beginning
because
they
might
have
to
be.
You
might
have
to
alter
the
plan
in
some
way,
so
I
mean
they're.
They
are
more
than
likely
going
to
spend
the
majority
of
this
two
hundred
thousand
dollars.
Oh
pretty
quick,
yes,
I
mean
they're.
Just
I
think
that
they're
saying
that
they're
going
to
have
that
in
October
24th
they
project
that
it'll
be
that
most
of
it
will
be
Spanish.
But
I
think
that
it's
very
likely
that
if
it's
for
development
that
it's
going
to
be
spent.
C
Yeah
and
I
I
think
that's
very
true.
I
do
think.
One
of
the
key
things
that
might
need
to
be
asked
at
the
at
the
public
hearing
is
again
the
the
step
between
you
know
kind
of
now
the
the
April
2024
the
HDR
award
announcement
How
likely
do,
they
think
has
it
had
any
invitation
that
their
project
might.
C
And
if
it
doesn't,
if
it
isn't
awarded
funds
of
that
time
from
the
state,
then
how
would
that
affect
their
timeline?
What
would
that
look
like.
C
And
then
there's
also
the
connection
of
like
if
they
don't
think
they
would
get
it
without
it.
Looking
like,
we
were
supporting
it,
which
is
the
sort
of
bad
situation
to
be
in
the
Sprint
state,
to
put
municipalities
in,
but.
A
As
you
can
see
this,
this
works
with
low-income
homeowners
for
private
major
infs
has
a
minor
repair
program.
This
is
really
for
or
repairs
that
are
not
mine,
I
just
say
so.
This
is
a
different.
You
know
the
two
programs.
There
is
a
difference
there,
as
you
can
see
they
work
with
again
low-income
folks,
and
this,
as
we
discussed
last
week,
was
the
only
projects.
There
are
some
funds
that
were
left
over
from
last
year.
A
There's
a
form
and
Lisa
gave
us.
Last
week
the
updated
spin
down
somewhere.
B
A
A
C
B
December
Grant
summary.
C
C
I
know
that
contractors
are
hard
to
find
easier
obvious
during
this
time
period,
but
they
certainly
have
a
number
of
School
owners
identified
that
they're
going
to
be
working
with
and
they've
done,
the
scope
of
work,
or
at
least
five
times
so
they
they're
moving
through
on
the
project
they
they
do,
have
funds
still
available
to
them.
C
The
board
has
scale,
you
know,
tended
to
scale
their
requests
by
a
little
bit
about
they
plan
each
of
their
rehabs
to
be
up
to
25
000,
some
of
them
or
less,
but
so
that's
why
they
think
they
can
do
about
eight,
because
there
are
things
in
that
25
000
for
each
each
rehab.
So
if
it's
scale,
the
recommendation
tends
to
be
to
scale
it
by
about
that
amount.
That's
one
unit,
also
I.
Just
want
to
point
out
at
this
time,
I
mentioned
this
in
their
application,
but.
E
C
Are
some
this
can
be
funded
by
cdbg
or
home
home
has
some
more
complex
regulations
regarding
this.
It
has
and
it's
harder
to
use
home
funds
in
ithaca's
Market,
because
home
has
a
value
cap
on
the
the
home's
value
cannot
be
greater
than
95
of
Market
average
I
think
so.
Even
homes
that
need
repair
sometimes
don't
fit
under
that
cap
and
they
need
to
use
cdpg
funds
for
that.
So
they
would
like
their
preferences
to
receive
CDD.
B
A
Something
to
do
right,
that's
something
we
need
to
consider
as
we
go
through
again.
You
know
a
limited
amount
of
funds
to
distribute,
and
so
we're
into
a
war.
I
should
say,
and
one
agency
who's
I
didn't,
you
know,
didn't
add
up
how
much
all
the
inf's
projects
are
asking
for,
but
it
is
a
significant
amount,
not
a
comment
on
the
worthiness
or
you
know
worth
of
any
of
these
projects.
Those
are
all
great,
definitely
but
I
do
want
to
clarify
so
from
what
I
can
see.
C
A
A
A
B
C
Said
you
had
done
environmental
reviews
for
four
houses:
five
houses
yeah,
so
those
would
have
not
been
vouchered
yet
they
weren't
agenda,
but
I
am
not
as
great
as
I
would
like
to
be
about
I
obtaining
information
while
we're
talking,
but
I
can
try
to
look
in
our
files
to
see
where
or
maybe
I'll
just
email
Charles
to
see.
If
they
found
your
money
in
those
but
yeah
they
do.
They
have
funds
and
like
most
of
the
other
projects,
I,
don't
believe.
C
They've
touched
their
2010
22
funds
at
all,
but
I
think
with
the
number
of
Health
that
they
have
in
the
pipeline.
They
would
be
able
to
voucher.
You
know
within
the
next
couple
months,
several
months
before
their
2021
award,
because
those
are
the
five
that
I
did
the
environmental
reviews
for
okay,
but
they're
still
going
to
have
their
2022
funding
that
they're
just
starting
on
and
five
houses,
major
repairs
for
five
houses,
less
than
90.
C
A
So
we
use
the
25
125
000
total
would
still
leaves
yeah
quite
a
lot
on
voucher.
For
so
that's
something
to
you
know
to
keep
in
mind
again.
You
know
with
Steve's
suggestion
that
we
look
at
scaling.
A
And
one
of
the
questions
then,
to
ask
inhs
at
the
public
hearing
is
for
this
particular
program
again
how
what
would
be
the
impact
of
not
a
warning
the
full
ask
this
year,
given
how
much
the
money
they
still
have
and
what's
their
estimate
of
the
spend
down
for
the
funds
awarded
in
2022.
C
When
successful
applicants
will
report
back,
are
they
obligated
to
sort
of
report
demographic
information,
and
so
they
know
that
they
should
be
trying
to
have
at
least
a
representative
yeah
that
was
I'm
about
to
bring
that
up,
because
the
issue
that
we
experienced
with
the
the
project
that
you
mentioned,
who
may
cause
Charles
when
I
go
to
discuss?
But
when
we
do
our
orientations
with
particularly
new
applicants,
we
we
normally
do
an
orientation
on
how
to
be
bacheloring
and
recording
to
emphasize
to
them.
What?
C
If
they're
in
a
project
that
tends
to
work
with
a
certain
population
school
children,
well
make
sure
that
your
anniversary,
yeah
so
now
inhs
would
not
normally
be
one
of
our
projects
that
will
go
through
orientation
because
they
have
they've
done
a
ton
of
experience.
You
know
they.
They
know
how
to
do
their
vaginal
recording
inhs.
C
One
thing
we're
going
to
bring
up
for
their
minor
repair
is
over
the
years
we've
talked
to
them
because
they're
minor
repair,
another
worthy
project
has
had
difficulty
reaching
a
diverse
audience,
and
we
could
talk
about
that
when
we
get
there.
But
similarly,
you
know
with.
C
Repair
they
they
know
that
they're
trying
to
reach
not
just
one
segment
of
a
population,
but
that's
a
discussion
that
we
could
have
with
them.
Creative
things.
D
I
mean
I,
don't
want
to
go
back,
but
the
only
thing
that
I
noticed
about
being
inhs
repair
projects
is
they
say
that
they
only
Outreach
people
who
apply
for
the
enhanced
tax
we've
got
reduction
reduction
in
the
with
accounting.
D
Not
a
lot
of
homeowners
really
know
that
there
is
a
an
enhanced
tax
production
or
that
the
enhanced
tax
deduction
is
something
that
you
have
to
apply
for,
based
on
your
income
every
single
year,
I
only
found
it
out
because
I
happen
to
be
the
only
one
on
the
mailing
list
that
the
assessment
mailing
was
lately.
D
They
sent
out
an
email
talking
about
it,
so
that
might
be
one
of
the
reasons
that
they're
not
getting
they're,
not
hitting
them
particular
part
of
your
audience
that
they
might
they
want
to
get
to
because
they're
not
really
dealing
with
people
who
know
that
there
is
something
else
out
there.
You
know
right
you've
already.
You've
got
to
be
able
to
know
that.
B
B
C
B
D
Saw
it
in
the
in
the
homeowner
rehab,
oh,
you
did
okay,
yeah!
That's
where
okay,
because
I
didn't
I
didn't
know
that
that's
where
the
money
where
they
were
actually
talking
to
people
and
the
minor
repairs
I
get
the
impression
that
they
that
it
could
be
anybody
from
a
minor
engineering
and
then
so
there
might
be
a
lot
of
a
lot
more
people
that
qualify
for
them,
either
repair
and
they're
going
to
be
a
lot
more
people
that
are
actually
applying.
C
C
So
that's
what
I
thought
you
were
speaking
of
yeah
I
think
that
it
it's
worthwhile
to
ask
them
about
their
marketing
and
Outreach,
because
these
are
these
projects
are
very
needed.
The
the
homeowner
rehab
projects
they
tend
to
be.
C
You
know
they
can't
be
on
the
smaller
side,
but
they
tend
to
have
some
substantial
items
in
there
that,
if
addressed
early
enough,
they
will
arrest
other
deteriorations.
So
it's
very
important
you
know
work
that
they
do
and
certainly
reaching
as
diversion
audience
as
possible
was
really
important.
A
So
see
so,
as
Anisa
just
pointed
out,
excuse
me
the
senior
low
income
tax
exemption
and
then
there's
the
advance
I
think
it's
called
Advanced
star,
but
just
for
the
regular
low
income
tax
exemption
you
have
to
apply
to
that.
Also
right,
there's
a
form
that
you
fill
out
if
I
remember
correctly,
to
send
in
is
that
correct.
