From YouTube: City of Madison Parks Board Meeting - February 7, 2023
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
Okay,
I'm
calling
the
mean
to
order
and
welcome,
thank
you
for
being
here
tonight
for
our
Park
board
meeting
calling
roll
we're
all
here:
David
Hertz,
Phil,
Kane,
Jake,
Shockley,
Carla
Krebs.
Here
we're
all
here
because.
B
A
C
A
A
C
B
C
C
E
Yep
so
bored
before
you,
you've
got
the
lease
agreement
contract
that
we
have
in
place
with
Jefferson
County,
Soccer
Association
to
utilize
Rucker
Sports
Complex
for
their
soccer
activities.
As
you
know,
soccer
is
not
a
program
that
we
offer
because
Jefferson
County
does
such
a
good
job
with
their
program.
There's
no
need
for
us
to
impede
on
their
progress.
E
So
what
we
do
instead
of
that
Brian
spotlightman's,
the
one
who
runs
that
and
we
do
lease
out
the
field
to
where
we
Mo
maintain
it,
take
care
of
all
utilities,
Insurance
liabilities,
everything
and
then
in
turn.
He
he
lines
the
field
and
then
does
operate
all
of
his
programming
for
the
spring
and
for
the
fall.
E
So
this
right
here,
which
you
have
in
front
of
you,
is
the
lease
agreement
that
we
had
in
place
last
year
as
well,
has
been
updated
to
account
for
2023,
but
no
monetary
changes
have
been
made
nor
any
duties
or
responsibilities
for
the
lessee
or
the
Lesser
on
these,
so
their
season
typically
begins
and
runs
about
aprilish
to
October,
give
or
take
some
breaks
throughout
their
but
as
you'll
see
kind
of
throughout.
That
is
how
the
the
document
reads
there.
A
E
Or
incorrect-
and
that
goes
the
same
for
utilities
and
such
that's
kind
of
a
lump
sum
for
all
of
the
sports
complex.
It's
not
broken
down
into
specifics,
but
I
compiled
some
of
the
data
today
between
Staffing
your
basic
repair,
maintenance
utilities,
Insurance
about
130
000,
to
maintain
Sports
Complex
this
past
year.
E
Yes,
he's
still
the
lead
on
that.
We
do
invite
him
to
these
meetings.
So
if
this
is
something,
if
you
have
questions
we,
we
have
done
this
in
the
past,
where
we've
tabled
it
until
March
to
where
we
get
some
of
these
questions
answered.
If
you
have
any
concerns
or
if
you're,
okay,
with
how
it's
presented
now,
we
can
proceed.
A
Okay,
so
this
is
we're
going
to
revisit
the
brown
gym,
exercise
fees
that
we
had
lots
of
discussion
last
month
about,
and
we
kind
of
discussed
it
after
the
meeting,
the
four
of
us,
and
so
what
we
would
like
to
propose
is
a
25
dollar
a
year
fee
and
that
would
include
the
walking
and
the
exercises
class,
all
inclusive,
so
the
Walkers
would
be
theirs
would
be
dropping
ten
dollars
actually
because
they
currently
pay
35
a
year
and
so
at
25
fee
would
enable
a
senior
to
go,
walk
at
any
time
or
to
attend
one
of
the
three
exercise
classes.
A
F
Street
and
I
lead
the
Monday
Thursday
senior
exercise
class.
Did
you
get
my
note
about
the
Bethany
Foundation
wanting
to
not
wanting
to
but
being
open
to
funding
us?
Yes,.
A
A
A
And
the
next
thing
we're
going
to
talk
about
is
a
few
resolution
or
ordinances
for
some
naming
of
some
of
our
park
properties.
G
G
Yeah
I'm
happy
to
report
today.
Thank
you,
madam
president,
and
board
members
I'm
happy
to
report
today
that
the
Board
of
Public
Works
meeting
the
Board
of
Public
Works,
has
entered
into
a
contract
with
RL
Turner
out
of
Indianapolis
to
construct
the
new
Crystal
Beach
swimming
pool
at
7,
270
thousand
twenty
one
dollars.
G
We
did
a
extensive
value
engineering
process
over
the
last
30
days,
or
so
we
had
a
great
team
of
designers
and
contractors
rolling
up
their
sleeves
so
that
we
would
not
take
away
the
amenities
that
the
community
so
much
desired
as
part
of
the
pool.
We
worked
through
a
number
of
things.
What
I
would
call
below
the
ground
to
get
to
there
and
looked
at
not
just
first
cost
but
operational
costs,
as
well
as
related
to
the
filter
system
and
some
other
things.
G
So
we
were
really
excited
about
this
and
one
of
the
major
reductions.
You
know
the
cost
was
delaying
the
pool
to
be
opened
until
May
of
24..
We
had
tried
to
get
a
short
window
in
the
late
fall,
the
late
summer,
early
fall
for
2023,
but
we
were
able
to
save
460
thousand
dollars
by
delaying
the
pool
opening
until
May
of
2024..
G
Yeah
a
matter
of
fact,
I
can
over
time
a
number
of
other
factors,
as
it
relates
to
rush
charges
for
some
equipment,
pumps
and
electronics
that
were
were
rolled
into
that
I.
Don't
know
the
exact
all
the
exact
details
we
asked
for
a
number.
That
was
the
number
we
got
and
those
were
the
examples
we
were
given,
but
there
was
going
to
be
a
lot
of
overtime
work
to
get
that
pool
project
done
for
August
great.
Thank
you.
E
Okay,
joining
Tony
on
that,
so
we're
talking
about
with
the
programming
and
such
we,
even
though
the
pool
season
has
been
pushed
back,
we
are
going
to
be
offering
swim
lessons
here
for
2023,
so
we
are
working
in
Junction
with
Madison
School
Systems
to
utilize
the
Junior
High
swim
pool.
I
do
have
that
signed
agreement
in
place
in
my
office
right
now
that
says
we
do
have
access
to
that
facility.
E
We
just
need
to
finalize
the
details
as
to
the
exact
lifeguards
and
the
exact
timing
of
that
so
Katie
Royce
is
the
person
who
is
conducted
our
swim
lessons
in
the
past
at
Crystal
Beach,
and
she
is
more
than
excited
about
doing
that
now
again
for
us
for
this
season,
so
I'm,
currently
working
with
her
and
Shelly
Anderson,
as
we
finalize
that
Staffing
there
and
then
we're
going
to
be
promoting
the
heck
out
of
that
and
going
to
be
able
to
operate.
Have
our
typical
swim
lesson
season
for
for
this
upcoming
2023.
D
G
Sure
so
the
drawing
over
here
to
your
left
will
reintroduce
diving
to
Crystal
Beach
with
two
diving
boards
and
a
diving
well
it'll
provide
two
lap
Lanes
permanent
permanent
lap
lanes
for
lap
swimming
during
the
day
again,
whether
those
some
communities
Reserve
those
for
those
18
and
older
those
sorts
of
things.
G
Those
are
all
operational
issues
that
will
have
to
be
dealt
with,
but
there'll
be
two
dedicated
lap,
Lanes
a
lazy
river
or
a
current
Channel,
which
will
be
great
for
seniors
and
aerobics,
and
those
sorts
of
activities
or
just
to
float
and
relax.
You'll
have
two
slides,
one
will
be
completely
enclosed
and
one
will
be
open.
That'll,
be
there
to
your
right
to
the
far
right.
You'll
have
some
activity
tables
that'll
be
accessible
for
all
of
those
who
are
handicapped
or
small
children
can
play
in
water
at
that
height
if
they
are
in
a
wheelchair.
G
So
again,
as
we
talked
the
a
few
of
the
sun
shades
that
we
had
talked
about
did
go
away
as
a
part
of
this
plan,
but
you
know
there's
a
lot
of
shade
there.
Now
we're
planning
on
planting
some
additional
trees
as
well
to
help
with
the
shade
and
and
look
at
dealing
with
some
of
the
shading
issues
a
little
bit
differently
than
what
was
originally
planned.
Thank.
G
Actually
we're
showing
no
fencing
at
the
concession
stand
at
the
end
of
the
day,
it
was
a
need
that
we
talked
with
from
an
operational
perspective.
It's
it's
not
required,
and
so
we
actually
eliminating
that
silver
fence.
We
will
have
the
pad.
We
have
I,
think
there's
six
or
eight
picnic
tables
that
are
scheduled
for
that
zone.
G
The
city
council
has
given
us
permission
and
right
now
we
have
a
total
budget
of
7.350
7
million
350
000
so
with
the
dollars
that
have
been
allocated
we'll
actually
go
into
the
project
with
it
about
an
eighty
thousand
dollar
contingency.
We
feel
really
good
about
that,
because
we
did
the
demolition
work
early,
which
exposed
a
number
of
the
issues
that
we
saw
on
the
ground.
G
So
we
should
not
have
a
lot
of
unforeseen
conditions
there
and
again,
there's
never
a
guarantee
when
you
get
into
construction,
but
we
feel
really
good
having
gone
through
this
extensive
value,
Engineering
Process,
with
all
the
contractors
and
Subs
that
we've
identified
some
questions
and
tried
to
eliminate
some
of
those
some
of
those
things.
So
we
feel
really
good
with
where
we
are,
and
the
contractors
were
here
today
and
are
ready
to
get
started
once
we
get
our
final
permit
through
the
Indiana
Department
of
Health.
A
E
E
During
the
Great
Depression
by
the
works,
progress,
administration
and
whereas
Crystal
Beach
has
been
an
icon
for
the
city
of
Madison,
since
it
first
opened
in
1938
and
whereas
the
Parks
Board
values
greatly.
The
history
of
Crystal
Beach
and
the
memories
created
by
numerous
residents
over
the
years
at
the
swimming
pool
and
whereas
Crystal
Beach,
swimming
pool
and
pool
house
have
had
and
are
currently
undergoing
major
reconstruction
and
Renovations.
E
And
whereas
the
Parks
Board
believes
that
it
would
be
appropriate
to
name
Crystal
Beach,
upstairs
room
in
honor
Frank,
Baldwin
Hunter,
whereas
in
2023
the
city
used
the
seashore
pool
design
to
inspire
the
concept
of
the
new
modern
pool
and
the
Parks
Board
believes.
With
the
addition.
The
features
in
the
new
Crystal
Beach
design,
it
is
more
appropriate
to
rename
the
pool
to
Crystal
Beach
Aquatic
Park
to
reflect
the
park-like
features.
E
The
Modern
Pool
will
have
once
complete,
whereas
the
Aquatic
Park
features
include
new
slides,
diving
board
water
play
structures,
Lazy
River
current
now,
therefore
be
it
result
by
the
city
of
Madison.
Indiana
parks
board
that
the
upstairs
event
room
of
the
Crystal
Beach
pool
house
shall
be
named.
The
Frank
Baldwin
Hunter
Hull
and
the
Crystal
Beach
pool
to
the
Crystal
Beach
Aquatic
Park,
adopted
by
the
park
board
sorry
adopted
by
the
board
of
Park
commissioners
of
the
city
of
Madison
Indiana
this
day,
February
2023.
A
E
So
after
some
of
the
work
and
progress
that
we've
made
there
at
the
campground
updating
getting
onto
an
online
platforms
with
Reserve
America
with
book
your
site,
some
of
the
Investments
that
we've
made
down
there
and
then
kind
of
moving
forward
with
some
different
expansion
plans
that
we're
working
through
right.
Now,
we
felt
that
it
was
kind
of
prudent
timing.
The
now
we
kind
of
create
an
identity
for
it
because
it's
always
been
named
the
city
of
Madison
Campground.
E
So
after
collaborating
with
the
board
on
the
mayor's
office,
we
have
come
to
a
an
agreement
on
a
Riverview
campground
moving
forward.
So
I'll
present
the
resolution,
as
is
resolution
of
the
city
of
Madison
Indiana
parks,
board,
renaming
the
city
of
Madison
campground
to
Riverview
campground,
whereas
the
board
of
Park
Commissioners
was
given
authority
over
the
city
of
Madison
Campground,
whereas
those
duties
include
but
are
not
limited
to
set
fees
for
the
use
of
the
campground,
adopt
regulations
and
restrictions
on
use
of
the
campground
and
exercise
authority
over
the
administration
of
the
city
Campground.
E
Whereas
the
parks
department
is
committed
to
investing
into
the
campground
to
generate
more
Revenue
occupancy
and
sustain
the
facility
for
future
Generations,
whereas
recognizing
the
location
of
the
campground,
with
its
proximity
and
Beauty
being
on
the
riverfront
and
whereas
the
board
of
Park
Commissioners
recognizes
the
opportunity
to
create
an
identity
with
our
current
Campground.
Now,
therefore,
be
it
resolved
by
the
city
of
Madison,
Indiana
parks,
board
city
of
Madison
Campground
shall
be
named.
Riverview
campground,
adopted
by
the
board
of
the
park.
Commissioners
of
the
city
of
Madison
Indiana,
this
sixth
day
of
February
2023.
E
We've
been
doing
a
lot
of
talking
about
the
work,
that's
going
into
Crystal
Beach
in
the
hall
now
rightfully,
so
those
are
going
to
be
fantastic
amenities
for
the
city
of
Madison
as
a
whole.
E
There,
your
backboards
rims
nuts,
the
concrete
work
there
getting
that
re-stripes
to
match,
with
the
original
paint
color
scheme
that
they
had
down
there
and
then
including
some
benches,
some
bike,
repair
stations,
water,
fountains
and
such
so
all.
In
all
we're
looking
for
this
to
be
about
a
fifty
thousand
dollar
project.
The
parks
department
is
going
to
invest
in
to
uplift
to
have
it
match
with
the
rest
of
the
Crystal
Beach
Renovations
that
we're
currently
going
through.
E
Yes,
so
the
landscaping
and
signage
I
know
it's
a
little
difficult
to
see
there,
but
where
the
sidewalks
converge
in
the
middle
there,
that's
where
that
Landscaping
is
going
to
be
so
I've
been
in
contact
with
two
different
companies
and
gotten
proposals
on
that
and
then
directly
there
in
the
center
Tony
has
already
been
working
on
the
signage.
That's
going
to
be
included
in
that.
E
H
Thank
you,
Parks
Board,
for
letting
me
present
the
deputy
Parks
report
for
February.
The
first
thing
I'll
be
talking
about
is
Rutgers
sport
complex
and
for
the
upcoming
baseball
and
softball
season.
We
have
decided
that
we're
going
to
do
the
certain
dates
on
the
20
to
21st
of
May,
the
17th
through
18th
of
June
and
the
15th
through
the
16th
of
July
and
the
23rd,
the
23rd
through
the
23rd
same
day
of
July,
and
we
I
don't
know,
did
Chad
tell
you
about
what
League
that
was
through
future.
H
In
addition,
emails
have
been
sent
out
to
people
who
have
already
signed
up
for
these
programs,
and
I
was
sent
out
Brown
Brown,
beginning
of
January
sometime
and
yeah.
It's
expected
a
spike
in
February
due
to
the
programs,
so
we'll
see
up
crease
after
basketball
season.
All
these
winter
sports
are
done.
H
The
third
thing
I'll
be
talking
about
is
the
adult
programs.
We
are
excited
to
announce
that
evening.
Pick
wall
at
the
brown
gym
is
remaining
is
maintaining
smoothly,
and
this
will
be
taking
place
on
Tuesday
and
Thursdays
from
seven
to
nine
and
we're
happy
to
also
have
our
exercise.
Classes
coexist
and
grow
with
the
pickleball
program.
Joaquin
is
Monday
through
Friday
at
the
brown
gym
at
10,
at
Wednesday
is
Tai.
Chai,
Tuesday
and
Thursdays
mornings
are
high
intensity
senior
exercises,
and
that
is
for
the
adult
programs
and
those
take
place
also
at
the
brown
gym.
H
H
E
Thank
you,
Braden
I
just
want
to
say,
on
top
of
that
kind
of,
with
what
we've
got
going
on
with
programming
a
thank
you
to
Mr
Gary
Van
y
for
hosting
another
successful
year
of
his
youth
basketball
program.
We
did
have
both
girls
and
boys
teams
participating
in
that,
and
then
we
were
excited
to
bring
that
back
down
to
the
brown
gym
where
it's
been
a
few
years
since
we've
had
that.
E
So
in
the
future,
we're
looking
to
see
that
we
can
still
potentially
participate
in
that,
while
still
hosting
our
own
sort
of
programming
kind
of
like
we
did
in
previous
years.
But
we
are
excited
to
still
continue
to
have
that
and
that
he's
still
hosting
those
leaks.
E
I
First
of
all,
golden
Shamrock
Award
winner,
Gary
Van,
Dyer
right.
How
many
participants
were
there
in
that
League
because
that's
usually
really
popular
and.
E
I
Then,
on
the
travel
baseball,
tournaments.
E
Yeah,
the
future
stars
of
sports
they're,
the
ones
that
are
they're
running
those
sign.
E
Ups
they're
just
going
to
use
this
kind
of
how
Jefferson
soccer
uses
us
as
a
facility
rental,
so
I
expect
to
be
in
contact
with
them
as
they
start
to
promote
this
and
hear
the
kind
of
reception
and
feedback
that
they're
getting
because
I'll
be
very
curious
to
see
what
people
are
saying
when
they
say:
hey
we're
hosting
this
at
Rucker,
Sports
Complex,
because
I
know
it's
been
some
time
since
we've
had
steady,
consistent
tournaments
and
such
there.
So
that's
something
we
we'd
like
to
continue
to
have.
A
B
I,
don't
know
we,
you
mentioned
it
in
a
message
today,
actually
that
we're
going
to
start
heavily
promoting
the
youth
support
programs
get
that
out
there.
E
Yep,
so
something
that
you
all
have
in
your
packet,
there
is
two
Graphics,
so
this
is
going
to
be
a
tri-fold.
The
parks
department
is
going
to
be
producing
here
quickly.
The
communication
Department
Hannah
and
Keeley
have
been
actively
working
on
this.
So
we
expect
to
have
this
finished
by
the
end
of
the
week.
We're
going
to
start
promoting
that
getting
that
out
there
to
the
different
schools,
businesses
and
such
I
know.
E
You
can
find
us
at
Madison
Rec
desk,
and
you
can
sign
up
for
your
children
for
any
sport
throughout
the
year,
whether
it's
volleyball,
which
is
later
in
the
year
or
whether
it's
baseball
softball
t-ball,
which
is
right
around
the
corner,
so
kind
of
with
all
that
in
mind
that
we
want
to
continue
to
keep
the
word
out
there
about
that,
because
this
season
will
be
on
us
very
very
soon
and
as
a
reminder
too,
that
it's
still
only
twenty
dollars
to
sign
up
for
each
and
every
one
of
our
programs.
E
Yep
Chad
is
in
contact
with
different
coaches.
Some
same
some
are
different
that
or
just
want
to
get
invested
into
our
programs
from
last
year.
So,
yes,
that's
that's
already
started,
because
that
seems
to
be
one
of
the
big
hurdles
when
it
comes
to
programming,
because
it's
difficult
to
coach,
it's
a
lot
of
time
and
effort
that
you've
got
to
put
forth
for
that
which
I
know
board
you're,
all
very
familiar
with
that.
So
and
the
last
thing
from
programming
something
kind
of
this
up
Chad's
last
day
with
the
parks
department.
E
Was
this
past
Friday
February
3rd,
as
he
starts
a
new
chapter
up
in
Indianapolis
with
the
NCAA,
so
we're
very
proud
of
the
work
that
Chad's
accomplished
with
the
parks
department,
being
a
city
of
Madison
resident
and
coming
back
and
putting
the
effort
that
he
has.
We
just
want
to
continue
to
build
off
his
momentum,
so
I
wanted
to
emphasize
that
despite
Chad
leaving,
the
parks
department
will
have
no
lapse
when
it
comes
to
programming,
communication
or
effort
throughout
all
of
our
programming.
E
E
He
was
looking
up
at
all
of
our
premium
weekends,
so
those
seven
weekends
that
we
outlined
throughout
the
year
where
we
have
increased
State
money,
basically
because
we
know
that
those
are
going
to
be
our
higher
occupancy
days
and
we
are
nearly
sold
out
of
every
single
one
of
those
already
for
our
Friday
Saturday.
So
we're
very
excited
by
that.
E
We
want
to
continue
to
build
off
that
to
where
people
don't
just
want
to
stay,
maybe
for
the
Friday
Saturday
for
the
event
to
start
extending
those
to
maybe
a
Wednesday
to
Sunday
sort
of
thing,
but
that's
still
very
positive
and
we're
excited
by
that
progress
and
I
think
a
lot
of
that
has
to
do
with
Doug.
A
lot
of
that
has
to
do
with
the
reinvestment
that
we're
making
into
the
campground
and
then
also
more
and
more
people.
E
Finding
us
on
these
online
platforms
are
some
of
the
projects
that
we've
got
going
on
I've
kind
of
quickly
highlighted
on
Oak
Hill.
So
if
you've
had
a
chance
to
drive
through
that
neighborhood
you'll
see
all
the
work
that's
been
going
on
there
for
the
park
itself.
That
project
is
still
on
track
to
be
completed.
E
Deadline
is
around
Memorial
Day
weekend
so
far,
our
playground
equipment,
shade
structures,
basketball
goals,
water,
fountain,
bike,
rack,
benches,
trash
cans
all
been
delivered
just
waiting
on
some
more
compliant
weather
to
install
all
of
that
sidewalks
and
play
sidewalks
and
playground
base
have
been
laid.
The
shelter
house
has
been
installed
we're
currently
working
through
the
logistics
of
the
fencing
and
some
of
the
other
work
up
there,
but
that
is
all
progressing
very
well
and
if
you
haven't
made
a
chance
to
drive
through
up
there,
I
would
actively
encourage
you
to
do
so.
E
Another
project
that
we
are
starting
we're
very
excited
about
is
with
Gaines
Park.
So
this
is
a
project
that
we're
looking
to
complete
here
in
the
fall
roughly
by
Labor
Day.
So
I've
got
a
quote
included
for
something
that
we're
talking
about
there,
but
there's
going
to
be
additional
funding
sources
for
that.
But
this
is
one
of
our
Premier
neighborhood
kind
of
parks
that
has
not
been
reinvested
in
in
decades.
E
You
hear
us
saying
that
all
the
time,
frankly,
the
truth
when
it
comes
to
our
neighborhood
parks,
they're
built
one
time
without
any
kind
of
capital
or
maintenance
plan
in
mind
for
future.
So
what
we're
going
to
do?
There
is
a
new
basketball
court
refurbished
shelter
house
which
is
going
to
match
Oak
Hills
we're
going
to
expand
the
concrete
around
that
to
make
that
more
accessible
and
usable
eight
foot
sidewalk
that's
going
to
go
down
the
middle
for
accessibility,
new
fencing,
new
fencing,
including
a
gate
that
goes
through
the
front
there.
E
So
a
child
can't
run
out
onto
Broadway,
Street
historic
signage,
new
playground
equipment.
That's
going
to
have
the
pour
in
place
rubber,
just
like
we
have
at
hargan
Matthews
and
then
at
Oak
Hill
and
then
a
stage
there
in
the
in
the
back
left
hand
corner
that's
going
to
be
for
Community
Gatherings.
So
this
is
a
place
that
we
want
to
continue
to
utilize
and
really
reinvigorate
that
space
and
make
that
another.
One
of
our
vibrant
neighborhood
community
parks.
E
Still
in
tow
with
Parks
hargan
Matthews
I
want
to
say
thank
you
to
Marcy
Jones
and
the
cookie
Capers
they've
been
working
on
selling
some
cookies
to
raise
funds
for
shade
structure
down
there.
So
they've
raised
about
four
thousand
dollars
got
a
couple
other
partners
that
are
interested
in
contributing
towards
that
project.
E
So
our
rep
from
game
time,
Solutions,
Jeff
him
and
I,
took
a
walk
down
there,
the
other
day
to
basically
outline
that
and
we're
going
to
work
through
some
the
project
to
see
what
we
can
come
up
with,
but
we're
very
excited
about
that
partnership
and
that
donation
from
all
the
cookies
that
they
sold
with
that.
So
thank
you
to
to
that
group.
E
Last
thing,
because
we've
been
talking
a
lot
about
programming
with
recdesk
Carla
got
to
sit
on
one
of
these
meetings
that
we
had
with
the
communications
department
and
some
of
the
updates
that
we
need
for
that.
So
we
are
maintaining
with
Rec
desk.
Things
are
going
well
with
that,
but
we
wanted
to
give
it
a
facelift,
make
the
website
itself
just
a
little
bit
more
interactive.
So
we've
been
doing
some
research
with
other
communities
how
they
operate
their
rectus
pages
and
we've
already
implemented
some
of
those
changes.
E
So
as
you
get
on
there
for
some
of
your
programming,
if
you're
just
doing
kind
of
casual
browsing,
seeing
what
we
offer,
let
me
know
some
of
the
feedback.
If
you
like
some
of
the
changes
that
we've
made
or
not
a
lot
of
this
has
to
do
with
just
cleaning
it
up
and
making
it.
Maybe
one
less
click,
two
less
clicks
to
go,
find
something:
implementing
new
pictures,
new
newsletters
and
stuff
at
the
bottom.
Just.
E
A
A
A
Okay
and
then
can
you
talk
a
little
bit
about
the
donation
that
was
received
in
honor
of
birch
Johnson,
like
what
that
entails.
B
E
So,
yes,
we
have
received
a
few
different
donations
for
this
and
it's
to
go
to
Rucker
Sports
Complex.
So
this
is
in
honor
of
Clifford
Burch
Johnson
Senior,
it's
in
memory
of
him
directed
to
go
to
the
complex
they
just
this
is
from
his
children.
They
said
that
his
dad
loved
Youth
Sports
serving
the
community
of
Madison
and
he
was
always
honored
to
have
a
field
named
in
his
honor
and
so
they've
listed
out
some
of
the
different
names
and
donations.
E
E
A
I
just
also
want
to
say
thanks
again
to
Marcy
Oxford
Jones
for
the
fundraising
efforts
they
sold
cookies
during
the
Christmas
tour
and
she
and
her
friends
baked
700
dozen
cookies
yeah
I
mean
I
only
baked
like
three
or
four
dozen,
but
they
worked
really
hard
to
bring
in
that
four
thousand
dollars
to
provide
shade
at
Harkin
Matthews.
So
just
really
want
to
give
her
a
shout
out
and
hoping
that
we
get
the
matching
donations
from
some
other
groups,
because
you
would
be
surprised
how
expensive
those
shades
are.
Yeah.
E
E
Yes,
that's
an
initial
quote.
That
was
just
to
kind
of
give
you
an
idea,
because
Carlo
was
wanting
an
update
about
that
when
we
previously
spoke
about
kind
of
fortifying
the
brown
gym.
So
this
last
discussion
that
I
had
with
Lee's
lock
about
that
was
just
for
the
front
of
that
building.
It
is
such
a
unique
old
structure
that.
E
H
C
I
do
have
one
comment,
I
guess,
and
it's
really
related
to
Braden's
report.
I
I
think
it's
great
that
we
were
able
to
get
25
seniors
together
to
hear
about
fraud.
But
as
somebody
works
in
banking,
it's
it
affects
a
lot
of.
It
affects
a
lot
more
than
25
people.
Elder
Financial
exploitation
is,
is
huge.
We
get
multiple
calls
a
week
from
customers
about
it
from
people
pretending
to
be
Bank
employees
from
people
to
pertain
to
be
IRS
agents.
C
I
Couple
thank
you
and
congratulations
to
the
officers
for
2023
and
the
board
for
serving
well.
A
lot
of
discussion
tonight
was
about
investment
and,
if
you
recall,
after
a
very
long
period
of
dormancy,
with
regard
to
investing
in
our
Parks,
we
embarked
on
a
year-long
Park
master
plan
that
that
brought
to
light
how
important
our
parks
are
to
our
community
and
the
quality
of
life.
Not
just
for
those
who
live
here.
I
But
those
who
those
who
are
visiting
here
and
over
the
course
of
the
last
year
to
year
and
a
half
you've
seen
substantial
investments
in
Sunrise,
Oak,
Hill,
Crystal,
Beach,
Bicentennial
Park,
the
super
Overlook,
our
Gateway
by
the
bridge,
the
campground
Gaines
Park,
Georgetown
district,
coming
up,
hargan,
Matthews
benches
of
John,
Paul
and
and
again
I
also
want
to
Echo
what
you
said
to
Carla
thanking
Marcy
and
everybody
who
was
involved
in
fundraising
for
the
shades.
I
I
Parks
but
it
indirectly
impacts
Parks
because
on
our
Riverfront
and
we're
working
with
the
new
owners
there
now
for
some
new
construction
permitting
for
some
new
investment
that
they're
making
at
the
at
the
Lighthouse,
and
so
we'll
continue
to
keep
you
all
informed
there,
but
again
over
the
course
of
the
last
couple
years.
The
investment
we're
making
in
Parks
is
not
insignificant.
I
It
is
in
the
tens
of
millions
of
dollars
now,
once
you
factor
in
the
Reconstruction
and
restoration
of
Crystal
Beach,
and
then
the
investment
in
programming
growing
programming,
22
percent
in
2022
was
an
ambitious
goal
and
then
I've
already
asked
Matt.
I
Are
you
sure
you
can
do
another
20
on
top
of
that,
and
he
assures
me
we
can,
but
our
programs
are
invaluable
for
all
agers
across
the
community
and
again
the
the
work
that
your
predecessors,
my
predecessors,
have
done
for
Parks,
it's
not
gone
unnoticed
and
years
are
going
to
see
terrific
results
and
dividends
from
our
parks.
I
A
K
K
K
Where
does
that
money
come
from
I
think
the
city
was
meant
or
the
county
was
mentioned,
but
it
was
very
unclear
as
to
what
money
is
coming
from,
where
my
concern
is
that
the
city
not
go
into
debt
without
having
any
way
to
pay
for
these
things,
it's
wonderful
to
have
all
these
things,
but
you
have
to
pay
for
them,
and
you
know
my
family
was
in
business
for
themselves.
All
all
my
life
in
Louisville
and
my
brothers
are
in
business
for
the
you
know,
and
you
have
to
have
the
money
for
these
things.
K
I
Well,
I'll
have
you
to
answer
that
because
that's
been
a
discussion,
that's
been
ongoing
for
probably
about
a
year
as
we've
worked
on.
What
do
we
do
with
a
full
like
Crystal
Beach,
it's
important
to
the
community.
That
is
essentially,
you
know,
outlived
its
useful
life.
There
are
primarily
three
sources,
I'm,
not
sure.
If
you
mentioned
Marianne
who
you
are,
if
you'd.
A
I
There
are
essentially
three
three
sources:
the
city
of
Madison
was
recipient
of
about
2.7
million
dollars
of
American
Rescue
program
money
that
we
had
appropriated
through
city
council,
a
million
dollars
toward
the
pool
for
that
there
are
non-um
I
should
say
we're
not
quite
ready
to
announce
the
sources,
but
we
do
have
significant
financial
support
for
Crystal
Beach,
that's
about
to
be
announced,
and
then
the
city
also
had
approved
a
bonding
for
about
4.9
million
dollars
because
of
working
through
the
state
of
Indiana
local
government,
Finance,
State
Board
of
accounts
and
through
city
council
Appropriations
process.
I
Foreign
that
was
closed
at
the
end
of
the
year
and
it
was
around
4.6
.8
percent,
maybe
over
20
years,
so
we're
investing
in
a
pool.
That's
going
to
last
50
to
75
years,
where
so
so,
we've
brought
in
several
sources
of
it
so
that
it
would
not
be
a
financial
burden
on
the
community
and
there's
also
admission
fees
and
other
revenues
that
will
support
the
poll
along
along
the
way.
Do.
I
E
K
I
Crystal
Beach,
all
of
it
community
I'm
sorry,
rural
Affairs
office
committee,
rural
Affairs,
yes
okra.
So
this
is
something
that
didn't
just
happen.
This
is
a
a
process.
That's
been
going
on
for
candidly.
I
I
I
I
The
the
to
put
it
this
way.
I
Approved
by
the
department
of
local
government,
Finance
or
money's
not
being
appropriated
by
city
council,
and
so
we
are
not
able
to
enter
into
contracts
in
which
there
are
not
demonstrable
proceeds
in
order
to
meet
those
obligations
and
we've
satisfied
all
of
those
obligations
both
at
the
state
and
at
the
city
council
level.
G
I
As
you
can
see,
there's
a
rendering
of
it
over
there.
A
lot
of
work
has
gone
into
the
historical
character,
the
authenticity
of
it,
the
usefulness
of
it,
the
regional
Destination
Planning
of
it
the
health
and
wellness
elements
of
it,
which
played
an
important
role
in
that
design.
So
that
is
not
gone.
Carelessly
pursued
against.
A
A
K
I
I
mean
in
in
this
environment:
it's
we
needed
to
give
ourselves
enough
time
to
do
it,
but
create
some
cost
efficiencies
there
in
this
economy.
We're
dealing
with
supply
chain
issues,
labor
constraints.
What
the
job
of
us
is
is
to
transfer
that
risk
of
construction
onto
a
third
party,
and
that's
why
you
have
to
go
through
a
really
elaborate:
thoughtful
design,
engineering,
remediation
approval,
permitting
process
financing
plan
and
then-
and
then
you
know
the
final
approvals
for
the
design.
K
I
We
have
a
contract
for
one,
it's
bonded,
so
there's
a
payment
of
performance
bond
at
the
contractor
has
to
provide.
This
is
a
highly
qualified
contractor
that
specializes
in
this
type
of
construction.
So
it's
not
just
you
know
anybody
throwing
a
bit
together.
There
are
milestones
in
that
contract
that
they
have
to
achieve.
Otherwise,
the
payment
performance
bond
would
be
a
Jeopardy
and
there's
liquid
data
damages
if
they
don't
satisfy
it.
I
So
we
do
literally
tens
of
millions
of
dollars
of
construction
projects
all
across
the
city,
we're
very
familiar
with
this
type
of
construction
and
contractual
environment.
We
have
Architects
Engineers
mechanical
engineers,
owners,
representatives
and
inspections
that
happen
along
the
way.
G
G
Yeah
I
was
just
going
to
say
that
tomorrow
night
at
the
city
council
meeting
for
those
who
would
be
interested
in
attending,
we
have
more
announcements.
We
made
on
Crystal
Beach
enough
further
update
so
for
those
in
the
public
or
or
the
commission
here
feel
free
to
join
us
tomorrow,
night
at
Crystal,
Beach
at
Crystal
Beach
come.
I
J
Hi
I'm
Jan
vitrus
I
have
a
different
question.
I
was
a
little
late,
so
you
may
have
already
addressed
this,
but
when
I
was
at
the
Christmas
concert
of
the
community
band,
they
announced
they
would
begin
rehearsal
again
in
February.
J
J
E
So
it
doesn't
interfere
with
pickleball,
but
I
haven't
talked
to
anyone
from
that.
J
Okay,
well,
that's
something
that
is
is
very
popular
programming
that
you
guys
should
take
credit
for
so
so
we
need
to
make
sure
that
we
get
that
word
out
to
everybody
that
the
community
band
is
open
to
everybody.
We've
got
professional
musicians
and
kids
in
the
fifth
grade
and
it's
a
really
fabulous
opportunity,
so
we
don't
want
to
lose
that
as
far
as
part
of
our
parks
department.
Thank
you.
A
J
We
really
tried
hard,
we
organized
it
for
the
bicentennial
Bill
Kendall
Charles
Charlie
Schnabel
were
two
of
the
big
folks
that
helped
organize
it.
Bill
Kindle
is
currently
the
the
conductor
Mark
Johnson
was
before
that
and
he
was
a
city
employee,
but
we
tried
to
make
sure
that
it
had
a
permanent
home
and
it
was
getting
a
thousand
dollars
a
year
for
music
and
equipment
from
The
Parks
Department
budget.
So
if
that
is
not
happening,
we
need
to
readdress
that,
but
yeah
it
was.
J
We
wanted
to
make
sure
it
continued
as
an
ongoing
thing
and
that
the
parks
department,
which
was
trying
to
do
more
programming
besides
just
Sports
that
could
take
advantage
of
this.
So
when
we
organized
it
for
the
bicentennial,
we
wanted
to
make
sure
it
had
a
home
and
at
that
time,
under
mayor
Armstrong
and
then
continued
under
mayor
Welch,
it
was
part
of
the
parks
department,
okay,.
A
J
A
All
right,
our
next
meeting
for
the
parks
department
is
Monday
March
6th
at
five
o'clock
and
I
hope
to
see
some
of
you
tomorrow
night
at
Crystal
Beach
at
5
30
for
our
city
council
meeting
in
the
new
room.
Upstairs
can
I
get
a
motion
to
adjourn
in
a
second.
Please.
